In this 30th edition of the Yearbook on Poverty and Social Exclusion, we look back on 30 years of fighting poverty. How have the poverty figures evolved? We take a closer look at access to justice, education and housing. Next, we are looking for an answer to the question of what constitutes a structural poverty policy. Can the law be of any significance here? This year's theme section is dedicated to the coronapandemic and its link to poverty. Subsequently, a number of civil society organisations are given a chance to express their expertise and findings. In a final section, the Yearbook presents an overview of figures on poverty and social exclusion.

Two ambiguities in the theory of just institutions are explored. If the "fair value of political liberty" is given the weight Rawls claims it should be given, an egalitarian interpretation of justice as fairness emerges. In that case, the lexical ordering of the two principles of justice is impaired, & restrictions in the total system of liberties may be needed to maintain the fair value of political liberty. The difference principle is shown to have two interpretations: the familiar maximin rule & a principle of "compensating inequalities," which are derived from Rawl's contribution curve analysis. This is the principle Rawls uses in his theory of just institutions. However, it is the maximin rule that Rawls seeks to derive from the original position. This derivation is deficient, owing to Rawls's unconvincing argument for an "as-if" risk aversion of rational contractors. Given different "as-if" risk preferences, one can arrive at a utilitarian contract, within the framework of Rawls's original position. The relation between justice as fairness & Rawls's account of civil disobedience is analyzed. Rawls uses the lexical priority rules to decide when civil disobedience is justified, & excludes infractions of the difference principle. This exclusion, while possibly convincing in a strictly egalitarian interpretation of justice as fairness, cannot successfully be defended. Modified HA.

Discussed is policy formation by such authorities as the police, local & national government, bar associations, legal aid agencies, the judiciary, & prison authorities. Emphasized is the quasi-absence of reliable statistical information, good annual reports, & the necessary cooperation of the authorities in opening this area for social science research. Major decisions of the Belgian Dept of Justice over the past ten years are analyzed. HA.

Abstract
Visuals in qualitative social science research
The visual is omnipresent in daily life. Though research is still mainly verbal by nature, visual studies and visual methods have become part of academic social research. This contribution intends to introduce visual methods to students and researchers who are not familiar with the possibilities. First, the reasons why researchers work with visuals are described. Next, following , ) we distinguish between visuals as data, as part of the data collection method and as output of research. Just like in any other research, autonomy, non-maleficence, beneficence and justice are the guiding principles when making choices during the research process.
This essay takes its point of departure in images of the victims of the 2023 Turkish-Syrian earthquake. It examines their rhetoric, comparing them to those of Alan Kurdi, the Syrian toddler who washed ashore on a Turkish beach in 2015, and contrasting with the narrative techniques employed by two contemporary novels. It combines cultural critique with an inquiry into the role of art as an agent of change to imagine new ways of doing citizenship and promoting social change in times of crisis, in line with Rosemarie Buikema's mission to develop new and multilayered scenarios for change and transnational justice.

Beyond navel-gazing and narcissism.Ferrell's auto-ethnography as part of ethnography
Beyond navel-gazing and narcissism.Ferrell's auto-ethnography as part of ethnography
The labeling of auto-ethnography as navel-gazing does not do justice to the variety with which auto-ethnography is applied. A distinction should be made between emotional and analytical auto-ethnography. In the first form the central person of the researcher plays the central role, in the second auto-ethnography is applied to get a better understanding of the social world which is being studied. In this article the author discusses the second approach by using the work of Jeff Ferrell. Ferrell is a well-known cultural criminologist, who focuses critically on the cultural understanding of social life. By looking at how Ferrell applies auto-ethnography, insight is gained into the added value of this method for qualitative studies: (1) the integration of the personal experiences of researchers in texts in order to achieve a richer description of the social worlds they explore, (2) making explicit the role of the researcher in publications, and (3) developing new (more appealing) forms of representation.
In this essay I discuss Buikema's ideas about the specific function of literature in times of social upheaval and political violence. Buikema resists the current tendency to reduce engaged novels to their political views and statements about the world. To their author's intentions, basically. A literary analysis has to do justice to the ways in which political themes are represented, which largely escape authorial control. Close (inter)textual analysis can arrive at different experiences of a work of art. Buikema illustrated this conviction with an analysis of Coetzee's Disgrace. I continue her analysis and read Disgrace for its stunning literary representation of hegemonic masculinity and how a white macho man is transformed and healed. Women and blacks guide him in this process.
