La inversión en el sector industrial (referida a inversión neta y adquisición de activos fijos; constitución, reformas y liquidación de sociedades; y la inversión extranjera directa) durante el período 1985 - 2003, realizada en Colombia, y los departamentos del Eje Cafetero (Caldas, Quindío y Risaralda), Bolívar, Santander y Tolima, evidenció para cada una de ellos una conducta diferente, pero con una marcada tendencia hacia los bienes intermedios y de consumo no durable. El comportamiento de la inversión neta y la adquisición de activos fijos, reflejó una evolución importante para el lapso 1985 - 1995, que contrastó con una propensión a la baja hacia finales de la década de los noventa, especialmente en el contexto nacional. Por departamentos, en Bolívar y Santander se registró la mayor dinámica de esta variable, especialmente en el grupo de petróleo y sus derivados. En lo que respecta a la adquisición de activos fijos, la más alta concentración se observó en la compra de maquinaria y equipo, y en los activos fijos no depreciables. Por su parte, la inversión neta en las sociedades industriales se acentuó en Caldas y Bolívar, mientras que dicho movimiento en departamentos como Tolima, Santander y Quindío señaló valores negativos en ciertos años, como consecuencia de la descapitalización y cierre de algunas empresas. Finalmente, la inversión extranjera directa en Colombia y algunos departamentos analizados, registró un balance positivo, destacándose los resultados de 1999, a pesar de la caída evidenciada por el PIB total nacional.
"As the cool and deliberate sense of the community ought, in all governments, and actually will, in all free governments, ultimately prevail over the views of its rulers; so there are particular moments in public affairs when the people, stimulated by some irregular passion, or some illicit advantage, or misled by the artful misrepresentations of interested men, may call for measures which they themselves will afterwards be the most ready to lament and condemn. In these critical moments, how salutary will be the interference of some temperate and respectable body of citizens, in order to check the misguided career, and to suspend the blow meditated by the people against themselves, until reason, justice, and truth can regain their authority over the public mind?" James Madison, Federalist No. 51At the end of its annual term, the Supreme Court has proven itself once again as a "temperate and respectable body" of justices by delivering, among others, two landmark decisions. The first one demolishes the infamous Bush legacy of sacrificing the Constitution's article I section 9 Suspension clauses in its bogus "war against terror". The second one represents a literal interpretation of the Second Amendment as the unambiguous individual right to bear arms. The first decision has already inflamed political discussions and will no doubt be at the center of the presidential debates leading to the national election in November. Surprisingly, the second one has proved much less controversial, a sign of changing times in the American discourse.On June 12, 2008, in its ruling in Boumediene v. Bush, the court recognizedhabeas corpus rights for the Guantánamo prisoners. Less than a week later, in another landmark ruling, District of Columbia v. Heller, it overturned the Washington DC ban on handguns by rejecting the view that the Second Amendment's "right to bear arms" applied only to the collective service in a "well regulated militia". Instead, it recognized it as an individual right.Since most likely it will fall to the next president to replace some of the Supreme Court judges, Americans should put aside for a moment the media- induced frenzy about the candidates' increasingly fierce competition to get the last sound bite in, the minute-to-minute coverage of exchange of insults and name-calling, and reflect upon the far-reaching ideological consequences that electing one or the other candidate will have on the composition of the Supreme Court.Both Supreme Court rulings were passed by a 5 to 4 vote, showing a deeply divided court over matters that affect the essence of American constitutional system of government and will have long-term consequences for life in America. As it stands now, the court is evenly divided between a conservative and a liberal bloc of four justices each, with Anthony Kennedy delivering the decisive swing vote. Since the future of the court will be decided by the next election, this consideration should be given at least as much weigh as any other in the voters' choice for president.In Boumediene v. Bush, the court delivered a critical decision in the protection of the basic right of any prisoner, including the ones in Guantánamo, to challenge their confinement before a federal judge. This constituted the court's third rejection of the Bush administration's policy on those it detains in its fight against terrorism. The Guantánamo base in Cuba, which has been controlled by the Unites States since the Spanish-American War (1898) under a long-term lease, was considered by this administration to hold a unique legal status that had allowed the Pentagon to avoid review of its activities by federal courts. By declaring unconstitutional a provision of the Military Commission Act of 2006 which denied jurisdiction to the federal courts on habeas corpus petitions by those detainees to challenge their designation as enemy combatants, the Court repudiated the fundamentals of the practice of using Guantánamo as a jail where federal jurisdiction could not reach.The majority decision was written by Justice Anthony M. Kennedy, a Reagan appointee, who often plays the deciding role of "balancer", sometimes siding with the conservative bloc, sometimes with the progressive one. He was joined by the more liberal judges, John Paul Stevens, David H. Souter, Stephen G. Breyer and Ruth Bader Ginsburg. The dissenting opinion was authored by Justice Antonin Scalia, also a Reagan appointee and the most reactionary of the group, who stated, in apocalyptic terms, that the "nation will live to regret" this decision and that more Americans were going to be killed as a result of it. He was joined by George W. Bush's appointees, Samuel Alito and Chief Justice John G. Roberts.In the second decision, District of Columbia v. Heller, after seven decades of holding that the Second Amendment's right to bear arms is a collective right (only as part of a "well-regulated militia"), the court now ruled that to keep arms at home for self protection is an individual right. This decision was criticized by authorities of the major U.S cities as a setback in their fight against crime and gun violence. However, both presidential candidates Obama and McCain praised the decision as an endorsement of individual rights. Obama emphasized the court's description of the right as "not absolute and subject to reasonable regulations enacted by local communities to keep their streets safe." Although most liberals do not share this view, the Democratic Party's platform in 2004 had already endorsed the Second Amendment as an individual right, as part of the strategy of appealing to the center of the political spectrum in general, and to independent voters in particular, on matters of security. In Senator Obama's case, even if it does not directly contradict any earlier statements, the endorsement surprised some groups, since it does not fit his ideological profile. The media pundits interpreted it as his present strategy to capture the center of the political spectrum, which is probably correct. But it may also be a sign of how accurately Barack takes the pulse of the country. After episodes such as the Virginia Tech massacre that shook the country last year, many law-abiding citizens both young and old, both Republican and Democrat, have increasingly been vocal about the need to own a gun for self-protection.It was now the turn of Antonin Scalia to write the majority decision. A Reagan appointee and, together with Clarence Thomas, the most ideologically conservative of the nine justices, Scalia argued that this is a fundamental constitutional right that takes certain policy choices off the table. While recognizing the problem of handgun violence in the country, Scalia maintained that the "intactness of the Constitution" takes precedence over any other concerns. Ironically, his dissenting opinion on Boumediene v. Bush shows no concern for the wholeness of the Constitution's Suspension clause on habeas corpus, a sign of how human contradiction is not the preserve of presidential candidates only.The dissenting opinion to District of Columbia v. Heller by Justice John Paul Stevens, who was appointed by President Ford but most of the time votes with the liberal bloc, stated that the majority's decision was based on a "strained and unpersuasive reading of the Constitution", which omits any mention of other purpose (other than a "militia") related to the right to bear arms, such as hunting or personal self-defense. Justices Breyer, Souter and Baden-Ginsburg joined him in the dissenting opinion. Justice Kennedy sided with the conservative majority in this case.The majority's decision has enormous symbolic significance. It overturned a 70-year old decision that had rejected the individual-right interpretation, but one that, in the popular debate was extremely controversial and divided people along ideological and regional lines. But in reality, the narrow way in which the Scalia decision was written gives enough reassurance that other gun-control laws and regulations will not be affected. For example, the prohibition of carrying concealed weapons is upheld, as are the federal ban on possession of machine guns and longstanding prohibitions on the possession of firearms by felons and the mentally ill. It has defused rather than inflamed the political debate, and both candidates have endorsed it. It is thus fair to say this was not a major setback for liberal-minded Americans.On the other hand, the Boumediene v. Bush decision is a blow to all those who have made the "war on terror" a centerpiece of their new value system after 9-11. Senator Lindsay Graham (Republican from South Carolina) called it "irresponsible and outrageous" and said he would do anything in his power to have it overturned, even if that may take a Constitutional amendment.The decision ignited a serious debate between the two presidential candidates.While Obama praised the Boumediene decision, McCain was outraged by the court's decision to give rights to "unlawful combatants." He sent former Republican candidate and New York mayor Rudy Giuliani to represent him on CNN's American morning. Giuliani accused Obama of having a "pre-September 11th mentality". Obama later defended his position saying he clearly understands the threats America faces but emphasized the fact that it is the failed policies of George Bush that cause the US so many problems around the world. He added that McCain clearly would represent a continuation of those policies based on fear and his unwillingness to look toward the future.This year the Supreme Court has delivered an equal amount of victories to each bloc. This balance may shift if some of the judges were to die or retire on the next eight years. Given that the conservatives are the youngest members of the Court (Roberts and Alito, the George W. appointees, are in their 50s, Thomas Clarence is 60 and Scalia is 72), a McCain presidency may have to replace some of the most reliable liberal judges (John Paul Stevens is 88, Ginsburg is 75) and thus shift the balance in the conservatives' direction. Of course, appointing Supreme Court judges is not an accurate science since, as seen by the decisions above, it is hard to predict, when nominating them, what thinking processes will determine their opinions. The greatest examples of this are Justice Kennedy, who was a Reagan appointee, but often leads the more liberal bloc, as well now retired Sandra Day O'Connor, another Reagan appointee that brought non-ideological balance to the Rehnquist court. At any given time, two opposing forces shape the judges' opinions: the pull of precedent that gives a binding continuity to court decisions, and the push of social change that propels some of the thinking forward, in accordance to the prevailing cultural mood. The final decision is then further shaped by the judges' erudition, idiosyncrasy and ideology. Given the fragile balance present in the Roberts court, and with so many important cases decided by such a narrow margin, the power of the next President to set the future direction of the high court is a vital element that should enter into the voters' considerations next November 4th.Briefly put, the future of the Supreme Court and its ability to make the best decisions so that "reason, justice, and truth can regain their authority over the public mind", is in the hands of American voters. The short-lived popularity boost of the Osama bin Laden operation having all but faded, President Obama for the first time appears vulnerable and could be defeated in the 2012 election. Indeed, many are starting to wonder if he will be a one-term president like Jimmy Carter and George H.W. Bush. As congressional leaders continue to meet with Vice President Joe Biden to negotiate a reduction of the federal budget and to avoid a potential default on government debt, the economic recovery seems to be stalling: reports released last week show unemployment rose again to 9.1 % and job growth slowed down, and manufacturing and retail sales are also down from last quarter.The only good news for the President is that the Republican field of candidates, while still fluid, is very weak so far, and the Republican Party leadership divided and ineffective. Hefty potential candidates such as Jeb Bush (undoubtedly the strongest intellect in the GOP today) and New Jersey Governor Chris Christie have eschewed confronting the formidable President-candidate in 2012 and seem to be lying in wait for 2016, when they expect the field to be wide open.The first serious national presidential debate for the Republican candidacy took place on Monday, June 13. Mitt Romney, former governor of Massachusetts and the author of a health plan there which critics contend is very similar to Obama's, emerged as the solid front-runner and Michelle Bachman, an Evangelical Congresswoman from Minnesota and a Tea Party favorite, as the one who can challenge him. She is a former tax lawyer and a mother of five, who also apparently has found time to raise 23 foster kids. She is often compared to Sarah Palin, but most agree that she has more substance, understands how the government and can articulate ideas. She portrays herself as the anti-establishment figure, although she has been in Congress for a while and is at present the Chair of the House Intelligence Committee. Similarly to Palin, she considers the federal government an "elitist conspiracy" against middle-America and has invoked the War Powers Resolution to force Obama to request Congress authorization to continue operations in Libya. Tim Pawlenty, former governor of Minnesota, also an Evangelical with Tea Party following, was expected to be a serious challenger, but missed an opportunity to confront Romney on his health care plan for Massachusetts, which he had severely criticized the day before on national TV, stating it was very similar to Obama's, and going as far as calling Romney a "co-conspirator in Obama care." This lack of courage to confront the front-runner personally has made him a distant third in the primary race. Romney, on the other hand, was very well-prepared, confident in his own image of the businessman/CEO who can fix the jobs problem. The rest of the Republican candidates were a motley crew, starting with Herman Cain, an African-American businessman, owner of a pizza chain and talk show host, followed by Ron Paul, a radical libertarian that in spite of his quirky ways is quite endearing in his candid contempt for government, and Newt Gingrich, whose entire campaign staff had just resigned due to his lack of discipline and inability to run a serious campaign. All candidates focused more on bashing Obama than each other, since it is early in the race and there will be time enough for that this coming fall. Rick Santorum, another fiscal and social conservative (but in this case Catholic) and former Senator for Pennsylvania, completes the second-tier line-up of Republican candidates.But the Republican field has not firmed up yet, and there could be some surprise Republican candidates entering the race, as the President appears more vulnerable. In fact, only yesterday John Huntsman, a new intriguing figure who has been Obama's ambassador to China, joined the fray announcing his candidacy from Liberty Island, next to the Statue of Liberty, in the same spot where Ronald Reagan announced his in 1980. Huntsman, former governor of Utah, is a billionaire, a moderate and a Mormon, just like Romney. Both will skip Iowa, the first test for candidates, and one dominated by Evangelical "value" voters. Both are well-spoken, good looking family men with no rough edges. Unlike Romney, he has very little name recognition at the national level, and spent years as a missionary in China, where he learnt to speak Mandarin fluently. What he brings to the race is his expertise in that country, the main holder of American's debt, and therefore, the one that worries Americans the most. He has framed this primary contest as one between "renewal and decline". He speaks in a very quiet, civil tone and he introduced himself to the public through a stream of unusual videos, one for example that shows the candidate himself, in motocross attire from heads to toe, riding his motorbike across the Utah desert, as dreamy country music plays in the background. The White House is said to be concerned about his candidacy, not only because of moderation, his capacity and his presidential demeanor but also because he has been an insider of this administration and may use information thus acquired against the President. He could become a formidable opponent, a Republican mirror image of the President.Another prospective candidate, who, if he decides to run, could throw all calculations into disarray, is Rick Perry, the Governor of Texas. He is an attractive candidate for the party establishment and has two very strong qualities: first, he is a social conservative who could supersede Bachman and Pawlenty in drawing the Tea Party vote; second, he has been a successful governor who can boast about his job creation record in Texas (40% of all new jobs during the recovery were created in Texas). He is still testing the waters, and similarly to Huntsman, may perhaps use 2012 as a platform that can propel him into the 2016 election. Although he has not announced his candidacy, observers point to his convening of a "National Day of Prayer" for early August as a sign that he may run. He would be a formidable contester, since he can speak both the language of the Tea Party as well as the national language of this 2012 election, which is the economy and jobs.In comparing the Republican Party today with the one of ten years ago, one cannot help but notice the big shift that has occurred, and in doing so, perhaps be less dismissive of Ron Paul's philosophical influence on the party rank and file. The truth is the libertarian streak has made important inroads inside the party, and voters are now serious about not only fiscal conservatism and smaller government, but also a retrenchment of America's role in the world. This was apparent during last week's debate and the public conversations that followed in the airwaves throughout the week. Most of the candidates blasted Obama for intervening in Libya and called for an early withdrawal from Afghanistan. Michelle Bachman invoked the War Powers Resolution, passed in 1973 during Watergate, which obligates the President to seek the approval of Congress 60 days after the beginning of hostilities. The Republican Party has traditionally been the home of National Security "hawks", and the last strong isolationist mood in the party dates to the 1920s. While an isolationist wing emerged again right before Gen. Eisenhower became president, after that it was represented by a very small group, led in the last twenty years or so by Pat Buchanan. Today, a war-weary and budget- conscious American public is in favor of withdrawal from Afghanistan by a wide majority (73% of all Americans, 59% among Republicans), in spite of the fact that most had understood that to be a "war of necessity" as opposed to Iraq, a war of choice. If we count American military presence in Iraq, Libya, Yemen and the tribal areas of Pakistan, today the US is involved in five different conflicts, and spending billions of dollars a month on them, most of which are considered wars of choice. Today, President