Nella letteratura professionale si sta configurando un'attenzione crescente al tema dell'impatto sociale delle biblioteche, con particolare enfasi sul settore della pubblica lettura: si tratta di un'area d'indagine che al momento sembra connessa in modo particolare alla funzione dirigenziale dei servizi bibliotecari e alle relazioni che intercorrono tra questa e gli interlocutori politici, ma che presenta ripercussioni sul piano più squisitamente teorico degli effetti sociali e culturali che una biblioteca può produrre. La biblioteca è interessata a portare alla luce i valori e i significati che essa presenta agli occhi dell'uomo della strada, dei governi locali, in generale dei possibili stakeholder, per legittimare da una parte la propria esistenza e per dimostrare dall'altra le ricadute culturali, sociali, economiche che i suoi servizi producono nell'ambito della comunità di riferimento: tali valori e significati possono assumere un ruolo importante nella elaborazione della missione bibliotecaria, della funzione e dell'immagine che una biblioteca sceglie di perseguire sotto il profilo pubblico, e possono risultare utili per affrontare questioni di politica interna all'ente di appartenenza (particolarmente per quanto riguarda l'assegnazione di risorse finanziarie), per la selezione delle priorità e dello stile promozionale, per affinare la politica di gestione delle raccolte, per calibrare i diversi obiettivi di servizio, per far sì che l'offerta bibliotecaria sia sempre più efficacemente vicina alla domanda.Interrogarsi sul bilancio sociale ed economico delle biblioteche significa interrogarsi anche sul ruolo che queste, i bibliotecari e la professione assumono, con possibili ripercussioni sulle metodologie di insegnamento accademico della biblioteconomia e della formazione professionale del bibliotecari.Lo studio dell'impatto sociale ci induce a riflettere anche attorno a un'altra questione: la biblioteca deve ricoprire in prima persona un ruolo di fautore di politica culturale o deve limitarsi a inquadrare la sua missione e la propria azione all'interno delle finalità dell'ente di appartenenza, agendo come organo strumentale e devolvendo solo a quest'ultimo il compito di elaborare in modo propositivo una politica culturale? ; Increasing attention is being paid in professional literature to the subject of the social impact of libraries, with particular emphasis on the sector of public reading: this is an area open to further investigation that at the present time seems to be especially linked to the executive function of library services and the relationships that exist between this and political interlocutors but that has repercussions at a purely theoretical level of the social and cultural effects that a library can produce. A library wants to reveal the values and meanings that it presents before the eyes of the man on the street, local governments, possible stakeholders in general, in order on the one hand to legitimize its existence and on the other demonstrate the cultural, social and economic effects that its services produce within the sphere of the relative community. These values and meanings can take on an important role in the development of the library mission and the function and image that a library chooses to follow under the public profile. They can also be useful for dealing with questions of politics within the body to which they belong (especially as regards the allocating of financial resources), for choosing priorities and style of promotion, for streamlining collection management policies, for measuring the various service objectives, for making what the library offers increasingly more effectively close to what is requested. Investigating the social and economic balance of libraries means investigating the role that these, librarians and the profession in general assumes, with possible repercussions on the methods of academic teaching of librarianship and the professional formation of librarians.A study of their social impact leads us to reflect also on another matter: should a library be in the forefront in promoting cultural policy or should it confine itself to keeping its mission and action without the framework of the objectives of the body to which it belongs, acting as an instrumental organ and giving just this the task of intentionally preparing a cultural policy.

The article analyses the fundamental traits of Italian liberalism in the second half of the 19th century. Based on the unique understanding and welding together of different theoretical models (English, French, German), Italian liberalism has been building a "politics of mediation", directly connected to the new parameters of the political-social sciences. The main goal is that of neutralising political conflict, in its more extreme manifestations, with respect to a liberal order that seeks to preserve and defend itself from any risk that might creep into the fabric of democracy.

Il quinto volume della serie "La signoria rurale nel XIV-XV secolo: per ripensare l'Italia tardomedievale" (PRIN 2015) offre ai lettori i risultati di un grande censimento delle formazioni signorili radicate nelle campagne italiane del Tre e Quattrocento. 146 schede, dovute a 60 diversi autori, propongono informazini di sintesi relative alle realtà più importanti, soffermandosi in particolare sulle loro vicende politiche, le modalità di esercizio del potere sui sudditi, la dimensione economica del "dominatus", ed offrendo indicazioni relative alla produzione documentaria legata a ciascuna signoria.

