ÖZET2011 GENEL SEÇİMLERİ SÜRECİNDE YAZILI BASININ SİYASAL İLETİŞİM YÖNÜNDEN İNCELENMESİSiyaset ve iletişim disiplinlerinin kesişim noktasından doğan "siyasal iletişim" kavramı, hayatımızda yalnızca teorik anlamda var olmamaktadır. Öyle ki, etrafımızı çevreleyen neredeyse her kitle iletişim aracı her an siyasal iletişim mesajları taşımakta fakat aynı zamanda bu mesajları farklı anlatım biçimleriyle yansıtmaktadır. Yazılı basın da bu kitle iletişim araçlarının geçmişten bu yana en etkili olanlarından biridir. Bu nedenle, yalnızca seçim dönemlerinde değil, seçim dışı zamanlarda da gazetelerin siyasal iletişim açısından önemli bir rolü vardır.Siyasal iletişim kavramı, 20. Yüzyılın sonlarına doğru popülerlik kazanmış olsa da, Antik Yunan'dan günümüze varlığını sürdürmektedir. Platon'un "Sokrates'in Savunması" ve "Gorgias", Aristoteles'in ise "Retorik" adlı eserlerinde siyasal iletişimden izler bulmak mümkündür. Özellikle retorik (ikna edici dil kullanımı), siyasal iletişim tekniklerinin temel öğelerinden birini oluşturmaktadır. Zaman içinde gelişen siyasal sistemler ve iletişim sistemleri, kavramın etki alanını genişletmiştir. Pazarlama öğelerinin hemen hepsi "siyasal iletişim yönetimi" adı altında birleşip, siyasal reklam, siyasal propaganda ve siyasal pazarlama gibi kollara ayrılmıştır. Özellikle Amerika Birleşik Devletleri'nde iletişim teknolojilerinin gelişmesiyle birlikte siyasal iletişimin önemi artmış; seçim dışındaki dönemlerde de uzun vadeli stratejik planlar yapılmaya başlanmıştır. Bu noktada, kitle iletişim araçlarının toplum üzerinde kısa ve uzun vadede yarattığı etkilere örnek olarak çeşitli kuramlar/modeller üretilmeye başlanmıştır. Siyasal iletişimi de ilgilendiren bu kuramlardan biri Gündem Belirleme Modeli (Agenda Setting)'dir. Bu modele göre, medya yansıttığı gündemle, bizim ne konuşacağımızı değil ama "ne hakkında konuşacağımızı" belirlemektedir. Diğer bir deyişle, bizi yönlendirmektedir. Dolayısıyla medyanın (tez konusu gereği basının) elinde bulundurduğu bu güç, siyasi parti liderleri tarafından bir manipülasyon aracı olarak görülmektedir. Bu durum, basın ve siyaset ilişkisini konunun içine dahil etmektedir. Basın tarihi boyunca, siyaset ve iktidarla ilişkiler hep gündemde olmuştur. Özellikle Türk Basın Tarihi'nde yapılan sansürler, kapatılan dergi ve gazeteler, hapis cezası alan gazeteciler bu ilişkilerin boyutunu gözler önüne sermektedir. Elbette ilişkilerin bu girift (çapraşık) hali almasında ilk gazetelerin devlet eliyle çıkması, sonrasında basında yaşanan holdingleşmeler, hükümetler tarafından verilen teşvikler ve değişen habercilik anlayışının da etkileri olmuştur. Neticede, değişen habercilik anlayışı "haberin metalaşması" sorununu da beraberinde getirmiştir. Bunun yanında, basın-siyaset arasında yaşanan çıkar çatışmaları haber diline yansımış; nesnellik, objektiflik ve dengelilik gibi unsurlar belirgin şekilde göz ardı edilmeye başlanmıştır. Tüm bu nedenlerden ötürü, bu çalışmada 2011 Genel Seçimleri sürecinde partilerin ve liderlerin siyasal iletişim çalışmalarının yazılı basında nasıl sunulduğu ve yansıtıldığı incelenmiştir. 1 Mayıs 2011- 12 Haziran 2011 tarihleri arasında Cumhuriyet, Hürriyet ve Zaman gazetelerinde partilerin seçim çalışmaları ile ilgili yer alan haberler, eleştirel söylem çözümlemesi modeli örnek alınarak analiz edilmiştir. Çalışmanın birinci bölümünde, Siyaset, İletişim ve Siyasal İletişim kavramlarının yanında, Siyasal İletişimin Tarihçesi, Öğeleri ve Türkiye'deki Gelişimi ele alınmıştır. İkinci bölümde, Yazılı Basın ve Siyaset İlişkisi, Siyasal İletişimde Yazılı Basının Yeri , Siyasal İletişim ve Habercilik Etiği incelenmiştir. Üçüncü bölümde, partilerin 2011 Milletvekili Seçimleri sürecinde kullandıkları sloganlar, ilanlar, seçim vaatleri ve tanıtım faaliyetleri irdelenmiştir. Dördüncü bölümde ise, Eleştirel Söylem Çözümlemesi Modeli örnek alınarak seçilen gazetelerin analizleri yapılmıştır. ABSTRACTANALYSIS OF THE PRESS IN TERMS OF POLITICAL COMMUNICATION DURING 2011 GENERAL ELECTIONSPolitical communication, which arises out of the crossroads of politics and communication disciplines, does not exist just theoretically in our lives. Such that, every means of mass communication that surrounds our environment carry political communication messages at any moment by reflecting these messages using different wordings at the same time. Press is one of the most effective means of mass communication from past to present. Because of this reason, not only in the election periods, but also during non-election periods, newspapers have an important role in terms of political communication. Even though political communication started to gain popularity towards the end of the 20th century, it's been in existence since Ancient Greeks. It's possible to find the traces of political communication in Platon's works, "Sokrates's Defence" and "Gorgias" and, Aristoteles's work "Rhetoric". Especially rhetoric (persuasive use of the language) is one of the basic elements of the political communication techniques.In time, the developing political and communication systems has broadened the influence area of the term. Almost all the components of marketing came together under the name of "political communication management" and ramify in to the branches like political advertisement, political propaganda and political marketing. Mainly, by the development of communication technologies in the United States, the importance of political communication has increased and long-term strategical plans (including non-election period) has started. At this point, various theories and models have started to be produced as a sample for the long/short term effects of the means of mass communication on the society. One of these theories which concerns political communication is Agenda Setting. According to this model, the media do not determine "what we are going to talk" but "about what we are going to talk". In other words, it redirects us. Thereby, the power that press has is seen as a mean of manipulation by the political party leaders. This situation directly takes press and politics in to the subject. Throughout the history of the press, politics and power relations were always on the agenda. Especially in the history of Turkish press, the censorship, banned magazines and newspapers, the journalists who were sentenced reveal the size of these relationships. Certainly, the emergence of first newspapers by the hand of state, the incentives provided by the governments, the conglomeration in the press immediately afterwards, and the changing understanding in the journalism all have had an impact on the relationships which reached this perplexed state, too. Eventually, the changing understanding in the journalism has brought the problem of "commoditization in the news", as well. Besides, the conflicts between the press and politics have affected the language of the news; the elements like objectivity and balance in the news have clearly begun to be ignored. Because of all these reasons, how the political communication process of the leaders and parties were presented and reflected during 2011 general elections in Turkey is analyzed. Between May 1 and June 12, the election studies of political parties in the news of the daily national newspapers Cumhuriyet, Hürriyet and Zaman is analyzed by using the model of critical discourse analysis. In the first chapter of this study, the History, Elements and Development of Political Communication in Turkey were discussed, beside the concepts of Politics, Communication and Political Communication. In the second chapter, Relationship between Press and Political Communication, Place of the Press in Political Communication, Political Communication and Journalism Ethics are studied. In the third section, slogans, advertisements, election promises and promotional activities of the parties in the process of 2011 general elections are widely examined. Finally in the fourth chapter, selected newspapers were analyzed through Critical Discourse Analysis Model.
Demokratik yönetim sisteminde, kuvvetler ayrılığı teorisi gereği, yönetim yetkilen yasama, yürütme ve yargı arasında paylaştırılmaktadır. Ancak parlamenter yönetim sisteminde yürütme yasamadan çıktığından yasamaya karşı sorumlu konumdadır ve bu nedenle yasama ve yargı organları tarafından denetlenmektedir. Fiili uygulamada ise yasama yürütmeyi denetlemede yetersiz kalmaktadır. Çünkü yürütmenin başı olan başbakan, mecliste çoğunluğu oluşturan parti veya partilerin lideri konumundadır. Dolayısıyla Montesquieu'nün kuvvetler ayrılığı ilkesinde öngörülen denetim, sadece meclisteki muhalefet partisi veya partileri tarafından yerine getirilebilmektedir. Muhalefetin mecliste azınlıkta olması, meclis denetimini zayıflatmaktadır. Çalışma bu nedenle muhalefete önem atfederek muhalefetin tanımını, sistem içinde oynadığı rolü ve muhalefetçe oluşturulan Gölge Kabine 'nin önemini analiz etmektedir. Çalışma, parlamenter yönetim sisteminde, hükümetin denetlenebilmesi için muhalefetin Gölge Kabine oluşturarak düzenli ve sürekli muhalefet etmesini önermektedir. Çalışma bu kapsamda muhalefetin tanımını, muhalefet etme yöntemlerini ve kapsamlı bir muhalefet örgütlenmesini irdelemektedir. Etkin denetim için muhalefetin "rekabetçi ve işbirliğine dayanan"politikalar uygulaması gerekmektedir. Muhalefetin "rekabetçi ve işbirliğine dayanan " politikalarla iktidara ciddi bir alternatif olduğunu ispatlaması gerekmektedir. Bu kapsamda, muhalefet bir taraftan hükümeti yapıcı politikalarla uyararak iktidar partisine oy vermiş seçmenlerin beğenisi alınmalı, diğer taraftan toplumsal sorunlara alternatif çözümler üreterek iktidara hazır olduğunu gösterilmelidir. ; The Power in the Parliamentary System of Government, which is a type of democratic system of government, is divided between legislation, execution and jurisdiction. Since execution is formed out of legislation in the Parliamentary System of Government, it is liable to the legislation and as a result it is checked by legislative and juridical institutions. But, in application, it can be set forth that the legislation is not competent enough to check the execution. One of the indications of incompetence is the fact that the Prime Minister is selected by the party or parties which have the majority of members in the parliament. Consequently, the mission of inspection which Montesquieu put forward in the principle of division of powers can only be fulfilled by the opposition party or parties in the parliament. But, since the opposition constitutes only the minority of the parliament, the legislative inspection gets weaker. This study analyzes the definition of the opposition by attributing emphasis on it, the role that it plays in the Parliamentary System of Government, the importance of the Shadow Cabinet in the context of opposing and methods that can be applied for inspection of the execution. The opposition should be formed as Shadow Cabinet in the Parliamentary System of Government in order that the execution can be inspected effectively. For this reason, this study explicates the definition of the opposition, the methods of opposing, and a comprehensive opposition organization. In addition, it is pointed out thai the opposition can inspect the Power and the ruling party through the Shadow Cabinet. After the parliamentary elections and the lines of parties in the parliament become clear, as a requirement of Parliamentary System of Government, while the ruling party or parties are forced to work with the Power, the opposition party or parties form the opposition front against the Power, the ruling party or parties in the parliament and their applications. The opposition party should form the Shadow Cabinet in order to inspect and obserye the cabinet more effectively. The inspection and control of the Power by the opposition in the democratic system of government is of great importance in tenns of stability of the political regime and even the guarantees the regime to be democratic. While shaping its policies, the opposition should comply with the secular and democratic rules of the game. After all, the constitutional spirit gives the Power and the opposition the mission of representing the public best in the pluralist democratic system of government and enables them to compete with each other within the democratic game rules. For his reason, an effective inspection and check of the Power by the opposition makes the cabinet stick to laws and minimizes the misuses in the administration. "Competitive and cooperative" policies should be applied in the opposing methods. Tlie concept of only "Strict competitive" or "Over compromising cooperative" opposition doesn't bring positive results. Furthermore, the opposition's "Strict competitive" or "Over compromising cooperative" policies are not encouraged by the public. For