This anthology is a conclusion of the research results from a four-year VR project called Decorated Farmhouses of Hälsingland - a holistic study of a World Heritage (2014–2017). Decorative painted interiors and furniture as well as patterned interior textiles during 1700–1870 have been investigated with a combination of methods from both the humanities and the natural sciences. The purpose has been to obtain new and in-depth knowledge of paint, dyes and other raw materials and techniques used in the manufacture of artefacts and interiors in the farmhouses in this region. Through the study, an increased understanding of the local availability of paint material and the trade at that time has been obtained. In addition, detailed knowledge of the originators of the interiors has been generated. The project thus adds new knowledge for further investigation of cultural, social and economic contexts and conditions for the interior design culture that emerged and was formed in Hälsingland farms during the 18th and 19th centuries.
At the turn of the century agrarian parties emerged in large parts of Europe. The parties had one thing in common: they stood up for the social, economic, cultural, and political interests of the agrarian society. The Swedish agrarian parties - 1 Bondeförbundet ' and 'Jordbrukarnas Riksförbund1 - were formed between 1913 and 1915.In this study the agrarian parties are not considered to be class parties. Instead, they are described as traditional parties, defending the old agrarian community against expansive industrialization. Their potential voters belonged to various social strata in the agrarian community, and their political programme, often characterized by a markedly negative view of modern society and by cultural protectionism, is summarized here under the term agrarianism. Agrarianism seen as a political theory and an applicable ideology had features in common with Conservatism as well as with Fascism and Socialism. Liberal values, however, were kept in the background.A modernization perspective is adopted in order to demonstrate that the agrarian parties were in fact traditional parties. It is assumed that regional variation in the electoral support of the agrarian parties reflects the modernization process, and, consequently, that the parties were weaker in industrial areas and stronger in socially and economically backward areas.The empirical studies show that the Agrarian parties stand out as traditional parties rather than class parties. Their voter support was stronger in areas where the historical and economic development was characterized by stagnation and conservatism, as well as in areas where social mobilization advanced slowly. In more industrialized and modernized areas conditions were quite the opposite. A study of Swedish interwar agrarianism with special regard to regional variations in party strength proves the agrarian parties to be the inheritors of a way of life formed by centuries of agrarian traditions. ; digitalisering@umu
The imprint on rural areas from social change since the 1950s is a decline in population, farming and other local working places, services, political platforms and meeting places. The aim of the thesis is to understand how these changes have affected the interrelations between people, place and history. The fieldwork was conducted in Locknevi, a parish in Småland. Interviews and participant observation were undertaken for four months, during a span of five years. In spite of the impoverishment of rural areas inhabitants seek to maintain social and time-space relations through new practises, mostly in local associations. These associations were once an important arena for modernising both agriculture and rural life. Now they are divided into agricultural and community based associations. People moving into the community often engage in community based associations. Hence local communities are now upheld by activities within associations and among friends instead of by work within agriculture. Three cases from Locknevi are the basis for discussions of the effect of social change over the last decades. For example the school is an important institution and meeting place. Here the struggle to retain the village school shows that when meeting places are in danger of disappearing people tend to mobilize against deterioration in living conditions. Furthermore the church is an important local political arena, institution and meeting place. The conflict within church leadership represents divergent views in the community, namely the old independent view and the new view incorporated in a global world. Moreover the moose hunt as an institution serves to maintain the sense of community. In this regard the effects of change are manifested in the way the local hunting teams respond to the activities of hunting tourism. Here tensions often emerge between cultural/social and economic stakes within the community. The empirical findings shows no conflict between seeking to maintain a strong place identity and embracing an openness towards society. On the contrary, this combination could well be the fundamental driving force for building society. However it is hard to create a viable community in the absence of local subsistence, meeting places, institutions and a concrete use of place.
