Seria przewrotów politycznych w państwach Maghrebu i Maszreku postawiła Unię Europejską przed koniecznooecią zredefiniowania założeń polityki wobec państw wspomnianego regionu. Opieszała reakcja największych stolic europejskich na wydarzenia Arabskiej Wiosny świadczyła o upatrywaniu w nich źródła zagrożeń dla interesów Europy. W swoim tekście chciałbym wykazać mylność tego przekonania i przedstawić argumenty na poparcie tezy, ¿e wspomniane przemiany stanowią szansę na wznowienie dialogu UE z południowym sąsiedztwem, którego Bruksela nie jest w stanie kontynuować w ramach sparaliżowanej Unii na rzecz Regionu Morza Śródziemnego. ; The chain of revolts in Maghreb and Mashriq countries has compelled the European Union to redefine the assumptions of its policy towards the region in question. The sluggish reaction of European states to the developments known as "the Arab Spring" has shown that they see those events as a source of threat to European interests. This paper attempts to indicate the erroneousness of this conviction and submit arguments supporting the thesis that the aforementioned changes should be understood as a chance for resuming the EU's dialogue with its southern neighbors, a dialogue that Brussels is currently not able to continue as a result of the EU's current paralysis in the Mediterranean area.

Standardem we współczesnych państwach demokratycznych stało się jednoczesne funkcjonowanie wielu organów mających na celu zapewnienie przestrzegania prawa. Jednym z nich pozostaje instytucja Ombudsmana, która zyskała na znaczeniu w wielu krajach świata zarówno o ustabilizowanej, jak i odradzającej się demokracji. Za główne cechy tej instytucji uznaje się niezależność Ombudsmana od innych organów, łatwość dostępu do niego, a także wiarygodność i elastyczność działania. Dzisiaj funkcjonuje ona w ponad 100 krajach i wciąż widać tendencję wzrostową. Nawet w ramach Unii Europejskiej od 1995 r. działa Ombudsman Europejski, a Rada Europy od 1999 r. powołuje Komisarza do spraw Praw Człowieka. W państwach Europy Zachodniej proces tworzenia urzędów ombudsmańskich szczególnie intensywnie przebiegał po II wojnie światowej, co spowodowane było m.in. wzrostem zainteresowania ówczesnych społeczeństw ochroną praw człowieka w związku z przebytymi doświadczeniami "brunatnego" i "czerwonego" totalitaryzmu. Natomiast w ramach transformacji ustrojowych zapoczątkowanych w latach dziewięćdziesiątych, proces ten zaczął dotyczyć również bloku państw Europy Środkowo-Wschodniej i Południowej. W przypadku bloku tych państw wprowadzanie instytucji ombudsmańskich do porządku konstytucyjnego poczytuje się jako część procesu transformacji ustrojowej i ich demokratyzacji. Warto przy tym podkreślić, że wśród tych krajów Polska należała do prekursorów w tym względzie. ; The functioning of many organs which aim to ensure the rule of law is standard in democratic countries. One of them is the institution of the ombudsman, which has become significant in both those countries with strong democratic systems and emerging democracies. The most important features of this institution are independence, easy access, reliability and flexibility. Nowadays, it functions in approximately 100 countries and it is estimated that this number will increase in the near future. There has been a European ombudsman in the European Union since 1995, and the Council of Europe appointed a Human Rights Commissioner in 1999. In West European countries, the process of creating the office of the ombudsman was particularly intensive after the Second World War, as a result of their experience of totalitarianism. This process could also be observed in Central-Eastern and Southern Europe during the political transformations of the 1990s. It was a symbol of the transformation and democratization of those countries. Poland can be safely assumed to have been a forerunner in the process in this region.

Among many conflicts between United States and Soviet Union during the cold war era, one of the longest were Namibia's independence war and civil war in Angola. In the historiography, especially South Africa's literature, both of them are linkaged and known as Border War. However, Namibians had begun their struggle in 1966, twenty years later there was no perspective to finisz the war. The major breakthrough appeared in 1987–1988 thanks to series of meetings between president of the US, Ronald Reagan and general secretary of the Soviet Union, Mikhail Gorbachev. The key role played the year 1988. One year later United Nations has implemented Resolution 435 of Security Council from 1978. From that day, South Africa Defence Forces were beginning withdrawal from Namibia's territory. This article refers about the most characteristic and important aspects of United States' and Soviet Union' negotiations in 1987–1988, especially before and during Moscow summit in May and June 1988. ; Spośród wielu sporów istniejących między Stanami Zjednoczonymi a Związkiem Sowieckim w czasie zimnej wojny jednymi z trwających najdłużej była wojna o niepodległość Namibii i wojna domowa w Angoli, w literaturze traktowane niekiedy jako jeden konflikt, nazywany południowoafrykańską wojną o granice. Walka Namibijczyków o wolność trwała od 1966 r., jednak 20 lat później wciąż nie było widać perspektyw szybkiego zakończenia konfliktu. Przełom nastąpił w latach 1987–1988 dzięki seriom spotkań i negocjacji, jakie odbyły się między administracją prezydenta USA Ronalda Reagana i sekretarza generalnego KPZS Michaiła Gorbaczowa. Dla rozwiązania kwestii Namibii kluczowym rokiem był 1988 dzięki podpisaniu w Nowym Jorku grudniowych porozumień między władzami Angoli, Kuby i RPA. Rok później rozpoczęto realizację Rezolucji Rady Bezpieczeństwa ONZ nr 435, a wojska południowoafrykańskie zaczęły stopniowo opuszczać terytorium Namibii. Artykuł ma na celu wskazać najważniejsze aspekty negocjacji między USA i ZSRS w sprawie Namibii w latach 1987–1988, głównie przed szczytem i w czasie jego trwania (Moskwa, przełom maja i czerwca 1988 r.).

