Social policy in a modern enterprise: main directions

This article examines the role of social policy in the process of enterprise man-agement and defi nes its main directions and forms. The purpose of the article is to explain the essence of social policy, designate its signifi cance in the organization, and determine its signifi-cance for the employees of the enterprise.

В статье анализируется влияние Октябрьской революции 1917 г. на направление и содержание социальной политики. Отмечается, что Октябрьская революция и последовавшие в России социальные перемены резко ускорили реформирование социальной политики в странах с развитой демократией. Делается вывод о том, что эволюционный (реформаторский) путь изменения социальной политики оказался гораздо более полным и устойчивым, чем революционный. ; The article analyzes the influence of the October revolution of 1917 to the direction and content of social policy. It is noted that the October revolution and the subsequent social changes have dramatically accelerated the reform of social policy in the countries with developed democracy. It is concluded that evolutionary (reformist) way to change social policy was much more complete and stable than revolutionary.

Social issues created by a network/digital transformation of society are coming to the forefront of political relations. Given such conditions, we are witnessing a large-scale renewal of social-professional structure, an escalation of social competition, an increase in social inequality, and a decline in the status of middle-class citizens. In the long run, the technological revolution might lead to a decrease in living standards for a significant part of the population of developed nations. Transformation of employment effectively undermines the current model for social policy, which has traditionally been built around creating new jobs and decreasing unemployment as the main objective of public administration. Since the turn of the century, the former balanced mechanism for developing social policy has been upset, and the equilibrium and stable social model is gradually deteriorating. The current model of a welfare state and social-political relations based on consolidated interests is at risk. All around the world modern advanced society relies on it and cannot adequately evolve without it. And one of the main objectives for a government would be making sure that social activity doesn't lag behind the occurring changes. However, the current social policy model in a number of countries, including Russia, does not fully correspond with the process of rearrangement, since, given the conditions of a network society, social policy's target groups tend to change. Forecasts of development within the social-labor realm are unfavorable for large groups of workers, who will have to deal with further polarization in terms of social standing and income, unless the government and society implement a set of effective measures. We are in need of alternative policy, based on coordinating the activities of the main participants of social-political relations. This will require a new political approach, aimed at providing a dynamic social balance, an increase in prosperity, and a decrease in poverty and inequality. Policy based on wider support, a broader resource base and increased opportunity for accomplishing relevant tasks seems to bear the most promise. Meanwhile the government needs to consolidate efforts, while performing an intermediary role in the respective system for making political decisions. Such a political network might result in increased social efficiency.
Conceptual Foundation of Social Policy: Dignity, Justice, Equality

Modern sociology places dignity and justice at the center of social debate. In estatebased societies only the aristocrats possessed the right to dignity and honor. The article analyzes these concepts as elements of the general structure of meaning underlying the institutions of modern societies. However, the progress of society conducive to their entry into the state of modernity the right to dignity kept extending towards an ever greater number of citizens. Dignity became an element of the policy of equality that tended to override the line of distinction charted by estates or other social subjects. In the early years of equalization policy, the struggle of dignity and equality assumed the form of recognition of the so-called natural rights of man, that constituted the essence of human condition. The idea of natural rights led to a debate and later to policy measures that resulted in the modern concept of citizenship. The latter asserted the right of every human being to dignity, equality before law and freedom to engage in productive, entrepreneurial activity without interference from other actors of political or economic life. The idea of equality, embedded in citizenship, came to be expressed in the policy of inclusion that overcame social prejudice and consequently in policies that extended political recognition to ever wider social groups. In the 20th century the egalitarian policy led to a wider scope of social rights that were regarded as a necessary condition of social justice and human independence. At present the principles of dignity and justice are implemented in social policy as acquired "capabilities" — a sum of life forces and means that allow citizens to uphold their citizenship regardless of the conditions in which they find themselves. Inclusion turns into the main vector of social policy, setting out to endow citizens with equal rights and resources that are necessary for their implementation.

