Die Untersuchung setzt sich auseinander mit der Tatsache, dass die an sich mögliche und vom Gesetzgeber zum Zwecke der Resozialisierung in das StGB eingefügte Weisung : Ordnung der wirtschaftlichen Verhältnisse von den für die Strafaussetzung zur Bewährung zuständigen Strafrichtern in den letzten 3 ½ Jahrzehnten nur äußerst sporadisch erteilt wurde. Diese Weisung steht im Kontext der Strafrechtsreform in den 50er und 60er Jahre des 20. Jahrhunderts und hier vorzugsweise unter Beachtung des Rechtsinstituts Bewährung / Bewährungshilfe . Im Rahmen der Normen der Art. 20 und 28 GG sowie der Vorschriften des (Jugend-) Strafrechtes sollte u. a. auch die theoretische Vorarbeit geleistet werden. Es wurden die im Zusammenhang mit der wirtschaftlichen Sanierung stehenden Rechtsinstitute, wiebearbeitet. Als Grundlage der Schulden bedingten Resozialisierung wird u. a. § 56 c I, II Nr. 1 StGB gesehen. Warum diese gesetzlich eingeräumte Möglichkeit nur in so geringem Maße eingesetzt wird, ist so weit ersichtlich, bisher nicht bearbeitet worden. Aus verschiedensten Quellen und Untersuchungen wurde versucht, die Ursache herauszuarbeiten. Dazu wurde auch eine Fragebogenaktion durchgeführt. Alle dazu gefundenen Angaben gehen davon aus, dass die allgemein als notwendig angesehenen Sanierungsmaßnahmen sehr arbeitsintensiv sind und dass normalerweise die dafür erforderlichen Arbeitskapazitäten nicht vorhanden sind. Alle Aussagen gehen dahin, dass die für die Durchführung solcher Weisungen erforderlichen Mittel von der Politik nicht bereitgestellt werden und aus diesem Grunde die Spruchkörper Abstand nehmen, solche Weisungen zu verhängen. Alle zu diesem Thema erschienene Literatur, die vorzugsweise bis vor etwa zwei Jahrzehnten erschienen ist (in den letzten fünf Jahren sind nur soweit ersichtlich vier Monographien erschienen), lässt erkennen, dass der Einsatz der fraglichen Weisungen ein multidimensionales Problem darstellt. Aus der Thematik dieser Studie lassen sich bewährungsrelevante Bereiche der Probanden ableiten, wie: Die erfolgte Sozialisation, einschließlich schulischer und beruflicher Bildung, die körperlich seelische Verfassung, die wirtschaftlichen, arbeitsmäßigen und wohnungsmäßigen Verhältnisse sowie die sozialen Beziehungen (Partnerschaften) und Delinquenz, einschließlich deren Aufsicht und der sozialpädagogischen Betreuung. Der Weisungseinsatz ist von Richtern auf der kleinsten Einsatzquote festgelegt, so dass folgerichtig nur ein geringer Erfolg zu erwarten ist. Dieser Misserfolg überrascht daher wenig, eher schon die Tatsache, dass Führungsaufsichtsprobanden dabei nochmals unterrepräsentiert sind und dass die Bewährungserfolge aufgrund der einschlägigen Weisungen immer mehr absinken. In dem Zusammenhang fällt auf, dass das Verhältnis zwischen Probanden und Bewährungshelfer, obwohl ambivalent, sich doch als relativ stabil, vertrauensvoll und resistent gegen die Widerrufskriterien zeigt. Obwohl das Vertrauen der Probanden zum Bewährungshelfer Grenzen zeigt, stellt sich das Verhältnis unter Berücksichtigung der insgesamt extrem schwierigen Situation doch als günstig dar und die Probanden, die teilweise zu Beginn der Bewährungszeit über die Beiordnung eines Bewährungshelfers recht verärgert waren, dann doch erkannten, dass der Bewährungshelfer seinen Beitrag dazu leistete, sie vor einem Widerruf zu bewahren. Auch scheinen die Probanden ihre Autoritätskonflikte im Verhältnis zum Bewährungshelfer im Laufe der Zusammenarbeit abzubauen. Die in den vergangenen Jahrzehnten propagierten Thesen über den Einfluss der Schulden auf die Straffälligkeit haben sich nicht nachweisen lassen. Weder haben die bisher vorliegenden Studien ergeben, dass die Anhäufung von Schulden zwangsläufig zu (erneuten) Straftaten führen, noch ist das Gegenteil der Fall gewesen. Die vorliegenden empirischen Ergebnisse fremder und eigener Arbeiten verdeutlichen, dass die Nichtanwendung der Weisungen über die Regelung der wirtschaftlichen Verhältnisse durchaus kritisch zu betrachten sind und über ihren Ausbau einschließlich dem tatsächlichen Veränderungsbedarf zu diskutieren sein wird. Dieser Ausarbeitung war es angelegen, die Möglichkeiten der Praxis zum Schuldenabbau zu erörtern und eine Lanze dafür zu brechen, dass die Weisungsmöglichkeit in § 56 c I, II Nr. 1 StGB in Zukunft nicht weiterhin als Stiefkind der Strafrechtspflege behandelt und trotz angeblicher Prioritätseinräumung durch die Politik in Wirklichkeit vernachlässigt und bewusst ungenutzt in der Kodifizierung versteckt gehalten wird. In diesem Zusammenhang ist es bisher nicht gelungen, die Kriminalitätsprobleme von verurteilten Straftätern einzuschränken. Dabei kommt es nicht darauf an, ob die erkannte Ahndung