Obama is in fact a victim of his own success: bin Laden is dead, so Americans want out of Afghanistan. This is echoed loudly enough by his opponents. The President is thus under pressure to bring the troops home not only by libertarians but also by extreme Right candidates (Bachman) and even by mainstream candidates like Huntsman and Romney.After the debate, Republican Senators John Mc Cain and Lindsay Graham and Defense Secretary Gates took to the airwaves to admonish the candidates on this issue, accusing them of choosing politics over policy in matters of national security. Mc Cain went so far as to say that Reagan would not recognize his own party: "This is not the Republican Party of Ronald Reagan, who was always willing to stand up for freedom all over the world". He insisted that Khadafy was crumbling and that US logistical support, intelligence and refueling capabilities had to be continued to finish him off. He went even further and picked the opportunity to criticize Obama for not using America's own airpower, and instead "leading from behind". This was a theme that Bachman had also used in her speech, somewhat incoherently, since she vilified Obama for allowing the French to lead the operation in Libya while at the same time invoking the War Powers Resolution and demanding US withdrawal, since there were no apparent US interests involved there. Mc Cain in his own interview with Christiane Amanpour, later refuted Bachman's claim by stating that Khadafi had consistently supported terrorism, was responsible for the bombing of Pan Am 103 and was about to massacre his own people at Benghazi when NATO intervened and stopped him. "Our interests are our values" and "Sometimes leadership entails sacrifice," he added.To Romney's equivocal reference to the "Afghanis (sic) war of Independence" (an expression that per se brings serious doubts to his basic knowledge of geopolitics) Senator Lindsay Graham also in his own interview, later retorted: "This is not a war of Afghan independence, from my point of view" (of course, it isn't, it's a civil war!). He continued: "This is the center of gravity against the war on terror, radical Islam. It is in our national security interest to make sure that the Taliban never come back". He warned them not to try to position themselves to "the Left" of President Obama on this issue" and he hinted that that decision would lose them the nomination.Among the wide array of opinions, only Tim Pawlenty heeded the party line that the advice of military commanders and the situation on the ground would be the main determinant of troop withdrawals under his watch. Outgoing Defense Secretary Robert Gates criticized the "declinists" who put the short term expediency politics ahead of long-term national security interests. He added that examining the bottom line only is short-sighted, since intervention is not about sheer cost, it is about the cost of failure of early withdrawals, such as Afghanistan in 1989. Earlier, on his last trip as defense secretary, Gates had bluntly told NATO members meeting in Brussels that the military weakness of most members and their lack of will to share risks and costs of NATO operations were putting severe strains on the organization and particularly on the United States. Indeed, less than a third of NATO members are taking part in the Libyan operation, although NATO is a consensus- based organization and therefore, all members voted to approve it.According Secretary Gates, the need to cut spending and radically reduce the budget has become an obsession and sparked a new current of isolationism that now insidiously divides the traditionally hawkish Republican Party. This, he told a Newsweek interviewer, is one of the main reasons that have led to his resignation, after serving two administrations and becoming the epitome of bipartisanship. His unwillingness to plan for more withdrawals and find other ways to reduce the bloated defense budget has been criticized both from the Left and the Right. He complains about how both "Congress budget hawks and defense hawks" constantly interfere with his work. He ends by saying he refuses to be part of a nation that is forced to scale back its military power so much that it can no longer lead. His frustration is apparent; his resignation paved the way for Obama's announcement of troop withdrawal, a few days later.This last week, the presidential politics of war became clearer. Feeling the pressure of Republicans attacking him from his "left flank", President Obama told a war-weary nation that he plans to start withdrawing troops by December this year, ending the surge by the summer of 2012 and bringing home most of the rest by 2014. Although there is a widespread sense that Obama has gotten so involved in the daily details of the war that would prefer to stay on and see his counterinsurgency policy through, he has quickly readjusted to the realities at home and accelerated the withdrawal timeline that his generals had recommended. With his earlier decisions of aggressively pursuing the war on terror, signing off on drone killing missions, and having bin Laden killed inside Pakistan, he successfully beat the image of a Dovish President, weak in National Security. This past Wednesday, with the words, "It is time to do nation-building at home", he acknowledged the public's concerns about the waste of American power, blood and treasure abroad while the country is still suffering from the recession, and quickly moved back to center.This is the spirit of the times. It requires a new type of leadership, one that is strong enough to face down enemies, yet flexible enough to accommodate to the new and constantly shifting realities, to accept a revised status of the nation and to lead it into new era in its history. En ocasiones anteriores, ya hemos hablado aquí en Letras Internacionales sobre qué hace único y distintivo al campo de las relaciones internacionales con respecto a otras disciplinas, y sobre las implicancias generales de teorizar o pensar en términos teóricos acerca del mundo. En esta oportunidad, sin embargo, hablaremos más bien sobre qué iguala a nuestra disciplina con las demás ciencias sociales. Sobre todo en lo que concierne a la teorización. Asimismo, discutiremos con cierto grado de detalle un caso paradigmático y ejemplificador como es la perdurabilidad de la Unión Europea (UE) dentro del marco de explicaciones teóricas de la disciplina. El foco principal de este ensayo está puesto en analizar las implicancias de la existencia de la UE para la teoría de relaciones internacionales; en particular, en lo que respecta a la última gran crisis europea.IEn términos generales, se considera que una teoría debiera poder cumplir dos funciones básicas. Por un lado, simplificar realidades complejas con el fin de ayudar a alcanzar ciertas explicaciones sobre relaciones causales presentes en determinados tipos de situaciones. Es decir, clarificar y dar sentido a fenómenos complejos. Y por el otro, en base a esas relaciones de causas y efectos supuestas y/o constatadas, generar expectativas y predicciones sobre futuros rumbos o resultados concretos a partir de un objeto de estudio determinado. En relaciones internacionales, así como en todas las disciplinas dentro de las ciencias sociales, el acto de teorizar está sujeto a múltiples limitaciones y dificultades.A diferencia de las ciencias "duras" o naturales, por ejemplo, donde quien teoriza tiene la capacidad de experimentar controlando su objeto de estudio —ya sea en un laboratorio o en una computadora—, y donde dicha experimentación puede ser repetida una y otra vez bajo mismas condiciones, en las ciencias sociales cada situación es, como bien dice Jean-Baptiste Duroselle, un suceso esencialmente único e irrepetible. Este punto de contraste entre ambas áreas de estudio también plantea serios obstáculos a la capacidad predictiva de las teorías. En lo exclusivamente concerniente a la teoría de relaciones internacionales, al no poder escapar a estas mismas fuertes limitaciones más generales, ésta va necesariamente detrás de los hechos. En otras palabras, en nuestra disciplina, construir teorías para predecir el futuro es un acto más de fe que de ciencia exacta. A lo sumo, el carácter predictivo de las teorías de relaciones internacionales se asemeja más a una partida de póquer que a una de truco, ya que nuestras expectativas teóricas sobre el futuro no se apoyan en adivinanzas sobre las cartas del otro (o donde es posible y hasta beneficioso "engatusar" al otro con "trucos" y "envidos"), sino en lo que comúnmente se llama "educated guesses" (o "adivinanzas educadas"). Éstas, a diferencias de las otras, son decisiones del tipo de "adivinanza", pero que están respaldadas por estimaciones de probabilidad. Comprender dicha distinción es fundamental para evaluar cuándo estamos frente a una "predicción" simplona que bien podríamos reemplazar con el lanzamiento de una moneda, o bien cuándo estamos frente a una "prognosis", apoyada en cierto conocimiento probabilístico y/o contextual, aunque nunca despojado por entero del gran factor homogeneizador que es la incertidumbre. Con estos elementos introductorios en consideración, veamos ahora cómo algunas de las teorías más importantes de relaciones internacionales tratan el caso de la UE, tanto en su creación como en su perdurabilidad, y los prospectos a futuro.IIDesde el fin de la Guerra Fría, el continente europeo ha brindado la oportunidad de estudiar y contrastar, en los hechos mismos, el grado de validez de muchas teorías de relaciones internacionales. En particular, ha permitido evaluar con profundidad cada una de las "predicciones" destiladas de las diferentes corrientes teóricas. La UE, en tanto caso de estudio, representa una de esas oportunidades históricas inigualables (como se ha dicho más arriba), únicas e irrepetibles, que es de gran utilidad a la hora de evaluar tanto las virtudes como las limitaciones de la teorización en relaciones internacionales.Los argumentos teóricos más importantes acerca de la UE pueden ordenarse en tres grupos. En un primer lugar, existe un grupo numeroso de trabajos que problematiza los orígenes de la UE en clave "seguridad" vs. "economía". Según este grupo, el identificar cuáles son las motivaciones particulares iniciales detrás del proyecto de integración europea es central para la discusión del segundo grupo. Así, en segundo lugar, otro grupo de trabajos problematiza lasustentabilidad del proyecto europeo en el tiempo. Para ambos grupos, entender los orígenes de la UE en términos de amenazas a la seguridad, o de prosperidad económica, plantea grandes diferencias analíticas ya que, uno u otro rumbo, sirven por igual para sustentar distintas explicaciones con respecto a la capacidad de la UE de perdurar en el tiempo, o bien menguar lentamente, a la luz de la implosión de la Unión Soviética (URSS) en 1991. Un tercer grupo de trabajos problematiza el carácter único, distintivo e inédito del proyecto europeo. Según esta última perspectiva, la UE constituye un fenómeno nunca antes visto en las relaciones internacionales y que, por lo tanto, no puede supeditarse tan rígidamente a los mismos estándares teóricos que, por ejemplo, se aplican para entender las relaciones interestatales más vulgares.En la primera discusión, son más bien los autores realistas y neorrealistas quienes plantean de manera más sólida la tesis de la "seguridad" como el disparador de la integración europea. Principalmente, autores como Mearsheimer, Layne, Waltz, Posen, Grieco, Jones, y en especial Rosato, defienden la idea de los orígenes más bien paganos de la UE. En concreto, la UE se explica por el efecto combinado del contexto histórico de hostilidad bipolar de la Guerra Fría, la amenazante presencia cercana de la URSS, y el rol de primacía de los Estados Unidos. Para estos autores, el acercamiento entre los otrora archirrivales Francia y Alemania se explica de manera muy natural y simple por factores que la corriente realista tradicionalmente ha resaltado. Por el contrario, otro grupo sostiene que los orígenes se encuentran en la búsqueda de la prosperidad (principalmente autores liberales europeo-norteamericanos como Moravcsik, Olson, Cooper, Keohane, Hoffmann, Rosecrance; o constructivistas, como Risse-Kappen, Haas, Checkel, o Wendt). Es decir, que el motivo fundamental del acercamiento y la pacificación de las relaciones franco-alemanas, que permitió luego dar inicio a una serie de proyectos integradores a escala continental, no se debió a cuestiones mundanas de seguridad, típicamente destacadas por los realistas, sino que más bien surgió del reconocimiento por parte de los líderes del momento (una versión europea de los "padres fundadores") de que la lucha, el antagonismo y la confrontación crónica de las relaciones europeas sólo había llevado a los países del continente a una posición relegada y disminuida en las relaciones internacionales. En resumidas cuentas, la versión realista de los orígenes de la UE se apoya en consideraciones de seguridad, supervivencia, temor a un enemigo común, y a la presencia protectora del paraguas militar norteamericano. El momento clave para los realistas es, pues, el Tratado de Dunkirk (1947) y el Tratado de Bruselas (1948). Para la versión liberal-constructivista, los puntos de inicio son 1951, año de la creación de la Comunidad Europea del Carbón y del Acero (CECA), y más formalmente 1957, con el Tratado de Roma.En la segunda discusión, nuevamente se da un corte entre realistas, por un lado, y tanto liberales como constructivistas, por el otro. Los primeros sostienen que dada la naturaleza de seguridad de los orígenes de la UE, su evolución y sustentabilidad en el tiempo están estrechamente ligadas a los mismos factores. En concreto, sostienen que en la medida en que tanto la actual Federación Rusa no pueda reemplazar en igual grado de amenaza y antagonismo a la otrora URSS, como que el compromiso norteamericano mengue, las fuerzas estructurales en juego hacia el mantenimiento de una UE coherente y unificada se debilitarán. Como consecuencia principal, para los realistas, la UE en tanto una institución internacional se encuentra en jaque hoy más que nunca ya que los incentivos que le dieron origen y justificación actualmente han desaparecido o están en un franco proceso de retirada. Los segundos, compuestos tanto por liberales como por constructivistas, sostienen una visión mucho más optimista de la UE. Se apoyan en los clásicos argumentos liberales relacionados al rol estabilizador y homogeneizador de las instituciones internacionales por sobre el comportamiento exterior de los estados, así como por sobre las identidades y la configuración de sus preferencias de política exterior. En este sentido, la institución internacional que todos llamamos "Unión Europea" ha cobrado vida por sí misma y, ahora, su perdurabilidad depende de sí y ya no de elementos típicamente realistas. El impacto por sobre los estados-miembro de la UE no sólo se da en el plano institucional, sino también en el de las identidades y la identificación con la forma de gobierno democrático-republicana, y ciertos valores y principios generales que incluyen, pero van más allá, de la declaración de los Derechos Humanos y las normas del derecho internacional.Por último, en la tercera discusión, un grupo pequeño pero creciente de autores da por tierra con todos los argumentos anteriores, ubicándolos en el plano del anacronismo y la obsolescencia. Desde esta nueva perspectiva, las herramientas teóricas tradicionales de la disciplina (y particularmente las provenientes del realismo), ya son parte del pasado, de una forma ya anticuada de ver el mundo, y de una concepción de las relaciones internacionales anclada en una etapa anterior de la evolución del sistema internacional. Por ello, la UE exige la elaboración de nuevos enfoques y herramientas analíticas, de un carácter mucho más original y sui generis. Muchos de los autores dentro de esta última corriente se ubican en lo que comúnmente llamamos teorías del "post-modernismo" en relaciones internacionales, aunque también muchos autores liberales y constructivistas suelen aportar ideas interesantes en este otro campo. Uno de los trabajos más característicos de esta discusión es el libroInternational Relations and the European Union, editado por Hill y Smith en 2005. Esta obra ya clásica, demuestra en todo su esplendor el argumento en pos de una concepción distintiva e inédita sobre la UE, presentando una pléyade de autores que recorren el espectro liberal, de sociedad internacional, marxistas y neo-marxistas, así como otros de difícil categorización.IIIEn suma, entonces, como hemos visto existen diversos tipos de explicaciones teóricas con respecto a los orígenes, el desarrollo y el carácter de la UE, y cada uno de ellos se condice de manera coherente con los preceptos básicos de cada corriente teórica. Sin embargo, aún resta por aclarar algunos aspectos relacionados a la predicción o prognosis de estos mismos enfoques. Por un lado, y si pausamos por un momento los alegatos del tercer grupo, podemos decir que tanto las teorías realistas como las liberales y las constructivistas poseen elementos claramente distintivos unos con otros y que generan potenciales escenarios a futuro de manera clara y coherente. Para unos, más pesimistas, el futuro de la UE está ligado a las condiciones de seguridad iniciales, y dado el actual entorno internacional, su futuro es incierto y problemático. Para otros, más optimistas, las condiciones iniciales de búsqueda de prosperidad económica plantean escenarios prospectivos de otra índole, más estables y duraderos, aún a pesar de los grandes cambios en el entorno.Como conclusión, debemos regresar a nuestro punto de inicio. Dado que, como se ha dicho al comienzo, la teorización en ciencias sociales va más bien por detrás de los hechos, momentos como el actual constituyen una instancia inigualable de testeo de muchas de las premisas y predicciones teóricas de nuestra disciplina. Plantear cuáles perspectivas o autores arrastran más peso sería traicionar los principios planteados por nosotros mismos en este ensayo. Sin embargo, sí puede mencionarse la constante renovación y ascenso en importancia de distintas teorías en distintos momentos históricos de la UE; es decir, el constante estado de auge y declive de ciertos grupos de explicaciones por sobre otras. En los últimos diez años, las corrientes liberales y constructivistas, así como también las post-modernas, parecían reinar por sobre las más tradicionales, simplistas y añejas perspectivas; parecían verse constatadas de manera irrefutable por los hechos. Sin embargo, cual ave Fénix, estas mismas perspectivas se han quedado mudas frente a los renovados embates mundanos de las corrientes siempre-escépticas y más pesimistas de la UE y las relaciones internacionales más en general. De hecho, uno podría argumentar que no son estos embates en sí quienes han descolocado a las explicaciones optimistas de la UE, sino la evidencia de los hechos en sí. Si bien aún es muy temprano para declarar quiénes han sido refutados y quiénes revalidados, las tendencias son cada vez más claras en el sentido contrario a los defensores de la perdurabilidad de lo inédito y lo imaginado. Todo pareciera indicar que el cambio cualitativo en las relaciones internacionales (es decir, uno que modifique sustancialmente y haga trascender la condición "anárquica" o descentralizada del sistema de estados) es más difícil incluso de lo que muchos escépticos creen. n the last centuries, Humankind has lived sourced by fossil fuels and under a linear economic perspective based on extractive activities, environmental depletion and lack of circularity. Ironically, what goes around, comes around. The prevailing paradigm of production-consumption-waste (take-make-dispose) that excluded the environmental perspective was wrong. How production and consumption patterns are settled nowadays, have repercussions in all the spheres (economy, society and the environment). Consequently, the world is currently facing significant challenges that affect all the people: Climate Change, energy security, increasing electricity demand, economic growth and employment creation are among the top concerns today. They are present in the national agendas as reflected in the Sustainability Development Goals (SDGs) to achieve sustainability resilience and, ultimately, welfare. The economy and energy systems strongly condition these goals. Regarding the former, production processes now are more distant due to globalisation, information and communication technologies (ICT), offshoring and the international trade growth, and have made that production and consumption develop through complex global value chains (GVC) with different countries that produce different parts of a final product that is eventually consumed elsewhere. The Covid19's pandemic is a recent