The article deals with the analysis of social justice as a universal value that determines the evaluation of social practices in all the spheres of social life. But the study of such an evaluation of society in the sphere of interethnic relations is faced with a number of theoretical problems. The authors show that when evaluating interethnic relations in accordance with the criterion of social justice, due to the ambiguous interpretation of their meaning, it is necessary to rely on an interdisciplinary approach. An important area of this analysis is the correlation of the theoretical understanding of ethnicity and the practice of state building in the context of the cultural diversity of the population. Two strategies for achieving social justice in the sphere of interethnic relations are shown: the building of the SU ethno-nations and the building of the RF nation with securing civil rights in the sphere of the implementation of ethno-cultural identity and providing conditions for the development of ethno-cultural diversity.
The article analyzes the idea of justice in Western political philosophy. Drawing on his earlier publications, the author traces the history of the concept of justice in the "great ideologies" (liberalism, conservatism, and Marxism), and also examines in detail the main approaches to the understanding of justice in modern political theory. The author's task is not only to analyze certain attitudes to the problem of justice, but also to find the most satisfactory conception. As such, the conception of "functional capabilities" proposed by contemporary researchers Amartya Sen and Martha Nussbaum is mentioned first of all. ; Статья посвящена анализу идеи справедливости в западной политической философии эпохи модерна. Автор, отталкиваясь от своих более ранних публикаций, прослеживает историю концепции справедливости в «великих идеологиях» (либерализм, консерватизм, марксизм), а также достаточно подробно рассматривает основные подходы к пониманию справедливости в современной политической теории. Задача автора — не только анализ тех или иных позиций в отношении проблемы справедливости, но и поиск наиболее удовлетворительной ее концепции. В качестве таковой названа прежде всего концепция «функциональных возможностей» современных исследователей Амартии Сена и Марты Нуссбаум.

Category of "social justice" becomes more popular nowadays, especially in labor law. We can state that social justice in labor law creates opportunities for the distribution of social benefits, produces the desire of members of society to be involved in the process of labor. And, finally, its implementation in labor relations is a guarantee of the highest level of their effectiveness, which implies unconditional compliance with safeguards and the realization of labor rights.It is mentioned that social justice cannot exist without its legislative consolidation and control over implementation by the state. The direct formulation of social justice as a goal is possible both at the consti- tutional level and at the level of labor legislation. In addition to national legislation, an important role in the development of the idea of social justice plays supranational legislation; in particular, the article analyzes the activities of the European Union and the International Labor Organization. The value of their activities lies not only in the fact that their normative documents operate with social justice as a prerequisite and purpose of their activity, but also through continuous monitoring and recommendations they provide to the states. Thus, within the framework of the European Union, a special social justice criterion (Social Justice Index) has been developed. That makes possible to evaluate and compare the level of social justice in the EU member states. Therefore, we propose to recognize and consolidate social justice as the underlying value, on which modern labor law is based.

The paper outlines some particular characteristics of the phenomenon of freedom as a necessary principle of social justice, determines essential features of freedom and the area of its functioning. The author stresses that all the modern directions in the analytic political philosophy, being based on the key ideas of Enlighteners, pay considerable attention to the formulation of the conditions of freedom and methods of its practical realization. ; В статтi окреслюється специфiка феномену свободи як необхiдного принципу соцiальної справедливостi, визначаються сутнiснi характеристики свободи, встановлюється сфера її функцiонування. Автор стверджує, що всi сучаснi напрямки аналiтичної полiтичної фiлософiї, багато в чому спираючись на соцiально-фiлософськi iдеї просвiтникiв, велику увагу придiляють формулюванню умов досягнення свободи та знаходженню методiв її практичного втiлення.