this reason, the opposition should prove that it is a serious alternative to the Power with its "competitive and cooperative "policies. In this context, the opposition should warn the Power with constructive policies, receive the appreciation of the people who voted for the ruling party and show that it is ready to be Power-by producing alternative solutions to the social problems. The opposition should try to have an image of a party having a high comprising culture by tolerating the suggestions made by the Power or at least by not rejecting them. The opposition should avoid having an intransigent party image. It should include the needs of the majority of voters in the party program and should develop policies in accordance with them. In addition to offering a successful opposition, experienced staff should be brought up. The opposition will only be able to convincingly show that it is ready to undertake execution and it is an alternative to the Power by training such staff For his reason, after the defeat in the election, the party which becomes the opposition should restructure itself with an emergency assembly and should not insist on the leaders who weren't selected by the public. As a result, the intra-party debates will be resolved sooner without harming the party and the party mil set off with its new leaders confidently. The party should be made to reach new masses in the context of restructuring, the policies constructed should be directed to inspect and check the Power and they should focus on winning the forthcoming election. For this reason, the opposition will need a professional team which will make its program and policies effective. This team is called "Shadow Cabinet" in the British Parliamentary System of Government. The missions of the members of the Shadow Cabinet will be equivalent to those of existing cabinet. The ministers of the Shadow Cabinet will check the actions and applications of the ministers of the actual cabinet and have an inspection over them and will criticize them when needed. Accordingly, the number of the members in the Shadow Cabinet is equal to that of actual cabinet. In addition, the members selected for the Shadow Cabinet should be skillful, they should be let to work actively till the end of the opposition period and with the experience they gain, they should be appointed as ministers of an actual cabinet upon a victory in the elections. As a result, the program of the Shadow Cabinet or the opposition party should alternate to the applications of the ruling party and it should convince the social base. The primary missions of the oppositions are shortly checking and inspecting the Power, trying to affect and direct the Power, developing relations with great masses of the society, overcoming deficiencies in the party program through the experiences gained, getting ready for the elections and getting ready to undertake execution in case of crisis.
Bu çalışmada genel olarak, katılımcı demokrasinin gelişmesi, halkın bilgiye, kamu hizmetlerine erişiminin artırılıp, toplum yararına sunulmasına yönelik bir tespit amaçlanmıştır. Özel olarak, e-devlet ve e-yönetişimin temel kavram ve uygulamalarından olan e-katılım olgusunu yerel düzeyde ölçmek amaçlanmıştır. Bu amaçla Bursa il merkezinde yaşayan vatandaşların e-katılım potansiyeli öncüllerinin, ekatılım potansiyeli üzerindeki etkisi araştırılmış ve yerel yönetimlere stratejik birtakım önerilerde bulunulmuştur. E-bilgi sağlama, e-danışma mekanizmasını sağlama ve e-karar verme göstergelerinin e-katılım kavramı ile etkileşiminin analiz edilmesinde e-katılım olgusuna ait ölçütler temel alınmıştır. Bu kavram gelişmiş ülkelerde kabul görmüş, bireysel katılım ve karar vermeyi destekleyerek daha fazla bireyselleşmenin önünü açmıştır. Bu düzeyde karakterize edilen bir katılım, gerek yönetilenlerin kendi arasında gerekse de yönetenler ile yönetilenler arasında ulaşılabilirlik ve açıklık boyutu ile daha fazla çözüm odaklı bir iletişimi ifade etmektedir. Bu model politik katılım, demokratik katılım ve geleneksel politik davranışlara yeni bir bakış açısı getirmiştir. Günümüzde bireysel katılımın gerçekleştirildiği en yenilikçi ve etkili araç olarak sosyal medya araçlarını görmekteyiz. E-katılım başlığı ile tanımlanan, sosyal medya araçlarının yaygın olarak kullanıldığı bir katılım biçimini ifade etmektedir. E-katılım yeni bir kavram olarak kabul görmekte ve gelişmiş ülkelerde yönetişim süreçlerinde önemli bir model olarak gündemde yerini almış ve almaya devam etmektedir. Bu bağlamda bu doktora çalışması, yerel yönetimlerde e-katılım potansiyelini ölçmeyi, hangi faktörlerden nasıl ve ne şekilde etkilediğini, buna bağlı olarak yerel yönetim sistemlerinin yönetişim kavramı bağlamında iyileştirilmesine nasıl bir katkının sağlanacağının araştırılarak, yerel yönetimlere stratejik önerilerde bulunmak amacı ile gerçekleştirilmiştir. Analizlerde ve model çalışmasında bu alanda kabul görmüş yayın ve çalışmalarda kullanılan, BM E-Devlet Araştırması için ek bir endeks olarak türetilmiş olan E-katılım endeksi (EPI) (https://publicadministration.un.org, 05/08/2020), veya ekatılım olgunluk düzeyi (unsurları) olarak da nitelendirilen ölçütler kullanılmıştır. Bu ölçütler, e-bilgi sağlama, e-danışma ve e-karar verme'dir. Çalışmada yerli ve yabancı yazında bulunan kaynakların tamamı incelenerek bir sentez oluşturulmuştur. Literatür taraması ve istatistik, sayısal yöntemler ve pazarlama alanındaki akademisyenlerin dâhil olduğu bir nitel araştırma ile veri toplama formu (anket) son haline getirilmiştir. Oluşturulan bu anket formu ile "E-katılım kavramının vatandaş nezdinde potansiyeli nedir?" ve "E-katılım potansiyeli unsurlarının e-katılım üzerindeki etkileri nedir?" sorularına cevap aranmıştır. E-katılım potansiyelini ölçmek için hazırlanan anket formunun her bir boyutu için yer alan sorular literatüre uygun olarak 5'li likert tipi olarak hazırlanmıştır. Araştırma evreni Bursa ili Osmangazi, Yıldırım ve Nilüfer ilçelerinde 18 yaş üzeri bireyleri içermektedir. Araştırma örneklemine girecek birimlerin (ilçelerin) belirlenmesinde, ilgili oranlar, küme örneklemesi yöntemi ile belirlenmiştir. Her bir ilçe için örneklem hacminin belirlenmesinde ise kota örneklem yöntemi kullanılarak ilçenin Bursa nüfusu içerisindeki oranı örneklem oranına eşdeğer alınmıştır. Verilerin analizinde SPSS ve PLS-SEM programları kullanılmıştır. Araştırma verilerinin analizi iki temel kısımdan oluşmaktadır. Birinci kısımda, anket ile toplanan verilerin frekans analizi sonuçları yer almaktadır. İkinci kısımda ise, araştırma modelinin test edilmesi ile ilgili analiz bulguları yer almaktadır. Model sonuçları incelendiğinde, H1, H2 ve H4 nolu hipotezler kabul görmüş, H3 hipotez desteklenmemiştir. Ayrıca "e-bilgi sağlama"nın, "e-karar vermeyi" 0,516 katsayısı ile etkilediği tespit edilmiştir. "E-danışma sağlama"nın, "e-karar vermeyi" 0,354 katsayısı ile etkilediği tespit edilmiştir. Diğer bir hipotez olan "e-danışma sağlamanın", "ekatılım" üzerindeki etkisi istatistiksel olarak anlamlı bulunmamıştır. "E-karar verme"nin "e-katılım" üzerinde 0,592 katsayısı ile etkili olduğu bulunmuştur. Yol katsayıları incelendiğinde "e-karar verme"nin "e-danışma sağlama" ve "e-bilgi sağlama" tarafından açıklanma oranının 0,715 olarak bulunduğu benzer şekilde "e-katılım"ın "e-danışma sağlama" ve e-karar verme" tarafından açıklanma oranının da 0,676 olduğu görülmektedir. Elde edilen modelleme bulgularına dayanılarak yerel yönetimlere stratejik önerilerde bulunulmuştur. ; In this study, in general, a determination aimed at developing participatory democracy, increasing the access of the public to information and public services and presenting them for the benefit of society. In particular, it is aimed to measure the phenomenon of e-participation, which is one of the basic concepts and applications of egovernment and e-governance, at the local level. For this purpose, the effect of the eparticipation potential precursors of the citizens living in the city center of Bursa on the e-participation potential has been researched and some strategic suggestions have been made to the local administrations. In analyzing the interaction of e-information, e-consultation mechanism and edecision-making indicators with the concept of e-participation, the criteria of eparticipation are based on. This concept has been accepted in developed countries, and has led to more individualization by supporting individual participation and decision making. Participation, characterized at this level, refers to a more solution-oriented communication, with the dimension of accessibility and openness, both between the rulers and between the rulers and the ruled. This model brought a new perspective to political participation, democratic participation and traditional political behavior. Today, we see social media tools as the most innovative and effective instrument for individual participation. E-participation refers to a form of participation where social media tools are widely used. E-participation is accepted as a new concept and has taken its place on the agenda as an important model in the governance processes in developed countries. In this context this doctorate study aims to making strategic suggestions to, by measuring the potential of e-participation at local governments. Also in this study performed how and in what way e-participation affected and by researching how to contribute to the improvement of local management systems in the context of governance. In the analysis and model study, the criteria used in publications and studies accepted in the field, which are derived as an additional index for the UN EGovernment Research, which are also defined as the e-participation index (EPI) or the level of e-participation maturity (elements). These criteria are e-information provision, e-consultation and e-decision making. In the study, a synthesis was created by examining all the sources in the local and foreign literature. Literature review and statistics, have been finalized by taking opinions of academicians in numerical methods and marketing area after a qualitative research. With this questionnaire form, answers were sought for the following questions: "What is the potential of the e-participation concept for the citizen?" and "What are the effects of e-participation potential premises on e-participation?". The questions for each dimension of the questionnaire form prepared to measure the potential of e-participation were prepared as a 5-point Likert type in accordance with the literature. The universe of study includes individuals over the age of 18 in Bursa, Osmangazi, Yıldırım and Nilüfer districts. The ratios of the units (districts) to be included in the research sample were determined by cluster sampling method. In determining the sample volume for each district, the rate of the district in Bursa population was taken as equivalent to the sample rate by using the quota sampling method. SPSS and PLS-SEM programs were used to analyze the data. Analysis of research data consists of two basic parts. In the first part, the frequency analysis results of the data collected by the survey are included. In the second part, there are analysis findings related to testing the research model. According to the model results, the H1, H2 and H4 hypotheses were accepted, the H3 hypothesis was not supported. Also, it has been found that "e-information provision" affects on "e-decision making" with the coefficient of 0,516. It has been found that "providing e-consulting" affects on "e-decision making" with the coefficient of 0,354. Another hypothesis, "providing e-consultation", had no statistically significant effect on "e-participation". It has been found that "e-decision making" affects on "e-participation" with the coefficient of 0,592. The explanation ratio of "e-decision making" for "providing econsultancy" and "providing e-information" was found to be 0.715, similarly, the explanation ratio of "e-participation" for "providing e-consultancy" and "e-decision making" was found to be 0.676 when the path coefficients are examined. Based on the modeling findings obtained, strategic suggestions were made to the local governments.
