Cyber resilience involves most societal actors, i.e. organizations, individuals, threat actors, governments, insurers, etc., at most levels of organization. Actors are embedded within each other and choose strategies based on beliefs and preferences which impact and is impacted by cyber resilience. The article reviews the literature, attempting to capture the core ingredients of cyber resilience. Non-threat actors seeking to obtain cyber resilience are distinguished from threat actors. Actors have resources, competence, technology, and tools. They make choices that impact the cyber resilience for all actors, including themselves. Cyber resilience relates to cyber insurance through entry requirements or preconditions for cyber contracts, need for various services such as incident response, data gathering, and cover limitations. Cyber resilience is linked to the internet of things which in the future can be expected to simplify life through artificial intelligence and machine learning, while being vulnerable through a large attack surface, insufficient technology, challenging handling of data, possible high trust in computers and software, and ethics. ; publishedVersion

This paper considers the reported attack ratio arising from outbreaks of influenza in enclosed societies. These societies are isolated from the wider community and have greater opportunities for contact between members which would aid the spread of disease. While the particular kind of society (prison, care home, school, barracks, etc.) was not a significant factor in an adjusted model of attack ratio, a person's occupation within the society was. In particular, children and military personnel suffer a greater attack ratio than other occupational types (staff, prisoners, etc.). There was no temporal trend in final attack ratio nor, with the exception of 1918, do pandemic years show abnormal attack ratios. We also observed that as community size increases, the attack ratio undergoes steep nonlinear decline. This statistical analysis draws attention to how the organization of such societies, their size and the occupations of individuals within them affect the final attack ratio.

The fundamental problem in the field of the economics of innovation is which economic subjects are the sources of radical innovations and high technological performances. The study here confronts this problem by developing a theoretical framework underpinned in the concept of purposeful system having a purpose of global leadership, which endeavours to analyse the sources of General-Purpose Technologies (GPTs) in a Schumpeterian world of innovation-based competition. Through an inductive study based on some societies that in the history have generated technological and economic change (Roman and Britain Empire, and current USA), the analysis shows vital characteristics that can be the sources of changes in the techno-economic paradigm. In particular, purposeful country-systems with high economic military potential, supported by a strategy of high R&D expenditures, and the objective of global leadership, winning international conflicts against other great powers (a very strong competition for the hegemony), tend to generate several inventions and radical innovations that are spread, in the long run, across wide geo-economic areas. It seems that the initial sources of GPTs (e.g. aqueduct, steam engine, jet aircraft, computer, etc.) are, de facto, associated with the global posture of great powers to achieve/sustain global leadership in intensive (effective and/or potential) international competitions, rather than warfare per se. This study refers to this nexus as leadership-driven innovation. International conflict is the context that spurs the GPTs, which are driven by global leadership of critical societies, whereas initial military R&D, demand and procurement are important mechanisms underlying the process that induces emerging path-breaking technologies. The topic of this scientific work is social masses and the mass society. The subject of research will be reduced to the definition of the notions of "social mass" and "mass society" and finding similarities and differences between them. The author starts from the initial assumption that social masses and mass societies are two similar, but also quite different notions. The following methods were used in the paper: observation, content analysis, developmental method, structural approach, comparative method, analytical approach etc. The scientific justification of the research derives from the establishment of similarities and differences between these two notions, which makes a significant contribution to the construction of the Sociology of the Masses as one of the scientific disciplines of Sociology. The social reach of the research is founded on questioning social masses and the power of the impact of the mass society on contemporary social trends.

Not Available ; In India and other developing countries, the role of institutional support and social connectedness among fishing communities is played by and large by conventional fishermen groups, fishermen cooperative societies, federations, etc. These organizations by their very nature and reason for existence are aimed at increasing the maximum output from the fishery resources and thereby, increasing the livelihood, income and wellbeing of their members. In India, fishing cooperative societies have been studied by very few researchers and most of these studies have focused on performance of fishing cooperatives on production, marketing and financial aspects. Fishing cooperative societies as a social organization have not adequately been studied in India. This paper reports findings from a study undertaken to assess the internal functioning of the fishing cooperative societies established and promoted under different scenarios. This paper concentrates on communication with minority groups through a third party or intermediary in the public services. The variety of settings in which these encounters take place (hospitals, schools, government offices, police stations, customs checkpoints, etc.) raises questions on the role played by this intermediary, the importance of culture, the recognition of his/her job as a profession, the acceptance of the varied forms of professionalism, and the consideration of the different attitudes of the society and its institutions. This study concentrates on the different names and roles assigned to this link, with special emphasis on one of them: the interpreter and translator, and the debate surrounding the new roles he/she should (or should not) perform.

The perception of ocean areas by policy-makers or by people, living or not on the coast, has significantly varied over centuries. Due to its vastness and complexity, the sea has been studied within distinct academic disciplines. However, the current issues related to the sea, such as climate change, marine pollution or coastal tourism, require an integrated vision of the assets and drawbacks in order to meet the challenges arising from human activities both at sea and onshore. In this study, a group of foresight officers from the French network of public research institutes decided to cross-check and compare several science approaches (biology, sociology, economics, etc) about oceans. Thus, 11 sectors of maritime activity (transportation, fisheries, energy, etc.) were cross-tabulated with 9 basic social functions (providing food, housing, learning, etc.). In this matrix, the main challenges and issues projected for 2030 were sought, in the frame of a baseline scenario. Results were clustered through 4 criteria, leading to 9 major challenges, each of them broken down into two important issues for research. The outcomes were used to create a survey, allowing the ranking of the research priorities. Most of the 9 challenges tally with the research and development objectives of great maritime states, except for governance and monitoring, which remain underscored. As a result, maritime powers still show more interest on securing national resources rather than on promoting international cooperation for secure trade and sustainable exploitation of marine resources. But foresight in this field could help changing the mentalities notably because oceans show clearly now to be a vital common good for mankind.

The Japanese government finally started measures to promote the realization of genomic medicine that can promote the accumulation of individual genomic information for improving medical care in 2015. However, readiness in terms of social infrastructure (including legal, administrative, ethical, and educational aspects in Japan) remains inadequate. Associations related to medical genetics have been making consistent efforts to realize genomic medicine by establishing guidelines, nurturing genetic professionals, providing support for constructing cross-disciplinary medical systems, enriching genetic education, etc., and it is important that the Japanese government supports these initiatives.
