Résumé Dans cet article, nous nous proposons d'analyser le processus de fragmentation de la chaîne de valeur des firmes multinationales en Europe de l'Ouest et dans les nouveaux pays ayant accédé en 2004 à l'Union européenne. À partir d'un logit conditionnel et d'un logit mixte, nous considérons les déterminants de la localisation des différentes fonctions de production et de services des firmes multinationales. Pour cela, nous utilisons des données individuelles de firmes, comprenant près de 11 000 projets sur la période 1997-2002, indiquant à la fois le secteur et le type d'activités de l'investissement réalisé. Au-delà des caractéristiques propres aux pays, nous mettons en avant la notion de spécialisation fonctionnelle. Nous mettons également en lumière l'importance de la co-localisation intra-groupes relative aux relations verticales entre les différentes séquences de la chaîne de valeur.

Le contexte de la lutte antiterroriste a sans doute accéléré, tout en la légitimant, la disparition d'une formule politique originale fondée sur un partage du pouvoir et un faible niveau de répression. Durant les années 1990, cette formule avait indéniablement singularisé le pays à l'échelle régionale. Or, depuis l'attentat d'octobre 2000 contre le navire de guerre américain USS Cole dans le port d'Aden et les attentats du 11 septembre 2001, l'obsession sécuritaire qui structure l'essentiel des relations du gouvernement yéménite non seulement avec les États-Unis et les pays européens mais aussi, depuis peu, avec le voisin saoudien a provoqué un dérèglement des équilibres politiques. Revue du Centre d'études slaves contemporaines, Université Stendhal, Grenoble, 1999, N 15, pp. 73-91 L'intérêt idéologique, sociolinguistique (et plus généralement sémiologique) de l'analyse du discours lexicographique a été souligné par plusieurs linguistes; ce discours est reconnu depuis quelques décennies comme un objet d'étude important (Doroszewski 1970: chap.XI, Dubois & Dubois 1971, D'Oria 1988, Colinot, Mazière 1997). Le dictionnaire est un texte en fonctionnement social. C'est un actant sociologique qui participe à la structuration politique, qui se fait écho des valeurs et contre-valeurs morales fondatrices, ne serait-ce par ses silences pudibonds ou cette image idéalisée et simplificatrice qu'il donne du monde et de la société. L'intrusion de l'idéologie peut être plus ou moins subtile, plus ou moins maladroite ou plus ou moins brutale selon les types de sociétés et les époques. Dans les dictionnaires français d'aujourd'hui, "on mange toujours bien": le traitement des lexèmes appartenant au champ semantique "se nourrir" donne une certaine image de la société, "rassurante, sans problème, sans faim." (D'Oria 1988: 14) Les dictionnaires soviétiques définissent absenteizm ('abstentionnisme') comme "abstention de la participation au élections qui découle du caractère antidémocratique de la loi électorale" avec la précision "dans les pays capitalistes" (SRJaO 72). Le message, implicite, est là: l'abstentionnisme n'existe pas dans les pays socialistes (où la participation au vote avoisine toujours les 99,99 %); les lois électorales des pays capitalistes sont antidémocratiques. Dans les dictionnaires de la R.D.A., la "censure" (Zensur) était définie comme "examen des publications en vue d'accorder ou de refuser leur présentation au public, examen ordonné par les classes réactionnaires au pouvoir dans le but de maintenir ce pouvoir" (Hausmann 1990: 225). La censure est présentée comme ne pouvant pas exister dans la R.D.A. socialiste. Ce discours est souvent ambivalent au niveau de la réception. Ainsi, la définition citée de l'abstentionnisme laisse entendre que le mot et le concept étaient étrangers à la société soviétique car les élections soviétiques étaient un simulacre (le vote était censé unanime, la participation totale et enthousiaste); la définition de la censure pouvait s'appliquer à la R.D.A. si l'on considère le pouvoir du S.E.P.D. comme réactionnaire. Le dictionnaire est "frappé de l'hypothèque sociale de l'imaginaire langagier", c'est un "prêt à parler" empirique qui "s'émerveille de sa bonne volonté" (Collinot, Mazière 1997). La désincarnation dictionnairique est un leurre. D'un point de vue plus général, les dictionnaires, signes d'une culture avancée, sont aussi des objets culturels, intégrés en tant que tels à cette culture: ils témoignent d'une civilisation. Ainsi, le dictionnaire unilingue (ou dictionnaire de langue) est "le lieu privilégié de référence à la connaissance et au savoir linguistique et culturel" (Dubois & Dubois 1971:8). Le dictionnaire peut être considéré comme étant sous-tendu par les structures idéologiques dominantes d'une époque. L'idéologie présente dans le dictionnaire n'est pas seulement celle du lexicographe mais de la société tout entière, à laquelle le lexicographe appartient. Ainsi, par exemple, la structure politique de la société française du XVII siècle peut être étudiée au travers des dictionnaires de Richelet, Furetière, Académie Française; l'idéologie du fascisme italien transparaît derrière les pratiques lexicographiques italiennes de l'époque de Mussolini (D'Oria 1988: 124). En même temps, le dictionnaire "participe au maintien de cette idéologie en créant les conditions de sa durée puisque, lieu privilégié de référence, il donne des réponses qui ont pour ceux qui le consultent la valeur d'instructions contraignantes" (Dubois & Dubois, Ibid). Des multiples définitions possibles de l'idéologie, nous retenons ici celle qui nous semble adaptée à notre propos: "ensemble de pratiques signifiantes, contradictoires ou non, visant à rendre intelligible ou acceptable le réel" (Sériot 1981: 11).

