The United States Space Force in the American Security Strategy
It is often being argued that Russia, China, and other unfriendly nations are developing a wide range of counter-space systems that are able to degrade the U.S. capabilities in space. Among the other measures to address this problem, the separate service has recently been created within the U.S. military, the United States Space Force. It is tasked to combine space-related capabilities to form a unifi ed and so more eff ective service than the existing ones scattered across the armed forces. This article depicts and assesses the primary rationale behind the decision to create USSF, against the broad background of the United States security strategy with particular attention to the role of outer space in it. We will, therefore, fi rstly describe in brief the role of outer space in the security strategy of the United States. Secondly, we will present the current state and mission of the U.S. Space Force and its perspectives. And fi nally, we will address some controversies related to the creation of the new military branch. ; Często argumentuje się, że Rosja, Chiny oraz inne nieprzyjazne USA państwa rozwijają różne środki służące zanegowaniu amerykańskich zdolności do działania w przestrzeni kosmicznej. Obok innych działań nakierowanych na przeciwstawienie się temu zagrożeniu, niedawno powołano Siły Kosmiczne Stanów Zjednoczonych jako osobny rodzaj sił zbrojnych. Ich zadaniem jest połączenie systemów kosmicznych działających na rzecz bezpieczeństwa narodowego w jeden, zunifi kowany, a zatem bardziej efektywny podmiot niż w przypadku rozrzucenia tych systemów po różnych rodzajach sił zbrojnych. Artykuł opisuje i ocenia podstawowe założenia stojące za tą decyzją na szerokim tle strategii bezpieczeństwa Stanów Zjednoczonych, ze szczególnym uwzględnieniem roli przestrzeni kosmicznej. Dlatego w pierwszej kolejności krótko omówiono rolę przestrzeni kosmicznej w strategii bezpieczeństwa USA, a następnie przedstawiono aktualny stan i zadania Sił Kosmicznych USA. Na koniec odniesiono się do niektórych kontrowersji związanych z utworzeniem nowego rodzaju sił zbrojnych.

Europejska polityka kosmiczna jako polityka publiczna UE

The paper deals with the European cooperation in outer space, which in the course of half a century has led to the creation of the European space policy, another European public policy. At the beginning of the paper, the definition framework for public policy was outlined and the European space policy was briefly presented. The analysis begins with an indication of the reasons for establishing cooperation for space, then it covers the history of European space efforts as well as the attempts to institutionalize that cooperation. In the further part of the paper, the process of working out the European space policy and the most recently announced European space programme are analysed. Finally, the conclusions resulting from the analysis give the answer to the questions raised in the paper about the ability to effectively design and execute the space policy, the results of implementation of particular space policy programmes, allocation of resources for the benefit of society, the position of the EU in international relations.
Między starym i nowym: O sposobach modernizowania przestrzeni publicznej

The main aim of the article is to present several of the most important patterns of modernization of the urban space in Warsaw in the post-1989 period, with particular emphasis on the different ways of treating the objects typical of late modernism, also called socmodernism, in the Third Reich. The reflections refer to the four types of social change identified in the context of historical institutionalism: survival and return; reproduction by adaptation; gradual transformation; breakdown and replacement. The author for his part distinguishes four general and seven more specific modernization options and shows their different urban-architectural examples, being present in Warsaw public space.
The European space policy as a European public policy ; Europejska polityka kosmiczna jako polityka publiczna UE

Na wstępie nakreślone zostały ramy definicyjne polityki publicznej, a także krótko przedstawiono, czym jest europejska polityka kosmiczna. Analiza rozpoczyna się wskazaniem przyczyn nawiązania współpracy na rzecz przestrzeni kosmicznej, następnie obejmuje historię europejskich wysiłków na rzecz przestrzeni kosmicznej aż po próby instytucjonalizacji tej współpracy. W dalszej części artykułu przeanalizowane zostały proces wypracowywania europejskiej polityki kosmicznej oraz niedawna propozycja europejskiego programu kosmicznego. Na zakończenie przedstawiono wnioski z przeprowadzonej analizy, które jednocześnie stanowią odpowiedź na postawione w artykule pytania o zdolność do efektywnego projektowania i wykonywania polityki kosmicznej, rezultaty realizacji poszczególnych programów polityki kosmicznej, alokowanie zasobów z korzyścią dla społeczeństwa, pozycję UE w relacjach międzynarodowych.

