L'article cherche à élucider le statut qu'Arrow prête au marché dans son ouvrage de 1951. Il montre comment la quête originelle de l'auteur consistait à proposer un troisième théorème de l'économie du bien-être (Feldman, [1991]), en montrant que le marché réalise non seulement des allocations Pareto-optimales, mais aussi des allocations justes. Si le marché est frappé par le théorème d'impossibilité, Arrow propose cependant une solution à son célèbre théorème. L'article interprète le sens de cette solution en montrant qu'elle consiste à limiter le rôle du marché à celui d'opérateur technique d'efficacité, ne prenant pas en compte les valeurs individuelles.

This dissertation examines the philosophical foundations of social choice theory. Social choice theory is the area of normative economics which is concerned with the aggregation of individual preferences. The aim of this work is to investigate the philosophical assumptions of social choice theory in order to understand to what extent it can contribute to a theory of justice based on capabilities. Therefore, the dissertation is build up on Amartya Sen's idea of a "comparative approach" of justice, as opposed to the Rawlsian "transcendental approach". It is an attempt to precise which understanding of social choice theory is required to specify the capability approach, especially the evaluation and the indexing of capabilities. In this dissertation, we argue that the apparent tension between preference aggregation and capability approach is due to a narrow interpretation of social choice theory's conceptual framework. Capability approach is generally conceived as non-compatible with the preferentalism of social choice theory: after all, capabilities are seen as a response to the recurring problem of adaptive preferences. This dissertation thus consists in widening the scope of interpretations of social choice theory framework. This research deals mainly with the informational basis of social choice theory.This dissertation is in three parts. The argument relies on the previous results to build up a first account of a democratic non-ideal theory of justice based on capabilities. In this part, we show that a preference-independent capability evaluation turns out to dismiss the importance of freedom and agency in capability approach. Then we argue that capabilities and functionings as an object for preferences do provide a first filter against adaptive preferences. ; Les fondements philosophiques de la théorie du choix social sont l'objet de cette thèse. La théorie du choix social est un champ de l'économie normative qui traite de l'agrégation des préférences individuelles. L'objectif de ce travail est d'analyser les postulations philosophiques de la théorie du choix social afin de comprendre dans quelle mesure celle-ci pourrait contribuer à une théorie de la justice sociale basée sur les capabilités d'Amartya Sen. Ce travail est par conséquent élaboré à partir de l'idée d'une « approche comparative » de la justice sociale, défendue par Amartya Sen, et que ce dernier oppose à l' « approche transcendantale » de John Rawls. Nous tentons d'y préciser l'interprétation de la théorie du choix social requise pour spécifier l'approche par les capabilités, et en particulier l'évaluation et la construction d'un indice de capabilités et de fonctionnements. Ce travail de thèse défend l'hypothèse selon laquelle la tension apparente entre l'agrégation des préférences et l'approche par les capabilités est due à une interprétation étroite du cadre conceptuel de la théorie du choix social. En effet, l'approche par les capabilités est généralement comprise comme incompatible avec le préférentialisme de la théorie du choix social. Cela est dû à ce que l'approche par les capabilités s'est construite en partie comme une réponse au problème des préférences adaptatives. Cette thèse consiste donc à élargir le champ des interprétations de la théorie du choix social et de son cadre conceptuel, principalement de sa base d'information.La première partie de ce travail de recherche traite la question suivante : les préférences sont-elles déterminées par une source individuelle pouvant être pensée indépendamment de sa position sociale et économique ? Afin de montrer que ce n'est pas nécessairement le cas sur le plan logique, nous y analysons trois types de base informationnelle : les utilités cardinales, les préférences ordinales et les capabilités.L'objectif de la seconde partie est de déterminer ce que les préférences décrivent. Nous y analysons d'une part la nature de la préférence elle-même dans ce contexte. S'agit-il d'une décision déterminant une action, d'un désir, d'un état mental ou encore d'un jugement de valeur ? D'autre part, les différents critères éthiques de préférence sont étudiés, à savoir le plaisir hédoniste, la satisfaction des désirs et un critère de bien-être objectif. Cette exploration nous amène à défendre la conclusion suivante : la conception des préférences la plus en phase avec la structure formelle de la théorie du choix social est une conception comparative requérant d'excellentes conditions cognitives pour que les préférences puissent être considérées à proprement parler comme les véritables préférences de l'agent.La troisième partie revient à l'approche des capabilités. L'argumentation s'appuie sur les conclusions des deux parties précédentes afin de jeter les bases d'une théorie de la justice démocratique et non-idéale basée sur les capabilités d'Amartya Sen. Dans cette partie, nous montrons qu'une évaluation des capabilités indépendante des préférences tend à nier l'importance de la liberté et de la qualité d'agent dans l'approche par les capabilités. Nous défendons donc l'hypothèse selon laquelle les capabilités et les fonctionnements comme objets de préférence permettent de filtrer celles-ci afin de parer au problème des préférences adaptatives.