Antimicrobial resistance (AMR) is one of the biggest threats against public health in the world. Antimicrobial substances are used within all different sectors and contribute to development of AMR. Global action against irresponsible use of antibiotics and further development of AMR has been of great concern in the last years and risk factors are being pointed out. Low- and middle-income countries (LMICs) have a precarious role in the matter. Insufficient health care systems, poor law enforcement and, high accessibility of over-the-counter drugs (OTCs) are contributing to the unregulated use of antibiotics. Poorly developed surveillance programmes make it hard to correctly analyse the situation of both antimicrobial use (AMU) and AMR. Bangladesh, like its neighbouring countries, faces a lot of challenges regarding public health. One of the major concerns related to public health is access to safe food. Food products can be contaminated with toxins, chemical substances, and microbial organisms, including AMR-bacteria. Furthermore, national programmes for surveillance of AMU and AMR are inadequate. In this study, data from previously done field studies by Bangladesh Livestock Research Institute (BLRI), Bangladesh Food Safety Authority (BFSA), International Livestock Research Institute (ILRI), and International Food Policy Research Institute (IFPRI) and newly collected information from interviews were put together to analyse the AMR situation in Bangladesh. Sampling of food products (tomato, chicken, fish) from traditional markets and supermarkets was done at three locations representing rural, peri-urban, and urban areas from November 2018 to June 2019. Samples were tested for prevalence of Salmonella spp, Escherichia coli, Vibrio cholerae. Samples positive for bacteria were tested for antimicrobial susceptibility through disc diffusion test. As a supplement to the analysis of samples, questionnaires to the vendors of the food products were made to provide background information. During 2020, statistical analysis of previously collected data and interviews with stakeholders working with AMR was made. The interviews aimed to serve as baseline information about current conditions regarding AMU and AMR. 320 cultivations of 1589 (20.1%) were positive for bacterial prevalence. 319 of these were tested for antimicrobial susceptibility where 203 (63.6%) were found to be multidrug-resistant (MDR) (resistant to three or more antibiotic groups). Furthermore, interviews with stakeholders stated that surveillance of AMU and AMR in Bangladesh is inadequate, especially within the animal and agriculture sector, and that a one health approach on a government level is needed to improve the situation. To be able to fully analyse the AMR situation in Bangladesh, a nation-wide study would need to be conducted, within all sectors, including both AMU and AMR testing.
Local natural resources (LNRs) are essential for the socioeconomy of rural societies. The United Nations (UN) Agenda 21 and "Our Common Future" state that local spatial planning is central for the prospect of balancing ecological, social and economic sustainable development (SuD). Stakeholder participation in spatial planning enhances acceptance and improves preconditions for successful planning outcomes. Consequently, it is important to increase knowledge about LNRs and the use of them and to integrate such knowledge in local spatial participatory planning with a landscape perspective. These opening statements apply to Swedish boreal municipalities and describe the intentions of Swedish municipal comprehensive planning (MCP). The purpose of this work was to examine and analyze the preconditions for integrating MCP with a landscape perspective in rural municipalities. The thesis is based on case studies in Swedish, rural, municipal contexts reported in five papers. In Papers I & II, local businesses in Vilhelmina Municipality were surveyed to describe the societal importance of LNRs. The results showed that LNRs are vital to 78 % of the businesses, of which half are based on forest farming, and there are strong bonds between entrepreneurs, their businesses, the municipality and LNRs. Papers III & IV present and discuss the characteristics of MCP in theory and practice. An e-mail survey was sent to municipal officials in all Swedish mountain municipalities. MCP-stakeholders in municipalities in Bergslagen, in central Sweden, were interviewed. Respondents in both case studies stated a belief that MCP can offer prospects in planning for SuD. However, resources and stakeholder participation in planning are generally scarce, especially in rural municipalities. Paper V illustrates how new knowledge on forest land use (to support MCP) can be gained by combining spatial and temporal data on forest condition, owners and land use values in a geographic information system (GIS). This thesis provides scientific and practical contributions to aid in efforts aiming for SuD. It is done by framing MCP theoretically and contextually and by suggesting that MCP should be extended to include forest land use and by stressing the rural context in local spatial participatory planning. Opportunities in MCP have to be embraced, but local governments need enhanced knowledge about local land use, specifically forest land use. Moreover, stakeholder participation needs to be developed, requiring more resources. In the case of a Swedish rural municipality, it is crucial that efforts are made to develop MCP as a tool, not just in theory but also in practice.
