İlk toplumların oluşmasından günümüze kadar değişen şekillerde hep var olan sosyal güvenlik, 19. yüzyılda toplumların sanayi toplumlarına dönüşmeye başlaması ile birlikte zorunlu bir kavram olarak karşımıza çıkmıştır. Ancak, II. Dünya Savaşı'ndan sonra bir insan hakkı olarak uluslararası ve ulusal belgelerde yer alarak gün geçtikçe önemi daha da belirginleşmiştir. 1970'li yıllarda meydana gelen ekonomik krizlerin sonucu olarak gündeme gelen neo-liberal düşünceler ve küreselleşme olgusunun sosyal güvenlik hakkının uygulanmasında meydana getirdiği değişim ve dönüşümler, ülkemizde de sosyal güvenlik reformu yapılmasını gündeme getirmiştir. Özellikle, 1990'lı yılardan itibaren sosyal güvenlik sisteminin bütçe açığının artması nedeniyle reform tartışmaları yoğunluk kazanmış, 2005 yılından itibaren ise sosyal güvenlik reformuna ilişkin yasal çalışmalara başlanmış, 2008 yılı itibariyle sosyal sigortalara reform ilişkin çalışmalar tamamlanmıştır. Bu çalışma konusunun seçilmesinin nedeni, bir insan hakkı olarak sosyal güvenlik reformu nedeniyle oldukça fazla tartışılmaya başlanan sosyal güvenlik hakkının kavramsal çerçevesi ile gelişimi; bu hakkın uluslararası belgelerde ve mukayeseli hukukta nasıl yer aldığı; son olarak da Türk hukukunda sosyal güvenlik hakkı ve bu hakkın uygulama araçlarını ortaya koyacak bir çalışma yapmaktır. Bu bağlamda, sosyal güvenlik reformunun sosyal güvenlik hakkına etkisi ayrıca tartışılacaktır. Bu çalışma, üç bölümden oluşmakta olup, birinci bölümde, sosyal güvenlik hakkının kavramsal çerçevesi ve gelişimi; ikinci bölümde, uluslararası belgelerde ve mukayeseli hukukta sosyal güvenlik hakkı; üçüncü bölümde ise, sosyal güvenlik hakkının Anayasal temelleri ve uygulama araçları incelenecektir. ; Social security, which we have faced with a compulsory concept when communities were transformed to the industrialized communities at 19 th century, has been existed with the different forms from formation of first communities to today. Besides, its importance got crystallized by taking part in national and international documents as a human right after World War II. Transformation and changes of neo liberal taught, which became on an agenda as a result of economic crises occurred at nineteen seventies, and globalization fact on application of social security right has forced to make social security reform in our country too. Especially from nineteen nineties discussions on reform had increased because increasing budget deficit of social security system. Legal studies related to the social security system had started at 2005 and the studies about social security reform completed at 2008. The reason of choosing this topic is making studies on and to explain; conceptual framework and progress of social security right as a human right which has started to be discussed more because of the social security reform, how is this right take parts in international documents and comparative law, and lately social security right in Turkish Law and its application tools. This study consists of three chapters. In the first chapter, the conceptual framework of social security right and its progress; in the second chapter, social security right in international documents and comparative law; in the third chapter, constitutional bases of social security right and its application tolls are being debated.

Cezaevleri baskıcı toplumlarda genelde tecriti akla getirirken, sosyal devlet anlayışının belirgin olduğu toplumlarda ise bir rehabilite yeniden topluma kazandırma aracı olarak görülmektedir. Bu yaklaşımdan yola çıkarak cezaevlerindeki rehabilite çalışmaları bu çalışmada gözden geçirilmiş ve bir rehabilitasyon politikası olarak cezaevlerindeki mahkumların şiir ve edebiyata ilgilerinin artırılması tartışılmıştır. Konuyla ilgili akademik çalışmaların sınırlılığına rağmen metod olarak akademik mevcut literatür ve literatürde cezaevlerinde yapılmış anket sonuçlarının incelenmesi benimsenmiş olup bir politika analizi ortaya konulmaya çalışılmıştır.