Environment-human-social policy (experience of the European Union)
The handbook contains teaching materials for the courses developed by Nizhnevartovsk State University's teaching staff within the framework of Jean Monnet Modules implementation. The projects were supported in 2016. International scientific and educational activity is one of the most important indicators of higher educational institutions effective work in Russia. This article examines the pension policy, which is usually attributed to the direction of the state's social policy. Designed to improve the well-being of the population and ensure a high standard and quality of life. The state pension policy is the basic and one of the most important state guarantees for the stable development of society, since it directly affects the interests of the able-bodied and disabled population. The results of an online survey revealed that the most important condition for creating an effective system of social support for pensioners in the current reality is the improvement of pension policy, as well as the system of social services, the development of new social technologies to provide assistance to the population, in particular the elderly, and the formation of a network of specialized institutions. social services to the population, an increase in the volume and expansion of the list of social services provided by them.
State Social Policy at a Crossroads: from Paternalist Failure to Social Downfall in the Economy
This article is concerned with the problems of state social policy, pointing to the essence and challenges of modern social policy, to its role in economic relations, and to the periodic nature of the formation of its various types. The question of socio-economic inequality is analysed in the broad sense, from the point of view not only of the differentiation of incomes and wealth, but also of access to the social benefits that create and multiply human capital, of the place of the individual in the structure of society, and of connections with the crisis of the middle class. The article formulates a conception of the social failure of the state as the result of theoretical blunders, of errors by the state authorities in setting targets and determining how they are to be met, and of deformations in the field of politics and governance and in the social structure. The social failure is analysed in the context of reforms to the socioeconomic infrastructure (of education and science), and possible alternative solutions are indicated.

Artificial intelligence technologies are used in various spheres of human life. One of the promising areas of AI application is the sphere of public administration. Public authorities are introducing communication and information technologies to create new intelligent systems and develop new strategies to prevent risks in public administration. In December 2020, the President of the Russian Federation V. V. Putin signed a decree on the Strategy for the Development of Artificial Intelligence in the Russian Federation. This article presents the directions of the development of artificial intelligence in the Russian Federation, the forecast of trends and transformations in the spheres of public life due to the use of artificial intelligence.
Demografinis senėjimas ir ES socialinė politika pagyvenusiesiems ; Ageing and social policy for elder in EU
One of the most important changes in the development of population in European Union (EU) is demographic ageing - due to remarkable reductions in fertility levels and increasing life expectancy, the proportion of persons aged 60 and over is increasing very rapidly. The actual size of the elderly population in several EU countries already exceeds the projected estimations for 2010. These demographic challenges confirmed the importance of social affairs for its policy agenda. In combination with technological, structural and political change, Economic and Monetary Union (EMU) and the prospects for further enlargement of the Union to the East, socio-demographic trends had intensified pressures on welfare systems, raising questions about the feasibility and desirability of achieving a common social policy and about the future shape of the "European social model". The emphasis placed on workers' rights in the Community's and Union's treaties and charter signalled that European social policy was only indirectly concerned with categories of the population who did not gain entitlements to social protection as active members of labour force. The Treaty establishing the European Economic Community, later the Single European Act and the Treaty on European Union made no reference to older people. A statement on European policy for this potentially disadvantaged category of former or would be workers was, however, introduced into the Community Charter of the Fundamental Social Rights of Workers and a new article on non-discrimination in the Treaty of Amsterdam identified age among the areas where discrimination was to be eliminated. ; Spartus ES valstybių demografinis senėjimas XX–XXI amžių sandūroje bei šio proceso prognozės kelia didelį susirūpinimą socialinės politikos kūrėjams: kaip užtikrinti lygias galimybes visoms kartoms ir integruoti pagyvenusius žmones į visuomenę. Šiuo tikslu aptariami gyventojų amžiaus struktūros pokyčiai ir demografinio senėjimo veiksniai ES valstybėse, analizuojama socialinės politikos pagyvenusiesiems raida nuo Europos Bendrijos sukūrimo iki paskutiniosios Europos Sąjungos plėtros į Vidurio ir Rytų Europą bei išryškinamas jos vaidmuo integraciniuose procesuose.