학위논문 (석사) -- 서울대학교 대학원 : 사범대학 사회교육과(일반사회전공), 2020. 8. 이미나. ; 본 연구는 청소년의 정치효능감과 디지털 리터러시 수준이 정치 참여에 미치는 영향을 알아보고, 디지털 리터러시 수준이 정치효능감과 정치 참여 활동 사이의 관계에 조절변인으로 작용하는지를 살펴보고자 한다. 궁극적으로 디지털 미디어의 활용에 적극적인 청소년의 정치 참여 방안을 찾는데 기여하는 것을 목적으로 한다. 위와 같은 문제인식을 바탕으로 본 연구는 다음과 같은 연구 문제를 제기하였다. 1. 정치효능감이 높은 청소년일수록 정치 참여에 적극적인가? 1) 내적 정치효능감이 높은 청소년일수록 정치 참여 행위에 적극적인가? 2) 외적 정치효능감이 높은 청소년일수록 정치 참여 행위에 적극적인가? 3) 내적 정치효능감이 높은 청소년일수록 정치 참여 의지가 클 것인가? 4) 외적 정치효능감이 높은 청소년일수록 정치 참여 의지가 클 것인가? 2. 디지털 리터러시 수준이 높을수록 정치 참여에 적극적인가? 1) 디지털 리터러시 수준이 높은 청소년일수록 정치 참여 행위에 적극 적인가? 2) 디지털 리터러시 수준이 높은 청소년일수록 정치 참여 의지가 클 것인가? 3. 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정치 참 여에 미치는 영향이 클 것인가? 1) 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정 치 참여 행위에 미치는 영향이 클 것인가? 2) 디지털 리터러시 수준이 높을수록 정치효능감이 청소년의 정 치 참여 의지에 미치는 영향이 클 것인가? 첫 번째 질문은 정치효능감이 청소년의 정치 참여에 미치는 영향을 측정하기 위해 설정하였다. 두 번째 질문은 디지털 리터러시 수준이 정치 참여에 미치는 효과를 측정하기 위해 설정하였다. 마지막 세 번째 질문은 디지털 리터러시 수준과 정치효능감이 청소년의 정치 참여에 미치는 상호작용 효과를 측정하기 위해 설정하였다. 본 연구를 통해 다음과 같은 결과를 알 수 있었다. 첫째, 정치효능감이 청소년의 정치참여에 미치는 영향을 검증한 결과, 내적 정치효능감이 청소년의 정치참여에 유의미한 영향을 미치고 있었다. 상세하게 살펴보면, 내적 정치효능감이 정치 참여 행위와 정치 참여 의지에 유의미한 영향을 미치는 것으로 나타났다. 반면에 외적 정치효능감은 정치 참여 행위와 정적인 영향 관계를 보이지만, 그 값이 유의미 하지는 않았다. 외적 정치 효능감은 청소년의 정치 참여 의지에는 유의미한 영향을 주는 것으로 나타났다. 정치효능감과 정치 참여 전체를 대상으로 한 회귀 분석에서는 정치 효능감이 정치 참여에 유의한 것으로 나타났다. 둘째, 디지털 리터러시는 정치 참여 행위와 정치 참여 의지에 유의미한 영향을 끼치는 것으로 나타났다. 디지털 리터러시가 정치 참여에 유의한 영향을 끼친다는 결론은 디지털 세대인 청소년들에게 커다란 의미를 가진다. 청소년들은 디지털 미디어를 통해서 정치에 관한 정보를 접하고, 정치에 참여한다. 따라서 디지털 리터러시 함양을 위한 정치 교육 자료를 개발하고 활용할 필요성을 말해 준다고 볼 수 있다. 특히 연구대상이 된 청소년들에게 디지털 리터러시를 정보 활용 능력, 비판적 사고 능력, 의사 소통 능력, 규범 준수 능력의 하위 요인으로 구분하여 질문하였기에 이와 같은 하위 요인에 포함된 리터러시 능력을 키워주는 일이 중요하다고 하겠다. . 셋째, 정치효능감과 디지털 리터러시 수준의 상호작용 효과를 살펴본 결과, 그 영향력이 크지 않아 모든 가설이 기각되어 정치 효능감과 디지털 리터러시가 정치 참여에 유의미한 상호 작용 효과를 가지지는 않는 것으로 나타났다. 이러한 연구 결과를 바탕으로 청소년의 정치 참여 활성화를 위한 몇가지 교육적 제안을 하고자 한다. 첫째, 청소년들은 정부의 반응에 따라 정치 행위에 참여하기보다는 본인이 정치에 영향을 끼칠 수 있다는 믿음에 따라 정치 행위에 참여하는 것으로 보인다. 따라서 청소년의 내적 정치효능감을 키울 수 있는 정치 교육 자료를 계발할 필요성이 있다. 둘째, 본 연구에서는 디지털 리터러시 수준이 청소년의 정치 참여 행위와 정치 참여 의지에 모두 긍정적인 영향을 끼치는 것으로 나타났다. 이는 디지털 미디어를 적극 활용한 정치 교육에 대해서 많은 자료를 개발하고 활용할 필요성을 말해 준다고 볼 수 있다. 셋째, 청소년의 정치 참여를 위한 교육적 지원 방안 또한 필요하다. 청소년 중에서도 고등학생은 성인이 되기까지 1∼3년 남은 준 성인에 해당한다고 할 수 있다. 실제 만 18세 이상의 고등학생은 참정권까지 보장받았다. 그러나 청소년을 대상으로 하는 정치 교육은 학교 교육 외에는 선거연수원에서 실시하는 '민주주의 선거교실'이 유일하다. 그리고 고등학교 통합 사회에는 정치 참여와 관련한 단원이 없고, 정치와 법은 선택 과목으로 10% 미만의 학생만 수업을 듣는다. 따라서 고등학생들의 정치 참여를 위한 첫 번째 방안으로 고등학교 통합사회 안에 정치 참여와 관련한 단원을 포함시켜야 한다. 주요어 : 청소년, 정치효능감, 디지털리터러시, 정치참여 학 번 : 2017-29900 ; Abstract The Effect of Political Efficacy and Digital Literacy on Adolescents Political Participation Inhae, Song Department of Social Suties Education The Graduate School Seoul National University In the revised social studies curriculum of 2015, democratic citizens are those who develop democratic values based on knowledge and participate with a sense of responsibility. Therefore, it can be said that raising students who are actively participating is a core element of social studies. In recent years, in terms of the political climate of our society, adolescents who participated in the election of the National Assembly directly appeared after the election age was reduced to 18, and the number of adolescents participating in candlelight vigils and Internet petitions is increasing. According to previous studies, it can be seen that political efficacy is a major factor influencing adolescents's political participation. Political efficacy is a direct motivation for individuals to participate in politics. It is said that individuals with high political efficacy have a strong willingness to participate in politics and actively participate in political activities such as voting. Adolescents needs literacy to become a meaningful activity and exercise of rights. In particular, digital literacy is indispensable in times of increasing political participation through digital media such as these days. Digital literacy refers to the level of critical thinking required by all users to properly evaluate the value of information found on the Internet, and the ability to understand and use various types of information found from various sources and to newly combine it for their purposes ( Gilster, 1997). The purpose of this study is to examine the effect of adolescents' political efficacy and digital literacy level on political participation, and to examine whether digital literacy level acts as a moderating variable in the relationship between political efficacy and political participation. The purpose of this study is to contribute to finding ways to actively participate in politics of adolescents in the use of digital media. Based on the above problem recognition, this study raised the following research problems. 1. Are adolescentss with higher political efficacy active in political participation? 1) Are adolescentss with higher internal political efficacy active in political participation? 2) Are adolescentss with higher external political efficacy active in political participation? 3) Is the willingness to participate in politics greater as the adolescents with higher internal political efficacy? 4) Is the willingness to participate in politics greater for adolescents with higher external political efficacy? 2. The higher the level of digital literacy, is it more active in political participation? 1) The higher the digital literacy level, the more actively participate in political participation Is it an enemy? 2) Will the higher the digital literacy level, the greater willingness to participate in politics? 3. The following results were found through this study. First, as a result of examining the effect of political efficacy on adolescents's political participation, it was found that internal political efficacy had a significant effect on political participation behavior and willingness to participate. On the other hand, it was found that external political efficacy had no significant effect on political participation, but only on the will of political participation. Political efficacy was found to be significant in political participation in the regression analysis of political efficacy and political participation. Second, digital literacy was found to have a significant effect on political participation and willingness to participate. Bu çalışma, Türkiye'nin dış ilişkilerde sosyal, kültürel ve ekonomik kalkınma modellemesini yaygınlaştırarak uluslararası konjonktürde etkililiği'ni artırma hedeflerinde temel amacın ne oranda gerçekleştiğini incelemeye yönelik planlanmıştır. Türkiye'nin daha barışçıl dünya düzeninin inşasında ve korunmasında uluslararası aktör olarak etkililiği'nin ölçümlenmesi amaçlanmıştır. 1980'ler sonrası yeni dünya düzeni arayışlarında, salt bölgesel değil küresel karar verici olma potansiyelini uluslararası ilişkiler aracılığıyla sürekli artırma hedeflerinde Türkiye'nin bu amaçla yürütmekte olduğu çalışmaların son dönemlerde daha da ön plana alınmaya başlandığı görülmektedir. Regardless of the basic goal of a nation, the prestige of the nation, its strong recognition in other words, is sometimes the most important factor for the success of its foreign policy. For this reason, respect in politics for a rational foreign policy is indispensable. In our time when power struggle has come out of a struggle with traditional methods such as pressure and military force and has become a much wider struggle of people, prestige has become a very important weapon. There is no doubt that the main purpose of political and cultural promotion in the international arena is to support the external politics that are motivated. For this reason, it is necessary to treat general and long-term promotion politics as a whole of planned actions to improve the reputation of a country and to improve its overall appearance in the world. When we approach to the subject from the point of view of Turkey, it is important to emphasize that since the establishment of the Republic of Turkey, such activities are carried out within a "peaceful" foreign policy. From the standpoint of foreign policy, Turkey has struggled to be in the breakthroughs that can always be regarded as a political equilibrium, especially in its region. The international system is restructured by communication and information movements. In this sense, public diplomacy has become one of the indispensable elements of international strategic communication management because of the importance of agenda-affecting ability. That is why today, almost every developed and developing state has a goal of progress, the state places great importance on acting towards active public diplomacy in order to create a 'positive image' for them in the eyes of foreign public circles. Diplomacy is the knowledge and art of managing relations between states and these relations meticulously. In its broadest sense, it can be defined as the whole of the independent states, that is, the relations between the basic units of the international system and the methods used. Diplomacy is aimed at meeting the opponents, finding their own ideas and proposals, or finding a common solution. Prior to World War II, diplomacy aimed at states that were the sovereign actors of the purely international system. After World War II, emergence of international organizations and civil society organizations as new actors of international relations and emerging communication technologies seem to have changed traditional diplomacy. The possibilities and opportunities obtained by the production, collection, sorting and distribution of the information by a great deal of breadth, ease and speed have also started to be used in the field of diplomacy. This innovation in communication technologies has brought the issue of not only the states but also the peoples of the states to be subject to diplomatic activities. This changing diplomatic environment brings together the concept of 'soft power'. Joseph Nye's soft power, which was further expanded in 2004 by the Soft Power book published in 1990 with the Bound to Lead book and the literary book, is the attainment of the wishes of a nation in world politics, by observing the countries that admire its values, exemplify it, care for its prosperity and opportunities. It is important not only to force others to change using military threats or economic sanctions, but to create agendas in world politics and to attract them as well. Soft power is to make sure others want the results you want and is to attract people instead of pushing them away. Therefore, soft power is the ability to attract others, to win their hearts and minds. Public diplomacy is also one of the most important elements of fine power today, when international politics is in a pragmatic course towards the soft power from hard power. Public diplomacy has to be seen as the sum of the programs that will support the diffusion of cultural and national values. Besides public diplomacy heals the image in foreign countries. In this study is planned to investigate the main purpose of Turkey in the aim of increasing the effectiveness in international conjuncture by expanding social, cultural and economic development model in foreign relations. It is aimed to measure Turkey's effectiveness as an international actor in the construction and protection of a more peaceful world order. Turkey is aiming to continually increase its potential to become a global decision-maker, not just a regional, in the quest for new world order after the 1980s, through international relations. It is seen that the studies that are being carried out for this purpose have begun to be taken more prominently in recent periods. As it is known, today it is necessary to have a democracy culture to become one of the actors of the globalization process. The new understanding of democracy brought about by the global process is based on respect for interstate cooperation and fundamental freedoms. Even in the process of globalization, economic and political relations can not be handled independently of democracy and human rights. Therefore, democracy, which constitutes the most important basis of economic and political stability and development, is also preparing the most reliable infrastructure of globalization. Turkey is also striving to increase its effectiveness with a stable democratic rise through global policies. This work has been undertaken in order to achieve a more systematic approach to the scientific data needed to increase this rate in general terms. It aims to create a model for public diplomacy. Because of the methodological limitations, it was systematized in Central Asia for Kyrgyzstan, due to the investments and historical ties of the country. Therefore, this field is of great importance as a systematic study. In this context, it has been tried to reach the question of how the perception of Turkey has been formed and how it has been constructed in Kyrgyzstan through quantitative statistical data. In general, it has been found that despite the fact that positive perceptions related to Turkey have been reached, Turkey has not been at the height required for development aid for Kyrgyzstan and the public diplomacy it conducted, and the resulting proposals are aimed at this situation.
