It draws attention to the functions of media education in relation to civil society, the society of knowledge, and the society of communication democracy. In the modern media civilization, these competences, acquired through formal and informal education, are the basis for conscious functioning in many social roles (eg citizen, consumer) and dealing with disinformation. The last part of the article is dedicated to shaping media competences in young children (2.5-7 years old), who should develop these skills under the care of an adult. The objective of the research was to assess video games related to the Russian-Ukrainian war and categorise them as media tools. The study revealed that computer games are a distinctive and practical medium for journalism. They help to dismantle the opposing side's narratives and disseminate information globally about the situation in Ukraine. Video games can help Ukrainian society convey to the world the consequences of Russian aggression.

The article discusses the image of Poland, the Poles, and Russia-Poland relations, presented by the Russian mass media in recent years. To analyze this image, the authors reviewed a number of publications that appeared in Russian publications in 2014–2018. At the same time, it was necessary to recall the historical causes of the Russian-Polish contradictions, from the early Middle Ages to the 20th century. The authors assess the relevance of the historical heritage for the modern politics of the two countries and make an attempt to determine the influence of the image of Poland created in the Russian media on the everyday consciousness of the Russian students. For this, a survey of first-year students of the St. Petersburg State Technological Institute was conducted. The survey results and comments are provided in this article.

The purpose of our research was to analyse the influence of social networks on the perception of the war in Ukraine as well as on the course of the struggle in the information field. Today, social networks have become one of the main trendsetters, therefore, to effectively fight against disinformation and enemy information attacks, it is necessary to understand not only the specifics of their audience's perception of information but also to be well-versed in the specifics of the content generated by social media. For this purpose, we used the comparative method, monitoring, and content analysis. In the article, we give examples of ethical dilemmas that Russia can use to its advantage in the war against Ukraine. For example, social media policies prohibit the posting of sensitive content. This does not allow telling the whole truth about the war, as a result of which not everyone understands the depth of the tragedy. Thanks to this, the world's reaction to Russia's criminal actions is not as harsh as it could be. Our research was an attempt not only to outline the problem but also to propose ways to solve it. It is clear that media and ethics are inseparable, but at the same time, it is necessary to understand that ethics cannot hide the truth. In future studies, it is worth investigating more deeply the ethical norms of the coverage of sensitive content, especially about war. Perhaps it would be worthwhile indicating the situations that allow departure from the general rules.

Modern warfare, including the Ukraine-Russia war, relies heavily on disinformation. Fake news on social media is an integral part of this. At the same time, each conflict is characterised by distinct communication specificities and in the context of the complex effects of fake news, questions arise about their specificity for a given conflict. The aim of the presented research was to answer the question of what the various fake news about the Russian-Ukrainian war disseminated in Polish-language social media have in common and what narrative they generate. The analysis covered the construction of the messages as well as their contexts: social, cultural, historical, and political. For this purpose, a three-stage analysis of ten fake news cases disseminated between March and September 2022 was conducted, applying a three-element analytical matrix. The research made it possible to identify the properties of fake news, generated narratives, and their possible effects.
Przedmiotem artykułu są regulacje unijne dotyczące dozwolonej pomocy udzielanej mediom publicznym przez państwa członkowskie Unii Europejskiej oraz praktyka ich stosowania. Celem badań jest weryfikacja następującej tezy: prawo Unii Europejskiej w sposób ogólny reguluje kwestie dozwolonej pomocy państwa dla mediów publicznych, natomiast szczegółowe wytyczne formułowane są ad causum, w wyniku kontroli Komisji Europejskiej i pod wpływem orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej. W pierwszej części autorka przedstawi regulacje unijne obowiązujące w przedmiotowej dziedzinie. Istotne znaczenie dla sektorowych zasad udzielania i kontroli pomocy państwa w obszarze radiofonii i telewizji ma komunikat Komisji z 2009 roku w sprawie stosowania zasad pomocy państwa wobec radiofonii i telewizji publicznej (Dz. Urz. UE C 257 z dnia 27 października 2009 roku). Następnie omówione zostaną wybrane orzeczenia Trybunału Sprawiedliwości Unii Europejskiej, istotne z punktu widzenia zasad udzielania przez państwo pomocy dla mediów publicznych. ; The article discusses the European Union regulations on permitted aid provided to the public media by member states of the European Union (EU) and the practice of their application. The aim of the research is to verify the following thesis: European Union law regulates the permitted state aid to public media only generally, but detailed guidelines are formulated ad casum, as a result of the control of the European Commission and according to the case law of the Court of Justice of the European Union. The first part will discuss the EU regulations in this area. The important document for sectoral policies and the provision of State aid control in the area of radio and television is the Commission Communication of 2009 on the application of State aid rules to public service broadcasting (OJ. EU C 257 of 27 October 2009). Then it will be discussed selected judgments of the Court of Justice of the European Union, important for the relevant rules of granting state aid to public media.

The article examines the Polish regional differences after 1990. It shows the evolutionary process of creation and re-creation of a regional identity (from administrative regions to regions of identity). The author characterizes types of political representation in the Polish regions and wonders if the regions are independent entities of the EU policies. The principle of equal electoral opportunities is implemented, inter alia, by allocating free airtime to political entities. In Poland, like in many other countries, the authorized committees have the right to use the public media's airtime free of charge during election campaigns. The present article's objective is to show the Polish solutions in this domain compared with the regulations in other countries and to present the research results and their analysis concerning Poles' attitude to free election broadcasts – including their assessment of the broadcasts as a source of knowledge about candidates and parties taking part in the election campaign. The studies were carried out based on the survey questionnaire, which was compiled using the five-level Likert scale. The sample was selected by the stratifiedquota method (N = 971). The conclusions resulting from the survey suggest the need to retain the regulation that enables political entities in Poland to use free election broadcasts during election campaigns. At the same time, they point out that it is necessary to seek more advantageous forms and content to put airtime to appropriate use during the campaign period.
