The forced migration movement from Syria, which began in 2011, has brought about significant changes in civil society within Turkey. The already existing complex relationship between the state and civil society, is further diversified in the context of forced migration, presenting the need to focus on the provision of humanitarian assistance, access to services, and integration of Syrian refugees who are legally under temporary protection, without international refugee recognition. Furthermore, state-driven cross-border humanitarian operations and security-oriented state policies also shape this landscape. Therefore, the interplay between civil society actors –existing, government-supported, and newly emerging– and security-oriented state policies contributes to this transformation. Historical and political realities, alongside global-local crises, influence the trajectory of change within civil society, positioning authorities as pivotal decision-makers in managing individuals' movement. Through in-depth interviews in different cities of Turkey with NGOs and refugee-led civil society members in 2018, the article uncovers the formation and progression of relationships between civil society actors and the state, revealing adaptations and adjustments based on contextual circumstances. The article seeks to move beyond comprehensive liberal and developmental perspectives, instead focusing on the evolving dynamics of state control within migration-related civil society.
The conception of a local self-government, which has been pursued in Poland since 1990, entails the empowerment of local communities. It is founded on the conviction about a significant role of citizens' activity in the fulillment of statutory tasks by institutions. With this empowerment, a local community is close in its concept to civic society, which has been Poland's goal since the transformation initiated in 1989. However, for this idea to be put into practice, legal framework granting citizens the right to act is not sufficient enough. It is vital that suitable attitudes be worked out together with awareness essential for subjective, rational and active participation in local life, the foundation of which is efficient communication, understood as a bilateral process rather than passing on information from the authorities to citizens. The communication processes, which are extremely important in developing the participatory conception of self-government, are the subject of this study.
Devletin baskısı ve denetimi altında olmayan, toplumsal sorunlara etkili çözüm bulmak amacıyla bir toplumun kendisini ve eylemlerini gönüllü örgütler vasıtasıyla örgütlemesi olarak tanımlanabilecek sivil toplumun önemi gün geçtikçe artmaktadır. Gelişmiş toplumlarda sivil toplum kuruluşları toplumda itici bir güç olarak görülürken, konu Türkiye açısından değerlendirildiğinde sivil toplum kuruluşlarının nicelik olarak fazla fakat nitelik olarak olması gereken etkinlik düzeyinde olmadığı görülmektedir. Türkiye'de sivil toplum kuruluşlarının göç konusundaki çalışmalarına bakıldığında ise Türkiye'nin göçmenler için transit veya hedef ülke olarak çok önemli bir coğrafi konumda olması nedeniyle bu kuruluşların yürüttüğü faaliyetlerin önemi daha çok anlaşılmaktadır. Avrupa'ya geçme amacıyla doğusundaki ülkelerden yasal/yasal olmayan yollarla sürekli bir göç hareketiyle karşılaşan Türkiye, özellikle 2011 yılında Suriye'de başlayan iç savaştan sonra ciddi bir göçmen dalgasıyla yüz yüze gelmiştir ve bu sorun alanında hem devlet hem de sınırlı sayıda sivil toplum kuruluşları vasıtasıyla çözüm bulmaya çalışmaktadır. Çalışmada konuyla ilgili kavramsal bir çerçevenin ardından, Türkiye'de sivil toplum kuruluşlarının yetersizliği ön kabulüyle sınırlı sayıdaki bu kuruluşların çalışmaları, faaliyette bulundukları alanlar ve sınırlılıkları incelenmeye çalışılacaktır. ; The civil society that its importance increasing day after day can be defined as that it is not under the coercion and control of the state, and aims to find an effective solution to social problems by organizing its actions through voluntarily. In developed countries, civil society organizations are seen as a driving force in society, in terms of subject in Turkey it is seen that the number of civil society organizations is much, but it is not at the efficiency level that should be the quality. Referring to Turkey in the study of civil society organizations on migration, the importance of the activities carried out by these organizations is understood more,because of geographical position thatTurkey as a transit or destination country for immigrants. In order to go to Europe, Turkey encounter with a legal/illegal continuous migration from the own's east countries, and has come face to face with a serious immigrant wave especially after the civil war that started in Syria in 2011.Turkey is trying to find a solution in this problem area through both the government and a limited number of civil society organizations. The insufficiency of the presumption of civil society organizations in Turkey, in this study first a conceptual discussion of the topic then the activities of these limited number of institutions, the areas they are in and their limitations will be tried to examine.
