Social entrepreneurship is a developing economic and social phenomenon that needs scientific interpretation and solid legal framework. Russian and foreign researchers are actively discussing the content, boundaries, determinants of social entrepreneurship. The article examines modern approaches to the definition of social entrepreneurship, summarizes the typology of social enterprises, analyzes the characteristics of socially oriented non-profit organizations. The author gives a description of socially oriented non-profit organizations in the Russian Federation, points to the legitimacy of these organizations as a public service and recipients of government preferences and presents the reflections on the exclusion of government institutions from social entrepreneurship.

In Moscow of the 16th—17th centuries there were two closely related centers of professional musical art. They were the choir at the Tsar's court and the choir at the court of the metropolitan (since 1589 — patriarch) of Moscow and all Russia, which united the best creative powers of the country. According to the author, the study of historical data on the life and activities of the Tsar's and patriarchal singers indicates that they belonged to the category of court service class people. Directions of their activities have often expanded. This was determined not only by the fact that the singers were literate, and sometimes had a high level of education, but also by the lack of a clear dif-ferentiation of services in the developing state apparatus, which made it possible to use the singers in various services — from file clerk to military. The findings are based on an analysis of a wide range of diverse archival documents and other sources. The obtained results allow us to clarify the social status of masters, who are often referred to the clergy class by researchers.

The authors analyze infrastructural, economic, traditional peculiarities of passenger services in rail transport functioning in Russia. The article covers the world trends of high-speed railway revolution and social and economic preconditions of its creation in Russia. The authors reveral ecological compatibility and energy efficiency of high-speed railway as well as the ability to generate macroeconomic effects due to speeding-up the passenger trips.

Abstract The issues of providing medical care to patients with mental disorders are of exceptional medical and social importance. The aim of the study was to analyze the current state of medical care for psychiatric patients under emergency medical care (EMC) conditions. We used regulatory, statistical and analytical methods. The gaps of the normative legal support of the activities of the teams in the provision of ambulance care for patients with mental disorders and behavioral disorders are considered. In order to improve legislation in the field of ambulance care, it was proposed to amend the Procedure for the provision of emergency, including specialized medical care, approved by the Order of the Ministry of Health of Russian Federation dated 06.06.2013 No. 388n "On the Approval of the Procedure for the Provision of Emergency Care, Including Specialized Medical Care". ; Резюме Вопросы оказания медицинской помощи пациентам с психическими нарушениями представляют исключительную медико-социальную значимость. Целью исследования был анализ современного состояния медицинской помощи пациентам психиатрического профиля в условиях скорой медицинской помощи (СМП). Использованы нормативный правовой, статистический и аналитический методы. Рассмотрены пробелы нормативного правового обеспечения деятельности бригад при оказании СМП пациентам с психическими расстройствами и расстройствами поведения. В целях совершенствования законодательства в сфере СМП предложено внести изменения в Порядок оказания скорой, в том числе скорой специализированной, медицинской помощи, утвержденный приказом Минздрава России от 20.06.2013 № 388н «Об утверждении Порядка оказания скорой, в том числе скорой специализированной, медицинской помощи».

