The study, based on publications and online CSO resources, attempts to analyze the current demographic structure, and selected labor market elements characteristic for a separate, closed area known as Polish and Eastern Europe. It is composed of five provinces, four of them: Lubelszczyzna, Podlasie, Subcarpathian and Świetokrzyskie administratively belonging to the Eastern Region and the fifth one - Warmia and Mazury, which is an administrative unit of the Northern Region. These regions constituting a third of the country's area, and being home to the fifth part of the whole Polish population, are among the most marginalized areas of the country in terms of spatial, economic and social aspects. The analysis found that during the observation period, the Polish eastern provinces, both the availability of space and the structure of the population by age (inter alia resulting in the highest demographic dependency ratio in the country), as well as the employment structure (high share of employed in the agriculture, low share of those employed in services), or both unemployment rates, do not present an optimistic outlook. They all constitute a considerable threat to the state's regional policy guidelines, all in favor of a trade-promotion polarization and diffusion model, favoring the so-called 'locomotives of growth', the richest provinces, which means further marginalization of the most vulnerable regions. ; Przedmiotem opracowania, opartego na publikacjach i zasobach internetowych GUS, jest analiza aktualnej struktury demograficznej i wybranych elementów rynku pracy charakteryzujących wyodrębniony, zwarty obszar określany mianem Polski Wschodniej. W jego skład wchodzi pięć województw, cztery: lubelskie, podlaskie, podkarpackie i świętokrzyskie należące administracyjnie do Regionu Wschodniego i piąte warmińsko-mazurskie, będące jednostką administracyjną Regionu Północnego. Wymienione województwa zajmujące trzecią część powierzchni kraju i zamieszkiwane przez piątą cześć ogółu ludności Polski, należą do najbardziej zmarginalizowanych pod względem przestrzennym, ekonomicznym i społecznym regionów naszego kraju. W wyniku przeprowadzonej analizy stwierdzono, iż w okresie objętym obserwacją, w województwach Polski Wschodniej, zarówno dostępność przestrzenna, jak i struktura ludności wg wieku (skutkująca m.in. najwyższymi w skali kraju wskaźnikiem obciążenia demograficznego) podobnie jak struktura zatrudnienia (wysoki udział pracujących w rolnictwie, niski w usługach rynkowych) czy wartości obu stóp bezrobocia nie stwarzają optymistycznej perspektywy rozwoju. Niebagatelne zagrożenie stanowią założenia polityki regionalnej państwa, lansujące model polaryzacyjno-dyfuzyjny, faworyzujący tzw. lokomotywy wzrostu, czyli województwa najbogatsze, co oznacza dalszą marginalizację województw najsłabszych.

Publikacja recenzowana / Peer-reviewed publication ; The aim of the paper is to present signifi cance of Germany in Polish trade in goods and services as well as investment cooperation during the Poland's membership in the European Union. The role of Germany was compared to other EU-15 countries. The research was carried out using both the traditional foreign trade statistics (in gross terms) downloaded from WITS-Comtrade database and trade statistics in value added terms calculated based on World Input-Output Database (WIOD). The foreign direct investment data came from the National Bank of Poland. The research results show that since 1990s Germany has been the main trade and investment partner of Poland. It's accession to the European Union has accelerated the Polish-German economic cooperation. One of the most important factors infl uencing this cooperation was participation of Poland and Germany in global value chains.