example of how the GVC phenomenon has propagated the economic shocks across sectors and countries (via lockdowns, upstream bottlenecks, dependencies and transportation problems). Understanding how GVC behave is fundamental to describing the dependencies and networks that define today's world economy. Hence, GVC become the backbone of this thesis. Concerning the later, energy coming from fossil fuels is still mainstream. This fact hinders the efforts to fight against Climate Change, which implies meeting the Paris Agreement goals. Countries are committed to reducing their greenhouse gases emissions for the year 2030. The strategy to achieve the mitigation goals needs a low carbon economy and energy transition path, so countries worldwide have launched national policy packages to increase renewable energy sources (RES). However, two main issues arise: on the one hand, these green investments planned are insufficient. On the other side, the required energy transition may impact other aspects of sustainability and resilience that imply both synergies and trade-offs between SDGs and social and economic spheres of sustainability that should be assessed. Furthermore, world energy demand is expected to increase. In developing countries, growth is dramatic. For example, the Middle East and North Africa (MENA) region grew at a rate of 6-8% per year in the past years. It is expected to triple by 2030. Developing countries face the same challenges as developed ones, departing from a disadvantaged position (in terms of technology, labour skills and capital endowments, institutional robustness, and political priorities). In this context, an energy transition towards decarbonisation, focused on developing regions, plays cardinal importance in the thesis. Renewable electricity ensures climate protection and energy security, as well as employment opportunities, economic growth and human welfare. It becomes part of the solution to today's problems to achieve sustainability. With Covid19, the future of energy and the global value chains is uncertain. The debate about the virtues GVC and the dependencies in the production process obviously affect the citizens' health and safety and have implications for international trade and investment (renewables included). Policymakers responsible for taking today's critical investment decisions need complete analysis and evidence of their choices' broad impacts. This is the main objective of the thesis. Aiming to depict the current functioning of the production processes focused on RES deployment, this document covers the insertion of developing regions in GVC (their role, insertion and implications), through socioeconomic and environmental indicators, and policy recommendations. The present thesis, entitled "Sustainability assessment of green investments on the path to the energy transition and the decarbonisation of the economy. The importance of global value chains", is structured in six chapters: Chapter 1 introduces the two intertwined concepts present in the whole document: energy and the global value chains. Chapters 3 to 5 deal with these two concepts at different levels (regional, national and local, respectively). It also presents the main research questions and lists the work performed up to the present date. Chapter 2 links RES deployment and value chains through a common methodological framework: the input-output analysis. It is a widely used way to measure GVC and sustainability impacts related to investments such as renewables. One of the main advantages of this method is its ability to account for a wide range of dimensions in the three spheres of sustainability along with detailed full inclusion of the GVC, including both direct and indirect effects. However, one of the main shortcomings of this methodology is the lack of data available for developing regions: many countries are not covered in the main multi-regional input-output (MRIO) databases, hindering the measurement of GVC in regions like South America or Africa. Chapter 3 addresses data shortcomings by using a regional input-output table (RIOT). Chapter 3 analyses South America's role in GVC through the Koopman, Wang and Wei (KWW) decomposition. The KWW scheme is extended to explain the limitations when using a RIOT. A novel adaptation of the KWW gross exports decomposition scheme, suitable for any RIOT, is created to this end. The implications of using a RIOT are assessed. Besides, the results are complemented with those obtained using a Multiregional Input-Output (MRIO) table. It is confirmed the low insertion of South America in GVC and its upstream position as a provider of intermediate goods and services: imported content in South American exports comes primarily from outside the region, and only Uruguay is vertically integrated. Finally, using a RIOT is not recommended for a complete sustainability analysis when MRIO tables are available. In chapter 4, Mexico's green investments for the period 2018-2030 are assessed in terms of value added, employment, materials, land use, water and CO2eq emissions in a multiregional input-output framework. These green investments are expected to account for nearly an increase of 1%, both GDP and employment, in Mexico and scheduled mitigation of around 63 Mt CO2eq, once the new facilities are fully deployed. Nevertheless, the deployment and operation, and maintenance phases will increase the emissions (0.82%), the water and material footprint (0.19 and 0.9%, respectively) and the land use (0.19%) with a substantial share of the positive and negative effects leaked outside the country borders. We compare the results with the International Renewable Energy Agency (IRENA) proposal, aligned with the COP21 goals. If additional RES to meet the Paris Agreement is deployed in Mexico, GDP and employment are estimated to almost triple concerning the national package assessed. Chapter 5 presents a sustainability assessment of concentrated solar power (CSP) hybridisation with biomass technology to be installed in Tunisia. Environmental impacts have been assessed by Life Cycle Analysis (LCA). For socioeconomic impacts, an MRIO analysis was used to estimate the production of goods and services, value added and employment creation. Regarding the results, the system reports 22 gCO2eq per kWh. The most critical component in terms of emissions is the gasifier system, due to biomass transport. Socioeconomic results show significant impacts on Tunisia's employment creation, coming essentially from the operation and maintenance (O&M) phase. The multiplier effect of the direct investment in producing goods and services amounts to 2.4 (3.5 accounting induced impacts). Domestic value added in investment is low, only 28.9% of the overall value added created. Thus, increasing the national content of the investment stage would bring additional local benefits. Using extended MRIO, CO2 emissions have also been calculated, and the CO2 emission differences with both methodologies are discussed. This thesis concludes with some final remarks regarding the importance of RES deployment in achieving the Paris Agreement and some of the Agenda 2030 goals while identifying how GVC affect these green investments, especially in developing countries. GVC potential weaknesses and the benefits of fostering local RES components niches should be considered to create policy actions. Finally, brief comments on current and future research lines include exploring other technologies such as carbon capture, storage and use (CCUS), capital endogenisation and methodological hybridisations to contribute to identifying the benefits of green investments in the way to sustainability.

In my postgraduate formation during the last years of the 80's, we had close to thirty hospital beds in a pavilion called "sépticas" (1). In Colombia, where abortion was completely penalized, the pavilion was mostly filled with women with insecure, complicated abortions. The focus we received was technical: management of intensive care; performance of hysterectomies, colostomies, bowel resection, etc. In those times, some nurses were nuns and limited themselves to interrogating the patients to get them to "confess" what they had done to themselves in order to abort. It always disturbed me that the women who left alive, left without any advice or contraceptive method. Having asked a professor of mine, he responded with disdain: "This is a third level hospital, those things are done by nurses of the first level". Seeing so much pain and death, I decided to talk to patients, and I began to understand their decision. I still remember so many deaths with sadness, but one case in particular pains me: it was a woman close to being fifty who arrived with a uterine perforation in a state of advanced sepsis. Despite the surgery and the intensive care, she passed away. I had talked to her, and she told me she was a widow, had two adult kids and had aborted because of "embarrassment towards them" because they were going to find out that she had an active sexual life. A few days after her passing, the pathology professor called me, surprised, to tell me that the uterus we had sent for pathological examination showed no pregnancy. She was a woman in a perimenopausal state with a pregnancy exam that gave a false positive due to the high levels of FSH/LH typical of her age. SHE WAS NOT PREGNANT!!! She didn't have menstruation because she was premenopausal and a false positive led her to an unsafe abortion. Of course, the injuries caused in the attempted abortion caused the fatal conclusion, but the real underlying cause was the social taboo in respect to sexuality. I had to watch many adolescents and young women leave the hospital alive, but without a uterus, sometime without ovaries and with colostomies, to be looked down on by a society that blamed them for deciding to not be mothers. I had to see situation of women that arrived with their intestines protruding from their vaginas because of unsafe abortions. I saw women, who in their despair, self-inflicted injuries attempting to abort with elements such as stick, branches, onion wedges, alum bars and clothing hooks among others. Among so many deaths, it was hard not having at least one woman per day in the morgue due to an unsafe abortion. During those time, healthcare was not handled from the biopsychosocial, but only from the technical (2); nonetheless, in the academic evaluations that were performed, when asked about the definition of health, we had to recite the text from the International Organization of Health that included these three aspects. How contradictory! To give response to the health need of women and guarantee their right when I was already a professor, I began an obstetric contraceptive service in that third level hospital. There was resistance from the directors, but fortunately I was able to acquire international donations for the institution, which facilitated its acceptance. I decided to undertake a teaching career with the hope of being able to sensitize health professionals towards an integral focus of health and illness. When the International Conference of Population and Development (ICPD) was held in Cairo in 1994, I had already spent various years in teaching, and when I read their Action Program, I found a name for what I was working on: Sexual and Reproductive Rights. I began to incorporate the tools given by this document into my professional and teaching life. I was able to sensitize people at my countries Health Ministry, and we worked together moving it to an approach of human rights in areas of sexual and reproductive health (SRH). This new viewpoint, in addition to being integral, sought to give answers to old problems like maternal mortality, adolescent pregnancy, low contraceptive prevalence, unplanned or unwanted pregnancy or violence against women. With other sensitized people, we began with these SRH issues to permeate the Colombian Society of Obstetrics and Gynecology, some universities, and university hospitals. We are still fighting in a country that despite many difficulties has improved its indicators of SRH. With the experience of having labored in all sphere of these topics, we manage to create, with a handful of colleagues and friend at the Universidad El Bosque, a Master's Program in Sexual and Reproductive Health, open to all professions, in which we broke several paradigms. A program was initiated in which the qualitative and quantitative investigation had the same weight, and some alumni of the program are now in positions of leadership in governmental and international institutions, replicating integral models. In the Latin American Federation of Obstetrics and Gynecology (FLASOG, English acronym) and in the International Federation of Obstetrics and Gynecology (FIGO), I was able to apply my experience for many years in the SRH committees of these association to benefit women and girls in the regional and global environments. When I think of who has inspired me in these fights, I should highlight the great feminist who have taught me and been with me in so many fights. I cannot mention them all, but I have admired the story of the life of Margaret Sanger with her persistence and visionary outlook. She fought throughout her whole life to help the women of the 20th century to be able to obtain the right to decide when and whether or not they wanted to have children (3). Of current feminist, I have had the privilege of sharing experiences with Carmen Barroso, Giselle Carino, Debora Diniz and Alejandra Meglioli, leaders of the International Planned Parenthood Federation – Western Hemisphere Region (IPPF-RHO). From my country, I want to mention my countrywoman Florence Thomas, psychologist, columnist, writer and Colombo-French feminist. She is one of the most influential and important voices in the movement for women rights in Colombia and the region. She arrived from France in the 1960's, in the years of counterculture, the Beatles, hippies, Simone de Beauvoir, and Jean-Paul Sartre, a time in which capitalism and consumer culture began to be criticized (4). It was then when they began to talk about the female body, female sexuality and when the contraceptive pill arrived like a total revolution for women. Upon its arrival in 1967, she experimented a shock because she had just assisted in a revolution and only found a country of mothers, not women (5). That was the only destiny for a woman, to be quiet and submissive. Then she realized that this could not continue, speaking of "revolutionary vanguards" in such a patriarchal environment. In 1986 with the North American and European feminism waves and with her academic team, they created the group "Mujer y Sociedad de la Universidad Nacional de Colombia", incubator of great initiatives and achievements for the country (6). She has led great changes with her courage, the strength of her arguments, and a simultaneously passionate and agreeable discourse. Among her multiple books, I highlight "Conversaciones con Violeta" (7), motivated by the disdain towards feminism of some young women. She writes it as a dialogue with an imaginary daughter in which, in an intimate manner, she reconstructs the history of women throughout the centuries and gives new light of the fundamental role of feminism in the life of modern women. Another book that shows her bravery is "Había que decirlo" (8), in which she narrates the experience of her own abortion at age twenty-two in sixty's France. My work experience in the IPPF-RHO has allowed me to meet leaders of all ages in diverse countries of the region, who with great mysticism and dedication, voluntarily, work to achieve a more equal and just society. I have been particularly impressed by the appropriation of the concept of sexual and reproductive rights by young people, and this has given me great hope for the future of the planet. We continue to have an incomplete agenda of the action plan of the ICPD of Cairo but seeing how the youth bravely confront the challenges motivates me to continue ahead and give my years of experience in an intergenerational work. In their policies and programs, the IPPF-RHO evidences great commitment for the rights and the SRH of adolescent, that are consistent with what the organization promotes, for example, 20% of the places for decision making are in hands of the young. Member organizations, that base their labor on volunteers, are true incubators of youth that will make that unassailable and necessary change of generations. In contrast to what many of us experienced, working in this complicated agenda of sexual and reproductive health without theoretical bases, today we see committed people with a solid formation to replace us. In the college of medicine at the Universidad Nacional de Colombia and the College of Nursing at the Universidad El Bosque, the new generations are more motivated and empowered, with great desire to change the strict underlying structures. Our great worry is the onslaught of the ultra-right, a lot of times better organized than us who do support rights, that supports anti-rights group and are truly pro-life (9). Faced with this scenario, we should organize ourselves better, giving battle to guarantee the rights of women in the local, regional, and global level, aggregating the efforts of all pro-right organizations. We are now committed to the Objectives of Sustainable Development (10), understood as those that satisfy the necessities of the current generation without jeopardizing the capacity of future generations to satisfy their own necessities. This new agenda is based on: - The unfinished work of the Millennium Development Goals - Pending commitments (international environmental conventions) - The emergent topics of the three dimensions of sustainable development: social, economic, and environmental. We now have 17 objectives of sustainable development and 169 goals (11). These goals mention "universal access to reproductive health" many times. In objective 3 of this list is included guaranteeing, before the year 2030, "universal access to sexual and reproductive health services, including those of family planning, information, and education." Likewise, objective 5, "obtain gender equality and empower all women and girls", establishes the goal of "assuring the universal access to sexual and reproductive health and reproductive rights in conformity with the action program of the International Conference on Population and Development, the Action Platform of Beijing". It cannot be forgotten that the term universal access to sexual and reproductive health includes universal access to abortion and contraception. Currently, 830 women die every day through preventable maternal causes; of these deaths, 99% occur in developing countries, more than half in fragile environments and in humanitarian contexts (12). 