mit oder ohne Freiheitsentzug erfolgt. Beide Reaktionen wirken offensichtlich kaum prophylaktisch und werden von der Strafrechtspflege deshalb auch bei der Bestrafung in der Regel schon mehrfach deviant auffällig gewordener Täter eingesetzt, wobei nach der Statistik in der großen Mehrheit der Verurteilungen eine Geldstrafe verhängt wird. Die Bewährungshilfe wird selten, abgesehen von Jugendlichen, Heranwachsenden und Jungerwachsenen, bei Ersttätern bzw. bestraften eingesetzt. Nach der Justizwirklichkeit erfolgt bei zu Geldstrafen Verurteilten keine über einen Minimalbereich der Sozialarbeit hinausgehende Betreuung. Dabei könnte die Verknüpfung von Freiheitsentzug und betreuender Aufsicht bei rechtzeitigem und personalmäßig ausreichendem Einsatz so manche kriminelle Karriere aushebeln und neue Delikte verhindern. ; The research deals with the fact that the Order for the purpose of rehabilitation and settlement integrated into the StGB and which is possible as such: Order of the economic relations was granted only very sporadically by the judges responsible for the suspension of sentence on probation within the last three and a half decades. This Order is to see in context of the reform of the penal code in the 50ies and 60ies of the 20th century and here preferably while respecting the legal institutes probation / probation service . Within the scope of the norms of the article 20 and 28 GG (German Basic Law) as well as in the regulations of the (Youth) Penal Code a theoretical pre-Work should be done among others. The legal institutes standing in connection with the economic renovation, such aswere worked on. Among others the § 56 c I, II No. 1 StGB is seen as a basis of the debts conditional rehabilitation. The reason why this legally granted possibility is applied only to that minor extent, as far as this is evident, has not been worked on up to now. The attempt was made from various sources and researches to find out the cause. For this purpose a questionnaire survey was carried out. All indications found emanate from the fact that the sanitation measures, in general assessed as required, are very work-intensive and normally the necessary processing capacities are not available. All statements indicate that necessary means for the realization of such Orders are not provided by the politics and for that reason the administrative bodies refrain from imposing such Orders. Any literature published regarding this issue, which was especially published until two decades ago (within the last five years as far as evident four monographs were published), lets recognize that application of the aforesaid Orders represent a multi-dimensional problem. From the themes of this study probation-relevant area of the probationers can be deduced, such as: the socialisation carried out, including school-related and professional education, the physical mental state, the economic, work-related and resident-related conditions as well as the relationships (partnerships) and the delinquency, including their monitoring and the social-pedagogic counselling. The application of the Orders has been determined to the lowest application quota by the judges, so that as a consequence only small successes can be anticipated. This failure therefore does not actually surprise, rather than the fact, that the leading surveying probationers are by the way again under-represented, and therefore the successes of probation continues to sink because of the relevant Orders. In this context it attracts attention that the ratio between the probationers and probation officer, though ambivalent, turns out to be relatively stable, trustful and resistant against criteria of revocation. Although the confidence of the probationers to the probation officer comes to its limits, the relationship is still favourable while considering under extremely difficult situation and the probationers who were quite annoyed by the appointment of a probation officer at their side at the beginning of the probation time, have then recognized, that the probation officer ma! de his contribution to avoid a revocation. Also it seems that the probationers reduce their clash with authority in their relationship to the probation officer in the course of the cooperation. The theses propagated in the past decades regarding the influence of debts on the liability to punishment could not be proved. Nor the studies presented up to date gave the result that the accumulation of debts necessarily leads to (new) offences, nor has the contrary been the case. The current empirical results of foreign and own studies make clear that the non-application of the Orders regarding the regulation of the economic