Artykuł poświęcony jest genezie, strukturze i obecnemu potencjałowi Europejskiej Agencji Kosmicznej. Struktura ta konsoliduje projekty państw europejskich, dotyczące badania przestrzeni kosmicznej. W ostatnich latach ESA podejmowała liczne projekty naukowo-badawcze. Mimo potężnego zaplecza, jakim jest europejska gospodarka, ESA ma jednak znacznie mniejsze możliwości niż jej główna konkurentka – amerykańska NASA. Badania kosmosu, prowadzone przez ESA często mają charakter uzupełniający i pomocniczy wobec planów NASA. Silnymi konkurentami dla ESA są też agencje kosmiczne innych państw – Rosji, Chin czy Japonii. ; The article is devoted to the genesis, structure and present potential of the European Space Agency. This structure consolidates the projects of European countries related to the exploration of space. In recent years, ESA has undertaken numerous scientific and research projects. Despite the powerful base, which is the European economy, ESA has much less opportunities than its main competitor – the American NASA. Space research conducted by ESA is often complementary and auxiliary to NASA's plans. Space agencies from other countries – Russia, China and Japan – are also strong competitors for ESA.

The subject of the article are some of the relationships and analogies between urban space shaping and public policy making in the broad sense, both on the city (here Warsaw as a case study) and general, nationwide scale. It seems reasonable to claim that the state of public space in the physical sense to a large extent depends on the dominating concept and the performance of public policy pursued at different levels. But, vice versa, as well, i.e. the latter is often the product or in some sense reflects the established patterns of attitudes towards public places available and generally attended to, e.g. in an urban environment.