This mainly deductive study examines what factors explain the variation of e-democracy and if, why a causal pathway exists. The deductive feature is carried out through examining the predictions of the modernization theory, testing hypotheses concerning the link between economic development and wealth in relation to e-democracy. Deriving from a theoretical point of departure where e-democracy is conceptualized with the help of democratic theory, this phenomenon is studied in three different but linked empirical parts. A cross-sectional global study did establish a relationship between some of the indicators derived from the theory; however, the magnitude of the explanatory power was lower at the level of e-democracy than at the level of democracy. A cross-sectional national study of all Sweden's municipalities did show that especially high levels of education were clearly related to high levels of e-democracy. Approaching the questions of causal mechanisms and deviations from the found pattern, case studies did emphasize that the linkage between the structural conditions and actor's-orientated explanations largely could verify what is deducted from theory. However, the importance of economic possibilities and internal prioritizations inside the political organization was essential for the development of e-democracy and was found through more inductive approaches. The main contribution of this thesis is the results that, both on an aggregated and a micro level, verify the theory but also add other important explanations. Another important conclusion is the creation of a model for e-democracy where a complete e-democracy is linked to democratic theory and not only maintains information, discussion, and decision-making processes through information and communication technology but also does this while strengthening political participation and political equality. ; PECOI
The current report deals with the effect of transport time and associated transport conditions on animal welfare and meat quality. The work is part of the EU EU and Animal Welfare Agency /Swedish Board of Agriculture, funded project CATRA (QLK5—1999-01507: Minimising stress inducing factors on cattle during handling and transport to improve animal welfare and meat quality: www.bt.slu.se/catra/). The project was composed of eight work packages: Baseline survey, Effect of transport time (below 14 hours and long distance more than 14 hours), Effect of vibration and motion (to be conducted both in laboratory and field conditions), Optimising pre-and post-transport handling, Air quality in the vehicles, cattle transport logistics including route optimisation, and development of control system. The purpose of the project was to gather sufficient data and to develop methods for controlling and minimizing stress inducing factors during handling and transport of cattle; develop guide-lines and recommendation for end-users, such as meat and vehicle industries and the policy makers, to improve animal welfare and meat quality on the European level. This could be fulfilled through optimization of design of handling areas, transport vehicles, and transport-associated conditions, and by promoting an IT-supported effective logistic system. Hence cattle welfare and meat quality will be improved, thereby enhancing the economic competitiveness of producers and abattoirs. As part of CATRA, this part of the project is the work done in Sweden regarding the effect of transport time, with the objective of determining the effect of transport time (up to ll hours) on animal welfare and post mortem meat quality, when cattle are transported from farms to abattoirs by commercial vehicles. The ultimate objective is to optimise transport time in relation to welfare and meat quality taking into consideration other stress inducing factors. Animals on which the experiments performed were cows, heifers, bulls and calves. Response parameters that were considered were: blood parameters (cortisol, glucose, lactate, CK,), clinical parameters (heart rate, postural stability), meat parameters (bruising score, PH-24, tenderness), and ethological parameters. Input parameters considered were parameters for loading facilities (ramps, lifts), penning systems (stocking density, social group, standing orientation, design of loading compartment), air quality (air speed, relative humidity, evenness of temperature in the compartment, level of NH3, CO2), vibration, transport time, resting time, and feeding regimes. Simultaneous and continuous measurement of heart rate, body temperature, air quality parameters, and video recording was conducted from farm to the abattoirs. Blood samples were taken before and after transport, and also during resting. The results obtained indicated that the transport and handling events are stressful for the animals as a whole, and loading and un-loading are among the most stressful events in the studied conditions. Regarding transport time, the results showed that transport time after six hours is particularly stressful for the animals when transported with usual vehicles without special equipments. In this case, it was reported a significant correlation between transport time and animal stress evaluated by physiological parameters. However, less detrimental effect of transport time on meat quality has been observed. It may therefore be concluded that transport time has influences more on animal welfare than meat quality when transported in conventional vehicles. Transport preceding and initiating conditions and processes such as keeping system, preparation, loading, planning and management, as well as unloading and lairage at the end of the transport chain are important challenges bearing various possibilities to improve welfare and meat quality. Loading and unloading facilities (such as ramp, driveways, and side-block) and quality, of floor have significant influence on both welfare and meat quality. Cattle from tied housing systems are more stressed by transport than untied cattle and there is a greater risk to develop bad carcass- and meat quality. As regard to air quality, the concentration level of ammonia and carbon dioxide increase with transport time and it occasionally passes the acceptable level when only natural ventilation is used. During the field experiment no detectable methane has been found. To prevent thermal stress, the installation of mechanical ventilation system (both for cooling and heating purposes) is recommended. The conclusions deduced from the current studies are as follows: - Transport conditions, as a whole is stressful for animals and compromise their welfare. - Loading and unloading activities are the most stress inducing factors identified using the heart rate measurements and behaviour observations - Result of the analysis of blood parameters showed that level of stress correlates with transport time. Calves are most sensitive to transport time followed by bulls, and cows are relatively less sensitive to transport length. - Transport time after six hours is stressful for the animals when transported with usual vehicles without special equipments. However, less detrimental effect of transport time on meat quality has been observed, - The evenness of temperature in the loading pens depends on season and number of stops - Concentration level of ammonia and carbon dioxide increase with transport time and it occasionally passes the acceptable level.