Yerel yönetimler, bütün ülkelerde kamu yönetiminin önemli ve vazgeçilmez unsurunu meydana getiren kamu tüzel kişileridir. Bir ülkedeki yerel yönetimlerin gücü ve etkinliği, söz konusu ülkedeki demokrasinin düzeyi ile de oldukça yakından ilişkilidir. Yerel yönetimler demokrasi açısından önemli olduğu kadar, yerel hizmetlerin yürütülmesinde verimliliği ve etkinliği sağlamada da vazgeçilmez kurumlar olarak kabul edilmektedir. Hesap verebilir, demokratik, şeffaf, öngörülebilir ve iyi yönetişim ilkelerinin egemen olduğu bir yerel yönetim yapısının kurulması için mahalli idarelerde yeniden yapılanma çalışmaları başlatılmıştır. Bu bağlamda mahalli idareleri düzenleyen temel kanunlar yeniden ele alınarak günün şartlarına uygun, çağdaş yönetim ilkelerini esas alan, idari süreçlerde sivil katılıma önem veren bir yerel yönetim anlayışı hayata geçirilmek istenmiştir. Bu amaçla Büyükşehir Belediyesi başta olmak üzere İl Özel İdaresi ve belediye kanunları değiştirilmiş bu alanlarda yeni kanunlar çıkarılmıştır. Böylece hantal işleyen merkezi yönetimin, bir takım yetkilerinin yerel yönetimlere başka bir ifadeyle belediyelere aktarılması sağlanarak yerel yönetim birimleri olan belediyeler güçlendirilmiştir. Yeni yerel yönetim anlayışı ile birlikte son yıllarda yaşam kalitesi, hizmet kalitesi ve vatandaş memnuniyeti kavramı, belediyeler açısından çok daha önemli bir kavram haline gelmiştir. Yerel yönetimlerin, sorumlu oldukları vatandaşların ihtiyaç, beklenti ve taleplerini ne ölçüde karşılayabildiklerinin değerlendirilmesi, belediyelerin gelecekle ilgili planlamalarında da büyük önem arz etmektedir. Zira belediyeler, vatandaşa kaliteli hizmet verebildikleri sürece başarılı kabul edilmektedir. Belediyelerin sunduğu hizmet kalitesini ölçen hizmetten yararlanan vatandaşlardır. Beklentiler doğrultusunda hizmet kalitesi vatandaştan vatandaşa farklılık göstermektedir. Beklentileri kişinin sahip olduğu eğitim seviyesi, gelir durumu ve sosyal düzeyi gibi pek çok değişken etkilemektedir. Bu çalışmanın temel amacı da Konya merkezde yer alan belediyelerin sundukları kamu hizmetlerini vatandaşların nasıl algıladıkları ve hizmet kalitesi memnuniyet düzeyini belirleyen temel faktörlerin neler olduğunu ortaya koymaya çalışmaktır ; Local governments are the public juridical persons, which bring about the important and indispensable part of the public administration. The poverty and effectiveness of local governments in a country is fairly related to the level of democracy in that country. Local governments are admitted to be indispensable institutions for providing efficiency and effectiveness of local services as well as their importance for democracy. Restructuring studies on local governments have been started for building a local government form, where accountability, democracy, transparence, predictability and good governance principles are sovereign. In this context, a local government apprehension, applicable for the conditions of the day, based on modern administration principles and taking cognizance of civil participation in administrative processes has been requested to be put into practice. For this aim, primarily to the Metropolitan Municipality Law, Provincial Special Administration and Municipality Laws have been revised, and new laws have been made about these fields. So municipalities, which are local government units have been strengthened by transferring some powers of the cumbersome central government to the local government, in other words municipalities. By the new local government apprehension, quality of life, quality of services and citizen satisfaction notion has been a much more important notion for the municipalities. Evaluation of municipalities' performance about meeting the needs, expectations and demands of the citizens, whom they are responsible for, has a great importance for the municipalities for planning their future. Because municipalities are admitted to be successful at the same degree as the quality of the service they offer the citizens. The citizens are the ones, who measure the quality of the service offered by the municipalities. Quality of servicThe basic aim of this study is to put forward how the citizens living in Konya city center perceive the public services offered by the municipalities, and which basic factors determine the service quality satisfaction of themes differs from a citizen to another by the direction of expectations. Expectations are affected by a lot of variables as; one's educational grade, income level or social position.