Internally polarized counter-elites, that are often involved in corporate interests, do not have enough power to oppose the negative manifestations of economic transformation. In the countries of the South Caucasus, there are two types of business elites, the internal and the external ones, which "grew up" from the economic transformation. The external elites result from the privatization process, in which primarily Russians and Kazakhs are engaged. Concerning their interests in the region, they are lobbying the decision-making processes, while the local elites create the aforementioned mentioned "representative system". The wealth factor is therefore the way to exercise power. The research on business elites remains a discursive issue, which seems to be an endless subject to develop. Its analysis opens a broad discussion on the methodology of the study of elites, both in terms of their mechanisms and characteristics, as well as the theory itself. ; Małgorzata Sikora-Gaca

Energy security policy is currently one of the most crucial areas of foreign policy. Infl uencing states through the price of energy resources and conditions of their supply is a common phenomenon nowadays. The purpose of this article is to show the policy methods to realize energy security pursued by the European Union and Russian Federation as well as to show their effectiveness. The analysis is based on the examples of Nabucco and South Stream pipelines. ; Polityka bezpieczeństwa energetycznego jest współcześnie jedną z kluczo wych dziedzin polityki zagranicznej państw. Zjawisko wywierania wpływu na podmioty międzynarodowe za pomocą cen surowców energetycznych oraz warunków ich dostaw występuje obecnie powszechnie. Celem pracy jest ukazanie sposobów realizacji energetycznej polityki bezpieczeństwa prowadzonej przez Unię Europejską oraz Federację Rosyjską (na przykładzie gazociągu Nabucco i Gazociągu Południowego) i ocena ich skuteczności.

The Polish minority has been in Southern Bukovina for many generations. To this day, there are Polish cultural and educational organizations, minority members eagerly practice Polish traditions and national customs. The main factor that created opportunities for the development of Polish national identity was the Polish language. The language has been passed down to the next generations and is still used today. The first Poles after the settlement of Bukovina could open a Polish church, schools and social organizations, as a resolute Polish was used by many people and in many places, and became popularized. Subsequent activities of the Polish minority developed interpersonal relationships among the minorities. The Polish language united all Poles in Bukovina, developed institutions and ties with their homeland. The Polish minority continues to practice the Polish language over 200 years after the arrival of their ancestors, as a result Polish identity still exists today. The method of analysis was used in the article. Activities that popularized learning the Polish language and opportunities to promote tradition and identity were presented. Also the history of the southern territory of Bukovina and its impact on the development of the Polish national minority.

On July 9, 2021, the Republic of South Sudan celebrate the 10th anniversary of its independence. This study is an analysis of the functioning of South Sudan as a fullfledged member of the international community. We also analyzed the mistakes made by the government of this young country over the years of its independence and found out what consequences they led.

The article concerns the idea as well as the form of international cooperation between states and international organizations, illustrated by the example of the relationship between the European Union and the Pacific region. There is some useful literature on the subject but this needs be to completed. The influences of the world's leaders collide on the Pacific Ocean, which gives this area primacy in geopolitical domination, slowly downgrading the Atlantic Community. The main purpose of the paper is, therefore, to research the possibilities and methods of legal and extrajudicial cooperation betweentwo continents which are very distant from each other. ill., 24 cm ; The first stage of excavations at the Chotyniec hillfort in southeastern Poland (8 km from today's Polish-Ukrainian border), carried out in 2016–2019, has produced an assemblage of finds that link it to the forest-steppe variant of the Scythian Cultural Circle. A cult area (zolnik) was investigated, discovering fragments of Greek wine amphorae, an abundance of weapons and personal metal accessories of Scythian provenance. Settlements with similar assemblages of finds located around the hillfort have been identified as a micro-region of key importance for the interpretation of the cultural situation in the early Iron Age of a territory covering the regions of Volhynia and western Podolia – today in southeastern Poland and the adjoining areas of Ukraine. The article discusses the "eastern" groups: Lezhnica, Cherepin-Lagodiv and Western Podolian, in the context of the Chotyniec discoveries ; il., 24 cm ; W latach 2016–2019 przeprowadzono pierwszy etap wykopalisk na grodzisku w Chotyńcu (południowo-wschodnia Polska, 8 km od obecnej granicy polsko-ukraińskiej). Odkryte materiały pozwalają łączyć je z leśnostepowym wariantem scytyjskiego kręgu kulturowego. Na grodzisku zbadano zolnik, w warstwach którego znaleziono pokaźny zespół przedmiotów. Na plan pierwszy wysuwają się fragmenty greckich amfor na wino, liczne militaria i ozdoby metalowe o scytyjskiej proweniencji. W okolicy grodziska zidentyfikowano także osady z podobnymi przedmiotami. Można już mówić o całym mikroregionie – aglomeracji, której identyfikacja ma kluczowe znaczenie dla interpretacji sytuacji kulturowej we wczesnej epoce żelaza na obszarze południowo-wschodniej Polski oraz przyległych terenów Ukrainy – Wołynia i zachodniego Podola.