The European Union (EU) recently implemented the Environmental Liability Directive (ELD), requiring that environmental damage be restored so that the affected environment returns to (or toward) its baseline condition and the public is compensated for the initial damage and the losses during the time it takes for the environment to recover (interim losses). Equivalency Analysis (EA) represents a method for scaling environmental compensation to offset interim losses. Ensuring appropriate compensation for resource loss requires a merging of ecological measurement with the theories of welfare economics. This thesis explores some of the issues in scaling resource-based compensation in three papers. Paper I is a quantitative application of the EA method to compensate for sea eagle mortality from wind turbine collisions. It is co-authored with a biologist and proposes a new and innovative compensatory measure based on electrocution prevention on power lines. Paper II is written for an ecological readership and communicates fundamental economic assumptions in a way that might be helpful for cross-discipline collaboration. The main contribution is to clarify that the underlying goal of environmental compensation should be "no net loss of welfare." Paper III scrutinizes the conventional EA method from a social efficiency perspective, suggesting that the focus on equity for the victim may preclude a socially optimal compensatory outcome. The overarching conclusion is that EA fails to inform policy makers of the inescapable environmental trade-offs that arise in compensating environmental losses.
Among the literature aimed at students of art science and other image-interpreting sciences are a number of texts that deal with theories and theoretical concepts. However, what is largely missing, and which students often call for, are texts in Swedish that show how theories and concepts can be applied in concrete interpretation situations. The series Theoretical applications in art science aims to fill that gap, with the book Materiality being the fourth in the series. The book introduces and activates a concept that in recent decades has come to take an increasingly important place in humanistic research. Art scholars - but also archaeologists, anthropologists, literary scholars, ethnologists and other humanistic researchers - are increasingly interested in the material conditions for, and the manifestations of, people's social and cultural life and exchange. But despite its topicality in today's scientific conversation, the concept of materiality can seem elusive and elusive. It moves all the way from the most tangible analyzes of the material components of a cultural artefact, to the somewhat impenetrable theorizations of objectivity, agents and networks that are usually sorted under the label ""new materialism"". However, the book Materialitet gives concrete examples of how the concept of materiality can open up interpretations of important layers of meaning in works of art and other cultural artifacts. After the initial introduction where different perspectives and conceptualisations of materiality are discussed, six researchers each do their own analysis based on their subject area. The chapters are based on new research and are written specifically for this book. The different chapters together show the multifaceted nature of the concept of materiality, but do not lock it down to a definition, but open the eyes to a number of different interpretive paths.
Source separation of urine for recycling has been applied in small-scale and decentralized wastewater systems in Sweden for the past 25 years and for blackwater for pollution control even longer. The Swedish experience with source separating nutrient recycling systems is relatively well documented; however, few reports have specifically studied the potential for expansion of this practice. The aim of this study is to fill this knowledge gap by assessing the status of source-separating technologies in Sweden based on transition theory. This study uses a multi-level perspective to determine how ready the Swedish wastewater sector is for transitioning to alternative systems. Given the stability of the existing sewage wastewater regime, it seems unlikely that changes within the regime will lead to a quick and large-scale transition to source separation. Instead, the initiative must come from the niche itself, exploiting institutional cracks in the regime and opportunities from shifting trends in the landscape. If source separation is to be mainstreamed in Sweden, it will need to break into markets within the wastewater jurisdictions. In order to do so, further knowledge needs to be developed that will overcome glitches with immature technologies, uncertain legal conditions/status, investigate potential risks, and clearly define complementary system advantages. This may require the use of new perspectives that focus on holistic sustainable use of resources, including other nutrients than phosphorous, and taking into account global issues such as planetary boundaries and effects from climate change, such as water scarcity. This knowledge can then be used to establish guidelines, norms, and standards, as well as clarify the legislative structures that can support such a transition. There is also a strong need to improve knowledge dissemination regarding best-practices for implementing source-separation technologies and supporting organizational structures. Similarly, support for entrepreneurial activities within the niche needs to increase, not least through strengthening social networks and communication platforms.
