Artykuł recenzowany / Peer-reviewed article ; With few exceptions the Arab world has made a big progress toward political liberalization in the recent two years. Morocco could be a model to follow for other countries if it sustains current direction of political change. The King Muhammad VI decided to lead important reforms: amendment to the Constitution, separation of the structures of power and independence of the judiciary. In this way, the situation has not led to signifiant outburst of citizen anger and rioting like in a number of Arab states. Political and social reforms were initiated by the King addressing the requests and needs of the society, for example the reform of family code called Mudawwana. Muhammad VI recognized the multicultural roots of Moroccan society, confirmed gender equality and extended the freedom of speech. Yet, these changes did not address the needs of all social groups. Demands for more responsive and accountable government, pressures for economic reforms, and greater pluralism in the shaping of public policy arose in Morocco. Nevertheless, opposition considered these changes insufficient, given the scale of youth unemployment, lack of prospects, failure of woman's rights and crisis of education. In Morocco state legitimacy does not decline because of a particular position of the King, religious legitimacy of power and specific political culture of Moroccan society. According to many analysts, the Kingdom of Morocco did not dismantle the basic structures of power, especially the influential elite institution – machzen.

Rozważania podjęte w tekście koncentrują się wokół roli instytucji w procesach rozwoju społeczno-gospodarczego państw. Przedmiotem szczególnej uwagi jest jeden z wymiarów funkcjonowania instytucji, przejawiający się w rozumieniu ich jako efektywnych instrumentów redukowania dystansu rozwojowego wobec państw zachodnich. W tekście zauważono, iż w pierwszych latach po roku 1989 instytucje zniknęły z głównego nurtu ważnych debat intelektualnych. Wskazano główne źródła tego procesu: 1) popularne w latach 90. XX wieku przekonanie o globalnej konwergencji kapitalizmu oraz 2) dominującą w ówczesnej socjologii teorię modernizacji. W artykule postawiono tezę, iż instytucje wróciły do centrum debat akademickich i strategii rozwojowych z powodu splotu następujących procesów i wydarzeń: 1) szerokiej debaty poświęconej instytucjonalnym źródłom wzrostu i rozwoju zapoczątkowanej publikacjąpracy Darona Acemoglu i Jamesa Robinsona Why Nations Fail, 2) globalnego kryzysu ekonomicznego z roku 2008 zainicjowanego upadkiem amerykańskiego banku inwestycyjnego Lehman Brothers, 3) zróżnicowanym konsekwencjom kryzysu ekonomicznego, jakie można dostrzec w USA i w Europie, które ilustrują, 4) instytucjonalną różnorodność kapitalizmu. ; The paper describes the latest change in the research on social and economic development of states. This change is characterized mainly by a strong emphasis put on the role of institutions as key instruments of reducing the development gap between countries. It is argued that in the years after 1989 institutions have disappeared from mainstream academia and major intellectual debates because of: (1) the widespread belief in global convergence of capitalism and (2) the modernization theory which prevailed in the social science in the 1990s. The article indicates that institutions were once again brought into focus as a result of (1) a wider debate about the institutional sources of growth and development sparked by Acemoglu and Robinson's Why Nations Fail, (2) the beginning of the global economic crisis of 2008 triggered by the fall of American investment bank Lehman Brothers (3) diversified consequences of the economic crisis seen all over Europe and the USA which illustrate (4) the institutional varieties of capitalism.

The author of the article analyses the idea of political change, focusing on the question whether this change in Poland after the year 1989 was carried out by way of revolution or reforms. he considerations characterise mainly the idea of Mirosław Dzielski and his community, as well as relations with their opponents. Several elements of the above-named theory are brought out in the text. Firstly, the necessity of making comprehensive social changes for the success of the planned change. Secondly, reality diagnosis is necessary. Thirdly, planning of the form of political change, and finally, creation of the project for 'the system of freedom'. The article shows the uniqueness of Dzielski's opinions as a liberal. The author puts special emphasis on the fact that according to him, the reforms program should be directed not at communists but communism. What's more, he perceived that in the Polish conditions there was a collision between freedom and democracy, whereas in his opinion the primacy should go the former.