216 million women cannot access modern contraception methods and the majority live in the nine poorest countries in the world and in a cultural environment proper to the decades of the seventies (13). This number only includes women from 15 to 49 years in any marital state, that is to say, the number that takes all women into account is much greater. Achieving the proposed objectives would entail preventing 67 million unwanted pregnancies and reducing maternal deaths by two thirds. We currently have a high, unsatisfied demand for modern contraceptives, with extremely low use of reversible, long term methods (intrauterine devices and subdermal implants) which are the most effect ones with best adherence (14). There is not a single objective among the 17 Objectives of Sustainable Development where contraception does not have a prominent role: from the first one that refers to ending poverty, going through the fifth one about gender equality, the tenth of inequality reduction among countries and within the same country, until the sixteenth related with peace and justice. If we want to change the world, we should procure universal access to contraception without myths or barriers. We have the moral obligation of achieving the irradiation of extreme poverty and advancing the construction of more equal, just, and happy societies. In emergency contraception (EC), we are very far from reaching expectations. If in reversible, long-term methods we have low prevalence, in EC the situation gets worse. Not all faculties in the region look at this topic, and where it is looked at, there is no homogeneity in content, not even within the same country. There are still myths about their real action mechanisms. There are countries, like Honduras, where it is prohibited and there is no specific medicine, the same case as in Haiti. Where it is available, access is dismal, particularly among girls, adolescents, youth, migrants, afro-descendent, and indigenous. The multiple barriers for the effective use of emergency contraceptives must be knocked down, and to work toward that we have to destroy myths and erroneous perceptions, taboos and cultural norms; achieve changes in laws and restrictive rules within countries, achieve access without barriers to the EC; work in union with other sectors; train health personnel and the community. It is necessary to transform the attitude of health personal to a service above personal opinion. Reflecting on what has occurred after the ICPD in Cairo, their Action Program changed how we look at the dynamics of population from an emphasis on demographics to a focus on the people and human rights. The governments agreed that, in this new focus, success was the empowerment of women and the possibility of choice through expanded access to education, health, services, and employment among others. Nonetheless, there have been unequal advances and inequality persists in our region, all the goals were not met, the sexual and reproductive goals continue beyond the reach of many women (15). There is a long road ahead until women and girls of the world can claim their rights and liberty of deciding. Globally, maternal deaths have been reduced, there is more qualified assistance of births, more contraception prevalence, integral sexuality education, and access to SRH services for adolescents are now recognized rights with great advances, and additionally there have been concrete gains in terms of more favorable legal frameworks, particularly in our region; nonetheless, although it's true that the access condition have improved, the restrictive laws of the region expose the most vulnerable women to insecure abortions. There are great challenges for governments to recognize SRH and the DSR as integral parts of health systems, there is an ample agenda against women. In that sense, access to SRH is threatened and oppressed, it requires multi-sector mobilization and litigation strategies, investigation and support for the support of women's rights as a multi-sector agenda. Looking forward, we must make an effort to work more with youth to advance not only the Action Program of the ICPD, but also all social movements. They are one of the most vulnerable groups, and the biggest catalyzers for change. The young population still faces many challenges, especially women and girls; young girls are in particularly high risk due to lack of friendly and confidential services related with sexual and reproductive health, gender violence, and lack of access to services. In addition, access to abortion must be improved; it is the responsibility of states to guarantee the quality and security of this access. In our region there still exist countries with completely restrictive frameworks. New technologies facilitate self-care (16), which will allow expansion of universal access, but governments cannot detach themselves from their responsibility. Self-care is expanding in the world and can be strategic for reaching the most vulnerable populations. There are new challenges for the same problems, that require a re-interpretation of the measures necessary to guaranty the DSR of all people, in particular women, girls, and in general, marginalized and vulnerable populations. It is necessary to take into account migrations, climate change, the impact of digital media, the resurgence of hate discourse, oppression, violence, xenophobia, homo/transphobia, and other emergent problems, as SRH should be seen within a framework of justice, not isolated. We should demand accountability of the 179 governments that participate in the ICPD 25 years ago and the 193 countries that signed the Sustainable Development Objectives. They should reaffirm their commitments and expand their agenda to topics not considered at that time. Our region has given the world an example with the Agreement of Montevideo, that becomes a blueprint for achieving the action plan of the CIPD and we should not allow retreat. This agreement puts people at the center, especially women, and includes the topic of abortion, inviting the state to consider the possibility of legalizing it, which opens the doors for all governments of the world to recognize that women have the right to choose on maternity. This agreement is much more inclusive: Considering that the gaps in health continue to abound in the region and the average statistics hide the high levels of maternal mortality, of sexually transmitted diseases, of infection by HIV/AIDS, and the unsatisfied demand for contraception in the population that lives in poverty and rural areas, among indigenous communities, and afro-descendants and groups in conditions of vulnerability like women, adolescents and incapacitated people, it is agreed: 33- To promote, protect, and guarantee the health and the sexual and reproductive rights that contribute to the complete fulfillment of people and social justice in a society free of any form of discrimination and violence. 37- Guarantee universal access to quality sexual and reproductive health services, taking into consideration the specific needs of men and women, adolescents and young, LGBT people, older people and people with incapacity, paying particular attention to people in a condition of vulnerability and people who live in rural and remote zone, promoting citizen participation in the completing of these commitments. 42- To guarantee, in cases in which abortion is legal or decriminalized in the national legislation, the existence of safe and quality abortion for non-desired or non-accepted pregnancies and instigate the other States to consider the possibility of modifying public laws, norms, strategies, and public policy on the voluntary interruption of pregnancy to save the life and health of pregnant adolescent women, improving their quality of life and decreasing the number of abortions (17).
Profundizar en el concepto de aula supone desvelar el papel que este contexto desempeña en el proceso de enseñanza-aprendizaje. El aula es el punto de mira de la institución educativa, descrita como el lugar deseable en el que se produce conocimiento. Hemos de decir que de su concepto se extraen diferentes "lentes" para entender los procesos que ocurren en ella, así como las características que mejor la definen. El aula, como espado en el que se ha de reconocer, valorar y respetar a todos los escolares, supone prestar atención a lo que se enseña y al modo de enseñarlo, a la forma de "llegar" al alumnado. Al mismo tiempo, ha de atender a la estructura espacial y material, a la configuración de los tiempos y al tipo de relaciones personales mantenidas. El aula, como espacio de intercambio e interacción entre todos los agentes implicados en la educación (familia, estudiantes, profesorado, asociaciones.), ha de plantear estrategias y acciones donde todos se sientan miembros y partícipes de ese escenario, de ahí, que el aula es algo más que el espacio físico. Por tanto, al definirla en base a criterios de interacción, de relaciones sociales, nos está abriendo el camino hacia la construcción de un aula como espacio de diálogo, democrático y social. Espacio, en definitiva, abierto al mundo, a la realidad social y cultural de un determinado contexto. Por tanto, la finalidad de la tesis doctoral se centra en analizar y comprender las variables que intervienen en ¡a acción educativa en el aula, desde un enfoque interactivo y sistemático, encaminado a la formulación de propuestas que favorezcan la mejora de la cíase, mediante planteamientos innovadores, acordes y adaptados a una sociedad que evoluciona avivadamente, así como a las demandas que la infancia de hoy reclama La estructura del trabajo se presenta siguiendo el esquema clásico para las investigaciones del corpus educativo. La primera parte de la Tesis Doctora!, Marco Teórico, ha desempeñado la función de establecer las bases teórico- conceptuales sobre las que se asienta la Tesis Doctoral, y el Estudio Empírico (Capítulos 1-5). La segunda parte profundiza en el estudio empírico (Capítulos 6-12), en el que se presenta la investigación realizada en torno al análisis que intervienen en la acción educativa, desde una perspectiva integrada. En el primer capítulo, denominado, ¿Qué es eso que llamamos aula? Análisis desde el punto de vista conceptual. Tiene como finalidad abordar el campo semántico-etimológico del concepto "aula". Desde este marco referencial, seleccionamos y señalamos algunas acepciones que nos aportan diversos autores a io largo de las últimas décadas. Remarcamos las características más significativas de cada una de ellas, estableciendo, a su vez, comparaciones que nos guíen hacia una clasificación conceptual sujeta a diversas categorías: desde el aula como espacio físico, como grupo humano, como un lugar donde el estudiante aprende a ser y a vivir, entre otros. En último lugar, y en base a las diferentes aportaciones analizadas, indicaremos qué es para nosotros el "aula". El segundo capítulo, Desafíos y Encrucijadas en el contexto del aula en la sociedad actual, selecciona e identifica algunos de los desafíos y encrucijadas que, a nuestro juicio, contribuyen al debate de los nuevos enfoques a adoptar con el fin de transformar y mejorar la acción educativa en el aula, en la sociedad actual. Entre los retos que registramos destacan la revalorización del trabajo coiaborativo entre profesionales desde la perspectiva del liderazgo compartido o distribuido, las competencias clave y saberes fundamentales en la educación del siglo XXI (icurrículum integrado), el impacto de las TIC en el ámbito escolar, otorgando un carácter significativo al papel del estudiante y del docente, a las características que subyacen en los nuevos entornos comunicativos y las estrategias y herramientas que permiten formar personas cada vez más autónomas para el aprendizaje permanente en colaboración. Por otra parte, nos centramos en un nuevo concepto de infancia, en la participación de la comunidad educativa y, finalmente, la diversidad en el aula desde la filosofía de la inclusión escolar (voz de los estudiantes). El tercer capítulo hace referencia a la perspectiva del cambio educativo y su incidencia en las aulas: dónde el cambio no llega, dónde el cambio se vive y se siente. Analizamos, en este capítulo, la perspectiva del cambio educativo y su incidencia en las aulas. Desde un marco general, profundizamos en el significado de la gramática del cambio educativo, sentando las bases para esclarecer su conceptualización, así como algunas consideraciones relevantes a tener en cuenta. A tenor de las transformaciones emergentes en una sociedad compleja, se necesitan nuevas respuestas en la práctica educativa, así optamos por reflexionar y cuestionar los elementos que favorecen otra educación posible y necesaria, desde las últimas investigaciones acaecidas en el panorama educativo, presentando algunas experiencias de éxito a nivel nacional e internacional. En la otra cara de la moneda, vislumbrarnos la visión más estática del cambio y la mejora educativa, profundizando en las barreras que frenan y obstaculizan la sostenibilidad de ias experiencias innovadoras. Para, finalmente, detenernos en uno de los principales agentes del cambio para la mejora de la clase, los docentes. Estrategias como la Formación en Centros y las Comunidades Profesionales de Aprendizaje constituyen una vía y camino adecuado para el diagnóstico, análisis, reflexión, valoración de las necesidades y reorientación de las prácticas profesionales que inciden de manera directa en la posibilidad del cambio educacional desde el propio centro. En el cuarto capítulo, describiendo los elementos que conforman un paisaje llamado aula: "estructura académica". Nos detenemos en la estructura académica como elemento relevante y significativo para el análisis de la acción educativa. En él abordamos dos cuestiones clave: ¿qué enseñar? y ¿cómo enseñar? de manera interrelacionada. En primer lugar, nos planteamos la revisión/estudio del Currículum desde un enfoque o perspectiva integrada. Desechamos la ¡dea de la enseñanza de unos contenidos inconexos y alejados de las transformaciones emergentes en la sociedad, transmitidos oralmente y presentados en compartimentos estancos, apostando por la integración curricular en torno a una "perspectiva democrática". Se requiere que el currículum se plasme en un texto que contemple la complejidad de los fines de la educación y desarrollar una acción holística capaz de despertar en los escolares procesos que sean propicios para alcanzar esa finalidad. Desde esta idea presentamos algunas experiencias educativas que plantean el abordaje de los contenidos de modo innovador; entre ellos se encuentran: partir de lo que sabe el escolar, globalización curricular, fomentar el trabajo en equipo o aprendizaje cooperativo, la creación de espacios de diálogo, la inclusión de talleres, rincones y grupos interactivos. En segundo lugar, damos respuesta a la segunda cuestión, ¿cómo enseñar?, o lo que es lo mismo, profundizamos en la dinámica de enseñanza. La revisión de la literatura se concentra en estudiar las actividades de enseñanza-aprendizaje y, finalmente, en la evaluación formativa. El último capítulo que da forma al cuerpo teórico, lleva por nombre ¿Cómo nos organizamos? Configuración del espacio, del tiempo escolar y la planificación de los recursos en las aulas. En primer lugar, realizamos un balance normativo-legislativo que versará sobre la importancia adquirida a lo largo de la historia de la educación la configuración de los espacios en los centros escolares, como un elemento y eje fundamental en el aprendizaje del alumnado, posteriormente, indagaremos en su relevancia para la educación, así como el marco semántico- conceptual por el cual movernos, sin olvidarnos de algunas recomendaciones para una organización espacial integrada en los retos y desafíos de la educación del siglo XXI, en la línea de conseguir el cambio educativo. En segundo lugar, abordamos su organización, en base a un breve análisis en torno a los materiales curriculares. Partiremos de su definición, marcaremos sus fundones dentro del proceso de enseñanza-aprendizaje, posteriormente, justificaremos su importancia, para finalizar con algunos criterios para el empleo de los materiales en el aula. En último lugar, profundizaremos en la problemática del tiempo escolar, una variable muy presente en la vida de las personas y que de algún modo nos incita a plantear otra forma de organizar el mismo. Tras el análisis bibliográfico, fase del trabajo en la que se ha incidido en las variables que intervienen en la dinámica del aula, con una exploración de su campo semántico, así como en cuestiones que atañen al concepto de cambio educativo, con el análisis de experiencias de innovación singulares en el panorama nacional e internacional, cuya mejora de la acción educativa es una realidad, entre otros asuntos, proseguimos al planteamiento de este capítulo: Diseño General de la Investigación: Estudio Integrado. En esta investigación se ha perseguido alcanzar los propósitos mediante la puesta en práctica de un estudio combinado-integrado de las dos metodologías, cuantitativa y cualitativa. La obtención de datos y de información a través de la combinación de ambas metodologías ha permitido fomentar la riqueza de los resultados. Inicialmente, en este capítulo profundizamos en las razones y el origen de la investigación, seguidamente, detallamos los problemas, la finalidad, así como los objetivos del estudio, sintetizados y organizados en una tabla de categorías. A su vez, incidimos en la opción metodológica escogida que otorga sentido al estudio integrado, combinando los paradigmas cuantitativo y cualitativo, en los tres estudios que componen el mismo. El primero de ellos, el extensivo, analiza las concepciones que diversos docentes de la provincia de Huelva tienen sobre las diferentes categorías que forman parte del cuestionario administrado. El segundo, nos centramos y sumergimos en la cotidianeidad del aula de dos centros educativos. A través de dos estudios de caso conocemos cómo funciona el aula desde planteamientos que se pueden considerar como innovadores. Finalmente, el último estudio, denominado biográfico, nos permite observar, mediante la voz de dos docentes, cómo viven y sienten el aula, remitiéndonos a la narración de sus propias historias de vida. Estos estudios se abordan paralelamente en capítulos posteriores, desde aquí tan sólo señalamos algunas cuestiones teóricas clave que nos permiten comprender cada uno de ellos. Finalmente, deparamos en los principios (triangulación, enfoque progresivo, confidencialidad y revisión por los interesados) que acompañan al estudio y en las cuestiones éticas para ei desarrollo de ¡a investigación, desde un enfoque general y particular para cada uno de los estudios. El siguiente capítulo, se centra en la descripción del Diseño General delEstudio Extensivo. Para su diseño, en primer lugar, recogemos el marco conceptual y terminológico del cuestionario. Asimismo, una vez consideradas sus características más representativas, especificamos la población y la muestra del estudio extensivo. En tercer lugar, ahondamos en el proceso de elaboración del cuestionario, ligado a este apartado, aunque en diferentes secciones, nos encontramos los pasos esenciales para su elaboración: formato y estructura del cuestionario, elección de las preguntas del cuestionario y descripción de las preguntas del cuestionario. Ya construido el instrumento, el siguiente paso consiste en la presentación y administración del cuestionario. En este espacio, especificamos el proceso que seguimos desde su elaboración hasta la recogida de los cuestionarios en los centros educativos. Finalmente, concluimos con el análisis y tratamiento de la información; a la par que con unas consideraciones finales. El corazón de nuestra investigación palpita con la necesidad de encontrar estímulos y mecanismos que nos permitan conocerlo y describirlo para seguir su propio biorritmo. La razón de ser del estudio intensivo radica en comprender una determinada realidad social, cultural, educativa, sumergirnos y abrir los entresijos del microcosmos educativo. La acción educativa sólo es posible estudiarla si tenemos acceso a su campo y, por ello, recurrimos al estudio de casos, un método con raíces asentadas dentro del corpus de la investigación educativa. El capítulo del Diseño Genera! del Estudio Intensivo, se inicia con una revisión conceptual del estudio de casos dentro del enfoque de investigación cualitativa, conduciéndonos, de una forma exhaustiva, a la justificación metodológica de nuestro estudio. En segundo lugar, describimos el proceso seguido en el estudio de casos, con el desarrollo de cada una de sus fases. Basándonos en las aportaciones de Martínez Bonafé (1988:46), determinamos que las fases de nuestro estudio fueran: (a) fase inicia! o preactiva, en la que especificamos los criterios de elección de los casos y el papel de la investigadora, (b) fase interactiva, en la que describimos cómo se llevó a cabo el acceso al campo y el proceso de negociación, así como la estructura conceptual del estudio y ios instrumentos de recogida de información, (c) fase fina! o postactiva, en la que señalamos cómo se realizó el análisis de los datos y la redacción y elaboración del informe final. Finalmente, el capítulo concluye con un epílogo en el que se señalan los aspectos más representativos del estudio. Probablemente el interés por develar aspectos no visibles que atañen a la práctica educativa en el aula, nos suscitó la posibilidad de anexar en nuestro estudio las Historias de vida para conocer, investigar y analizar diferentes categorías de las experiencias de vida de las personas, hechos, acontecimientos, así como períodos históricos, que han asumido un importante peso en la trayectoria escolar, formativa y personal, de las docentes participantes en el estudio. En este capítulo, dedicado al Diseño Genera! del Estudio Subjetivo, tratamos de aproximarnos de manera epidérmica, en primer lugar a cuestiones que atañen a lo puramente conceptual, una aproximación a la investigación biográfico-narrativa y, como técnica insignia a la Historia de vida (campo semántico, relevancia en el campo de la educación a través de historias de maestros y de maestras, entre otras). En segundo lugar, exponemos la selección y representación de las mismas en nuestra investigación, otorgando espacio a las consideraciones teórico-metodológicas, marcando el trabajo de campo que se llevó a cabo (desde la recogida de evidencias y datos biográficos, centrándonos en la entrevista biográfica, así como en otras cuestiones de suma importancia). Rnalmente, dibujamos el rostro de la protagonista para marcar el inicio y la antesala de su propia Historia de vida como eje para entender su práctica cotidiana en el aula, incluyendo la construcción de Biogramas y la detección de incidentes críticos que ilustran un antes y un después en la forma de ser docente. Los capítulos siguientes se destinan al