Their essence was reduced to one thing: Ukrainian programs should pay due attention to Ukrainian national ideals and national traditions. This could be achieved by including the following topics from time to time:- outlines on Ukrainian history and culture;- stories about national heroes of the past and modern era;- materials about the significant dates of Ukrainians' national liberation struggle;- reviews of the American and Western press, which deal with Ukraine and Ukrainians.Particular attention was paid to the need to separate the content of radio programs addressed to Ukrainians from Moscow ones: "Ukrainian radio broadcasts should be edited differently than Russian ones. The content of Ukrainian programs should also be different," — the document said.The impetus for writing the article "What should be 'Voice of America' radio programs for the Soviet Union" was the mass spontaneous movement of the Western Diaspora Ukrainians in the late '40s of the twentieth century in order to get the "Voice of America" radio broadcast in Ukrainian. The Ukrainians' demands became successful at the end of November 1949. However, at the initial stage, the Ukrainian-language broadcasts of this radio station were mostly unfavorable or untrue towards Ukrainians. The reason was that the head of the Ukrainian editorial office was a Russian Hryhoriev — an outspoken follower of the "Russian world".The article was written by an underground UPA journalist on the territory of Soviet Ukraine and expressed the views not only of the insurgents but also of a large part of Ukrainian population.The relevance of this text is felt today as never before. The author describes the main areas of assistance of the Vietnamese side of the USSR: military, economic, diplomatic. The emphasis is made on the special significance and role of comprehensive assistance of the Soviet Union in receiving by DRV the victory in the war.
The activity of Canadian Prime Minister John Diefenbaker to protect the Ukrainians' national rights in Soviet Union is analyzed. It was the time of the Cold War, when the great divide between the Soviet Union and the Canada contained a many points. In particular, as Prime Minister, he called Soviet Government to protect human rights, stop arrest of dissidents, and to allow free elections. The violation of constitutional rights guaranteed in the Ukrainian SSR, prosecution of dissidents, the implementation of people's right to self-determination, the openings of the Canadian Consulate in Kyiv were main issues that Canadian politician raised in public discourse in Canada.Diefenbaker was certainly more outspoken than his predecessors and used anti-communist rhetoric. He enjoyed speaking to audiences of Canadian Ukrainians, always stressing his sympathy with their aims. Diefenbaker named Canada's first Ukrainian-Canadian Cabinet Minister Politician (Michael Starr) and appointed the second senator of Ukrainian descent (Ivan Hnatyshyn). He often quoted passages from the poems Taras Shevchenko, interested in Ukrainian history, and believed in the establishment of Ukrainian nationhood.Separately traced J. Diefenbaker' activities and initiatives in the international arena. The most famous speech made by John Diefenbaker on the problem of relations with the Soviet Union was his call in the United Nations for the Russians to explain why they continue to maintain several millions of Eastern Europeans in a state of colonial servitude to the Russian imperial system. Diefenbaker's speech on September 26, 1960 was a direct challenge to the Soviet leader Mykyta Khrushchev, who was personally leading the Soviet delegation to the Assembly of the United Nations. The speech had world reaction and was a sensation among the most delegations. Its impact was immediate upon Canadians of Eastern European descent whose homelands are within the communist totalitarian system. Diefenbaker's rhetoric caught the public mood among Canadian Ukrainians. It was a challenge voiced by a new hero, in the eyes of those people who came from the forgotten nations in Eastern Europe. Instead, the Soviet press attacked Diefenbaker's statements as "slanderous".After retiring from the post of Prime Minister, Diefenbaker led the International Committee for Human Rights. He was meeting with the world's politicians and raised the issue with respect to violations of constitutional rights of Ukrainians within Soviet Union. As leader of the conservative opposition in parliament, he repeatedly raised the issue of opening the Consulate of Canada in Kyiv. In 1969 he visited the capital of the Ukrainian SSR and in conversation with it officials sought the opening of the Consulate of Canada in the Ukrainian capital. Diefenbaker was one of the few world leaders who tried to implement the Ukrainian issue to the world agenda and stressed that "the West must speak out". Prime Minister of Canada was the most prominent spokesman the concept of the colonial status of the Ukrainian SSR among Western politicians. Their actions outlined Canada's policy framework on the Ukrainian question, which largely followed all subsequent governments. ; Проаналізовано діяльність прем'єр-міністра Канади Джона Діфенбейкера (1957–1963), спрямовану на захист національних прав українців у Радянському Союзі. До основних питань, які канадський політик упровадив до канадського суспільного дискурсу, належали проблеми порушення конституційно гарантованих прав людини в Українській РСР, арешти і переслідування дисидентів, реалізація права народу на самовизначення, відкриття канадського консульства у Києві тощо. Окремо простежено заходи й ініціативи Дж. Діфенбейкера на міжнародній арені, зокрема виступ 26 вересня 1960 р. на Генеральній Асамблеї ООН та реакцію на нього в Радянському Союзі, створення Міжнародного комітету захисту прав людини. Відзначено, що навіть після відставки з посади прем'єр-міністра Канади, Дж. Діфенбейкер активно цікавився ситуацією в Українській РСР, виступаючи на захист національних прав її мешканців.