Ce numéro deRegards économiquesse penche sur la situation économique et sociale en Wallonie. Il en dresse un large portrait, en souligne les points positifs et négatifs, et ébauche quelques pistes de réflexion sur les mesures propices à donner à l'économie wallonne un nouvel élan. Dans ce numéro, nous avons pris l'initiative de nous exprimer sur un sujet qui nous préoccupe: "le malaise économique wallon". Nous avons pour ce faire regroupé l'avis de spécialistes de la question dont la renommée est établie. Ces experts sont issus de différentes universités francophones. Nous leur avons demandé d'offrir aux citoyens un portrait nuancé mais sans concession de la situation wallonne. En "officialisant" la situation économique et sociale de la Wallonie, nous espérons obliger les acteurs sociaux et les partis politiques à "reconnaître" les points faibles de l'économie wallonne. Nous refusons cette stratégie qui consiste à dissimuler la situation réelle pour ne pas saper le moral des troupes. "Cachez ce sein que je ne saurais voir" disait déjà Tartuffe, avant d'ajouter quelques scènes plus loin: "le scandale du monde est ce qui fait l'offense et ce n'est pas pécher que pécher en silence". Ce "nominalisme" ‑on veut bien de la chose mais à condition qu'on ne la nomme pas‑ et ce double langage constituent l'une des manifestations les plus préoccupantes de la difficulté de nos politiciens à assumer la vérité et à sortir de la représentation complaisante qu'ils ont d'eux-mêmes. Fin mai 2005, le gouvernement wallon a enfin explicitement reconnu ce qu'il a appelé "le malaise économique wallon". L'étape suivante est de dresser un constat précis de la nature du malaise, de manière à pouvoir concevoir une stratégie de politique économique adaptée au problème. C'est dans cette perspective que se situe ce numéro deRegards économiques. Notre objectif est donc d'apprécier la situation économique et sociale en Wallonie sur base d'éléments objectifs, et de la comparer à la situation en Flandre et en Europe. Nous comprenons le risque qu'une comparaison avec la Flandre peut présenter. Cependant, sans vouloir alimenter les tensions communautaires, nous avons la conviction que cette comparaison entre les deux régions est vraiment utile étant donné que celles-ci partagent un environnement économique et un contexte institutionnel et culturel fort semblables. Cela s'inscrit aussi dans l'esprit de la "Méthode Ouverte de Coordination" de l'Union européenne, visant à créer une émulation entre régions au travers d'une concurrence par comparaison. Cette comparaison est surtout utile pour comprendre les sources éventuelles des dysfonctionnements et les pistes d'amélioration possibles. Dans la suite de ce communiqué, nous résumons brièvement les éléments principaux de chaque contribution, en regroupant les points positifset les points négatifs que chacune d'elles donne de la situation économique et sociale en Wallonie. 1. Les points positifs Les dynamiques de croissance entre régions se rapprochent progressivement. L'écart inter-régional de croissance annuelle moyenne diminue entre la Flandre et la : celui-ci ne s'élevait plus qu'à 0,80% de 1975 à 1995, pour se replier encore plus à 0,54% de 1995 à 2003. Le différentiel se réduit davantage si on ne considère que les dernières années, où il se chiffre à 0,37% de 1999 à 2003. Si l'on mesure la croissance régionale sur base du lieu de résidence et non du lieu de production (pour prendre en compte l'activité croissante des wallons à Bruxelles), depuis 1999, la part de la Wallonie dans la production totale belge s'est légèrement redressée. Une analyse par branche de la structure de production ne permet pas de conclure à un manque de dynamisme généralisé de l'industrie en Wallonie. Le retard de croissance en Wallonie est imputable à une sous-représentation des secteurs les plus dynamiques et une moindre performance des secteurs les plus importants. Le Brabant wallon est la province belge qui a connu la croissance la plus forte de 1995 à 2002, avec une évolution de la production sur la période de 8 % au-dessus de la moyenne de l'UE 15 et de presque 10% au-dessus de la moyenne belge. Le Brabant wallon est aussi la seule province wallonne dont le revenu par habitant est supérieur à la moyenne de l'UE 15. L'emploi salarié en Wallonie a augmenté de 9% entre 1992 et 2002. Les croissances les plus fortes sont dans le Brabant wallon (28%), les provinces de Luxembourg (16%) et de Namur (13%), à comparer à une croissance moyenne de l'emploi salarié en Flandre de 13%. Depuis 1997, le rythme de progression de l'emploi privé est comparable dans les deux régions. A partir de 2000, le nombre d'emplois des secteurs à haute et moyenne technologies et des services à haute technologie et à haut niveau de savoir progresse en Wallonie mais régresse en Flandre. La proportion de personnes très qualifiées dans la population wallonne augmente et la proportion de peu qualifiés diminue. Le profil de qualification par catégorie d'âge en Wallonie en 2003 est très proche de la moyenne belge. Les dépenses intra-muros des entreprises en R&D progressent plus rapidement en Wallonie. Entre 2001 et 2002, le taux de croissance était de 11,% en Wallonie contre 3,6% en Flandre. 