ZusammenfassungDieser Text stellt die Frage, welche Rolle guter Sex für eine gute Jugend spielt. Eine gute Jugend wird als ethisch-normatives Konzept, vergleichbar mit dem des guten Lebens, verstanden. In einem ersten Schritt werden vier Kriterien für guten Sex entwickelt – moralische Legitimität, Wunscherfüllung, Augenhöhe und Authentizität. Ausgehend vom Diskurs über die sexuellen Rechte von Jugendlichen wird dafür argumentiert, dass die Möglichkeit, guten Sex zu haben, Teil einer guten Jugend ist. Schließlich widmet sich dieser Text den sozialen Bedingungen von gutem Sex in der Jugend.
Abstract. The article analyzes the possibilities of applying the model of "Metahistory" by H. White to analyze the social conditions of historical responsibility. The author briefly presents his interpretation of historical responsibility, then, based on the ideas of P. Bourdieu and M. Foucault. substantiates the ability of the narrative to determine social practices. Showing the rhetorical techniques used by actors of memory politics and public activists, the author shows that White's views can be applied not only to the analysis of historical texts, but also to the historical memory of historical responsibility. ; В статье рассматриваются возможности применения модели «Метаистории» Х. Уайта для анализа социальных условий исторической ответственности. Автор кратко представляет свою интерпретацию исторической ответственности, затем, с опорой на идеи П. Бурдье и М. Фуко, обосновывает способность нарратива определять социальные практики. Демонстрируя риторические приемы, используемые акторами политики памяти и общественными активистами, автор показывает, что взгляды Уайта можно применить для анализа не только исторических текстов, но и исторической памяти, исторической ответственности.
Der Verfasser setzt sich mit einigen Definitionsansätzen des Begriffs "soziale Gerechtigkeit" auseinander. Dabei werden verschiedene Positionen unterschieden: die libertäre, die eine sozialstaatlich institutionalisierte Umverteilung zur Korrektur des Marktes ablehnt, die sozialliberale Position, in der Grundgüter fair verteilt werden sollen, um gerechte Startchancen zu gewährleisten. Auch die kommunitaristische Position wird in Betracht gezogen, bei der es aus Gründen der Gerechtigkeit Güter geben muss, deren Verteilung nicht vom Geld abhängt, wie zum Beispiel Gesundheit und Bildung. Darüber hinaus wird die "aktivierende" Position präsentiert, bei der in einem individuellen, selbstbestimmten Handeln das zentrale Mittel zur Beseitigung von Armut und sozialer Ungerechtigkeit gesehen wird. Anschließend werden bestimmte ostmitteleuropäische Besonderheiten thematisiert. Es wird hervorgehoben, dass es sich hierbei lediglich um die Beschreibung von Tendenzen handelt, die in den einzelnen Ländern unterschiedlich stark ausgeprägt sind. Es schließt sich eine Analyse der sozialen Gerechtigkeit im europäischen Vergleich an. Der Autor unterscheidet drei Modelle des Sozialstaats in der EU: ein kontinentales Modell (beitragsfinanziert und obligatorisch mit hohen Lohnnebenkosten), ein skandinavisches Modell (steuerfinanziert mit aktiver Familienpolitik) und ein angelsächsisches oder liberales Modell (steuerfinanziert, auf Verminderung und Bekämpfung von Armut ausgerichtet). Anschließend wird zu den zentralen Problemen Arbeitsmärkte und Arbeitsmigration übergeleitet. Die Problematik der Transformationsgewinner und -verlierer wird am Beispiel Polens erörtert. Zum Schluss werden einige Einstellungen und Haltungen dargestellt, die für Transformationsverlierer in Ostmitteleuropa typisch zu sein scheinen. (ICG2)
From the 1860s to the 1880s, Vienna was the hotbed of organising for a permanent labour movement in the Habsburg lands. During this period, Vienna proved to be a social and political laboratory in which very different forms of workers' protests and organisations were tested. Moreover, there was no clear trend towards unification or homogenisation; rather what appeared were breaks and reversals. The aim of this chapter is to map the colourful variety of labour movements in this brief period and embed them in the equally colourful structures of the Viennese working classes. Numerically dominant were workers and journeymen engaged in small-scale production still dominated by traditional artisanal working and living conditions, such as living in the master's household, being unmarried, and moving frequently between workplaces and cities. The opposite and much smaller pole was formed by mechanical engineers, who were qualified and well-paid married men in stable occupations. I argue that the latter small group of workers shaped the Viennese labour movement in its early years. The economic crisis of 1873 and the years that followed, however, significantly weakened their social and political position and created space for the revival of forms of protest and organisation rooted in artisanal traditions. The "Blue Monday", as the Saint Monday was called in German, symbolises this tradition.