In the article, within the framework of preparation of the dissertation on the topic: "The concept of awareness under the criminal law of Ukraine'" summarizes the experience of some countries of the former Soviet Union on the use of the concept of "awareness" in the general parts of the criminal codes. It has been established that in the Criminal Code of Georgia the majority of cases of awareness is used in a single sense (full awareness of the subject of the crime of the relevant objective features), but we have also recorded several cases of deviation from this value, which testifies to the violation of the principle of unity of legal terminology. In general, in the Criminal Code of Georgia, the sign of awareness in most cases refers to the characteristics of the victim of the crime (usually age and condition). However, this issue revealed some inconsistency in the rules, which provide for severalspecial victims at once (for example, the awareness concerns a victim of a criminal offense - a pregnant woman, but does not extend to a minor). Unlike the Criminal Code of Ukraine and the law on criminal liability of the Republic of Azerbaijan discussed above, the legislator of the Republic of Belarus has fixed the definition of this feature at the legislative level, which is undoubtedly a major advantage of this regulatory act. In the Criminal Code of the Republic of Belarus, as in the Criminal Code of the Azerbaijan Republic, the notion of deliberately illegal (Article 40 of the Criminal Code of the Azerbaijan Republic) and deliberately criminal orders (Article 117 of the Criminal Code of the Republic of Azerbaijan) are also found. This decision of the legislator to a certain extent violates the principle of the unity of legal terminology, which, in our opinion, would be advisable to choose a single term (for example, "illegal", because it has a wider meaning). In the Criminal Code of Belarus the sign of awareness is quite widespread. A significant advantage of the Criminal Code of the Republic of Belarus is the existence of a legislative definition of the concept of awareness. In the overwhelming majority of cases, the provisions of a given legislative act are consciously used in that sense and relate to such features as a socially dangerous act, an object of a crime or a victim of a crime. ; У статті в межах підготовки дисертації за темою: «Поняття завідомості за кримінальним правом України» узагальнено досвід окремих країн пострадянського простору щодо використання поняття «завідомість» у загальних частинах кримінальних кодексів. Встановлено, що в КК Грузії ознака завідомості здебільшого вживається в єдиному значенні (повне усвідомлення суб'єктом злочину відповідних об'єктивних ознак), втім, нами зафіксовано і кілька випадків відхилення від цього значення, що свідчить про порушення принципу єдності юридичної термінології. Загалом у КК Грузії ознака завідо-мості стосується ознак характеристики потерпілого від злочину (зазвичай віку та стану). Втім, у цьому питанні виявлена певна непослідовність в нормах, які передбачають одразу декілька спеціальних потерпілих (наприклад, завідомість стосується потерпілої від кримінального правопорушення - вагітної жінки - та не поширюється на неповнолітнього). На відміну від КК України та розглянутого вище закону про кримінальну відповідальність Азербайджанської Республіки, законодавець Республіки Білорусь на законодавчому рівні закріпив визначення цієї ознаки, що, без сумніву, є вагомою перевагою цього нормативно-правового акта. У КК Республіки Білорусь, як і в КК Азербайджанської Республіки також зустрічається поняття завідомо незаконного (ст. 40 КК Азербайджанської Республіки) та завідомо злочинного наказів (ст. 117 КК Азербайджанської Республіки). Таке рішення законодавця певною мірою порушує принцип єдності юридичної термінології, через що, на нашу думку, доцільним було б обрати єдиний термін (наприклад, «незаконний», адже він має більш широке значення). У КК Республіки Білорусь ознака завідомості досить поширена. Суттєвою перевагою КК Республіки Білорусь є наявність законодавчого визначення поняття завідомості. Здебільшого у нормах цього законодавчого акта завідомість використовується саме в цьому значенні та стосується таких ознак, як суспільно небезпечне діяння, предмет злочину або потерпіла від злочину особа.