Conducting the regional policy both in the scale of the European Union, as well as domestic requires having the uniform information system about regions. However every state has one's peculiar organizations territorial, in frames which described individuals of the administrative division are functional for. For the purposes of the European Union however a universal system which all members of Bond can become part of is essential. He is this system hierarchical, five levels ranking of statistical NUTS individuals (Nomenklature of Units Territories for Statistics). It is applied in the process of the newsgathering, conducting statistical surveys and making their results available in spatial diameters. In the article analysis of diversifying the development of Polish regions and his influence on the size of raising EU funds were conducted ; Prowadzenie polityki regionalnej zarówno w skali Unii Europejskiej, jak i krajowej wymaga posiadania jednolitego systemu informacji o regionach. Jednak każde państwo posiada swoją specyficzną organizację terytorialną, w ramach której funkcjonują określone jednostki podziału administracyjnego. Na potrzeby Unii Europejskiej niezbędny jest jednak uniwersalny system, w który mogą się wpisać wszyscy członkowie Wspólnoty. Systemem tym jest hierarchiczna, pięciopoziomowa klasyfikacja jednostek statystycznych NUTS (Nomenklature of Terytoria Units for Statistics). Stosuje się ją w procesie gromadzenia informacji, prowadzenia badań statystycznych i udostępniania ich wyników w przekrojach przestrzennych. This research constitute the continuation processes of the verification of three research hypotheses, which aspire to the role of the social right, and exactly determining entitlements repeatable mechanisms of international reports. In its being a rightness is verifying the following article of the first hypothesis which is stating that the dynamic growth in the economy in the USA is preceding the height of political and military activity of this country, taking place in the international space.So far research was carried out in the temporal space of 1962–2007 years, in this case the temporal space was widened for years 1947–2013. A space was also widened quota, where analysis in this case is operating on the new variable. ; Niniejsze badania stanowią kontynuację procesy weryfikacji trzech hipotez badawczych, które pretendują do roli prawa społecznego, a dokładnie prawa określającego powtarzalne mechanizmy relacji międzynarodowych. Poniższy artykuł w swej istocie weryfikuje słuszność pierwszej hipotezy, która głosi, że dynamiczny wzrost gospodarczy w USA poprzedza wzrost aktywności politycznej i militarnej tego kraju, dokonującej się w przestrzeni międzynarodowej.Badania dotychczas realizowane były w przestrzeni czasowej lat 1962–2007, w tym przypadku przestrzeń czasowa została rozszerzona na lata 1947–2013. Rozszerzona została również przestrzeń wskaźnikowa, gdzie analiza w tym wypadku operuje na nowej zmiennej.

The article focuses on the functions, types, transfer rules and principles of granting of subsidies and specific grants from the state budget to local government units in Poland, however, it also contains international references. The author indicates the key issue related to the use of transfer revenues in financing local government units. Special attention is given to the analysis and assessment of importance and the change in the share of transfer revenues for municipalities, cities with powiat status, powiats and voivodeships for creating their budgetary revenues in 2010–2020. The research was based on data obtained from the database of Statistics Poland.

It is however impossible to determine a precise number of the members of Polish minority residing in the Kaliningrad Oblast of the Russian Federation. This results from the imprecise and incomplete data presented by the local administration. The most optimistic statistics estimate Polish minority at approximately 20,000 people. On the other hand, when one refers to the 'strict' but certainly underestimated official data a number of nearly 5,000 is mentioned. Additionally, the issue of national affiliation is frequently related to the subjective perception of ethnic identity by the residents of the territory in question. W artykule wyjaśniono istotę procesów europeizacji i internacjonalizacji oraz zasady funkcjonowania jednolitego rynku europejskiego (JRE). Wskazano również na zależności między omawianymi procesami. Artykuł ma charakter teoretyczno-empiryczny. Przedstawiono w nim najważniejsze teorie w obszarze integracji ekonomicznej i umiędzynarodowienia zarówno gospodarek (poziom makro), jak i przedsiębiorstw (poziom mikro). Teoria została uzupełniona o najnowsze dane statystyczne dotyczące umiędzynarodowienia polskiej gospodarki i polskich przedsiębiorstw. Ponadto zostały przywołane dokumenty opracowane przez Komisję Europejską dla poprawy warunków funkcjonowania przedsiębiorstw na JRE. W artykule przyjęto tezę badawczą, iż utworzenie jednolitego rynku europejskiego przyspiesza europeizację przedsiębiorstw i prowadzi do ich rozwoju.This article explains the essence of the processes of Europeanization and internationalization and the functioning of the Single European Market (SEM). It also indicated on the relationship between those processes. The article is both of theoretical and empirical character. It presents the most important theories in the area of economic integration and the internationalization of both economies (macro level) and businesses (micro level). The theory has been supplemented by the latest statistics on the internationalization of the Polish economy and Polish companies. In addition, the article also describes the documents of the European Commission, which define the future Commission action to improve the business environment on the Single European Market. The article adopted a research thesis that the creation of the single European market accelerates the Europeanization of enterprises and leads to their development.