Any interaction between two or more actors always involves different factors: economic, social, cultural, political and o ther. Studying the history of the service concept is impossible in the break from the study of the concept of trade. These two concepts in an inseparable bundle to more accurately reflect the importance of service both in small trade transactions and for the work of transport industry leaders, – have been considered in the article.The trade and economic breakthrough in the development of international trade relations, which dates back to the XIII century. The most important period for studying the history of the service concept as a key aspect of trade. The XX century has become really important for customer service. Created prerequisites, development of production, qualitative change in the life of the population – all it allowed both Russia and Europe to step far forward in terms of the service concept. If up to this point, the world has been convinced, that supply creates demand, then with the development of supply, with the expansion of services, with the advent of new modes of transport, namely, with the emergence of alternatives in any sphere of society, there is a new task – to attract customer to its product.The result of changes in the service sector in the XX century was a reorientation from production to customer, despite the uneven development of the countries of Europe and Russia, in the XXI century the countries rose about one step of service development. The only thing, that has become the strongest difference are the mental values of the people of Europe and Russia. Customer orientation prevails over one's own interests, as the moral satisfaction of the process of interaction with the client is on a par with the material. Lack of class division of customers, and understanding the importance of separating needs according to opportunities is the basis for the development of service on transport. ; Любое взаимодействие между двумя и более субъектами всегда сопряжено с различными факторами: экономическими, социальными, культурными, политическими и другими. Изучение истории понятия «сервис» невозможно в разрыве от изучения понятия торговли. В статье эти два понятия рассмотрены в неразрывной связи для более точного отражения важности сервиса, как при совершении мелких торговых сделок, так и для работы лидеров транспортной отрасли.Важнейшим периодом для изучения истории понятия «сервис», как ключевого аспекта торговли, является торгово-экономический прорыв в развитии международных торговых отношений, который относится к XIII в. XX в. стал действительно значимым для клиентского сервиса. Созданные предпосылки, развитие производства, качественное изменение жизни населения – все это позволило и России, и Европе шагнуть далеко вперед в плане понятия сервиса. Если до этого момента мир был убежден, что предложение рождает спрос, то с развитием предложения, расширением услуг, появлением новых видов транспорта, а именно альтернатив в любой сфере жизни общества, появляется и новая задача – привлечь клиента к своему товару.Итогом изменений в сфере сервиса в XX в. стала переориентация с производства на клиента, причем несмотря на неравномерное развитие стран Европы и России, в XXI в. страны встали примерно на одну ступень развития сервиса. Единственное, что стало сильнейшим отличием – ментальные ценности жителей Европы и России. Ориентация на клиента превалирует над собственными интересами, так как моральное удовлетворение от процесса взаимодействия с клиентом стоит наравне с материальным. Отсутствие разделения клиентов по классам, понимание важности разделения потребностей в соответствии с возможностями – основа развития сервиса.

The article substantiates the urgency of studying the problem of the formation of social maturity of youth in the socialization process in the armed forces of Russia. The author offers results of the empirical study of social maturity of conscripts; 140 examinees, young people aged 18–23 years (110 conscripts and 30 students of universities for the humanities) took part in this study. The author concludes that because of insufficient social maturity, a low level of spiritual-moral and civil culture, lack of experience of independent constructive solving many life problems many young people are "infected" by civil infantility and social nihilism, parasitical moods and lack of initiative that is directly and indirectly reflected in readiness of young generation for performance of the duties of a soldier for the defense of the Motherland. ; В статье обоснована актуальность изучения проблемы становления социальной зрелости юношества в процессе социализации в рядах Вооруженных сил России. Представлены результаты эмпирического изучения социальной зрелости военнослужащих по призыву, в котором приняли участие 140 испытуемых, молодые люди в возрасте от 18 до 23 лет, из них 110 военнослужащих по призыву и 30 студентов гуманитарных вузов. Делается вывод о том, что ввиду недостаточной социальной зрелости, низкого уровня духовно-нравственной и гражданской культуры, отсутствия опыта самостоятельного конструктивного решения многих жизненных проблем многие молодые люди «заражены» гражданским инфантилизмом и социальным нигилизмом, иждивенческими настроениями и безынициативностью, что прямо и косвенно отражается на готовности молодого поколения к выполнению воинского долга по защите Отечества.

The concept of scientific infrastructure in the interpretation adopted in the European Union is considered. It is indicated that this is a modern form of organization of scientific information services. The structure of European organizations and projects forming the scientific infrastructure of European organizations is described. The activities of European consortia of scientific infrastructure of social and humanitarian profile, including information resources and services implemented in these consortia, are described in particular detail. It is concluded that the European experience can be very useful for the development of scientific information services in Russia. ; Рассматривается понятие научной инфраструктуры в трактовке, принятой в Евросоюзе. Указывается, что это является современной формой организации служб научной информации. Описывается структура европейских организаций и проектов, образующих научную инфраструктуру европейских организаций. Подробно описывается деятельность европейских консорциумов научной инфраструктуры социального и гуманитарного профиля, в том числе, информационных ресурсов и сервисов, реализованных в этих консорциумах. Делается вывод, что европейский опыт может быть очень полезен для развития служб научной информации в России.

В статье рассматривается роль социальных сетей в политической коммуникации, в частности, их роль в создании национального имиджа страны. ; Recently, representatives of the Ministry of Foreign Affairs of China have actively been answering on their online public relations platforms questions of the population members from all circles of the society using social networking services with a large number of users, which facilitates bilateral communication with the society and dissemination of official information about the policy of China. This is associated with the change in the Internet space in the early 21st century: in the modern social media, transmission and reception of information is often carried out in dialogic and interactive mode. Based on the analysis of the activity of the Ministry of Foreign Affairs press service, the author studies the role of social networking sites in political communication, and specifically their role in the creation of the national image of the country. The article analyzes three aspects of Internet communication: content, communication channels and its language strategie.

