As opposed to the previous version 2.0, this version corrects some errors in various corpora and adds the information on upper / lower house for bicameral parliaments. The vertical files have also been changed to make them easier to use in the concordancers.

International audience ; The arrangements offered by international community as solutions to Yugoslav dissolution process have significantly affected the development of the Kosovo conflict. These policies failed to produce consensus between the parties in conflict, instead, as the paper demonstrate, they played the role of a catalyst in the initiation of the conflict. This paper, by offering a detailed reconstruction of the process by which the international community tried to settle the Kosovo case, demonstrates how the dynamics of the conflict interacted dynamically with international community attitudes and policies towards the case. The paper discusses the attitudes and policies of international community toward the Kosovo case underlining its attachment to traditional prerequisites of international order instead of inherited causes of conflict. There are three important events that underline the interference of international community in the case of Kosovo before the war: the Conference on Yugoslavia that followed up the creation of the Badinter Committee, the Dayton Agreement and the Rambouillet Talks. These events are explained in details in three separate sections since they have immediate implications for the situation in Kosovo and consequently for the development of the conflict. We first discuss the contribution of existing normative framework to models of international community behavior and their effects in the case of Kosovo conflict following with the reaction of the conflicting parties towards offered arrangements. Both moments are assumed to be of importance in providing a larger picture in the understanding of the outgrowth of Kosovo conflict.

Książka stanowi tom studiów autorstwa polskich i zagranicznych językoznawców poświęcony zmianom we współczesnych językach słowiańskich, szczególnie widocznym w słownictwie i słowotwórstwie. Uwzględnienie aspektu stylowo-funkcjonalnego w rozwoju leksyki pozwala lepiej zrozumieć dynamikę zmian językowych i skuteczność działań komunikacyjnych. Celowościowy i pragmatyczny charakter zachowań komunikacyjnych ujawnia się szeroko w uwzględnionych przez Autorów kontekstach społecznych, politycznych i kulturowych. Prace zostały pogrupowane w trzy działy tematyczne: - Zjawiska, procesy i tendencje rozwojowe w słownictwie specjalistycznym (terminologii); - Dynamika mechanizmów słowotwórczych i leksykalnych; - Zmiany leksykalne we współczesnej komunikacji językowej i dyskursie. Wyodrębnione działy pomagają uporządkować przedstawioną w tomie problematykę, wskazując na dominantę tematyczną w poszczególnych tekstach. Zakresy tych grup nie są jednak ostre, złożona i wielowarstwowa problematyka tendencji i zmian we współczesnym słownictwie słowiańskim jest omawiana w różnym stopniu w każdym z wydzielonych działów. W większości prac zastosowano podejście konfrontatywne, pozostałe stanowią podstawę do takiego ujęcia. Do badań wykorzystany został bogaty materiał języków słowiańskich: polskiego, czeskiego, słowackiego, białoruskiego, rosyjskiego, ukraińskiego, bułgarskiego, słoweńskiego, a także innych języków, jak np. nowogreckiego. ; This volume of studies by Polish and international linguists is devoted to changes in modern Slavic languages, which are especially noticeable in the spheres of vocabulary and word formation. Taking into consideration the stylistic and functional aspect of lexis development allows for a better understanding of the dynamics of language change and the efficacy of communicational acts. The purposeful and pragmatic character of communicational behaviour manifests itself widely in the social, political and cultural contexts considered by the Authors. The works comprising the volume are divided into three thematic sections: - Phenomena, processes and tendencies in the development of specialist lexis (terminology); - Word formation and lexical mechanisms dynamics; - Lexical change in modern language communication and discourse. The sections help organize the volume by highlighting the dominant theme in particular texts. The scopes of the sections are, nevertheless, not sharply delineated – each section is to an equal extent devoted to the complex and multifaceted subject-matter of the tendencies and changes in modern Slavic vocabulary. Most of the works comprised in the volume adopt a contrastive approach, the remaining ones can serve as bases for contrastive studies. Introduction: Disasters caused by natural phenomena or human activity often occur in Bulgaria. Social and economic consequences of these have a significant adverse effect on its development and economic growth. Given the complexity and scope of disaster situations, it is necessary to unite the efforts of all responsible institutions and actively involve them in activities to limit human, social, economic and natural damage and losses.Aim: To study the current state of the system for protection of the population in emergency situations in Bulgaria.Materials and methods: Descriptive analysis of scientific publications and normative documents concerning the management, organization and mechanisms for protection of the population in emergency situations in Bulgaria have been used.Results: Results of the analysis of key regulatory documents in Bulgaria on the management and organization of the population protection in disaster situations are presented. The main structures and institutions in the Republic of Bulgaria, responsible and related to the protection of the population in disaster situations are indicated.Conclusion: The system of protection of the population in emergency situations in Bulgaria is strictly regulated and synchronized with the European Union policy in this respect. The state policy for protection of the population together with the developed National Programs of the Council of Ministers outline the main directions for the establishment of an effective, resourceful and technically secure national system for prevention, protection and action in disaster situations.

The culmination of dialogue between religious communities is holding interreligious conferences. Until now, five such meetings were held in Macedonia, of which, the first one was at state level and it came as a result of the ethnic war in 2001, initiated by the President of the country and helped by the relevant researchers from the scope of the dialogue; the second one was a regional summit where the leaders of Southeast European countries attended; whereas, the last three conferences were at world level and were supported by Macedonian Government. In this research, it was used the descriptive method, relevant reports and results of a survey of the Institute for Democracy regarding interreligious dialogue were analyzed, whereas the interview was used as a technique. The hypothesis of this research is focused on the success of these conferences regarding population. The results show that despite the fact that these conferences have become part of government programs and the tradition for their organization has already been formed, they have deviated from their essence and initial vision, to be a catalyst of peace in the country and the region.