Sivil toplumun ortaya çıkması, devlet alanını etkilemesi, sivil alanda belirlenen ihtiyaçların devletin düzenlemelerinde kendini bulabilmesi uzun ve karmaşık bir tarihsel sürecin ürünüdür. Tarihsel süreç içinde toplumsal sorunların değişmesi devlet ile sivil toplum arasındaki ilişkide tarafların rollerinin de farklılaşmasına yol açmıştır. Özellikle ilk çağlardan itibaren ticaret ile uğraşan kesim, devlet politikalarının sınırlandırıcı olması nedeni ile giderek devlet yönetimini eleştirmeye başlamış ve devletin yetkilerinin sınırlandırılması gerektiğini savunmuştur. Tüm bu gelişmeler ve küreselleşme süreci ile birlikte devlet ve sivil toplum ilişkileri dönüşüm geçirmiş ve sivil toplum örgütleri ile devlet yönetimleri denetim altına alınmak istenmiştir. 1970'li yıllardan sonra iletişim ve teknoloji alanındaki gelişmeler ile birlikte dünya sınırların kalktığı küresel köy halini almıştır. 1990'lı yıllarda Sovyetler Birliği'nin dağılması ile birlikte ulus devlet anlayışı giderek zayıflamış, neo-liberal politikalar işlerlik kazanmış ve sivil toplum kuruluşlarının sayısı giderek artmıştır. Bu gelişmeler yönetim anlayışını da etkilemiş ve yönetimden, katılımcılığın esas alındığı çok aktörlü yönetişime geçiş başlamıştır. Bu noktada üçüncü sektör olarak devlet ve özel sektör arasında köprü görevi alan sivil toplum kuruluşları hemen hemen her alanda aktif rol oynamaya ve önemli bir aktör olmaya başlamıştır. In the historical process, the changing social problems lead to the diversification of roles between the state and the civil society. Especially, from the earliest times, the dealing with trade has begun to criticize the state administration with the grounds that state policies are restrictive and argues that the authorities of the state should be limited. Along with all these developments and globalization process, state and civil society relations have transformed and civil society organizations and state governments have been under control After the 1970s, with the developments in communication and technology, the world became a global village where the borders are left. With the disintegration of the Soviet Union in the 1990s, the understanding of the nation-state became weaker, the neoliberal policies became operative and the number of non-governmental organizations (NGOs) increased steadily. These developments also affected the management approach and the transition from management to multi-actor governance on which participation was based. At this point, NGOs which act as a bridge between the state and the private sector as the third sector, play an active role in almost every field and become an important actor. After Industrialization Revolution in the world, the increase of environmental problems has brought the necessity of struggling with these problems. In reaction to negative effects of Industrialization Revolution, the first environmentalist movements have emerged in 19th century as protectionist movements. In year 1971, Greenpeace, the largest NGO of the world struggling with environmental crimes, has been established. This article discusses studies on Polish society conducted from the perspective of new institutionalism. In addition to the review of studies, the interdisciplinary research field is characterised and its contribution to the development of global social sciences is indicated. The state of research is presented in the context of earlier original achievements of Polish social sciences: analyses of the communist system and systemic transformation. The predecessors of institutional studies representing the Polish reformist thought are also indicated. These intellectual trends form a rich tradition that can be a basis for contemporary research. Neo-institutional studies are an important contribution to the reflection on the transformation of Polish society. They also contain interesting, yet disperse comparative material for global research. At the end of the paper, it is proposed to: conduct institutional analysis of new fields, use the experience of systemic transformation to build the theory of institutional change and make greater use of the critical potential of new institutionalism.