학위논문 (석사)-- 서울대학교 대학원 : 행정학과(행정학전공), 2012. 2. 정광호. ; 사회가 민주화되고 가치가 분화됨에 따라 각종 국책사업을 둘러싼 공공갈등이 심화되고 있다. 단순한 이익갈등뿐만 아니라 가치갈등 또는 복합갈등이 빈번하게 발생하고 있으며, 갈등범위도 전국적으로 확대되고 있다. 본 연구는 국책사업 중에서 '세종시 수정안'을 사례로 선정하여 정책결정 과정을 둘러싼 갈등에 대해 분석하고자 하였다. 특히 세종시 수정안 정책결정을 둘러싼 갈등의 배경과 성격은 무엇이고, 그 갈등을 관리 또는 해결하기 위해 정부에서 선택한 의사결정 방안이 적정하였는지 등을 참여적 의사결정 하의 갈등관리시스템의 틀로 분석하였다. 이를 통해 향후 세종시 수정안 추진과 유사한 대형국책사업 추진에 있어서의 성공적인 갈등관리를 위한 시사점을 도출할 수 있을 것으로 기대하였다. 제1장에서는 연구의 목적과 필요성, 연구의 대상과 범위에 대해서 설명하고 연구에서 사용한 사례연구방법과 자료수집방법에 대해 밝혔다. 제2장에서는 공공갈등의 개념과 유형 등 이론적 논의를 한 후, 참여적 의사결정이론을 소개하였다. 이러한 이론적 배경과 선행연구 등을 바탕으로 연구의 분석틀을 설정하였다. 제3장에서는 세종시 수정안 갈등의 발생배경과 갈등의 성격, 갈등의 쟁점과 이해관계자 분석, 갈등시기별 전개과정 등을 살펴보았다. 제4장에서는 연구의 분석틀에 따라 참여적 의사결정 요인과 정치 환경 요인에 따라 세종시 수정안 사례를 분석하였다. 주요 분석결과를 요약하면 다음과 같다. 우선 참여적 의사결정 요인에 따른 분석결과, 세종시 수정안 사례는 전반적으로 참여적 의사결정 방법에 의한 갈등관리가 미흡하였다고 평가할 수 있다. 첫째, '여론수렴 및 정보제공'이 미흡한 것으로 나타났다. 초기부터 여론수렴 및 정보제공 보다는 정부주도의 일방향적인 의사결정 추진 및 설득에 치중함으로써 갈등관리에 부정적인 영향을 미쳤다고 볼 수 있다. 둘째, '참여적 의사결정 활용' 측면 또한 미흡한 것으로 나타났다. 관련분야의 학식과 경험이 풍부한 전문가들을 민간위원으로 포함시켜 '세종시 민관합동위원회'를 구성ㆍ운영하였으나, 인적구성에서 찬성의견과 반대의견에 대한 균형을 이루지 못하여 활동결과에 대한 신뢰도를 저하시키는 원인이 되었다. 셋째, '협력규칙의 적용 여부'를 살펴보면, 우선 참여규칙, 분해규칙 적용 측면에서 미흡하였다. 그리고 자원확대규칙 측면에서는 원안보다 큰 경제적 보상이라는 인센티브를 제공하였으나, 이해관계자들에게 정치적 신뢰를 얻지 못함으로써 큰 효과를 발휘하지 못하였다. 마지막으로 '결과의 공개 및 정책에의 반영 여부' 측면에서 볼 때, '세종시 발전방안'을 언론 브리핑 형태로 발표함으로써 결정결과의 공개 자체는 투명하게 이루어졌다고 할 수 있으나, 수정안 마련 과정이나 발표 이후 국민의견수렴 절차를 거치는 과정은 미흡했다고 볼 수 있다. 정치환경 요인에 따른 분석결과는 다음과 같다. 우선, 여당내 대통령의 리더십이 수정안 찬성집단과 반대집단으로 분절된 결과, 정책의제 설정 및 정책결정과정의 추진력이 약화되었다. 둘째, 야당이 타협의 의사 없이 세종시 수정 추진에 무조건 반대하는 방식으로 진행되어 갈등이 증폭되었다. 셋째, 핵심 어젠다 제기의 정치적 타이밍과 관련, 5년 단임제의 특성을 고려할 때 집권 2년이 다 되어 갈 무렵 세종시 수정이라는 어젠다가 공식 제기됨으로써 유리한 타이밍을 놓쳤다고 볼 수 있다. 이와 같이 불리한 환경적 요인들은 참여적 의사결정에 의한 갈등관리에 부정적인 제약요인으로 작용하였다고 볼 수 있다. 제5장에서는 이와 같은 연구결과를 요약하고, 다음과 같은 시사점을 도출하였다. 첫째, 갈등과 갈등 당사자의 특성, 갈등이슈 유형 등에 따라서 갈등관리방식의 선택 또한 달라져야 한다는 것이다. 특히, 극단적인 대립과 갈등이 예상되고 그 파급효과가 매우 큰 세종시 수정안과 같은 사례일수록, 사전에 갈등영향분석 등을 통해 갈등의 요인을 사전예측ㆍ분석하여 관리대책을 마련하고, 정책의제설정 및 정책결정과정에서 참여적 의사결정 수단의 적극적인 활용이 필요하다고 볼 수 있다. 둘째, 정책대상집단과 이해관계자에 대한 사회적 인식(social construction of target populations)에 따라 갈등관리의 구체적인 수단 또한 달라져야 한다는 점을 알 수 있다. 따라서 향후 유사한 갈등사례에 있어서 정부의 갈등관리 전략 마련시 대상집단에 대한 사회적 인식에 대한 관심을 바탕으로 유ㆍ무형의 인센티브를 적절히 활용하는 것이 필요하다고 할 수 있다. 셋째, 참여적 의사결정기법 활용을 위한 구체적인 법적ㆍ제도적 장치 마련이다. 세종시 수정안 사례에서 전반적으로 참여적 의사결정방법의 구체적인 수단 활용이 미흡했던 것은 이러한 방안을 준비하고 실행할 수 있는 제도적 뒷받침이 부족했던 점에서도 그 원인을 찾을 수 있다. ; As society is democratized and the value is divided, public conflict surrounding the various national projects is growing. Value conflicts or compound conflicts, as well as simple interest conflicts occur frequently, and conflict is expanding nationwide scope. This study selected the case of amendment of Sejong city among various national projects as a case study, and tried to analyze conflict over the decision-making process of the case. Especially, this analyzed over the background and characteristic of conflict on the amendment of Sejong city, and appropriateness of the system of conflict management selected by the government in order to manage or solve the conflict through the frame of conflict management system under participative decision-making. This promotion is similar to the amendment during the next three kinds of large national projects in promoting the success of the implications for conflict management was expected to be drawn. Through this study, it is expected to reach to an implication for the successful conflict management on the similar case of the amendment of Sejong city. Chapter 1 explains the purpose, necessity, range and target of the research, and it defines a method of case study as well as the method of collecting data that are used for the case study. Chapter 2 explains the theory of participative decision making after introducing a theoretical review such as concept and kinds of public conflict, and establishes a framework of the study by referencing previous studies. Chapter 3 reviews the background and nature of conflict on the amendment of Sejong city, conflict issues and stakeholders, and development process of conflict. Chapter 4 analyzes the case by the factors of participative decision making and the political-environmental factors through the framework. The summary of main analysis is as follows: First of all, the case of amendment of Sejong city can be evaluated that the conflict management through participative decision making is insufficient, as a result of analysis by the factors of participative decision making. First, the 'collection of public opinion and provision of information' was insufficient. From the beginning, the government focused on a one-way decision-making and persuasion rather than collection of public opinion and provision of information, and it negatively influenced on conflict management. Second, the 'use of participative decision-making' was also insufficient. Even though various experts participated in the Sejong city committee, the composition was biased. Therefore it was one of the main cause of declining the reliability of the results. Third, 'participating rule' and 'factoring rule' were not sufficiently utilized. In terms of 'resource expanding rule', the government suggested more incentive of amendment plan than one of original plan, but it was not effective because of distrust of the government. Finally, in terms of announcement of the result and feedback of policy', amendment of Sejong city was openly publicized through giving a briefing. However the process of collecting extensive opinions was insufficient. The result of analysis by means of political-environment factor is as follows: First, the leadership of President was divided into supporting groups and opposition groups. Therefore the momentum of agenda-setting and policy-making was weakened. Second, the opposition party opposed to the amendment of Sejoing city without any condition. Third, the political timing of agenda-setting was not timely. The government missed the advantageous timing because the agenda was proposed during second year of a 5-year term of presidency. These adverse environmental factors negatively effected on conflict management of participative decision making. Chapter 5 summarizes the results of these studies, and the following implications were drawn. First, the method of conflict management should be selected according to the nature of conflict and the conflict parties, conflict type of issue. In particular, when the extreme conflict is anticipated and the result of the policy is wide, the government should pre-establish measures of conflict management through conflict effect analysis, and participative decision making should be actively utilized. Second, the specific means of conflict management should be selected by social construction of target populations. This concept has a lawful meaning as well as a political meaning; and these two meanings are interchangeable with each other. Sovereignity represents the power of the State. As long as the nations enter into collaboration with each other, the sovereignity comes into question.Globalization is a concept containing the issues being connected with each other such as the development of economic, social and political relationships among the countries, and the better understanding the beliefs and expectations of the nations? cultures, and the intensification of international relationships. The process of globalization diminishes the power and efficiency of the governments being within the structure of nation-state; so such governments have difficulty in controlling the flow of economic objects, technological innovations, informaton, news and ideas, and the possibility of the nation-states for following up their national economic policies decrease gradually. The phenomenon of globalization puts the fact that the countries participate in the organizations guarding and protecting their common intersets and benefits at a supranational level into foreground in one hand, and makes new models of governance compulsory at both national and also supranational levels in the other hand.Today in the world, there are many forces challenging to the established models and practices of the state dominance. Such forces are globalization and internationalism. The European Union is a sui generis ınternational restructuring with its organizational structure being formed in line with both its goals and also with reaching such goals, which cannot be observed in any international organization. The most important feature making the European Community sui generis and distinguishing from other organizatons is to try to reach the goals thus determined through the formed structural (constitutional) and permanent bodies instead of the inter-governmental attempts.The tasks, authorizations, powers and responsibilities of the institutions of the European Union have been determined within the scope of the constitutive treaties. The institutions which such treaties give the authorization of making the supranational arrangement, application and judgement (such as Council, Commission, Committee, the European Community Court of Justice) can be also evaluated as the supranational authorities among the nations being included in the European countries Likewise, in the same way, both the law of treaties constituting such institutions and also the law which it has made have the same effect in the member states, and the fact that such laws cannot be changed and do away with unitalerally by the member states has developed the approach that the law of the European Union is supranational.Despite the European Union does not duly shelter the main elements of a state one to one within its own structure, it has been employing some powers similar to the ones being applied by any state state, and particularly by any federal state, and trying to form a constitutional citizenship. It has separated the powers of legislation, execution and judgment from each other within the framework of the division of powers, and created the separate bodies for each of such powers, and tied the functionality and operation of the same to the constituent treaties and law principles with the constitution. It gives its individuals the freedom of using the fundamental rights as well as of seeking such rights within the context of the Condition of the European Union Fundamental Rights. It has made the share of powers and authorizations with its member states, and included the same in the text of the constitution.
Tezin birinci bölümü esas olarak ikinci ve üçüncü bölüme dair tanıtıcı bir giriş yapmak amacıyla ABD dış politikasının tarihsel gelişimine odaklanmaktadır. Bunun için bu bölümde ilk olarak ABD'nin Bağımsızlık Savaşı ve kuruluş süreci ele alınmıştır. Burada üzerinde durulan en önemli husus Britanya İmparatorluğu'na bağlı bir şekilde yaşayan Amerikan kolonilerinin neden ve nasıl bir araya gelerek Britanya İmparatorluğu'na karşı bir bağımsızlık mücadelesine giriştikleridir. Bu mücadelenin altında yatan nedenler sonuçlarıyla birlikte ele alınırken bu süreçte Amerikan kolonilerinin kurmuş oldukları dış ilişkilere özel bir önem verilmiştir. Çünkü burada temelleri atılan ilişkiler ileride kurulacak devletin de dış politika yapım ve uygulama sürecini derinden etkilemiştir. Nitekim birinci bölümün ikinci alt başlığında ABD dış politikasının yapım ve uygulama sürecinde etkili olan kurumlar, aktörler ve bunların rolleri, tarihsel süreç içerisinde geçirdikleri dönüşümlerle birlikte ayrıntılı olarak ele alınmıştır. Buradaki amaç, tezin ikinci ve üçüncü bölümünde tartışılacak olan konuların aktörleri ve bunların rollerinin açıklığa kavuşturulması olmuştur. Bu bölümde en son ve en önemli olarak ABD dış politikasının kuruluştan II. Dünya Savaşı'na kadar geçen süreçte geçirdiği dönüşüm kavramsal olarak ele alınmaya çalışılmıştır. Buradaki en önemli tartışmayı da ABD dış politikasındaki yalnızcılık-uluslararasıcılık ikilemi oluşturmuştur. Bu kavramların ABD dış politikasındaki tarihsel bağlamlarının ortaya konmasıyla konumuz olan ABD'nin iki savaş arası dönemde izlediği dış politika stratejisinin daha sağlıklı anlaşılması hedeflenmiştir. Tezin ikinci bölümü iki savaş arası dönem boyunca Türkiye-ABD ilişkilerinin genel seyrine odaklanmaktadır. Bunun için ilk önce söz konusu dönemde iki devlet arasındaki ilişkilere önemli bir temel oluşturan tarihsel arka plan ele alınmıştır. Burada ABD'nin Osmanlı Devleti ile kurduğu ilişkiler ve bu ilişkileri etkileyen faktörler ortaya konulmuştur. Daha sonra I. Dünya Savaşı'nın sona ermesiyle birlikte dünya siyasetinin geçirdiği dönüşüm ve ABD'nin Anadolu'daki Milli Mücadele hareketi karşısında ürettiği Türkiye politikası ayrıntılı olarak ele alınmıştır. Bu dönemde ABD'nin benimsediği politika 6 Ağustos 1923 tarihinde Lozan'da Türkiye-ABD Genel Antlaşması'nın imzalanarak Türkiye ile diplomatik ilişkilerin kurulması yolundaki en hayati adımlardan birinin atılmasını sağlamıştır. Ancak ABD dış politika yapımının kendisine has yapısı, bu gelişmeyi yaklaşık olarak üç buçuk yıl geciktirmiştir. Tezin bu aşamasında söz konusu gecikmeye neden olan etkenler, bu gecikmenin doğurduğu