Emniyet hizmetleri veren bu birimin vatandaşların gözünde devletin algısını değiştirip değiştirmediği yapılan bu çalışma ile ortaya konulmak istenmiştir. Nitekim Erzincan'ın heterojen yapısı ile barış ve kardeşlik değerleriyle yaşayan topluluğunun örnek olarak seçilmesinin nedeni, küçük ölçekte verilen cevapların Türkiye ile özdeşleştirilebileceğinin düşünülmesinden kaynaklanmaktadır. Servperf ve Servqual ölçeklerden faydalanılarak oluşturulan anket ile Erzincan'da yaşayan vatandaşların emniyet hizmetleri üzerinden devlet algısı ölçülmüştür. Emniyet hizmetlerinin devlet algısını olumlu yönde etkilediği yapılan çalışma neticesinde ortaya çıkmıştır. ; The Police Department is one of the most important public institutions of today. Whether this department, which provides safety services, changed the perception of the state in the eyes of the citizens, was aimed to be revealed with this study. Indeed, due to Erzincan as selected example of communities has heterogenous social structure and living with the values of peace and brotherhood , is due to the thought of the answers given on a small scale could be identified with Turkey. The perception of the state was measured through the security services of citizens living in Erzincan with a questionnaire created by using the scales of Servperf and Servqual. It has been revealed as a result of the study that the security services positively affect the perception of the state.

Türkiye'de temel yerel yönetim birimleri olarak belediyeler çeşitli hizmetler sunmaktadır. Türkiye'de belediyelerin sosyal politika uygulamaları ise "sosyal belediyecilik anlayışı" olarak adlandırılmakta, her geçen gün yaygınlaştıkları görülmektedir. Bu çalışmada öncelikle sosyal belediyeciliğin teorik temellerini ortaya koymak üzere sosyal politika ve yerel yönetimler ortaya konulmuştur. İkinci bölümde Avrupa Birliği'nde sosyal politika ve yerel yönetimler ile İngiltere, İsveç ve İspanya örneklerinde yerel sosyal politikalara değinilmiş, son bölümde ise Türkiye'de sosyal belediyecilik anlayışının gelişimi anlatılmıştır. Bu inceleme sonrasında sosyal yardımlar alanında yaşanan dönüşüm ortaya konularak, sosyal belediyeciliğin sosyal devlete bir alternatif olup olmadığı tartışılmaktadır. Çalışma, ağırlıkla literatür taramasına ve sosyal yardımlarla ilgili düzenlemelerin ve politikaların incelemesine dayanmaktadır. Çalışmanın temel araştırma konusu değişen sosyal devlet anlayışı ve sosyal belediyeciliktir. Yaptıkları hizmetler bakımından değerlendirildiklerinde sosyal devletten doğan açığı kapatmaya yönelik programlara dayanan sosyal belediyecilik anlayışının, Türkiye'de tam olarak uygulamaya geçirebilmesinde yeterli alt yapı, mali kaynak ve yetişmiş personel sahip olmadıkları saptanmıştır. Social policies of these municipalities are called as "social municipality approach" and these approach spread day by day. In this study firstly local government and social policy concepts has been presented to see social municipality in theory. After social policy and local governments in the European Union has been analysed in addition to local social policies in samples of England, Sweden and Spain, development of social municipality approach in Turkey has been examined. In this study, the transformation in social municipality has been presented, it has been discussed whether social municipality is an alternative to the social state in Turkey. The present study is mostly based on literature review and analysis of regulations and policies about social assistance. The main subject in the present study is changing social state concept and social municipality. It has been found out that there is lack of necessary background, financial sources and competent staff in the process of being able to apply the understanding of social municipality which compensates for the shortcomings stemmed from social state considering its services. In addition to these facts, it has been stated that there is a common belief and evidence about that social assistance includes political favoritism and it has been carried out under the pressure of the government. Turkey began to be implemented after the 1970s and increased after the 1990s's It is observed that the level of service that can be described as social municipality in Turkey is low and that it is not inclusive of all disadvantaged segments.

