"We present an endogenous growth model with human capital and learning by doing. Human capital is not an input factor in the production process of final output but it affects the ability to build up knowledge capital as a by-product of cumulated investment (learning by doing). Human capital is formed in the schooling sector that is financed by the government. The government may run into debt but obeys the inter-temporal budget constraint. The article analyzes the structure of the model and studies the effects of different budgetary policies as regards the balanced growth rate, transition dynamics and with respect to welfare." Die Finanzierung der deutschen Einheit und die marktwirtschaftliche Transformation der sozialistischen Planökonomie der DDR belastete in besonderem Maß die öffentlichen Haushalte der Bundesrepublik. Konflikte gab es um den Finanzierungsbeitrag der Sozialversicherungen, um die Staatsverschuldung und Sonderhaushalte, um die Steuerpolitik, die föderalen Finanzbeziehungen, die Tarifpolitik sowie um Einsparungen in der Sozialpolitik und bei öffentlichen Dienstleistungen. Im Kampf um die Finanzierung der deutschen Einheit waren enorme Mittel zu mobilisieren und dabei eine Vielzahl konfligierender Ziele simultan zu erreichen. Dies gelang - entgegen vieler Erwartungen - ohne Gesamtkonzept. Das politische System arbeitete unter Entscheidungsdruck wie ein Problemzerstäuber. Der institutionell verflochtene Mehrebenenmechanismus, in dem Bundesbank, Treuhandanstalt und Sozialversicherungsträger als Zwischenglieder fungieren konnten, ermöglichte es, die Gesamtkosten der Einheit kaskadenartig so zu verteilen, daß die Steuer- und Beitragszahler aufgrund der Schuldenfinanzierung zunächst kaum eine Belastung spürten, daraufhin aber stetig ansteigend und an zahlreichen Stellen damit konfrontiert wurden. Das Verfahren, das schließlich eine rasche Lösung der Finanzierungsprobleme erlaubte, bestand aus einer Reihe verschachtelter, großteils informeller Verhandlungen bis hin zu einer Klausurtagung aller Regierungsorgane. Die stets aktuelle Frage institutioneller Reformen konnte ausgeklammert bleiben, weil sich die Akteure außerhalb der normalen administrativen und parlamentarischen Verfahren einigen konnten.

Stößt das neuartige Coronavirus auf Menschen, deren ökonomische Lage und/oder sozialer Status sich deutlich unterscheiden, weichen die gesundheitlichen Auswirkungen für die Betroffenen häufig stark voneinander ab. Infektions-, Morbiditäts- und Mortalitätsrisiken der einzelnen Bevölkerungsschichten differieren zum Teil ganz erheblich, sind mit Abstand am höchsten bei armen und am niedrigsten bei reichen Personen. Die wirtschaftlichen Kollateralschäden der Pandemie und der Infektionsschutzmaßnahmen des Staates (zweimaliger bundesweiter Lockdown) verteilen sich ebenfalls nicht gleichmäßig über alle Bewohner:innen der Bundesrepublik. Vielmehr gibt es Gewinner:innen und Verlierer:innen, sowohl in der Wirtschaft (Differenzierung zwischen einzelnen Branchen) als auch in der Gesamtgesellschaft (Polarisierung zwischen verschiedenen Klassen und Schichten). Schließlich weisen die bisherigen Hilfsmaßnahmen, Finanzspritzen und Rettungsschirme des Staates eine verteilungspolitische Schieflage auf, wodurch die sozioökonomische Ungleichheit wächst, statt abgemildert zu werden. Angesichts der bevorstehenden Konflikte um die Rückführung der hohen Staatsverschuldung, die Deutschland in den nächsten Jahren vor eine politische Zerreißprobe stellen dürften, sollte Verteilungsgerechtigkeit bei der Subventionsvergabe oberste Priorität haben. Wenn der Sozialstaat nicht in dem Sinne als "systemrelevant" gelten will, dass er nur die bestehenden Herrschaftsverhältnisse, Machtstrukturen und Verteilungsmechanismen stabilisiert, muss er die Fehlkonstruktion der staatlichen Finanzhilfen zügig revidieren und künftig diejenigen Personengruppen stärker unterstützen, die auf den Märkten, insbesondere dem Arbeits- und dem Mietwohnungsmarkt, die geringsten Durchsetzungschancen haben.

