In this book [titled Home, welfare work and vulnerability] the authors take the reader on welfare workers' home visits to clients in need of support in their living. Welfare workers refer to professionals in health and social care who in the book are represented among others by social workers, social care workers and nurses. The main concepts of the book are home, welfare work and vulnerability and these are contemplated from different angles. Welfare work entails encountering people who are in vulnerable situations in the midst of their everyday lives. They may need support in coping with their mental health, with physical illnesses, with the challenges of achieving sobriety and recovery or perhaps with the difficulties accompanying old age. On the one hand their ability to act is limited and weak but on the other they have many kinds of strengths and resources.
The book addresses a significant turning point in welfare services and work at which the objective is defined as the right of every individual to their own home and making living at home feasible for as long as possible. In the last fifty years or so many societal factors have made possible the dismantling of institutions, the reduction of places and the shortening of stays in institutions, the further development of care in the community, the construction of small residential and care facilities and most recently the further development of services to be taken into people's homes. The last stage of this dismantling of institutions is referred to in the book as the "home turn". As a societal change the home turn is complex – and that is how it is approached in the book. When one's own home is the main place in which welfare policy and work are implemented, it is important to scrutinize more closely what actually occurs there and what special issues are connected to this given context.
The book offers a timely point of view on the development of welfare services and the grass-root level welfare work done in the homes. It draws on interaction research based on ethnomethodology and human geography. Research data consist of recordings of home visits, researcher's field diaries and interviews with clients and workers. The work includes both chapters providing conceptual and theoretical overviews and empirical research on the encounters between client and worker(s) on home visits. Welfare work accomplished in people's homes entails many tensions and ethical issues which are analysed in the book and made visible through the means of research.
Kuntoutusjärjestelmä on Suomessa rakentunut monitahoiseksi ja monen osajärjestelmän muodostamaksi kokonaisuudeksi. Oikeus kuntoutukseen määrittyy sen mukaan, minkä osajärjestelmän piiriin ihminen kuuluu. Tämä johtaa siihen, että yksilöille voi määrittyä erilainen oikeus kuntoutukseen riippuen siitä, minkä osajärjestelmän piirissä hän on. Myös eri sosioekonomiset ryhmät saavat erilaisia kuntoutusetuuksia. Aihe on erittäin ajankohtainen, koska viimeaikainen keskustelu työuran pidentämisestä nostaa areenalle myös kuntoutuksen yhtenä keinona pidentää työssä jaksamista. Sari Miettisen väitöskirja Muutoksen mahdollisuus Suomen kuntoutusjärjestelmässä tarkastelee Suomen kuntoutuspolitiikkaa kuntoutuksen institutionaalisen kokonaisuuden näkökulmasta. Tutkimuksessa tarkastellaan ensimmäistä kertaa kuntoutusjärjestelmää laajana institutionaalisena kokonaisuutena. Tarkoituksena on jäsentää kuntoutusjärjestelmän monimutkaisuutta ja sen muotoutumista sekä näiden kautta tehdä johtopäätöksiä järjestelmän muutoksen mahdollisuudesta. Tutkimuksen lähtökohtana on vuosikausia samanlaisina säilyneet epäkohdat järjestelmässä. Järjestelmän ongelmiksi on vuosikymmenten kuluessa katsottu esimerkiksi vastuunjaon epäselvyydet ja asiakkaiden putoaminen eri toimijoiden väliin. Näitä epäkohtia on pyritty korjaamaan erilaisilla uudistuksilla, joista tähän asti laajin on ollut vuonna 1991 voimaan astunut kuntoutuslainsäädännön uudistus. Uudistuksista huolimatta samat ongelmat ovat esiintyneet erilaisissa kuntoutusjärjestelmän kuvauksissa aina tähän päivän asti. Kokonaisuutta lähestytään analysoimalla valtionhallinnon asiakirjoja ja täydentäen aineistoa tarvittavilla avainhenkilöhaastatteluilla. Tutkimus osoittaa kuntoutusjärjestelmästä erilaisia sisäisiä keskusteluareenoja vuosikymmenien aikana sekä erityisiä valta-asetelmia eri osajärjestelmien kesken. Yhteinen puhe kokonaisuuden hallinnasta on puuttunut ja järjestelmän kokonaisuutta kehittäessä puhe on keskittynyt lähinnä neljään erilaiseen kehykseen. Käytännön tasolla asiakkaan oikeus kuntoutusetuuksiin näytti määrittyvän usealla erilaisella perusteella ja erilaisiksi eri väestöryhmien kesken. Oikeuden ovat myös määrittyneet monenlaisissa erilaisissa