La monografía "Cádiz: del Floreciente S.XVIII al Port of the Future del S.XXI" es una necesaria revisión interdisciplinar de los aspectos portuarios más relevantes de entre todas las áreas incluidas. Destaca la calidad de los trabajos, así como su diversidad, cantidad, el amplio período que abarcan y la facilidad para acceder rápidamente a los contenidos, ya que estos se dividen en cinco grandes bloques: Historia económica, empresarial y comercial de España y América; Historia de puertos y ciudades portuarias: América y Europa; Procesos, análisis, mejora e innovación portuaria; Economía, cultura portuaria e integración puerto-ciudad; y, por último, Puerto actual, zona franca, Unión Europea, tráfico ilegal Español. Es decir, dos grandes bloques centrados en la historia portuaria multidisciplinar y otros tres bloques relacionados con temas más actuales. Se hace una lectura obligada para cualquier investigador que se centre en el mundo de los puertos, siendo muy interesante, a la par que atractiva, para los amantes del ecosistema portuario, la historia de los puertos y las novedades actuales frente a los vertiginosos cambios que se van produciendo. La obra hace un gran recorrido por diversas temáticas que a priori se escapan de lo que podemos pensar que se relaciona con los puertos, como por ejemplo los estados financieros de las empresas, la reubicación de corales pétreos, la cocina veracruzana, la búsqueda de atractivo en un mundo global, la cultura fronteriza legal, los escenarios de litigio, una oportunidad de mejora ambiental, la responsabilidad social, el uso del BPM (proceso de gestión de negocios), los coeficientes reductores, etc. Por todo ello se puede afirmar que es una obra muy compensada y de obligada consulta.

With the so-called war on terror launched by the USA in 2001, a new era started in one of the fields of the propaganda war -- the Internet. Ability to disseminate information to as wide as possible audience due to globality of the Internet has become a powerful mean of influence. Many Muslim politically engaged religiously motivated groups, who perceive themselves to be in the state of such war, create their own elaborate web-sites. "KavkazCenter" is just one of them. "KavkazCenter" declares itself to be a product of the Chechen Independent International Islamic Internet Agency, which was set up in 1999 in Grozny by the Chechen National Center for Strategic Research & Political Technologies. However, its content is somewhat problematic, as the site appears to have been solely a propaganda tool for the Chechen Jihadist group Riyadhu as-Salihin, led by the late Shamil Basayev, who often boasted about his organized bloody attacks, frequently against civilians. Lithuania first noticed the site in early 2003, when it started being serviced by a Lithuanian firm "Microlink Data," which at the time hosted the site on its server. Back then the Lithuanian State Security Department (SSD) declared the site to be free from terrorist propaganda & insisted it did not pose any threat to Lithuania, though it was known that the site had been earlier closed down in the USA & the UK. However, half a year later the very same SSD confiscated the server of the firm "Elneta," which at that time hosted the site, thus shutting down its operations from Lithuania. This launched a long marathon of legal deliberations going all the way up to the Constitutional Court. The case divided the Lithuanian public into two parts -- those, who considered the "KavkazCenter" to be an information agency of independence-seeking Chechen freedom fighters & those, who considered the site to contain terrorist propaganda. The "defenders" group was championed by some MPs, Soviet-era dissidents, while the "accusers" group was led by the SSD. The unfolding of the case revealed that both sides were ill-prepared to meet the challenge the site "KavkazCenter" had caused. One can argue that even state institutions were taken by surprise by it. This first of all applies to the SSD, who showed itself at its worst -- its lack of professionalism was astonishing. At the same time, gaps in legislation & by extension in the work of courts were exposed. Most journalists, who took to bashing of the SSD for presumed persecution of media on the freedom of expression grounds, displayed ignorance & lack of deeper insight into the case. The general public was left puzzled. Moreover, Russia's involvement, though often referred to in the media, has never been fully revealed. The epopee of the "KavkazCenter" in Lithuania sucked both the Lithuanian government & the general society into the whirlpool of the global information wars. And though the experience shows that most of the actors were ill-prepared or not prepared at all, the very experience is very useful -- it allowed for identifying of the weaknesses in political, legal & social life of the country. Learning from its mistakes, the society can progress & improve. It is plausible to hope that in the event of another "kavkazcentr," the Lithuanian government & non-state actors will be better informed & equipped to tackle the issue. An address by the outgoing president of the Amer Assoc for PO Res (AAPOR), held during the 23rd AAPOR Conference in Santa Barbara, Calif. A review of the activities & achievements of the AAPOR is followed by an evaluation of the present situation of the field, which is seen as 'yet a young one,' ie AAPOR is now 21 yrs old. PO res as it is known today did not really come into existence until the Gallup & Fortune polls which correctly predicted F. D. Roosevelt's landslide victory over A. M. Landon in the 1936 presidential election. WWII provided a great thrust forward in PO res, through the efforts of such men as R. Likert, P. Lazarsfeld, H. Cantril, E. Roper, & S. Stouffer. Another great thrust was provided by new opportunities & new dangers at the end of WWII. A history of the founding of the AAPOR is offered & the activities at its first 2 conferences are discussed. It is observed that there has been a marked trend towards greater unity among the disparate membership, & the formerly divisive issue of standards has declined in importance. Some sort of consensus as to what can be achieved in terms of standards has been reached. In recent yrs, the AAPOR Standards Committees have been kept busy acting on complaints about fraudulent surveys of commercial enterprises for the purpose of promoting sales. A greater degree of professionalism has been achieved by AAPOR members. A shift back to the earlier seriousness of purpose & professional responsibility seems to have occurred around 1960. The AAPOR must