conditions can be though considered critically and about their extension including the actual need for change has to be discussed. It was the goal of this study to discuss the possibilities in practice for a redemption of debts and to take up the cudgels for someone, that the possibility of Order in § 56 c I, II No. 1 StGB in future will no longer be treated as a stepchild of the penal judicature and despite of the alleged grant of priority it is in realty neglected by the politics and consciously hidden unused in the codification. It this context there has been no success to restrict the criminality problems of the convicted offenders. Here it is not important, whether the given punishment is carried out with or without imprisonment. Both reactions do obviously not have a prophylactic effect and are therefore it is applied by the administrative judicature also for the punishment of offenders normally who were noticed repeatedly deviant, whereas according to statistics the large majority of the judgments are punished with fines. The probation service is seldom applied, apart from juveniles, teenagers an! d young adults, for first offenders respectively for the persons already punished. According to the reality in justice there is no counselling of offenders sentenced to a fine which exceeds a minimum of social work. However, the combination of detention and counselling supervision with timely and sufficient staffed application could be taken off some criminal career and prevent new offences.

Planungen und Kunstwerke teilen sich den städtischen Raum: Die Beschäftigung der Kunst mit Beschaffenheit und Gestaltung öffentlicher Räume liefert einen eigenen Beitrag zur stadtplanerischen Auseinandersetzung mit spezifischen Qualitäten der Stadt. Künstler und Kunsttheoretiker in den vergangenen Jahrzehnten einen ausführlichen Diskurs zum ästhetischen Arbeiten in und mit öffentlichen Räumen geführt. Dieser Diskurs spiegelt sich aber nur zu einem geringen Teil in stadtplanerischen Überlegungen, obwohl verbindende Fragestellungen einen fruchtbaren Austausch vermuten lassen. Auch die ambivalente Beschaffenheit der Stadtplanung, die sowohl funktionale als auch ästhetische Kriterien zu verbinden sucht, bietet Ansatzpunkte für die Auseinandersetzung mit der "Kunst im öffentlichen Raum", die sich in ihrer Geschichte mit ähnlichen Fragen beschäftigen musste. Die Beschäftigung mit Kunstwerken bietet Anlass und Rahmen für die eigene stadtplanerische Auseinandersetzung mit dem ästhetischen Blick auf die Stadt. Die stete Veränderung und Erweiterung künstlerischer Strategien und Arbeitsweisen ist immer wieder eine neue Herausforderung für stadtplanerische Überlegungen. Für diesen Dialog liefern einzelne Positionen Beiträge und Hinweise, gleichzeitig schränkt der stark subjektive Charakter stadtplanerischer und künstlerischer Einzelpositionen die Aussagekraft von einzelnen Überlegungen ein. Ziel der Arbeit - geschrieben aus einem stadtplanerischen Blickwinkel und mit einem Fokus auf Deutschland seit den 50er Jahren - war daher, zu einer Herangehensweise zu kommen, die der stark durch den Einzelfall und den Blickwinkel der Beteiligten geprägten Umgang von Stadtplanern mit Kunstwerken in der Stadt gerecht wird und gleichzeitig fl exibel genug ist, um zukünftigen Themen Entfaltungsmöglichkeiten zu bieten. Die Arbeit verfolgt weder einen qualitativ bewertenden noch einen quantitativen Ansatz, sondern lehnt sich in ihrer Vorgehensweise an das theoriegenerierende Verfahren der Grounded Theory an. Diese Arbeit geht drei Fragekomplexen nach: 1. In welchem Verhältnis steht die Auseinandersetzung mit Kunstwerken zu angrenzenden Fragestellungen der Stadtplanung? Dabei stehen Fragen nach der unterschiedlichen Deutung öffentlicher Räume zwischen räumlicher Fassung und diskursiver Öffentlichkeit, nach der Entwicklung der Kunst im öffentlichen Raum und dem sich wandelnden Verhältnis von Kunstwerk und Stadtraum und nach dem stadtplanerischen Selbstverständnis und seiner Auswirkung auf den interdisziplinären Dialog im Vordergrund. 2. Welche Wünsche und Vorstellungen verbinden Stadtplaner mit Kunstwerken in der Stadt? Die Wünsche und Vorstellungen, die Stadtplaner an Kunstwerke in der Stadt richten, werden in hohem Maße von der jeweiligen Schwerpunktsetzung geprägt. Daher beleuchtet die Arbeit die Überlegungen zur Rolle von Kunstwerken in der Stadt aus dem Blickwinkel jeweils eines stadtplanerischen Handlungsfeldes (Stadtpolitik, Soziales, Stadtökonomie und Stadtkultur). Die fehlende Evaluierung der Erfüllung der an Kunstwerke gerichteten Wünsche und Erwartungen macht deutlich, dass die stadtplanerische Beschäftigung mit Kunstwerken in der Stadt weniger auf die systematische Entwicklung von Instrumenten zum Umgang mit Kunstwerken als auf eine gedankliche Öffnung und Ausdifferenzierung der eigenen Tätigkeit abzielt. 