Economic history is an interdisciplinary science, developing in the contact between history and economics, although this kind of studies often needs to refer to the achievements of other disciplines. In the economic history research it seems to be inspiring to use for example economic methods. The aim of this article is to present the results of statistical analysis which was about selected aspects of the Polish foreign trade in the interwar period. The data are obtained from 'The Small Statistical Yearbook' for years 1930–1939 and cover the period 1922–1939. The tests were conducted using statistical program 'Gretl' and the results were confronted with the selected literature. The analysis concerned the following dependences: import and export in Poland; import and domestic trade turnover in Poland; export and domestic trade turnover in Poland; Polish global import and import through the port of Gdynia; Polish global import and import through the port of Gdansk; Polish global export and export through the port of Gdynia; Polish global export and export through the port of Gdansk. There were also researched: the share of import through the ports of Gdynia and Gdansk in Polish global import, the share of export through the ports of Gdynia and Gdansk in Polish global export, the commodity composition of Polish import and export. For that purpose there were constructed the simple econometric models, based on the method, which is Pearson correlation coefficient. There were used basic descriptive statistics (arithmetic mean and median) and constructed the corresponding graphs and tables.

This paper examines empirically a policy question whether or not there is a significant effect of the character of the relationships between the third sector organizations and public administration units for distribution of public resources at the local community level (gmina orcommunes). The key issue concerns the role of NGOs in making the level of community deprivation – measured by multidimensional index of local deprivation (MILD) – a factor in allocating resources to gmina (in the form of various subsidies accrued to it). An evaluation of the relative importance of the two competing criteria, equity andefficiency – which are typically, at least implicitly, involved in distribution of public resources – is conducted using public statistics data from the Bank of Local Data for years 2008 and 2010. Since it is usually assumed that the former remains of focus of the third sector units while the latter seems to remain under responsibility of the administration, one may expect that the type of relations between them will affect the prevalence of one of the two criteria over the others, without. however, knowledge of the circumstances conducive to it. Indeed, the results of empirical analysis reveal a clear pattern of the dependency –public resources obtained by gminas are shown to be on average both 'need-adjusted' and efficient when the relations are positive in character (however, not unconditionally – for instance, it is not true in the case of European Union's funds). And that there is a form of complementarity between the above mentioned principles (equity and efficiency) under a certain pattern of interaction between non-profit organizations and administrative units at the local community – some of the circumstances suitable for such a desired type of effects are discussed in the paper.

The goal of the article was to define the influence of 2014 economic sanctions against Russia and the Russian embargo on trade between Poland and Russia. The subject of the research presented in the article was trade between Poland and Russia in 2013–2016, with particular emphasis on the period of validity of sanctions and embargo. In the analysis author used statistical data from Statistics Poland, Rosstat and the Analitical Center of Customs Administration (Warsaw, Poland). The research concerned the value of trade and the commodity structure of Polish – Russian trade. Research showed significant decrease of value and changes in the commodity structure of trade between Poland and Russia in analysed period. Decrease of value concerns both goods under sanctions and natural resources. In case of some groups of goods there was a rise of import value from Russia. But, because of another problems in Russian economy (e.g. decrease of oil international prices), it is hard to clearly define the influence of sanctions and embargo on Polish – Russian trade. ; Opracowanie miało na celu określenie wpływu sankcji nałożonych na Rosję w 2014 r. oraz embarga Rosji na wymianę handlową między Polską a Rosją. Przedmiotem badań zaprezentowanych w artykule była wymiana handlowa między Polską a Rosją w latach 2013–2016, ze szczególnym uwzględnieniem okresu obowiązywania sankcji i embarga. W analizie wykorzystano dane statystyczne GUS, Rosstat oraz Centrum Analitycznego Administracji Celnej Izby Celnej w Warszawie. Badania dotyczyły wartości obrotów i struktury towarowej polsko-rosyjskiej wymiany handlowej. Analizy wykazały znaczący spadek obrotów handlowych między Polską a Rosją w analizowanym okresie oraz zmiany w strukturze towarowej. Spadek wartości obrotów dotyczył towarów objętych sankcjami i embargiem, ale też surowców naturalnych. W przypadku niektórych sekcji nastąpił wzrost wartości towarów importowanych z Rosji. Jednak ze względu na inne problemy rosyjskiej gospodarki, wynikające m.in. ze spadku ceny ropy naftowej, trudno jednoznacznie określić wpływ samych sankcji i embarga na polsko-rosyjską wymianę handlową.

