(ICE)

Introduces several papers (see abstracts of related articles) that explore the use of mediation to solve political conflicts involving new social movements. Various forms of mediation (eg, active mediator vs more removed facilitator) are described, & reasons for the development of mediation as a popular alternative to other forms of conflict regulation are considered. The latter include deficits in traditional state mechanisms, general neoliberal deemphasis on the state, political dehierarchicalization, increasing complexity, & new types of political problems (eg, technological & environmental planning). Use of mediation to prevent or deescalate armed conflict is also discussed. Contributions analyze how mediation redraws old lines of conflict, risks involved in environment-related mediation for organizational actors in the environmental movement, data mediation, & difficulties implementing mediation procedures & their outcomes. 5 References. At the beginning of the 1890ies the industrialized countries of Western and Central Europe were hit by extensive strike waves. Spontaneous, eruptive and unpredictable as they were they took on the form of veritable rebellions against the new industrial order. This is best illustrated by violent outbreaks in the Bohemian, Moravian and Silesian collieries where a labor force mostly of rural origin protested against accumulated humiliation as weil as they defended their traditional notions of "honour" and "self-respect". Here, the process of industrialization is assessed first and foremost as a regional phenomenon, decisivly effecting constitution, differentiation, structure and capacity for conflict of the respective employers and employees. The formation of organisational structures and the institutionalization of industrial conflict constituted decisive changes in industrial societies. Extended lock-outs and "national strikes" adopted mass-character and gained concrete political dimensions threatening the maintainance of the social production as a whole. ; At the beginning of the 1890ies the industrialized countries of Western and Central Europe were hit by extensive strike waves. This article reports on dynamics & patterns of social conflicts around mosque building & the hijab (the traditional Islamic veil) in Catalonia, Spain. The author introduces the specific context of the Spanish arena, its historical & political preconditions, & the strategies & interpretations of different actors involved in conflicts around Islamic symbols. He draws a picture of political culture in local areas, showing that the informal model of integrating ethnic minorities is not suited to the real facts. Whatever politicians & formal law may proclaim or wish, the only model of integration at work in Spain is that of cultural assimilation. This article concludes that that in comparison to other European societies, civil society & political culture in Spain are forced to go through a process of accelerated learning. This learning can be strengthened by conflicts. Conflicts around Islamic symbols can teach society a new model of integration. 16 References. Adapted from the source document.