3. Welche Erkenntnisse ergeben sich aus der Untersuchung der stadtplanerischen Beschäftigung mit Kunstwerken in der Stadt für den interdisziplinären Austausch und für die stadtplanerische Tätigkeit? Die stadtplanerische Beschäftigung mit Kunstwerken in der Stadt kreisen um das Kunstwerk, seine Platzierung und die durch seine Gestaltung bewirkten Veränderungen in der Umgebung. Damit wird ein Gegenstand zum Mittelpunkt der Auseinandersetzung, der die Anforderungen des interdisziplinären Austausches an eine Vergleichbarkeit von Begriffl ichkeiten, Grundannahmen und Arbeitsergebnissen kaum erfüllen kann. Die Konzentration auf das Kunstwerk und seine Gestaltung erklärt auch, warum sich die Potentiale einer interdisziplinären Auseinandersetzung in der stadtplanerischen Beschäftigung mit Kunstwerken nur in begrenztem Maße verwirklichen. Zur Lösung dieses Dilemmas wird daher ein veränderte Blickwinkel auf die Situation des Kunstwerks in der Stadt vorgeschlagen: Lenkt man den Blick auf den Ort des Kunstwerks und seine Qualitäten ergibt sich ein Gegenstand für den interdisziplinären Austausch, der für beide Disziplinen von Interesse ist, über den beide Disziplinen kompetente Aussagen treffen können und der so einen tatsächlichen Austausch ermöglicht. ; There has been a wide-ranging discussion about aesthetic practice in public spaces among artists and art theorists in recent decades. Even though it stands to reason that the essential similarity in issues and questions of principle would offer the opportunity of a fertile exchange of thoughts and methods, the debate of urban planners about public spaces reflects this discourse and its contents only to a small degree. Urban planning and artistic projects share the same urban space. The intense preoccupation of artists with the constitution and design of public spaces offers a unique contribution to the debate about specific qualities of the city. The ambiguous character of urban planning as a discipline that attempts to combine functional and aesthetic criteria raises questions that are similarily discussed in connection with the history of Public Art. The preoccupation with artistic theories and strategies therefore offers an occasion and a framework for an examination of the aesthetic dimension of the city from the viewpoint of urban planners. The constant expansion of artistic strategies and concepts challenges the dialogue between both disciplines and allows for a discussion of ongoing developments. This dissertation - written from an urban planning viewpoint and with a focus on Germany since the 1950s - attempts to fuse significant ideas that outline an urban planning viewpoint on art in public spaces. The overall concern of urban planners with art in urban spaces is characterized by the strong influence of individual cases and highly subjective positions. This thesis tries both to do justice to this specific character of the debate and to create a foundation for the development of prospective problems. To reach this goal, this dissertation is neither using a qualitative nor a quantitative approach but follows the principles of "Grounded Theory" The dissertation explores concepts of urban planners and asks the following questions: 1. How is the preoccupation with artworks related to adjoining questions of urban planning? This question aims at differences in the interpretation of public spaces between a spatial definition and a discursive definition of the "public", on the historical development of Public Art and the changing relation between artwork and the surrounding urban space. It also focuses on changes in the self-conception of urban planners and its effects on an interdisciplinary dialogue. 2. Which ideas and desires are latched onto art in urban spaces by urban planners? The various expectations that are connected with the implementation of art in the city are strongly dependent on the professional focus of the urban planner. In this thesis, the expectations derived from four major workfields (urban politics, social issues, urban economy and urban culture) are collected and linked to artistic ideas. The survey of the various ideas and wishes and the obvious lack of a serious evaluation of these expectations reveals an underlying tendency to use artworks as an occasion for a reflection about aims and limitations in the planning practice. 