sonuçlar ve ortadaki krizi aşmak için başvurulan yöntemler ayrıntılı olarak irdelenmiştir. Nihayetinde 17 Şubat 1927 tarihinde imzalanan modus-vivendi ve yapılan nota değişim sayesinde iki devlet arasındaki diplomatik ilişkiler yaklaşık on yıllık bir aranın sonrasında yeniden kurulabilmiştir. Bu bölümün son kısmında ise diplomatik ilişkilerin kurulmasının ardından iki devlet arasındaki ilişkilerin tamirat sürecine odaklanılmıştır. Bu süreçte ABD ve Türkiye imzaladıkları ikili antlaşmalarla aralarındaki 17 Şubat 1927 öncesine ait birçok sorunu çözerken gelecekte kurulacak olan yakın ilişkilerin de temelini atmışlardır. Tezin üçüncü ve son bölümü ise iki savaş arası dönemde Türk iç siyasetinde yaşanan gelişmelerin ABD dış politika yapımı ve uygulamasında görev alan aktörler tarafından ne şekilde takip edildiğine odaklanmaktadır. Bu dönemde Osmanlı Devleti'nin I. Dünya Savaşı'ndan yenik ayrılmasının üzerine imzalamak zorunda kaldığı ateşkes antlaşmasıyla birlikte toprakları işgal edilmeye başlanmış ve iradesi esir alınmıştır. Bu gelişmeler üzerine Anadolu topraklarında ortaya çıkan Milli Mücadele hareketi Osmanlı Devleti'ne dayatılan barış antlaşmasını reddederek işgalcileri ülke topraklarından çıkarmayı başarmış ve nihayetinde imzaladığı barış antlaşmasıyla da yeni bir devletin temellerini atmıştır. Ancak yeni devletin kurulmasıyla birlikte Milli Mücadele döneminde işgal kuvvetlerine karşı sağlanan ulusal birlik yavaş yavaş bozulmaya başlamış ve nihayetinde yönetim içerisinde ve toplumda önemli ayrışmalar baş göstermiştir. İlerleyen yıllar Türkiye'de yönetim ve toplumda baş gösteren ayrışmanın taraflarını birbirlerine karşı giriştikleri üstünlük mücadelesi ile geçmiştir. Bu dönemde yeni devletin kurucuları bir yandan cumhuriyetin istikrarını sağlamaya çalışıp bir yanda da köklü reformlar gerçekleştirirken diğer taraftan ülkede kurdukları tek parti yönetiminin kökleşmesi için de önemli adımlar atmışlardır. Bu süreçte ABD'nin Türkiye'de bulunan diplomatik, iktisadi ve askeri temsilcileri ülkede yaşanan gelişmeleri oldukça yakından gözlemlemişlerdir. Bu isimlerin Türk iç siyasetinle yaşanan gelişmeler hakkında yaptıkları kapsamlı değerlendirmeler Washington tarafından ilgiyle takip edilmiş ve bazen söz konusu personelden daha derinlemesine analizler de talep edilmiştir. Türkiye'ye dışarıdan bakan bu analizler cumhuriyet tarihinin epeyce tartışmalı bir dönemini çok daha farklı bakış açılarıyla değerlendirmemiz konusunda oldukça aydınlatıcı olmuştur. ; The first chapter of the thesis mainly focuses on the historical development of the US foreign policy for a descriptive introduction to the second and third chapters. For this reason, the American Revolutionary War and the establishment process of the state are discussed at first. The most crucial issue emphasized here is why and how the American colonies, living under the British Empire, come together and start an independence struggle against the British Empire. While discussing the underlying causes of this struggle and their consequences, special attention is paid to the foreign relations established by the American colonies in this process. Because these relations deeply affected the state's foreign policymaking and implementation process to be established in the future. In the second subtitle of the first chapter, the institutions, actors, and their roles that are effective in making and implementing the US foreign policy, together with their transformation in the historical process, are discussed in detail. The purpose of doing so is to clarify the actors, with their roles, of the topics to be discussed in the second and third chapters of the thesis. Finally, and most importantly, the transformation of the US foreign policy from its establishment until World War II is discussed with a conceptual perspective. The isolationism-internationalism dilemma in the US foreign policy is the most critical discussion in this part. By revealing the historical context of these concepts in the US foreign policy, it is aimed to get the foreign policy strategy followed by the US in the interwar period in a better understanding. The second chapter of the thesis focuses on the general course of Turkey-US relations in the interwar period. For this reason, the historical background, which constitutes an important basis for the relations between the two states, is discussed at first. Here, the relations established by the US with the Ottoman Empire and the factors affecting these relations are presented. Afterward, the transformation of world politics by the end of World War I and the US policy of Turkey towards the National Struggle in Anatolia are discussed in detail. The policy adopted by the US administration during this period provided the signing of the General Treaty between the US and Turkey at Lausanne on August 6, 1923, on the establishment of diplomatic relations with Turkey. However, the unique nature of the US foreign policymaking delays this development for approximately three and a half years. At this stage of the thesis, the factors causing the delay, the consequences, and the methods used to overcome the crisis are examined in detail. Ultimately, diplomatic relations between the two states are re-established after ten years thanks to the modus-vivendi signed on February 17, 1927, and the exchange of notes. In the last part of this chapter, the repair process of the relations between the two states is focused on following the establishment of diplomatic relations. In this process, through bilateral agreements, the US and Turkey solve many problems of the pre-February 17, 1927, and laid the foundation of relations between them to be established near future. The third and last chapter of the thesis focuses on how the developments in Turkish domestic politics in the interwar period are followed by the actors involved in the making and implementing of the US foreign policy. In this period, by the ceasefire agreement that the Ottoman Empire is obliged to sign due to its defeat in World War I, its lands begin to be occupied. The National Struggle that emerged in Anatolia as a result of these developments rejects the peace treaty imposed on the Ottoman State, succeeded in removing the invaders from the country's lands, and finally laid the foundations of a new regime with a peace treaty. However, by establishing the new regime, the national unity provided against the occupying forces during the National Struggle starts to deteriorate gradually, and eventually, an important differentiation occurs within the administration and society. The following years in Turkey passes with the struggle for superiority in which the parties of the confrontation against each other. In this period, while the founders of the new state try to ensure the stability of the regime and carry out radical reforms, they also take important steps towards the establishment of the single-party administration in the country. In this process, US diplomatic, economic, and military representatives in Turkey closely observe the developments. Their comprehensive analyses of developments in Turkish domestic politics are followed with great interest by Washington, and even more, in-depth analyzes are also frequently requested from the personnel in question. These outsiders' analyses of Turkey are quite enlightening for us to evaluate a rather controversial period in the history of Turkey from a different perspective.
학위논문 (석사)-- 서울대학교 대학원 : 행정학과(행정학전공), 2012. 2. 정광호. ; 국문 초록 본 연구에서는 고구려연구재단과 동북아역사재단의 설립과정을 역사적 사회 환경적 관점, Allison의 정부정치 모형적 관점, 그리고 Kingdon의 정책흐름 모형적 관점에서 비교 분석하여 두 기관의 설립, 두 기관의 제도적 성취 및 역할 범위의 차이를 가져온 요인이 무엇인가를 밝혀보고자 하였다. 일반적으로 조직설립을 다루는 이론으로서 역사적 사회 환경적 관점에서는 조직 환경론, 특히 구조적 상황이론과 조직생태이론이 유용한 분석도구로 활용되어져 왔다. 이러한 이론들은 조직설립이 그것을 둘러싼 맥락 또는 상황에 의존한다는 결정주의적 입장을 취하고 있기 때문에 특정 상황적 요인의 존재 또는 발생으로 조직이 설립되었다는 것을 설명하는 데는 유용한 관점인 것으로 인식되어져 왔다. 하지만, 본 연구에서는 조직 환경론적 관점만으로는 왜 특정 공공조직은 특정 상황 또는 맥락의 존재에도 불구하고 설립 또는 사멸되지 않으며, 왜 유사한 공공조직간 제도적 성취의 차이가 발생하는 가를 설명하는 데는 한계가 있다고 보고 조직설립과 관련된 조직 환경론적 관점의 한계를 적시함과 동시에 준 정부조직 설립과정의 특수성을 감안하여 정부정치모형과 정책흐름 모형을 추가로 적용함으로써 고구려연구재단 및 동북아역사재단 설립과정에 대한 비교분석을 시도하였다. 먼저, 역사적 사회 환경적 관점에서는 구조적 상황이론과 조직 생태이론을 적용하여 두 기관의 설립을 가져온 역사적 배경이 무엇이며, 동북아역사재단 설립과 더불어 이에 흡수 통합된 고구려연구재단의 사멸 요인이 무엇인지를 밝혀보고자 하였다. 동 연구 결과에 의하면, 고구려연구재단의 사멸은 낮은 신뢰성 및 예측가능성, 신생조직의 불리, 작은 조직 규모 및 예산, 핵심적 조직 변화의 시도 및 동북아역사재단의 설립에 기인한 것으로 나타났다. 두 번째로, Allison의 정부정치 모형을 통하여 두 기관 설립을 둘러싸고 벌어진 참여자들의 흥정과 타협을 분석하여 이들의 입장·선호·인식·기대이익 등의 차이가 두 기관의 설립 및 제도적 성취에 어떠한 영향을 주었는가를 설명하였다. 그 결과 두 기관의 설립 및 제도적 성취의 차이 발생은 핵심참여자로서의 대통령과 행정기관의 인식 및 선호의 차이에 의해 크게 영향을 받은 것으로 나타났다. 다시 말해, 고구려연구재단 설립과 관련된 대통령 및 행정기관의 인식 및 입장은 한·중 양국의 외교관계 등을 의식해서 상당히 유화적이었던 반면, 일본의 역사교과서 왜곡 및 독도 영유권 도발로 시작된 동북아역사재단 설립과 관련하여서는 대통령과 행정기관의 인식이 매우 단호하였던 것으로 밝혀졌다. 세 번째로, Kingdon의 정책 흐름 모형을 적용하여, 두 기관 설립을 둘러싼 문제 및 정책의 흐름의 차이가 어떠하였는지를 비교 분석하였다. 먼저, 문제 흐름의 측면에서 고구려 역사 왜곡 문제에 대한 정책 당국자 또는 학계의 인식은 약했으며, 정책의 흐름도 시민단체 주도로 이루어져 일관성 및 강도가 약했다는 것을 확인하였다. 반면, 일본의 역사 교과서 왜곡 및 독도 영유권 도발로 촉발된 동북아역사재단 설립을 둘러싼 문제의 흐름은 강하고 일관성이 있었으며, 정책 흐름 역시 대통령과 행정기관의 주도하에 하향식으로 이루어져 일관되고 강하게 진행되었다. 이러한 두 가지 흐름상의 차이가 두 조직간 제도적 성취의 차이를 가져온 또 다른 설명 요인이었다고 할 수 있다. 본 연구의 결과, 발견된 시사점은 다음과 같다. 먼저, 역사적 사회 환경적 관점만으로는 공공조직 설립과정을 명확히 이해하는 데는 한계가 있다는 것을 확인하였다. 다시 말해, 역사적 사회 환경적 관점은 조직의 구조나 기능을 결정하는 요인으로 특정 환경 혹은 맥락을 강조해왔지만, 동 관점만으로는 왜 특정 환경의 존재에도 불구하고 왜 특정시점에는 조직 설립 또는 사멸이 이루어지지 않다가 다른 시점에 와서야 이루어지는가에 대해서는 명쾌한 해답을 제공하지 못하는 한계가 있다는 것이다. 두 번째, 준 정부조직은 민간조직과는 달리 법적·행정적·제도적 제약 조건하에서 설립되는 경우가 많기 때문에 준 정부 조직의 설립과정을 보다 명확히 이해하기 위해서는 보다 다양한 관점 즉, 정부 정치적 관점 및 정책 흐름적 관점 등을 통한 기존 이론의 보완 또는 대체가 필요하다는 것이다. 특히 우리사회가 다원화된 사회로 진행되어감에 따라 공공조직 설립과정을 이해하기 위해서는 참여자의 정치적 흥정과 타협을 다루는 정부정치적 관점에 대한 고려가 필요할 것으로 본다. 주요어: 역사적 사회 환경적 관점, 구조적 상황이론, 조직 생태이론, Allison의 정부정치 모형, Kingdon의 정책흐름 모형, 준 정부조직 ; ABSTRACT A Comparative Analysis of the Establishment Processes of Two Quasi-Governmental Organizations: The Cases of the Koguryo Research Foundation and the Northeast Asian History Foundation Si Yung Jung Department of Public Administration Graduate School of Public Administration Seoul National University The purpose of this study is to analyze through a comparative approach the establishment processes of the Koguryo Research Foundation and the Northeast Asian History Foundation from the perspectives of historical-social environment, Graham Allison's Governmental Politics Model, and John W. Kingdon's Policy Streams Model in order to clarify the establishment processes of these two organizations and to identify which factors determined their institutional achievements. Generally, both contingency theory and organizational ecology theory have been widely used as tools for analysis of organizational establishment. These theories have strengths for explaining the contingencies and contexts which determine the establishment of organizations. However, these theories have weaknesses in explaining the reasons why an organization fails to be established in the presence of a certain contingency or why there are differences of institutional achievements between certain similar organizations. To further the understanding of organizational establishment and the incidence of differences of institutional achievement between the two organizations, this study adopted the Governmental Politics Model and the Policy Streams Model. In the perspective of the historical-social environment, both contingency theory and organizational ecology theory were adopted as tools for analysis. Contingency theory assumes that the structure or management style of an organization depends on the environment which surrounds the organization. In the perspective of contingency theory, the creation of the Koguryo Research Foundation was initiated by the Chinese distortion of Koguryo history, while the Northeast Asian History Foundation was created by the Japanese distortion of history and sovereignty provocation over Dokdo. The perspective of organizational ecology theory was adopted to explain the reasons why the Koguryo Research Foundation was closed and then merged into the Northeast Asian History Foundation after two and one-half years of activity. Through this perspective, this study found that the closure of the Koguryo Research Foundation resulted from such factors as lower reliability and accountability, the liability of newness, the small size of its organization and budget, the attempt of essential organizational change, and the creation of a new organization, the Northeast Asian History Foundation. In the perspective of the Governmental Politics Model, this study examined how the political resultants, the Koguryo Research Foundation and the Northeast Asian History Foundation, were drawn through bargaining and negotiation by the players involved in the game. This study revealed that the differences in the institutional achievements between the two quasi-governmental organizations resulted from