Participació ciutadana i serveis socials municipals ; Public participation and municipal social services ; Participación ciudadana y servicios sociales municipales
The municipal social services must give precedence to or regain the main role of citizens in taking social decisions at a municipal level, by providing innovative mechanisms to express and coordinate, thus allowing for greater participation fromcitizens and social entities. The article analyses the contributions and opportunities for civic participation, and goes deeper into the democratisation of public policies in the municipal sphere. A systematic and reflexive assessment of the contexts, objectives, dimensions, opportunities and mechanisms aimed at incorporating civic participation into social services management. In addition, results and conclusions are presented from recent empirical research into participation in municipal social policies, comparing the reality and trends in studies and experiences, both nationally and internationally. ; Els Serveis Socials municipals ha de prioritzar/recuperar el protagonisme ciutadà en les decisions socials municipals mitjançant la innovació en l'articulació i coordinació de mecanismes que permetin una més gran participació dels ciutadans i de les entitats socials. L'article realitza una anàlisi de les contribucions i oportunitats de la participació ciutadana per aprofundir en la democratització de les polítiques públiques en l'àmbit municipal. Una avaluació sistemàtica i reflexiva dels contextos, objectius, dimensions, oportunitats i mecanismes orientats a incorporar la participació ciutadana en la gestió de serveis socials. Es presenten, a més, resultats i conclusions d'una recent investigació empírica sobre la participació en l'àmbit de les polítiques socials municipals, tot comparant realitats i tendències en estudis i experiències d'àmbit nacional i internacional. ; Los Servicios Sociales municipales deben primar/recuperar el protagonismo ciudadano en las decisiones sociales municipales mediante la innovación en la articulación y coordinación de mecanismos que permitan una mayor participación de los ciudadanos y de las entidades sociales. El artículo realiza un análisis de las contribuciones y oportunidades de la participación ciudadana para profundizar en la democratización de las políticas públicas en el ámbito municipal. Una evaluación sistemática y reflexiva de los contextos, objetivos, dimensiones, oportunidades y mecanismos orientados a incorporar la participación ciudadana en la gestión de servicios sociales. Se presentan, además, resultados y conclusiones de una reciente investigación empírica sobre la participación en el ámbito de las políticas sociales municipales, comparando realidades y tendencias en estudios y experiencias de ámbito nacional e internacional.

(Un)success of social reforms
Social reforms had an important position in the process of transition changes in Serbia in the previous decade. Their strategic framework and aims have been defined in the first years after the 'democratic changes' of 2000 and their realization followed by a series of problems. The transition from the 'socialist welfare state' to the concept of 'active social policy' has been in compliance with the accepted model of (liberal) reforms and changes in the institutional sphere. Analysis of effects and achievements have pointed to an inadeaqucy of the accepted model and deficiencies in the practice. From the point of view of the current situation and expected changes in the future, there is an obvious need for a comprehensive evaluation of cause of (un)success of social reforms. The reason for that lies in the elimination of insufficiencies and creation of a basis for the construction of a system in compliance with the national objectives, the European standards and global challenges.