Yüksek Lisans Tezi. ; Afganistan'ın tarihini ve sosyo-kültürel yapısını incelediğimiz zaman, şuralar (konseyler) ve "Jirga"lar ülkesi olarak karşımıza çıkmaktadır. Dolayısıyla Afganistan'da sivil toplum, şura ve "Jirga" çerçevesinde çok eski zamanlardan itibaren geleneksel biçimde varlığını göstermiştir. " Jirga"lar tarih boyunca sosyal ve siyasal alanda önemli roller oynamıştır. 2001 yılından önceki dönemlerde sivil toplum kuruluşları, geleneksel bir statüye sahip ve resmiyete geçmemişken, 2001'den sonraki dönemlerde modern bir statüye sahip olan bugünkü anlamıyla oluşmuşlardır. Diğer bir ifadeyle, sivil toplum terimi bugünkü anlamıyla ilk kez 2001 yılından sonra Afganistan'ın siyasal ve sosyal alanına girmiştir. Demokratik değerler üzerine kurulan yüzlerce sivil kuruluş yeni siyasi yönetimde ardı ardına kurulmaya başlamıştır. Öte yandan çalışmada ele alınan Afganistan Sivil Toplum Forumu (AFSTF) 29 Kasım - 2 Aralık 2001 tarihleri arasında Almanya'nın Bad Honnef kentinde, Afganistan'ın siyasi temsilcilerinin katıldığı Bon konferansıyla paralel olarak düzenlenen bir konferansta gündeme gelmiştir. Konferans'a aralarında gençlerinde olduğu kadın ve erkeklerden oluşan 76 sivil toplum aktivisti katılmıştır. Konferans'ta Afganistan'da sivil toplumun geleceği, Afganistan'ın yeniden inşa edilmesinde sivil toplumun konumu ve sivil toplum kuruluşları arasında bir diyalogun başlatması gibi konular değerlendirildikten sonra, "Afganistan Sivil Toplum Forumu"nun kurulması kararı alınmıştır. The paper discusses the social and political situation in the Katowice Voivodeship in December 1970 after the announcement of the increase in food prices, prevention and order activities undertaken by the Citizens' Militia (MO) and the security apparatus during the crisis and the reaction of the Polish United Workers' Party (PZPR) to the growing agitation of society. Despite mounting tension, reinforced by the news of workers' revolt in the cities of the Coast, the police forces effectively paralysed weak attempts to stir up strikes and demonstrations in the Katowice Voivodeship. Political changes in the PZPR leadership prevented the crisis from escalating. The attitudes of the region's inhabitants were also influenced by: the strong position of the PZPR, the preventive arrest of nearly a thousand potential leaders of protests and riots, relatively good living conditions in the Katowice Voivodeship, and the divergent interests of various groups of the province's population. ; W artykule omówiono sytuację społeczno-polityczną w województwie katowickim w grudniu 1970 r., po ogłoszeniu podwyżki cen artykułów spożywczych, działania prewencyjne i porządkowe podejmowane przez MO i aparat bezpieczeństwa w dniach kryzysu oraz reakcję PZPR na wzrastające wzburzenie społeczeństwa. Bu çalışmanın amacı, yerel demokrasi ve katılıma ilişkin öngörüleri ve potansiyelleri belirlemek ve bu doğrultuda sivil toplum kuruluşları (STK) olgusunu incelemektir. Yapılacak incelemede çıkış noktası, yerel demokrasinin yaşama geçmesinde bir araç olarak, STK'ların kentsel katılım oluşturulması sürecinde olumlu rol üstlendiği doğrultusundadır. Yerel yönetimlerin yapısal değişim geçirdikleri bilinen bir gerçektir. Bu değişimlerin başında, kentteki tüm grupları aktör ve paydaş gören yerel katılım kavramı gelmektedir. Kentsel mekânlarda etkili karar alma konumunda olan genelde yerel yönetimler, özelde belediyeler, doğrudan demokrasi avantajlarının ve katılımın sergilenebileceği yönetimlerdir. Gerçekleştirilen yerel mevzuat düzenlemeleri ile yerel yönetimlerde sorunların çözümü ve hizmet sunumunda, çok ortaklı ve çok aktörlü yönetişim anlayışı hedeflenmekte, STK katılımı beklenmektedir. ; The aim of this study is to identify predictions and potentials about local democracy and participation and to examine the phenomenon of civil society organizations (CSOs) in this direction. Starting point of the investigation is the positive role of CSOs in the creation of urban participation as tools for the practice of local democracy. It is a known fact that local governments have experienced structural changes. At the head of these changes comes the concept of local participation that considers all groups as actors and partners in the city. Local governments in general, municipalities in particular, which are in the position of making effective decisions is urban space are the administrations that advantages of direct democracy and participation can be exposed. Multi-partner and multi-actor government approach is aimed in problem solving and service presentations at local governments owing to the arrangements on the local legislations, the participation of CSOs is expected.