As an alternative to mass tourism, yacht charter services are preferred by Families. Although it was preferred by young people who were used to the outdoor lifestyle initially for sailing, swimming and sportive activities, nowadays it is preferred by families with the increasing comfort on yachts. In the study, the effects of current developments, customer preferences, and market developments in yacht charter types have been examined. Observations are made in southern Aegean in Turkey, benefiting from unstructured interviews with summer fieldwork were created. One of the most important findings of the study is that families prefer it as a touristic journey. Most importantly, the reason for choices in social isolation can be more easily despite the contraction in the tourism sector during the pandemic crisis. As a negative development brought about by the pandemic crisis, the increase in travel bans and restrictions between countries has introduced extra obligations. Although the negative developments of 2020 prohibit the tourist season in 2020 the domestic market in Turkey has increased the number of charter yachts sailed in July. On the other hand, international yachting markets could perform their activities in a limited way because of travel bans.

Ekonomik, siyasal, teknolojik, konjonktürel, sosyal, uluslararası vb. birçok alandaki gelişimler zaman zaman devlet mekanizmasında da kısmi veya kapsamlı değişimleri zorunlu hale getirebilmekte ve kendini yeni şartlara uyarlama ve dönüşüm ihtiyacı ortaya çıkmaktadır. Ancak köklü ve gelenekselleşmiş yapılarda bu dönüşüm kolay olmamaktadır. Bu çalışma, öncelikle devlette dönüşümün meşruiyet kaynağını tartışmakta, daha sonra yerel yönetimlerde dönüşümün kaynakları üzerinden hareketle yerel yönetimlerde – ve özellikle de hizmet sunumundaki- değişim anlayışını tartışmakta; nihayet yerel yönetimlerdeki anlayış değişiklikleri bağlamında 'hizmet sunumunda, pazarlama yaklaşımı' konusunu tartışmaktadır. Çalışma, yerel yönetimlerdeki hizmet sunumunda pazarlamadaki 'kar amaçsız kuruluşlar için pazarlama' ve 'müşteri odaklılık' çerçevesinde yaklaşmanın, belediye hizmetlerine yeni bir anlayış ve yaklaşım getireceğini ve yaklaşımın modern yerel yönetim felsefesine daha uygun olacağını iddia etmektedir. ; The developments in the areas such as economic, political, technologic, social and international make it necessary the – partial or comprehensive- changes in the government structure time to time and necessitate the adaptation and transformation of the government to the new conditions. However, that transformation is not easy for long-established and traditional structures. This study firstly discusses the basis of legality of transformation in the government, and then discusses the understanding of the change – especially in the services delivery- in local governments with respect to the bases of the transformation in local administrations. It finally discusses the 'marketing approach in services delivery' in the frame of changes in local government understanding. The study claims that the 'marketing for non-profit organizations' and 'customer based marketing' approaches would develop new understanding and open new dimensions in the delivery of public services in local governments and that approach would suit better to the modern local administration philosophy.

