LE REFERENDUM SUD-SOUDANAIS ET SON IMPACT REGIONAL
In: Politique internationale: pi, Band 131
ISSN: 0221-2781
The referendum held in January offered the people of South Sudan the chance to shape their own future. They voted overwhelmingly (98.7%) to secede from the north and the capital, Khartoum. The official proclamation of independence is slated for July 9, 2011, when the six and a half year interim period enshrined in the 2005 Nairobi peace agreement expires. The Comprehensive Peace Agreement puts an end to the broad conflict which had broken out in May 1983 when the Sudan People's Liberation Movement (SPLM), led by Colonel John Garang, rebelled against the central government. Contrary to fears voiced in some quarters, the South's emancipation has not led to chaos in the region. While it has raised the likelihood of the Sahel region falling into lawlessness and reigniting the conflict between Ethiopia and Eritrea, this unrest is not new -nor is it caused by the civil war in Sudan. It would be unfair to blame South Sudan for tensions that existed before its independence and which are bound to continue afterwards. Adapted from the source document.

Le conflit au Darfour, point aveugle des négociations nord-sud au Soudan
In: La politique africaine, Heft 95, S. 125-146
ISSN: 0244-7827
The crisis in the Darfur began before February 2003. It resulted from increasing contradictions in the region, which were exacerbated by the regime's heavy-handed security policies, the economic marginalization of the region, and the effects of authoritarianism in neighboring Chad. The fact that the crisis has emerged at this moment is illustrative of the blind spots of negotiations between the insurgents of Southern Sudan and the central government in Khartoum. The international community, prolix in strong declarations, is still not clear on the way it intends to tackle the crisis today. (Polit afr/DÜI)

SUD-SOUDAN: UN ETAT MORT-NE?
In: Politique internationale: pi, Heft 146, S. 1-9
ISSN: 0221-2781
South Sudan, a newly formed country, is already on the brink of disappearing. The nation became independent after a referendum in summer 2011 and has vast potential - it is large and sparsely populated, and rich in oil and no doubt minerals as well - but may have barely had the time to join the community of nations. At the end of 2013, the country fell into a bloody civil war between loyalists backing president Salva Kiir and supporters of vice president Riek Machar. Until now, the efforts of the international community have only resulted in a few ephemeral ceasefires. In this interview, Gerard Prunier, a leading French expert on East Africa, traces the roots of the crisis, analyzes the murky power struggles in the region and delivers a terrifying prediction. He says that the war will continue to produce countless civilian casualties, but the worst is yet to come: once the livestock have been killed and the crops left to rot, the people will face a terrible famine.