Mediation is one of the alternative dispute resolutions. The aim of the article is to present research results conducted on 100 respondents. The survey concerned the awareness of society and their knowledge about mediation. It will allow to compare results with the actual mediation's exploitation in conflict situations. The author points to frequency of using mediation in Poland and abroad. The article also presents the advantages of mediation and society apprehensions in proportion to the exploitation of this method as a struggle with conflict. ; Mediacja jest jednym z alternatywnych sposobów rozwiązywania sporów. Celem artykułu jest przedstawienie wyników badań przeprowadzonych na 100 osobach ankietowanych. Ankieta dotyczyła świadomości społeczeństwa i jego wiedzy na temat mediacji. Pozwoliło to na porównanie wyników z rzeczywistym wykorzystywaniem mediacji w sytuacjach konfliktowych. Autorka wskazuje na częstość stosowania mediacji w Polsce i za granicą. Opracowanie przedstawia także zalety mediacji oraz obawy społeczeństwa w stosunku do wykorzystywania tej metody jako walki z konfliktem.
Türkiye'de Avrupa Birliği müzakere sürecinde önemli bir rolü bulunan sivil toplum kuruluşları ülkenin sosyal ve ekonomik kalkınması açısından da önemli bir yere sahiptir. Bu nedenle ülkede farklı kamu kurumları aracılığıyla sivil toplum kuruluşlarına hibe desteği verilmektedir. Bu çalışmada, Türkiye'de sivil toplum kuruluşları kapsamında yer alan derneklere verilen hibeler ele alınmıştır: Derneklere hibe desteği sağlayan Dernekler Dairesi Başkanlığı, Ulusal Ajans, Kalkınma Ajansı, Gençlik Spor Bakanlığı, Avrupa Birliği Bakanlığı – Merkezi Finans ve İhale Birimi tarafından verilen hibe destekleri incelenmiştir. Bu araştırma kapsamında, şu konulara dair anket formu aracılığıyla bilgiler toplanmıştır: a) derneklerin hibe desteği sağlayan kurumlar hakkındaki bilgi düzeyi, b) kurumların tanıtımı, c) hibe programlarının başvuru ve uygulamaya dair süreçlerinde kolaylık ve zorluk düzeyleri, d) hibe programlarına dair bilgilendirme yolları, e) derneklerin kullandıkları hibe programından kendilerine sağlanan katkı, f) derneklerin katkı sağladıkları sivil toplum alanındaki muhtelif konular g) dernekler hibe programlarından yararlanmamış iseler yararlanmama nedeni. Bu çalışmanın kapsamı Ankara'da faaliyet gösteren derneklerle sınırlı tutulmuştur. Uygulanan anket kapsamında, araştırmaya katılan derneklerin verdiği yanıtlar arasında 199 anket değerlendirme için yeterli bulunmuştur. Ankete verilen cevaplar SPSS Programı ile analiz edilmiştir. Sonuçta; derneklerin hibe programları hakkında bilgi düzeylerinin artırılması gerektiği ve bu amaçla, hibe desteği sağlayan kurumların tanıtım faaliyetlerini farklı/çoklu bilgilendirme yöntemlerini kullanarak yaygınlaştırması gerektiği görülmüştür. Ayrıca, derneklerin hibe programından yararlanmak için sundukları projelerin objektif ve tarafsız olarak değerlendirildiğine dair duyulan güven eksikliğinin giderilmesi ve bu bağlamda, hibe desteği için sunulan projelerin değerlendirilmesinde rol alan destek birimi uzmanlarının rekabeti olumsuz şekilde etkileyecek tutum ve davranışlardan kaçınarak tarafsızca bilgi paylaşımından bulunması gerektiği anlaşılmıştır. ; Civil society organizations in Turkey, which play an important role with regard to the ongoing negotiations for Turkey's membership to EU, have a significant role in social and economic development of country. In this regard, various civil society organizations are given grants provided by