The main aim of the article is to present the considerations concerning the issue of introducing mandatory mediation into the Polish legal system within the scope of business lawsuits as well as some other kinds of civil disputes with respect to determining their suitability for mediation and the parties' concerns regarding the use of mediation. The choice of the subject matter and the aim of these considerations have been mainly inspired by the author's practical experience of working as a mediator in civil disputes (including business cases) and the relevant statistics concerning mediation proceedings held within the Business Mediation Center (BMC) at the District Chamber of Legal Advisers in Olsztyn. Introducing an obligation to mediate in selected types of disputes into the Polish social-legal system following an appropriate legislative and organizational preparation should, in principle, be considered beneficial as it might lead to popularizing mediation and making the most of its potential and advantages. Furthermore, expanding the citizens' access to the broadly understood system of justice in its in- and out-of-court formula may result in reducing a backlog of cases in courts of justice and, in consequence, strengthening the idea of diversification in the justice system. ; Głównym celem artykułu jest podjęcie rozważań na temat wprowadzenia do polskiego systemu prawa mediacji obligatoryjnej w sprawach gospodarczych, a także w niektórych innych typach sporów cywilnych na tle identyfikacji tzw. predyspozycji mediacyjnej sporu oraz różnorodnych obaw stron przed stosowaniem mediacji, dotyczących postępowania mediacyjnego, osoby mediatora, właściwości osobistych strony lub zachowań strony przeciwnej. Wybór tematu i celu rozważań w istotny sposób zainspirowały doświadczenia praktyczne autora, wynikające z wykonywania profesji mediatora w sprawach cywilnych (w tym gospodarczych), oraz relewantne dane statystyczne dotyczące postępowań mediacyjnych prowadzonych w ramach Ośrodka Mediacji Gospodarczych (OMG) przy Okręgowej Izbie Radców Prawnych w Olsztynie. Odpowiednio legislacyjnie i organizacyjnie przygotowane wprowadzenie optymalnego dla polskiego systemu społeczno-prawnego modelu obligatoryjności mediacji w wybranych typach sporów należy ocenić jako działanie co do zasady korzystne, które może przynieść dalszą popularyzację stosowania i wykorzystania potencjału i zalet mediacji. Ponadto istotne jest zwiększenie dostępu obywateli do szeroko rozumianego wymiaru sprawiedliwości zarówno w formule sądowej, jak i pozasądowej, pożądane odciążenie i uzupełnienie pracy sądów, a w konsekwencji także wzmocnienie realizacji postulatu istnienia pluralizmu form wymiaru sprawiedliwości.

In the article the author describes factors and social and economical consequences of the constantly increasing number of Ukrainian students in Poland. In the academic year 2014/2015 Ukrainians constituted more than 50,6% of all foreigner students in Poland. This process has been called the "ukrainization" of the polish universities. The factors which have an impact on the increasing number of Ukrainian students are the opportunity to make a European diploma, not stable political and economical situation in Ukraine, corruption in Ukrainian universities. The "ukrainization" of the Polish universities, in one hand, is an antidote for the consequences of bad demography and is a part of wider process of the internalization of higher education in Poland. In the other hand, the increasing number of students from Ukraine makes some of Polish students do feel being discriminated because of – in their opinion – Ukrainians are treated by teachers with a bigger tolerance because of the lower level of knowing Polish language and because of the situation in Ukraine in 2014–2015. Also Polish students are against the government's financial support for the Ukrainians who arrived from the Eastern Ukraine. The written paper is based on government statistics, articles published by "Perspektywy" Foundation and other articles on the subject. ; W artykule zostały przedstawione czynniki sprzyjające zwiększającemu się napływowi Ukraińców na studia do Polski oraz społeczno-ekonomiczne konsekwencje tego procesu. W roku akademickim 2014/2015 Ukraińcy stanowili 50,6% ogółu studentów cudzoziemców na polskich uczelniach. Zjawisko to zostało określone w mediach mianem "ukrainizacji". Czynnikami, które mają wpływ na podjęcie decyzji o przyjeździe do Polski coraz większej liczby studentów z Ukrainy, są m.in. możliwość zdobycia europejskiego dyplomu, niestabilna sytuacja polityczna i ekonomiczna na Ukrainie w latach 2013–2015 oraz zjawisko korupcji na ukraińskich uczelniach wyższych. Z jednej strony "ukrainizacja" polskich uczelni stanowi antidotum na konsekwencje niżu demograficznego i jest częścią szerszego procesu umiędzynarodowienia szkolnictwa wyższego w Polsce, a z drugiej – część polskich studentów deklaruje, że czują się dyskryminowani, gdyż w ich opinii wykładowcy traktują studentów z Ukrainy ulgowo ze względu na słabą znajomość języka polskiego i sytuację polityczno-ekonomiczną na Ukrainie. Polscy studenci deklarują również sprzeciw wobec finansowania studiów dla Ukraińców z publicznych pieniędzy. Opracowanie powstało w oparciu o dane statystyczne Głównego Urzędu Statystycznego, artykuły udostępnione przez Fundację "Perspektywy" i inne opracowania z danego obszaru.