2. Les points négatifs Un rapprochement des taux de croissance est insuffisant pour assurer un rattrapage des économies régionales. Etant donné son retard de développement, la Wallonie devrait enregistrer des taux de croissance supérieurs à la Flandre, ce qui est loin d'être le cas. La part de la Wallonie dans la production totale belge continue donc à diminuer, passant de plus de 30 % en 1995 à moins de 25% en 2003. La productivité marginale du capital est plus faible en Wallonie qu'en Flandre, ce qui donne lieu à un taux d'investissement moindre en Wallonie. Sur la période 1995-2001, le rendement brut du capital est de 14,% en Wallonie contre 17,5% en Flandre. Cela pose problème pour l'attractivité relative de la Wallonie pour l'investissement. Le revenu moyen par habitant en Wallonie est 25 % inférieur à celui de la Flandre en 2002 (équivalent à la moyenne de l'UE 15). Les disparités entre provinces wallonnes s'accentuent. Sur la période 1995-2002, le Brabant wallon enregistre une augmentation de 8 % de sa production par rapport à la moyenne de l'UE15 alors que les provinces de Liège, du Hainaut et du Luxembourg enregistrent chacune une baisse supérieure à 6%. En 2003, le taux d'emploi en Wallonie de 55,4 % reste significativement inférieur à celui de la Flandre (62,9%) et celui de l'UE15 (64,2%). La Wallonie est donc encore loin de l'objectif de taux d'emploi de 70%. La structure de l'emploi est aussi fort différente entre régions avec en 2002, 2/3 des emplois dans le secteur privé en Wallonie pour 3/4 des emplois dans le secteur privé en Flandre. Le taux de chômage est resté stable autour de% en Wallonie entre 1995 et 2002 du fait d'une augmentation de la population active égale à l'augmentation de l'emploi. En 2002, le taux de chômage en Flandre est passé en dessous de 5%. Le taux de chômage des jeunes (15-24 ans) en Wallonie est le plus élevé d'Europe avec un taux de 26,5 % en 2002 contre 11,6% en Flandre. Plus alarmant encore, plus de 40% des chômeurs en Wallonie sont des chômeurs de longue durée (>2 ans) contre moins de 20% en Flandre. Le pourcentage de la population de 18-24 ans sans diplôme de l'enseignement secondaire et qui ne suit ni enseignement, ni formation est de% en Wallonie contre 11,7% en Flandre. En outre, selon la dernière enquête PISA, l'enseignement secondaire en Communauté française figure en 31eposition sur 41 pays contre une 3eposition pour la Flandre pour un budget équivalent sinon moindre. 3. Que faire? Face à ce constat que pouvons-nous faire? Quelques pistes de réflexion sont présentées dans ce numéro de Regards économiques. Parmi celles-ci, nous relevons la nécessité de cesser la politique de saupoudrage et de concentrer les efforts autour d'une grande métropole urbaine comme Bruxelles en reconnaissant que les échanges se développent de plus en plus entre régions urbaines. La Wallonie se doit de travailler en partenariat stratégique avec Bruxelles dans une perspective économique moderne. La zone d'influence de Bruxelles doit dépasser le Brabant wallon. Il faut aussi chercher à améliorer l'efficacité dans l'utilisation des fonds publics en évitant les doublons et en recourant systématiquement à des études d'efficacité rigoureuses et impartiales. Par exemple, on pourrait explorer ce que coûte l'existence des provinces, des multiples réseaux d'enseignement et des cabinets ministériels. On peut aussi s'interroger sur le grand nombre d'intercommunales et le manque de transparence de leur gestion. Il faut aussi s'attaquer de toute urgence au scandale du chômage des jeunes par une politique de remédiation volontariste. On doit investir massivement dans le système éducatif pour élever le niveau de qualification des jeunes et faciliter la transition enseignement et emploi. Il faut élargir la mission du FOREM au-delà de la diffusion des offres d'emploi pour lui confier la fonction critique de placement et d'accompagnement des demandeurs d'emploi. Il faut aussi mettre en place des outils d'évaluation des politiques de l'emploi. C'est inadmissible que depuis l'année 2004, la Wallonie est incapable de publier des statistiques sur les offres d'emploi satisfaites et insatisfaites (alors que Bruxelles et la Flandre continuent à publier ces chiffres). Nous poursuivrons notre analyse de la situation wallonne dans un prochain numéro de Regards économiques. Nous attendons aussi des hommes politiques qu'ils reconnaissent cette situation et le traduisent dans leurs actes en poursuivant une politique économique adaptée, cohérente et stable. Il n'y a pas de fatalité. Nous en voulons pour preuve l'expérience danoise qui en 10 ans a réduit son chômage de moitié par un système novateur de "flexicurité" (en partenariat avec les syndicats). Son marché du travail s'est fluidifié avec plus d'un danois sur trois changeant de travail au cours d'une année et un effort substantiel du gouvernement sur la formation, l'orientation et l'accompagnement des chômeurs. Un sondage récent montre que les travailleurs danois ne sont pas plus mécontents avec ce système que les travailleurs belges. L'Angleterre, avec un taux de syndicalisme plus élevé que chez nous, a aussi réussi par son "New Deal" à réduire de moitié le chômage des jeunes. Ces deux pays connaissent aujourd'hui un taux de chômage de 5 %, bien inférieur à la moyenne européenne. Comprendre pourquoi pourrait être fortement utile à la Wallonie.

