Social Programs That Work provides an in-depth look at some of the nation's best interventions over the past few decades and considers their potential for national expansion. The authors examine programs designed to improve children's reading skills, curb juvenile delinquency and substance abuse, and move people off welfare into the workforce. The paper presents an active model of a social program and discusses its strategic advantage. The analyses made are based on a study of the experience of the Republic of Bulgaria in the transition period and afterward. Active social policies are considered and a methodology of development of an active social program is concerned examining characteristics of an active social program of human development and the components of the mechanism of social program activation.