Nach einer Rekapitulation des traditionsreichen Theorie-Praxis- Verhältnisses stehen bisher vernachlässigte Bedingungen der Möglichkeit im Zentrum dieser Abhandlung, Bildungspraxis durch bildungswissenschaftliche Forschungsergebnisse zu verbessern. Dabei ist die Tatsache wichtig, dass nicht die Autoren, sondern die Adressaten bildungswissenschaftlicher Forschungsergebnisse darüber entscheiden (müssen), ob und wie sie heterogene Qualitätsvorstellungen unterschiedlich urteilender Forscher für ihre Praxis nutzen. Praxis und Politik können - so die These - vor allem dann qualifiziert verändert werden, wenn die durch unterschiedliche Kompetenzen fundierte Differenz zwischen wissenschaftlichen und praktischen Zuständigkeiten respektiert wird. In this context, it is of utmost importance that it is not the authors, but rather the addressees of educational-scientific research results who (must) decide whether and how they are going to put to use in practice heterogeneous quality concepts of researchers differing in their assessments. Practice and policies may - thus the thesis - be changed in a qualified way if the difference between scientific and practical responsibilities grounded on different competences is respected. Im Blickfeld der ethnologischen Untersuchung stehen Angehörige der Gruppe der indigenen Kari'ña in Venezuela. Ihr Siedlungsgebiet in den Wäldern der Sierra Imataca im Südosten des Landes und im angrenzenden Guyana wird von internationalen Umweltorganisationen zu den wichtigsten hotspots biologischer Vielfalt in Lateinamerika gezählt. Zugleich steht es im Brennpunkt jüngerer Entwaldungsdynamiken und Konflikte um den Schutz und die Nutzung tropischer Wälder in Venezuela. Die aktuelle Erschließung von Holz und Gold im großen Maßstab im Siedlungsgebiet der Kari'ña evoziert zunächst eine bekannte Problematik indigener Tropenwaldbewohner, deren Lebensräume vielerorts von massiven externen Interessen an natürlichen Ressourcen bedroht sind. Die Dissertation analysiert die Zusammenhänge und Wechselwirkungen zwischen den Prozessen externer Ressourcenerschließung und den sozialen und kulturellen Folgen vor Ort. Ausgehend von einer Kritik an gängigen Erzählfiguren über indigene Tropenwaldbewohner und ihnen inhärente Annahmen über das Zusammenwirken von Ressourcenabbau, Kulturwandel und Naturzerstörung postuliert die Arbeit die Notwendigkeit einer umfassenden historischen Betrachtung und Kontextualisierung der aktuellen Prozesse und Dynamiken. Die Analyse orientiert sich dabei an zentralen natürlichen Ressourcen, die die Begegnung der indigenen Kari'ña mit nicht-indigenen Akteuren bis heute in hohem Maße strukturiert haben. Grob nach ihrem historischen Erscheinen geordnet, sind dies Gold, Gummi, Öl, Holz und Biodiversität. Ihnen ist je ein Kapitel im Hauptteil der Arbeit gewidmet. Eine historische Betrachtung zeigt, dass mit der Gewinnung bzw. Erzeugung der verschiedenen natürlichen Ressourcen gleichermaßen die naturräumlichen Lebensbedingungen und die sozialen Verhältnisse der Kari'ña immer wieder transformiert wurden. Die durch den Ressourcenabbau losgetretenen Prozesse und Interaktionen zwischen beteiligten Akteuren und ihrer Umwelt nahmen historisch und ressourcenspezifisch jeweils charakteristische Formen und Verläufe an. Ihre Ausformung in der Region wurde dabei von vielfältigen Faktoren beeinflusst, die z.T. weit jenseits der Region ihre Ausgangspunkte und Antriebskräfte hatten, aber auch in der konkreten Materialität der Ressource selbst begründet liegen. Theoretisch wurde die Beziehung zwischen natürlichem Ressourcenabbau und indigenem Kulturwandel als ein Prozess der Koproduktion konzeptualisiert, an dem die Kariña aktiv beteiligt sind. Die Arbeit analysiert und beschreibt die wichtigsten