3. Which conclusions can be drawn for an interdisciplinary exchange? The preoccupation of urban planners with art in urban contexts is focused on the piece of art, its location and the effects its appearance is expected to have on the surrounding urban space. This concentration on the artwork itself does not comply with the requirements concerning the comparability of object, methods and results of an interdisciplinary exchange. It also explains why the interdisciplinary exchange between artists and urban planners could realize so little of its inherent potentials. As a solution for this dilemma, this thesis proposes a change in the concentration away from the artwork itself to its location. Focusing on the geometrical as well as the discursive position ("Ort") of an artwork, the object of the interdisciplinary exchange shifts to a question of immediate interest for both disciplines and a topic for which both disciplines are equally competent.

The study takes an anthropological perspective on a globalized political environment – more particularly on the fields of global environmental governance and development cooperation and their interplay with national and local arenas and actors. I offer an anthropological account of the rise of the global environmental governance agenda, of the international arenas where it has been generating debates and joint decisions, and of their consequences for national politics and local resource management regimes in the Global South. Furthermore, this study contributes observations and findings on how ideas, discourses, and processes at different scales affect the emergence and change of local institutions. The connecting thread underlying my account is based on the way in which natural resource management concepts and models emerge on the international scene of water experts, policy-makers, and practitioners, and how the models travel between international, national, regional, and local scales, being translated and transformed during their travelling. Having applied the concept of travelling models previously elaborated by a group of anthropologists and other social scientists to my particular case, to the field work I did, and to the documents I collected, I draw some conclusions from my own experiment, following ethnographically a travelling model of community-based water management across scales and between locations. The main contribution of the study at hand is to devise and refine ways of grasping the dynamics behind discourses and blueprint-like models at different scales, conceptually and methodologically. My account serves to demonstrate the potential of the travelling models approach in ethnography and anthropological analysis, especially by focusing on the travelling of a particular model for local behaviour in situations of connectivity between actors from different spheres and scales, and in interactions of representatives of the state with civil society organizations and of both of these with local individuals and groups. This study meets the challenge of not only concentrating on the local consequences of global tendencies as others have done before, but also of applying the toolbox of anthropological methods to scenarios where 'the global' becomes tangible, and to the spaces of connectivity, movement, and friction in between the different scales. In so doing, the aim has been to also test the theoretical paradigm of 'travelling models' based on researchers from STS and ANT, and applied to other ethnographic contexts more recently by a group of mainly Germany-based anthropologists, and to identify some of the advantages and limitations it has to offer. I demonstrate by an exemplary case how such a standardized model for the management of rural water supply, prescribed by the state and introduced at the water points by a group of external actors, emerges from and is influenced by discourses and actors at the national and global level. For Namibia, a new set of standardized management institutions was introduced in a blueprint-like manner to groups of water users through a national reform programme and through various development interventions starting in the 1990s. My analysis focuses on institutions that regulate the management and supply of water in Namibia's rural areas, and more particularly in Kunene Region – and in similar ways in many other countries in the Global South. The historical perspective provided on prominent ideas and concepts in the water-management sector in the colonial past informs the account of present-day water management institutions and practice, because these historical concepts have shaped the emergence and travelling of the community based water management model in question. Key findings The establishment of the Namibian community-based water management (CBWM) model is shaped by global discourses which 1) conceive of water as a scarce resource