Les questions de développement des sociétés du Sud appellent aujourd'hui à la production de données et d'indicateurs dans des domaines grandissants. Les acteurs de développement ont en effet besoin de mesurer les progrès réalisés et de comprendre les mécanismes de frein ou d'accélération du développement dans les domaines de la santé, de l'environnement ou du changement social. Les données disponibles en Afrique ne cessent de s'améliorer et de se multiplier. Parmi elle, on trouve les Observatoires de Population qui ont la particularité de produire des données longitudinales prospectives et offrent des perspectives innovantes d'analyse de données et de production d'indicateurs suivis. C'est cette question particulière de l'apport spécifique des Observatoires de Population à la connaissance de l'évolution des sociétés au Sud que vise à traiter mon mémoire d'HDR, en s'appuyant sur l'exemple du champ des études sur l'enfance.Mon parcours de recherche m'a conduit en très grande partie vers le Sénégal où j'ai travaillé sur et avec les Observatoires de Population. Ma carrière s'est largement déroulée à l'étranger, dont 11 années au Sénégal à l'IRD, 4 à Madagascar à l'Université Catholique, et 2 à l'Université de Harvard, Cambridge, USA. Mon laboratoire de rattachement est le Laboratoire Population Environnement Développement (LPED) à Marseille , avec lequel j'entretiens des collaborations étroites sur les questions d'enfance, mais aussi de famille et d'environnement. J'y ai pris des responsabilités en dirigeant une équipe (Population et Santé) pendant 4 années. Depuis longtemps je participe à des activités de formation à la recherche par la recherche (encadrement de mémoires de master, de thèses) et depuis quelques années, je participe à l'enseignement de la démographie et de la méthodologie de recherche dans un master de Mathématiques et Sciences Sociales Appliquées à l'Université d'Aix-Marseille (AMU). J'ai publié régulièrement les résultats de mes recherches dans des revues scientifiques et des ouvrages. J'ai participé à de nombreux projets de recherche dans lesquelles j'ai assuré la responsabilité de tâches. Enfin, j'ai porté et défendu la mise en œuvre et la valorisation des Observatoires de Population à plusieurs périodes de ma carrière et auprès de plusieurs instances (institutionnelles : IRD, INED ; scientifiques : colloques, séminaires, cours ; collectives : réseau Indepth). Ce dernier point constitue une contribution majeure que j'ai pu apporter à la recherche et qui marque ma reconnaissance dans le milieu des démographes africanistes. L'opportunité de cette HDR me permet de discuter de l'apport des Observatoires de Population à la connaissance de l'évolution des sociétés du Sud, en s'appuyant sur l'exemple de mes travaux en démographie de l'enfance. En effet, la question de la pertinence de ces systèmes d'observation particuliers, qui s'inscrivent dans le long terme et dont la mise en œuvre est particulièrement lourde et couteuse tant en moyens financiers qu'en ressources humaines, est plus que jamais une question d'actualité pour les différents acteurs qui y participent. Le regain d'intérêt pour les systèmes d'observation est aujourd'hui visible dans différents domaines de recherche et répond à une préoccupation de suivre l'impact des actions politiques et de disposer de scenario quant aux évolutions futures probables. Les questions qui guident cette analyse sont les suivantes :-Comment les Observatoires de Population qui se sont constitués au départ comme des enquêtes répétées deviennent-ils de véritables systèmes d'observations pluridisciplinaires ? -Sont-ils des outils pertinents et adaptés aux paradigmes contemporains de la démographie qui se généralisent par des approches micro, biographiques et comparatives ? -Quelle spécificité apporte l'approche longitudinale aux analyses de causalité entre les phénomènes ? -En quoi l'accumulation des résultats de recherche de différentes disciplines permet-il une contextualisation de l'évolution des phénomènes du type monographique, voire une perspective historique ? -Comment les avancées technologiques offrent-elles de nouvelles perspectives aux Observatoires ? -Comment cet outil peut-il renseigner les nouveaux champs de recherches sur l'enfance ?Les objectifs de cette HDR sont de deux ordres. Il s'agit d'une part de montrer en quoi les Observatoires de Population sont des outils méthodologiques d'une grande richesse et qu'ils apportent une contribution importante à la recherche pour le développement, en dépit de certaines questions méthodologiques qui les accompagnent (partie 1). Il s'agit d'autre part de montrer par des exemples issus de ma recherche les apports des Observatoires pour la recherche sur l'enfance en Afrique (partie 2). Les données d'Observatoires du Sénégal (Niakhar) ont pu être mobilisées pour produire des résultats sur la santé des enfants, les circonstances de la naissance, l'éducation, l'adolescence, la mobilité. De cette expérience, on peut tirer un cadre d'une amélioration des systèmes de collecte de données longitudinales diversifiées qui permettraient de mieux répondre aux questions actuelles du champ de l'enfance (partie 3), notamment sur les questions de la mobilité des enfants (amélioration des outils de mesure au niveau national), du travail et de l'éducation des enfants (développer l'approche longitudinale pour mieux comprendre la concurrence entre travail et école/apprentissage) et entourage et bien-être de l'enfant (amélioration de la mesure de l'entourage, notion de trajectoires de l'entourage, mesure