sozialen und materiellen Veränderungen, die mit der Gewinnung der jeweiligen Ressourcen im Gebiet der Kari'ña einhergingen. Dabei zeigt sich, dass sich die Ressourcengeschichte der Kari'ña nicht als einheitlicher und geradliniger Prozess fortschreitender Entmächtigung und kultureller Auflösung darstellen lässt, wie es gängige Kulturwandeltheorien in diesem Zusammenhang oftmals nahelegen. Die Auswirkungen der verschiedenen Ressourcenbooms auf die in dem Gebiet lebenden indigenen Kariñagemeinschaften waren vielmehr sehr unterschiedlicher Natur und riefen auch bei den Kari'ña unterschiedliche Reaktionen hervor, die von totalem Rückzug und Flucht bis hin zur aktiven Beteiligung als wichtige Akteure im Erschließungsprozess reichen. Trotz immenser sozialer und ökologischer Verwerfungen wäre es verkürzt, die Kari'ña nur als Opfer der Entwicklungen zu sehen. Vielmehr gestalten sich die Bezüge der Kari'ña zu den verschiedenen Ressourcenfeldern insgesamt, wie die Arbeit zeigt, als eine komplexe und ambivalente Dynamik von produktiven Einschlüssen, aber auch neuen Ausgrenzungen, die im Einzelfall durchaus auch ermächtigend auf die Kari'ña zurückgewirkt und ihnen – zumindest zeitweilig – neue Handlungsmöglichkeiten eröffnet haben. Die Kari'ña, sozial zurückgezogen und wirtschaftlich arm, stehen heute im Brennpunkt neuer Konflikte um Migration, industriellen Bergbau und Holznutzung, um Naturschutz und Menschenrechte. Ihre aktuelle Situation, so das knappe Fazit der Arbeit, lässt sich im Lichte der historischen Gesamtschau, aber nicht angemessen als Begegnung von 'Tradition und Moderne', als 'Vorher-Nachher'-Szenario oder als neuer Gegensatz von Lokalität und Globalisierung fassen. Sie ist vielmehr nur in Anerkennung einer langen, sedimentierten Geschichte von Erfahrungen mit machtvollen externen Interessen an natürlichen Ressourcen in ihrem Gebiet zu verstehen. ; The ethnological study analyses the situation of the indigenous Kari'ña in Venezuela. They live in the Sierra Imataca forest reserve in the Southeast of Venezuela, a tropical forest area which international environmental organizations consider a major hotspot of biodiversity in Latin America. At the same time the area lies at the heart of recent conflicts about deforestation and conservation of tropical forests in Venezuela. The actual dynamics of industrial logging and gold mining in the region thus illustrates a familiar situation of indigenous tropical forest people as many indigenous territories worldwide are or have been affected by natural resource exploitation. The dissertation analyses the processes and dynamics between external resource use and local social change. Starting from a critique of popular images of indigenous forest peoples and underlying assumptions on the relationship between resource use, cultural change and deforestation, the study calls for a comprehensive historical approach and a thorough grounding of the actual dynamics. The analysis focuses thereby on the most important natural resources which until today have highly determined and structured the encounter between indigenous and non-indigenous actors in the region. Roughly ordered according to their historical appearance in the region the considered resources are gold, rubber, oil, timber and biodiversity. Each of them is dedicated a chapter in the book. The work shows that in the process of natural resource exploitation both the natural landscape and social conditions of the Kari'ña have thoroughly been transformed, each time in a new and specific way.Theoretically, the relationship between natural resource use and indigenous culture change is conceptualized as a form of co-production in which the Kari'ña also play an active part. The specific local manifestation