5502 S.K. (16/05/2006) sonrasında Türk sosyal güvenlik sisteminin en önemli unsuru SGK olmuştur. Süre gelen ve sürdürülebilirliği olumsuz etkileyen birçok problemin çözümü için reformist anlamda cesur adımlar atılmış ve bu kanun aracılığıyla sosyal güvenlik tekli bir yapı halini almıştır. Bu reform son değil bir başlangıçtır. Çünkü devralmış olduğu Bağ-kur, Emekli Sandığı ve SSK beraberinde özellikle finansal açıdan çok büyük yüklerle gelmiştir. Kurumun hedefi, hizmet kalitesini, kapsadığı riskleri, riskleri karşılama oranını arttırarak, kapsamında bulunan tüm yararlanıcılara eşit ve insanı hizmet sunmak, sosyal refahı sağlamak ve aynı zamanda mali sürdürülebilirliğe kavuşmak olacaktır. Bu anlamda emeklilik şartları, primler, sağlık reformları, GSS'ye pek çok alanda adımlar atmıştır. Yıllık raporlar ve 5 yıllık strateji planları düzenleyip yayınlayarak atacağı adımları sistematize etmeyi amaçlamıştır. Gelinen noktada yapılan reformların istenilen seviyelerde olmasa da kötü gidişi yavaşlattığı gözlemlenmektedir. Yapılan bazı reformların yansıması ise önümüzdeki birkaç on yıl içerisinde ancak mümkün olacaktır. Finansal yapı kontrol altına alınıp sürdürülebilir bir hale gelinceye kadar sosyal güvenlik açıkları genel bütçeden kapatılmaya devam edecektir. Genel bütçeden karşılanan önemli miktardaki bu açığın makro ekonomik göstergelere olumsuz etkisi olmaktadır. Bu noktada çalışmamızda kurumun tahsilat sistemini ele alacağız ve zayıf bırakılmış bu sistemin tespit edebildiğimiz problemlerine ve problemlerin sebep olduğunu düşündüğümüz sorunlara yer vermeye çalışacağız. ; Social Security Institution has been the most important element of Turkish social security 5502 (16/05/2006). Radically bold steps were taken for solving many problems that have negatively affected the sustainability for a long time, as a result of which the mentioned law transformed the system into a united system. This reform is not the end, but a beginning. It is because, it has undertaken financially huge burdens as a result of taking over Bağ-Kur, State Retirement Fund ans SSK. The institution will aim offering equal and human services, by increasing the service quality, risk coverage and risk provision rate. For this purpose, many measures were taken, from retirement terms to monthly contribution amounts, from healthcare reforms to GSS that provides healthcare security for all citizens. It is planned to systemize the future steps by issuing and publishing annual reports anf 5 years' strategy plans. Currently, it is observed that the reforms achieved slowing down the negative trend, though as at the desired level of success. Some of the reforms will effect barely by the end of a few decades. Social security deficits will continie to be covered from the general state budget until the financial structure is rendered sustainable by being taken under control. This high amount of deficit, being covered from the general budget, has negative impact on the macro economic indicators. For addressing this issue, this study also handles the institution's collection system and detect the problems of this neglected system and the issue that were probably causes by those problems.

Güneydoğu Anadolu Projesi (GAP), Adıyaman, Gaziantep, Şanlıurfa, Diyarbakır, Batman, Siirt, Şırnak ve Mardin olmak üzere 8 ili kapsayan bölgenin, sosyo-ekonomik kalkınmasında, öncelikle sulama ve hidroelektrik üretimine dönük, sanayi, ulaşım ve sosyal sektörleri içeren, 13 büyük projenin toplamından ibarettir. GAP'ın gerçekleştirilmesi ile bölgeye yetişmiş insan gücü gelişinin hızlanması sonucu, tanrısal kalkınma, ulaştırma ve destek hizmetleri de gelişecektir. Böylece iç barış ve refahı sağlayacak olan Türkiye, dış politikada daha güçlü, inanılır ve örnek bir ülke konumuna gelecektir. ; South-East Anatolia Project is made up of the total of 13 big projects containing industry, transport and social sectors belonged to watering and hydroelectric production of the region . containing these 8 cities which are Adıyaman, Gaziantep, Şanlıurfa, Diyarbakır, Batman, Siirt, Şırak and Mardin. As a result of speeding the coming of the skilled men into the region by the realization of GAP, agricultural development transport and the support services will progress too. Therefore, Turkey, which supplies peace at home and wealth to the region, will come to a reliable, stronger and a nomince country position in the foreign politics.