the differences of the players' perceptions, preferences, and stands on the issue. In terms of perception, the perception of key players such as the president of the Republic of Korea and his administration on the issue of the Chinese distortion of Koguryo history was pacificatory, while the perception of the president and the administration on the issue of the Japanese distortion of history and the issue of Dokdo was quite determined. Through this lens, this study also found that the players perceived the issue not only on the basis of national interests, but also on the basis of their organizational interests and personal concerns. Finally, through the viewpoint of the Policy Streams Model, this study examined how the streams of problems and policy alternatives proceeded along the processes of the founding of the two quasi-governmental organizations. According to the analysis, the streams of problems surrounding the founding of the Koguryo Research Foundation were weaker than the streams of problems concerning the Northeast Asian History Foundation. In the perspective of policy streams, those concerning the founding of the Northeast Asian History Foundation were consistent and strong due to the determined stand of the president on the issue, while the policy streams regarding the Koguryo Research Foundation were incremental, inconsistent, and mutated due to the lack of presidential support and the passive attitude of the administration toward the issue. The first implication of the study is that a variety of aspects of organizational establishment should be reviewed to understand the process of organizational founding more clearly. Though organizational environment theories have assumed that environment or context determines the structure or function of the organization, the theories can not clearly explain why the birth or closure of an organization occurred in a specific time in spite of the presence of previous contingencies. The second implication is that policy makers or researchers should consider such factors as politics, administration, and the legality of the issues regarding the establishment of a quasi-governmental organization, because quasi-governmental organizations are governed by legal, administrative, and other institutional constraints unlike private organizations. The third implication is that, as Korea society is growing more pluralistic, the relevance of the Governmental Politics Model is likely to become higher in explaining the establishment processes of quasi-governmental institutions in the Republic of Korea. Chapter 1 analyzes savings mobilization attempts made after the implementation of the First Five-Year Economic Development Plan immediately following the May 16 military coup. To this end, we first look at the domestic capital mobilization of the 1st Five-year Economic Development Plan and the various institutional and social practices promoted for mobilizing household savings. Representatively, it describes saving enlightenment activities and the national saving movement promoted by the government. In addition, it deals with the establishment of a National Savings union established primarily for wage workers. Chapter 2 deals with political and social discussions within Korean society that were developed in the process of determining the rate realization measures implemented in September 1965. It also describes the process of institutional reform, including the establishment of local banks, which was established to strengthen mobilization of savings while witnessing an increase in financial savings after the implementation of this measure. In addition, this study analyzes aspects of the living rationalization movement such as 'the second economic movement' that was developed along with the reform of the system. The effects of such activities and the recognition of household savings are analyzed based on the savings market survey conducted by the Bank of Korea since 1967. Chapter 3 deals with the aspects of saving mobilization during the period of heavy chemical industrialization in the early 1970s. The government has promoted the heavy and chemical industrialization policy since 1973 and made a plan to raise funds for domestic capital. To this end, the financial system was reorganized and a national investment fund was established. And attempted to mobilize household savings by introducing the National Welfare Pension, but failed. This chapter examines this process and describes the attempts and limitations of building a mobilization system. Chapter 4 analyzes the savings mobilization strategy developed after the global economic recession caused by the oil shock. During this period, the oil shock shocked the domestic economy, which in turn increased demand for income security. The Korean government used financial institutions as a means of ensuring the lives of its people. Representatives include workers' asset-building savings and life insurance. These systems were introduced and fostered as a means to mobilize the domestic capital necessary for the promotion of the Fourth Five-Year Plan. In addition, this chapter examines households 'responses to workers' asset-building savings and life insurance. Based on the above, the effects of forced saving, saving enlightenment, and economic incentives used by the Korean government for saving mobilization can be summarized as follows. First, forced saving did not have much effect. In the case of the national savings union, although it has the characteristics of forced savings, it was far short of its target. In addition, the National Welfare Pension, which was created as a means of domestic capital mobilization immediately after the declaration of industrialization, attempted to be introduced using welfare discourse, but its implementation was delayed indefinitely due to strong repulsion and oil shock. Next, the saving enlightenment of the government also did not have much effect on increasing savings. The government and savings organizations continued to disseminate discourses on rationalization through the preparation of households, but not many households keep a housekeeping book. According to a savings market survey conducted by the Bank of Korea, each household was told to increase or decrease its savings by increasing or decreasing its income. The most effective means of government's savings mobilization were through economic incentives. Regular deposits and installment savings have increased since interest rate realization measures, and the popularity of workers' asset-building savings in the late 1970s is a reflection of this. The main motives for savings identified by the savings market survey were real estate purchases, child education and marriage funds, and stabilization of retirement life, and workers' asset-building savings and life insurance were just the right tools for that need. As a result, the government's savings mobilization was able to achieve effective results when it met the needs and desires of households. The demand for saving mobilization for the people of the Park Chung Hee regime seemed very strong on the outside. But the reality is that the government is driven by household demands. Meşrutiyet döneminin önemli isimlerinden biri olmuştur. Kökü 16. yüzyıla uzanan, Süleymaniye şehrinin kurucusu ünlü Kürt aşireti Baban ailesine mensuptur. İslamcılık düşüncesinin güçlü temsilcilerinden Babanzâde Ahmed Naim'in kardeşidir. Hukuk Mektebi'ni bitirdikten sonra Mülkiye ve Mühendis Mektepleri'nde hocalık; İkdam, Tanin, Şura-yı Ümmet gibi gazetelerde köşe yazarlığı yapmıştır. Hukukla ilgili eserlerinin yanı sıra Bismarc biyografisi ve Dreyfus Meselesini anlattığı kitapları da bulunmaktadır.Meclis-i Mebusan'da Bağdat (1908) ve Divaniye (1912) mebusu olarak yer almış, İbrahim Hakkı Paşa Kabinesi'nde Maarif Vekilliği (1911) siyasi kariyerinin en üst noktası olmuştur. 26 Aralık 1913'te, henüz 37 yaşında iken ders verdiği sırada vefat etmiştir.Meşrutiyet düşüncesini resmetmeye çalıştığım bu tezde onu tanımlayabilecek temel kavramlar; itidal, tedrici tekâmül, meşruiyet,parlamenter sisteme bağlılık, teamül , uzlaşma kültürüdür.Babanzâde, Meşrutiyet'i demokrasi ile eşanlamlı bir yönetim olarak gördüğü için yazılarını, demokrasiyi oluşturan temel unsurları (çoğunluk, çoğulculuk, yasama, yürütme, yargı, güçler ayrılığı, basın özgürlüğü, hukukun üstünlüğü vb.) esas alarak sınıflandırdım.Nitekim 1909 Ağustos'unda yayınlanan Şeyhülislamlık Beyannamesi'ni değerlendirdiği yazılarında; hâkimiyet-i milliye, iktidarın denetlenmesi, güçler ayrılığı, müsavat kavramlarını vurguladığı görülmektedir.Yaşanan olaylara sosyolojik izahlar getirmesi, akademik kimliğinin yazılarına akseden önemli bir parçasıdır. Etki-tepki kanunu, değişimin kaçınılmazlığı, parça-bütün ilişkisi, evrimci yaklaşım, bazı sorunların ancak toplumsal olgunlaşma ile çözülebileceği, yeniliklerin somut ihtiyaçlardan başlaması gerektiği bunlardan birkaçıdır. İttihad ve Terakki Partisi'nin güçlü olduğu dönemde, siyasi rakiplerinin kürsü dokunulmazlığı ve emeklilik haklarını savunması demokrasiye olan bağlılığındaki samimiyeti gösterir.Sultan Reşad'ın cülus yıldönümlerinde kaleme aldığı yazılar, Meclis'te hanedanın damatlarının -onurlarının korunabilmesi için- ödeneklerinin artırılması teklifini desteklemesi onun saltanata karşı olduğu iddiasını çürütmektedir. Ancak sistem içerisinde padişaha biçtiği rol de oldukça sınırlıdır: Milletin birliğini ve ülkenin bütünlüğünü temsil eden, siyasi yetkileri azaltılmış sembolik bir makam.Ona göre; halk Meşrutiyet yönetimiyle beraber iktidara ortak olmuştur. Ancak sınırsız bir özgürlük elde etmemiştir. Hakkını kurallar içerisinde aramalıdır. Rüşvet, tembellik, düzensizlik gibi toplumsal hastalıkların tedavisi için siyasi ve medeni terbiyenin yükselmesi gereklidir.Çoğulculuk kavramına çok erken sayılabilecek bir dönemde vurgu yapması onun demokrasi çıtasının yüksekliğini göstermektedir. Ona göre azınlıkta kalan siyasi hareketler ancak sağlam ve tutarlı fikirlerle hayatta kalabilirler.Karmaşık seçim sisteminde en iyi sonucu alabilmek için İttihad ve Terakki'nin hem seçmenlerine hem adaylarına hem de parti yöneticilerine tavsiyelerde bulunur. Bu tavsiyeler günümüzde dahi yerleşmemiş olan parti içi demokrasi anlayışı açısından oldukça önemlidir.Dini inançların seçim malzemesi yapılmasına karşı çıkar. Siyasi cinayetlere şiddetle karşıdır. Partisinin seçim başarısını açıklarken güçlü bir analizci olduğu görülmektedir.Basının halkın sesi olduğuna dair iyimserliği siyasi rekabetin labirentlerinde kaybolur. Bu alandaki düzensizliğin önlenmesi için bir Matbuat Cemiyeti kurulmasını ve bir Matbuat Nizamnamesi hazırlanmasını önemsemiştir. Yabancı basının iç politikada taraf olmasına karşı çıkar.Osmanlı Devleti'nin azınlıkları Türkleştirmeye çalıştığı ithamını bir iftira olarak görür. Ancak herkesi ortak vatan ve ortak vatandaşlık çatısı altında bir araya getirecek Osmanlıcılık politikasının da gerekli olduğunu savunur. Eşitlik talep eden azınlıkların eski ayrıcalıklarının devam etmesini istemelerini ise bir çelişki olarak görür. Kültürel amaçla kurulan Kürt Teavün ve Terakki Cemiyeti'ne (1908) üye olması ve bu Cemiyet'in gazetesinde yazı yazması, azınlıkları Türkleştirmenin yanlış olacağını savunması kendisinin Türkleşmiş Kürt olduğu iddiasını çürütür; Osmanlıcılık idealine samimiyetle bağlı Kürt kökenli bir aydın olduğunu gösterir.Arnavutluk'un Osmanlı Devleti'nden ayrılış süreci tam bir travma etkisi doğurur. Çünkü bu ayrılış "ümmet" anlayışına vurulan ilk darbedir. Arap siyasi hareketlerine, bu süreçte yaşananları bir ibret olarak hatırlatır.Devleti oluşturan unsurlardan başta yasamayı (Meclis) öne çıkarırken daha sonra yürütmeyi ilk sıraya geçirmiştir. Bir hükümet kurulurken padişah-sadrazam-Meclis arasında güvenoyu alınmasını sağlayacak bir işbirliğini gerekli görür. Bugünkü tabirle teknokrat bir koalisyon hükümeti kurulmasına, yürütmeyi zayıflatacağı için karşı çıkar.Örfi İdarenin hatalarının üstünü örtme çabası ve muhalefetin sesini daha gür duyurabileceği açık alan mitinglerine karşı çıkması onun demokrasi anlayışında tespit edebildiğimiz nadir kırılmalardır. Halaskarân Zabitan tehdidi karşısındaki dik duruşu ise takdire şayandır.Ona göre, yasama organının diğer parçası olan Ayan Meclisi'nin varlığı -aristokratik bir geçmişe dayanmadığı için- sadece bir sebeple anlamlıdır: Kanunların hazırlanması sürecinde ihtiyaç duyulan teenniyi sağlaması. Buna rağmen zaten Meclis'in feshinde onay hakkına sahip olan Ayan Meclisi'nin bir de hükümeti düşürebilecek istizah (gensoru), kendi üyelerini seçme gibi haklara sahip olursa sistemdeki tek güç olacağı uyarısını yapar. Meclis müzakerelerinin uzamaması için yaptığı teklifler tam bir uzman görüşüdür. Muhalefet milletvekillerinin iktidarın istediği kanunları engellemek için başvurduğu obstrüksiyon (engelleme) yöntemlerini demokrasi dışı uygulamalar olarak tanımlar.Ocak 1912'de Meclis'in ilk feshinin ardından aynı yıl Ahmet Muhtar Paşa Kabinesi döneminde yeniden feshedilmesi çabasına şiddetle karşı çıkar. Bu amaçla dile getirilen Meclis'in ömrüne dair fikirleri ustaca çürütür.Güçler dengesi bağlamında Meclis'in istizah hakkına karşılık hükümetin cevabın ertelenmesi hakkının hangi dengede olması gerektiğini izah eder. İstizah, güven oylaması ile sonuçlanan bir yöntem olarak kullanıldığı için iktidarın denetlenmesinde daha hafif bir yöntem olarak sual yöntemini teklif eder. Meclis'in adem-i itimad oyuna karşılık Hükümet'in Meclis'i feshetme hakkını düzenleyen 35. maddenin değiştirilmesi meselesi, güçler dengesi başlığının en önemli konusudur. Anayasa'da yapılan 1909 tadilatıyla bu denge İttihad ve Terakki tarafından Meclis lehine bozulmuştur. 