of this co-production in the territory of the Kari'ña is influenced by many factors, local and global in reach, including also the specific materiality and qualities of the resource itself. The study analyses and describes the most important social and material changes affected by industrial exploitation of these natural resources in the territory of the Kari'ña. It thus becomes clear that this transformation process does not present a straightforward story of disempowerment and cultural disintegration and loss, as it is suggested by many popular assumptions on cultural change in this context. Rather, as it is shown, each resource considered not only has produced its very specific material and social effects, but often also has enfolded a complex and ambivalent dynamic of both empowering and marginalizing effects, which defies a simplistic reading of threatened indigenous cultures. At the background of this historical analysis, the actual marginality of the Kari'ña facing industrial logging and mining can not be adequately unterstood as a clash of tradition and modernity or as an recently enforced local/global encounter. Rather it is argued that their specific situation and cultural difference today has been multiply produced and shaped by a long history of exchange and interaction with powerful external interests on natural resources.
Social issues created by a network/digital transformation of society are coming to the forefront of political relations. Given such conditions, we are witnessing a large-scale renewal of social-professional structure, an escalation of social competition, an increase in social inequality, and a decline in the status of middle-class citizens. In the long run, the technological revolution might lead to a decrease in living standards for a significant part of the population of developed nations. Transformation of employment effectively undermines the current model for social policy, which has traditionally been built around creating new jobs and decreasing unemployment as the main objective of public administration. Since the turn of the century, the former balanced mechanism for developing social policy has been upset, and the equilibrium and stable social model is gradually deteriorating. The current model of a welfare state and social-political relations based on consolidated interests is at risk. All around the world modern advanced society relies on it and cannot adequately evolve without it. And one of the main objectives for a government would be making sure that social activity doesn't lag behind the occurring changes. However, the current social policy model in a number of countries, including Russia, does not fully correspond with the process of rearrangement, since, given the conditions of a network society, social policy's target groups tend to change. Forecasts of development within the social-labor realm are unfavorable for large groups of workers, who will have to deal with further polarization in terms of social standing and income, unless the government and society implement a set of effective measures. We are in need of alternative policy, based on coordinating the activities of the main participants of social-political relations. This will require a new political approach, aimed at providing a dynamic social balance, an increase in prosperity, and a decrease in poverty and inequality. Policy based on wider support, a broader resource base and increased opportunity for accomplishing relevant tasks seems to bear the most promise. Meanwhile the government needs to consolidate efforts, while performing an intermediary role in the respective system for making political decisions. Such a political network might result in increased social efficiency.
