Mit dem Zusammenbruch des alten Herrschaftssystems in Äthiopien und der Einführung eines Mehrparteiensystems entstanden zahlreiche Parteien auf der Basis ethnischer Zugehörigkeit. Allein 12 Parteien beanspruchen, die Interessen der in Äthiopien lebenden Somali zu vertreten. In Äthiopien wird nicht der Versuch unternommen, ethnische Interessengruppen aus der Politik fernzuhalten, sondern im Gegenteil, die regionale Strukturierung und kommunale Verwaltung so zu gestalten, daß das Selbstbestimmungsrecht der Völker sowie Minderheitenschutz Berücksichtigung finden. Der Beitrag stellt einige der ethnischen Parteien vor und zeichnet den Diskussions- und Verhandlungsprozeß um die rechtliche Gestaltung der neuen Staatsordnung nach. (DÜI-Spl)

Once confined to the markets of East Africa, the international commerce in khat has flourished considerably over the last five years. A drug of war, khat has also become a drug for dancing, now replacing chemical emphetamines sold in European night clubs. While the violent clashes of January 1999 took on ethnic tones, they were inspired by commercial rivalries for the control of khat distribution. Particularly enclaved and well controlled, this trade is conducive to a course of violence, which may lead to its illegalization and, consequently, its association with other illegal traffic, such as arms and narcotics. With the introduction of "ethnic federalism" by Ethiopian People's Revolutionary Democratic Front, Somalis have finally been accorded autonomy in eastern Ethiopia. But fifteen years after the Derg, Ethiopian-Somali identity is still disputed and the question of self-determination is far from being resolved. The inhabitants of the Somali region are struggling with three options: integration into Ethiopia, independence based on territory and genealogy or irredentism toward the defunct Democratic Republic of Somalia. The second most significant city of Ethiopia is still in search of its institutional identity. The nationality question has served to remodel identity markers on the basis of clivages that have been instrumentalized by the federal government so as to better control this region, best known for its hostility to the centralizing tendencies of past Ethiopian regimes. Local nationalities have become tools for producing divisions, which give rise to claims for autochtony and access to political resources, as illustrated by the May 2005 elections. (Polit afr/DÜI)