Deborah Welch LARSON ve Alexei SHEVCHENKO Psikoloji'deki Sosyal Kimlik Teorisini ufuk açıcı bir şekilde uluslararası ilişkilere uyarlamışlardır. Kaleme aldıkları Statü Arayıcıları makalesinde, Soğuk Savaş sonrası oluşan uluslararası düzendeki Amerikan üstünlüğüne karşılık Rusya ve Çin gibi büyük güçlerin hegemonik düzende yeni bir statü elde etmek için bir takım dış politika davranışlarını değiştirdiklerini ve sosyal hareketlilik, sosyal rekabet ve sosyal yaratıcılık devletleri olarak sınıflandırıldıklarını vurgulamaktadırlar. Zira devletler, A.F.K. Organski'nin Güç Geçişi Teorisi'nde dile getirdiği gibi her bir güç geçişi fazında bulundukları pozisyona göre davranış değiştirmektedirler. Kaybettikleri statülerini kazanmak yahut daha iyi bir statü elde etmek isterler. Edinilen tüm statüler devletlere dış politikalarını geliştirme ve etki alanını arttırma avantajı sağlamaktadır. "Status Seekers: Chinese and Russian Responses to U.S. Primacy" makalesinin ortaya attığı tezi uyarlayarak; herhangi bir güç geçiş fazı noktasına gelindiğinde devletlerin, uluslararası ilişkilerdeki statü hiyerarşisinde bulundukları pozisyonun davranış kalıplarına göre kendi istihbarat teşkilatlarını nasıl organize edecekleri, gizli servislerine nasıl bir fonksiyon yükleyecekleri sorusuna cevap aramaktır. Çalışmada davranışsalcı ekole bağlı kalarak çeşitli istihbarat örgütlerinin davranışlarından örnekler sunularak, dominant, sosyal hareketlilik, sosyal rekabet ve sosyal yaratıcılık devletlerinin ayrı ayrı istihbarat reflekslerini açıklamaya gayret gösterilmiştir. In the article named as Status Seekers Larson and Shevchenko claimed that against U.S. primacy formed after cold war, Russia and China have changed the foreign policy perspectives so as to gain a new and more positive status in international order. According to Status Seeker's approach, there are three basic foreign policy classifications; social mobility, social competition and finally social creativity. Just as A.F.K. Organski determined in Power Transition Theory, states usually shift their foreign policy attitudes based on a new role which they gained in each one of power transition phases. In order to make up for lost status or get more positive one, states would like to possess better political status in international order. An acquired better status provides states an advantage to increase the sphere of influence or conduct either efficiant or eminant foreign policy. By adapting "Status Seekers: Chinese and Russian Responses to U.S. Primacy" into intelligence studies, this work looks for an answer how states promote and change the behavioural pattern of their intelligence agencies depending upon their own position in the status hierarchy when it comes to a new power transition phase. In this analysis, the examples from the behaviours of different intelligence agencies are presented in the perspective of behaviouralism. The constructions and reflexes of dominant, social mobility, social competition and social creativity states are explained separately in this work. To sum up, firstly, dominant state has to expand the liberal democracy regimes as hard as one can go around the world and of course protect the allied nations from the operations of foreign intelligence agencies for the hegemonic stability. Secondly, social mobility intelligence expresses intelligence liaisons among states and the intelligence agencies' behaviours of states allied to dominant power. Thirdly, social competition intelligence may be attributed to geopolitical rivalry. This term is used for the competitive intelligence behaviours of revisionist states being discontent from current hegemonic structure. Finally, social creativity intelligence tells us a classification of states being discontent from status quo and revisionist, but do not would like to counter the dominant power and hegemonic structure.