paikoissa, kuten yksilön kuntoutuksesta päättävien tahojen ja osajärjestelmien yksittäisten ohjeiden tasolla. Kuntoutusjärjestelmää tulisi tutkimuksen mukaan uudistaa kokonaisuus huomioiden. Usein uudistuksia on toteutettu osa kerrallaan, jolloin eri osien välisiin ongelmiin ei ole puututtu riittävässä määrin. Nykyisellään kuntoutusjärjestelmän osat toimivat erillisinä. Mikäli tätä halutaan muuttaa, pitäisi uudistuksia tehdä kokonaisuus huomioiden ja myös perustaa toimintaa selkeästi koordinoiva taho. Nykyiset keskustelut työuran pidentämisestä voisivat tarjota paikan kuntoutusjärjestelmän kokonaisuuden uudistamiseen, koska kuntoutus voi toimia välineenä saavuttaa näitä tavoitteita. ; Rehabilitation in Finland is part of many welfare systems and as an institutional entity it has many separate subsystems. It has been described as a fragmented and complex entity. Several problems have been attached to the Finnish rehabilitation system, such as unclear division of responsibilities between different subsystems. The rehabilitation system have undergone several coordination attempts especially since the 1990 s. A large legislative reform was launched in 1991. The purpose of the reform was to overcome the problems appearing in the system. The legislative reform was to be evaluated every four years and it was presented in the form of three government rehabilitation reports. Besides the major legislative reform in 1991, parts of the system have been reformed through single legislative reforms in the last three decades. However, despite many reforms in the rehabilitation reports and in other descriptions of the system the same problems have recurred. It seems that no extensive solutions have been found to the problems of the whole rehabilitation system, at least in the short-term. Macro-level studies of the rehabilitation system are needed in Finland. Studies are usually focused on the practical level and different methods of rehabilitation. Although some studies concern the whole rehabilitation system, the perspective is usually on certain sub-system or the entity is contemplated from the client s perspective. In this study the focus was on the institutional entity of rehabilitation in Finland called rehabilitation system. The concepts used were governance and historical institutionalism. The purpose was to analyse the complexity of the institutional entity of rehabilitation in Finland and its development and draw conclusions on the possibility of change in the rehabilitation system in Finland. The legislative reform in 1991 was used as a starting point because it has been the largest reform to develop the whole system in Finland so far. The complex system was analysed using several data. The data used were national rehabilitation policy documents and their background reports and statements, interviews with key authors, legislation and also literature and documents describing the history of the rehabilitation system in Finland. The data were analysed using data based and theory oriented content analysis, frame analysis and the basis of historical sociology. This dissertation consists of four publications which analysed the governance of the rehabilitation system from different perspectives. First, the focus was on the construction of governance in the complex system. The perspective was on the roles of different institutions in the rehabilitation system. According to the results different co-operation forums have promoted change in the system. However, at the same time different power constellations in rehabilitation agendas inside the system have inhibited change. Second, the system was studied through so-called basic modes of governance (hierarchy, network and market). The results showed that certain parts seemed to be emphasized in the reform talk. Common talk of governance was missing. In the third part the main focus was on the interpretations of problems and their policy solutions for the whole system in its reform agenda. The results showed four different frames which were used in discussions. In the frames the problems and policy solutions usually did not meet. In the fourth part the governance of citizens rights was studied. According to the results the rights to rehabilitation benefits are determined in different ways for different population groups and the right to benefits was decided in many places. The overall results of this study showed a deep division between the subsystems. Instead of single and small reforms a reform of the whole system requires attention of all parts of the system in the reform and perhaps a strong coordinating body. It seems that through single and small reforms it is difficult to overcome the problems of this complex system.