subjective du bien-être).La première partie permet d'analyser les Observatoires de Population dans une perspective historique. Les Observatoires de Population développés depuis les années 1960 ont eu pour vocation initiale de produire des données sur la population et la santé et ont été largement utilisés comme terrain d'essais cliniques et de recherches en santé. Ils ont aussi permis de grandes avancées dans la compréhension des phénomènes démographiques, économiques et sociaux, tout comme dans celles des relations entre l'Homme et l'environnement. Les Observatoires de Population et santé sont aujourd'hui de plus en plus nombreux dans le monde et de mieux en mieux connus. Leur organisation en réseau depuis la création du Indepth-Network en 1998 a permis d'accroître leur visibilité, d'améliorer et de standardiser les procédures et de renforcer les capacités des équipes. Le réseau Indepth a mis en évidence le rôle important que peuvent jouer les Observatoires dans la recherche en santé et mis en place une politique de partage de données avec un accès libre aux données documentées sur un portail . L'Observatoire de Niakhar est l'un des plus anciens au monde. Sa méthodologie particulière est basée sur l'approche longitudinale. Les enjeux actuels des Observatoires sont discutés selon trois entrées. L'entrée éthique renvoie à des enjeux spécifiques liés au caractère permanent du terrain, avec des enquêtes sans cesse renouvelées auprès d'une même population. Les recherches nécessitent la participation de la population, or celle-ci retire souvent peu de bénéfices d'une recherche orientée vers un développement plus large, et dont l'implémentation des actions n'est pas du ressort du chercheur. Les enjeux institutionnels en termes de gouvernance et d'implication dans les structures nationales sont discutés à partir d'exemples contemporains observés dans d'autres pays (Ethiopie et Afrique du Sud). Les enjeux méthodologiques sont évoqués en lien avec les nouvelles technologies qui deviennent incontournables. Ces technologies offrent des potentialités nouvelles aux Observatoires en améliorant les méthodes de collecte et de traitement des données, en permettant de multiplier les échelles, les domaines de suivi et les niveaux d'analyse. Elles ouvrent ainsi des perspectives pluridisciplinaires fortes. Les nouvelles technologies permettent aussi la standardisation des données et de leur documentation qui autorise le partage de données (open data), les offrant ainsi à un plus grand nombre d'acteurs.La deuxième partie analyse les apports des Observatoires à la recherche dans le champ de l'enfance. La démographie de l'enfance reste balbutiante et mal définie. Pourtant, l'enfant est bien au cœur des problématiques de la discipline. Fécondité, mortalité, migration, famille, éducation, autant d'enjeux démographiques qui concernent tout autant l'enfant que l'adulte. Mais, si l'enfant fait partie des préoccupations de la démographie, il est rarement considéré comme un acteur des phénomènes démographiques. Les comportements démographiques renvoient aux comportements des adultes. L'intérêt pour une démographie de l'enfance est formulé à travers le besoin d'indicateurs exprimé par les agences internationales. Indicateurs dont la rareté, l'imprécision ou la faible qualité ne permet pas un suivi efficace des recommandations exprimées par les textes internationaux (Objectifs du Millénaire pour le Développement, Objectifs du Développement Durable, Convention des droits de l'Enfant). La santé et la scolarisation sont les domaines les plus étudiés. Le travail des enfants est appréhendé par le biais d'enquêtes spécifiques. La prise en charge de l'enfant et son entourage sont des thématiques de recherche plus récentes. D'un point de vue théorique, le « Child Indicators Movement » développé dans les années 1990 conduit à repenser le « bien-devenir » de l'enfant et à recentrer les préoccupations sur le « bien-être » de l'enfant. Ce repositionnement conduit à un changement méthodologique fort dont la démographie ne s'est pas encore pleinement saisie. La synthèse de mes travaux de recherche permet ici de voir comment la méthodologie d'Observatoire a permis de contribuer au champ de la démographie de l'enfance dans le domaine de la santé, la sexualité et fécondité des adolescents, la scolarisation, la migration et le travail dans l'enfance.Les apports du suivi démographique à l'analyse de la mortalité des enfantsC'est la précision de l'enregistrement des décès et leur complétude qui donne tout l'intérêt des données d'Observatoire pour l'analyse de la mortalité des enfants. La datation des décès est d'autant plus précise qu'ils sont généralement enregistrés dans un délai proche du décès. Plus les passages sont rapprochés, et plus ce délai est court. Ainsi on observe sur les différentes périodes de collecte que le délai entre le décès et la date de l'enregistrement varie entre 200 jours entre 1984 et 1986 alors que les passages sont annuels et moins de 10 jours entre 1991 et 1997 lorsque les passages sont hebdomadaires. La proximité entre l'événement et son enregistrement permet une précision de la date au jour près, ce qui améliore la précision des indicateurs et surtout permet de mener des analyses fines sur la structure par âge de la mortalité des enfants (selon le trimestre) et sur la saisonnalité des décès. Les autres types de sources de données (Etat Civil, registres sanitaires, enquêtes nationales, enquêtes ad hoc) ne peuvent apporter ce niveau de détail.La complétude des décès est assurée par le fait que