This thesis consists of three empirical case studies, originally published as MERGE- papers ('Papers on transcultural studies' published at MERGE, Centre for Studies on Migration, Ethnic Relations and Globalisation at the Department of Sociology, University of Umeå), brought together and framed by a lengthier introduction. The empirical studies examine Swedish refugee reception activities, including the experiences of refugees themselves, with a focus on organisational and inter-organisational matters, and, in this context, the suitability as well as problems, mechanisms and issues, of implementation. According to Swedish policy aims since the mid-70s, immigrants are guaranteed equality, freedom of choice and partnership in relation to social, political and cultural rights. Based upon this background, an ambitious institutionalisation of refugee reception and integration policy was initiated in 1985, implicating the setting up of a new reception system involving almost every Swedish municipality. However, this political reform came to meet with fundamental problems, such as the absence of clear political goals and a remarkably low priority in the work of local political bodies. As a consequence, the ability and the ambitions of civil servants to apply an integrated approach to the reception process, and to foster growing co-operation among relevant local institutions to improve services and opportunities for integration, have not materialised as intended. These deficiencies of local integration policies appear to be connected with implementation problems, issues and obstacles, such as a lack of developed inter-organisational co-ordination mechanisms, lack of a clear division of labour and responsibility among concerned parties, economic obstruction etc. In addition to this, the resources that local refugee receptions have had at their disposal have been a high degree varying and unstable, with the consequence that the reception's organisation, e.g. as immigrant bureaus, has been subjected to constant remoulding. Continuous initiatives for restructuring the reception procedures seem seldom have been well suited, and in addition to this, there has been a lack of opportunities for influence by the refugees themselves concerning conditions of reception and inroads into integration. The conclusion is, somewhat paradoxical, that many of the refugee reception's political-administrative problems are fabricated by and within the refugee reception system and immigrant policy itself. In the thesis, a general background for necessary improvements of the service for refugees is outlined, making possible a lot of reformistic suggestions. While the thesis lays bare the problems with refugee reception, its policy and implementation, it also acknowledges important positive achievements of Swedish refugee reception and its political-administrative ambitions and framework. The reason that the effects of these positive efforts and achievements haven't materialised in successful integration to a higher degree, is also due to 'external' factors, like exclusion from the labour market, social exclusion through segregation, marginalisation and discrimination, processes of racialisation etc. These kinds of ramifying 'external' factors can only to a limited extent be influenced by local actors alone. The conclusion is that a successful integration cannot be achieved solely through measures within the practical institutional setting of the local refugee reception system itself, but must be underpinned and enforced by a more generalised inclusionary or anti-exclusionary politics, a generally more decided political will and over-all more purposeful measures securing a higher degree of suited implementation. ; digitalisering@umu
High hopes for democracy and sustainability are placed on participatory planning. Policy makers and scholars argue that broad participation can revitalise democracy and tackle sustainability challenges. Yet, critics claim that power asymmetries stand in the way of realising the potential of participatory planning. In the everyday practices of planning, this controversy comes to a head. Here, planners interact with citizens, politicians and developers around making choices about places and societies. Planners' practices are contested and they are challenged by the complexity of power relations. They need conceptual tools to critically reflect on what power is and when it is legitimate. Reflective practice is a prerequisite for making situated judgements under conditions of contestation. Yet, the planning theories, which are most influential in practice, have not been developed with the intention of conceptualising power. Rational planning theory, which still is influential in practice, largely reduces planning into a technical power-free activity. Communicative planning theory, which underpins participatory practices, instead suggests that expert power ought to be complemented by inclusive dialogue. This theory criticises hierarchical power relations as domination, without providing elaborated understanding of other facets of power. Hence, the conceptual support for reflective practice is too reductive. The aim of this thesis is to rethink power in participatory planning by developing concepts that can enable reflective practice. I draw on power theory and explore the utility of treating power as a family resemblance concept in participatory planning. Applying this plural view, I develop a family of power concepts, which signifies different ideas of what power is. The usefulness of this "power family" is tested through frame analysis of communicative planning theory and Swedish participatory planning policy and practice. The result of the research is a family of power concepts that can enable reflective practice. 'Power to' signifies a dispositional ability to act, which planning actors derive from social order. This ability can be exercised as consensual 'power with' or as conflictual 'power over'. The latter is conceptualised as an empirical process which, on a basic level, can be normatively appraised as illegitimate or legitimate. This thesis contributes to planning theory and environmental communication by problematising reductive notions of power and, as an alternative, rethinking power as a family resemblance concept. This theoretical contribution matters to planning practice as it can enable planners to develop their ability to be sensitive to what a situation requires, i.e. to acquire practical wisdom (phronesis).