Die vorrangigen Anliegen meiner Arbeit sind es, gleichsam die wesentlichen Strukturen einer Sozialisation während der NS-Zeit deskriptiv zu beschreiben und systematisierend zu analysieren. Im Ergebnis sollen sich diese Darstellungen schließlich zur Gesamtpräsentation eines spezifischen NS-Sozialisationskontextes ergänzen. Dieses Vorhaben zieht seine Motivation aus dem bestehenden Desiderat systematisierender Analysen zum sozialen Alltag während der NS-Zeit. Die Arbeit stützt sich in ihren Aussagen auf die Analysen von insgesamt mehreren hundert Primärwerken aus der NS-Zeit, wissenschaftlichen Sekundäranalysen zu selbiger, biographischen und autobiographischen Quellen, theoretischen Konzepten, welche von mir auf die Belange einer Sozialisation während der NS-Zeit übertragen wurden (etwa der labeling approach Ansatz auf die Analyse abweichenden Verhaltens unter der NS-Herrschaft), sowie einigen, von mir geführten narrativen Interviews mit Zeitzeugen der NS-Herrschaft. Zunächst wird in der Arbeit der hier verwendete Sozialisationsbegriff eingeführt. Anschließend werden einige Sozialisationstheorien, welche auch im späteren Analyseverlauf erneut auftauchen, bezüglich ihrer Anwendbarkeit auf die Belange eines Aufwachsens während der NS-Zeit befragt. Danach erfolgt eine hinführende Analyse der Sozialisationsbedingungen in der späten Weimarer Republik. An dies schließt dann der Hauptteil der Arbeit an, die ausführliche Analyse des NS-Sozialisationskontextes. Dessen Darstellung wurde, im Anschluss an eine Argumentation von M. Rainer Lepsius, bewusst als Präsentation spezifischer Sozialisationspotentiale vorgenommen. Sie zieht daher keine Verengung auf vermeintlich repräsentative idealtypische Sozialisationsverläufe nach sich. Zur differenzierenden Untergliederung des NS-Sozialisationskontextes wurde die Erstellung von insgesamt sieben Strukturthesen gewählt, welche diesen zugleich systematisierend erfassen. Die ausgiebigen Erläuterungen zu diesen Thesen beschreiben die besonderen Bedingungen, sowie vielfach auch die biographische Bedeutung der einzelnen Elemente einer Sozialisation unter der NS-Herrschaft. Die Thesen erheben bezüglich des NS-Sozialisationskontextes einen universalen Gültigkeitsanspruch. Aus Platzgründen können sie im Verlauf der Arbeit jedoch nur exemplarisch belegt werden. Für diese Belege wurden solche Phänomene gewählt, die entweder bislang noch zu wenig Aufmerksamkeit durch die historische Bildungsforschung erfahren haben, oder aber von mir als besonders relevant für eine damals ablaufende Sozialisation angesehen wurden (etwa die Erfahrungen im Zweiten Weltkrieg). Die einzelnen Strukturthesen lauten wie folgt: 1. Zum Verhältnis von Regime und Bevölkerung I: Das nationalsozialistische Regime versuchte, die Menschen nach Maßgabe seiner ideologischen Überzeugungen "von oben" zu lenken. 2. Zum Verhältnis von Regime und Bevölkerung II: Die Beeinflussung der Bevölkerung durch das Regime erfolgte durch eine ineinander greifende Anwendung von Verführung und Führung. 3. Zum Verhältnis von Bevölkerung und Regime I: Während die NS-Ideologie bei der Bevölkerung nur begrenzten Anklang fand und die "NSDAP" durchaus auch auf Ablehnung stieß, war die Zustimmung zur Person Hitlers und den um ihn entfachten "Führermythos" ein wesentlich integrierendes Moment zwischen Bevölkerung und Nationalsozialismus. 4. Zum Verhältnis von Bevölkerung und Regime II: Über die gesamte NS-Zeit lässt sich auch eine Einflussnahme "von unten", durch Teile der Bevölkerung, nachweisen, welche die Politik des "Dritten Reiches" deutlich mitgeprägt hat. 5. Leben im "Dritten Reich" I: Sowohl das alltägliche Leben als auch der Verlauf nahezu jeder politischen Maßnahme - wenn sie lang genug bestand - lässt sich während der NS-Zeit in drei Entwicklungsschritte einteilen, welche jeweils eine spezifische Sozialisationsrelevanz erlangten. 6. Leben im "Dritten Reich" II: Die NS-Führung bedachte unterschiedliche Bevölkerungsgruppen mit differenzierenden Kategorisierungen und damit verbundenen Charakterisierungen, zu welchen sowohl die Politik des Regimes als auch die Alltagserfahrungen und –handlungen der Betroffenen in mitunter deutlichen Widerspruch treten konnten. 