ce système de collecte minimise les omissions. La connaissance préalable de la composition du ménage par l'enquêteur, qui dispose d'une liste des membres résidents, permet de déceler rapidement l'omission d'un décès. Les individus relevés lors des passages précédents, y compris les nouvelles naissances, font l'objet d'un appel systématique. Même les décès de jeunes enfants, qui sont particulièrement sujets aux omissions, sont ici repérés. La faiblesse du système porte sur les naissances suivies de décès très rapide entre 2 passages du suivi démographique et qui pourraient échapper à l'enquêteur. C'est pour minimiser ce risque que les grossesses sont enregistrées dans les passages de routine. Même si elles ne sont pas déclarées en début de grossesse, une bonne part d'entre elles est enregistré avant l'accouchement. A chaque passage, les grossesses dont l'issue n'a pas été enregistrée font l'objet d'une attention particulière de la part de l'enquêteur.Ainsi, le maximum est fait pour assurer l'enregistrement de tous les décès ainsi que la précision de la datation du décès au jour près. Ce qui en fait un système unique, puisque, en l'absence d'un système d'Etat Civil performant, aucune donnée démographique d'une telle qualité n'est disponible en Afrique.Le potentiel des Observatoires va au-delà de l'analyse de la mortalité. Le suivi de la morbidité est une voie qui se développe rapidement dans les Observatoires, avec le soutien du réseau INDEPTH (Sankoh, 2015). Les appariements avec les données sanitaires des structures de soins présentes dans les villages suivis sont très prometteurs pour une meilleure compréhension des dynamiques des maladies et de leurs prises en charge.Les apports du suivi démographique à l'analyse de la sexualité, mariage et fécondité chez les jeunesLe suivi démographique sur le long terme permet de décrire les tendances de la fécondité précoce et de dater le début de sa baisse dans les années 1960. Le suivi longitudinal de routine fournit les éléments de base à la mesure de la fécondité et à l'identification des naissances prémaritales. C'est grâce à la précision des dates que l'on peut, de manière remarquablement précise, analyser la question des conceptions avant le mariage. La plupart des études se contentent de l'analyse des naissances avant le mariage, et une partie du processus échappe à l'analyse. L'apport du suivi démographique à cette question est donc de pouvoir décrire les niveaux et tendances très précis de la fécondité prémaritale. L'apport de ces données réside aussi dans l'enregistrement de la succession des évènements démographiques : naissances, mariages, migration et, depuis 1998, les migrations saisonnières. Ceci permet de mettre en évidence le rôle de l'expérience urbaine sur l'arrivée d'une naissance hors mariage, mais aussi de pouvoir décrire les adaptations sociales par la célébration d'union pendant la grossesse ou le jour du baptême.Le suivi démographique permet aussi de mesurer à quel moment le mariage intervient après une naissance prémaritale et l'on a pu voir que les conséquences les plus sensibles pour l'enfant du célibat sont lorsque l'union avec le père de l'enfant ne se produit pas et ceci, le plus souvent lorsque le père de l'enfant n'appartient pas au groupe des conjoints socialement acceptables. Des analyses sur les conséquences sur le plus long terme de la fécondité prémaritale sont possibles grâce à l'observation continue des populations. Ainsi une analyse est en cours sur les conséquences de la fécondité prémaritale sur la santé des enfants.L'analyse du mariage et de l'entrée en union est rendue possible par le suivi démographique. Les données permettent de documenter le recul de l'âge au mariage. Une analyse fine a pu être menée sur les liens entre le mariage et la crise agricole (pluviosité et cours de l'arachide). Ceci relève d'un autre aspect de l'apport des Observatoires : celui du cumul des connaissances pluridisciplinaires. La présence de recherches en agronomie est un atout d'importance pour l'analyse des faits sociaux dans une société paysanne. Certains sujets sensibles ne sont pas abordés en routine dans le suivi démographique. L'apport de l'Observatoire est alors de fournir une base de sondage pour des enquêtes sur échantillons, représentatifs ou raisonnés selon les besoins. C'est ainsi qu'ont pu facilement se dérouler plusieurs enquêtes sur échantillon qui ont permis de produire certains indicateurs. Ainsi, la question de la sexualité a été abordée au début des années 1990 dans le cadre d'un projet de recherche sur le VIH/sida. Quelques années plus tard, une autre enquête a permis de mesurer les évolutions des comportements sexuels et fournir des informations sur les attitudes et perception à l'égard du VIH/sida. L'enquête ICOFEC a permis à la fin des années 1990 de mesurer la prévalence contraceptive. L'existence de ces données renforce l'intérêt à réitérer ces enquêtes, afin de mesurer les progrès réalisés en lien avec les politiques de santé sexuelle et reproductive qui se sont déroulés dans l'intervalle.Les apports du suivi démographique à l'analyse de la scolarisationL'apport des Observatoires à l'analyse de la scolarisation est de deux ordres. D'une part le niveau de scolarisation peut être mesuré et suivi dans le temps. La profondeur historique de l'observatoire de Niakhar permet de produire certains indicateurs des années 1950. La présence continue sur le terrain a aussi permis de décrire l'évolution de l'offre scolaire. D'autre part, la mise en place d'un suivi scolaire sur une période de 4 années a