The lack of planning and disorder of Polish space results from the current political and legal as well as cultural determinants. The latter are strongly associated with deeply-rooted factors such as national identity and past, collective mentality. One can recognize them as long term factors. The aim of the article is to show how the series of various above-mentioned variables affect the shape of urban space including modern Warsaw and selected Scandinavian experiences as the context. The author also pays attention to two latest pieces of legislation - so called Urban Landscape Act (2015) as well as the lex developer case (2018) and analyses their influence on the national spatial policy system as well as - burdened by the past and certain cultural patterns - chaotic landscape of Polish cities.
Rozwój terytorialny w świetle dorobku ekonomii instytucjonalnej. Przestrzeń – bliskość – instytucje ; Territorial development and institutional economics. Space – proximity – institutions
Współczesne spojrzenie na procesy rozwoju terytorialnego coraz silniej eksponuje sprawność otoczenia instytucjonalnego dla prowadzenia działalności gospodarczej oraz organizowania życia społeczności miejskich i regionalnych. W perspektywie tej upatruje się podstaw procesów ekonomicznych zarówno w instytucjach formalnych (np. przejrzystość i efektywność prawa, sprawność działania przedsiębiorstw i organizacji sektora publicznego), jak i pozaformalnych (takich jak czynniki kulturowe, poziom zaufania społecznego, sposób zorganizowania społeczności i społeczeństw). Pozwala to dostrzec, że w warunkach rosnącej mobilności kapitału, ludności, towarów i informacji pewne czynniki odpowiedzialne za rozwój gospodarczy wciąż pozostają "zlokalizowane", choć ich charakter bywa trudno uchwytny. Zjawisko terytorialnego zróżnicowania instytucjonalnych czynników rozwoju społeczno-gospodarczego skłania do sięgnięcia po dorobek intelektualny ekonomii instytucjonalnej, w której podejmowane są liczne próby wyjaśniania przyczyn tych rozbieżności. Celem publikacji jest wskazanie możliwości zastosowań ekonomii instytucjonalnej – jako dynamicznie rozwijającej się gałęzi nauk ekonomicznych – w analizowaniu procesów rozwoju terytorialnego, przede wszystkim w kontekście relacji między instytucjami, bliskością i obecnym rozumieniem pojęcia "przestrzeń". ; Contemporary analyses of territorial development processes expose more and more often the impact of institutional environment on the economies, as well as on local and regional communities. This perspective takes into consideration both formal and informal institutions. It claims that such factors, as: transparency and efficiency of laws and regulations, efficient functioning of enterprises and public sector organizations, but also culture and the level of trust in the society, affect essentially the level of development, not only in national but also local and regional economies. What is more, in the conditions of growing mobility of capital, people, goods and information, certain institutional factors responsible for economic development are still localized, although their nature is sometimes elusive. This book aims at identification of the possible applications of institutional economics, in the analysis of territorial development processes, especially in the context of the relations between institutions, proximity, and the contemporary current understanding of the concept of "space". The review and classification of various strands of institutional economics in terms of their helpfulness for the study of territorial development processes, highlights the role of institutions as more and more important factor of economic development. The reasoning of this monograph allowed to conclude high usefulness of various fields of institutional economics in the study of local and regional development processes, as well as the possibility of treating them as complementary research approaches. However, one of the important conditions for use of the achievements of institutional economics in the study of the processes of territorial development is a combination of data, theoretical base, as well as research methods and researchers. As far as the local and regional development policy is concerned, this work makes it possible to form a thesis that the effectiveness of this policy depends on the awareness of the complexity of the process of institutional transformation. Furthermore, the modern territorial development is the result of the hybridization of formal and informal institutions, resulting from the search for their optimal combination of different institutional layers in various spaces. Among the addressees of the book, we can mention the representatives of economic science, geography, management, and social scientists engaged in the exploration of institutional factors responsible for the socio- -economic development at local and regional level. It produces a number of adverse outcomes for the space environment, making it a less and less safe place (e.g. space debris). Emerging threats may affect national and international security on earth. As a result, an urgent need for a collective approach to the management of the use of outer space is emerging. The international legal regime for outer space that has been developing since the beginning of the space age is no longer sufficient, because it does not take into account many rapid changes. One of the attempts to overcome this problem is the International Code of Conduct for Outer Space Activities drafted by the European Union in 2008. This paper discusses the reasons why, despite long-lasting efforts and intensifying problems, the Code has so far failed to win the approval of the powers which is requisite to constitute an important part of the international outer space regime. ; The growing dependence of countries and societies on the use of space technologies results in the increasing activity in outer space of new actors, both state and non-state. Rosnące uzależnienie państw i społeczeństw od wykorzystania technologii kosmicznych skutkuje nasilającą się aktywnością w przestrzeni kosmicznej prowadzoną też przez nowe podmioty, zarówno państwowe, jak i niepaństwowe. Generuje to wiele negatywnych skutków czyniących środowisko kosmiczne coraz mniej bezpiecznym miejscem (np. gruz kosmiczny). Pojawiające się zagrożenia mogą mieć wpływ na bezpieczeństwo narodowe i międzynarodowe na ziemi. W efekcie narasta pilna potrzeba kolektywnego podejścia do zarządzania korzystaniem z przestrzeni kosmicznej. Rozwijający się od początku ery kosmicznej międzynarodowy reżim prawny dotyczący tego środowiska nie jest już wystarczający, gdyż nie uwzględnia w wystarczającym stopniu szybko zachodzących zmian. Jedną z prób przezwyciężenia tego problemu jest przygotowany przez Unię Europejską w 2008 r. projekt międzynarodowego Kodeksu Postępowania dotyczący Działań w Przestrzeni Kosmicznej.