The whole period of the Soviet Union's existence and the first years of independence of Ukraine didnot write and talked about the military conflict in the winter of 1939–1940. Therefore, no one has ever defined participants in events by nationality or territoriallocation. Ukrainians also did not stand out. It was only when Ukraine became independent that therewas a need to determine the participation of Ukrainians in the Soviet-Finnish war and their role. Duringthe Soviet-Finnish war, the North-West front was commanded by the future Marshal and Hero of theSoviet Union, Ukrainian Timoshenko Semyon Konstantinovich. Future Marshal and Hero of the SovietUnion, Ukrainian Kulik Grigory Ivanovich, as Deputy People's Commissar for Defense of the USSR,participated in the preparation of Army and Artillery Parts for the Soviet-Finnish War. The commanderof the 70th division was Ukrainian Kirponos Mikhail Petrovich. Participated in the combat operations ofthe pilot-as and Hero of the Soviet Union, Ukrainian Kravchenko Grigory Panteleevich. Future Marshaland Hero of the Soviet Union, Ukrainian, Moskalenko Kirill Semenovich, during the Soviet-FinnishWar, was the head of the artillery 51st Perekopskaya Rifle Division of the Odessa Military District. Thefuture Colonel-General of the Tank Army and Hero of the Soviet Union, Ukrainian Kravchenko AndriyGrigorievich, during the war, was Chief of Staff of the 173th Motorized Infantry Division. On the side of the USSR twodivisions participated in the war, which were completed in Ukraine. These are the 44th and 70th InfantryDivisions. The first of them fell into the environment and almost all died, trying to break away from theFinnish ring. Those who escaped were subjected to a martial law court. Division commander, chief ofstaff, chief of the police department and commissar were shot. In general, several thousand participantsin this war suffered repressions. Выявлены основные подходы относительно освещения СССР в годы «холодной войны», и упоминания про Украину того периода. ; The main purpose of this article is to make some generalizations about the image of the Soviet space during the «Cold War» on the pages of American history books.In American history textbooks, which were written and published during the global confrontation, many pages were devoted to the coverage of the Soviet Union and its relations with the United States. It was a period of struggle between the two superpowers for the spheres of influence in the world for global domination. Coverage of the history of the «enemy» country was subordinate to major purposes of state propaganda. Of course, this led to one-sided view on the opposite superpower.On the pages of American textbooks Soviet Union was described as the main opponent of the American nation and the capitalist countries, such definitions as «enemy», «aggressor», «stranger», «invader» were mostly used. Soviet Union and its leaders were accused of inciting the «Cold war», in a breakaway from allied relations after the Second World War, because of Soviet leaders' suspicion and distrust to the West. The inflaming of the global confrontation was associated especially with Stalin – «Soviet despot». The different dates of the beginning of the Cold war are stated in American history textbooks. But all their variants are connected with the actions of the Soviet Union such as the division of Germany and the Berlin blockade, the expansion of Soviet influence towards the Central and South-Eastern Europe and the establishment of the national-democratic governments, testing the atomic bomb. The image of the Soviet Union as a country with imperial aspirations was formed in the minds of Americans who was taught by these books. Such definitions as «Soviet empire», «totalitarian dictatorship» were wide spread in the textbooks.The Soviet Union was mostly seen as the one country and its parts – Soviet republics were not mentioned in the most cases. However there are few textbooks in which attention was paid to the problems of the concrete republics, including Belarus, Uzbekistan and Ukraine. For example, Ukraine was mentioned more often – if to compare with other republics because it was the largest in terms of population after Russia, and was one of the largest by area. The main problems highlighted in this case were connected with a problem of Ukrainian national identity, aspirations for independence, Ukraine's participation in the UN.Thus, we can conclude that reviewed American textbooks had a lot of information about the Soviet Union, its foreign policy and about the US-SU relations. Further investigations in this field require more deep analysis of the American History educational books according to the level of education (school and university), as well as the comparison of modern and old textbooks. ; Здійснено спробу узагальнити основні факти, що стосуються радянського простору в американських підручниках з історії.