different public institutions. This study surveys grants provided to associations which are considered to be civil society organizations: grants provided by Directorate of Headquarters for the Associations, National Agency, Development Agency, Ministry of Youth and Sports, Ministry for European Union Affairs, and Central Finance and Contract Unit are evaluated. During the course of this study, a questionnaire form is used to collect data concerning the following points: a) the associations' level of information about the grant providing institutions, b) the availability of promotional information about grant providing institutions, c) ease and difficulties encountered during application and implementation processes concerning grant programs, d) ways and means providing information concerning grant programs, e) benefits obtained by the associations through using grant programs, f) various fields of civil society organizations supported by associations, g) reason for the failure of associations to benefit from grant programs in case they are not provided with access to use of grants. The coverage of this study is limited by the associations within Ankara. During the process of the present study, 199 questionnaires among the total questionnaires returned from the associations are considered sufficient for the evaluation of the subject. Responses provided through the questionnaire are evaluated by the SPSS program. In conclusion, it is deemed useful to underline that associations should be provided with increased information about the grant programs and that grant providing institutions should enhance their promotional activities to encourage such associations to apply for the grant programs. In addition, reasons leading to the applicant associations' lack of trust in the fair evaluation of the projects submitted for gaining grants need to be eliminated, while experts taking part in evaluations of such projects should share relevant procedural information with all applicant associations and avoid any attitude leading to unfair competitions.
Prosopografi olarak bilinen yöntemin öncüsü olan Lewis Bernstein Namier, İngiliz siyasetinin derinliklerini keşfedebilmek için yalnızca siyasi hareketlerin öncülerine odaklanmak yerine, parlamentodaki her bir bireyin ayrıntılı biyografilerini çıkarmıştı. Bu yöntemle Namier, insanların neden siyasete atıldığı sorusuna bir yanıt bulmayı amaçlıyor ve aynı zamanda parlamenterler arasındaki kişisel, bölgesel yahut sosyolojik bağları açıklamaya çalışıyordu. Böylelikle, elbette ideolojik yaklaşımların önemli bir payı olsa da bireylerin politikaya girme arzusunun içinde gizlenmiş dürtülerin birtakım 'ortak paydalar ve çıkarlar' olduğu anlaşılıyordu. Namier'in öncülüğünü yaptığı bu yöntemi kendisine rehber edinmiş bu çalışmada benzer bir deneme Türkiye siyasetine ve Türkiye Büyük Millet Meclisi üyelerine uyarlanmaya çalışıldı. Yalnızca siyasi partilerin liderlerine veya ön plana çıkmış isimlerine odaklanmaktan ziyade, yaş, cinsiyet, medeni hal, memleket ve meslek gibi temel ssosyo-demografik özellikler çerçevesinde, 2002 ile 2018 yılları arasındaki her bir milletvekiline odaklanan bu çalışma neticesinde, ideolojik zıtlıklarıyla bilinen siyasal yapıların dahi esasında sosyo-demografik bakımdan birbirine son derece yakın oldukları ve her ne kadar politikacılara dair dünya genelinde mevcut olan olumsuz bakış Türkiye'de de egemen olsa da, siyasetçilerin esasında o toplumun özelliklerini fazlasıyla barındırdığı yansıtılmaya gayret edildi.