Artykuł przedstawia zmiany systemowe wprowadzone w Polsce po 1989 r., które umożliwiły przejście z gospodarki centralnie sterowanej do wolnorynkowej. Podjęcie głębokich i szerokim reform o charakterze prawnym, gospodarczym i społecznym pozwoliło na ukształtowanie demokratycznego ustroju po wielu latach sprawowania władzy komunistycznej. Transformacja systemowa była możliwa dzięki znaczącym przemianom podstaw prawnych, począwszy od zmian w ustawie zasadniczej, określającej istotę prawa własności i obowiązek jego poszanowania, poprzez uchwalenie innych aktów prawnych koniecznych do zmiany stosunków własnościowych (takich jak ustawy o komercjalizacji i prywatyzacji przedsiębiorstw państwowych, prawa o działalności gospodarczej czy ustawy o gospodarowaniu nieruchomościami rolnymi). Równoległe reformy systemu bankowego oraz polityki pieniężno-kredytowej umożliwiły napływ kapitału zagranicznego i pozwoliły na rozwój prywatnej przedsiębiorczości. W wyniku przemian ustrojowych, jakie zaszły w ostatnich 25 latach, Polska jako demokratyczne państwo prawa jest członkiem Unii Europejskiej, a polska gospodarka rynkowa staje się coraz bardziej konkurencyjna. Niestety, mimo głębokich przekształceń w sferze własnościowej, Polska przez ostatnie ćwierćwiecze nie rozwiązała kwestii zwrotu prawowitym właścicielom własności przejętej bezprawnie przez władze komunistyczne. ; This paper presents structural changes that took place in Poland after 1989, and which enabled its transition from a centrally planned economy to a market economy. The deep and thorough legal, economic and social reforms undertaken in that period made it possible, after years of communist rule, to shape a new, democratic system. The systemic transformation was possibleowing to some basic amendments to the Constitution, including the articles defining the essence of ownership and the duty to respect it, as well as the adoption of other legal acts necessary to re-define ownership relationships (such as the law on commercialisation and privatisation of state-owned enterprises, or the law on the management of agricultural property). The concurrent reforms of the banking system and the monetary and credit policy enabled inflow of foreign capital and development of private entrepreneurship. As a result of the transformations of the past 25 years, Poland is now a democratic state and a member of the European Union, while Polish economy is getting increasingly competitive. Sadly enough, despite these substantial structural transformations in the ownership sphere, in the last quarter of the century Poland has continued to be unable to resolve the problem of returning to the lawful owners the property taken by the communist regime.

W artykule autorka stawia tezę, że w latach pieriestrojki, a następnie pierwszego etapu istnienia Federacji Rosyjskiej, nie zaistniały warunki gospodarcze, społeczne i polityczne dla budowy demokracji. Przyczyny tego stanu rzeczy autorka upatruje w źle przeprowadzonych reformach ekonomicznych, słabości instytucji systemowych, braku konsensusu elit. Istotny, okazał się wysoki poziom inercji społeczeństwa, zwłaszcza po nieudanych reformach pieriestrojki i rozpadzie państwa. Otoczenie międzynarodowe początkowo wspierało, głównie deklaratywnie pieriestrojkę Gorbaczowa, jednakże w wyniku naruszania standardów demokracji przez Jelcyna i jego ekipę, nie sprzyjało w sposób efektywny, procesom demokratyzacyjnym w tym państwie. ; The author of the article puts forward a thesis that the economic, social and political conditions at the time of perestroika and, then, in the first period of the Russian Federation were not conducive to the emergence of democracy. The international environment initially supported Gorbachev's perestroika, albeit mainly verbally. However, after Yeltsin and his team violated democratic standards, this support was ineffective in promoting democratization processes in Russia.