continue to keep up its professional responsibilities. Moore's comment probably isn't quite right. (Are teenage gang members fundamentally monstrous today in a way they weren't in 1968?) But as one reads The Other America in 2002, it's impossible not to share Moore's sense of rage and anguish at opportunities lost. If only the American left had been a little tougher, a little smarter during the last forty years, what might Metcalfe Park look like today? Suppose the poor people's movements that fought for welfare expansion in the 1960s had not demobilized in the following decades--that they'd continued to fight for job training, child care, health care. Suppose the labor movement had seized the industrial recession of the 1980s as an occasion to fight for federal job creation to repair our economy's chronically deficient job demand. The social democratic activists who governed Milwaukee in the early twentieth century would surely scorn our failures of imagination, will, and backbone. Wisconsin is a flagship state for welfare reform. Its alleged success is a large reason why former governor Tommy Thompson was tapped to head the federal department of health and human services. Thompson has publicly insisted again and again that anyone who wants work can find it. Is this hypocrisy and dissembling? Of course it is, but that very hypocrisy makes the new welfare/work-support regime much more susceptible to popular pressure than was the AFDC structure of a decade ago. If unions or churches (or organizations like Larry Moore's) organized Metcalfe Park residents under the banner 'WHERE ARE THE JOBS?,' Wisconsin's political leadership would have no easy answer. If Metcalfe Park's 1,483 tax filers who were below the poverty line even after factoring in their earned income tax credits organized to demand a higher minimum wage and/or a higher EITC, the state's political elite would have, again, no comfortable way to reply. They have declared that work will pay; it's now the left's responsibility to make that declaration a true one. Harrington wrote in 1962 that 'what is needed if poverty is to be abolished is a return of political debate.' The reality and the suffering of the 'invisible poor' had to be injected into the complacent political atmosphere of post-Eisenhower America. We are in a similar bind in 2002--only today the smothering consensus isn't the myth that We Are All Middle Class. Today's myth is that the labor market can and will serve us all, if only we reduce taxes (the Republican version) or raise our education levels (the Democratic). The left's responsibility is to point out that for thirty years, except for a brief blip in 1998-2000, the U.S. economy hasn't seen anything like true full employment. Like Harrington, we should find the will to move forward, even where we see very little basis for optimism.

Ravel Goncalves Mendonca is a seventeen-year-old beach volleyball phenom from Rio de Janeiro. He is currently training with Brazil's national team at its state-of-the-art facility in Saquarema, a hundred kilometers north of Rio. He represents the junior national team and hopes to make the cut for the 2016 Summer Olympic Games, which will be held in his home city. But his country's preparation for the Olympics has eliminated what used to be Ravel's home. Until recently, he lived with his family -- father Rosinaldo, mother Rosilene, and brothers Ruan (eighteen) and Roger (six) -- in a community known as Largo do Tanque, not far from the Olympic stadia under construction in the West Zone of the vast municipality. In the first months of this year, much of Largo do Tanque, including the Mendonca family home, was razed to make way for the Transcarioca Expressway, a rapid-transit highway for buses that will link Rio's international airport with the Olympic village, cutting through working-class North and West Zone neighborhoods on its way. Ravel's story illustrates both the promise and the peril of the Olympics for residents of favelas and other working-class subdivisions. The Transcarioca promises to move Olympic crowds directly from the airport to the sites of the Games without going through the congested center of the city -- and to streamline public transportation after the crowds are gone. The risk is that it will uproot more families like Ravel's and reinforce existing social divisions by pushing the working class to the periphery while preserving the South Zone for Rio's elite and tourists. The Transcarioca is just one of several major infrastructural projects that are reshaping Rio. In the short term, they displace poor residents, leaving them scrambling for housing in the midst of an Olympic-sized real-estate bubble. The long-term costs and benefits of these projects, beyond adding to the fortunes of well-connected construction magnates, are uncertain. In the face of this uncertainty, residents at risk are putting pressure on the municipal government. They are mobilizing to slow or divert Olympic projects, limiting their negative consequences for the urban poor. But not all poor residents of Rio are pessimistic about the Olympics. Few have a chance to reach the medal stand, but increasing numbers of favela residents are playing organized sports. Volleyball, practically unknown in poor neighborhoods as recently as a decade ago, is taking off. The stereotypical image of barefoot boys playing soccer in vacant lots with balls made out of knotted rags is long out of date. In favelas like Tavares Bastos in Rio's South Zone, children eschew the mini soccer field, itself recently upgraded with artificial turf, in favor of a nearby volleyball court surrounded on all sides by three-story homes. Here and elsewhere, volleyball programs, linked in direct and indirect ways to Olympic preparation, have become increasingly central to favela life. This change reflects improving economic conditions within favelas and their increasing integration with the surrounding city. In recent years, better security and civil society programs have helped reverse the demarcation and protection of favela turf by groups of criminals. As a result, more favelas are now part of the fabric of the city rather than isolated from it. This shows up in everything from a boost in regular jobs to participation in team sports. Which of these trends will prevail? Will Rio continue to be a city of evictions, spatial divisions, and real-estate speculation at the expense of the poor? Or will it continue to incorporate residents of the favelas into its economic and cultural life? The ball is up in the air, and it is not clear on which side of the net it will come down.
