Normama se utvrđuju standardna obilježja proizvoda i njihove specifi kacije. Utvrđuju se konsenzusom svih zainteresiranih subjekata, od gospodarskih do tijela državne uprave. Njihova je primje na dragovolj na, ali značenje im je veliko, u Europskoj uniji povezano sa slobodom kretanja robe. Normizacijom se bavi niz međunarodnih, jednako kao i nacionalne normizacijske organizacije. U okviru Europske unije važni regulativni instrument u području normizacije predstavlja ju direktive novog pristupa. Hrvatska je značajno modernizirala zakonodavstvo u području norma te je značajno napredovala u procesu usklađivanja s tehničkim propisima Europske unije, europskom normizacijom, mjeriteljstvom i akreditacijom, kao i postupcima za ocjenu sukladnosti proizvoda. ; Norms and standards define standard product characteristics and their specifications. They are established by consensus of all interested parties, from businesses to state administrative bodies. Although their implementation is voluntary, they are extremely important, particularly in the European Union where they are essential for the free movement of goods. Numerous international and national organisations deal with standardisation. Within the EU, new approach directives are an important regulatory instrument of standardisation. Croatia has significantly modernised its legislation on standardisation and has made considerable progress in the process of harmonisation with technical regulations of the EU, European standardisation, measurement, and accreditation, as well as with the procedures for the assessment of product compatibility.

U ovom se radu istražuju determinante životnog zadovoljstva na uzorku od 135 zemalja. Osnovni se doprinos rada sastoji u ispitivanju osjetljivosti životnog zadovoljstva na okolišne i društvene eksternalije. Rezultati analize, pritom, imaju implikacije i za nosioce javnih politika. Naime, oni pokazuju da neki faktori konzistentno utječu na razinu životnog zadovoljstva građana, bez obzira jesu li okolišne ili društvene eksternalije uključene u analizu. Postoji, međutim, i skup faktora čiji utjecaj na razinu životnog zadovoljstva oscilira ako se spomenute eksternalije uključe u analizu. Rezultati analize također pokazuju da je razina životnog zadovoljstva u tranzicijskim zemljama, uz ostale nepromijenjene uvjete, niža u odnosu na druge zemlje iz uzorka, upućujući na zaključak da u ovim zemljama nisu ostvarena ranija očekivanja građana. ; Using recent cross-country data for 135 nations, this paper examines the determinants of life satisfaction. The main contribution lies in examining the sensitivity of satisfaction to externalities, both social and environmental. Besides contributing to the literature, the findings also have some implications for public policy. The results show that some factors consistently affect life satisfaction whether or not externalities are considered, while others are sensitive to such considerations. Even under each category of spillovers, the influence in satisfaction varies. Further, other things being the same, satisfaction was lower in transition nations, perhaps signifying that these countries were somehow failing to meet the expectations of their citizens.

Zamjensko majčinstvo, kao najsloženija metoda medicinski pomognute oplodnje i posljednje sredstvo u borbi protiv neplodnosti, u svijetu pobuđuje velike rasprave, kucajući i na vrata našega zakonodavstva, medicine i pravosuđa, što je osnovni razlog za cjelovito promatranje takve pojave s bioetičkoga motrišta kako bi se ukazalo na kompleksne moralne posljedice koje zamjensko majčinstvo sa sobom nosi u složenim odnosima (zamjenske majke, supružnika, naručiteljskoga para, djeteta). ; Surrogate motherhood as the most complex method of medically assisted reproduction and the last tool in the fight against infertility, stirs great debates around the world, knocking also on the doors of our own legislation, medicine and judiciary, which is the main reason for a comprehensive analysis of this phenomenon from a bioethical point of view in order to show the complex moral consequences that follow surrogate motherhood in the complex relationships (of the surrogate mother, spouses, the client couple, the child).