análisis de los resultados de los tres estudios que componen la investigación. Así, el capítulo noveno describe los resultados del Estudio Extensivo, de carácter exploratorio y enfocado a indagar en las concepciones de los docentes respecto a las variables que forman parte de la acción educativa. El capítulo décimo, describe el segundo estudio de la investigación, consistente en dos estudios de caso en la etapa de Educación Infantil y Educación Primaria de docentes que promueven una enseñanza alternativa e innovadora. Finalmente, el capítulo onceavo, muestra los resultados del tercer estudio, dedicado a la reconstrucción de la Historia de Vida de la docente del caso 1, como forma de comprender como mayor profundidad la acción educativa desde la exploración de la trayectoria personal y profesional de la docente. Cada capítulo finaliza con una serie de conclusiones parciales respecto al análisis abordado y en torno a las categorías y propósitos de ia investigación. Seguidamente, el capítulo doce, recoge las conclusiones de la investigación, además de detallar los límites y las perspectivas de investigación. ; To deepen the concept of classroom supposed to reveal the role that context plays in the teaching-learning process. The classroom is the focus of the school, described as a desirable place in which knowledge is produced. We must say that from its concept are extracted different "lenses" to understand the processes occurring in it, and the characteristics that best define it.The classroom, as a space wherescholastic must be recognized, valued and respected, presume to pay attention to what is taught and how to teach it. At the same time, it must meet the spatial structure and material, the time distribution and the type of relationships maintained. The classroom as a forum for exchange and interaction between all those involved in education (family, students, faculty, associations .), must propose strategies and actions where all feel members and participants of that scenario, hence, the classroom is more than a physical space. Therefore, when it is defined based on criteria of interaction, social relations, we are paving the way for the construction of a classroom as a space for dialogue, democratic and social. The aim of the thesis is to analyze and understand the variables involved in the educational activities in the classroom, from an interactive and systematic approach, focused in formulating proposals that promote the improvement of the class, through innovative approaches, suitable and adapted to a changing society as well as to the claims that children today claim. The structure of the work is presented following the classic pattern for the educational research corpus. The first part of the doctoral thesis, Theoretical Framework, has played the role of setting up theoretical concepts on which the doctoral thesis is based and also the empirical study (Chapters 1-5). The second part explores the empirical study (Chapters 6-12), where the research about the analysis involved in educational activities, an integrated perspective is presented. In the first chapter, entitled, What is this thing called class? Analysis from the conceptual point of view,it aims to address the semantic and etymological field of the "class" concept. From this frame of reference, we select and point out some meanings that give us many authors over the last few decades. We emphasize the most significant of each characteristics, by providing, in turn, comparisons to guide us toward a conceptual classification linked to several categories: from the classroom as a physical space , as a human group , as a place where students learn to be and to live among others. Finally, and based on the different contributions analyzed, we will indicate what is for us the "classroom". The second chapter, Challenges and Crossroads in the classroom context in today's society, selects and identifies some of the challenges and crossroads, that, in our view, contribute to the discussion of new approaches to adopt in order to transform and improve the action education in the classroom, in today's society. Among the challenges we include,stand out the reevaluation of collaborative work among professionals from the perspective of shared or distributed leadership, the key skills and fundamental knowledge in the XXI century education (curriculum integrated), the impact of ICT in schools, giving a significant character to the role of students and teachers, the characteristics underlying the new communication environments and strategies and tools thatallow to preparepeople able to self-learn in collaboration with others. Moreover, we focus on a new concept of childhood, in the participation of the educational community and, finally, in the diversity in the classroom from the philosophy of the school inclusion (voiced by students). The third chapter refers to the perspective of educational change and its impact in the classroom: where the change does not arrive, where the change is lived and felt. We analyze in this chapter the perspective of educational change and its impact in the classroom. From a general framework, we deepen in the meaning of the grammar of educational change, laying the groundwork to clarify its conceptualization, as well as some important considerations to keep in mind. Under the emerging transformations in a complex society, new answers in educational practice are needed, so we chose to reflect and question the elements favoring another possible and necessary education from the latest research occurred in the educational landscape, presenting some experiences success at national and international level. On the other side of the coin, we catch sight of the static vision of change and educational improvement, deepening the barriers that hinder and hamper the sustainability of innovative experiences. To finally stop at one of the main agents of the change to improve the class, the teachers. Strategies such as Training Centers and Professional Learning Communities are a way and proper way for diagnosis, analysis, reflection, needs assessment and reorientation of professional practices that have a direct impact on the ability of educational change from the own center. In the fourth chapter, describing the elements of a landscapecalled class: "academic structure". We stop at the academic structure as relevant and meaningful for the analysis of educational action item. In it we address two key issues: what to teach? And how to teach? in an interrelated way. First, we consider the revision / study of the curriculum from an integrated perspective. We reject the idea of a disjointed teaching content and away from emerging transformations in society, orally transmitted and presented in silos, betting on the curricular integration around a "democratic perspective". It requires that the curriculum is translated into a text that addresses the complexity of the purposes of education and to develop a holistic action capable of awakening in school processes that are conducive to achieve that purpose. From this idea we present some educational experiences that address the content in innovative ways; among them they are: Starting point should be the knowledge of the scholastic, curriculum globalization, promoting teamwork and cooperative learning, creating spaces for dialogue, including workshops, nooks and interactive groups. Secondly, we respond to the second question, how to teach? or what is the same, we delve into the dynamics of teaching. The review of the literature focuses on studying the teaching-learning activities and, finally, in the formative evaluation. The last chapter that forms the theoretical body, is called How do we organize? Layout of the space and time of the school and the resources planning in the classroom. First, we perform a regulatory-legislative balance that will focus on the importance gained over the history of education settings spaces in schools, and as a cornerstone element in student learning, then we will investigate its relevance for education and semantic- conceptual framework by which to move, not forgetting some recommendations for one special organization integrated in the challenges of education in the XXI century, in the line to get the educational change. Secondly, we address its organization, based on a brief analysis on the curricular materials. We will depart from its definition, we will mark their functions within the teaching-learning process, later we willjustify its importance, ending with some criteria for the use of materials in the classroom. Lastly, we will delve into the issue of school time, a variable present in the lives of people and that somehow encourages us to propose another way of organizing it. After the bibliographical analysis, phase of work which has stressed the variables involved in the dynamics of the classroom, with an exploration of the semantic field as well as on matters pertaining to the concept of educational change, with the analysis of experiences in singular innovation in the national and international scene, which improvement of educational action is a reality, among other issues, we continue to approach this chapter: Genera! Research Design: Integrated Study. In this research it has been pursued to achieve the purposes by the implementation of one study, integrated-combined of the two methodologies, quantitative and qualitative. Obtaining data and information through the combination of the two methodologies has helped to foster the wealth of results. Initially, in this chapter we delve into the reasons and the origin of the research, then, we detail the problems, the purpose and objectives of the study, summarized and organized in a table of categories. At the same time, we stress the methodological option chosen that gives meaning to the integrated study, combining quantitative and qualitative paradigms, in all three studies that comprise it. The first one, the extensive one analyzes the conceptions that various teachers in the province of Huelva have on the different categories that are part of the administered questionnaire. Second, we focus and dive into the everyday classroom of two schools. Through two case studies classroom we know how it works from approaches that can be considered as innovative. Finally, the last study, called biographical, allows us to see, through the voices of two teachers, how they live and feel the classroom, by referring to the narrative of their own life stories. These studies are discussed in parallel in later chapters, we note here only some key theoretical issues that help us to understand each one. Finally, we came across on the principles (triangulation, progressive approach, confidentiality and review by the envolved) accompanying the study and ethical issues for the development of research, from a general and particular for each of the studies focus. The next chapter focuses on the description of Design General of extensive study. For its design, first, we collect the conceptual framework and terminology of the questionnaire. Also, once are considered the most representative features, we specify the population and sample of the extensive study. Third, we delve into the process of developing the questionnaire, linked to this section, although in different sections, we find the essential steps for processing: format and structure of the questionnaire, choice of the questionnaire and describing questions of the questionnaire. Oncethe instrument is built, the following step is the filing and administration of the questionnaire. In this area, we specify the process we follow from development to the collection of the questionnaires in schools. Finally, we conclude with the analysis and processing of information; on par with some final considerations. Chapter General Intensive Design Studio, begins with a conceptual review of case studies within the qualitative research approach, leading, in a comprehensive way, the methodological justification of our study. Second, we describe the process followed in the case study, with the development of each of its phases. Based on input from Bonafé Martinez (1988:46), we determined that the phases of our study were: (a) initial or pre-active phase, which specify the criteria for selection of cases and the role of the researcher, (b) interactive phase in which we describe how you carried out the access to the field and the negotiation process and the conceptual structure of the study and the instruments for collecting information, (c) final stage or postactive, in which we noted how the data analysis and drafting and the final report was made. Finally, the chapter concludes with an epilogue in which the most representative aspects of the study are indicated. Probably the interest in revealing visible aspects regarding educational practice in the classroom, raised the possibility of annexing in our study life stories to know, investigate and analyze different categories of the life experiences of people, facts, events and historical periods, that have assumed an important role in the school, training and personal career of the teachers participating in the study. In this chapter, dedicated to Genera! Subjective Design Studio, we try to approach epidermal way, firstly to matters pertaining to the purely conceptual, an approach to the biographical-narrative research and technical badge as a life history (semantic field, relevant in the field of education through stories of teachers and teachers, among others). Secondly, we present the selection and representation of these in our research, giving space to the theoretical and methodological considerations, marking the fieldwork that took place (from the collection of evidence and biographical data, focusing on the biographical interview as well as other critical issues). Finally, we draw the face of the protagonist to mark the beginning and the prelude to his own life story as a hub to understand their daily practice in the classroom, including the construction of Biograms and detection of critical incidents that illustrate a before and after in the way of being a teacher. The following chapters are devoted to the analysis of the results of the three studies that make up the research. Thus, the ninth chapter describes the results of the extensive study, exploratory and focused to investigate the teachers' conceptions about the variables that are part of the educational action. The tenth chapter describes the second research study consisting of two case studies in pre-primary and primary education teachers that promote alternative and innovative teaching. Finally, the eleventh chapter shows the results of the third study, devoted to the reconstruction of the Life History of the teaching of case 1, as a way to further understand how the educational action through the exploration of personal and professional trajectory of the teacher. Each chapter ends with a series of partial conclusions regarding the analysis and addressed around categories and research purposes. Next, chapter twelve, contains the findings of the investigation, as well as detailing the limits and research perspectives.
En mi formación de posgrado a finales de los años ochenta, teníamos cerca de treinta camas hospitalarias en un pabellón llamado "sépticas" (1). En Colombia, donde el aborto estaba totalmente penalizado, allí estaban mayoritariamente mujeres con abortos inseguros complicados. El enfoque que recibíamos era técnico: manejo de cuidados intensivos; realizar histerectomías, colostomías, resecciones intestinales, etc. En esa época algunas enfermeras eran monjas, y se limitaban a interrogar a las pacientes para que "confesaran" qué se habían hecho para abortar. Siempre me inquietó que las mujeres que salían vivas se iban sin ninguna asesoría, ni con un método anticonceptivo. Al preguntar alguna vez a uno de mis docentes me contestó con desdén: "este es un hospital de tercer nivel, esas cosas las hacen las enfermeras en primer nivel". Al ver tanto dolor y muerte, decidí hablar con las pacientes del servicio y empecé a entender sus decisiones. Recuerdo aún con tristeza tantas muertes, pero un caso en particular aún me duele: era una mujer cercana a los cincuenta años que llegó con una perforación uterina en estado de sepsis avanzada. A pesar de la cirugía y los cuidados intensivos, falleció. Alcancé a hablar con ella y me contó que era viuda, tenía dos hijos mayores y había abortado por "vergüenza con ellos", pues se iban a dar cuenta de que tenía vida sexual activa. A los pocos días de su fallecimiento, me llamó el profesor de patología, extrañado, para decirme que el útero que habíamos enviado para examen patológico no tenía embarazo. Era una mujer en estado perimenopáusico con una prueba de embarazo falsamente positiva, debido a los altos niveles de FSH/LH típicos de su edad. ¡¡¡NO ESTABA EMBARAZADA!!! No tenía menstruación porque estaba en premenopausia y una prueba falsamente positiva la llevó a un aborto inseguro. Claro, las lesiones causadas en las maniobras abortivas la llevaron al desenlace fatal, pero la real causa subyacente fue el tabú social respecto a la sexualidad. Tuve que ver muchas adolescentes y mujeres jóvenes salir del hospital vivas, pero sin útero, a veces sin ovarios y con colostomías, para ser despreciadas por una sociedad que les recriminaba el haber decidido no ser madres. Tuve que ver situaciones de mujeres que llegaban con sus intestinos protruyendo a través de sus vaginas por abortos inseguros. Vi mujeres que en su desespero se autoinfligieron lesiones tratando de abortar con elementos como palos, ramas, gajos de cebolla, barras de alumbre, ganchos, entre otros. Eran tantas las muertes que era difícil no tener por lo menos una mujer diariamente en la morgue a consecuencia de un aborto inseguro. En esa época no se abordaba la salud desde lo biopsicosocial sino solamente desde lo técnico (2); sin embargo, en las evaluaciones académicas que nos hacían, ante la pregunta de definición de salud, había que recitar el texto de la Organización Mundial de la Salud que involucraba estos tres aspectos, ¡qué contrasentido! Para dar respuesta a las necesidades de salud de las mujeres y garantizar sus derechos, cuando ya era docente, inicié el servicio de anticoncepción posevento obstétrico en ese hospital de tercer nivel. Hubo resistencia de las directivas, pero afortunadamente logré donaciones internacionales para la institución y esto facilitó su aceptación. Decidí concursar para carrera docente con el ánimo de poder sensibilizar a profesionales de la salud hacia un enfoque integral de la salud y la enfermedad. Cuando en 1994 se realizó la Conferencia Internacional de Población y Desarrollo (CIPD) en El Cairo ya llevaba varios años en la docencia, y cuando leí su Programa de Acción, encontré nombre para lo que estaba trabajando: derechos sexuales y derechos reproductivos. Empecé a incorporar en mi vida profesional y docente las herramientas que este documento me daba. Pude sensibilizar personas del Ministerio de Salud de mi país y trabajamos en conjunto recorriéndolo con un abordaje de derechos humanos en materia de salud sexual y reproductiva (SSR). Esta nueva mirada buscaba además de ser integral, dar respuesta a viejos problemas como la mortalidad materna, el embarazo en la adolescencia, la baja prevalencia anticonceptiva, el embarazo no planeado o no deseado o la violencia contra la mujer. Con otras personas sensibilizadas empezamos a permear con estos temas de SSR la Sociedad Colombiana de Obstetricia y Ginecología, algunas universidades y hospitales universitarios. Todavía seguimos dando la lucha en un país que a pesar de tantas dificultades ha mejorado muchos indicadores de SSR. Con la experiencia de haber trajinado en todas las esferas con estos temas, logramos con un puñado de colegas y amigas de la Universidad El Bosque crear la Maestría en Salud Sexual y Reproductiva, abierta a todas las profesiones, en la que rompimos varios paradigmas. Se inició un programa en el que la investigación cualitativa y cuantitativa tenían el mismo peso y algunos de los egresados del programa están ahora en posiciones de liderazgo en los entes gubernamentales e internacionales replicando modelos integrales. En la Federación Latinoamericana de Obstetricia y Ginecología (FLASOG) y en la Federación Internacional de Obstetricia y Ginecología (FIGO), pude por varios años aportar mi experiencia en los comités de SSR de esas asociaciones para beneficio de las mujeres y las niñas en los ámbitos regional y global. Cuando pienso en quienes me han inspirado en esta lucha, debo resaltar las grandes feministas que me han enseñado y acompañado en tantas batallas. No puedo mencionarlas a todas, pero he admirado la historia de vida de Margaret Sanger con su persistencia y mirada visionaria. Ella luchó durante toda su vida para ayudar a las mujeres del siglo XX para que obtuvieran el derecho a