1912'de dengenin yeniden kurulması için yapılan teklifin de İttihadçılardan gelmesi muhalifler tarafından şiddetle eleştirilmiştir.Babanzâde, yargı alanında reform ihtiyacını kabul etmektedir. Ancak bunun da tedrici bir şekilde olması gerektiğini savunur. Mahkemelerin tekliği esas olmasına rağmen bir süre daha memurların yargılanması için idari mahkemelerin varlığını sürdürmesi gereklidir. Gezici sulh mahkemelerinin kurulması adi suçların çözümünü hızlandıracaktır. Hâkimlerin ilmi yeterliliklerini artırmak için hukuk mekteplerinin sayısı artırılmalı, gayret eksikliğini gidermek için görevde yükselme şartlarını belirleyen objektif kriterler getirilmelidir.Ordu ve adliye mensubu memurların politikadan uzak durması şarttır. Ancak bu sayede saygınlıklarını koruyabilirler. Küçük düzeydeki memurların halkı bilgilendirmek amacıyla politikayla ilgilenmesi yanlış olmaz, aksi takdirde siyasi güç kısa zamanda yerel zorbaların eline geçer. He is the brother of Babanzâde Ahmet Naim who is the most powerful represantative of Pan-İslam. After graduation from law school,he worked at Mülkiye and Engineering Schools and wrote articles to İkdam, Tanin, Şura-yı Ümmet newspapers. In addition to his Works about law, he wrote Bismarc biography and the book which he told about Dreyfus matter.He worked as a representative of Bağdat and Divaniye in Grand National Assembly (Mebusan Meclisi). He worked as an Education Minister with İbrahim Hakkı's Goverment. This position was his top career. While he was teaching ,26 th December 1913 at 37 years old he died.When I want to describe his constitutionalism with this thesis, I can say these terms: moderate, improving step by step, legitimacy, devotion on the system of parliament, customs, culture of reconcile.As Babanzâde has seen constitutinalism and democracy the same, I classified his writings as the basic items: majority, pluralism, legislation, propulsion, judgement the diversity of powers, the freedom of press and dominiant of law.In his writings which criticized Şeyhülislam Declaration in 1909 August, it is seen that he focused on soverignity, inspecting the power goverment, the diversity of power and equality.His sociological way of describing the events is important part of his career. Effect and cause, inevitable change, the relation of part and whole, evolutionist approach, the thing that some problems can only be solved by the maturity of the society and the necessity that the innovation must started by the concrete need are some of them.When İttihad and Terakki Party was powerful, his defensing the rivals seat untouchable position of its and the rights of being retired shows his dependancy on democracy.In Sultan Reşat's ascending the throne anniversary writings his supporting increasing the subsidy of sons in law on the behalf of protecting their honour in the assembly refutes the idea of opposition against the throne. But the role of the Sultan is very limited in his system it is a symbolic stage which represents the unity of the nation and the unity of whole country.According to him the people participated in the political power with constitutinaolism. However,they couldn't get endless freedom. They have to look for their right according to the rules and law. The social disorders like bribery, laziness, untidiness can be solved by increasing the level of political and civilized understanding of society.His focusing the concept of pluralism at early period shows his improving the idea of democracy for him weak political movements can only stay alive by strong and coherent ideas.He has some suggestions both to the candidates and voters of İttihad and Terakki in order to be succesful on the complicated voting system. These suggestions are very important for the today's changeable party and democracy understanding.He is opposed to misusing of religious beliefs. He is strongly object to political murders. While he is describing his party's voting success, he is seen to be a strong analisist.The optimism of the press about being the voice of the nation disappears in the labyrinth of political competition. He gave importance to the foundation of press and to the event of preparing a press declaration in order to prevent the disorders in this field. He opposes to foreign press's side in inside policy.The minorities of Ottoman Empire sees the accusation of making them Turkish as a slander. On the other hand,he thinks that the Ottoman policy which will make all the natives and non-natives United is a most that the minorities who demands equality and also demanding their old privilages is seen as a contradiction by him. The event of being a member of the Kurdish Teavün and Terakki Association founded with the aim of culture (1908) and writing many articles in this association's newspaper and defending that it would be wrong to make Kurdish people Turkish refutes that he is a Kurdish. It shows that he is a Kurdish-rooted, intellectual person who is strongly devoted himself to Ottoman idealism.The period in which Albania seperated from Ottoman Empaire reveals a real travma. Because this parting is a real blow for the Muslim Community. He sees it as a sample for the Arabic political movements.He gives importance to legislation but then he finds carrying a law more important than legislation. He thinks a cooperation providing with winning a vote of confidence among Sultan-Grand Vizier and Assembly is necessary. He objects to today's technocrat coalition goverment, because of its dangerous effects on carrying out the law.His effors to conceal the faults of cencorship and his objections to opposition party's demonstrations are his defects of his democracy understanding. But he defends that is should be step by step. Although the courts are the only way to judge, managerial courts must exist to judge the officers for a while. Founding portable peace courts will make the solution the vulgar crimes faster. The number of law schools should be more in order to develop the judge's careers and there should be some objective criteria to improve on their careers and to prevent the effort deficiency.It is a condition for army and judge staff to be away from the policy. Providing that they can protect their esteem. Low-level officers' dealing with the policy is not wrong, otherwise political-power can be subsituted with local tyrants. Specifically, this study empirically analyzes how the quantitative and qualitative levels of the resident participation system influenced the democratic performance of local governments. The involvement of residents in the policy process of local government is an essential element for decentralization and actual operation of local autonomy, which is the complementary means of representative democracy. Resident participation plays a role in improving the practical problem-solving ability by preventing local government policies from violating reality. It is also known that civic involvement in the policy process plays a positive role in improving the responsiveness and effectiveness of administration. Therefore, local governments consider various measures to promote participation of residents. There are many ways to promote participation. Among them, the institutional introduction and continuous operation of the means of involvement of the residents has a positive effect on the invigoration of the involvement of the residents, as it provides the basis for the participation of the residents and broadens the scope of participation. In addition, the resident participation system can serve as a mechanism for maintaining and supporting appropriate resident participation in the policy process. Therefore, institutionalization of participation in local government is meaningful, and this study deals with civic involvement system based on such discussion. If so, is it good to have a lot of participation systems in the policy process at the basic level of local government? In reviewing previous studies, the introduction of a new resident participation system has the effect of activating resident participation or enhancing government performance. Therefore, it emphasizes the necessity of introduction to local governments that have not yet introduced the participatory system, and suggests methods for successful operation of the participant system. Previous studies have shown that the effects after the introduction of the new resident participation system or the qualitative nature of the participation system have a positive effect on the activation of resident participation and government performance. Point out that this will be a helpful option in terms of promoting participation or improving government performance. Yet another preliminary study suggests that the essential reason for local governments to introduce participatory participation systems may not be the expansion of participatory participation or the improvement of government performance. In other words, it is a formal means to show that local government officials are at work, or as a means of demonstrating that they are not falling behind in competition with other local governments. In such cases, the introduction of the resident participation system may have a negative impact on the welfare or government performance. Why is it important to measure government performance at the level of local government, and why do we consider the resident participation system as a major influencer of local government performance in this study? In general, government performance means making policy decisions that respond to citizens' policy needs and implementing them efficiently. Participation through the participatory system as a formal channel of participation not only guarantees the continuity of policy process participation, but can also reflect democratic, transparent, and responsive policies and public services because it can reflect diverse interests and communication. Therefore, the resident participation system is a channel and a means to guarantee continuous and stable resident participation. Most of the existing studies evaluate that participatory participation system acts as a catalyst for local autonomy and is justified in terms of improving government performance. Nevertheless, some studies question the effectiveness of the resident participation system, including the fact that the policy reflection rate through the resident participation system remains low at the local government's policy process and the effectiveness of the resident participation system is low. In addition, some previous studies have cited the inability to accurately measure the effect of citizen participation through resident participation system. In other words, it was difficult to determine whether the resident participation system directly influenced the government performance improvement or whether the resident participation system affected the society and the government performance improved as a result. However, it is clear that the purpose of the resident participation system is to enhance the democratic outcomes of local governments and ultimately improve the quality of life of residents. This fact is more evident when examining the Basic Ordinances on Participation of Residents, which are established by Ordinance by some local governments, which states that the purpose of the citizen participation is to promote administrative transparency and responsiveness. In other words, the purpose of the resident participation system is to improve the democratic performance of local governments. If so, it would be necessary to take a step further from the existing studies and use variables that can measure how transparent, democratic and responsive the administration has been due to the operation of the actual participatory system. Based on the above discussion, this study measured the quantitative level of the resident participation system introduced from 2005 to 2017 when the actual operation of the resident participation system was confirmed for 226 local governments