Predmet istraživanja ovog rada su modernizacijski razvojni procesi u gradu Splitu i uloga ekoloških stavova i percepcija urbanog okoliša u tim procesima. Rad je utemeljen na kombiniranom pristupu proizašlom iz sociologije okoliša i modernizacijskih teorija. Osnovni je postulat suvremene ekološke sociologije, proizašao iz tradicije "nove ekološke paradigme", da se društvo i okoliš ispituju u interakciji, s povratnim vezama između obje razine. Istraživanje se djelomično temeljilo na ovom pristupu, s obzirom da mu je cilj ispitati na koji se način odnose sociokulturne determinante ekoloških stavova i kvaliteta urbanog okoliša. Ovako orijentirano istraživanje ne zadovoljava strogi Durkheimov postulat o tumačenju društvenih činjenica (isključivo) drugim društvenim činjenicama, ali je usklađen s proširenom istraživačkom paradigmom sociologije okoliša koja teži eksplikaciji međusobnih odnosa društvene i okolišne razine. Drugi dio konceptualnog utemeljenja rada odnosi se na teorijske pristupe koji ekološke orijentacije smještaju u širu sociokulturnu matricu društvenih odnosa. U ovoj su tradiciji posebno prominentna tri pristupa: teorija društva rizika, teorija refleksivne modernizacije i Inglehartova teorija modernizacije. Iz ovih su pristupa proizašle brojne studije o odnosu bogatstva, postmaterijalističkih vrijednosnih orijentacija i okolišnih stavova, koje su se odvijale ili na makro razini nacionalnih država ili na mikro razini individualnih stavova. U posljednjih desetak godina istraživanja proizašla iz ove tradicije bilježe veliki napredak zbog konceptualnih poboljšanja, uz koje slijede i važne metodološke inovacije. U skladu s odgovarajućim nacrtima, istraživanja se provode na individualnoj razini, ali se analiziraju i na individualnoj i na agregiranoj razini, što je urodilo sadržajno bogatijim zaključcima nego studije koje su se zadržale na (odvojenoj) mikro ili makro jedinici analize. U radu opisano istraživanje potaknuto je idejom da se istraživanja odnosa okoliša i stavova moraju baviti i entitetima koji se nalaze između ovih dviju razina. Kao odgovarajuća prostorna mezo-razina nametnuo se prostor opsega srednje velikog grada, a kao reprezentativni primjer ovakvog područja izabran je grad Split. Kvaliteta urbanog okoliša je identificirana kao čimbenik koji je od neposrednog značaja za svakodnevni život stanovnika Splita te se očekuje da će imati moderirajući utjecaj na ekološke stavove, uz prije spomenute sociokulturne čimbenike koji proizlaze iz teorija modernizacije. Cilj je istraživanja bio na odgovarajući način izmjeriti kvalitetu urbanog okoliša i potom utvrditi postoji li interakcija između ekoloških stavova, postmaterijalizma i kvalitete okoliša na individualnoj razini, razini gradske četvrti i razini grada Splita. Istraživanjem provedenim na uzorku građanki i građana Splita utvrđeno je da nema empirijske podrške za tezu o prevlasti sociokulturnih determinanti ekoloških stavova u razvijenim društvima. Raširenost ekoloških orijentacija može se bolje objasniti tezom o njihovom općem prihvaćanju među stanovnicima Splita, u skladu s hipotezom o globalizaciji brige za okoliš. Empirijski uočene varijacije u ekološkim stavovima su više povezane sa sociodemografskim karakteristikama i partikularnim elementima modernizacijskog procesa poput političkog sudjelovanja nego sa širokim konceptom postmaterijalizma. Vezu između ekoloških stavova i modernizacijskih tendencija u gradu Splitu moderira kvaliteta okoliša, čiji je utjecaj na navedenu povezanost analiziran na razini gradskih zona. Istraživanje je pokazalo da u različitim zonama grada postoje bitno različiti obrasci povezanosti percepcije okoliša i ekoloških stavova. U pojedinim je dijelovima grada ova povezanost negativna, a u nekim pozitivna, što implicira da se s razlikama u kvaliteti okoliša pojedinih dijelova grada fundamentalno mijenja i struktura ekoloških stavova. Znanstveni je doprinos provedenog istraživanja detaljni opis strukture ekoloških stavova te utvrđivanje obrazaca veza između ekoloških stavova i (post)modernizacijskih vrijednosti, sociodemografskih varijabli i dodatnih čimbenika poput političke participacije na razini grada Splita. Nalaz da u pojedinim dijelovima grada na ekološke stavove djeluju percepcije okoliša u različitim smjerovima i intenzitetima ne bi bilo moguće utvrditi korištenjem samo uobičajenih - mikro ili makro - analitičkih razina i bez ciljanog prikupljanja podataka na razini urbane cjeline. ; Subject of this