Based on the initiatives to amend the Constitution of Poland of 1997, submitted to the parliament by 2017, the author answers the question of why sometimes the Constitution is amended and sometimes not. The results of the study moderately confirm the hypothesis stating that if the project has more than four characteristics – it does not concern regulations defining the rules of the game between political actors co-deciding on changing the constitution, satisfies the social sense of justice, does not cause a significant financial and material shift in the short term, is initiated or supported by an influential interest group – it is more likely to be adopted (measured by the stage reached in the legislative proceedings in the Sejm and the percentage of votes). ; W niniejszym artykule na podstawie inicjatyw o zmianie Konstytucji RP z 1997 r. zgłoszonych do Sejmu do 2017 r. autor odpowiada na pytanie, dlaczego czasem dochodzi do zmiany jej zapisów, a czasem nie. Wyniki w umiarkowanym stopniu potwierdzają hipotezę stwierdzającą, że im projekt posiada więcej z czterech cech: 1) nie dotyczy przepisów określających reguły gry między aktorami politycznymi współdecydującymi o zmianie konstytucji, 2) zaspokaja społeczne poczucie sprawiedliwości, 3) nie powoduje istotnego przesunięcia finansowo-majątkowego w krótkiej perspektywie czasowej, 4) jest inicjowany lub wspierany przez wpływową grupę interesów – tym ma większe szanse na uchwalenie (mierzone etapem, do którego doszedł w postępowaniu ustawodawczym w Sejmie i odsetkiem głosów).

Artykuł jest próbą pokazania ewolucji i stanu społeczeństwa obywatelskiego w Polsce w ćwierć wieku po transformacji ustrojowej na podstawie najważniejszych badań zastanych oraz badań i obserwacji własnych. Nawiązuje też do obecnej w polskim dyskursie od połowy XIX w. do dziś tezy o trudnościach w budowie polskiego społeczeństwa obywatelskiego. Z przeprowadzonej analizy wynika, że Polacy rzeczywiście rzadziej stowarzyszają się nie tylko w porównaniu z obywatelami Europy Zachodniej, ale nawet w porównaniu z obywatelami innych krajów postkomunistycznych. Polską specyfiką jest wreszcie z jednej strony wielość rozmaitych stowarzyszeń, w tym także reprezentujących tzw. nowe ruchy społeczne, z drugiej zaś – ich kadrowy charakter. Przynależność do stowarzyszeń nie jest w Polsce masowa, nie jest elementem kultury politycznej społeczeństwa, lecz ma charakter elitarny. Media społecznościowe mogą ułatwić komunikowanie się i współdziałanie w sprawach publicznych, ale na razie rolę tę pełnią w niewielkim stopniu. ; This paper is an attempt to present the evolution and the condition of the civil society in Poland 25 years after the transformation of the political regime. The analysis is based on the existing results of earlier research and on the author's own studies and observations. It also refers to the discourse that has been going on in Poland since the middle of the nineteenth century on the difficulties in building a Polish civil society. As the analysis shows, Poles do indeed, affiliate much less frequently than citizens in West European states, or, even in comparison with citizens of other post-communist states. Another Polish specificity is that although there is a variety of organisations and associations, also representing followers of new social movements, most of them are elite in character. Membership in organisations does not have a mass character in Poland, nor is an element of political culture. Social networks may, eventually, facilitate communication and collaboration in social matters. Their role today, however, is negligible.

The study investigates genesis of the European Union Social Policy and the changes in common social issue over the years. The European Union is not only economic and monetary integration, it is also unify the activities in the social areas. Integration endeavors are not only based on the European Union further enlargement to new members, but also are based on adoption of new regulations on social issues, with the need to enforce them by the Member States. EU regulations only of an economic nature, without social guidelines may lead to incomplete and unstable functioning of the European Union and Single European Market. Over the past decade, the process of European integration has intensified and included more issues and life areas, therefore the position of social policy has strengthen consistently. The increasing globalization and regionalization of economic and social life causes more important role for international institutions such as the European Union, in solving various social matters. European countries are more acutely affected by problems such as high unemployment, poverty, social exclusion and the progressive aging of the population. Consequently cooperation at EU level can lead to stop these processes and can find ways to eliminate the negative effects that appeared among the citizens of Europe.