RESEARCHE OBJECTIVE: The main aim of the article is to present the results of research on the impact of microeconomic factors (prosumer energy) on the state of Poland's energy security in the context of renewable energy sources. THE RESEARCH PROBLEM AND METHODS: Energy security in Po­land is primarily the subject of a debate in the political science sphere. Most economic analyzes (energy security economics) take into account, first of all, macroeconomic aspects, ignoring the role and importance of the rapidly develop­ing renewable energy sector and, above all, the rapidly developing distributed energy (microeconomic perspective). In order to meet the research problem posed, research methods were used, taking into account the analysis of the literature on the subject, methods of descriptive statistics as well as tabular and descriptive methods and graphs with a synthesis of conclusions. THE PROCESS OF ARGUMENTATION: First of all, the results of the review of the debate on the definition of the concept of energy security will be presented, secondly, the most important measures and determinants of this security, and in the third place, the effects of the analysis of the development of distributed energy in the context of renewable energy sources as an ele­ment of Poland's energy security. RESEARCH RESULTS: The conducted analysis leads to the conclusion that the distributed energy sector is an important element of the sector of renewable energy sources and therefore it may constitute a significant factor of Poland's energy security. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The discussed issue is important, it does not lose its importance, and the coming years will bring intensification of research in this area. The conclusions of the research are addressed to both political scientists, political decision makers and economists responsible for implementing climate and energy policy; including the renewable energy sector. ; CEL NAUKOWY: Podstawowym celem artykułu jest przedstawienie wyni­ków badań dotyczących określenia wpływu czynników mikroekonomicznych (energetyki prosumenckiej) na stan bezpieczeństwa energetycznego Polski w kontekście odnawialnych źródeł energii. PROBLEM I METODY BADAWCZE: Zagadnienie bezpieczeństwa ener­getycznego w Polsce jest przedmiotem przede wszystkim debaty w sferze politologicznej. Większość analiz ekonomicznych (ekonomia bezpieczeństwa energetycznego) uwzględnia głównie aspekty makroekonomiczne, pomijając rolę i znaczenie szybko rozwijającego się sektora odnawialnych źródeł energii i przede wszystkim szybko rozwijającej się energetyki rozproszonej (perspek­tywa mikroekonomiczna). W celu sprostania postawionemu problemowi ba­dawczemu wykorzystano metody badawcze uwzględniające analizę literatury przedmiotu, metody statystyki opisowej oraz metody tabelaryczno-opisowe i wykresy wraz z syntezą wniosków. PROCES WYWODU: W pierwszej kolejności przedstawione zostaną wyniki przeglądu debaty na temat definiowania pojęcia bezpieczeństwa energetycz­nego, w drugiej – najważniejsze miary i determinanty tegoż bezpieczeństwa, a w trzeciej – efekty analizy rozwoju energetyki rozproszonej w kontekście od­nawialnych źródła energii jako elementu bezpieczeństwa energetycznego Polski. WYNIKI ANALIZY NAUKOWEJ: Przeprowadzona analiza prowadzi do wniosku, że sektor energetyki rozproszonej stanowi istotny element sektora odnawianych źródeł energii, a przez to może stanowić istotny czynnik bezpie­czeństwa energetycznego Polski. WNIOSKI, INNOWACJE, REKOMENDACJE: Omawiana problematyka jest istotna, nie traci na znaczeniu, a najbliższe lata przyniosą intensyfikację badań w tym obszarze. Wnioski płynące z przeprowadzonych badań adreso­wane są zarówno do politologów, decydentów politycznych, jak i ekonomistów odpowiedzialnych za wdrażanie polityki klimatyczno-energetycznej, w tym sektora odnawialnych źródeł energii.