Bu tez sosyolojik muhayyilenin sınırları dahilinde STK'lara ve onlar üzerindeki yapısal ve işlevsel olarak göçmen etkilerine dair bir şeyler söyleme çabasının ürünüdür. Sivil toplum kuruluşları gönüllülük esasına dayanan bir, bir araya geliş ve ortak amaçlar doğrultusunda, toplum yararı gözetilerek hareket eden vakıf ve derneklerdir. Bu toplum yararı gerek beslenme, gerek eğitim, gerek güvenlik ve sağlık bağlamında olsun her zaman insani boyutlarda işlerlik gösterir. Bundan ötürü metafor olarak bir devleti, sınırları ve koruyuculuğu ile o milletin babası kabul edersek; sivil toplum kuruluşları da hiç kuşkusuz anne metaforu olacak ve daha detaycı, daha duygusal ve daha somut bir anlayışla savaş, kıtlık, yokluk ve daha bir çok doğal afette ve daima toplumun yakınında insani yardım sağlayan girişimde bulunacaklardır. Tüm bu detaylar doğrultusunda sivil toplum kuruluşlarının topluma kattıkları işleyiş ve farkındalık göz ardı edilemez boyutlara ulaşmaktadır. Bundan ötürü bu tür kuruluşların işleyişleri, değişimleri, sınırlılıkları ve sorunları, sosyal bilimciler tarafından yakinen incelenmeli ve böylece içinde bulunulan topluma bu köprüler vasıtasıyla daha yakın olunmalıdır. Araştırmanın amacı, uluslararası göçlerin bir şehri ve içinde varlık bulmuş STK'ları, işleyişlerini ve göz önünde bulundurdukları temel prensipleri ne yönde ve ne derece değiştirdiğini gözlemlemek ve bu gözlemler sonucu sivil toplum kuruluşlarının geçirdikleri dönemsel farklılaşmaları çeşitli verilerle göz önüne sunmaktır. Bu amaç doğrultusunda tezimizde Konya bağlamında 4 sivil toplum kuruluşu (Dosteli, Ribat, Ravza, Elbir) baz alınacak; değişimler 2000-2019 yılları daha çok değerlendirilerek bir söz söyleme gayretinde olunacaktır. ; This thesis is the product of an attempt to talk about the civil society organizations and the structural and functional effects of migration on them within the boundaries of sociological imagination. Non-governmental organizations are foundations and associations that act on a voluntary basis and act in accordance with the common good for the purpose of meeting and common purposes. The benefit of this society is always humanitarian, whether in the context of nutrition, education, security and health. Therefore, if we accept a government, metaphorically, as the father of that nation with its borders and protection; non-governmental organizations will undoubtedly be the metaphor of the mother, and with a more elaborate, more emotional and more concrete understanding, they will attempt to provide humanitarian assistance to the people in the time of war, famine, poverty and many other natural disasters. In line with all these details, the functioning and awareness of non-governmental organizations in the society cannot be underestimated. Therefore, the functioning, changes, limitations and problems of such organizations should be closely examined by social scientists, so that they could be closer to the society through these bridges. The purpose of the study is to observe in what way and in what degree international immigrations affect a city and its civil society organizations' functioning and the main principles that are taken into consideration, as a result of these observations, to present the periodical differentiations of civil society organizations with various data. For this purpose, 4 non-governmental organizations (Dosteli, Ribat, Ravza, Elbir) will be used in our thesis. The 2000-2019 years will be evaluated more and more.