Bir ülkedeki yerel yönetimlerin gücü ve etkinliği, söz konusu ülkedeki demokrasinin düzeyi ile de oldukça ilişkilidir. Yerel yönetimler demokrasi açısından önemli olduğu kadar, yerel hizmetlerin yürütülmesinde verimliliği ve etkinliği sağlamada da önemli kurumlar olarak kabul edilmektedir. Toplumda gün geçtikçe artan sosyal ihtiyaçların karşılanması sosyal devletin ana görevlerinden birisidir. Ülkemizde devlet bu sosyal görevini hem merkezi idare ile hem de yerel yönetimlerle yerine getirmektedir. Ancak son zamanlarda Dünya'da ve Türkiye'de yaşanan küreselleşme ve yerelleşme olgusu, sosyal devletin işleyişinde yerel yönetimleri, yerel yönetimler içinde de belediyeleri ön plana çıkarmıştır. Belediyeler üstlenmiş oldukları "sosyal belediyecilik" anlayışıyla sosyal hizmetlerin topluma sunulmasında, önemli bir aktör haline gelmişlerdir.Dört bölümden oluşan bu çalışmada; ilk olarak kamu yönetiminin örgütlenmesi ve bu bağlamda yerel yönetimler ele alınmıştır. İkinci bölümde ise; sosyal politika kavramının doğuşu, gelişimi, hedefleri, merkezi yönetim ile yerel yönetimlerin sosyal politika alanındaki rolü, sosyal belediyecilik kavramı ve temel işlevleri bağlantıları incelemiştir. Üçüncü bölümde Türkiye'de belediye yönetimi, yapısı ve Türkiye'de belediyelerde sosyal belediyeciliğin gelişimi ve hukuki dayanakları incelenmiştir. Power and strength of local governments in a country are directly related to the level of democracy in the mentioned country. Local governments are accepted as important institutions in providing efficiency and effectiveness executing the local services as much as in terms of democracy. In a society, to satisfy the social needs increasing day by day is one of the main objectives of social state. In our country, state performs this social task via both central and local governments. However, globalization and localization facts in Turkey and World in the recent years have featured local governments in social state and municipalities in local governments. Municipalities have become an important actor in serving the society by the task taken on as "social municipality".In this study, composed of four parts, organization of the public administration and in this respect, local governments have been handled firstly. In the second part, the rise, development and goals of the social policy concept, the role of local governments and central government in the area of social policy and the notion of social municipality and its basic functions have been examined. In the third part, municipality management and structure in Turkey, development of social municipality and legal provisions of municipalities in Turkey have been studied. In the fourth part, 24 social services implementation made by İstanbul city – Kağıthane District Municipality in the area of social municipality for the period of 2008 – 2012 has been investigated.