in 2019. Next, the quality of the participation system was measured by categorizing the individual participation system based on the scope and intensity of participation. Type III systems are the ones with the highest intensity of delegation with the participation of the general population among the total residents participation system. Finally, the democratic achievements of local governments were divided into transparency, responsiveness and effectiveness of each basic local government. Transparency of local governments was measured by the Comprehensive Integrity Index, and responsiveness was measured by the total number of complaints handled per government official, and by the share of grievances and other complaints. Effectiveness was measured by the ratio of social welfare budget to the total budget and the quality of life index of residents. As a method of analysis, fixed effect panel analysis was used. The summary of the analysis is as follows. First, the increase in the quantitative level of the resident participation system for the local government at the basic level has a significant negative effect on the transparency of administration, while the increase in the share of the Type III resident participation system has a positive effect on the transparency of the administration. It was also confirmed that the transparency of administration did not decrease as the total number of operation of the resident participation system increased, but that the slope converged to zero when the quantitative level of the participation system reached a certain level. On the other hand, in the local governments at the County level, it was found that when the resident participation system fell short of the average number of operations, it had a negative effect on the transparency of the administration, while exceeding the average number of operations had a positively significant effect on the transparency of the administration. Second, the increase in the quantitative level of the resident participation system has a negative effect on administrative responsiveness, and the increase in the quality level has no statistically significant effect. However, the quantitatively appropriate level of the resident participation system, which improves administrative responsiveness, was confirmed in the case of the District level of local government. Although the total number of operation of the participatory system reached a certain level, it had a negative effect on administrative responsiveness, but beyond that level, it was found to have a positive and significant effect on responsiveness. Third, the increase in the quantitative level of the resident participation system has a positive effect on the effectiveness of administration. As the total number of operation of the resident participation system increased, both the proportion of social welfare budget and the quality of life of the residents increased. However, the statistical significance of the quantitative and qualitatively appropriate levels of the resident participation system to enhance the effectiveness of administration could not be confirmed. Based on this, the implications of this study are as follows. As discussed above, most existing studies analyze the effect of each participatory system implemented by local governments or their impact on the performance of specific sectors of local governments, or the effects of implementing participatory systems on individual municipalities. In addition, existing researches are only on comparative studies between local governments operating specific participatory systems and on the possibility of revitalization of participatory systems. In other words, there is a limitation in that not only the collective effects of various participation systems used in local government policy processes but also the effects of accumulated participation systems over time are not considered. In order to overcome these limitations, this study approached the resident participation system at the collective level and focused on the direct effect of the institutional factor on the government performance. Theoretical implications of this study are as follows. First, this study expanded the spatial and temporal scope of analysis to overcome the limitations of the analytical objects of previous studies. Second, the participation system was analyzed from various angles. Various types of typology of resident participation system suggested in the previous study were summarized, and it was confirmed that the effect on government performance also appeared differently according to the kind of participatory system. Third, this study attempted to measure government performance on a democratic level. Since the ultimate goal of the resident participation system is to realize local autonomy and to promote democracy, this paper analyzes the transparency, responsiveness, and effectiveness of administration focusing on the democratic dimension of government performance. Fourth, this study tried to make the analysis accurate by conducting fixed effect panel analysis that can control individual specificity such as endogenous local government's effect and time effect which was not controllable in the cross-sectional analysis used in the existing research. In terms of policy, the implications of this study are as follows. First, this study considered the quantitative and qualitative level of the resident participation system as a major influencing factor of government performance. Increasing the quantitative and qualitative levels of the resident participation system had a significant influence on the democratic performance of local governments. In particular, it was found that in order for the resident participation system to have its original effect, it must be an institution with an interactive attribute including a means for communicating with the government and delegating authority to the residents. Second, this study diagnosed the quantitative and qualitative levels of the local participation system, which is currently operated by local governments, and suggested the basis for the selection and concentration of future participation system. Third, although the administrative implications of the research on the performance of local governments are considerable, empirical research is insufficient. This seems to be because the performance of local governments is not only objectively measurable, but also limited in obtaining usable variables. Therefore, this study limited government performance to democratic performance, and analyzed total democratic performance of local government using various variables that can be measured. The limitations of this study are as follows. First, since the quantitative and qualitative levels of the resident participation system were measured at the collective level, the individual characteristics of each resident participation system could not be reflected in depth in measuring the quality level. Next, due to the limitations of the data available to local governments at the basic level, this study could only reflect the use of subjective indicators to measure democratic government performance such as 'quality of life of residents' in Seoul Metropolitan Government. In this regard, the results and methods of this study are based, and it will be necessary to approach in various ways how and in what circumstances the participation system has a significant effect on government performance. ; 본 연구의 목적은 주민참여제도가 지방정부의 성과에 미치는 영향력을 확인하는 것이다. 구체적으로는 지방정부가 도입하여 현재 시행 중인 주민참여제도의 양적 및 질적 수준이 지방정부의 민주적 성과에 어떠한 영향을 미쳤는지 실증적으로 분석하고자 한다. 지방정부의 정책과정에서 주민의 참여는 대의민주주의의 보완적 수단인 동시에 지방자치제도 도입의 궁극적 목적이라고 할 수 있는 지방분권과 주민자치의 실질적 작동을 위한 필수적 요소이다. 주민참여는 지방정부의 정책이 현실로부터 유리되는 것을 방지하여 실질적인 문제해결 능력을 향상시키는 역할을 한다. 또한, 정책과정에서 주민참여는 행정의 대응성과 효과성을 향상시키는 긍정적 역할을 한다고 알려져 있다. 그러므로 지방정부는 주민참여를 활성화하기 위한 여러 방안을 고민한다. 주민참여를 활성화하는 방안에는 여러 가지가 있다. 그중에서도 주민참여 수단의 제도적 도입과 지속적 운영은 주민참여가 발생할 수 있는 기반을 마련해주고 참여의 폭을 넓혀주는 역할을 하므로 주민참여 활성화에 긍정적 영향을 미친다. 더불어 주민참여제도는 정책과정에서 적절한 주민참여를 유지하고 지원할 수 있는 기제의 역할을 할 수 있다. 그러므로 지방정부 내 주민참여의 제도화는 의미가 있으며, 본 연구는 이러한 논의를 바탕으로 주민참여제도를 다루고 있다. 그렇다면 다양한 특성을 가진 주민참여제도들이 많이 시행되면 좋은 것일까? 선행연구를 검토해보면 새로운 주민참여제도의 도입은 주민참여를 활성화하거나 정부성과를 높이는 효과를 가져오기 때문에, 아직 도입이 안 된 지방정부에는 도입의 필요성을 강조하고, 시행 중인 지방정부에는 참여제도의 실질적 운영을 위한 방법을 제시한다. 그러므로 새로운 주민참여제도를 도입한 이후의 효과 또는 참여제도의 속성이 주민참여의 활성화 혹은 정부성과에 긍정적으로 유의미한 영향을 주었다는 기존의 연구결과들은 지방정부가 앞으로 더 많은 주민참여제도를 도입하는 것이 주민참여의 활성화나 정부성과 제고 측면에서도 도움이 되는 선택이 될 것을 말해준다. 하지만 또 다른 선행연구에 의하면, 지방정부가 주민참여제도를 도입하는 이유가 주민참여의 확대나 정부성과의 제고에 있다는 것은 부차적인 문제일 뿐이라고 주장한다. 그뿐만 아니라 지방정부의 관료가 일하고 있다는 것을 보여주기 위한 형식적 방법, 다른 지방정부와의 경쟁에서 뒤처지지 않고 있다는 것을 증명하는 하나의 수단으로 주민참여제도를 도입, 운영하기도 한다는 것이다. 이럴 때 주민참여제도의 도입은 오히려 주민 복리 또는 정부성과에 부정적 영향을 미칠 수 있다. 한편, 지방정부 수준에서 정부성과를 측정하는 것은 왜 중요하며, 본 연구에서 지방정부 성과의 주요 영향요인으로 주민참여제도를 고려하는 이유는 무엇인가? 일반적으로 정부성과는 시민의 정책적 요구에 반응하는 정책 결정을 하고, 이를 효율적으로 집행하는 것을 의미한다. 참여의 공식적 통로인 주민참여제도를 통한 주민참여는 정책과정 참여의 지속성을 보장할 뿐 아니라 다양한 이해관계와 의사소통을 반영할 수 있으므로 민주적이고 투명하며, 대응성 높은 정책과 공공서비스를 산출할 수 있도록 유도하는 역할을 할 수 있다. 다시 말해 주민참여를 지속적이고 안정적으로 보장할 수 있는 통로이자 수단이 바로 주민참여제도인 것이다. 대부분의 기존연구들은 주민참여제도가 지방자치의 촉매제 역할을 하며, 정부성과 제고 측면에서도 정당성이 높다고 평가한다. 그런데도 일부 연구들은 실제 지방정부의 정책과정에서 주민참여제도를 통한 정책반영비율은 낮은 수준에 머물러 있고, 주민의 참여제도에 대한 효능감도 떨어지는 등 주민참여제도의 효과성에 의문을 제기한다. 또한, 주민참여제도를 통한 주민참여의 효과를 정확히 측정할 수 없기도 하거니와 주민참여제도가 정부성과 제고에 직접적 영향을 미친 것인지, 주민참여제도를 통해 주민참여가 활성화됨으로써 사회에 영향을 미치고 결과적으로 정부성과가 향상된 것인지 판단하는 데 어려움이 있었다. 그러나 확실한 점은 주민참여제도의 목적이 지방정부의 민주적 성과를 제고하여 최종적으로는 주민의 삶의 질 향상에 있다는 사실이다. 이러한 사실은 일부 지방정부가 조례로 제정한 「주민참여에 관한 기본조례」를 살펴보면 더욱 확실히 나타나는데, 주민참여가 행정의 투명성과 대응성을 증진하고자 하는 목적이 있음을 명시하고 있다. 즉, 주민참여제도의 목적은 지방정부의 민주성 성과의 향상인 것이다. 그렇다면 기존연구에서 확인한 바와 같이 주민참여제도가 가지는 효과의 측정을 재정이나 예산자료를 활용하여 양적으로 측정한 연구에서 한 걸음 더 나아가 실제 주민참여제도 운영으로 인해 얼마나 행정이 투명하고 민주적이며 대응적으로 변화했는지를 측정할 수 있는 변수를 활용해야 할 필요가 있을 것이다. 이상의 논의를 바탕으로 본 연구는 2019년 기준 226개 기초단위의 지방정부를 대상으로 주민참여제도의 실제 운영이 확인되는 2005년부터 2017년까지 도입된 주민참여제도의 양적 수준을 측정하였다. 더불어 개별 주민참여제도를 참여의 범위와 강도를 기준으로 유형화하여 시행 중인 전체 주민참여제도 중 일반적 주민이 참여하면서, 권한위임의 강도가 가장 큰 참여제도들(제 Ⅲ형 제도)이 전체 시행 중인 주민참여제도에서 차지하는 비중을 주민참여의 질적 수준으로 측정하였다. 다음으로 지방정부의 민주적 성과를 각 기초 지방정부의 투명성, 대응성, 효과성으로 구분하고 종합청렴도지수, 공무원 1인당 전체 민원처리 건수, 고충 민원과 기타민원의 합이 전체 민원에서 차지하는 비중, 전체 예산대비 사회복지예산의 비중, 주민의 삶의 질 지수로 측정하였다. 분석방법은 고정효과 패널 분석을 활용하였다. 분석결과를 요약하면 다음과 같다. 첫째, 기초단위의 지방정부 전체를 대상으로 주민참여제도의 양적 수준의 증가는 평균적으로 행정의 투명성에 부정적으로 유의미한 영향을 미치지만, 제 Ⅲ형 주민참여제도 비중의 증가는 행정의 투명성에 긍정적으로 유의미한 영향을 미쳤다. 또한, 주민참여제도의 총 운영 건수가 증가할수록 행정의 투명성이 지속해서 감소하는 것이 아니라, 참여제도의 양적 수준이 일정 수준에 이르면 그 기울기가 0에 수렴함을 확인하였다. 한편, 군 단위의 지방정부에서는 주민참여제도가 평균 운영 건수에 미치지 못할 때는 행정의 투명성에 부정적 영향을 미치지만, 평균 운영 건수를 넘어서면 오히려 행정의 투명성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 둘째, 주민참여제도의 양적 수준의 증가는 행정의 대응성에 부정적으로 유의미한 영향을 미치는 것으로 나타났으며, 질적 수준의 증가는 통계적으로 유의미한 영향력을 가지지 못하는 것으로 확인되었다. 그러나 구 단위 지방정부의 경우 행정의 대응성을 제고하는 주민참여제도의 양적 적정 수준이 확인되었다. 참여제도 총 운영 건수가 일정 수준에 이르기까지는 행정의 대응성에 부정적 영향을 미치는 것으로 나타났지만, 그 수준을 넘어서면 대응성에 긍정적으로 유의미한 영향을 미치는 것으로 확인되었다. 셋째, 주민참여제도의 양적 수준의 증가는 행정의 효과성에 긍정적으로 유의미한 영향을 미치는 것으로 나타났다. 주민참여제도의 총 운영 건수가 증가할수록 전체 대비 사회복지예산의 비중과 주민의 삶의 질 모두 증가하는 것을 확인하였다. 그러나 행정의 효과성을 제고하는 주민참여제도의 양적 및 질적 적정 수준의 통계적 유의미성은 확인할 수 없었다. 이를 바탕으로 본 연구의 함의를 제시하면 다음과 같다. 앞서 논의한 바와 같이 대부분의 기존연구들은 지방정부에서 시행하는 각각의 주민참여제도가 가지는 효과 또는 지방정부의 특정 부문의 성과에 미치는 영향력을 분석하거나, 개별 지방자치단체를 사례로 참여제도 시행의 효과 분석, 특정 참여제도를 운영 중인 지방정부 간 비교연구, 참여제도의 활성화 가능성에 관한 연구에 머무르고 있다. 다시 말해, 지방정부 정책과정에서 활용되는 다양한 주민참여제도의 집합적 효과뿐 아니라 시간이 흐름에 따라 누적된 참여제도가 미치는 효과 또한 고려하지 못했다는 한계가 있다. 본 연구는 이러한 한계를 극복하고자 집합적 수준에서 주민참여제도에 접근하였고, 주민참여제도라는 제도적 요인이 정부성과에 가지는 직접적 효과에 주목하였다. 구체적으로 본 연구의 함의를 이론적 측면에서 살펴보면 다음과 같다. 첫째, 본 연구는 선행연구가 가진 분석대상의 한계를 극복하기 위해 분석의 공간적, 시간적 범위를 확장하였다. 둘째, 주민참여제도를 다양한 각도에서 분석하였다. 먼저, 선행연구에서 제시한 주민참여제도의 다양한 유형화 방식을 종합적으로 정리하였으며, 어떤 속성을 가진 참여제도인지에 따라서 정부성과에 미치는 효과 또한 차별적으로 나타난다는 것을 확인할 수 있었다. 셋째, 정부성과를 민주적 차원에서 측정해보고자 하였다. 주민참여제도가 가지는 궁극적 목적이 바로 지방자치의 실현과 민주주의의 제고에 있으므로 정부성과의 민주적 차원에 초점을 두어 행정의 투명성, 대응성, 효과성을 분석하였다. 넷째, 본 연구는 기존연구에서 활용한 횡단면 분석에서 통제 불가능했던 개별 지방정부 고유의 효과 및 시간 효과와 같은 개별특이성을 모두 통제 가능한 고정효과 패널 분석을 시행함으로써 분석의 정확성을 꾀하고자 노력하였다. 다음으로 정책적 측면에서 본 연구의 함의는 다음과 같다. 첫째, 본 연구는 정부성과의 주요 영향요인으로서 주민참여제도의 양적, 질적 수준을 고려하였다. 주민참여제도의 양적, 질적 수준의 증가는 지방정부의 민주적 성과에 유의미한 영향력을 미치는 것을 확인할 수 있었다. 특히 주민참여제도를 설계할 때 제도가 본래의 효과를 가지기 위해서는 정부와 주민이 상호작용할 수 있고, 주민에게 권한을 위임할 수 있는 수단이 포함된 교호적 성격을 가진 제도여야 한다는 것을 알 수 있었다. 둘째, 기초 지방정부 수준에서 개별 주민참여제도가 가지는 속성이 민주적 정부성과에 영향을 줄 수 있음을 확인한 바와 같이 지방정부가 현재 시행 중인 주민참여제도 전반의 양적 및 질적 수준을 진단하여 향후 주민참여제도의 선택과 집중에 도움이 될 수 있는 근거를 제시하였다. 셋째, 지방정부 성과에 관한 연구가 가지는 행정학적 함의는 상당한데도 실증연구는 부족한 실정이다. 이것은 지방정부의 성과가 객관적으로 측정하기 어려울 뿐 아니라 활용할 수 있는 변수를 획득함에서도 한계가 있기 때문으로 보인다. 그래서 본 연구는 정부성과를 민주적 성과로 한정하였고, 이를 측정할 수 있는 다양한 변수를 활용하여 지방정부의 민주적 성과를 총체적으로 분석하였다. 한편, 본 연구의 한계는 다음과 같다. 먼저, 주민참여제도의 양적 및 질적 수준을 집합적 수준에서 측정하였기 때문에 질적 수준의 측정에 있어 각각의 주민참여제도가 가지는 개별적 속성을 심층적으로 반영하지 못했다. 다음으로 본 연구는 기초단위의 지방정부에서 활용 가능한 데이터의 한계로 인해 '주민의 삶의 질'과 같은 민주적 정부성과를 측정하는 주관적 지표 활용을 서울특별시 자치구를 대상으로밖에 반영하지 못했다. 이러한 부분에서는 본 연구의
