The aim of this paper is to present the Frankfurt School's critique of mass culture. The authors particularly seek to demonstrate that critical theory provides a specific interpretation of Marxist philosophy, reinterprets some of its central economic and political notions such as production, distribution, fetishization, consumption and also attempts to illuminate the place and the role of culture industry within global culture. As a conclusion it is argued that the Frankfurt School's approach, while it is still useful to social science programs, tends to be overlooked by social theorists.

Artykuł opisuje zjawisko "drapieżnych czasopism", przedstawia ich charakterystyczne cechy, takie jak spamowanie czy wykorzystywanie fałszywych metryk oraz opisuje spowodowane tym problemy przynoszące szkodę nauce. Drapieżne czasopisma często nie prowadzą rzetelnego procesu recenzyjnego, pozwalając na tworzenie pseudonauki pod pozorem prawdziwej nauki. Drapieżne czasopisma często mają fikcyjny zespół redakcyjny, nie są przejrzyste w kwestiach finansów oraz siedziby, zawierają plagiaty i publikują niemalże wszystko. Wydawcy drapieżnych czasopism zachowują się nieetycznie. W zakończeniu artykułu wskazane jest, jak można uniknąć bycia ofiarą drapieżnych czasopism oraz jak można walczyć z drapieżnymi czasopismami.

This book explores the issue of development-induced population displacement from the point of view of development studies and development ethics. Based on an ethical approach, specifies the measures to minimize the problems of displaced persons and strengthening their participation as a beneficiaries of development projects. The book combines a thorough examination of the most important causes of involuntary population resettlement with numerous references to ethical and social aspects of this problem. Ethical considerations have become a starting point for the analysis of the decision-making process in the most spectacular cases of development-induced displacement and resettlement, associated, inter alia, with the construction of the Sardar Sarovar Project on the Narmada River, and the Kariba Dam on the Zambezi River. In addition to the groundbreaking theoretical approach to the problem, the significant advantage of the book is to draw attention to the lesser-known causes of displacement and notable historical considerations. The interdisciplinary nature of the study is reflected in the application of ethical approach as a point of reference for considerations on the basis of development studies, decision-making mechanisms and legal framework for resettlement planning, defining the responsibilities and the nature of the displaced (DIDPs) and affected (PAPs) communities (rights-based approach).

The network of hospitals was implemented by an amendment of healthcare services financed from public funds. The act was introduced on 1st October 2017. The goals of the new organization of healthcare were not written directly in in the law or in the justification of the draft bill. It is supposed that the Ministry of Health planned through these changes to strengthen public hospitals and limit competition of public financing for private hospitals. The aim of the article is to stress the role of public policy in programming law changes in the future. The implementation of the science of public policy could improve the quality of the Polish law in the healthcare system.

The text points out the need for significant changes in the disability policies, which result from the paradigm shift from medicine to social issues. Three theoretical approaches are presented and briefly discussed, which might be helpful when analyzing the public policy towards disability and eventually be used when reformulating it. First, the biographical approach and the trajectory of everyday life are presented. Then, the problem is discussed in the context of the social exclusion followed by the analysis of the public policies from the perspective of the expected failure. Finally the text presents the differences between social and public disability policies and points out the advantages of the approach typical for public policy-related sciences.

This paper describes the phenomenon 'predatory conferences', the characteristics of predatory conferences, and it describes the problems they cause for science. Predatory conferences fail to properly manage peer review, frequently have imaginary conference committee, do not operate any quality control, are unclear about payment requirements and about conference organizer or location. Towards the end of the paper it is discussed what can and should be done to eliminate or reduce the effects of predatory conferences.

Benefits from the social assistance system in Poland at the local level may be paid in cash or non-cash forms. The purpose of the article is to present selected benefits in the social assistance system and identify trends in changes occurring in the provision of social assistance benefits in 2012-2018. In the analysed period in Poland there was an increase in employment in the social assistance sector, with a simultaneous decrease in the employment of social workers. During 2012-2018, a negative trend was also observed, consisting in an increase in the number of recipients of benefits in the form of cash, with a decrease in the number of persons covered by non-cash support. In Poland the number of benefits in the social assistance system granted due to health dysfunction and disability has increased, while the number of benefits due to unemployment and poverty has decreased. The analyses carried out for the purposes of the article indicate that in Poland public policy in the area of social assistance consisting in the activation and strengthening of social assistance beneficiaries and the abandonment of redistribution of funds to those in need is only declarative.