Tässä tutkielmassa tarkastellaan välitystiliasiakkaiden kuvauksia taloudellisen toimijuuden ilmenemisestä ja sen tukemisesta sosiaalityön keinoin välitystiliasiakkuuden aikana. Välitystilipalvelu on sosiaalityön väline, jolla ihmisiä pyritään tukemaan ja vastaamaan heidän taloudellisiin ongelmiinsa. Se on osa taloussosiaalityötä, jossa ihmisen toimeentuloa tutkitaan kokonaisvaltaisesti ja jonka tavoitteena on vahvistaa ihmisen taloudellista toimintakykyä. Välitystilipalvelu on sekä palvelun tuottajalle että asiakkaalle vapaaehtoinen palvelu. Välitystilin tarkoitus on olla lyhytaikainen ratkaisu asiakkaan talouden hallinnan ongelmiin ohjaten asiakasta itsenäiseen selviytymiseen. Tutkielmani teoreettinen viitekehys on Amartya Senin toimintamahdollisuuksien näkökulma. Tutkimus on teoriasidonnainen ja analyysimenetelmänä on abduktiivinen päättely. Aineistosta esiin nousseet taloudellisen toimijuuden kuvaukset on jaoteltu eri ulottuvuuksiin teemoittelun avulla. Aineiston keruu on tapahtunut yksilöhaastatteluilla. Haastattelupyyntö lähetettiin kaikille tutkittavan alueen välitystiliasiakkaille, joiden vastuulle jää yhteydenotto haastatteluajan sopimista varten. Näin varmistuttiin siitä, että haastatteluun tulevat henkilöt ovat vapaaehtoisia ja osallistuvat omasta halustaan. Analyysissa keskitytään etsimään haastateltavien sanoittamia kuvauksia taloudellisen toimijuuden ilmenemisestä ja sen tukemisesta sosiaalityön keinoin välitystiliasiakkuuden aikana. Toimijuus voidaan määritellä monella tavalla, joista tässä työssä hyödynnetään Amartya Senin, Talcott Parsonsin, Anthony Giddensin ja Albert Banduran määritelmiä toimijuudesta. Tutkimuksen tuloksina aineistosta esiin nousevat taloudellisen toimijuuden kuvaukset on jaoteltu taloudellisen toimijuuden ilmenemisen ja taloudellisen toimijuuden tukemisen ulottuvuuksiin. Taloudellinen toimijuus ilmenee asiakkaiden puheessa valinnanvapauden toteuttamisena ja oma-aloitteisuutena. Taloudelliseen toimijuuteen liittyviä haasteita ovat köyhyys ja velkaantuminen sekä vetäytyvä taloudellinen toimijuus. Taloudellista toimijuutta voidaan aineiston perusteella tukea laatimalla asiakkaalle asiakassuunnitelma sekä työskentelemällä asiakkaan kanssa tavoitteellisesti ja säännöllisesti. Johtopäätöksenä esitän, että välitystiliasiakkaiden hyvinvointi syntyy heidän tekemistään valinnoista ja yhteiskunnan rakenteista. He elävät taloudellisessa niukkuudessa, mutta se ei automaattisesti vähennä hyvinvointia. Tulot ja varallisuus toki parantavat ihmisen taloudellista toimintakykyä, mutta ne eivät yksinään riitä takaamaan hyvinvointia. Välitystilitutkimusta ei juurikaan ole tehty, ja sitä olisi hyvä jatkossa tutkia esimerkiksi vaikuttavuuden arvioinnin näkökulmasta. Hyödyllistä olisi myös välitystilipalvelun alueellisen tai valtakunnallisen toimintamallin rakentaminen. ; This study focuses on searching descriptions of the appearance of financial agency and supporting it with the help of social work within mediation account service. The mediation account can be used to assist people in financial distress and address their financial problems. Mediation account service is part of financial social work, which studies a person's income comprehensively and aims at enhancing a person's financial capability. Mediation account is a voluntary service for both the service provider and the customer. It is meant to be a short-term solution to address the customer's financial problems guiding them towards independent survival. The theoretical approach to this study is Amartya Sen's capability approach. My study is theory-connected and the analysis method is abductive deduction. The descriptions of financial agency rising from the research material have been divided into different dimensions with the help of thematization. The research material was gathered via individual interviews. The request to participate was sent to all the mediation account customers in the research area. They were then responsible for contacting me and setting up a date for the interview. This guaranteed that the people participating in this study did so voluntarily and of their own accord. This study focuses on searching descriptions of the appearance and supporting financial agency with the help of social work in the research material. Agency can be defined in many ways. In this study, the definition of agency is based on the definitions of Amartya Sen, Talcott Parsons, Anthony Giddens and Albert Bandura. The descriptions of financial agency rising from the research data will be divided into the dimensions of appearance of financial agency and supporting financial agency. The financial agency appears in customers' speech as executing freedom of choice and initiative-ness. Challenges of financial agency are poverty and indebtedness as well as passive financial agency. Customers' financial agency can be supported with the help of client planning and goal-oriented and regular work with the customer. As a conclusion I state that the well-being of the mediation account customers is formed by the choices they make as well as societal structures. They live in financial austerity, but it does not auto-matically diminish their well-being. Income and wealth improve the financial capability of a person but as such are not enough to guarantee a person's well-being. Mediation account studies are scarce. In the future, it could be studied for example from the aspect of estimating the effectiveness of mediation account service. It could also be useful to create a regional or nationwide mediation account procedure.