Die Mitgliedsländer haben versucht, die wirtschaftlichen Folgen der Corona-Pandemie durch eine massive Erhöhung der Staatsausgaben abzufedern. Es gibt verschiedene Forderungen, die Maastricht-Regeln zur Begrenzung der Staatsverschuldung abzuschaffen oder aufzuweichen. Die Autoren sehen die Gefahr einer neuen Staatsschuldenkrise in diesem Jahrzehnt, wenn es nicht gelingt, die Staatsverschuldung auf ein akzeptables Niveau zu senken. In this paper, we study the long- and short-run relationship between regional public debt and economic performance for a sample of German federal states over the period of four decades (1970-2010). By choosing a sample of regional entities with comparable institutional settings, we complement the large literature on the debt-growth nexus based on heterogeneous cross-country samples. We estimate a dynamic error correction model that accounts for slope heterogeneity among cross-sections and the presence of unobserved common factors. While - in line with the Keynesian view - our findings hint at a non-linear inverted U-shape relationship between changes in the public debt intensity and economic growth in the short-run, we get strong statistical evidence for linear negative relationship between regional public depth and per capita GDP in the long-run. By means of a simple though experiment, we show that these negative longrun effects are not negligible for the size of interregional differences in per capita GDP levels and are in line with most international evidence on the detrimental growth effects of high public debt levels. Finally, these results also underline the need for effective fiscal rules at the federal state level in Germany. ; Die vorliegende Arbeit untersucht den lang- und kurzfristigen Zusammenhang zwischen öffentlicher Verschuldung und wirtschaftlicher Entwicklung für deutsche Bundesländer im Zeitraum 1970 bis 2010. Das Ziel der Analyse ist es, durch die Verwendung von Bundeslanddaten mit sehr ähnlichen institutionellen Eigenschaften die bisherigen empirischen Befunde auf Basis internationaler Querschnittsuntersuchungen zu ergänzen. Wir verwenden ein dynamisches Fehlerkorrekturmodell, welches für heterogene Schätzkoeffizienten und unbeobachtete Korrelationen zwischen den Querschnittseinheiten kontrolliert. In Übereinstimmung mit keynesianischen Erklärungsansätzen weisen unsere empirischen Ergebnisse in der kurzen Frist auf einen nicht-linearen Zusammenhang zwischen der Veränderung im öffentlichen Schuldenstand und Wirtschaftswachstum hin. Dabei fördert eine Ausweitung der öffentlichen Neuverschuldung bis zu einem Schwellenwert temporär das Wirtschaftswachstum, wirkt darüber hinaus jedoch wachstumshemmend. In der langen Frist zeigen unsere Ergebnisse zudem einen deutlich negativen Einfluss der Staatsverschuldung auf die regionale Wirtschaftliche Entwicklung. Mit Hilfe eines einfachen Gedankenexperiments zeigen wir schließlich, dass dieser negative Langfristzusammenhang bei der Erklärung der unterschiedlichen Einkommensverteilung zwischen den deutschen Bundesländern nicht zu vernachlässigen ist. Hinsichtlich wirtschaftspolitischer Empfehlungen legen die Ergebnisse diese Studie daher nahe, stärker als bisher fiskalpolitische Regeln zur Begrenzung der Staatsverschuldung bei Länderhaushalten zu etablieren.

Japanese local government bonds or loans are viewed as secure and almost the same as Japanese Government Bonds (JGBs). The Ministry of Internal Affairs and Communications (MIC), which is responsible for matters related to local government finance in Japan, states that even though decentralization reforms have been executed and are still in progress, there are three reasons that assure the financial security of local governments. First, the central government provides them with solid support for necessary resources. Second, the MIC checks and controls local governments' bond issuance or loan borrowing based on the "Consultation System". Third, the control system of the fiscal soundness of local governments is effective. In fact, the Bank for International Settlements (BIS) risk weight for yen-based Japanese local government bonds is as low as JGBs, which is 0% in the standardized approach.

In 2009, just before the full outbreak of the global financial crisis, Olivier Blanchard (2009) published an article giving a favourable appraisal of the state of macroeconomics. He came to this verdict on the basis that, after a long period of fierce theoretical debate, the discipline had converged on a model known as new consensus macroeconomics (NCM). In the models that made up NCM, fiscal policy played no role - or, to be more precise, fiscal policy had to follow a balanced-budget rule, with the task of stabilising an economy over the business cycle entrusted entirely to monetary policy (following a Taylor rule). And in the midst of the global financial crisis, Carmen Reinhart and Kenneth Rogoff (2010) proposed the figure of 90% of GDP as a threshold level for public debt which, if exceeded, would harm economic growth, leaving fiscal austerity as the best way to trigger economic recovery. Only a decade later, the economics profession now appears to have taken a very different view on fiscal policy: in order to cope with the next economic crisis, resulting from the coronavirus pandemic, most economists recommend an active fiscal policy stance and even a huge increase in debt-to-GDP levels. This paper will shed some light on these developments in economic policymaking and explore the future of fiscal policy.

Rising public debt has been widespread in democratic-capitalist political economies since the 1970s, generally accompanied among other things by weak economic growth, rising unemployment, increasing inequality, growing tax resistance, and declining political participation. Following an initial period of fiscal consolidation in the 1990s, public debt took an unprecedented leap in response to the Great Recession. Renewed consolidation efforts, under the pressure of financial markets, point to a general decline in state expenditure, particularly discretionary and investment expenditure, and of extensive retrenchment and privatization of state functions. ; Steigende Staatsverschuldung ist in demokratisch-kapitalistischen Ländern seit den 1970er-Jahren verbreitet. Üblicherweise ist sie verbunden mit niedrigem Wirtschaftswachstum, steigender Arbeitslosigkeit, wachsender Ungleichheit, zunehmender Steuerfeindlichkeit sowie einem Rückgang politischer Beteiligung. Auf eine Phase anfänglicher fiskalischer Konsolidierung in den 1990er-Jahren folgte, in Reaktion auf die Große Rezession, ein sprunghafter Anstieg der öffentlichen Schulden. Die unter dem Druck der Finanzmärkte wieder aufgenommenen Konsolidierungsbemühungen lassen eine generelle Kürzung der Staatsausgaben - vor allem solcher diskretionärer und investiver Art - und darüber hinaus eine weitgehende Beschneidung und Privatisierung von Staatsaufgaben erwarten.