The aim of this paper is to indicate a diverse nature of the issues investigated in public policy sciences, particularly emphasizing the importance of the health policy in explaining social reality. By resolving public problems, numerous needs of society, inter alia, health needs can be met. One of the sciences which explains social problems and public policy has an interest in is the health policy. Both the health policy and public policy have two dimensions, i.e. applicable and theoretical. In terms of 'applicable' one, active participation of all social life entities affecting awareness of developing health resources is vital. And in the theoretical one, as a science, health policy addresses theoretical problems related to satisfying health needs of individual and collective populations. However, in the existing definitions of the health policy, there is no reference to "health needs". One can only assume that this category is used intuitively as it is hard to imagine numerous activities and decisions taken without identifying the needs, so that the health system could meet them. Reverting to health policy in its practical sense it is crucial to teach the public responsibility for their own behavior towards health. Health education deals with the skills needed to care about health in an accountable and independent way. This kind of education plays an important part in the implementation of public policy since its task is not only to transfer knowledge, but also to develop skills to make informed choices and decisions and thus to shape a democratic society with an independent way of thinking. The applicable role of the health policy is to improve the management of the health sector. In this respect, the organization of the treatment process, which is to provide comprehensive medical care for patients and therefore to improve the existing relations of a public nature, is essential.

The purpose of this article is to analyze the healthcare policy in the light of securing citizens' interests by bringing the perspective of patients' advocacy organizations. The paper tries to supplement the discussion on the role of this particular group of stakeholders in the decision-making process in the healthcare sector. Referring to empirical examples, the author assumes that the entire Polish healthcare system does not serve patients' interests well because of organizational, financial and personnel shortages, while the constitutional promise of equal access to healthcare services is paradoxically an effective barrier to any changes aimed at improving the way of functioning of the system. Despite the impression of a "patient-centered turn" in the healthcare policy in Poland, the organized interests of patients centered around advocacy organizations still have little impact on the process of formulating and implementing important changes in this sector policy.

The aim of the article is to show the challenges in scholarly attempts to conceptualize the phenomenon of irregular immigration. Although this type of migration has been of interest to scholars for several decades, it still requires in-depth analysis to better explain and understand its causes, scope, and consequences. The article attempts to clarify the nature of irregular immigration, indicating both the general ways of defining this phenomenon and the process of shaping it in socio-political reality since the end of the 19th century. The analysis reveals the internal diversity, dynamism, and ambiguity of this type of migration, which developed in parallel with the control instruments implemented by the states, aimed at enforcing increasingly complex immigration regulations conditioning the entry, stay and work of immigrants. The presented theoretical reflection on the complexity and the heterogeneity of irregular immigration is then confronted with the interpretation of this phenomenon in the EU immigratio policy. Another important complement to these studies is to show the terminological challenges that have emerged in previous studies on irregular immigration. They are important both for the objectification of theoretical investigations and for an empirical analysis of this social phenomenon.

The author presents three selected types of situations depicting the participation of persons with disabilities, their caregivers and supporting non-governmental organisations, in designing and monitoring the public policy towards disability in Poland. The first type of situations concerns supporting inclusive education. The second type concerns the support system for the caregivers of the persons with disabilities, while the last one refers to the alternative report prepared by NGOs, dealing with Poland's implementation of the U. N. Convention on the Rights of Persons with Disabilities. In each of these cases, the author examines the reasons behind the decision to participate, the process, and the final results of participation. The results show that - although the NGOs of the persons with disabilities have the possibility to participate in the discussion on disability policy - their influence on that policy is insignificant and limited to exceptional situations.

Public funds should play important role in rationalization of the social security system as they allow greater control over expenses redistribution and thus over changes in society. However, as the rule of parainsurance is not followed while creating public funds, one cannot hope for public support for fiscal burdens and for diminishing political influence on the tax collection for social expenses and social expenses itself. The lack of public support should not limit possibilities of using public funds to rationalize public finances, particularly social security.