7. Leben im "Dritten Reich" III: Im Alltag des NS-Sozialisationskontextes generierte sich individuell wie kollektiv abweichendes Verhalten zumeist als Resultat komplexer Motivlagen, welche allerdings selten eine vollständige Ablehnung des Regimes oder dessen Politik zum Ergebnis hatten, sowie in Form eines Prozesses, an dessen Ende nur in Einzelfällen ein offener Widerstand gegen das NS-System stand, in dessen Verlauf jedoch die massiv repressiven negativen Rückkopplungen (Zuschreibungen und daraus resultierende gewaltsame Zumutungen) durch die nationalsozialistischen Kontrollorgane häufig eine weitere Verschärfung des Konflikts bedingten. ; The primary objectives of this work shall be to descriptively specify substantial patterns of socialization during the period of National Socialism as well as to systematisingly analyse them. In consequence, they aim to add to the overall presentation of a specific National Socialist socialization context. The intention of this dissertation arises from a desideratum in systematizing analyses of the social everyday life during the Nazi era. The work is founded on the analysis of a total of several hundred publications, corresponding scientific literature, biographical and autobiographical sources, and theoretical concepts applied to the issues of socialization during the period of National Socialism (i.e. the so called labelling approach on the analysis of deviant behaviour). Also, a number of narrative interviews have been conducted with contemporaries of the National Socialist period. At first, the concept of socialization used in this work will be introduced. After that, a number of socialization theories, which will be referred to in the further course of analysis, will be put into question according to their applicability with regard to growing up during the Nazi era. An introductory analysis of the conditions of socialization during the late Weimar Republic will follow right before the in-depth analysis of the socialization context during the Nazi era in the main part of the work. The interpretation of the context, following the argumentation of M. Rainer Lepsius, is purposely regarded as the presentation of socialization potentials, meaning it will not be limited to supposedly representative ideal types of courses of socialization. Seven structural theses have been chosen to allow for differentiating structures and systematic coverage of the National Socialist context of socialization. Extensive elucidations point out the particular conditions, and very often the biographical significance of individual elements of socialization in the National Socialist regime. With regard to the latter, these theses have a general claim to validity; however, due to space reasons, only exemplary evidence can be given. For said evidence, phenomena have been chosen that either had received too little attention in historical educational research or which I considered as particularly relevant for socialization then – such as the experiences made in World War II. The structural theses are as follows: 1. The relationship of regime and population I: According to their ideological ideas, the National Socialist regime tried to direct the German people top-down. 2. The relationship of regime and population II: The influence on the population by the regime happened by intertwining temptation and command. 3. The relationship of population and regime I: While the appeal of National Socialist ideology to the population was somewhat limited and the NSDAP was not well accepted, the man, Adolf Hitler, was met with general approval. Furthermore, the starting of the "Führermythos" was an essential element working towards the integration of the population and National Socialism. 4. The relationship of population and regime II: During the era of National Socialism a bottom-up exertion of influence from parts of the population can be proved, which left its imprint on the politics of the Third Reich. 5. Life in the Third Reich I: Both everyday life and progress of political measures of a certain duration can be divided into developmental stages, each gaining a specific relevance socialization-wise. 6. Life in the Third Reich II: The differentiating categorizations and subsequent characterizations undertaken by National Socialist leaders caused considerable discrepancies between said categorizations and the regime's politics as well as between the former and day-to-day experiences and actions of those affected by the aforementioned measures. 7. Life in the Third Reich III: Deviant behaviour on an individual and collective level in the social context of National Socialism was often due to complex motivations, which seldom resulted in a total rejection of the regime or its politics. Also, deviant behaviour occurred in a process whose end results only occasionally turned into open opposition against the National Socialist system; however, in its course massively repressive negative feedback (attributions and violent impositions resulting from them) originating from National Socialist controlling bodies caused an exacerbation of the conflict.