This dissertation aims at contributing to the literature investigating the positive and normative framework for monetary policy. It provides an assessment of macroeconomic (i.e. monetary and to some extent also fiscal) policies by focusing on two rather distinct dynamic general equilibrium environments which help shed light on a number of critical aspects regarding the dynamic conduct of monetary policy. The main questions asked are of both theoretical and empirical nature and concern the way monetary policy interacts with fiscal policy and financial markets: How does nominal government debt shape the incentives faced by monetary policy makers? What is the nature of the monetary time consistency problem when there is interaction with sequential fiscal policy makers? Can the dynamic interplay of monetary and fiscal policies explain the evolution of government debt and inflation? How can we rationalize the negative correlation between inflation and aggregate productivity observed at business cycle frequency? What role do nominal interest rates and the provision of liquidity play in this context? A unifying starting point for the set of models laid out in this thesis are specifications proposing that monetary policy does not operate in isolation, but interacts with other agents or institutions. The first two chapters concentrate on the strategic aspects underlying the interaction of monetary and fiscal policies in an economy characterized by positive amounts of government debt in nominal denomination. Specifically, in order to reexamine the time consistency properties of optimal monetary policy, chapter one poses a dynamic optimal taxation problem where not only monetary, but also fiscal policies are sequentially implemented. Starting from this scenario, the next chapter provides a positive theory of dynamic monetary-fiscal interactions and a reflection on the institution of monetary conservatism, whose role is shown to be inherently determined via its implications for the interaction with fiscal policy. The third chapter takes a different and more empirically oriented route: It elaborates on an incomplete markets environment in order to demonstrate how monetary policy systematically affects an economy's aggregate productivity. Key for this conclusion is to acknowledge that nominal fluctuations induced by monetary policy on the one hand and financial markets' capacity to intermediate scarce liquidity on the other hand interact in a way that has an important influence on corporate activity, thus affecting aggregate productivity.

The paper discusses the trajectories of the Greek public deficit andsovereign debt between 1980 and 2010 and its connection to thepolitical and economic environment of the same period. We payspecial attention to the causality between the public and the externaldeficit in the period after 1995, the post-Maastricht treaty period.We argue that, due to the European monetary unification processand the adoption of the common currency, causality ran fromthe external deficit to the public deficit. This hypothesis is testedeconometrically using both Granger Causality and Cointegrationanalyses. We find empirical support for this hypothesis. ; Wir diskutieren die Entwicklung des öffentlichen Defizits und der Staatsverschuldung in Griechenland zwischen 1980 und 2010 vor dem Hintergrund der politischen und wirtschaftlichen Rahmenbedingungen dieser Zeit. Wir legen besonderes Augenmerk auf die Kausalität zwischen den Defiziten im öffentlichen und im Außensektor ab 1995, die Zeit nach dem Vertrag von Maastricht. Wir argumentieren, dass die Einführung einer gemeinsamen Währung zu einem strukturellen Leistungsbilanzdefizit geführt hat. Demzufolge implizierte das Defizit im Außensektor auch ein Defizit im öffentlichen Sektor auf Grund der Saldenmechanik. Wir testen diese Hypothese ökonometrisch mithilfe von Granger-Causality Tests und Kointegrationsanalyse. Die Ergebnisse bestätigen unsere Hypothese.

European authorities and scholars published proposals on which indicators of macroeconomic imbalances might be used to uncover risks for the sustainability of public debt in the European Union. We test the ability of four proposed sets of indicators to send early-warnings of debt crises using a signals approach for the study of indicators and the construction of composite indicators. We find that a broad composite indicator has the highest predictive power. This fact still holds true if equal weights are used for the construction of the composite indicator in order to reflect the uncertainty about the origin of future crises. ; Europäische Institutionen und Wissenschaftler haben Vorschläge für die Verwendung bestimmter Indikatoren makroökonomischer Ungleichgewichte zur Aufdeckung von Risiken für die Tragbarkeit der Staatsverschuldung in der Europäischen Union unterbreitet. Wir testen, ob die vier vorgeschlagenen Indikatoren-Sets in der Lage sind, Frühwarnsignale für Schuldenkrisen zu senden. Wir verwenden einen Signalansatz zur Analyse der einzelnen Indikatoren und zur Konstruktion von Verbundindikatoren. Es zeigt sich, dass ein breiter Verbundindikator die höchste Vorhersagekraft hat. Dieses Ergebnis wird auch bestätigt, wenn die Indikatoren gleichgewichtet verwendet werden, um die Unsicherheit bezüglich künftiger Krisenursachen abzubilden.