thesis are the modernization processes in the city of Split, in the context of environmental attitudes and the perception of urban environment in those processes. The thesis is based on the hybrid approach stemming from the environmental sociology and the modernization theories. Furthermore, it is based on the basic assumption of the modern environmental sociology, that society and the environment should be researched interactively, taking into account the links among both levels. The research was partly based on such approach, as its goal was to describe the links between sociocultural determinants of the environmental attitudes and the urban environmental quality. Such research does not fulfill the strict Durkheim's proposal on the explanations of the social facts using (exclusively) other social facts. It is in line, however, with the extended research paradigm of the environmental sociology which aims to make explicit the interrelations between the social and the environmental aspects. The second part of the conceptualization deals with the theoretical approaches which place the ecological orientations into the wider matrix of the social relations. In this tradition, we find three especially prominent approaches: risk society theory, reflexive modernization theory and Ronald Inglehart's version of modernization theory. Many studies analyzing the interrelations between wealth, postmaterialist values and environmental attitudes were based upon these approaches; they were however based either on the macro level of nation states or the micro level of individuals. In the last ten years, conceptual and methodological advances have been made in the environmental attitudes research. In accordance with the appropriate research designs, data has been collected at the individual level, but they are analyzed simultaneously both on the individual and the aggregated level. This has led to the richer conclusions than have been possible in the studies which dealt with the data analyzed separately on the micro and the macro level. The research design described in the following thesis has been motivated by the need to study entities beyond micro and macro levels. Thus, meso level unit in the form of a middle-sized city of Split was chosen. Urban environmental quality was identified as an important factor in the day-to-day lives of the citizens of Split. It is expected that the environmental quality will have a moderating effect in the link between the sociocultural factors and environmental attitudes. Research goal was thus to measure appropriately urban environmental quality and then determine the extent of the interaction between the environmental attitudes, postmaterialism and environmental quality on the 3 levels: individual-, neighborhood- and city-level. Research results, based on the sample of citizens of Split, indicate that there is no empirical support for the hypothesis of sociocultural factors being the most important predictor of environmental attitudes in the developed societies. Variations in environmental orientations are better explained using the globalization hypothesis. In other words, those variations are more closely linked with sociodemographic variables and some particular modernization elements such as political participation, than with a broad postmaterialism concept. The association between the environmental attitudes and the modernization tendencies in Split is moderated by the environmental quality, which was analyzed at the city-zones level. Study results show that there are markedly different patterns of association among the environmental quality perception and the environmental attitudes. The association is negative in some parts of the city, while it is positive in others, implying that differences in environmental quality fundamentally change the structure of environmental attitudes. Scientific contribution of the study is twofold. First, the structure of environmental attitudes is described in detail. Second, the associations in the city of Split among the environmental attitudes, (post)modernization values, sociodemographic variables and additional factors like political participation are disentangled. The main finding - that the perception of environmental quality affects environmental attitudes differently in various city zones - could not be established using only traditional (micro and macro) levels of analysis and without data gathered at the level of the urban settlement.