When animals are exposed to a novel situation such as transportation, they react by eliciting certain physiological and behavioural functions in order to cope with the situation. These changes can be measured to indicate how much stress the animal is suffering. Physiological stress indicators often measured in animal transport research include changes in heart rate, live-weight, cortisol levels, and blood composition including electrolytes, metabolites and enzymes (Broom and Johnson, 1993). Animal behavioural stress indicators include struggling, vocalisation, kicking or biting, hunching of the back, urination, defecation and recumbence (Broom et al. 1996; Gregory, 1998). Meat quality parameters post mortem can also help to indicate stress levels in animals (Grandin, 1990; Gregory, 1998). These include incidence of bruising and DFD in all farm animal species and PSE in pigs. Mortality is also an obvious indicator of poor welfare. Combined aspects of transport that contribute to causing stress in livestock include loading and unloading procedures, close proximity to stock handlers, water/feed deprivation, noise, riding in a truck, mixing with other animals and being forced into unfamiliar environments. The responses of stock to these conditions will depend on the animal's genetically controlled adaptability, physical condition and its previous handling experiences (Gross and Siegel, 1993). Factors such as the adequate preparation of animals for transport, controlled prior access to feed and water, minimal disruption to social groups, considerate animal handling skills, adequate handling and transport facilities including good ventilation in trucks, and careful driving technique are major areas that dictate the standard of animal transport. For example, considerations for pigs should include a pre-transport fasting period which balances the requirement to avoid hunger, travel sickness and deaths. Breeding and selecting for more stress-resistant genotypes of pigs can improve the welfare by reducing mortality and the metabolic consequences of transport stress. Other factors influencing animal transport include farm size and country size. For example, livestock transport in Scandinavia involves transport vehicles travelling to more than one farm in order to fill a vehicle. In Australia often one farm pick up can fill a truck, and although the distances may be much longer to the abattoir, it will be more direct. The market demand dictates the type of animals transported. For example the veal trade in Europe demands young live calves to be transported over long distances from northern countries which supply it to the southern countries which demand it. This trade exists in live animals rather than meat because the demanding countries further fatten and slaughter these animals specific to their needs. The industry set up influences the standard of animal transport in different countries. For example in countries where industries are vertically integrated consisting of producer-owned slaughter plant co-operatives (Sweden and Denmark), producers are paid according to slaughter weight and lean meat percentage, therefore there is more consistent quality control measures in place. In Australia the marketing system is such that it provides no economic incentive to reduce losses. Greater public awareness of animal welfare seems to be increasing in western countries, and as a result there is more pressure on the livestock industry to adopt better standards for the farming, handling, transport and slaughter of animals. The transport of livestock in Australia continues to be under increased scrutiny from overseas markets and animal welfare groups. In the European Union (EU), public pressure has been a successful instigator to the drafting and continued improvement of comprehensive legislation for animal transport. EU animal transport laws cover aspects such as minimum design standards for livestock vehicles (including ventilation controls), maximum journey lengths before resting intervals, stocking rates, what animals are considered as fit to travel, and general handling and care requirements of animals in transport. These laws are causing debate between northern and southern countries in areas such as maximum journey lengths and vehicle design standards. Some countries such as the UK have also gone to a great effort to adjust national laws in order to incorporate EU transport laws, but countries such as Spain and Italy have not. Typically it is these countries that more often have poor standards of animal welfare, and the welfare of farmed animals has historically been of low priority (Schmidt, 1995). When and how these countries will adopt the comprehensive EU animal transport regulations, continues to be an unanswered and politically sensitive question between EU member states.