Il presente elaborato muove dall'obiettivo di fare chiarezza sul mondo della prevenzione coercitiva italiana. Questa può essere definita come quell'insieme di pratiche e dispositivi istituzionali che si pongono l'obiettivo di scongiurare il verificarsi di un comportamento o di una situazione che può causare un qualche tipo di pericolo per la tranquilla convivenza e per la sicurezza dello Stato e dei cittadini. Si tratta quindi di pericoli derivanti dall'agire umano che si manifestano come situazioni o soggetti che denotano un certo grado di pericolosità individuale o sociale a prescindere dal fatto che sfocino in un delitto L'intervento è coercitivo perché obbliga anche indirettamente il soggetto a compiere una scelta o atenere un certo comportamento. La prevenzione coercitiva sarà diretta a proteggere la sicurezza e l'ordine dello Stato e dei suoi cittadini attraverso differenti declinazioni finalistiche di tutela di questi beni: sicurezza pubblica, tranquillità pubblica, ordine pubblico, sicurezza urbana, decoro delle città, sono solo alcune di queste declinazioni nell'ambito del panorama italiano. La prevenzione coercitiva è infine caratterizzata da un rilevante grado di flessibilità e articolazione degli strumenti pratici e delle legislazioni. È attuata su differenti livelli del diritto: penale, amministrativo, di polizia; con il protagonismo di attori sia statali che locali. Si è ricostruito il terreno di intervento preventivo-coercitivo tanto da un punto di vista sostanziale (razionalità, modelli e culture teorico-giuridiche di riferimento) quanto da un punto di vista empirico (tipi di misure applicabili in Italia). L'oggetto empirico del lavoro, circoscritto al panorama italiano, comprenderà sia una sistematizzazione analitica delle diverse misure di prevenzione che possono rientrare nella nozione di prevenzione coercitiva, sia in un'analisi empirica qualitativa più approfondita di una delle misure considerate – la misura di Sorveglianza Speciale – e di altre tipologie di misure per le quali si è reperito, anche attraverso ricerche altrui, del materiale di ricerca. ; The recent studies on Preventive justice and The new Punitiveness give us the opportunity to analyze the different measures that a state (in both its central and local form) can impose on its citizens in the name of the prevention of social and individual danger and in order to discipline society. The constitution of a system of measures to prevent dangers represents the growth of the state both as preventer and as punisher. The expansion of punitiveness beyond criminal law, without the guarantees related to it, is carried out by different institutional actors, through different fields of law and in order to improve the control of various dangerous behaviors before they become crimes. Direct or indirect coercion is the main feature of this system of intervention. The aim is to use these arguments and this methodology to analyze the Italian system of preventive coercion. The latter is characterized by: different uses of the law, including criminal law, police measures, administrative local law and intervention; and also different declinations of the concept of security, including public security, public order and urban security. The element that unites the different preventive measures is the strong predominance of a policing rationality that, as a consequence, is accompanied by discretion (intended as administrative discretion but also as political decision), experience and practice, and new processes of criminalisation.

Il lavoro prende parte al dibattito scientifico su quali siano le più corrette modalità di attuazione del concetto di "sviluppo sostenibile". Attraverso l'applicazione dell'approccio coevolutivo allo studio condotto a Santiago del Cile, abbiamo cercato di rispondere alle seguenti domande: 1) Quali sono i problemi ambientali locali e quali le relative ripercussioni sociali? 2) Quali sono gli strumenti a disposizione delle municipalità locali per risolverli? 3) Quali strumenti vengono realmente impiegati e quali le ripercussioni sociali del loro utilizzo? ; The work takes part in the scientific debate about the most correct ways to affect the sustainable development concept. Through the coevolutive approach application to Santiago case (Chile) we tried to answer following questions: 1) what are local environmental problems and what are their social repercussions? 2) What are instruments in the local municipalities hands in order to resolve them? 3) Which instruments are really employed and what are social repercussions from their use?

TOMMASINI IN THE CIVIL AND POLITICAL LIFE OF TRIESTE. At the end of the XVIII century Trieste was a small town with a population of about 30.000 inhabitans. The father of Tommasini came to Trieste in 1781 as a consul of the granducate of Tuscany and Muzio Tommasini was born in Trieste in 1794. He studied in Trieste, Ljubljana (as a pupil of the well known botanist Hladnik) and Vienna where he was in contact whith Host (the Author of the fundamental Flora Austriaca, 1827-1831) but finally he became a doctor in law and performed his civil career as a magistrate. Appointed to the government in 1827, Tommasini was particularly for two decades; concerned with the sanitary problems of the impetuously growing town at the same time he explored throroughly the local flora, collected an important herbarium and published the results of several botanical investigations. After the introduction of the constitution in 1850 Tommasini was elected as the first Mayor of the town and occupied this role until 1861. In these years the town developed as the principal trade centre of the Austrian Empire and the population grew to 100.000 people; otherwise the political success hindered Tommasini from elaborating a synthetic work about the flora and vegetation of the Illyrian region.

This paper examines Steiner's theory of the 'threefold social order', with the aim of evaluating its relevance and feasibility today. After describing Steiner's attitude and positions towards the economic, political and cultural problems of European society in his time, the analysis focuses on his proposals for the reorganization of the respective sectors, with an interpretative effort aimed at grasping his lines of argumentation. The system proposed by Steiner es-sentially provides for autonomous management of the economic, politicallegal and school sectors. His proposals highlight the benefits that would derive from such a new social order. Greater effectiveness of the education system, safeguarding the dignity of the worker, and promoting individual capabilities are some of the advantages that he claims would derive from this new structure. Finally, the study attempts to make an overall assessment of the theses defended by Steiner in relation to our current era, although with an awareness that the debate remains open. ; Il presente lavoro di ricerca prende in esame la teoria steineriana della triar-ticolazione dell'organismo sociale con l'intento di valutarne attualità e realizzabilità. Dopo uno sguardo all'atteggiamento assunto da Rudolf Steiner di fronte ai problemi economici, politici e culturali della società europea a lui contemporanea e alle sue prese di posizione, l'analisi si sofferma sulle sue proposte di riorganizzazione dei rispettivi settori, con uno sforzo interpretativo volto a coglierne i termini esatti. Il sistema proposto da Steiner prevede sostanzialmente una gestione autonoma del settore economico, di quello politico-giuridico e di quello scolastico, e nel far questo mette in risalto i benefici che deriverebbero da un simile nuovo assetto sociale. Maggiore efficacia del sistema di istruzione, salvaguardia della dignità del lavoratore, valorizzazione delle attitudini individuali sono alcuni dei vantaggi che deriverebbero da quel nuovo assetto.