From the viewpoint of cybercrime, young people represent a particularly vulnerable category of Internet users: children, adolescents and students. Young people are, undoubtedly, the most common and the most gullible users of social networks. Due to lack of education related to dangers they are exposed to on social networks, inexperienced users recklessly post information and multimedia contents on their profiles which can be misused by differently motivated Internet users. Apart from being exposed to the risk from the violation of personal privacy and misuse of personal data, young people are exposed to the risk from political or ideological manipulation. Various studies on social networks and secondary school students have been conducted in the Republic of Serbia. However, no study in this field which would look at university students has yet been conducted. The purpose of this study was to discover the extent to which students use social networking sites, but also the sources and ways students perceive online security risks associated with social networking. Study results show that the media has a dominant role in educating young people on the risks associated with social networking and that the impact of the media is greater than the impact of other educational factors such as family, school or university. ; S gledišta kibernetičkoga kriminaliteta mladi ljudi (djeca, adolescenti i studenti) predstavljaju osobito ranjivu skupinu korisnika interneta. Mladi su ljudi, bez sumnje, najčešći i najlakovjerniji korisnici društvenih mreža. Zbog nedostatka edukacije o opasnostima kojima su izloženi na društvenim mrežama, neiskusni korisnici na svojim profilima nesmotreno objavljuju informacije i multimedijske sadržaje koje mogu upotrijebiti korisnici interneta koji imaju drugačije motive. Osim što su izloženi riziku kršenja osobne privatnosti i zlouporabe osobnih podataka, mladi se ljudi izlažu mogućoj političkoj i ideološkoj manipulaciji. U Republici Srbiji provedene su razne studije o društvenim mrežama i srednjoškolcima, no ni jedna od tih studija nije za ciljnu skupinu imala studente. Svrha ovoga istraživanja bila je ustanoviti do koje se mjere studenti koriste društvenim mrežama na internetu i utvrditi izvore putem kojih se informiraju o sigurnosnim rizicima vezanim uz društveno umrežavanje. Rezultati istraživanja pokazuju da mediji imaju dominantnu ulogu u upoznavanju mladih ljudi s rizicima vezanim uz društveno umrežavanje. Utjecaj medija veći je od utjecaja ostalih odgojno-obrazovnih čimbenika kao što su obitelj, škola ili fakultet.

Among the many factors that determine the development of a political democracy, political culture should be stressed. Research by Almond and Verba, and later similar research in Yugoslavia, show that there exists a rather strong connection between political culture and the stability of a democratic political system. As large and ever larger groups of people have access to television, this mass medium plays more and more prominent role in shaping political culture. When the population attains (as in many societies now) a certain basic level of education, the majority of programmes can be understood by everybody. With this, there is lessening of the discrimination as to the political information, at least in principle. Television is an especially potent medium for introducing people into subject areas for which they have shown little or no interest previously. In spite of selective processes, a good measure of such material reaches the viewer and causes changes in his mind. People, in short, become conscious of political processes, which means enhancing of political culture. After the advent of TV, the political process has been transformed into real life, that can be seen, heard and almost touched. With this, the politician and politics itself loses their mystique and moves into the area of the secular things. The politician's image on the TV screen in not only physically diminished, but also psychologically deflated: now everybody can measure and criticize him by use of common yardsticks. In that way ordinary citizens gain certain strength, of the psychological nature, that becomes a part of their new political culture. Furthermore, television acts as an integrator and affirmer of small, isolated opposition groups. This is especially important for political systems in which political life has been integrated around two or three great political parties, and everything outside, remains unnoticed and ineffective. When such a small political group gets a portion of TV time (as it must, because it il »news« by definition), it immediately draws the support of all similar element in society and by that the chance to influence the broader political process. Naturally, television does not have only positive effects on political culture and political process. We not forget that television, with rare exceptions, is under direct and strong monopolistic control of varied political and other elites. The television viewer is to a large extent a victim of manipulation. Furthermore, there are some authors that consider television detrimental for political action, because it purportedly passivizes the public. But our conclusion is still on the positive side. The suppression of news and information in general, cannot go too far except in countries that are cut off the rest of the world in a seal-tight fashion. If people get information and that during long periods, (throughout years and decades), they cannot but form their attitudes, and become readier for political action, »spectoritis« or not. The whole problem of television influence on viewer should be always discussed in a broad time perspective, and not, as in some of the current research, in an artificially isolated moment. And so, to conclude, television does build the basic psycho-cultural prerequisites for better political participation, and by that, for a more democratic world.