Finnish psychiatric practice has been heavily based on institutionalization, and mental hospitals have played important cultural and historical roles in Finland. Our multidisciplinary research focuses on the bodily, spatial, affective, and multisensory aspects of the memories of patients, relatives, staff, and their children. The memories were collected and archived in the Finnish Literature Society in 2014–2015. These 92 written pieces cover the period from the 1930s to the 2010s. They reflect significant changes in Finnish psychiatry and provide crucial insights into the various meanings of mental hospitals in people's lives, and the social and cultural forces that shape attitudes to and ideas about mental health problems, psychiatric care, and service users today. Drawing on our backgrounds in history, artistic research, and visual, cultural and literary studies, we provide new ways of reading and interpreting the memories and experiences in psychiatry. The study discusses memory, mental hospitals as lived spaces, the history of Finnish psychiatry and the relation between the memories of the different groups of writers. The chapters approach memories from the perspectives of affects and atmospheres, violence and abuse, everyday life at the hospital in the 1930s, feelings of fear and safety in the memories of the children of the staff, and the historically and culturally contingent tensions between hospitals and homes.
Participatory approaches and co-research are increasingly employed in the current moment for exploring barriers to equality. Co-research treats research participants as experts in their own lives and as equal research partners. Research conducted with this orientation is based on research problems drafted by the research participants themselves from their aspirations regarding the research process and an active partnership that considers the interests of all parties involved. Participatory methods are used in co-research, particularly for the purpose of deepening the contextualisation of research knowledge about structurally vulnerable or subordinated groups and to challenge the power positions associated with traditional research designs. In co-research, the role of the people involved in the research is more central than in more traditional research. One of the key principles of co-research is that co-investigators (a) can participate in various roles, (b) have the opportunity to participate in different phases of the research according to their own interests and resources, and (c) co-investigators' participation can take many forms, including differences in intensity. The idea is to provide more people with opportunities to contribute to the knowledge production about themselves and their communities from their respective perspectives and interests. Co-research is also seen as an opportunity to improve the relevance and usefulness of scientific knowledge. It aims to genuinely increase interaction and openness and extend science's societal responsibility. In this book, we approach co-research as a means to promote social justice, as an action with a societal impact contributor to social impact and as a means to promote the societal responsibility of science. We discuss and evaluate the ideals of the co-research process concerning the everyday challenges and practices in research. Above all, we offer the knowledge and experience generated by our own projects to support those planning or already implementing co-research projects.