per se; 2) have led to approaches of water governance following the idea of a 'hydraulic mission', augmenting water supply as part of a state-run 'environmental engineering' approach; 3) having realized that the hydraulic mission had failed to lead to increased sustainable water supply, have advocated ideas of participation, decentralization, and demand-orientation as guarantors of sustainability and equality, as well as of cost efficiency in the realm of water management. These ideas are actively propagated by NGOs and state actors in Namibia and elsewhere within the framework of community meetings, institutional blueprints, and training guidelines. The decentralization program's success is measured by the same actors implementing and monitoring the CBWM model, and they evaluate their achievements according to the extent to which the water-point user associations implement their own developed rules and water point constitutions. Pending further analysis I would state from the information gathered among established WPAs that the CBWM-related component did not quite lead to the outcomes that the Ministry would have called for. The major criteria, defined by the WPA model constitution, which the national water administration usually takes into account when assessing the functionality of a WPA, include regular WPC and WPA meetings, regular collection of user fees; financial and management-related reporting, and the adherence to management plans and budgets adopted upon establishment of the WPA. Many of these criteria were not met in most of the places I visited. At the same time, however, only a few of the WPAs visited reported any shortcomings in terms of accessibility of sufficient quantities of water. In a nutshell, water in these places seems to be managed in a generally reliable and satisfactory way for local users, even though WPAs do not comply with the official management rules introduced by the state. That is not to say that other important criteria, such as satisfactory water quality, or 'fairness' (in terms of the water fees postulated by the state's facilitators and by the user groups) are being met. The situation reveals the picture of a complex and costly administration and implementation process around a model for which it has not been established whether its guidelines suit the living conditions of the rural water users. While one of the underlying motivations of reforming the rural water supply sector starting in the 1990s was to mitigate the detrimental effects that a century of colonization and Apartheid rule had had on the society and the environment, questions such as for instance: 'Is there any distributional justice in regard to the access to water?', or 'Is water affordable for all?', are not currently priority matters of discussion in Namibia's water sector or politics. To some extent, this might have to do with the fact that the actors involved have significant vested interest in the decentralization program continuing as it is, such as retaining employment in the public administration, decentralized presence in the local communities, political influence, and voters' consent; yet it would be worthwhile to (re-)evaluate these and other aspects of the CBWM measures. In the meantime, the debate around the human right to water and sanitation is ongoing. Even five years after this right was officially declared by the UN in July 2010, its supporters still claim that generally not enough is being done, or not enough of the right things are being done, in order to enforce it worldwide. Another continuing debate is the longstanding confrontation and sometimes probably fruitful engagement of supporters of the idea that water as a public, common good should be managed publicly in order to ensure equitable access and sustainability, and proponents of the idea of water as an economic good and commodity, which ought to be managed based on commercial principles. The fifteen years of global action for the Millennium Development Goals (MDGs) between 2001 and 2015 included the target of halving the proportion of people without sustainable access to safe drinking water and basic sanitation which shaped many of the discourses this study sheds light on. The 193 UN member states who adopted the new set of Sustainable Development Goals (SDGs) following up on the MDGs in September 2015 have decided to include an independent water-related goal which aims to ensure availability and sustainable management of water and sanitation for all by 2030. I hope that some of the content discussed here may be of interest not only to scientists, but also to people working in and on the water-sector in other ways towards achieving this SDG.