The purpose of the work represents realization of new methodology of the humanities (methodology of chromatism) by the example of modelling various social systems. This methodology has allowed to create information models of the certain problems of a modern society in foreshortenings ontology at normal (N) and extreme (Е) boundary conditions of existence. Documents of global culture and concept "color", "chrom-plans", "boundary conditions" have led to construction of such information models as "atomic"/archetipical model of intelligence (AMI), global immanence of religiousness (GIR), stratification model of axiology-social semantics (MASS). Concepts "spirit", "soul" and "body" correlated with certain 'colors' and 'socials strata', which were modelled by relevant chrom-plans. MASS has allowed to reveal major factors of mutual relations of authority, intelligency and crowd. Principles of interpersonal interaction in society appeared dependent from various dominants of chrom-plans AMI and-or GIR under various (N or E) conditions of existence of MASS.

Социальнофилософский анализ выявил следующие условия легитимности государственной власти: 1) реалистичная прогрессивность – определение социально неприемлемых нововведений; 2) погруженность в национальное сознание – политика, соответствующая местным культурноисторическим особенностям подобной предрасположенности; 3) умеренная либеральность – баланс между недостаточной и чрезмерной жесткостью; 4) соблюдение договорной дисциплины – общественнодоговорная суть взаимоотношений между руководством страны и ее населением; 5) мнимая подотчетность, проявляющаяся в двойственной природе государственной власти, которая для удержания легитимности, с одной стороны, должна выглядеть совершенно прозрачной, с другой стороны, вынуждена конспирировать свои аморальные практики, необходимые для достижения общего блага; 10) соблюдение естественных прав базируется на осознании данного перманентного начала социальногосударственных отношений и эмпатии его темпоральных модификаций; 11) актуализация юснатуралистической идеи в конкретных актах трансличностного взаимодействия; Социальнофилософский анализ выявил следующие условия легитимности государственной власти: 1) реалистичная прогрессивность – определение социально неприемлемых нововведений; 2) погруженность в национальное сознание – политика, соответствующая местным культурноисторическим особенностям подобной предрасположенности; 3) умеренная либеральность – баланс между недостаточной и чрезмерной жесткостью; 4) соблюдение договорной дисциплины – общественнодоговорная суть взаимоотношений между руководством страны и ее населением; 5) мнимая подотчетность, проявляющаяся в двойственной природе государственной власти, которая для удержания легитимности, с одной стороны, должна выглядеть совершенно прозрачной, с другой стороны, вынуждена конспирировать свои аморальные практики, необходимые для достижения общего блага; Socialphilosophical analysis had displayed the next conditions of state power legitimacy: 1) realistic progressiveness – definition of social unacceptable innovations; 2) absorption in national consciousness – policy, which conforms to local culturalhistorical peculiarities of such predisposition; 3) moderate liberal views – balance between insufficient and excessive harshness; 4) observance of contractual discipline – socialcontractual essence of relationships between direction of a country and its population; 5) pretended accountability, which shows oneself in dual nature of state power, that must look clear for retention of legitimacy, on the one hand, and has to make a secret of ones immoral practices, on the other hand; 6) democratic policy, which conquers recognition of majority by means of execution of their will; 7) scientific integration – countercollision, system making factor for state power and, through state power, for whole society; 8) openness, which provides intrasystem synthesis of all other factors thanks to incessant renewal of state power stuff by the best cadres; 9) absolute meritocracy – stuffing of state elite by figures, who have professional characteristics, which conform to people's txpectations; 10) observance of natural rights – is based on knowing of this permanent principle of socialstate relations and on empathy of its temporal modifications; 11) actualization of natural low idea in concrete acts of transindividual interplay; 12) dosated noninterference into privacy – preventive satisfaction of human individualism; 13) organization of power instinct sublimation – policy, which fund oneself on knowing of the fact, that this aspiration is an all people's way, and which consists in peacemaking management of aspiration realization.