Govoriti o odgoju i obrazovanju znači promatrati ih u kontekstu društva a njihove promjene u kontekstu društvenih promjena. Pod društvenim kontekstom podrazumijevamo obilježja društva kao što su: socijalna struktura društva (sistema), brzina društvenih promjena, raspolaganja društvenom moći, sustav vrijednosti, modernizacija škole, globalni društveni kontekst itd. i njihov utjecaj na obrazovne promjene. Odnos društva i obrazovanja nije politički problem, iako se tako prezentira kao pitanje obrazovnih reformi, nego je u biti sociokulturni problem kao problem razvoja društva. To znači da se ciljevi promjena u obrazovanju definiraju u kontekstu ciljeva društva. Za promjene u obrazovanju važno je utvrditi društvena očekivanja utjecaja obrazovanja na društvo kao i na mlade. U predmodernim društvima glavni cilj odgoja i obrazovanja bio je uklapanje mlade populacije u društvo i prilagođavanje društvu. Dakle, kulturna reprodukcija samoga društva. Kao društva s niskim i sporim stupnjem promjena imala su i niske (skromne) zahtjeve za promjenama (reformiranjem obrazovanja). Moderno društvo, pogotovo ono na današnjem stupnju razvoja, proživljava brze promjene i zahtijeva obrazovanja koje će više ubrzati društvene promjene, poglavito one koje omogućavaju brži razvoj u društvu i društva u cjelini te osposobiti generacije za aktivnu ulogu u društvu. Ako društvo shvaćamo kao stalnu promjenu socijalnih odnosa i struktura, onda su i obrazovne promjene (reforme) permanentno društvena potreba. U prilogu se govori o nekim obilježjima i promjenama društva te utjecaju na obilježja obrazovanja, ali i na kulturne promjene. ; Education may not be analyzed without studying the social context; similarly, educational reform may not be examined without a better understanding of the context of social changes. Social context is defined as a set of social characteristics, such as: key social changes and the speed thereof; value systems within a society; impact of society as a system on education as one of its subsystems. The relationship between society and education is not a political one, even though it is often portrayed as such, especially when the emphasis is placed on the issue of educational reform. It is rather a socio-cultural problem, connected to the issues surrounding social development. Therefore, the goals of educational reform must be defined within the wider context of social goals. In order to conduct changes in education, it is important to define what the society expects from education. In premodern societies, the main goal of upbringing and education was to socialize young people into the wider society. In other words: social reproduction. Being of a low and slow level of change, they had a low-level demand for educational reforms as well. Modern societies, and especially highly developed contemporary ones, undergo fast changes and demand education that will accelerate social changes and enable a more rapid development within certain areas of the society, as well as the society as a whole. If society is understood as a place of constant change in social relations and structures, then educational changes (reforms) ought to be considered a permanent and crucial aspect thereof. We will further discuss several social characteristics and changes, as well as the impact of those changes on both education and culture.

Visoke i rastuće regionalne ekonomske nejednakosti u Hrvatskoj uz »parcijalnu decentralizaciju« sustava socijalne skrbi rezultirale su porastom socijalnih nejednakosti među hrvatskim građanima. Spomenuti procesi rezultirali su situacijom da se jedno od temeljnih načela socijalne države i socijalne politike kao što je načelo jednakosti sve više narušava. Navedeno ima za posljedicu da razina ostvarenja socijalnih prava građana u Hrvatskoj u sve većoj mjeri ovise o mjestu stanovanja i socioekonomskom statusu. Navedena tvrdnja je središnja hipoteza rada koja je eksplicirana analizom dostupnosti institucionalne skrbi za starije osobe po županijama u Hrvatskoj i lokalnih socijalnih programa izabrane četiri jedinice lokalne samouprave. Provedena analiza pokazala je značajnu razinu međužupanijskih nejednakosti u dostupnosti institucionalne skrbi za starije te isto tako analizom izdvajanja i strukture lokalnih socijalnih programa demonstrirala da je stupanj ostvarenja socijalnih prava građana Hrvatske u značajnoj mjeri neujednačen i ovisan o mjestu stanovanja i socioekonomskom statusu. Uzroci za navedenu situaciju nalaze se u neuspješnim politikama ujednačavanja regionalnog razvoja i parcijalno provedenoj decentralizaciji sustava socijalne skrbi. Zaključno poglavlje donosi određene preporuke za nositelje ekonomske i socijalne politike kojima bi se demonstrirane i rastuće socijalne nejednakosti hrvatskih građana potencijalno ublažile. ; High and increasing regional economic inequality with 'partial decentralization' of social welfare system in Croatia resulted in an increase of social inequality among Croatian citizens. The aforementioned processes resulted in a situation in which one of fundamental principles of social welfare and social policy, such as the principle of equality, is being seriously impaired. The result of that is that the realization of social rights of citizens in Croatia is increasingly dependent on the place of residence and socio-economic status. This claim is a central hypothesis of the paper which was demonstrated by analyzing the availability of institutional care for the elderly by county in Croatia and an analysis of local social programs of four selected units of local self-government. The analysis demonstrated a significant level of inter-county disparities in the availability of institutional care for the elderly and the analysis of local social programs has shown that the degree of realization of social rights of Croatian citizens is largely uneven and dependent on the place of residence and socio-economic status. The causes for that situation had come from the unsuccessful policies of harmonization of regional development and partial decentralization of the social welfare system. The final chapter provides specific recommendations for economic and social policy makers with potential positive effects which would decrease social inequality of Croatian citizens in the future.