decidir si querían o no tener hijos o hijas y cuándo (3). De las feministas actuales he tenido el privilegio de compartir experiencias con Carmen Barroso, Giselle Carino, Debora Diniz y Alejandra Meglioli, lideresas de la Federación Internacional de Planificación de la Familia, Región del Hemisferio Occidental (IPPF-RHO, por su nombre en inglés). De mi país quiero resaltar a mi compatriota Florence Thomas, psicóloga, columnista, escritora y activista feminista colombo-francesa. Es una de las voces más influyentes e importantes del movimiento por los derechos de la mujer en Colombia y en la región. Arribó procedente de Francia en la década de 1960, en los años de la contracultura, los Beatles, los hippies, Simone de Beauvoir y Jean-Paul Sartre, época en la que se empezó a criticar el capitalismo y la cultura del consumo (4). Fue entonces cuando se comenzó a hablar del cuerpo femenino, la sexualidad femenina y cuando llegó la píldora anticonceptiva como una revolución total para las mujeres. A su llegada en 1967, ella experimentó un choque porque acababa de asistir a toda una revolución y solo encontró un país de madres, no de mujeres (5). Ese era el único destino de una mujer, ser callada y sumisa. Entonces se dio cuenta de que no se podía seguir así, hablando de "vanguardias revolucionarias" en un ambiente tan patriarcal. En 1986 con las olas del feminismo norteamericano y europeo, y con su equipo académico crearon el grupo Mujer y Sociedad de la Universidad Nacional de Colombia, semillero de grandes iniciativas y logros para el país (6). Ella ha liderado grandes cambios con su valentía, la fuerza de sus argumentos, y un discurso apasionado y agradable a la vez. Dentro de sus múltiples libros resalto Conversaciones con Violeta (7), motivado por el desdén hacia el feminismo de algunas mujeres jóvenes. Lo escribe a manera de diálogo con una hija imaginaria en el que, de una manera íntima, reconstruye la historia de las mujeres a través de los siglos y da nuevas luces sobre el papel fundamental del feminismo en la vida de la mujer moderna. Otro libro muestra de su valentía es Había que decirlo (8), en el que narra la experiencia de su propio aborto a sus 22 años en la Francia de los años sesenta. Mi experiencia de trabajo en la IPPF-RHO me ha permitido conocer líderes y lideresas de todas las edades en diversos países de la región, quienes con gran mística y dedicación, de manera voluntaria, trabajan por lograr una sociedad más equitativa y justa. Particularmente me ha impresionado la apropiación del concepto de derechos sexuales y reproductivos por parte de las personas más jóvenes, y esto me ha dado gran esperanza en el futuro del planeta. Seguimos con una agenda incompleta del Plan de acción de la CIPD de El Cairo, pero ver cómo la juventud enfrenta con valentía los retos, me motiva a seguir adelante y aportar mis años de experiencia en un trabajo intergeneracional. La IPPF-RHO evidencia un gran compromiso por los derechos y la SSR de adolescentes en sus políticas y programas, que son consistentes con lo que la Organización promueve; por ejemplo, el 20% de los puestos de toma de decisión están en manos de jóvenes. Las organizaciones miembros, que basan su labor en el voluntariado, son verdaderas incubadoras de jóvenes que harán ese recambio generacional inexpugnable y necesario. A diferencia de lo que nos tocó a muchos de nosotros, trabajar en esta complicada agenda de salud sexual y reproductiva sin bases teóricas, hoy vemos personas comprometidas y con una sólida formación para reemplazarnos. En la Facultad de Medicina de la Universidad Nacional de Colombia y en la Facultad de Enfermería de la Universidad El Bosque, las nuevas generaciones están más motivadas y empoderadas, con grandes deseos de cambiar las rígidas estructuras subyacentes. Nuestra gran preocupación son los embates de ultraderecha que soportan grupos antiderechos, muchas veces mejor organizados que nosotros, que sí apoyamos los derechos y somos verdaderos provida (9). Ante este escenario, debemos organizarnos mejor y seguir dando batallas para garantizar los derechos de las mujeres en el ámbito local, regional y global, aunando esfuerzos de todas las organizaciones proderechos. Estamos ahora comprometidos con los Objetivos de Desarrollo Sostenible (10), entendidos como aquellos que satisfacen las necesidades de la generación presente sin comprometer la capacidad de las generaciones futuras para satisfacer sus propias necesidades. Esta nueva agenda se basa en: - El trabajo no finalizado de los Objetivos de Desarrollo del Milenio - Los compromisos pendientes (convenciones ambientales internacionales) - Los temas emergentes en las tres dimensiones del desarrollo sostenible: social, económica y ambiental. Tenemos ahora 17 Objetivos de Desarrollo Sostenible y 169 metas (11). Entre estos objetivos se menciona en varias ocasiones el "acceso universal a la salud reproductiva". En el Objetivo 3 de esa lista se incluye garantizar, de aquí al año 2030, "el acceso universal a los servicios de salud sexual y reproductiva, incluidos los de planificación familiar, información y educación". De igual manera, el Objetivo 5, "Lograr la igualdad de género y empoderar a todas las mujeres y las niñas", establece que se deberá "asegurar el acceso universal a la salud sexual y reproductiva y los derechos reproductivos según lo acordado de conformidad con el Programa de Acción de la Conferencia Internacional sobre la Población y el Desarrollo, la Plataforma de Acción de Beijing". No se puede olvidar que el término acceso universal a la salud sexual y reproductiva incluye el acceso universal al aborto y la anticoncepción. Actualmente 830 mujeres mueren cada día por causas maternas prevenibles; de estos decesos, el 99% ocurre en países en desarrollo, más de la mitad en entornos frágiles y en contextos humanitarios (12). 216 millones de mujeres no pueden acceder a métodos de anticoncepción moderna y la mayoría vive en los nueve países más pobres del mundo y en un ambiente cultural propio de la década de los sesenta (13). Este número solo incluye las mujeres de 15 a 49 años en cualquier tipo de unión, es decir el número total es mucho mayor. Cumplir con los objetivos marcados supondría prevenir 67 millones de embarazos no deseados y reducir a un tercio las muertes maternas. Actualmente tenemos una alta demanda insatisfecha de anticoncepción moderna, con un bajísimo uso de los métodos de larga duración reversible (dispositivos intrauterinos e implantes subdérmicos) que son los más efectivos y de mayor adherencia (14). No hay uno solo de los 17 Objetivos de Desarrollo Sostenible donde la anticoncepción no tenga un papel preponderante: desde el primero que se refiere al fin de la pobreza, pasando por el quinto de igualdad de género, el décimo de reducción de la desigualdad, entre los países y en el mismo país, hasta el decimosexto relacionado con paz y justicia. Si queremos cambiar el mundo, debemos procurar acceso universal a la anticoncepción sin mitos ni barreras. Tenemos la obligación moral de lograr la erradicación de la pobreza extrema y avanzar en la construcción de sociedades más igualitarias, justas y felices. En anticoncepción de urgencia (AU), estamos muy lejos de alcanzar lo que esperamos. Si en métodos de larga duración reversible tenemos una baja prevalencia, en la AU la situación empeora. No en todas las facultades de medicina de la región se aborda este tema, y donde sí se hace, no hay homogeneidad de contenidos, ni siquiera dentro del mismo país. Hay aún mitos sobre su verdadero mecanismo de acción. Hay países como Honduras donde está prohibida y no hay un medicamento dedicado, como tampoco lo hay en Haití. Donde está disponible el acceso es ínfimo, particularmente entre las niñas, adolescentes, jóvenes, migrantes, afrodescendientes e indígenas. Hay que derrumbar las múltiples barreras para el uso eficaz de la anticoncepción de emergencia, y para eso necesitamos trabajar en romper mitos y percepciones erróneas, tabúes y normas culturales; lograr cambios en las leyes y normas restrictivas de los países; lograr acceso sin barreras a la AU; trabajar intersectorialmente; capacitar al personal de salud y la comunidad. Es necesario transformar la actitud del personal de salud en una de servicio por encima de sus propias opiniones. Reflexionando acerca de lo que ha pasado después de la CIPD realizada en El Cairo, su Programa de Acción cambió cómo miramos las dinámicas de población de un énfasis en la demografía a un enfoque en los derechos humanos y las personas. Los gobiernos acordaron que, en este nuevo enfoque, el éxito era el empoderamiento de las mujeres y la posibilidad de elegir a través de expandir el acceso a la educación, la salud, los servicios y el empleo, entre otros. Sin embargo, ha habido avances desiguales y persiste la inequidad en nuestra región, no se cumplieron todas las metas, los derechos sexuales y reproductivos continúan fuera del alcance de muchas mujeres (15). Aún queda un largo camino para recorrer, hasta que mujeres y niñas del mundo puedan reclamar sus derechos y la libertad de decidir. Globalmente la mortalidad materna se ha reducido, hay mayor asistencia calificada del parto, mayor prevalencia anticonceptiva, la educación integral en sexualidad y el acceso a servicios de SSR para adolescentes ya son derechos reconocidos y con grandes avances, además ha habido ganancias concretas en materia de marcos legales más favorables en particular en nuestra región; sin embargo, si bien las condiciones de acceso han mejorado, las legislaciones restrictivas de la región exponen a las mujeres más vulnerables a abortos inseguros. Hay aún grandes desafíos para que los gobiernos reconozcan la SSR y los DSR como parte integral de los sistemas de salud, existe una amplia agenda contra las mujeres. En ese sentido, el acceso a SSR está bajo amenaza y opresión, se requiere movilización intersectorial y litigios estratégicos, investigación y apoyo a los derechos de las mujeres como agenda intersectorial. Hacia adelante hay que esforzarnos más en el trabajo con jóvenes, para avanzar no solo en el Programa de Acción de la CIPD, sino en todos los movimientos sociales. Son uno de los grupos más vulnerables, y de los mayores catalizadores para el cambio. La población joven aún enfrentan muchos desafíos, especialmente las mujeres y niñas; las jóvenes están especialmente en alto riesgo debido a la falta de servicios y salud sexual y reproductiva amigables y confidenciales, la presencia de violencia basada en género y la falta de acceso a los servicios. Además hay que mejorar el acceso al aborto; es responsabilidad de los estados garantizar la calidad y seguridad en el acceso. Aún en nuestra región existen países con marcos totalmente restrictivos. Las nuevas tecnologías facilitan el autocuidado (16), lo que permitirá ampliar el acceso universal, pero los gobiernos no pueden desvincularse de su responsabilidad. El autocuidado se está expandiendo en el mundo y puede ser estratégico para llegar a las poblaciones más vulnerables. Hay nuevos desafíos para los mismos problemas, que requieren una reinterpretación de las medidas necesarias para garantizar los DSR de todas las personas, en particular mujeres, niñas y en general las poblaciones marginadas y vulnerables. Es necesario tener en cuenta aspectos como las migraciones, el cambio climático, el impacto de medios digitales, el resurgimiento de discursos de odio, la opresión, la violencia, la xenofobia, la homo/transfobia y otros problemas emergentes, pues la SSR debe verse en un marco de justicia, y no aislado. Debemos exigir rendición de cuentas a los 179 gobiernos que participaron en la CIPD hace 25 años y a los 193 países que firmaron los Objetivos de Desarrollo Sostenible. Deben reafirmarse en sus compromisos y expandir la agenda a los temas no considerados en ese momento. Nuestra región ha dado ejemplo al mundo con el Consenso de Montevideo, que se convierte en una hoja de ruta para el cumplimiento del plan de acción de la CIPD y no debe permitirnos retroceder. Este Consenso pone en el centro a las personas, en especial a las mujeres, e incluye el tema de aborto invitando a los estados a que consideren la posibilidad de legalizarlo, lo que abre la puerta para que los gobiernos de todo el mundo reconozcan que las mujeres tienen el derecho a decidir sobre la maternidad. Este Consenso es mucho más inclusivo: Considerando que las brechas en salud continúan sobresalientes en la región y las estadísticas promedio suelen ocultar los altos niveles de mortalidad materna, de infecciones de transmisión sexual, de infección por VIH/SIDA y de demanda insatisfecha de anticoncepción entre la población que vive en la pobreza y en áreas rurales, entre los pueblos indígenas y las personas afrodescendientes y grupos en condición de vulnerabilidad como mujeres, adolescentes y jóvenes y personas con discapacidad, acuerdan: 33-Promover, proteger y garantizar la salud y los derechos sexuales y los derechos reproductivos para contribuir a la plena realización de las personas y a la justicia social en una sociedad libre de toda forma de discriminación y violencia. 37-Garantizar el acceso universal a servicios de salud sexual y salud reproductiva de calidad, tomando en consideración las necesidades específicas de hombres y mujeres, adolescentes y jóvenes, personas LGBT, personas mayores y personas con discapacidad, prestando particular atención a personas en condición de vulnerabilidad y personas que viven en zonas rurales y remotas y promoviendo la participación ciudadana en el seguimiento de los compromisos. 42-Asegurar, en los casos en que el aborto es legal o está despenalizado en la legislación nacional, la existencia de servicios de aborto seguros y de calidad para las mujeres que cursan embarazos no deseados y no aceptados e instar a los demás Estados a considerar la posibilidad de modificar las leyes, normativas, estrategias y políticas públicas sobre la interrupción voluntaria del embarazo para salvaguardar la vida y la salud de mujeres adolescentes, mejorando su calidad de vida y disminuyendo el número de abortos (17). ; In my postgraduate formation during the last years of the 80's, we had close to thirty hospital beds in a pavilion called "sépticas" (1). In Colombia, where abortion was completely penalized, the pavilion was mostly filled with women with insecure, complicated abortions. The focus we received was technical: management of intensive care; performance of hysterectomies, colostomies, bowel resection, etc. In those times, some nurses were nuns and limited themselves to interrogating the patients to get them to "confess" what they had done to themselves in order to abort. It always disturbed me that the women who left alive, left without any advice or contraceptive method. Having asked a professor of mine, he responded with disdain: "This is a third level hospital, those things are done by nurses of the first level". Seeing so much pain and death, I decided to talk to patients, and I began to understand their decision. I still remember so many deaths with sadness, but one case in particular pains me: it was a woman close to being fifty who arrived with a uterine perforation in a state of advanced sepsis. Despite the surgery and the intensive care, she passed away. I had talked to her, and she told me she was a widow, had two adult kids and had aborted because of "embarrassment towards them" because they were going to find out that she had an active sexual life. A few days after her passing, the pathology professor called me, surprised, to tell me that the uterus we had sent for pathological examination showed no pregnancy. She was a woman in a perimenopausal state with a pregnancy exam that gave a false positive due to the high levels of FSH/LH typical of her age. SHE WAS NOT PREGNANT!!! She didn't have menstruation because she was premenopausal and a false positive led her to an unsafe abortion. Of course, the injuries caused in the attempted abortion caused the fatal conclusion, but the real underlying cause was the social taboo in respect to sexuality. I had to watch many adolescents and young women leave the hospital alive, but without a uterus, sometime without ovaries and with colostomies, to be looked down on by a society that blamed them for deciding to not be mothers. I had to see situation of women that arrived with their intestines protruding from their vaginas because of unsafe abortions. I saw women, who in their despair, self-inflicted injuries attempting to abort with elements such as stick, branches, onion wedges, alum bars and clothing hooks among others. Among so many deaths, it was hard not having at least one woman per day in the morgue due to an unsafe abortion. During those time, healthcare was not handled from the biopsychosocial, but only from the technical (2); nonetheless, in the academic evaluations that were performed, when asked about the definition of health, we had to recite the text from the International Organization of Health that included these three aspects. How contradictory! To give response to the health need of women and guarantee their right when I was already a professor, I began an obstetric contraceptive service in that third level hospital. There was resistance from the directors, but fortunately I was able to acquire international donations for the institution, which facilitated its acceptance. I decided to undertake a teaching career with the hope of being able to sensitize health professionals towards an integral focus of health and illness. When the International Conference of Population and Development (ICPD) was held in Cairo in 1994, I had already spent various years in teaching, and when I read their Action Program, I found a name for what I was working on: Sexual and Reproductive Rights. I began to incorporate the tools given by this document into my professional and teaching life. I was able to sensitize people at my countries Health Ministry, and we worked together moving it to an approach of human rights in areas of sexual and reproductive health (SRH). This new viewpoint, in addition to being integral, sought to give answers to old problems like maternal mortality, adolescent pregnancy, low contraceptive prevalence, unplanned or unwanted pregnancy or violence against women. With other sensitized people, we began with these SRH issues to permeate the Colombian Society of Obstetrics and Gynecology, some universities, and university hospitals. We are still fighting in a country that despite many difficulties has improved its indicators of SRH. With the experience of having labored in all sphere of these topics, we manage to create, with a handful of colleagues and friend at the Universidad El Bosque, a Master's Program in Sexual and Reproductive Health, open to all professions, in which we broke several paradigms. A program was initiated in which the qualitative and quantitative investigation had the same weight, and some alumni of the program are now in positions of leadership in governmental and international institutions, replicating integral models. In the Latin American Federation of Obstetrics and Gynecology (FLASOG, English acronym) and in the International Federation of Obstetrics and Gynecology (FIGO), I was able to apply my experience for many years in the SRH committees of these association to benefit women and girls in the regional and global environments. When I think of who has inspired me in these fights, I should highlight the great feminist who have taught me and been with me in so many fights. I cannot mention them all, but I have admired the story of the life of Margaret Sanger with her persistence and visionary outlook. She fought throughout her whole life to help the women of the 20th century to be able to obtain the right to decide when and whether or not they wanted to have children (3). Of current feminist, I have had the privilege of sharing experiences with Carmen Barroso, Giselle Carino, Debora Diniz and Alejandra Meglioli, leaders of the International Planned Parenthood Federation – Western Hemisphere Region (IPPF-RHO). From my country, I want to mention my countrywoman Florence Thomas, psychologist, columnist, writer and Colombo-French feminist. She is one of the most influential and important voices in the movement for women rights in Colombia and the region. She arrived from France in the 1960's, in the years of counterculture, the Beatles, hippies, Simone de Beauvoir, and Jean-Paul Sartre, a time in which capitalism and consumer culture began to be criticized (4). It was then when they began to talk about the female body, female sexuality and when the contraceptive pill arrived like a total revolution for women. Upon its arrival in 1967, she experimented a shock because she had just assisted in a revolution and only found a country of mothers, not women (5). That was the only destiny for a woman, to be quiet and submissive. Then