The article presents and solves the scientific problem of identifying the legal nature and content of social justice as an integral part of the principle of justice. The theoretical and normative basis of the study were scientific works of domestic and foreign scientists in the field of jurisprudence, philosophy, political science, sociology, history. They are devoted to the general problems of the essence of the principle of justice, its value and normative content, social and legal nature of the principle of justice, issues of legal certainty and stability of legal regulation, specific problems of implementation of the constitutional principle of justice. The problem of justice, namely social justice becomes especially relevant in the context of globalization. The practice of the Constitutional Court of Ukraine shows that the Constitution of Ukraine does not enshrine the principle of social justice in a direct form, but the entire legal system is based on the idea of justice. It is established that justice essentially reflects the realities of a society, the level of its cultural and legal maturity. It can manifest itself at different social levels, in different spatial and temporal dimensions. Thus, correlating the concepts of justice and law, justice can be considered as a legal standard with which the real socio-economic, political, financial, moral and ideological relations. Justice is not only a moral, philosophical category, but, first of all, a legal one. Justice is a legal phenomenon that relates to the very essence of law and is the distinguishing feature between law and the principles of law. In addition, it is a phenomenon of morality, because it is an idea that determines the moral principles of society. It should be noted that in some cases the application of the principle of justice is complicated, for example, when it conflicts with the principle of legality. Attention is drawn to the fact that in our state the principle of justice is not fully implemented. Social justice is the most important social value, a creative phenomenon that contributes to the reform of society on the basis of democ-racy and humanism. ; Стаття поставлена і вирішена наукова проблема виявлення юридичної природи та змісту соціальної справедливості як складова частина принципу справедливості. Теоретичну і нормативну основу дослі-дження склали научние праці вітчизняних і зарубіжних вчених в області юріспруденціі, філософії, політо-логії, соціології, історії. Вони присвячені загальним проблемам сутності принципу справедливості, його ціннісного і нормативного змісту, соціальної та юридичної природи принципа справедливості, питань правової визначеності та стабільності правового регулювання, специфічним проблемам реалізації консти-туційного принципу справедливості. Проблема справедливості, а саме соціальної справедливості набуває особливої актуальностіу контексті глобалізаційних процесів. Практика Конституційного Суду України свідчить, про те що у Конституції України принцип соціальної справедливості не закріплений у прямій формі, проте уся правова система ґрунтується на ідеї справедливості. Встановлено, що справедливість по суті відображає реалії того чи іншого суспільства, рівень його культурної та правової зрілості. Вона може проявлятися на різних громадських рівнях, в різних просторових і часових вимірах. Отже, співвід-носячи поняття справедливості та права, справедливість можна розглядати як правовий стандарт, з яким співвідносяться реальні соціально-економічні, політичні, фінансові, моральні та ідеологічні відносини. Справедливість – це не лише моральна, філософська категорія, а, насамперед, правова. Справедливість – це правове явище, що відноситься до самої сутності права та є відмежувальною ознакою між правом і принципами права. Крім того, є феноменом моралі, оскільки виступає ідеєю, яка визначає моральні засади суспільства. Слід зазначити, що в деяких випадках застосування принципу справедливості усклад-нюється, наприклад, тоді, коли він вступає в колізію з принципом законності. Звертається увагу на те, що в нашій державі принцип справедливості не реалізовується повною мірою. Соціальна справедливість є найважливішою соціальною цінністю, творчим феноменом, що сприяє реформуванню суспільства на засадах демократії та гуманізму.

The paper deals with the problem of social justice and a version of its resolving within modern analytic political philosophy. The author analyses utilitarian, liberal and communitarian approaches and claims that the mutual good hast to be considered a social ideal which is expressed by the triad of universal, public and private. ; Стаття присвячена проблемі соціальної справедливості та варіанту її вирішення в рамках сучасної аналітичної політичної філософії. Рассматриваются протестные акты самоубийств, поднимающие вопросы угнетения и влияния коллективных действий на достижение социальной справедливости. Чтобы продемонстрировать взаимосвязь между данными явлениями, анализируется несколько случаев протестных самоубийств (начиная с 1960-х гг.). Рассматривается два вида протестных суицидов: 1) публичный протестный суицид, совершаемый преимущественно в общественных местах и привлекающий внимание к жертве и угнетению, символом которого она является; 2) кумулятивный суицид, т. е. массовые индивидуальные самоубийства по конкретному поводу, вынуждающие общественность реагировать на проявление общего недовольства. Анализируется значимость культурных, социальных, экономических и политических факторов, определяющих предрасположенность к совершению подобного рода актов и формирование реакции общественности на данные действия. Указывается необходимость дальнейшего сравнительного анализа этих сложных взаимосвязей. = The papers focuses on protest suicides that hightlight oppression and influence collective action for social justice and change. A few cases and contexts of protest suicides from the 1960s onwards are used to demonstrate this intersectionality. I address two types of protest suicides: first, the protest public suicide that is predominantly enacted in the public space and draws attention to the suicide victim and the oppression that the suicide victim represents or is alleged to represent. Second, the cumulative suicide where individuals commit suicide privately but because of the sheer cumulative number of those who do so due to a shared grievance, society is obliged to take notice. I examine the cultural, social, economic and political underpinnings of a society in determining the propensity to commit such an act and also in shaping societies reaction. The papers concludes by indicating the need for further comparative research on these complex intersections.
The journal is introducing a new heading: "Politico-economic dialogues". Under it we plan to publish authorised versions of conversations between representatives of the journal and leading Russian and international scholars on topics that relate to fundamental questions of political economy and economic policy. We shall begin with discussions broadcast by the Komsomolskaya Pravda radio station on the program "Your Money", and hosted by this journal's chief editor A.V. Buzgalin. The discussions were conducted with three of our country's leading scholars, G.B. Kleyner, E.B. Lenchuk and D.E. Sorokin, and the topic was one that remains among the most timely in both its theoretical and practical respects. This topic was the role of the state in the economy.