Revenue policy features as an important direction of social policy ; Особенности доходной политики как важнейшего направления социальной политики
The main provisions, essence and content of the revenue policy as a key part of the social policy of the state have been considered in the article. The author rightly notes, that the income policy is aimed at solving such important tasks as helping vulnerable groups of the population by resorting to the use of the social security system and leveling the inflationary processes that affect the income and savings of citizens. Various models of social regulation have been adduced, including the "Scandinavian" or "Swedish" model, monetarist, paternalistic, and others. The study have used various general scientific research methods: observation method, the systemic-functional method, method of synthesis and analysis, method of scientific abstraction.The main directions of improving the implementation of the state social policy, which is presented as a voluminous, multi-faceted process that has a complex structure and intersects with many other areas of state activity, have been proposed. The conclusion has been formulated, that society does not exist by itself, so the social sphere is in constant interaction with other spheres, such as production of material goods, politics, culture and the environment. It has been noted, that social policy is recognized as effective when the entire social sphere is at a high level, and the society clearly shows a positive response to the actions of the state. Thus, the broader is such a policy, the greater is the completeness of the covered areas, both explicit (the fight against poverty, social protection, etc.) and implicit (relations between social groups, motivation in society, etc.), the more effective is the overall functioning of the state as a whole. ; В статье рассмотрены основные положения, сущность и содержание доходной политики как ключевой части социальной политики государства. Автор справедливо отмечает, что политика доходов нацелена на решение таких важных задач, как оказание помощи уязвимым группам населения прибегая к использованию системы социального обеспечения и нивелирования инфляционных процессов, оказывающих влияние на доходы и сбережения граждан. Приведены различные модели социального регулирования, в числе которых «скандинавская», или «шведская» модель, монетаристская, патерналистская и другие. В ходе исследования применялись различные общенаучные методы: наблюдения, системно-функциональный, синтеза и анализа, научной абстракции.Предложены основные направления совершенствования реализации государственной социальной политики, которая представляется как объемный, многоаспектный процесс, имеющий сложную структуру и пересекающийся с множеством других направлений деятельности государства. Сформулирован вывод, что общество не существует само по себе, социальная сфера находится в постоянном взаимодействии с другими сферами, такими как производство материальных благ, политика, культура и окружающая среда. Отмечено, что социальную политику признают эффективной тогда, когда вся социальная сфера находится на высоком уровне, а со стороны общества отчетливо виден положительный отклик действиям государства. Таким образом, чем шире такая политика, чем масштабнее полнота охватываемых направлений, как явных (борьба с бедностью, социальная защита и т. п.), так и неявных (отношения между социальными группами, мотивация в обществе и т. д.), тем результативнее функционирование государства в целом.

Socialinės politikos modeliavimas Europos integracijos procese ; Social policy modeling in the process of European integration
There are no social movements or political parties in Europe which would strive for united social policy model. Large historic, structural and financial differences between various countries are the main reasons for that. Negative results of referendums for adoption of European Constitution in France and the Netherlands, as other forms of resistance, are witnessing about aims of population to preserve continental corporative European model without changes or only with slight changes. The latter does not help European integration and harmonization of social tasks, although helps to survive for developed and well financed social security systems in Europe. European Union , as before, foresees social security as a subject for national competence and jurisdiction. Nevertheless, separate problems considering common EU labour market are solved jointly and positively. Social policy modeling in Western European countries has a history of several decades. It enables to define one or another European social security model and to conduct analysis of existing social situation and prognostic perspectives. English sociologist Richard Titmuss and danish sociologist Gosta Esping-Andersen have made the largest input into social policy modelling. They both have scientifically founded the liberal, corporative and socialdemocratic welfare models. If Titmuss in his work have made more qualitative analysis, Esping-Andersen have added substantial quantitative indicators of decommodification. The works of other researchers have shown the impact of this theory for other parts of societal life, especially - for labour market policies. Globalisation impact is decisive for one or another social policy model configuration. Mainly because of globalisation impact the ,,passive social policy", which was functioning until the 90-ies is replaced by ,,active social policy" which is posing final social reintegration aims. ; Europos integracijos procese natūraliai kyla bendro Europos socialinės politikos modelio pasirinkimo problema. Kai kurie administratoriai ir tyrėjai siūlo nuo "socialinės Europos" darbotvarkės klausimų pereiti prie konkretaus socialinės apsaugos modelio pasirinkimo. Kiti administratoriai ir mokslininkai atkakliai tvirtina, kad Europoje ir toliau išliks bent 4 svarbiausi socialinės apsaugos modeliai - Šiaurės, kontinentinėje, Pietų Europoje ir Britanijos salose, nes socialinei apsaugai ES ir toliau bus skiriamas antraeilis vaid-muo, ji ir toliau priklausys nacionalinei jurisdikcijai ir kompetencijai. Trečia tyrėjų grupė pabrėžia sociali-nių problemų aktualumą Europoje tik tuo atveju, jeigu socialinės apsaugos uždaviniai neprieštarauja ben-drai Europos Sąjungos darbo rinkos politikai. Šiame straipsnyje paliečiama Europos socialinė integracija, suderinamumo, konvergencijos ir bendros socialinės erdvės problema, nušviečiamos svarbiausios kliūtys didesnei socialinei Europos integracijai pasiekti, apibrėžiami iššūkiai socialinės politikos modeliams praeityje ir dabar, pateikiamos G. Esping-Anderseno ir kitų Vakarų mokslininkų pastabos apie gerovės modelius, numatomos Vakarų Europos ir Lietuvos socialinės apsaugos lyginamosios perspektyvos.