Estudi dels punts clau de la política, la teoria, la pràctica, l'educació i la investigació sobre el treball social a Anglaterra i Gal·les. Hi ha un cert debat sobre els mètodes que s'usen i els grups de clients que contracten als treballadors socials. Els punts clau que influeixen en la política i la pràctica del treball social són la sensibilitat cultural i la pràctica antiopressiva, la personalització de serveis en relació amb el consumisme i la implicació d'usuaris en els serveis. Tanmateix, parlarem breument de les influències recents en la pràctica actual del treball social. No podem entendre en quin punt ens trobem ni valorar com hem de procedir sense abans comprendre com i d'on venim. ; This chapter examines key areas in social work policy, theory, practice, education and research in England and Wales. There is some discussion of the main methods used and the client groups with whom social workers engage. Key areas which currently influence social work policy and practice in England and Wales are cultural sensitivity and anti-oppressive practice; personalisation of services, linked to consumerism, and issues of service user involvement in services. Nevertheless, we will look briefly at recent influences on current social work practice. As some would have it, we cannot make sense of where we are, and how we might judge how to go, if we do understand where we came from, and how. ; Estudio de los puntos clave de la política, la teoría, la práctica, la educación y la investigación acerca del trabajo social en Inglaterra y Gales. Hay cierto debate sobre los métodos que se usan y los grupos de clientes que contratan a los trabajadores sociales. Los puntos clave que influyen actualmente en la política y la práctica del trabajo social son la sensibilidad cultural y la práctica antiopresiva, la personalización de servicios en relación con el consumismo y la implicación de usuarios en los servicios No obstante, hablaremos brevemente de las influencias recientes en la práctica actual del trabajo social. No podemos entender en qué punto nos encontramos ni valorar cómo debemos proceder sin antes comprender cómo y de dónde venimos.

La legislació en immigració a França en els darrers cinquanta anys palesa una política massa depenent de les diferents conjuntures econòmiques i, per tant, utilitarista. El control dels fluxos migratoris i la lluita contra la immigració clandestina són, tanmateix, un objectiu comú tant de governs de dretes com d'esquerres, amb una política de fons que presenta certes incoherències. Davant d'aquest escenari polític, quina és la tasca dels agents socials? Els treballadors socials que treballen en contextos culturalment heterogenis es troben sovint entre les normes jurídiques i les normes socials. Quins ponts han de bastir? Fins a on poden negociar? Aquest article esbossa algunes respostes a aquestes qüestions tot fent un repàs cronològic a la història de la immigració a França en els últims anys. ; Immigration legislation in France in the last fifty years reflects a policy that is over-dependent on changing economic circumstances and therefore utilitarian. The control of migratory flows and combating illegal immigration are, however, priority objectives for governments of both right and left, with an underlying policy that presents certain inconsistencies. Given this political scenario, what is the role of the social agents? Social workers working in culturally heterogeneous contexts often find themselves in the limbo between the letter of the law and social norms. What bridges should they build? How far can they negotiate? This paper sketches out some answers to these questions with a review of the timeline of the history of immigration in France in recent years. ; La legislación en inmigración en Francia en los últimos cincuenta años pone de manifiesto una política demasiado dependiente de las diferentes coyunturas económicas y, por lo tanto, utilitarista. El control de los flujos migratorios y la lucha contra la inmigración clandestina son, sin embargo, una objetivo común tanto en gobiernos de derechas como de izquierdas, con una política de fondo que presenta ciertas incoherencias. Ante este escenario político, ¿cuál es la labor de los agentes sociales? Los trabajadores sociales que trabajan en contextos culturalmente heterogéneos se encuentran a menudo entre las normas jurídicas y las normas sociales. ¿Qué puentes deben construir? ¿Hasta dónde pueden negociar? Este artículo esboza algunas respuestas a estas cuestiones repasando el eje cronológico de la historia de la inmigración en Francia en los últimos años.

Controversies of Serbian media policy
The media policy of a country is a part of its overall policy and depends on the totality of socio-historical circumstances, the level of cultural and economic development, as well as the possible social consensus on the necessity for acceptance and implementation of experiences and standards from the democratic world in this field. Unlike other areas for which local/state politics is defined, the media field has only recently become interesting from this point of view and, as it is often the case in transition countries, it is still not recognized as a clearly defined position of the ruling circles. This paper analyzes the process of major changes in the media system of Serbia after the democratic changes and government actions, which in the long run cannot be considered a precisely constituted media policy, but whose consequences have an impact on the state of the public sphere and of the media, and thus receive political significance. The most important indicator of the will of political circles is undoubtedly the regulatory level, which is why this paper deals particularly with the preparation, adoption, and practical implementation of media legislation enacted from 2000 onward. Considering the official Serbian aspirations to join the European Union, the issue of state media policy is also seen through the prism of European media policy.