The article considers the phenomenon of social justice, which helps to better understand the essence of each era and its social transformations. No political or ideological orientation can circumvent the notion of justice without defining one's point of view on this issue. The complexity of social relations in modern society has increased attention to the issue of justice. We are faced with the need, relying on the positive trends of the past, to discard the obsolete and take real steps towards the modernization of society. Therefore, it is necessary to provide it with forms that meet the modern objective interests of the people. That is why the problem of justice is especially relevant today. However, it must be borne in mind that the ideas and ideals of justice, like all others, are deeply historical. They organically combine what is temporary and inevitable, changeable and stable. Tracing the historical development of these ideas, we can not ignore their interpretation in the philosophical works of Socrates, Plato, Aristotle. For the first time in the history of public opinion, Socrates raised the question of a rational knowledge of the principle of justice, rather than the acceptance of some universal truth, sanctified by age-old traditions. This truth is the fruit of the intense work of the mind and heart. You need to get to it. It needs to be opened, and only a sage can afford it. Aristotle noted that all people have an idea of justice. However, everyone perceives it differently. Not everyone sees the measure of dignity and virtue in the same thing: the citizens of a democratic society see it in freedom, the oligarchs in wealth, the aristocrats in valor and glory, and so on. It follows that distributive justice cannot be universal, but depends on the social order and the prevailing system of social values. By asserting the connection between virtue and wisdom, glorifying the beauty of mind, consciousness, defending the idea of expediency, Socrates, Plato, Aristotle thus logically proved the essence and foundations of understanding justice. It can be argued that they laid the "cornerstone" in the foundation of the European tradition of philosophical and sociological elaboration of this vital problem. ; У статті розглянуто феномен соціальної справедливості, що допомагає глибше зрозуміти сутність кожної епохи й її соціальних перетворень. Жодне політичне та ідеологічне спрямування не може обійти поняття справедливості, щоб не визначити свою точку зору з даного питання. Складність соціальних відносин у сучасному суспільстві підвищила увагу до питання справедливості. Ми стоїмо перед необхідністю, опираючись на позитивні тенденції минулого, відкинути все застаріле і здійснити реальні кроки на шляху модернізації суспільства. Тому варто надати йому форм, що відповідають сучасним об'єктивним інтересам народу. Ось чому сьогодні особливо актуальною є проблема справедливості. Однак потрібно враховувати, що ідеї та ідеали справедливості, як і всі інші, глибоко історичні. У них органічно поєднане те, що минає і неминуче, мінливе і стійке. Простежуючи історичний розвиток цих ідей, не можна пройти повз їх трактування у філософській творчості Сократа, Платона, Аристотеля. Уперше в історії суспільної думки Сократ поставив питання про раціональне пізнання принципу справедливості, а не про прийняття на віру якоїсь загальної істини, освяченої віковими традиціями. Ця істина – плід інтенсивної роботи розуму і серця. До неї треба дістатися. Її потрібно відкрити, а це до снаги лише мудрецеві. Аристотель зазначав, що уявлення про справедливість мають усі люди. Однак усі сприймають її по-різному.Мірило гідності та чеснот не всі бачать в одному і тому ж: громадяни демократичного суспільства бачать йогоу свободі, олігархи – у багатстві, аристократи – у доблесті і славі тощо. Звідси випливає, що розподільна справедливість не може мати універсальний характер, а залежить від суспільного устрою і від панівної системи соціальних цінностей. Стверджуючи зв'язок між чеснотою і мудрістю, звеличуючи красу розуму, свідомості, захищаючи ідею доцільності, Сократ, Платон, Аристотель у такий спосіб логічно довели суть та основи розуміння справедливості. Можнастверджувати, що вони заклали «наріжні камені» у фундамент європейської традиції філософського та соціологічного розроблення цієї життєво важливої проблеми.