In fact, these situations can lead to insecurity or damaging communication failures, and despite the presence of a large number of languages, multilingual situations function against what is sometimes called "little" ones. The analyses of linguistic choices in Company's Social Network, permits us to highlight the user's interest in alternatives to these language conflicts. Consideration of the written dimension can analyse the major elements of a process of mutual understanding: the writer writes a text in his mother tongue ("endolingual" situation), the receiver must develop a reflexive competence of understanding the text ("exolingual" situation). This is done based on attention to a range of indices from various types of knowledge about language families. The receiver in turn will then answer in his reference language. "Linguistic bridges" enable a different rearrangement of production and reception, expression and understanding. In addition, it leads to putting in place different modes of relations between the interlocutors. The follow up of users of CSN makes it possible to model new exchange protocols : the company's social network can become an informal learning tool and on the job training through languages, a means of self-worth, a tool to develop new skills for the individual, the group, and the company itself. ; Dans le cadre d'entreprises internationales sont produites nombre de communications exolingues : il faut communiquer alors que les interlocuteurs n'en possèdent pas tous les moyens linguistiques. Harsanyi's rule-utilitarianism builds a welfare function upon Bayesian expected utility. Rawls's contractarian theory of justice upholds the priority of the right over the good. Sen's theory of social choice rejects the compatibility of the Pareto principle with political liberalism. ; La justice sociale est-elle congruente avec la démocratie ? These choices (made by one's own nationality and supposedly made by others) enabled us to verify and understand a sociocentrism effect as well as a normative effect within the choices made by three nations (a French sample, a Polish one and a Czech one).Within all samples, the subjective' nation Centralied the higher number of links with others (removed and received by others). However, this sociocentrism has a quite different meaning for each of the three examined representations. Within the French representation, the French (n = 317) consider that they would receive more choice than others, and they emit it flowers than they receive, in a selective way who is supposed to choose them. Within the Polish representation, the Poles (= 169) also consider that they would receive more choices, but they take their choices outside the western nationalities. As regards the Czech representation, the Czech nationality (n = 327) is the only one which has been removed more than it receives and receives the western nationalities too.Beyond this sociocentrism, a broad consensus emerging: dominant nations were key identified as the most often chosen: Germany, England and other founder member nations of the European Community. The choices of each sample were supposed to be based on this consensus that the other nationalities were supposed to be. The more a nationality was assumed to be near this consensus, the more it was likely to be shocsen. Hétérogénéité dans le marché de travail informel en Egypte: question de choix ou d'obligation? Ce papier fournit des arguments historiques et empiriques dont le but est d'expliquer le développement du secteur informel en Egypte. Après avoir rappelé les différentes approches proposées dans la littérature, il identifie la configuration du marché du travail Egyptien tout en permettant l'hétérogénéité des emplois informels et donc l'existence de différents segments du secteur informel en utilisant un modèle de mélange. Il conclut que le marché du travail Egyptien informel en 2006 était composé de deux segments ayant chacun une équation de salaires distinctes. Ceci peut indiquer l'existence de barrières à 1'entrée à chaque secteur, par exemple, des coûts fixes liés à la stigmatisation sociale qui empêchent les gens de travailler dans le secteur qui leur offre le plus haut salaire espéré.