Проводится анализ развития правового понимания основных понятий в предметной области исследования — таможенная служба, таможенные органы, таможенное дело в законодательстве Республики Беларусь. Сформулирован вывод о трансформации таможенных органов в важнейший государственно-правовой институт, обеспечивающий решение обширного спектра задач в сфере экономической безопасности Республики Беларусь и стран — партнеров по интеграционным союзам. ; The article addresses the institutional development of the customs service, the genesis of normative legal regulation of public relations in the customs sphere. The author gives a characteristic of the main periods of the formation of the institutional space of customs authorities, which are related to the formation and functioning of various state entities on the Belarusian lands. The analysis of the development of a legal understanding of basic concepts such as «customs service, customs authorities, customs in the legislation of the Republic of Belarus» has been undertaken. It was concluded that customs authorities has been transformed into the most important state legal institution, which provides a solution to a wide range of tasks in the field of economic security of the Republic of Belarus and partner countries for integration unions.

В статье обоснована необходимость разграничения и уточнения видов услуг, организация предоставления которых регулируется Федеральным законом от 27.07.2010 № 210-ФЗ «Об организации предоставления государственных и муниципальных услуг» (далее по тексту – Закон № 210-ФЗ). Пределы регулирования данных видов услуг конкретизированы с учетом негативной правоприменительной практики. Дана правовая характеристика административных государственных услуг, предоставляемых непосредственно федеральными органами исполнительной власти, органами государственных внебюджетных фондов, двумя государственными корпорациями, исполнительными органами государственной власти субъектов Российской Федерации, а также органами местного самоуправления при осуществлении отдельных государственных полномочий, переданных федеральными законами и законами субъектов Российской Федерации, т. е. властными субъектами в рамках их полномочий. Осуществлено доктринальное толкование правовых норм, регулирующих предоставление, во-первых, услуг, являющихся необходимыми и обязательными для последующего предоставления административных государственных и муниципальных услуг указанными властными органами, во-вторых, бюджетных государственных и муниципальных услуг, предоставляемых государственными и муниципальными учреждениями и другими организациями, в которых размещается государственное (муниципальное) задание (заказ). ; The article presents the doctrinal interpretation of the legal norms regarding the types of services, the provision of which is regulated by the Federal Law of July 27, 2010, no 210-FZ «On the Organization of Rendering the State and Municipal Services» (hereinafter the Law no 210-FZ) and, in view of the negative law enforcement practice, fleshes out the scope of this regulation. The author gives a most detailed legal description of «administrative services» provided by the Federal bodies of the Executive power, the bodies of state extra-budgetary funds, two public corporations, Executive bodies of state power of the subjects of the Russian Federation and the bodies of local self-government in the implementation of certain state powers transferred to the Federal laws and the laws of the subjects of the Russian Federation. The paper implements the doctrinal interpretation of legal norms governing the provision of the services that are necessary and obligatory for granting by these authorities of the administrative state and municipal services, as well as the «social budget of state and municipal services» provided by the state and municipal institutions and other organizations that host the state (municipal) assignment (order).

Статья посвящена одной из технологий общественного участия в процессах управления государственными процессами независимой оценке качества работы учреждений, оказывающих услуги в социальной сфере. Автор рассматривает процесс изменения законодательных норм, регламентирующих процесс проведения независимой оценки. Основная цель анализа показать, каким образом меняется понимание объекта, предмета, методологии и методики проведения оценки. Информационной базой для написания статьи выступили данные отечественных исследователей, а также собственный опыт автора в качестве председателя общественного совета по проведению независимой оценки качества условий оказания услуг организациями социального обслуживания населения (министерство социально-демографической и социальной политики Самарской области), а также в статусе представителя организации-оператора. В ходе анализа ключевых составляющих независимой оценки описываются риски снижения качества данных, расширения практик проведения работ в эконом-формате организациями-операторами, выхолащивания содержания из независимой оценки, и, как следствие, утрата значимости этой технологии общественного контроля. ; The article is focused on one of the public participation technologies within the scope of the state processes management an independent assessment of the work quality regarding institutions providing services in the social sphere. The author examines the process of changing the legislative norms governing the process of conducting an independent assessment. The main purpose of the analysis is to demonstrate how the understanding of the object, subject, methodology and methods are changing. The informational background for writing the article is domestic researchers data, as well as the authors own experience as the chairman of the public council for carrying out the independent assessment concerning the terms of service quality of the organizations referring to the social service (Ministry of Socio-Demographic and Social Policy of Samara Region), as well as the status of a representative of the organization-operator. Analyzing the key components of an independent assessment, the author describes the risks of reducing the data quality, expanding the practices of conducting work in a cost-cutting format by operating organizations, emasculating the contents from an independent assessment, and, as a result, the loss of significance related to public control technology.