permis de traiter de la question de l'absentéisme et du décrochage scolaire. L'absentéisme et la réussite scolaire sont des concepts très mal mesurés et analysés par les données quantitatives existantes. Seules les données ministérielles enregistrent des indicateurs, mais aucune donnée explicative ne peut y être associée. L'expérience de Niakhar a montré qu'il était possible de suivre dans le temps les absences des élèves et d'en documenter les raisons. La réussite scolaire pourrait tout aussi bien être documentée en finesse et mise en relation avec des variables familiales afin de mieux comprendre le rôle que joue la famille dans la réussite scolaire. L'analyse de durée sur une plus longue période permettrait une analyse plus fouillée des facteurs de décrochage. Plus largement, l'analyse longitudinale de la scolarisation dans toutes ces dimensions, en lien avec l'entrée en union, la fécondité et la migration, peut donc permettre une meilleure compréhension de la manière dont interagissent les différentes composantes de l'entrée dans la vie adulte. Les apports du suivi démographique à l'analyse de la migration et du travail dans l'enfanceL'exemple de la migration et du travail dans l'enfance est très illustratif des apports du suivi démographique à la connaissance de l'évolution des sociétés du Sud. Le cumul des connaissances sur un même terrain offre une profondeur historique précieuse pour décrire le développement des premiers mouvements de migration. De plus, la méthodologie du suivi démographique permet de mesurer l'intensité de la migration et son évolution. L'enregistrement précis des dates de départ et de retours de chaque individu permet d'identifier avec exactitude les types de migration (courtes/circulaires, versus longues/définitives). En matière de qualité des données, l'observation prospective et en temps réel de la migration garantit une précision des dates qu'il est impossible à égaler quand la collecte des biographies migratoires se base sur le discours des individus sur leur mobilité.L'enregistrement du motif de la migration permet d'analyser plus précisément les migrations de travail. Celle-ci concernant plus particulièrement des jeunes, voire très jeunes, les résultats contribuent à informer le champ de connaissances sur la mobilité des enfants. Cette typologie permet de replacer la migration circulaire/saisonnière de travail dans le contexte de migration plus longue. La question des enfants domestiques est particulièrement difficile à mesurer dans les enquêtes ménages qui présentent de nombreuses limites pour distinguer des enfants domestiques des enfants confiés (Delaunay, 2011) et on sait qu'il existe un continuum de situations. L'identification des enfants et adolescents engagés dans des migrations de travail produit des données précieuses qui mériteraient des analyses plus profondes.Cet exemple illustre aussi le potentiel des observatoires à identifier un objet central pour la compréhension des phénomènes sociaux (ici la migration circulaire de travail, mais cela pourrait aussi s'appliquer aux phénomènes écologiques ou sanitaires) et à s'en emparer par l'introduction d'une nouvelle modalité dans le suivi de routine. Ainsi, l'introduction du suivi des migrations circulaires de travail a permis de mieux comprendre le rôle que joue cette migration dans l'adaptation de cette société paysanne aux contraintes environnementales et démographiques. Les autres applications sont nombreuses et doivent être développées pour rendre compte de modifications importantes que ces migrations impliquent sur l'organisation familiale et économique et dans quelles mesures elles sont porteuses de changement dans le monde rural. Ces types de mobilités sont observées dans d'autres pays et régions. Elles sont le pont entre le monde rural et le monde urbain et sont par-là porteuses d'un potentiel fort pour les actions de développement et l'enjeu de leur mesure est d'importance.Il est clair que les questions du champ de l'enfance sont beaucoup plus vastes, et je m'interroge ici sur les améliorations à apporter en termes d'analyses et de nouvelles collectes de données, appuyées à la méthodologie des Observatoires il serait possible de mettre en œuvre. Il s'agit ainsi de s'interroger, dans la troisième partie, sur le rôle des Observatoires dans les recherches sur l'enfance en Afrique de demain.Les perspectives aujourd'hui dans le domaine de la santé de l'enfant (et de l'adulte) se tournent vers le suivi des maladies, et non plus des seuls décès, avec une mise en relation avec les données sanitaires et d'Etat Civil. Les concepts de bien-être et de vulnérabilité sont aujourd'hui très utilisés sans que de progrès notables ne soient réalisés dans la manière de les mesurer. Le degré de « bien-être » des enfants, caractérisé par certains indicateurs relatifs aux besoins de développement cognitif, moteur et affectif de l'enfant. L'éducation et l'état nutritionnel restent les marqueurs privilégiés. Ces indicateurs, ainsi que d'autres qui restent encore à imaginer, pourraient être suivis dans le temps dans le cadre d'Observatoires et mis en relation avec le parcours de l'enfant et de son entourage. Cette vision dynamique permettrait de mieux comprendre les éléments de vie qui affectent le bien-être de l'enfant, en positif comme en négatif. Le concept de vulnérabilité quant à lui renvoie plutôt à des situations de vulnérabilité qu'à des individus vulnérables. L'identification des situations de vulnérabilité des enfants et des parcours qui y conduisent pourrait éclairer les interventions de