The fanatic lacks the readiness for dialogue and compromises; instead, he (or she) is prepared to hate or to destroy what is contradictory to the value with which he identifies.To understand fanaticism, phenomena such as fundamentalism, the effect of unconscious religious needs and images, the handling of the shadow, the anger, the tendency to turn people into objects and the connection to use force, and the not reflected enactment of the myth of the dragon killer will be discussed.To change fanaticism into a more constructive behaviour - and the closeness to idealism gives some hope for a possible change -, it is meaningful to look for the hidden life-themes in fanaticism. Ceci lui permet de maintenir une image idéale de son propre soi. Il est bon, les autres sont mauvais, il est pur, les autres sont contaminés. La réalité ne compte plus et souvent, elle est même reniée.- Lorsqu'un individu ne peut pas exister et/ou s'épanouir, il réagit par un sentiment de colère plus ou moins prononcé. Il faut donc lutter et vaincre. Peut-on ne pas être d'accord avec cet éternel mythe de rédemption ? Oui, on le peut.Les thèmes existentiels escamotés par le fanatisme Pour faire du fanatisme un comportement constructif - que cela soit possible est démontré par sa proximité avec l'idéalisme -, il faut rechercher derrière les symptômes qui le caractérisent les thèmes existentiels qu'il a permis d'éluder et réveiller leurs énergies. II s'agit entre autres des dimensions suivantes:- l'aspiration à la passion et au sentiment d'être responsable de sa propre vie - l'aspiration à un sentiment de vitalité et donc le besoin de vivre des émotions, des relations avec d'autres, avec le monde mais aussi avec son propre corps - l'aspiration à des expériences spirituelles - l'amour de la différence - la confiance en la plénitude de l'existence - l'acceptation de la finitude. Die Corona-Pandemie wird den Schulbetrieb wahrscheinlich auch noch im Schuljahr 2020/2021 erheblich einschränken. Dabei stellen sich jenseits der Fragen zum Gesundheitsschutz zunehmend auch solche, die den Kern der Schule als Bildungsinstitution betreffen. Besondere Aufmerksamkeit muss dabei bildungsbenachteiligten Schüler*innen und solchen mit speziellen Förderbedarfen zu Teil werden, denn vieles spricht dafür, dass die Schere zwischen Kindern aus sozial privilegierten und benachteiligten Familien in Folge der Schulschließungen weiter aufgegangen ist. Diese Entwicklung wird sich im Zuge einer schrittweisen Öffnung der Schule fortsetzen, wenn nicht bewusst gegengesteuert wird. Notwendig ist deshalb eine breite bildungswissenschaftliche Diskussion über Ansätze und Maßnahmen, die zum Abbau der neu entstandenen und der schon bestehenden Bildungsungleichheiten beitragen. Im ersten Teil dieses Bandes werden Ergebnisse aus Erhebungen im Frühjahr 2020 vorgestellt, die Aufschluss darüber geben, wie Schüler*innen, Eltern und pädagogisches Personal die mit dem Fernunterricht verbundenen Herausforderungen erlebt haben. Die Beiträge des zweiten Teils widmen sich schulischen Problemfeldern. Unter besonderer Berücksichtigung der Ungleichheitsthematik fassen sie kurz den Forschungsstand zu rechtlichen, pädagogischen, didaktischen und anderen Fragen zusammen und leiten daraus Vorschläge ab, wie Schule, Unterricht und Lernen unter den voraussichtlich noch länger andauernden Einschränkungen und darüber hinaus gestaltet werden könnten. Das Beiheft richtet sich an eine bildungspolitisch interessierte Öffentlichkeit und insbesondere an diejenigen, die in der Bildungspolitik, der Bildungsadministration und natürlich in den Schulen Verantwortung für die Gestaltung des Unterrichts und für schulisches Lernen tragen.