In the implementation of two EU co-financed 5-year programs in the period 2009-2020, it was confirmed that oral vaccination against rabies with vaccine baits was successful in eliminating the virus in terrestrial wildlife, both in foxes, jackals and raccoon dogs. In most EU countries, It has been confirmed that oral vaccination against rabies using vaccine baits containing live attenuated virus has been successful in reducing and eliminating cases of rabies the disease has already been successfully eradicated, but in some countries further efforts are needed, especially in areas near the EU's eastern borders. The purpose of this opinion is to assess the need for Bulgaria to continue the implementation of a long-term program for oral vaccination of foxes and wild canids against rabies within the next period of implementation of the national Program for prevention, surveillance, control and eradication of rabies in Bulgaria in 2022-2024. This national program is part of the European Union's (EU) policy on the eradication of rabies in wild animals. To this end, the European Commission (EC) has co-financed fox vaccination programs for many years to eliminate the risk of spreading the rabies virus to humans and other domestic animals. The results obtained so far unequivocally show that oral vaccination of foxes in Bulgaria has a very good effect, and that the medium-term goal of reducing rabies cases has been achieved. However, the rabies virus is still circulating through its sylvatic (forest) cycle in Eastern Europe and Bulgaria's neighboring and near far way countries - Russia, Ukraine, Romania, Bosnia and Herzegovina and Anatolian Turkey. The article attempts to reconstruct some of the political stakes in the conceptual and methodological debates among two groups of literary critics during the 1960ies and the 1970ies in Bulgaria: the structuralists and their opponents, the so-called "Imperssionist critics". This debate seems to be a pertinent context for addressing the emergence of poststructuralism since it was the intellectual ferment, in which Julia Kristeva formed her conceptual background, before later becoming among the first poststructuralist critics of structuralism in France. Before, emigrating, Kristeva was part of the group of the "impressionist critics", who were developing ways of resisting official Marxist doctrine while retaining claims for Marxists legitimacy. They were very critical of the structuralists, who also were attempting to gain legitimacy, though by aligning with Marxism as a materialist science, a stance the "impressionists" viewed as contributing to alienation. ; Статья пытается восстановить поли- тический залог в концептуальных и методологических дискуссиях между двумя группами литературо- ведов в 1960-х и 1970-х годах в Болга- рии – между структуралистами и их противниками, так называемыми «импрессионистскими критика- ми». Эта дискуссия, по-видимому, является важным контекстом воз- никновения постструктурализма, поскольку она представляет собой интеллектуальную среду, в кото- рой Юлия Кристева первоначально сформировала свои идеи, перед тем как впоследствии стала одним из первых критиков структурализма во Франции. До эмиграции Кристева является членом группы импрес- сионистских критиков, которые пытаются разработать стратегии противостояния официальной марк- систской доктрине, не отказываясь от поиска марксистской легитим- ности. Informal patient payments are deeply rooted in Central and Eastern European countries. Despite the socio-political changes in the health care sectors after 1990s and the subsequent health care reforms, informal payments for health care services continue to serve patients` and physicians` interests. These payments also fill gaps in health care funding in this European region. Nevertheless, unofficial payments are not a desirable payment channel. They lack transparency and distort the efficiency and equity in health care provision. Still, the successful elimination of these payments will depend on the public attitude towards these payments. This study aims to compare public attitudes towards informal patient payments and payment experience in six Central and Eastern European: Bulgaria, Hungary, Lithuania, Poland, Romania, and Ukraine. The data have been collected in 2010 in nation-wide representative surveys using an identical standardized question- naire administrated via face-to-face interviews. We have collected about 1000 questionnaires in each country. The results show that a major group of respondents in each country expresses a negative attitude towards both informal cash payments and in-kind gifts. 208, 187, and 174 respondents paid informally for out-patient service in Ukraine, Romania, and Hungary respectively. We also analyse the relation between public attitudes and respondents` past experience with informal payments, e.g. whether they have paid informally payment for out-patient service used last year. In Bulgaria and Poland, negative attitude is mostly observed among those who have not paid informally. The existence of positive and indifferent attitudes towards informal pay- ments as reported in our study, indicates a challenge for policy makers in Central and Eastern European countries. The acceptance of government initiatives aimed at the elimination of informal payments will largely depend on the governments` ability to create a social resistance towards these payments.

The essay is part of a research contained in the volume Lessico degli italianismi nella lingua Albanese, in press, which updates the works in this field through a systematic scrutiny of bilingual dictionaries by both Albanian authors, from Bardhi (1635) to Bashkimi (1908), and Italian authors, from Da Lecce (1702) to Cordignano (1938). The research has also taken into account monolingual dictionaries from 1954 up to the most recent ones, both normative and non normative ones (2006), in order to trace the presence of new Italianisms introduced since the democratic turn. It is important to notice that italianizëm starts being recorded in 2002. Etymological studies by Miklosich (1871) and E. Çabej (1974-2006), besides Meyer's etymological dictionary (1891), have also been referred to. The present research makes use of literary works, the first translations, some contemporary novels and newspapers in order to witness the vitality of the new entries. The research also includes specific vocabulary traced in terminological dictionaries in the field of music, mechanics, church, law, economy and cookery: altogether words which, although not fully accepted in normative dictionaries, are now part of the language use.