prévention et de prise en charge. Ici aussi l'approche longitudinale des Observatoires pourrait être mise à contribution pour analyser les parcours antérieurs aux situations de vulnérabilité.Au travers de ces concepts de bien-être et de vulnérabilité, les questions du confiage des enfants et de la mobilité des enfants peuvent y être abordées d'une manière originale. Ce sont les ruptures de prises en charge d'un enfant, visibles au travers d'une modification de l'entourage de l'enfant, qui conduisent à des situations de confiage. Ces jalons de vie sont en forte relation et doivent être approchés ensemble et c'est l'approche biographique qui seule permet de rendre compte des causalités.De même les questions de scolarisation, de mobilité et de travail des enfants sont souvent imbriquées, et l'approche longitudinale permet une lecture des événements à l'échelle de la vie des individus et d'approcher des causalités.La mise en œuvre d'indicateurs suivis sur l'enfance nécessite donc certaines adaptations des Observatoires pour produire des données plus fines et plus complètes sur les enfants. Qu'il s'agisse de la santé, du bien-être, de la prise en charge, de l'éducation, du travail, ou de la mobilité des enfants, une réflexion doit être faite sur les concepts à mesurer, puis sur les moyens pour les mesurer. Les efforts doivent être soutenus pour apporter les améliorations nécessaires aux Observatoires afin de pouvoir rapidement proposer une gamme d'indicateurs suivis sur l'enfance de plus en plus large. Ceci peut se faire à travers différents programmes de recherche qui permettront de développer des méthodologies innovantes à l'échelle d'un ou de plusieurs Observatoires. Le réseau Indepth sera très certainement un atout pour concevoir des projets à plus grande échelle. De plus, les avancées méthodologiques, qui permettent la production d'indicateurs, développées dans les Observatoires trouveront des applications dans l'amélioration des outils de collecte nationauxLa contribution que j'ai pu apporter aux Observatoires au cours de ma carrière est large et variée. J'ai fortement participé à la mise en valeur des données démographiques de l'Observatoire de Niakhar. L'expérience acquise par la contribution à différents projets de recherche de disciplines variées, m'a permis à plusieurs occasions de défendre l'intérêt de cette plateforme de recherche auprès des partenaires Sénégalais, de la communauté scientifique et de ma propre institution. J'ai œuvré à la modernisation des procédures d'analyses des Observatoires du Sénégal, grâce aux ateliers de travail du réseau Indepth et je contribue aujourd'hui à cette dynamique collective qui vise à appuyer l'ensemble des membres du réseau. J'ai participé et appuyé les efforts vers l'ouverture des données aux utilisateurs (open data). J'ai contribué à attirer des projets de recherche innovants en sociologie et en démographie (RESO, MADAS, DEMOSTAF) et des projets de recherche en environnement (ESCAPE, CERAO, ACASIS). J'ai aussi participé à la formation de jeunes statisticiens, démographes, économistes ou sociologues en ouvrant le terrain aux étudiants et doctorants (j'ai participé à l'encadrement de 4 thèses et près de 20 ingénieurs et masters).Les perspectives que j'envisage aujourd'hui visent à resserrer mes efforts autour du champ de l'enfance. Il s'agira de procéder à des améliorations de la collecte pour une meilleure adéquation aux problématiques de l'enfance. Il s'agira aussi de développer et de tester des méthodes de collecte qui auront une application directe sur les systèmes de collecte nationaux (enquêtes nationales, recensement), pour répondre aux besoins de données quantitatives sur l'enfance. Enfin, il s'agira de diffuser ces orientations dans le réseau Indepth et de dynamiser le champ de l'enfance dans les Observatoires au-delà du Sénégal.La question traitée par cette HDR était de savoir si les Observatoires de Population avaient un apport spécifique à la connaissance des sociétés au Sud. Il est clair que la réponse est oui, et cela à deux titres : d'une part par les apports directs de la production d'indicateurs suivis dans les différents domaines (même si cela est encore largement perfectible) ; d'autre part, par des apports indirects : développement de méthodes qui permettent l'amélioration des outils de production de données et d'indicateurs à l'échelle nationale ; développement de projets de recherche qui produisent des connaissances et des résultats applicables pour le développement.

Publisher's version (útgefin grein). ; Quantifying the genetic correlation between cancers can provide important insights into the mechanisms driving cancer etiology. Using genome-wide association study summary statistics across six cancer types based on a total of 296,215 cases and 301,319 controls of European ancestry, here we estimate the pair-wise genetic correlations between breast, colorectal, head/neck, lung, ovary and prostate cancer, and between cancers and 38 other diseases. We observed statistically significant genetic correlations between lung and head/neck cancer (rg = 0.57, p = 4.6 × 10−8), breast and ovarian cancer (rg = 0.24, p = 7 × 10−5), breast and lung cancer (rg = 0.18, p =1.5 × 10−6) and breast and colorectal cancer (rg = 0.15, p = 1.1 × 10−4). We also found that multiple cancers are genetically correlated with non-cancer traits including smoking, psychiatric diseases and metabolic characteristics. Functional enrichment analysis revealed a significant excess contribution of conserved and regulatory regions to cancer heritability.
