Pensii pentru cerşetorii familişti: Aspecte ale asistenţei publice muntene în prima jumătate a secolului al XIX-lea

During the first half of the 19th century, social public care was organized along two directions: commitment of professional beggars, without a family, in specialized institutions, and home assistance of beggars with families (by a monthly pension and by an annual change of clothes). The article relies on archive documents, such as potential beneficiaries' help requests, administrative documents issued by the authorities, lists of help beneficiaries, inquiries, etc. It presents aspects related to the practical functioning of the social assistance: types of beneficiaries, pension distribution procedures, abuses and frauds. The legal limitations of the administrative rigidity of the pension system were strictly defined, even before the assessment of the real needs in society. This is the reason the efficiency of the pension system was lower than expected both by the authorities and the beneficiaries.

Percepții despre fiscalitatea din România
The paper presents the results of a sociological research carried out in Romania on a national sample of 1,104 subjects. The data was collected between 9-14 June 2022, and the research was funded by the Tax Pact. The paper presents data on Romanians' preferences for a stable tax code, for merging some taxes and simplifying tax legislation, for certain legislative measures and proposals for the economic recovery of the country, about the progressive tax and about the perception of fiscal administrations.
The beginnings of the welfare state along the Romanian path: a brief retrospective on the stages of re-conceptualization

The article takes issue with the deeply entrenched historical conception about the shaping of social policies in pre-communist Romania, which indicates socialist politics and socialist-enlisted worker trade-unionism as the only significant agents of change, also depicting the non-socialist political forces of the time as participating to the process by merely employing the strategy of stern resistance and piecemeal concessions. The alternative view offered stresses the pivotal roles performed in the context by the ideological trend of socially-minded liberalism, by the movements of professional representation with petty entrepreneurial and white-collar constituencies and by the corporatist design for the representation of professional interests. The successive stages of the inquiry leading to the formulation of such interpretative theses - and inaugurated as a research on the relation between fascist modernism and the corporatist vision of rapid economic growth under an authoritarian political cover in the local milieu - are disclosed all throughout.

The article investigates the political mechanisms specific to contemporary Romanian politics and political parties, as well as those social representations related to gender roles and the
definition of family that have contributed to maintaining a low level of women participation in
Romanian politics after 1989. In a first part, it sets the conceptual context through a review of the
main theoretical approaches for the political representation of women, with an emphasis on
gender studies' cognitive dimension. Second, it connects a quantitative evaluation of women's
presence in the Romanian post communist parliament with a qualitative analysis of public (i.e.
mass media) discourse of the rejected legislative proposal to introduce gender quotas in various
political and social processes. The author finds that, beyond the dynamics of political elites'
recruitment and the functioning of the political "game", the ideological options and social
representations that emphasize the differences between men and women, as well the central role
of family in building gender roles play an essential part in maintaining a low number of women
within the Parliament.

The article presents the way the first Associations and Foundations are set up in Romania, focusing on the tight circle of people dedicated to the domain and specialized on the road, staying forever in the NGO sector, moving from one organization to another or working for more than one at the same time. From lack of legislation to unclear regulations, NGOs struggle on their path with logistical issues which influenced their performance, public image, their projects and mostly their results. The author identifies the outcome as determined by the struggle to access grants, the NGO agenda versus financer's agenda, the absence of grants for a specific type of issues, the shortage of the professionalized staff, the challenge of working with volunteers, the compulsory annual reports and financial reports to the Government authorities.