Food justice denotes both a social movement and an academic discourse of theorizing what constitutes a fair food system where the benefits and harms of food production and consumption are distributed equally and where every human being has a right to food. In the general discourse of food justice, a just food system is also assumed to promote the sustainability of food systems. In this article, I point out the problems of this assumption by revealing the tensions between the social and environmental aspects of justice in food systems. They relate largely to the fact that local food is not synonymous for environmentally sustainable and low-carbon food, yet the food justice discourse has assumed that re-localization of food systems guarantees its environmental soundness. Another, related tension concerns the democratization of the food system that may aggravate the environmental burdens of the food system in certain conditions when not paired with education and scientific knowledge. I illustrate how the conflicts between various claims for justice emerge, how they could be avoided, and I also discuss how the society could foster the emergence of food citizenship that would promote justice and sustainability in food systems. Ruokaoikeudenmukaisuuden diskurssissa on vallinnut oletus, että ruokajärjestelmän oikeudenmukaisuus kulkee käsi kädessä järjestelmän kestävyyden kanssa. Tässä artikkelissa tarkastelen ruokaoikeudenmukaisuuden suhdetta ruokajärjestelmän ekologiseen kestävyyteen ja osoitan suhteen olevan jännitteinen tavoilla, jotka ovat toistaiseksi jääneet lähes huomiotta. Erityisesti tarkastelen lähiruoan ekologista kestävyyttä, joka on otettu usein annettuna oikeudenmukaisuuden diskursseissa: artikkelissa osoitan tämän oletuksen ongelmallisuuden. Toinen samankaltainen jännite liittyy ruokademokratian lisäämiseen, joka ei välttämättä paranna ruokajärjestelmän kestävyyttä vaan saattaa joissain tapauksissa jopa hidastaa ruokajärjestelmän kestävyystransitiota. Lopussa pohdin, miten artikkelissa tunnistettujen jännitteiden kanssa voidaan tulla toimeen ja miten ruokademokratiaa voitaisiin lisätä tavalla, joka tukee sekä oikeudenmukaisuutta että ekologisesti kestävän ruokajärjestelmän rakentamista. Hallinnon uudistaminen liian yksiäänistä ja kaavamaista Jenni Airaksisen väitöskirja Hankala hallintouudistus kohdistuu suomalaisen kunnallishallinnon uudistamiseen. Tutkimus osoittaa, että kaavamaisuuteen ja liialliseen konsensukseen perustuva uudistaminen voi pahimmillaan johtaa toiminnan taantumiseen tai jopa estää muutoksia. Poliittis-hallinnollisella eliitillä on pyrkimys ylläpitää sisäistä kiinteyttään ja tämä estää erilaisten näkökulmien esiintulon uudistamiskeskustelussa. Tämä puolestaan johtaa yksiääniseen uudistamiseen ja liialliseen konsensukseen. Tutkimuksen perusteella uudistuksissa mukana olevilla ihmisillä oli hyvin erilaisia käsityksiä uudistuksen tavoitteesta ja tehtävästä. Nämä käsitykset olivat keskenään osin voimakkaassakin ristiriidassa. Hallintouudistus tulkittiin kuntien haasteiden kannalta oikeanlaisena ja tarpeellisena toimintana, mutta samaan aikaan sen pelättiin johtavan kuntien päätösvallan ja itsenäisyyden menettämiseen. Ristiriitaiset käsitykset eivät kuitenkaan nousseet keskusteluun vaan uudistuksen läpikäyväksi teemaksi nousi konfliktien välttäminen ja konsensuksen tavoittelu, mikä käytännössä johti siihen, että uudistuksen tavoitteet jäivät saavuttamatta. Vaikeiden asioiden välttely johti siihen, että käytännön uudistaminen osoittautui liian hankalaksi. Yksiäänisyyteen pyrkivän ja kaavamaisen uudistamisen mahdollisuudet saada aikaan muutoksia ovat hyvin rajalliset. Rajallisuus korostuu entisestään, mikäli päätöksenteossa pyritään erilaisten mielipiteiden peittämiseen ja uudistusta eteenpäin vievien eliittiryhmien kiinteyden ylläpitämiseen. Hallinnon uudistamisessa tarvitaan uusia ja luovia tapoja ratkaista ongelmia. Uudet ratkaisut voivat kuitenkin syntyä vain, jos uudistamisessa kyetään luopumaan yhden yhteisen päämäärän ja sen tavoittelun ihanteesta ja hyväksytään uudistamiseen liittyvä moniäänisyys. Hallinnon uudistamista tulisi tutkimuksen mukaan tarkastella prosessina, jossa erilaisten tulkintojen ja preferenssien kamppailu on normaalia toimintaa. Tällainen lähestymistapa voidaan suomalaisessa kompromissi- ja konsensushakuisessa kulttuurissa kokea vaikeaksi, mutta mikäli hallinnon uudistamisessa toimivat ryhmät jättävät vaikeat asiat pois agendaltaan konsensustavoitteen nimissä, päädytään hallinnon uudistamisessa helposti hankalaan hallinnon uudistamiseen. HANKALA HALLINNON UUDISTAMINEN näkyy pienten askeleiden kautta tapahtuvina, kompromissiratkaisuista kehittyneinä, pirstaleisina hallinnon uudistamisen osahankkeina, joiden kautta voidaan muutosten toteuttamisen sijaan ylläpitää olemassaolevia rakenteita ja vältellä muutosta. ; Troublesome Nature of Administrative