Ziel des Artikels ist es, die Phänomene zu erläutern, die mit den Schwierigkeiten des Alltagslebens der Bewohner von Thorn zur Zeit der politischen Veränderungen am Ende des 1. Weltkriegs und während des Übergangs von Stadt und Region unter die Herrschaft des unabhängigen polnischen Staats einhergingen. Sowohl die Zeit des großen Kriegs als auch das Warten auf den Einbezug in die Grenzen der polnischen Republik waren für die Einwohner von Thorn eine Zeit der Entbehrungen und der Erfahrungen mit dem Fehlen von Artikeln des Grundbedarfs. Die politischen Turbulenzen waren für eine zufriedenstellende Lebensmittelversorgung nicht günstig, was sich mittelbar auf den Gesundheitszustand und die Stimmung der Thorner auswirkte. Die Stadt war damals auch einer der Hauptpunkte für den Transport von Kriegsflüchtlingen. Der von den Polen erwartete Anschluss an die freie Republik brachte nicht sofort den ersehnten Wohlstand; das in einen Krieg im Osten verwickelte und vom Krieg zerstörte Polen konnte ihn nicht gewährleisten. Anfang 1920 wurde Thorn trotz vieler Defizite und materieller Mängel zu einem Ort des Überflusses für Ankömmlinge aus den anderen früheren Teilungsgebieten. Die Übergangszeit zwischen dem Ende des Kriegs und der Vereinigung im Rahmen der wiedererstandenen polnischen Republik wurde auch zu einer Zeit der beschleunigten Veränderungen in der Gesellschaft der Stadt. Einer bedeutenden Umgestaltung unterlag ihre nationale Struktur, die Arbeitslosigkeit wurde zu einem ernsten Problem für die lokalen Behörden, es wuchsen die Kriminalität und pathologische Phänomene (z. B. Prostitution), der Prozess der Emanzipation der Frauen war deutlich erkennbar. ; The aim of the article is to present the issues related to the daily hardships experienced by inhabitants of Toruń during the period of political changes related to the end of the First World War and the transition of the city and the region under the rule of the independent Polish state. For inhabitants of Toruń both the time of the Great War and the period prior to Toruń's incorporation into the Republic of Poland was a period of sacrifices and caused them to experience shortages of basic necessities. Political turmoil did not favor satisfactory provisioning, which indirectly affected the health condition and social moods of Toruń's residents. At that time, the city was also one of the main transfer points for war refugees. The incorporation of the city into free Poland, awaited by Poles, did not immediately bring the desired prosperity, as Poland was entangled in the conflict in the east and devastated by the war. At the beginning of 1920 Toruń, despite many material deficits and shortages, became a desirable place for newcomers from behind the former cordon. The transition time between the end of the war and the unification within the reborn Polish state also became a period of accelerated changes in the local community. Its national structure changed significantly, unemployment became a serious problem for the local authorities, and there was an increase in the number of criminal offences and pathological phenomena (e.g. prostitution); what is more, the process of women's emancipation clearly became apparent. ; Celem artykułu jest przybliżenie zagadnień związanych z trudami życia codziennego mieszkańców Torunia w okresie przemian politycznych związanych z zakończeniem pierwszej wojny światowej i przejściem miasta i regionu pod władzę niepodległego państwa polskiego. Zarówno czas wielkiej wojny, jak i wyczekiwanie na włączenie w granice RP były dla mieszkańców Torunia okresem wyrzeczeń i doświadczania braków artykułów pierwszej potrzeby. Zawirowania polityczne nie sprzyjały zadowalającej aprowizacji, co pośrednio odbijało się na kondycji zdrowotnej i nastrojach społecznych torunian. Miasto było też wówczas jednym z głównych punktów przerzutu uchodźców wojennych. Oczekiwane przez Polaków włączenie do wolnej Rzeczypospolitej nie od razu przyniosło upragniony dobrobyt, uwikłana w konflikt na wschodzie oraz wyniszczona wojną Polska nie była w stanie go zapewnić. W początkach 1920 r. to Toruń, mimo wielu deficytów i braków materiałowych, stał się miejscem obfitości dla przybyszy zza dawnego kordo-nu. Czas przejściowy między zakończeniem wojny a unifikacją w ramach odrodzonej RP stał się też okresem przyspieszonych przemian społeczność lokalnej miasta. Znaczącemu przekształceniu uległa jego struktura narodowościowa, bezrobocie stało się poważnym problemem dla władz lokalnych, nastąpił wzrost przestępczości kryminalnej i zjawisk patologicznych (np. prosty-tucji), w sposób wyraźny uwidocznił się proces emancypacji kobiet.

