Politicko obrazovanje u srednjoj skoli: Kamo i kako dalje?

The paper deals with three aspects of teaching political education: 1. problems of teaching social sciences in Croatia regarding their content, method and instruction; 2. the quality of teaching according to the ISO 9000 norm; and the study of the quality of the programme of teaching politics and economy to secondary school pupils. The methods of work chosen have made it possible to give an account of the contemporary developments in the world in the field of methodology and instruction regarding this subject. All suggested solutions and models have not simply been copied, but adapted to the existing conditions of secondary education in Croatia. The intention is to activate fresh forces with Croatian school system that will, taking into account the realities of our situation find new education paths, aware that the sole way out is the quality of learning and the complete satisfaction of pupils, parents and the society. This approach does not seek unobtainable material resources, but demands much effort and numerous changes in the policies and the work of all those directly or indirectly involved in teaching. Od vrline pravednosti do pojma pravnog poretka: O pravnofilozofskom znacenju suum suique tribuere kod Hobbesa i Kanta

The author distinguishes between the antiquity's and Middle Ages' teachings on natural law and justice as a virtue and the modern-age Hobbes' theory of the prerequisites of the legal system. Hobbes' theory identifies the prerequisites of the legal system and describes the institution of legal constraint which guarantees the rule of law. The author points to the central historical difference between these paradigms. Finally, the author traces the evolution of Hobbes' paradigm in Kant's philosophy of right. (SOI : PM: S. 276)

Hegel's teaching on the objective spirit, as a moment of the world spirit is an idea based on objective morality, while modern state is the highest historical manifestation of that morality. The objective spirit understood in this way is juxtaposed by the subjective morality in the form of the contingency of instincts and concepts of individual subjects: these two elements make for the specific constitution of modern state. For a state to exist as the realisation of freedom and to fulfil its world-historical task, i necessary to eliminate and overcome the opposition of these two elements. That is why in Hegel's "ideal" concept of the structure of the state (which for him means communal life in freedom), the state-community is defined as a unity of free individuals-citizens, permeated with the idea of the good. Tajni podaci: Nuznost i (ili) informativna diskriminacija?

The central question in teaching the subject of confidential information is to define the borderline between the citizens' interest in learning certain information ("the right to know") and the general interest of keeping certain information confidential - in a word, between the justifiable and unjustifiable secrets. This is an area which includes parts of administrative and public media law and the theory of public law. This paper is limited to the analysis of the issue of the classified information in state possession (state, military and official secret) on three levels: theoretical, comparative and on the level of Croatian legislation. The essential elements of the theoretical concept of confidentiality are: the possession of the information kept secret from others; deliberate concealment; social context. A secret can have different forms: strategic, private, pressing, sequential, collective, petty, deep, simple, exploited and as conspiratorial as a plot. The theoretical analysis of confidentiality deals with the questions of contemporary forms of the manipulation of information (defining agendas and priorities, "quantitative overload", lobbying) and with the generic issue of the process of decision-making, lies and halftruths. In the end, the author offers certain elements for the legislation regarding classified information. (SOI : PM: S. 197)

The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general. Due to the war in Bosnia and Hercegovina, the study of international migration imposed itself, embracing the study of the migrations of the peoples of the former Yugoslavia and the problems of emigrants from the former easteuropean states. The existing connection between the problem of emigrants and displaced persons human rights, armed conflicts, undevelopment and immigration, are studied within a broader aspect, sufficient for conclusions. The data from various stands point to certain differences among the emigrants from Central Europe, the territory of the former Yugoslavia and Russia. (SOI : PM: S. 73)

The beginnings of the scientific study of international relations in Croatia precede its inauguration and international recognition as an independent state in the early 1990s. Already in the former state of Yugoslavia, there were pioneer attempts in Zagreb at serious research into the complex science of international relations. In 1962, the Faculty of Political Science was founded; one of the subjects was international relations. At the end of the 1970s, and at the same Faculty, a postgraduate study program of international relations was launched. Zagreb, due to the quality and quantity of its experts and their dedicated pedagogical work, the publication of their works, and their contacts with their colleagues abroad, had the central role in the development of a modern science of international relations, not only in the former state but in the wider region of South-East Europe. The declaration of the independent Republic of Croatia, and geo- political and geo-economic changes in the international environment, pose new challenges, obstacles, opportunities as well as objective needs for a new approach and the development of the study of intentational relations, the accompanying institutions and the publication of relevant literature.