Promjenom paradigme visokoga obrazovanja (VO) u globalnom kontekstu javna se sveučilišta sve više okreću razvoju internacionalnih aktivnosti. Internacionalizacija može predstavljati komparativnu prednost sveučilišta, koja razvijena kroz specifičnu inovativnu stratešku odrednicu (nišu), može postati osnova sveučilišne politike koja se provodi i implementira u različitim policy arenama. Što je sveučilište inovativnije u izboru i razvijanju ove specifične niše, ono ima veće razvojne mogućnosti te postaje kompetitivnije. Cilj je ovoga doktorskoga rada istražiti utjecaj globalizacije na internacionalizaciju javnih europskih sveučilišta. Pritom se u glavnoj tezi rada tvrdi da se promjenom paradigme visokoga obrazovanja u globalnom kontekstu javna sveučilišta sve više okreću razvoju internacionalnih aktivnosti (npr. Knight, 2008; Teichler, 2009; Kehm, 2003; Van der Wende, 2001) ali pritom odabiru različite specifične strategije (niše) internacionalizacije, dok se u postavljenoj hipotezi kaže da razlike između nacionalnih konteksta i načina na koji države upravljaju financijskom i ekonomskom krizom utječu na razlike u strategijama internacionalizacije pojedinih javnih europskih sveučilišta. Nacionalni kontekst pritom obuhvaća različitosti u tradiciji, kulturi i povijesnoj ulozi države u kojoj sveučilište djeluje, što sve utječe na razlike u nacionalnim strategijama internacionalizacije i strategijama koje u ovom području razvijaju javna sveučilišta. Budući da u literaturi ne postoji opće prihvaćena definicija globalizacije, internacionalizacije i europeizacije u području visokoga obrazovanja, niti suglasje o njihovom međusobnom odnosu te indikatorima koji ih determiniraju, provođenju komparativne analize triju studija slučaja u svrhu istraživanja utjecaja globalizacije na internacionalizaciju javnih europskih sveučilišta u ovom je doktorskom radu prethodilo empirijsko istraživanje putem delfi metode među stručnjacima širom svijeta. Minimalne definicije triju pojmova i indikatori globalizacije i internacionalizacije u području VO-a, dobiveni empirijskim istraživanjem provedenim putem delfi metode na temelju konsenzusa među ekspertima, poslužili su kao osnova komparativne analize triju studija slučaja (tri sveučilišta – Beč, Lausanne, Granada; u trima državama – Austrija, Švicarska, Španjolska), koja je provedena na temelju istraživačkog modela posebno osmišljenog za potrebe ovoga doktorskoga rada. Na temelju uvida dobivenih komparacijom triju studija slučaja u radu je utvrđen utjecaj globalizacije na internacionalizaciju javnih europskih sveučilišta, čime je potvrđena glavna teza ovoga doktorskoga rada. Također, analizom je utvrđeno i da su različiti nacionalni sustavi VO-a i specifične VO institucije na različit način odgovorili na promjene nastale djelovanjem faktora s globalne i međunarodne razine, koje se vezuju uz zadnji val globalizacije. Sukladno tome, moguće je reći i da su različitosti u prilagodbi ovim promjenama utjecale i na različitost sveučilišnih politika internacionalizacije te na različitost strateških dokumenata koje su u ovom području razvila tri analizirana sveučilišta. S obzirom na činjenicu da se nacionalni kontekst u hipotezi vezivao uz različitosti u tradiciji, kulturi i povijesnoj ulozi države, zbog čega je u analizi trebalo provjeriti je li moguće utvrditi poveznice između specifičnih strateških odrednica (niša) internacionalizacije u ovom području na Sveučilištu u Beču s tradicijom i politikom Austro-Ugarske Monarhije, na Sveučilištu u Lausanni s politikom neutralnosti, a na Sveučilištu u Granadi sa španjolskom kolonijalnom politikom prema Sjevernoj Africi, na temelju analize ovakva izravna poveznica u službenim dokumentima nije utvrđena. Ipak, kroz intervjue i boravak u trima sveučilišnim sredinama, utvrđeno je da je specifične strateške odrednice internacionalizacije moguće vezivati uz pojedine karakteristike koje se mogu smatrati povijesnim, kulturalnim i tradicijskim 'ostacima' ili tekovinama spomenutih koncepata, koji su danas, pretvoreni u nova, suvremena obilježja, ipak prisutni u samoj srži triju