This article analyses key positions of the critique of the social-democratic economic model. The critique is associated with the excessive role of the state, with planning, with increasing obstacles in the way of conducting business, and with the ineffectiveness of the educational system. Using as an example the functioning of the Scandinavian economic system, which in recent decades has made significant advances in constructing a just and resilient society of universal well-being, the author presents counter-arguments in defence of the effectiveness of socialdemocratic methods of administering the economic system. The work concludes that when subjected to deeper analysis, the critique of the social-democratic model in many cases lacks objectivity, while the results of the functioning of this system have been extremely positive. The successes of the social-democratic model in the Scandinavian countries have been particularly evident in the qualitative parameters of the development of society (the development of human potential, the quality and scope of medical and educational services, and the care shown by the economic system for the environment).

The issues of transformation of municipal formations from the standpoint of quality and accessibility of municipal services have been considered. The study on the example of the unification of rural settlements of the Republic of Bashkortostan has been carried out. It has been analysed whether the unification of municipal formations will affect the provision of social services by municipal institutions. It has been established that the enlargement of rural settlements will slightly affect the accessibility of municipal services provided by municipal institutions. The need and consequences of the unification of municipal formations from the point of view of the financial capabilities of local governments to tackle issues of local importance also have been assessed. It has been determined that the unification of rural settlements can to some extent solve the problem of reducing administrative costs and increasing the financing of other issues of local importance. However, the solution of the problems of accessibility and quality of municipal services should be implemented not only by administrative methods through the enlargement of municipalities, but also using the tools of inter-municipal cooperation. ; Рассмотрены вопросы трансформации муниципальных образований с позиции качества и доступности муниципальных услуг. Исследование проведено на примере объединения сельских поселений Республики Башкортостан. Проанализировано, повлияет ли объединение муниципальных образований на оказание социальных услуг муниципальными учреждениями. Установлено, что укрупнение сельских поселений незначительно повлияет на доступность муниципальных услуг, оказываемых муниципальными учреждениями. Также проведена оценка необходимости и последствий объединения муниципальных образований с точки зрения финансовых возможностей органов местного самоуправления по решению вопросов местного значения. Определено, что объединение сельских поселений может в какой-то мере решить проблему снижения административных расходов и увеличения финансирования иных вопросов местного значения. Однако решение проблем доступности и качества муниципальных услуг должно осуществляться не только административными способами через укрупнение муниципалитетов, но и с помощью инструментов межмуниципальной кооперации.

Under the conditions of tough competition and complicated economic situation all governments of each national economy face with the problem of the economy transition to the new model of development. Today a lot of countries set a goal of gradual transition to the innovative social oriented model of development. This transition has to be accompanied by stable inclusive economic development and qualitative changes at all sectors of the economy. Article is dedicated to the Indian service sector, that is dominating and growing rather fats at the structure of India' GDP. However, service sector has some problem such as the question of employment. The author pays the attention to the problem of the service sector employment too. ; В условиях жесткой глобальной конкуренции и сложной экономической ситуации перед руководством любой национальной экономики так или иначе встает вопрос о переходе на новую экономическую модель развития. Сегодня многие страны ставят перед собой цель постепенного перехода на инновационную социально ориентированную модель развития. При этом переход должен сопровождаться устойчивым инклюзивным экономическим ростом, подразумевающим качественные изменения во всех секторах экономики. В статье рассматривается сектор услуг Индии, который является сегодня доминирующим и быстро растущим в структуре ВВП. Однако сектор услуг не лишен определенных проблем, в том числе и по вопросам занятости, которые также рассматриваются автором в данной работе.