In this article the author reviews the essence of social justice within the framework of sociological discourse. The importance of the social justice is outlined since it stands out for determining reform activities and social policy of the state as a social superstructure. The author states four basic concepts of social justice (egalitarian, utilitarian, Rawls concept and the market concepts) and analyzes each of them in the context of their possible use in Ukraine. The main focus of the article is on the Social Justice index, as newly invented social indices, which has been developed in the European Union and is updated annually by institutions of EU. The comparative analysis of countries' rankings in terms of social justice for 2014 and 2015 uncover changes that are discusses in the paper. It is noted that with every year the gap between the successful Nordic countries and those countries of the southern EU part that are still in the post-crisis phase is increasing. However, at the same time, in most countries of the EU the social justice index stays on the acceptable and a high level over the past years, and this level does not have the tendency to a deterioration. The author also examines possibilities of applying the Social Justice Index, and indices that compile it, in Ukraine. Ukraine is also analyzed in frame of the Index of Human Development of the United Nations, as another example of social indexes. ; В статье определена сущность социальной справедливости в рамках социологического дискурса. Отмечается, что социальная справедливость выступает как определяющая детерминанта преобразовательной деятельности, а также социальной политики государства как общественной надстройки. Автором рассматриваются четыре основные концепции социальной справедливости (эгалитарная, утилитаристская, роулсианская и рыночная), которые также проанализированы в контексте их возможного применения в Украине. Исследовано значение социальных индексов. В частности, рассмотрен Индекс социальной справедливости, который был разработан в Европейском Союзе и ежегодно обновляется евроинституциями. Определены общие тенденции изменения уровня социальной справедливости в странах ЕС. В рамках статьи проанализированы и оценены возможности применения Индекса социальной справедливости и его подиндексов в Украине. Также Украина анализируется с точки зрения Индекса человеческого развития ООН, как социального индекса. ; У даній статті розглядається сутність соціальної справедливості в рамках соціолог ічного дискурсу. Зазначається, що соціальна справедливість виступає як визначальна детермінанта перетворювальної діяльності, а також соціальної політики держави. Автором розглядаються чотири основні концепції соціальної справедливост і (егалітарна, утилітарна, роулсіанська та ринкова) та кожна з них проаналі- зована в контексті їх можливого використання в Україні. Основна увага в статті сфокусована на індексі соціальної справедливості, як новітньому соціальному показнику, що був розроблений в Європейському Союзі та щорічно оновлюється інститутами ЄС. Зазначається, що з кожним роком збільшується розрив між успішними країнами Північної Європи та країнами південної частини ЄС, які до сих пір перебувають в посткризовій фазі. Проте, в той же час, протягом останніх років в більшості країн ЄС індекс соціальної справедливості залишається не прийнятним на високому рівні, та в цілому не має тенденції до погіршення. Автор також розгляда є можливості застосування Індексу соціальної справедливості та його підіндекс ів в Україні. Україна також аналізується в рамках Індексу людського розвитку ООН, в якості іншого прикладу соціальних індексів.
The article discusses the principles of social justice in time and space. The emphasis is on transforming the understanding of social justice in Russia's social policy. Currently, the principle of social justice is implemented by the state in programs for the preservation and development of human capital. The national project «Human Capital» is focused on improving the level and quality of life of citizens, the accessibility of material and social capital, creating opportunities for self-realization and disclosing the talent of each person, and developing a system of social elevators. The authors analyze the change in perception of social justice in Russia for a long time. It is noted that at the beginning of the Soviet period the concept of «social justice» was practically not used. The term «justice» appeared in the Great Soviet Encyclopedia only in 1953, which is currently one of the most popular in public policy. Combining the economy with politics, social policy determines the direction of the main political forces and trends in the Russian Federation. ; В статье рассматриваются принципы социальной справедливости во времени и пространстве. Акцент делается на трансформации понимания социальной справедливости в социальной политике России. В настоящее время принцип социальной справедливости реализуется государством в программах по сохранению и развитию человеческого капитала. Национальный проект «Человеческий капитал» сфокусирован на повышении уровня и качества жизни граждан, доступности материального и социального капитала, создании возможностей для самореализации и раскрытия таланта каждого человека, развитии системы социальных лифтов. Авторы проводят анализ изменения представления о социальной справедливости в России на протяжении длительного времени. Отмечается, что в начале советского периода понятие «социальная справедливость» практически не использовалось. Термин «справедливость» появился в Большой советской энциклопедии только в 1953 г., который в настоящее время является одним из самых востребованных в государственной политике. Соединяя экономику с политикой, социальная политика определяет направления основных политических сил и течений в Российской Федерации.
The subject of research is the concept of social justice in a non-democratic state (here, Belarus) implemented in different discursive practices and changing institutional context in the period of 2006-2010. The concept of social justice is considered to be one of the conceptual foundations of the welfare regime existing in the country. The novelty of the work is determined by the underdeveloped nature of the topic in the academic research of foreign as well as Belarusian authors. The objective is to research the main (governmental one and alternative ones) narratives of social justice in Belarus. The work is divided into six chapters. The first one examines theoretical approaches to the concept of social justice and analyses the concept of post-socialist condition (Fraser). The second chapter informs of the methods applied in the work. The third one is dedicated to the issues of the socio-economic context of Belarus in the period of 2006-2010. The fourth chapter examines the specifics of the political field of Belarus, its breakup into the governmental and oppositional parts. The fifth one analyses their statements comprising the social-justice narrative used as one of conceptual foundations of the welfare regime existing in the country. The sixth chapter investigates the oppositional narrative. One of the main conclusions of the research is that the concept of social justice in Belarus was determined by the authorities and had no alternatives comparable in importance.
