The Hrvatski Radisa society initially had the mission to place poor children with Croat artisans in order to become good artisans and merchants themselves. The World War I had tragic consequences for the Lika region, even though there was no war operations conducted there. A great number of children were left orphans, and the new Yugoslav administration followed national key in social policy. In order to help children in Lika, the Gospic chapter of Hrvatski Radisa was instituted in 1920, which endeavored to place children with good Croatian artisans in Zagreb. In spite of interferences of some Serbs, the chapter had a good success, primarily because the population wholeheartedly accepted the initiative. The chapter showed some initiative to better the economic situation in Lika, but the Yugoslav government tried everything that this initiative goes in a different direction. This was especially evident after 1922 when Gospic ceased to be a regional center. In the article there is being mentioned a lot of people from Gospic, Lovinac, and other places, who helped the work of Hrvatski Radisa. (SOI : CSP: S. 357)
EU's agrarian policy has always been - and remains - a complex issue of the Unions overall economic policy. Although agrarian policy was at first central for the Union and served as a cohesive and integrating factor, in time it became a bone of contention, a source of conflicts and feuding within the Union. Solving the problem of agrarian policy on the eye of the third millennium is one of the Union's priorities. The problems of agricultural subsidies in the Union, its eastern expansion and the demands of the WTO, are far from being easy tasks. Besides, agrarian policy is not solely an economic matter, but also a social (particularly rural), ecological, cultural, and political problem. The author analyzes the problems of the relationship between the peasants and the state authority in Croatia concerning the restrictive policy of compulsory selling of agricultural produce. In the first postwar years the compulsory selling was intended to provide food for the population in passive regions. Later, that was a way to provide raw materials for industry and supplies for the cities. The so-called class policy towards the country was systematically built in the policy of compulsory selling, which was one of the main causes of the peasants' unrests in 1949. Different forms of resistance to that policy had reflected the accumulated social and political discontent which resulted in demonstrations, destruction of individual property, setting fire to the state property, and physical and armed attacks onto representatives of the authorities. Taking into consideration all the benefits and pitfalls of its political, economic, military, and cultural legacies, the People's Republic of China has adopted a policy of reliance on rapid economic growth and improvement of the standard of living, conducive to political and social stability of Chinese society and state. This goal has been accomplished only temporarily and partially, while the final result primarily depends on the ability of the Chinese leadership to find the golden mean between the two opposites: the closed political system and the need to maintain an open economy. In its search for a place in today's world, the People's Republic of China is faced with the central choice of the equitable participation in global community: full acceptance of its mechanisms and principles (beginning with the United Nations) and international trade norms, the protection of human rights, armament control, environmental protection and so on. However, the Chinese see in this a threat of the erosion of Chinese independence and the possibility of choice and political independence of the Chinese state. (SOI : PM: S. 44)
The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general.