The present study aims to investigate in terms of quantitative and qualitative perspectives the rural habitat in the county of Arad during the eighteenth century. The dynamics of settlements, their evolution over the century, changes occurred in the types of environments were conducted in conjunction with the policy of the new imperial authorities and in accordance with the populationist policy of the Habsburg Empire.
The rural habitat which predominated in the Arad County suffered changes of great importance not only just as a consequence of the official systematization policy, but also as a result of the constant demographical increase which occurred in the eighteenth century.
Dezvoltarea regională în Republica Moldova: Paradigma europeană şi particularităţile naţionale
The report is based on the study focused on particularities of regional development în the Republic of Moldovafrom the perspective of the European Union model of economic, social and territorial cohesion.The research defines regional development în terms of a new development paradigm,methodically cultivated în European states with the support of the European Unionand emphasizes establishment of this policy în the Republic of Moldova.Several findings and recommendations of the study are included în the NSRD Evaluation Report 2010-2012 and NSRD 2013-2015, în whose elaboration the author participated under the coordination of GIZ Moldova.Also, a range of general and sector recommendations are formulated, whose implementation would redefine regional development policy în the Republic of Moldova and boost territorial growth and development în an external periphery of the European Union.

The author examines the creation and functioning of the Romanian propaganda office at the General Commission of Romania for the New York World's Fair (1939-1940). He analyses two previously unpublished documents from the Archives of the Ministry of Foreign Affairs, relevant to the topic under scrutiny. The activity of the office was coordinated by the diplomat Andrei Popovici. His subordinates were the press attach. from the Romanian Legation in the USA, Horia Babeş, Paul Sterian, economic councillor, and Petre Neagoe, writer. The monthly budget was 750 $ (the rate of those years) for the daily expenses and salaries. The propaganda office started its activity in January 1939. It used to publish a bulletin, to help issuing stamps, to prepare propaganda posters, to publish and translate brochures. It also used to send presentations of Romania to journals, such as Cleveland News , Chicago Tribune, Detroit Free Press, New York World Telegram etc., and articles on Romania to newspapers (Annalist, Journal of Commerce etc.), or to occasional publications (Going to the Fair, a Preview, International Guide etc.). The images the propaganda office used to handle were reproducing usual elements of the domestic and foreign official discourse of Charles II: Romania was a totally new country, based on a new social contract ("the royal revolution"), that was looking persistently towards "tomorrow's world" (the slogan of the American fair); this future was build with Romanian resources and strengths, mobilized by "the king of young people and of the peasants".

PECULIARITIES OF STRATEGIC COMMUNICATION IN THE CONTEXT OF INFORMATION SPACE FROM THE REPUBLIC OF MOLDOVA In the Republic of Moldova, the notion of strategic communication, in the security field, has become more and more frequently attested in studies and scientific approaches, related to the systemic functioning of our country. However, now, we find that the Republic of Moldova does not have neither political, nor sociolinguistic or media full favorable conditions; thus, the good conditioning of a strategic communication does not exist yet. The all-encompassing normative framework, regarding the coordination of institutional communication, has no chance of success in such cases, because the strategic communication represents a situation conditioned by the political, informational, social, economic, cultural environment, etc. The political and sociolinguistic situation brings a lot of difficulties for institutional communication. The exercise of strategic communication functions, at national level, can be considered fruitful only through ensuring favorable conditions for state institutions, in order to support a strategic communication, which should concentrate the efforts to consolidate and orient the conditions on national interests and national policies. Drawing upon the first Romanian journal devoted to the broad promotion of hygiene and health education -The Sanitary and Hygiene Handbook- the article investigates the interaction between politics and medicine, politicians and doctors in modern Romania. Published uninterruptedly between 1899-1907 and considered "essential for the rural sanitary service", the journal shows the evolution and predicaments of the position of the medical profession: as public servants, the physicians were agents of the various territorial sanitary administrations; however, by virtue of their medical expertise and field experience, they were also harsh critics of local and central authorities, claiming a special status in both the design of health policies and their implementation on the ground. This dual and conflictive nature of the medical profession added to the increasing polarisation of the medical profession and of the sanitary staff as a result of the salient "proletarization" of its members in the rural areas, as opposed to the elitist character of the corporation in the capital, well represented among MPs. At the beginning of the 20th century, the debates hosted by the journal testify for the transformation of hygiene and medicine from a doctor-to-patient relation to a generally acknowledged policy sector.