she realized that this could not continue, speaking of "revolutionary vanguards" in such a patriarchal environment. In 1986 with the North American and European feminism waves and with her academic team, they created the group "Mujer y Sociedad de la Universidad Nacional de Colombia", incubator of great initiatives and achievements for the country (6). She has led great changes with her courage, the strength of her arguments, and a simultaneously passionate and agreeable discourse. Among her multiple books, I highlight "Conversaciones con Violeta" (7), motivated by the disdain towards feminism of some young women. She writes it as a dialogue with an imaginary daughter in which, in an intimate manner, she reconstructs the history of women throughout the centuries and gives new light of the fundamental role of feminism in the life of modern women. Another book that shows her bravery is "Había que decirlo" (8), in which she narrates the experience of her own abortion at age twenty-two in sixty's France. My work experience in the IPPF-RHO has allowed me to meet leaders of all ages in diverse countries of the region, who with great mysticism and dedication, voluntarily, work to achieve a more equal and just society. I have been particularly impressed by the appropriation of the concept of sexual and reproductive rights by young people, and this has given me great hope for the future of the planet. We continue to have an incomplete agenda of the action plan of the ICPD of Cairo but seeing how the youth bravely confront the challenges motivates me to continue ahead and give my years of experience in an intergenerational work. In their policies and programs, the IPPF-RHO evidences great commitment for the rights and the SRH of adolescent, that are consistent with what the organization promotes, for example, 20% of the places for decision making are in hands of the young. Member organizations, that base their labor on volunteers, are true incubators of youth that will make that unassailable and necessary change of generations. In contrast to what many of us experienced, working in this complicated agenda of sexual and reproductive health without theoretical bases, today we see committed people with a solid formation to replace us. In the college of medicine at the Universidad Nacional de Colombia and the College of Nursing at the Universidad El Bosque, the new generations are more motivated and empowered, with great desire to change the strict underlying structures. Our great worry is the onslaught of the ultra-right, a lot of times better organized than us who do support rights, that supports anti-rights group and are truly pro-life (9). Faced with this scenario, we should organize ourselves better, giving battle to guarantee the rights of women in the local, regional, and global level, aggregating the efforts of all pro-right organizations. We are now committed to the Objectives of Sustainable Development (10), understood as those that satisfy the necessities of the current generation without jeopardizing the capacity of future generations to satisfy their own necessities. This new agenda is based on: - The unfinished work of the Millennium Development Goals - Pending commitments (international environmental conventions) - The emergent topics of the three dimensions of sustainable development: social, economic, and environmental. We now have 17 objectives of sustainable development and 169 goals (11). These goals mention "universal access to reproductive health" many times. In objective 3 of this list is included guaranteeing, before the year 2030, "universal access to sexual and reproductive health services, including those of family planning, information, and education." Likewise, objective 5, "obtain gender equality and empower all women and girls", establishes the goal of "assuring the universal access to sexual and reproductive health and reproductive rights in conformity with the action program of the International Conference on Population and Development, the Action Platform of Beijing". It cannot be forgotten that the term universal access to sexual and reproductive health includes universal access to abortion and contraception. Currently, 830 women die every day through preventable maternal causes; of these deaths, 99% occur in developing countries, more than half in fragile environments and in humanitarian contexts (12). 216 million women cannot access modern contraception methods and the majority live in the nine poorest countries in the world and in a cultural environment proper to the decades of the seventies (13). This number only includes women from 15 to 49 years in any marital state, that is to say, the number that takes all women into account is much greater. Achieving the proposed objectives would entail preventing 67 million unwanted pregnancies and reducing maternal deaths by two thirds. We currently have a high, unsatisfied demand for modern contraceptives, with extremely low use of reversible, long term methods (intrauterine devices and subdermal implants) which are the most effect ones with best adherence (14). There is not a single objective among the 17 Objectives of Sustainable Development where contraception does not have a prominent role: from the first one that refers to ending poverty, going through the fifth one about gender equality, the tenth of inequality reduction among countries and within the same country, until the sixteenth related with peace and justice. If we want to change the world, we should procure universal access to contraception without myths or barriers. We have the moral obligation of achieving the irradiation of extreme poverty and advancing the construction of more equal, just, and happy societies. In emergency contraception (EC), we are very far from reaching expectations. If in reversible, long-term methods we have low prevalence, in EC the situation gets worse. Not all faculties in the region look at this topic, and where it is looked at, there is no homogeneity in content, not even within the same country. There are still myths about their real action mechanisms. There are countries, like Honduras, where it is prohibited and there is no specific medicine, the same case as in Haiti. Where it is available, access is dismal, particularly among girls, adolescents, youth, migrants, afro-descendent, and indigenous. The multiple barriers for the effective use of emergency contraceptives must be knocked down, and to work toward that we have to destroy myths and erroneous perceptions, taboos and cultural norms; achieve changes in laws and restrictive rules within countries, achieve access without barriers to the EC; work in union with other sectors; train health personnel and the community. It is necessary to transform the attitude of health personal to a service above personal opinion. Reflecting on what has occurred after the ICPD in Cairo, their Action Program changed how we look at the dynamics of population from an emphasis on demographics to a focus on the people and human rights. The governments agreed that, in this new focus, success was the empowerment of women and the possibility of choice through expanded access to education, health, services, and employment among others. Nonetheless, there have been unequal advances and inequality persists in our region, all the goals were not met, the sexual and reproductive goals continue beyond the reach of many women (15). There is a long road ahead until women and girls of the world can claim their rights and liberty of deciding. Globally, maternal deaths have been reduced, there is more qualified assistance of births, more contraception prevalence, integral sexuality education, and access to SRH services for adolescents are now recognized rights with great advances, and additionally there have been concrete gains in terms of more favorable legal frameworks, particularly in our region; nonetheless, although it's true that the access condition have improved, the restrictive laws of the region expose the most vulnerable women to insecure abortions. There are great challenges for governments to recognize SRH and the DSR as integral parts of health systems, there is an ample agenda against women. In that sense, access to SRH is threatened and oppressed, it requires multi-sector mobilization and litigation strategies, investigation and support for the support of women's rights as a multi-sector agenda. Looking forward, we must make an effort to work more with youth to advance not only the Action Program of the ICPD, but also all social movements. They are one of the most vulnerable groups, and the biggest catalyzers for change. The young population still faces many challenges, especially women and girls; young girls are in particularly high risk due to lack of friendly and confidential services related with sexual and reproductive health, gender violence, and lack of access to services. In addition, access to abortion must be improved; it is the responsibility of states to guarantee the quality and security of this access. In our region there still exist countries with completely restrictive frameworks. New technologies facilitate self-care (16), which will allow expansion of universal access, but governments cannot detach themselves from their responsibility. Self-care is expanding in the world and can be strategic for reaching the most vulnerable populations. There are new challenges for the same problems, that require a re-interpretation of the measures necessary to guaranty the DSR of all people, in particular women, girls, and in general, marginalized and vulnerable populations. It is necessary to take into account migrations, climate change, the impact of digital media, the resurgence of hate discourse, oppression, violence, xenophobia, homo/transphobia, and other emergent problems, as SRH should be seen within a framework of justice, not isolated. We should demand accountability of the 179 governments that participate in the ICPD 25 years ago and the 193 countries that signed the Sustainable Development Objectives. They should reaffirm their commitments and expand their agenda to topics not considered at that time. Our region has given the world an example with the Agreement of Montevideo, that becomes a blueprint for achieving the action plan of the CIPD and we should not allow retreat. This agreement puts people at the center, especially women, and includes the topic of abortion, inviting the state to consider the possibility of legalizing it, which opens the doors for all governments of the world to recognize that women have the right to choose on maternity. This agreement is much more inclusive: Considering that the gaps in health continue to abound in the region and the average statistics hide the high levels of maternal mortality, of sexually transmitted diseases, of infection by HIV/AIDS, and the unsatisfied demand for contraception in the population that lives in poverty and rural areas, among indigenous communities, and afro-descendants and groups in conditions of vulnerability like women, adolescents and incapacitated people, it is agreed: 33- To promote, protect, and guarantee the health and the sexual and reproductive rights that contribute to the complete fulfillment of people and social justice in a society free of any form of discrimination and violence. 37- Guarantee universal access to quality sexual and reproductive health services, taking into consideration the specific needs of men and women, adolescents and young, LGBT people, older people and people with incapacity, paying particular attention to people in a condition of vulnerability and people who live in rural and remote zone, promoting citizen participation in the completing of these commitments. 42- To guarantee, in cases in which abortion is legal or decriminalized in the national legislation, the existence of safe and quality abortion for non-desired or non-accepted pregnancies and instigate the other States to consider the possibility of modifying public laws, norms, strategies, and public policy on the voluntary interruption of pregnancy to save the life and health of pregnant adolescent women, improving their quality of life and decreasing the number of abortions (17).
"Ser cosmopolita no significa ser indiferente a un país, y ser sensible a otros, no. Significa la generosa ambición de querer ser sensible a todos los países y a todas las épocas, el deseo de eternidad." Jorge Luis Borges, Homenaje póstumo a Victoria Ocampo. "El que está en el extranjero vive un espacio vacío en lo alto, encima de la tierra, sin la red protectora que le otorga su propio país, donde tiene a su familia, sus compañeros, sus amigos y puede hacerse entender fácilmente en el idioma que habla desde la infancia". Milan Kundera, "La insoportable levedad del ser". En la primera parte de este artículo nos introdujimos en los orígenes del Cosmopolitismo a través de la obra de Kant, e indagamos en las implicancias que esta corriente de pensamiento presenta como proyecto político. Ahora, como segunda parte de esta breve introducción, nos adentraremos en los desafíos que el Cosmopolitismo plantea desde un punto de vista moral. Nos centraremos especialmente en las diferencias con respecto a las corrientes comunitaristas. La moral cosmopolita y sus desafíos De esta manera, e independientemente del atractivo que para muchos tiene el cosmopolitismo a través de formulaciones actuales – como los derechos humanos y sus pretensiones universalistas –, las justificaciones morales que dan sustento ha esta idea siempre tendrán al nacionalismo y su respaldo comunitarista como temible adversario. En una de sus clases en la Universidad de Harvard, el profesor Michael Sandel introduce las dificultades implícitas en la moral cosmopolita de la siguiente forma. Si el cosmopolitismo implica el igual valor moral de todos los seres humanos y nosotros, como tales, no podemos darle mayor valor a unos que a otros, cómo actuaríamos en el caso de que, supongamos, dos personas se estén ahogando, una de las cuales es nuestro hijo. No hay dudas de que, cualesquiera sean nuestras convicciones filosóficas, la respuesta está contestada de antemano. Pero, si ningún padre dudaría en salvar primero a su hijo, no es esa la más clara confirmación de que en última instancia todos le damos mayor relevancia moral a nuestras lealtades más cercanas en detrimento de una hipotética humanidad compartida, como sostienen los cosmopolitas. Y más aun, dicen los comunitaristas, ¿no es que tenemos una obligación de actuar de esa forma? La emergencia de duras críticas comunitaristas al universalismo cosmopolita generó una inevitable reacción intelectual para dar justificación a estas aparentes inconsistencias. ¿Es cierto, como dicen los comunitaristas, que quitarle valor a las lealtades más cercanas en pos de actuar en beneficio de la humanidad constituye una especie de crimen moral? El ejemplo expuesto por Sandel busca demostrar el inevitable sentimiento de lealtad y solidaridad que un padre puede sentir con respecto a un hijo, pero podría decirse al respecto que solo un cosmopolitismo radical podría concebir una moral impersonal al punto de desconocer los lazos padre-hijo. En otras palabras, y desde el punto de vista de las relaciones internacionales, no es en lealtades cercanas como la familia o la comunidad donde surgen los problemas que el cosmopolitismo pretende abordar, sino especialmente en la lealtad a la nación1. Veamos otro ejemplo menos comprometedor propuesto por Sandel. A principios de la década de 1980, una terrible hambruna golpeó a Etiopía, matando aproximadamente a un millón de personas y dejando a la población del país en una situación crítica que se agravó por la lenta reacción de la comunidad internacional y las dificultades encontradas para llegar a las personas afectadas. En 1985, el Gobierno israelí anunció, a través del entonces primer ministro Simón Peres, que intentaría repatriar a todos los judíos negros etíopes como forma de colaborar en la reducción de los daños. "No cejaremos hasta que todos nuestros hermanos y hermanas de Etiopía se encuentren a salvo en su patria"2 dijo Peres en aquel momento. El argumento de Israel era claro. Ante la imposibilidad de salvar a todos los etíopes de la fatal hambruna, se inclinaría por rescatar de unos 12.000 "hermanos", con los que los unen creencias religiosas y un pasado común. Ahora, ¿cómo evaluaríamos esta decisión desde una mirada cosmopolita? Ciertamente, el Gobierno israelí hizo prevalecer sus lealtades más cercanas (por cuestiones étnicas y religiosas) ante el deber de igualdad para con todos los habitantes del planeta que reclama el cosmopolitismo. Y es esta la principal disputa con los comunitaristas, que dirían al respecto que Israel no solo hizo bien en rescatar a los judíos, sino que además era su obligación moral, teniendo en cuenta no solo los lazos que los unen con ellos sino además lo que los separa del resto. La objeción del cosmopolitismo es también clara y tiene sus orígenes no solo en la moral kantiana, sino además en la filosofía política rawlsiana. ¿Cuál es, se preguntan los cosmopolitas, la importancia del hecho absolutamente arbitrario de haber nacido en una determinada familia, país o momento histórico? ¿Es realmente esa casualidad, de la que no podemos hacernos moralmente responsables, una justificación para salvar nuestra vida o condenarnos a morir? La decisión del Gobierno israelí y sus argumentos son para el cosmopolitismo totalmente inaceptables, y no porque renieguen de la existencia de las lealtades cercanas y de ciertos sentimientos de membrecía, sino porque rechazan por completo la existencia de las fronteras y las características de la nación como barreras para el efectivo cumplimiento de su ideal de justicia, que tiene su piedra fundamental en la idea de ciudadanía mundial, por la cual no tenemos mayores deberes con unas personas que con otras. Nuestra humanidad compartida se impone ante las identidades nacionales y al supuesto deber de solidaridad que deberíamos tener con determinados grupos en detrimento de otros. Pero debemos darle la razón a Sheffler cuando asegura que la ambigüedad de la noción de ciudadanía mundial puede causar ciertos problemas a la construcción del ideal cosmopolita. Comenta el autor al respecto: "For the root idea of cosmopolitanism is the idea that each individual is citizen of the world, and owes allegiance, as Martha Nussbaum has put it, 'to the worldwide community of human beings'" (1999, 258). Y luego se cuestiona: "What is ambiguous is the way in which one is to understand the normative status of one's particular interpersonal relationships and group affiliations, once one is thought as citizen of the world. More specifically, the question is what kind of reason one can have, compatibly with one's status as a world citizen, for devoting differential attention to those individuals with whom one has special relationships of one kind or another – either relationships that are personal in character or ones that consist instead in co-membership in some larger group" (1999, 258-259). La respuesta a esta pregunta puede ser atendida, en gran medida, por las posturas conciliadoras de Nussbaum y Appiah con respecto a la necesidad de reconocer la importancia de ciertos lazos, especialmente de las relaciones de familia, amistad o incluso comunitarias, pero sin dejar de reconocer, en todo momento, que todos los seres humanos son, tanto como yo, ciudadanos del mundo. Nussbaum se encarga de aclarar, incluso, que no es "malo" darle a "lo local" un mayor grado de importancia, aunque con un matiz nada despreciable con respecto a las posturas comunitaristas. La única forma de hacerlo, dice, es teniendo siempre presente que esto no se justifica en la falsa asunción de que lo local es mejor "per se", sino en el hecho de que atender a nuestras lealtades más cercanas es la única forma "sensata que los seres humanos tenemos de hacer el bien" (1999). "Los estoicos no cesan de repetir que para ser ciudadano delmundo uno no debe renunciar a sus identificaciones locales, que pieden ser una gran fuente de riqueza vita. Por el contrario, lo que sugieren es que pensemos en nosotros mismos no como seres carentes de filiaciones locales, sino como seres rodeados por una serie de círculos concéntricos" (…) "Alrededor de todos los círculos está el mayor de ellos, la humanidad entera. Nuestra tarea como ciudadanos del mundo será atraer, de alguna manera, esos círculos hacia el centro" (1999, 19-20). Appiah, por su parte, va más allá incluso de las concesiones realizadas por Nussbaum y reconoce la existencia de un patriotismo cosmopolita que, a pesar de su nombre provocador, representa un fuerte argumento no solo en favor de la idea de ciudadanía mundial, sino en contra de aquel callejón sin salida al que nos empujó Sandel cuando nos preguntó a que niño salvaríamos. "The favorite slander of the narrow nationalist against us