sveučilišta. Zaključno, kroz uvide dobivene komparativnim istraživanjem putem istraživačkog modela utvrđen je utjecaj financijske i ekonomske krize na sveučilišta u Španjolskoj, što je onda bilo moguće povezati i s provedbom sveučilišne politike u području internacionalizacije te aktivnostima i inicijativama Sveučilišta u Granadi u okviru strategije internacionalizacije, što se posebno očituje kroz izrazitu okrenutost programima za koje postoji osigurano financiranje na EU razini (npr. Erasmus+ program). Suprotno tome, uvidima nije utvrđeno postojanje utjecaja financijske i ekonomske krize na strategije internacionalizacije Sveučilišta u Beču i Sveučilišta u Lausanni te na njihovo djelovanje u ovom području. ; Although according to the opinion of many researchers universities have been among the most globalised institutions (Marginson and Considine, 2000: 8) historically, in last decades universities have had to adapt to many changes under the pressure of the last wave of globalisation (e.g. increased competitiveness, high importance of rankings, new forms of international activities, use of new communication technologies in teaching and learning, etc.). The processes that universities use to adapt to the pressure of globalisation tend to include: new strategic determinants and policies, new organisational and governance models in order to achieve greater competitiveness and better rankings results, the search for alternative and additional sources of financing due to the decrease in public funding allocation, the development of new concepts and activities with an international dimension, the establishment of new partnerships, the development of various models for international collaboration, etc. (for example, see publications by Frølich, Gornitzka, Kehm, Knight, Maassen, Neave, Stensaker, Teichler, Van der Wende, etc.). The aim of this PhD thesis is to explore the impact of globalisation on the internationalisation of European public universities. This primarily includes verifying the main thesis that by changing the paradigm of higher education (HE) in the global context, public universities are increasingly turning to the development of international activities (eg. Knight, 2008; Teichler, 2009; Kehm, 2003; Van der Wende, 2001), but they choose different internationalisation strategies. Internationalisation can be a comparative advantage of the university which, developed through specific innovative strategic orientation (niche), becomes the framework for the official university policy implemented in different political arenas and communicated to stakeholders at all levels. This niche can be based on tradition, culture and the historical role of the state in which the university operates. More the university becomes innovative in the selection and development of this niche, it gets better development opportunities and it can achieve greater global competitiveness. Therefore, this project is secondly oriented on verifying the hypothesis that differences between national contexts xi (tradition, culture and historical role of the state) and the ways in which countries manage the economic and financial crisis, affect the different selection of internationalisation strategies of European public universities. Since scientific understanding of internationalisation have changed over time, this term is today widely understood as a broad umbrella term that covers many dimensions, components, approaches and activities (de Wit and Hunter, 2015: 45). However, in the literature there is no specific answer what is exactly globalisation in HE, what are the pressures of globalisation in HE field, what do we mean by the internationalisation of universities and where and how does Europeanisation fit in. Literature has offered various definitions of these three terms and their mutual relations (for example, see publications by Altbach, de Wit, Knight, Marginson, Rhodes, Robertson, Scott, Stromquist, Sawir, Teichler, Van der Wende), and the researchers in the field of HE adopted various approaches to its operationalisation (see Knight, 2008; Teichler, 2004, 