REFORMS OF THE COMMUNITY AGRARIAN POLICY: MISCONCEPTION OR NEW AGRICULTURAL ARCHITECTURE?
The European Union is the most complex and by any aspect the most unique example of a regionaleconomic integration. Its origin, evolution and survival are based on a common legislative andinstitutional framework. The so-called common policies implemented in a number of economicand non-economic areas are particularly distinctive. Most of them are implemented on two levels:national and communal. The only common policy that is fully implemented at the European Unionlevel is the Community Agrarian Policy (CAP), whereas the agriculture has the highest expenditurein the communal budget. The function of CAP is primarily economic as its goals are strictly relatedto economic issues: price stability of agricultural products, productivity growth, higher wages forthe farmers, etc. The CAP strengthens the Union's social cohesion, which is of utmost importancein times of constant crises, BREXIT and other extreme instabilities. For this reason, the CAP hasbeen in the processes of continuous reforms (MacShary, Mansholt and those of recent times) fordecades, in order to increase its efficiency and justify enormous financial investments. The CAPresults depend on the achievement of preset objectives and the exchange of agricultural productsand food that the European Union generates globally. It has been demonstrated that the CAP is asignificant common policy, both in achieving economic goals and in the sphere of strengtheningcommunal cohesion.

Problem Venezuele u spoljnoj politici Sjedinjenih Država ; The Venezuela Problem in United States Foreign Policy
Autor se bavi odnosima Sjedinjenih Država i Venezuele zaključno sa aktuelnom predsedničkom krizom ne bi li odgovorio na pitanje kako i zašto je Venezuela postala problem za spoljnu politiku SAD koji zahteva pojačanu pažnju i radikalne mere. Analiza ovih odnosa u toku 20. veka pokazuje da su oni zasnovani na naftnoj međuzavisnosti dveju država. Kada je krajem veka višedecenijsko loše upravljanje naftnim bogatstvom u Venezueli izazvalo društvenu i ekonomsku krizu koja je dovela na vlast Huga Cháveza, spremnog da koristi prihode od nafte protiv interesa regionalne hegemonije SAD, ove su Venezuelu označile kao problem. Američki establišment je prema tom problemu nastupio oportunistički – naftna međuzavisnost je sprečavala da sukob eskalira sve dok aktuelna ekonomsko-politička kriza u Venezueli nakon Chávezove smrti nije dala Washingtonu priliku za konačni obračun sa režimom, po cenu privremenog prekida u trgovini naftom. Godinu i po dana od izbijanja predsednička kriza u Venezueli još nije razrešena, jer se čavistički režim održao, a SAD odustale od vojne intervencije, pa autor nastoji da ukaže na perspektive problema i mogućnosti njegovog prevazilaženja nakon što tekuća pandemija korona virusa bude obuzdana. ; The author deals with the United States and Venezuela relations up to the current presidential crisis, in order to answer how and why Venezuela became a problem for U.S. foreign policy which requires increased attention and radical measures. The analysis of these relations during the 20th century shows that they were based on oil interdependence of the two states. When a decades-long mismanagement of oil riches in Venezuela at the end of the century caused a social and economic crisis that brought to power Hugo Chávez, who was ready to use oil revenues against U.S. regional hegemonic interests, it marked Venezuela as a problem. American establishment treated the problem with opportunism – oil interdependence prevented the conflict from escalating until the current economic and political crisis in Venezuela after the death of Chávez gave Washington an opportunity for the final clash with the regime at the price of a temporary break in the oil trade. A year and a half after the presidential crisis in Venezuela erupted, it has not been resolved yet, for the chavista regime remained in place, while the U.S. gave up on military intervention. The author points to the perspectives of the problem and the possibilities of its overcoming once the current coronavirus pandemic gets contained.