Celem artykułu jest przybliżenie zagadnień związanych z trudami życia codziennego mieszkańców Torunia w okresie przemian politycznych związanych z zakończeniem pierwszej wojny światowej i przejściem miasta i regionu pod władzę niepodległego państwa polskiego. Zarówno czas wielkiej wojny, jak i wyczekiwanie na włączenie w granice RP były dla mieszkańców Torunia okresem wyrzeczeń i doświadczania braków artykułów pierwszej potrzeby. Zawirowania polityczne nie sprzyjały zadowalającej aprowizacji, co pośrednio odbijało się na kondycji zdrowotnej i nastrojach społecznych torunian. Miasto było też wówczas jednym z głównych punktów przerzutu uchodźców wojennych. For inhabitants of Toruń both the time of the Great War and the period prior to Toruń's incorporation into the Republic of Poland was a period of sacrifices and caused them to experience shortages of basic necessities. Political turmoil did not favor satisfactory provisioning, which indirectly affected the health condition and social moods of Toruń's residents. At that time, the city was also one of the main transfer points for war refugees. The incorporation of the city into free Poland, awaited by Poles, did not immediately bring the desired prosperity, as Poland was entangled in the conflict in the east and devastated by the war. At the beginning of 1920 Toruń, despite many material deficits and shortages, became a desirable place for newcomers from behind the former cordon. The transition time between the end of the war and the unification within the reborn Polish state also became a period of accelerated changes in the local community. Its national structure changed significantly, unemployment became a serious problem for the local authorities, and there was an increase in the number of criminal offences and pathological phenomena (e.g. prostitution); what is more, the process of women's emancipation clearly became apparent.

Szukając nowych rozwiązań dla starych problemów, zwraca się uwagę na takie znaczące dla dobrego funkcjonowania współczesnego społeczeństwa kwestie jak sieci powiązań międzyludzkich, zaufanie czy normy. Pojęcie kapitału społecznego jest używane już od kilku dekad do opisu i wyjaśniania fenomenu zmian w sferze społeczno-politycznej i gospodarczej, zaistniałych w wyniku transformacji społeczno-ekonomicznej. Odnosi się ono również do sfery działań obejmujących m.in. budowanie partnerskich i demokratycznych relacji we wspólnotach lokalnych, w których kapitał społeczny stanowi podstawę trwałych sieci społecznego zaangażowania zaufania i wzajemności. The term "social capital" has been used for several decades to describe and explain social and political as well as economic changes that took place as a result of the social and economic transformation. It also refers to activities including, among others, the creation of partnerships and democratic relations in local communities in which the social capital forms a basis of permanent networks of social involvement, trust, and mutuality. The purpose of this article is to present the benefits of the local community arising from social capital resources and their positive impact on public safety.

Pojęcie kapitału społecznego jest używane już od kilku dekad do opisu i wyjaśniania fenomenu zmian w sferze społeczno-politycznej i gospodarczej, zaistniałych w wyniku transformacji społeczno-ekonomicznej. Odnosi się ono również do sfery działań obejmujących m.in. budowanie partnerskich i demokratycznych relacji we wspólnotach lokalnych, w których kapitał społeczny stanowi podstawę trwałych sieci społecznego zaangażowania zaufania i wzajemności. The essential objective of the paper is to present the German model of social policy as compared to the social solutions adopted in the European Union. The author analyzes the transformations of social policy, established by virtue of the Treaty on the European Union, The Nice Treaty and Lisbon Treaty, among other documents. The further part of the paper presents the main assumptions of the German model of the welfare state.