During the 2000s, Sweden has pursued an active foreign and security policy. This has meant participation in several international military operations and has left many Swedish soldiers and officers with combat experience. Thus, the Swedish parliament decided in 2010 on a political reform of the veterans area, with more extensive societal support, war decorations to express the government recognition of personal sacrifices made in the service and a new medal for courage in combat. Considered as a reward system, it functions as an immaterial and emotionally established incentive, in contrast to the financial and bonus reward systems that are otherwise common. From a governance perspective, this setting is fundamentally interesting. The complexity of military operations and the demands for efficiency in armed combat are in contrast with the democratic state's need to guarantee the rule of law, even from a distance and under difficult conditions. Traditional government is not sufficient because the situation is characterized by high contextual uncertainty and therefore requires more situational adaptive control. Organizing in a professional model implies autonomy for military officials, and this means that there is a form of gap in terms of civilian control. In the dissertation, a concept and an analytical model are formulated to understand this phenomenon, entitled soft norm governance, that also form one of the main results. The model combines four levels of analysis to describe the dynamics of the steering mix: organizational metagovernance, rule control, policy work and professional ethics. One conclusion is that professional ethics has a two-way function in the chain of implementation steering, both as a decisive factor for concrete decision-making, but also as an objective for the government's soft norm governance. Thus, this control gap does not mean absence of control, but that other value-based norm systems govern our actions. In this way, soft norm governance also reaches beyond the scope of the law. The theoretical framework is metagovernance, the idea that the modern state is steering at a distance and with subtle methods, such as by organizational measures. It opens for the importance of soft law, social norms and ethics in governmental steering. The case study of the veterans policy and medal of courage contributes empirically to the specification of these theories. Furthermore, new institutionalism adds an explanatory value with a rationality of action for the officials, a so-called logic of appropriateness based on the professional role and on adaptation to the situation at hand and to applicable rules. Theoretically, the thesis contributes by supplementing with a logic of values, which takes into account the profession's ethical and moral rationality of action, which is particularly important in situations such as armed conflict. The methodological approach combines a structural statistical perspective with a qualitative and understanding-oriented perspective and can, with the support of the analytical model, illuminate both pattern and function. The material base is a total selection from the medal preparation of eight contingents in Afghanistan during the years 2008-2012, i.e. FS16-FS23. It consists of the archive material from the nominations as well as in-depth interviews with responsible commanders at the international units and at the national headquarters, including the Commander-in-Chief.
During the last few decades sustainable development has become a frequent topic among policy makers. In order to achieve this goal, the local level in the society has been regarded as one of the levels where changes towards a more sustainable development must come about. To this end, the Swedish state has used different instruments of control to influence its municipalities to start these changes. One example is the Local Investment Programme (LIP) which supported many different local investment programmes in Swedish municipalities between 1998-2002. The municipality of Luleå, where changes of the public transportation system were on the political agenda, received in 2000 financial support for a project called Public transportation in change. The aim of the project was to create a more attractive public transportation system, i.e. bus system, in order to get more people to choose the bus for their daily travels. Policy processes are however not always as rational as policy makers might think. Instead, they can sometimes be characterized as an incremental process with sudden changes. In order to conceptualize such processes, especially agenda- setting and decision making, John Kingdon has developed the multiple- streams framework (MS). According to this framework the policy process is separated into three streams; problem, policy and politics. When a window of opportunity opens, a policy entrepreneur with the right skills and institutional position might couple the streams thereby creating a policy change. The aim of this study is to describe and analyze the policy process underpinning the public transportation in Luleå kommun and explain why the process developed the way it did. The purpose is thereby to contribute to the understanding of the problems that are associated with local policy making regarding public transportation and sustainable development. Another aim is to test whether MS is applicable in a local context. The empirical material is made up of documents, interviews with policy makers, material from the local newspapers and a survey to the public. It is concluded that the 2002 election to the municipality council was the window of opportunity that finally brought about the introduction of a new bus system. The LIP programme mainly affected the local process in a positive way. It might even have been another reason that the new bus system was realized at this point. There were some problems concerning the institutional arrangement around the LIP programme, which seems to have caused a minor delay in the project. The study also indicates that sustainable development at the local level is associated with many problems. Rhetorically sustainable development is regarded as an important goal, but in reality there are differences about how to view and realize the concept. Sustainable development has been described as ecological, economical and social sustainability in cooperation or that they can be ranked. It is concluded that economical constraints seem to set the conditions in reality. Finally, MS has been found useful in a local context as well. MS have weaknesses concerning how it addresses value based conflicts and institutional arrangements.