Reform The topic of my research is an administrative reform which is studied as a dynamic and contextualised phenomenon. The aim was to understand the nature and the essence of an administrative reform in the context of local government in Finland. The Regional Support Project (Seutukuntien tuki -hanke) was chosen as an empirical example of a reform in this study. The project was launched by the national government in 2000 as a response to the transition process of local governance of Finland. In this context the municipalities were trying to solve the contradiction of their diminishing resources and increasing demands by increasing voluntary cooperation in service provision and regional development. The aim of the project was to promote inter-municipal cooperation by means of state support and permissive legislation. The empirical data is qualitative and the method of analysis is based on grounded theory. The purpose of the method is to produce a practical theory derived from the experiences of those people who have lived through the administrative reform. The process of analysis was to define emerging concepts and make continuous comparisons to the empirical data and to other conceptual innovations. By linking the discovered concepts to each other, the patterns of social behavior and meaning of action were generated. The empirical data of the study was collected during 2000 2005. The primary data consists of 154 interviews and approximately 60 pages of observation material. The data was collected in the national level steering group of the reform and in all of the eight districts (comprising 55 municipalities) taking part in the project. The secondary data includes official documents of the Regional Support Project produced by the central government, different districts and the municipalities. The grounded theory -procedure revealed four partly conflicting frames. The different frames are the rhetoric and the reality of governance practices, national government as the reformer of autonomous local government, the fear of hollowing out local government and the gap between the elite and the masses. The phenomenon of administrative reform is experienced and interpreted differently depending on the frame adopted. In a situation, where contradicting frames are visible, a conflict is possible and even probable. However, this was not the case in the administrative reform studied. Instead, the most evident patterns of behavior in the reform process were pronounced pursuit of consensus, compromise seeking and avoidance of conflict. My research shows that the core process of an administrative reform is maintaining the cohesion of the elite . With this concept it was possible to connect the discovered contradicting frames to each other. Through an analysis of the interplay between the different frames and the core process, the dynamics of the administrative reform are unfolded. Essential in understranding the dynamics of an administrative reform is the existence of the conflicting frames and coincident objective of maintaining the cohesion of the elite. This combination is likely to lead to a wobbly and slow process and shows the troublesome nature of an administrative reform. The theoretical model created in this research, shows the process of an administrative reform as an application of unisonous instrumental-rational patterns. The possibilities of the above-mentioned approach are highly limited in producing new ways of function. Such limitedness is even more problematic in a multi-actor, network-type situation, where different interpretations of situations are not confronted but concealed in the fear of conflicts. Instead, administrative reform practices could be seen as historically and culturally defined processes of production of meanings, where the struggle of different ideas and interpretations is considered normal. The acceptance of struggle as a part of administrative reform requires that the individuals of the decision-making elites are ready to function in groups, where anxiety is allowed to be present at times. The groups the decision-making elites in administrative reforms are trying to find new creative solutions to the problems they face. Creative solutions develop in situations where genuine negotiation between different meanings and interpretations is present. Negotiation is however not possible in a situation where the fundamental objective of an elite-group is to prevent the individuals of the group from exposing to anxiety. If this is accepted, it is likely to lead to small steps, bad compromises and fragmented application of reform practices. In the context of administrative reforms this is problematic for it can lead to the regression of action or actually supporting the practices already functioning. These insights indicate why the nature of administrative reform is troublesome.