2009; Marginson i Van der Wende, 2007; de Wit, 2010, etc.) Although this PhD project is dealing with the impact of globalisation on the internationalisation of European public universities, a theoretical concept of Europeanisation is also included in the theoretical framework. The Bologna process, which highly promotes internationalisation policies and efforts, as well as other European initiatives in HE, some researchers consider to be linked with the Europeanisation in HE and therefore all three terms are analysed and discussed in this project. There are two gaps in literature that this PhD project addresses: the problem with the lack of generally accepted definitions of globalisation, internationalisation and Europeanisation and their mutual relations in HE, as well as their indicators; and the lack of projects which use analysis of the role of the context in HE field in order to explore differences between individual national (and subnational) policies. This PhD thesis had three main objectives: (1) to explore the impact of globalisation on the internationalisation of European public universities; (2) to analyse the factors that determine and redefine the characteristics of internationalisation of universities and factors that indicate the degree of policy change in strategies of HE institutions and national HE policies; (3) to explore the differences in national contexts and ways in which countries 'filter' globalisation pressures and the impact of financial and economic crisis, which affects the characteristics of national HE policies and university strategies in the field of internationalisation. In order to fulfil these goals, triangulation of literature review and empirical research was used. Therefore, in this PhD project, two empirical researches were conducted: a Delphi method research and a comparison of three case studies.

Istraživanja vezana za klimatsko-energetsku politiku u Republici Hrvatskoj najčešće su vezana za pojedine segmente klimatsko-energetskog planiranja te je vidljiv je nedostatak međusektorskog i integrativnog planiranja klimatsko-energetskog razvoja. U ovom radu opisan je metodološki pristup i procjena ključnih utjecaja koji su izrađeni prilikom izrade stručnih podloga za Strategiju niskougljičnog razvoja Republike Hrvatske do 2030. godine s pogledom na 2050. godinu. Rezultati su pokazali da će do 2030. godine biti potrebno ostvariti dodatna investicije u visini od oko 1,0 do 1,5% BDP-a Republike Hrvatske. Istovremeno će se ostvariti ušteda na uvozu energije, materijala te troškova za emisijske jedinice u ETS-u u visini od 65 do 75% vrijednosti dodatnih investicija, a pribrajanjem popratnih koristi u vidu pozitivnih utjecaja manjeg onečišćenja zraka te otvaranja novih radnih mjesta ukupne koristi niskougljičnog razvoja mogu nadići dodatne troškove. Ključni rezultati su se pokazali u skladu s onima dobivenim u Procjeni učinka Klimatsko-energetskog okvira do 2030. godine (European Commission, 2014). ; Climate-related energy policy research in the Republic of Croatia is most often linked to certain climate-energy planning segments, and there is a lack of cross-sectoral and integrative climate-energy development planning. This paper describes the methodological approach and the assessment of the key impacts that have been estimated in the preparation of technical basis for the Low Carbon Development Strategy of Republic of Croatia until 2030 with a view to 2050. The results showed that by 2030, additional investments would have to be made in the amount of about 1.0 to 1.5% of GDP of the Republic of Croatia. At the same time, savings will on the import of energy, materials and costs for emission units in the EU ETS will compensate around of 65 to 75% of the value of additional investments, and by adding the additional benefits in terms of positive impacts of lower air pollution and opening new jobs the total benefit of lowcarbon development can surpass the additional costs. Key results are in line with the Impact Assessment accompanying the 2030 Climate and Energy Framework (European Commission, 2014).