cosmopolitans is that we are rootless (…)". "The answer is straightforward: the cosmopolitan patriot can entertain the possibility of a world in which everyone is a rooted cosmopolitan, attached to a home of one's own, with its own cultural particularities, but taking pleasure from the presence of other, different places that are home to other, different people. The cosmopolitan also imagines that in such a world not everyone will find it best to stay in their natal patria, so that the circulation of people among different localities will involve not only cultural tourism (which the cosmopolitan admits to enjoying) but migration, nomadism, diaspora" (1997, 618). El patriotismo cosmopolita de Apphia es además un tipo de cosmopolitismo plenamente liberal en tanto se erige sobre la noción de tolerancia y en función de las virtudes que la pluralidad puede significar para cualquier sociedad que aspire a los valores del liberalismo. "Cosmopolitanism values human variety for what it makes possible for free individuals, and some kinds of cultural variety constrain more than they enable. In other words the cosmopolitan's high appraisal of variety flows from the human choices it enables, but variety is not something we value no matter what" (1997, 635) . Lo que el autor busca desterrar, en cierta forma, son algunas de las ideas relacionadas con el cosmopolitismo que hemos mencionado a lo largo del presente trabajo. Antes que nada, Apphia niega de manera rotunda la crítica según la cual el cosmopolitismo pretende un mundo homogeneizado sin diferencias culturales que destruyan las identidades locales y culminen en una especie de monolítica cultura mundial. Por el contrario, la diferencia es la clave para la existencia del cosmopolitismo, dado que sin ella éste no tendría razón alguna de ser. Es más, podríamos aventurarnos a decir incluso que sin la existencia del Estado-nación poco sentido tendría esta discusión. Pero la sentencia de Appiah es clara. La diferencia no puede ser asegurada a cualquier precio. Según su visión, unánimemente compartida por los cosmopolitas liberales, es innegable la existencia de ciertos valores universales; derechos y libertades que deberían ser asegurados a todos y cada uno de los habitantes del planeta por el simple hecho de serlo. Esta no es una discusión nueva. Francia, como muchos países europeos receptores de inmigrantes, conoce bien los problemas de las diferencias culturales. El debate acerca del uso del velo islámico, e incluso la deportación de gitanos, se enmarcan dentro de esta discusión. Pero también podemos encontrar otros temas más complejos, como el lugar de la mujer en las culturas islámicas, o la extendida práctica de la ablación de clítoris por razones culturales y religiosas en África. ¿Hasta dónde debemos ir para asegurar la diferencia? ¿Y hasta donde para detenerla cuando es ya intolerable? Estas son preguntas a las que no encontraremos una respuesta clara, mucho menos aun si reducimos la búsqueda al debate entre cosmopolitas y comunitaristas. Es por eso que el cosmopolitismo moderado y especialmente liberal de Appiah y Nussbaum expresa su respeto por la diferencia siempre y cuando esta no se convierta en una fuente de injusticia que permita a los Estados tiranizar a propios y ajenos como si la diferencia fuera una especie de cheque en blanco. A este respecto es interesante el aporte de Amartya Sen, cuando rechaza aquella vieja pero persistente crítica que pretende tirar por tierra los valores liberales universalistas acusándolos de ser occidentales y por ende etnocéntricos. Dice el autor en respuesta a un artículo de Gertrude Himmelfarb: "La afirmación de Himmelfarb de que la importancia de cosas tales como la justicia, el derecho, la razón y el amor a la humanidad no son 'valores de la humanidad en su conjunto' (lo que sería mucho decir) no me plantea una gran dificultad. Sin embargo, sí me resulta problemática su creencia de que estos valores son, 'predominantemente, quizá incluso exclusivamente, valores occidentales'" (1999, 141)3. Es justamente allí donde radica una de las mayores dificultades del cosmopolitismo frente a la amenaza nacionalista. La tentación que representa el refugio en las identidades locales ante las abrumadoras diferencias culturales, sumada a la dificultad para la identificación de lazos compartidos con los habitantes de lejanos países, convierten al cosmopolitismo en una empresa de difícil realización. Los derechos humanos, que bien podrían ser entendidos como el mayor triunfo de los valores universalmente compartidos se encuentran constantemente jaqueados por la política de la diferencia, que relega su cumplimiento, casi exclusivamente, al ordenamiento interno de casa Estado. Y lo que es peor aún, la última década ha presenciado la emergencia de una preocupante corriente que, encabezada por países como Rusia y China, – y haciendo usufructo de lo que antes nos advertía Sen – pretende "adaptar" los derechos humanos y las libertades fundamentales a los "valores tradicionales" de las diferentes culturas. En este caso, y si los países "defensores" de la universalidad de los derechos humanos guiaran su política internacional a través de valores cosmopolitas, deberían hacer todo lo posible para evitar el sufrimiento de los ciudadanos de terceros países, porque entre ellos comparten una esfera superior que los convierte también en conciudadanos del mundo. Finalmente, podríamos decir que el cosmopolitismo puede ser entendido como un proyecto político, pero su carácter moral es a su vez independiente de dicho proyecto, especialmente en cuanto a los desafíos y dificultades que plantea al momento de llevarlo a la práctica. Hemos visto aquí algunas de las principales dificultades abordadas por críticos y defensores, y es necesario advertir que la profundidad de la discusión podría ser aun mayor. Por lo demás, el objetivo de estas páginas es cumplir apenas con una función introductoria. Conclusiones A modo de conclusión, sería bueno realizar algunas precisiones acerca de las diferentes concepciones del cosmopolitismo que existen en la actualidad y que el presente trabajo no aborda en profundidad. Nos referiremos en este caso a dos grandes debates existentes en la academia y que no han sido aquí abordados como tales. Primero en cuanto a quienes conciben al cosmopolitismo como doctrina política en contraposición a quienes lo interpretan tan solo como una especie de proyecto moral (Dallmayr, 2003 ). Podríamos decir, brevemente, que la doctrina política pretende generar cambios en el ordenamiento del Sistema internacional que apunten a cumplir con los postulados del ideal cosmopolita. En cuanto al proyecto moral, deberíamos quedarnos con los desafías planteados por los comunitaristas (como Sandel) y las respuestas que aquí hemos intentado estructurar a través de los aportes de Martha Nussbaum y Kwame Anthony Appiah, además de algunos otros autores relevantes en la discusión, como es el caso de Amartya Sen. La discusión gira en torno a cómo se articulan lo local y lo universal en la moral cosmopolita. El segundo debate refiere a quienes creen que el cosmopolitismo se trata de una concepción de justicia global frente a los que la reclaman como una doctrina "sobre la cultura del ser" (Sheffler, 1999). Como concepción de la justicia global, el cosmopolitismo se opone a la idea de que las normas de justicia que rigen a los seres humanos deban verse limitadas por las fronteras estatales. Por el contario, para esta corriente, las normas de justicia deberían recaer sobre todos los seres humanos sin distinción alguna. Por ejemplo, y este es un tema muy debatido, tienden a creer que los principios de justicia distributiva enfocados en la generación de bienestar social deberían aplicarse al total de la población mundial. En sus variantes más radicales, este cosmopolitismo colisiona de frente con los principios del liberalismo.Por último, el cosmopolitismo que se erige como una doctrina sobre la cultura del ser se opone a la idea de que la identidad y el bienestar de los individuos dependen de la membrecía a un determinado grupo enmarcado dentro de las fronteras de un Estado o asegurado por lazos étnicos o religiosos. Las culturas se mantienen en constante flujo y el cambio es su estado natural, por lo que el sincretismo y la diversidad cultural no son una amenaza a las identidades ni a las "nación". Sin embargo, e independientemente de los debates que hemos introducido aquí a modo de advertencia, el ideal cosmopolita consiste, en su forma más básica, en la noción de ciudadanía mundial y la idea de que, a pesar de todo los que nos diferencia, la existencia de valores universales compartidos por todos como integrantes de la humanidad nos aseguran un sentimiento de pertenencia global que rompe con las fronteras del Estado-nación. 1 - No es está la idea de Charles Taylor, uno de los principales autores comunitaristas, que en respuesta a un artículo de Martha Nussbaum dice lo siguiente: "En ciertos momentos, Nussbaum parece proponer la identidad cosmopolita como alternativa al patriotismo. Si ello es así, creo que comete un error. En 1999, en una adaptación de la novela homónima de Patricia Highsmith, Matt Damon interpretaba, en "The Talented Mr. Ripley", a un sociópata en busca de fama, reconocimiento y fortuna (los verdaderos cinéfilos reconocerán que la primera adaptación de la novela fue la francesa "Plein Soleil" en 1960). Tras una serie de incidentes, Ripley logra asumir la identidad del joven y frívolo dandy Dickie (muerte de éste mediante), embarcándose en un periplo de duplicidad, embustes y crimen.Análogamente, en 2014 muchos franceses sin duda se preguntan quién es el personaje misterioso que se hace pasar por el Presidente de la República. ¿Quién es ese hombre que, tras la victoria de 2012, intenta personificar la imagen del "primer ciudadano" de Francia? No puedo más que notar ciertos paralelismos entre la ficción novelesca y los acontecimientos previos a la campaña electoral de 2012. Si me tomo el atrevimiento de comparar a Mr. Hollande con Mr. Ripley, entonces el rol del envidiado y seductor (por no decir libertino) Dickie no puede más que corresponder a Mr. Strauss-Khan. Como ya dije en otro artículo, si Mr. Hollande es hoy presidente, se debe más a la libido incontrolable e imperdonable de un alto jerarca internacional que a sus talentos propios. Ciertamente me responderán Uds. que no será la primera vez que un "accidente" político catapulta el inicio de una gran carrera hasta ahí destinada al olvido en los limbos del Palais Bourbon (puedo imaginar peores castigos…). Pero ahí donde la novela de Highsmith o la adaptación Hollywoodense se resumían a algunas horas de angustia psicológica, la presidencia de Mr. Hollande se asemeja, para la mayoría de los franceses, a cinco años en las inhóspitas regiones del Tártaro, con la excepción que el único pecado cometido ha sido el de otorgarle la confianza a un hombre que resultó indigno de ella.Es difícil realizar un decálogo de los dos primeros años de la presidencia de Mr. Hollande, tantos son los fracasos y escasos los éxitos. Es indudable que uno de los puntos altos de su presidencia ha sido la intervención militar francesa en Mali y en República Centroafricana, ambas amparadas en Resoluciones de las N.U. y que contribuyeron a evitar mayores violencias sectarias y trataron de garantizar la estabilidad política de esos países. Su discurso en Ouistreham, en Baja-Normandía, en ocasión de las conmemoraciones de los 70 años del Desembarco fue igualmente un momento alto de su presidencia, resaltando emotivamente cómo el nacionalismo exacerbado, la codicia, el sectarismo y el fanatismo condenan irremediablemente a los pueblos a la barbarie, a la guerra y al exterminio. En épocas de "enfriamiento global", de proteccionismo económico o de fanatismo sectario, hay que ser o muy cínico o muy Realista para desoír las advertencias del pasado. Me dirán Uds. sin embargo que una buena pluma no hace forzosamente un buen presidente; ¡no podría estar más de acuerdo!La presidencia de Mr. Hollande se desmorona aún más rápido que su cota de popularidad en los sondeos de opinión, el último en fecha otorgándole tan sólo 13% de opinión favorable, record histórico para cualquier presidente desde la existencia de estas encuestas (hoy en día, para Mr. Hollande cualquier nuevo sondeo representa un nuevo record histórico de impopularidad…). Soy el primero en reconocer que es necesario poner límites a la tiranía de los sondeos, que la política no puede ser gobernada, dictada ni dependiente de las encuestadoras, que los hombres políticos no son candidatos de programas de telerealidad (aunque algunos se comporten como tal…), que las encuestas no son la expresión del pueblo soberano ni pueden sustituir al marco institucional de elección y refrendación de los candidatos y sus programas políticos. ¡Si caemos en la histeria de los sondeos y reclamamos la dimisión de tal o la disolución de tal tras cada nueva encuesta, tratamos la política con la misma nimiedad, irrespeto y desconocimiento que aquellos que resumen todo debate de ideas o toda interacción social a un "I like" en Facebook! Aún así…13%!!Desde su elección, Mr. Hollande ha perdido al ala izquierda de su partido, a toda la izquierda de la izquierda, a los verdes, a los empresarios, a los sindicatos, a los obreros, a las clases menos favorecidas, a su primer Primer Ministro J. M. Ayrault (pronto perderá seguramente a su segundo Primer Ministro M. Valls). Ha perdido la confianza de la UE, no ha perdido la confianza de Alemania y Merkel sencillamente porque nunca la tuvo. Ha perdido a su compañera Valérie Trierweiler (y libro de confesiones explosivas mediante, ésta se ha encargado de ridiculizarlo y humillarlo frente al mundo entero). Ha recuperado los kilos que había perdido y ha perdido el pelo que había recuperado. Ha perdido la autoridad sobre varios de sus ex ministros (Cécile Duflot, Benoît Hamon, Arnaud Montebourg) que consideraron que ser Ministro de Estado les otorgaba el derecho de criticar y vilipendiar abierta y públicamente la línea política marcada por el Jefe de Estado. Ha perdido la oportunidad de ser digno y presidencial cuando debió serlo ("Moi Président", promesa de campaña que prometía la ejemplaridad en sus acciones y en su vida privada, en clara alusión a Nicolas Sarkozy). Ha perdido el debate dialéctico al declararse Socialdemócrata, irritando a la mayor parte de la izquierda francesa (bastante reaccionaria es cierto), sin siquiera ganar el respaldo de los empresarios ni el apoyo del centro político. En definitiva ha perdido, luego de la victoria del 2012 y de los resultados más que cuestionables de más de una década de la derecha en el poder, la posibilidad de cimentar los valores de la izquierda y permitir la continuidad de su fuerza política durante por lo menos 5 años más.Francia está en crisis. Una crisis política, sin duda, pero sobre todo una crisis económica, una crisis productiva y una crisis de ideas que no hacen más que alimentar la desconfianza hacia el sistema político en su conjunto, favoreciendo, como siempre, a los partidos anti-sistémicos. El desempleo aumenta ininterrumpidamente desde hace dos años, alcanzando el record histórico de 3 millones y medio de desempleados (cuando el presidente se había comprometido públicamente, y en repetidas ocasiones, a "invertir la curva del desempleo"). El déficit fiscal, contrariamente a la promesa de austeridad hecha a Bruselas, se agranda año tras año, las previsiones para 2014 son de 4,4% del PIB, y 4.3% en 2015, bien lejos del 3% demandado por Bruselas (y por Francia cuando se trataba de marcarle el camino a los malos alumnos de la Integración Europea…). Al mismo tiempo, los franceses descubren como ciertos ministros de Estado (Cahuzac, Thévenoud), encargados de las finanzas o de la represión fiscal, se olvidaban de pagar sus impuestos, el alquiler de su vivienda o, peor aún, poseían cuentas secretas en Suiza. Ciertamente estamos muy lejos de los escándalos de corrupción de nuestras latitudes que, increíblemente, generan escasa reacción en nuestros responsables políticos y en las ciudadanías átonas y amorfas de nuestros países, pero tampoco podemos decir que estos "pequeños" escándalos dentro del partido socialista francés contribuyan a vehicular la imagen de la "République exemplaire".En poco más de dos años, Hollande va ya por su tercer Gobierno. Luego de retirarle la confianza a Jean Marc Ayrault tras 21 meses de gobierno, apeló a la única figura fuerte y popular con que contaba el socialismo, el entonces ministro del interior Manuel Valls (resistido sin embargo por toda el ala izquierda de su partido y vilipendiado por la "izquierda de la izquierda"). El primer "Gouvernement Valls" duró tan sólo 5 meses y explotó en vuelo tras las declaraciones del entonces ministro de economía Arnaud Montebourg, criticando la línea económica del Gobierno. El segundo Gobierno Valls, que apenas lleva un mes, ya se encuentra tambaleante.Cabe recordar que el primer Gobierno Valls recibió la confianza del parlamento, pero en aquel momento 11 diputados de la mayoría socialista se abstuvieron de votar la confianza (el francés es un sistema político híbrido, con un presidente electo por sufragio universal y un primer ministro electo dentro de la mayoría parlamentaria y ratificado por ésta. Si el presidente no puede ser depuesto por las cámaras, él si puede remover al Gobierno o, en un caso extremo, demandar la disolución de la Asamblea).En el segundo voto de confianza que se llevó a cabo el 16 de setiembre de 2014, 32 diputados socialistas se abstuvieron (denominados "les frondeurs") y en total 53 fueron las abstenciones. Esto produjo que, por primera vez desde abril del 62, un Gobierno no tenga mayoría absoluta en el parlamento, contando sólo con una mayoría relativa. En aquel entonces, el desenlace fue que poco tiempo después de no conseguir la mayoría absoluta y tras una moción de censura al Gobierno, el Presidente Pompidou decretó la disolución de la Asamblea Nacional. Peligroso recordatorio para los socialistas, en particular si consideramos que la situación económica se augura aún más sombría. Muchos diputados socialistas que esta semana votaron la confianza a regañadientes han advertido que el tiempo del respaldo incuestionado se ha acabado. Si algunas de las abstenciones se transforman en votos contra el Gobierno, entonces existirá riesgo de disolución.Manuel Valls debe preguntarse por estas horas si Mr. Hollande es un genio político, un calculador despiadado o sencillamente un hombre a la deriva. Mr. Hollande ha conseguido, en tan sólo seis meses, desacreditar a la única figura dentro de su partido que representaba una posibilidad de éxito frente a la derecha. De una popularidad cercana al 60% cuando era Ministro del Interior, la aprobación favorable de los franceses de M. Valls ha caído hasta el 30% esta semana. Fuese o no la estrategia de Mr. Hollande desacreditar a la única figura (en aquel entonces) capaz de pelearle la interna presidencial dentro del partido socialista, M. Valls debe estar considerando que hay regalos envenenados que conviene nunca aceptar. La hipótesis de un presidente cínico y calculador al punto de zabordar las chances de su propio partido (y -me gustaría ser cándido y pensar- del triunfo de sus convicciones ideológicas…), torpedeando a su rival interno con la difusa ilusión de representarse en 2017 para sufrir una derrota asegurada, puede parecer de ficción novelesca, pero yo no descartaría aún los derechos del libro.Mr. Hollande sabe que, salvo milagro, no puede ganar las elecciones del 2017. Y si no lo sabe cabe preguntarse para qué sirven los asesores presidenciales. Todas las encuestas dan, con Hollande como candidato, al partido socialista en tercera posición y por lo tanto fuera del ballotage. Incluso si lograra pasar a segunda vuelta, perdería con total certeza frente al candidato de la derecha. Lo que sería realmente un cataclismo es que, si se encontrara enfrentado en esa segunda vuelta al F.N. de Marine Le Pen, habría chances de que el partido de extrema derecha gane las elecciones presidenciales.Mr. Hollande tiene sólo una decisión posible por delante para salvaguardar las chances de su partido -si eso acaso le interesa-, pero sobre todo si desea mandar un mensaje fuerte a la ciudadanía demostrando que el Homo Politicus no es únicamente un carrerista pragmático y egoísta preocupado exclusivamente por su supervivencia política. Mr. Hollande debe anunciar lo antes posible, e inequívocamente, que no se presentará, bajo ninguna circunstancia, a su reelección en 2017. Esto le permitiría dedicarse exclusivamente a su quinquenio y disociar sus opciones de política pública de sus cálculos politiqueros. Los franceses le reconocerían al menos eso.Por su actuación en The Talented Mr Ripley, Matt Damon fue nominado a un Golden Globe (paso por alto sus nominaciones a los MTV y a los People Choice Awards…).