University education may influence attitudes toward gender roles. The awareness of students in the field of health services about the gender inequalities they will encounter both during the education process and in the future while providing health services will play a role in providing health services in a more effective and equitable way. In order for university students to approach men and women with an egalitarian perspective at an early age, their gender stereotypes must first decrease and their perspectives on social relations must change positively. Therefore, university education can play an important role in influencing gender perception and attitudes towards gender roles. There is no special course on prejudice and discrimination in the training programs of Vocational Schools of Health Services that train health technicians in Turkey. Based on this, this study aimed to examine the effect of the training program given to raise awareness of prejudice, stereotypes and discrimination on the gender perception and attitude of students who will provide health care in the future. For this purpose, answers were sought to the following questions: Is there a difference in students' gender perceptions of prejudice and discrimination before and after training? Are there any differences in students' gender role attitudes regarding prejudice and discrimination before and after education? Is there a relationship between gender perception and attitudes towards gender roles? As a method, a single-group the pretest-posttest semi-experimental method was used. The research was conducted with students taking the Prejudice and Discrimination course at the Vocational School of Health Services. 95 second-grade students participated in the research. The reason why sophomore students from the Disabled Care and Rehabilitation program, the Pharmacy Services program, and the Occupational Therapy Program were selected in the study is that the "Prejudice and Discrimination" course is given in the second-grade student spring semester. Descriptive Information Form, Gender Roles Attitude Scale (GRAS), and Gender Perception Scale (GPS) were used to collect data. Before the course program started, GRAS and GPS were administered to the participants as a pretest. Afterwards, a fourteen-week course period on "Prejudice and Discrimination" was carried out. At the end of the course, GRAS and GPS were administered to the participants as posttests. According to the students' descriptive characteristics, it was found that the mean age of the participants in the study was 21.6±3.3, and that 73.7% of them were female. According to the study, most students' mothers (56.9%) and fathers (38.9%) had completed elementary school. The families of 73.7% of the participants are nuclear families. The students' average number of siblings was found to be 2.8±2.1, and the majority (51.6%) of them had both brothers and sisters. The investigation discovered that 43.2% of the students lived primarily in the city center. Most students who participated in the study said that the Black Sea region was where they spent most of their lives (46.3%). The research revealed that prejudice and discrimination training provided via online distance education methods did not affect the gender perception and gender role attitudes of second-year Vocational School of Health Services students (respectively; p = 0.890, p = 0.976). However, a positive relationship was found between gender perception and attitudes towards gender roles (pretest r = 0,825, p < 0,01; posttest r = 0,893, p< 0,01). Günümüzde kamu hizmetlerinin yerine getirilişinde özel girişimciliğin de etkinliğinin arttığı görülebilmektedir. Bu etkinliğe rağmen kamu kurum ve kuruluşlarının yerine getirdiği hizmet yoğunluğu devam etmektedir. Kamu hizmetleriyle birlikte kamu kurum ve kuruluşlarının idari ve örgütlenmeyle ilgili birtakım sorumlulukları da bulunmaktadır. Hizmetlerin ve sorumlulukların değişen toplum, nitelik, ekonomik ve sosyal davranışlar nedeniyle tek bir merkezden yerine getirilmesini zorlaşabilmektedir. Merkezi yönetimlerin bu iş ve sorumluluk yükünün altından kalkabilmesi için bazı hizmetlerin mahalli idareler tarafından gördürülmesi kaçınılmaz hale gelebilmektedir. Demokratik ilkelerin uygulanabilirliliği açısından da önem arz eden mahalli idarelerin etkinliği, vatandaşın tercihlerinin ve isteklerinin daha kolay ilgili idari yönetimlere ulaşmasını sağlayabilmektedir. Belediyelerin idari ve karar organlarının halk tarafından seçilmesi, vatandaşlara en yakın yönetimlerden biri olması kurulurlarken iyi bir hukuki zemine dayandırılmalarını gerekli kılar. Nowadays, it can be seen that the efficiency of private entrepreneurship has increased in the performance of public services. Despite this activity, the service density of public institutions and organizations continues. Public institutions as well as public institutions and organizations have some responsibilities related to administration and organization. Services and responsibilities can be difficult to fulfill from a single center due to changing society, quality, economic and social behaviors. In order to overcome the burden of work and responsibility of the central administrations, it may be inevitable that some services will be seen by the local administrations. The effectiveness of local administrations, which are important in terms of the applicability of democratic principles, can enable the citizen's preferences and wishes to reach the administrative administrations more easily. The selection of the administrative and decision-making bodies of the municipalities by the public makes it necessary for them to be based on a good legal ground when they are to be one of the closest administrations to the citizens. This study aimed at Turkey from the Ottoman Empire to the present day, one of the most important authorities of the municipal administration of local authorities to reveal the legal infrastructure.