The aim of this article is the presentation and the attempt to analyse such phenomena as: an excessive general government deficit and public debt in EU Member States over the past 3 years. For the European Union the years 2008-2010 were the time when public finances of most member countries worsened dramatically. The average budget deficit in the EU increased during that period to a value of almost 7% compared to gross domestic product and public debt reached almost 80% of GDP. Referring the numbers to the principles of the budgetary policy in the Treaty on the European Union (the deficit should not exceed 3% in relation to GDP and public debt – 60% of GDP), the observance of budgetary discipline has been significantly violated. In consequence, the excessive deficit procedure has been initiated. in relation to almost all the countries of the EU, Its purpose was to force the member countries to take concrete actions to stabilize public finances. The economic crisis that began in the second half of 2007 in the United States of America which resulted in a significant deterioration of the finances of all the EU member countries might be regarded as the major source of violation of their budgetary discipline. The reactions of most governments TO the harmful effects caused by the financial crisis were to stimulate national economies and stem the decline of domestic demand. The higher level of public expenditures was simultaneously the cause of increased budget deficits,. To develop and present the problem of an excessive budget deficit and public debt in the EU countries some statistical methods were used and the data source statistics were mainly carried out by the European Commission and the European Statistical Office. ; Celem niniejszego artykułu jest prezentacja i próba analizy zjawisk: nadmiernego deficytu budżetowego i długu publicznego w krajach członkowskich Unii Europejskiej na przestrzeni ostatnich 3 lat. Lata 2008-2010 były dla Unii Europejskiej czasem, w którym stan finansów publicznych większości krajów członkowskich pogorszył się w sposób drastyczny. Średnia deficytu budżetowego w UE wzrosła w tym okresie do wartości prawie 7% w stosunku do wielkości produktu krajowego brutto, a zadłużenie publiczne osiągnęło poziom niemalże 80% PKB. Odnosząc te wielkości do założeń polityki budżetowej zapisanych w Traktacie o Unii Europejskiej (wartość deficytu nie powinna przekraczać 3% w stosunku do PKB, a zadłużenia publicznego 60% PKB), poszanowanie dyscypliny budżetowej zostało w sposób znaczący złamane. W następstwie, w stosunku do prawie wszystkich państw należących do UE, została wszczęta na szczeblu UE procedura nadmiernego deficytu. Jej celem było wymuszenie na krajach członkowskich podjęcia konkretnych działań zmierzających do ustabilizowania stanu finansów publicznych. Kryzys gospodarczy, który narodził się w drugiej połowie 2007 roku w Stanach Zjednoczonych Ameryki i skutkował znaczącym pogorszeniem stanu finansów wszystkich krajów członkowskich Wspólnot Europejskich można uznać za główne źródło złamania przez nie dyscypliny budżetowej. Reakcje większości rządów na niekorzystne zjawiska finansowe wywołane kryzysem miały na celu próbę pobudzenia gospodarek narodowych oraz zahamowania spadku popytu krajowego. Zwiększony poziom wydatków publicznych przyczynił się jednak równocześnie do wzrostu poziomu deficytów budżetowych. W celu opracowania i zaprezentowania problemu nadmiernego poziomu deficytu budżetowego oraz długu publicznego w państwach UE zostały zastosowane wybrane metody statystyczne, a źródłem danych były przede wszystkim statystyki prowadzone przez Komisję Europejską oraz Europejski Urząd Statystyczny.
