Antibiotics have been used in human and animal treatment for many years and revolutionized the modern medicine. Overconsumption and misuse have led to a global problem with antibiotic resistance. Sweden is among the countries in the European union with the lowest usage of antibiotic for livestock. Development and spread of antibiotic resistant bacteria in humans can occur through consumption of foods. The objective of this pilot study aimed to investigate the occurrence of antibiotic resistant bacteria in unpasteurized milk and Swedish dairy products (pasteurized milk, fresh cheese, ripened hard cheese and fermented milk) available on Swedish market. Culturing and isolation of bacteria was performed along with taxonomic identification using MALDI-TOF MS. Nine antibiotics were used for the investigation of bacterial resistance. These antibiotics belong to some of the most important antibiotic classes used in human and veterinary medicine. Eleven antibiotic resistant bacteria species were identified. Antibiotic resistant bacteria were found in unpasteurized milk and in all the dairy products. The bacteria species were resistant towards eight antibiotics included in the investigation. Greatest diversity of antibiotic resistant bacteria species was identified in unpasteurized milk and fermented milk. Antibiotic resistant lactic acid bacteria were found in ripened hard cheese, fermented milk and unpasteurized milk. This study used a single batch of each investigated product. Further research that includes more batches from each product is required in order to elucidate how frequently occurring antibiotic resistant bacteria are in Swedish dairy products.
Governments and organisations have set targets for increased food production as a result of an increasing population. In order to increase food production, the capacity of agricultural enterprises needs to be expanded. The Swedish agricultural industry expresses difficulties in finding labour, which prevent businesses from expanding, or that companies must settle with less skilled employees. In order to respond to the set targets of increased food production, agricultural companies need to be better able to attract and retain employees. The average age is high among employees in Swedish agriculture while the portion of young employees is declining. Since young peoples are the new generation of employees, they are of particular interest to agricultural companies to hire. One way to address the problem of finding and retaining workforce is through marketing. Employer branding is a marketing concept that includes how companies can attract and retain employees. Businesses can develop its employer brand by knowing what attributes of employer branding that are valued by their existing employees. This study aims to investigate how young employees value employer branding attributes in the Swedish agricultural sector. This study applies a qualitative approach with case study design. The case studies consist of nine cases involving nine different young employees from agricultural companies in the region of Mälardalen. Data has been collected through semi-structured interviews based on an interview guide with questions to get the young employees' thoughts and answers. A conceptual framework has been developed to analyze the collected data. The framework is evolved from existing knowledge of employer branding. The framework is based on the analytical categories; work content, affiliation, compensation, career, benefits, all of which are considered to contain attributes that affect a company's Employer brand. The collected data has been analyzed with thematic encoding and divided into themes. The study shows that young employees value several attributes of employer branding in their employment. Identified attributes that are valued are found in all analytical categories from the developed framework. In addition to identifying valued attributes and making suggestions for how employer branding practices can be developed, the study contributes to an expanded understanding of employer branding in the context of agricultural companies. Most attributes can be influenced by the employer. By using the results of this study, agricultural companies can develop their employer brand. This can lead to development and increase of agricultural businesses' production. ; Regeringar och organisationer har satt upp mål om en ökad livsmedelsproduktion till följd av en stigande befolkning. Den här studien tillämpar ett kvalitativt angreppssätt med fallstudiedesign. Fallstudierna består av nio fall innehållande nio olika unga anställda från lantbruksföretag i Mälardalen. Empiri har samlats in genom semistrukturerade telefonintervjuer. Ett konceptuellt ramverk har utvecklats för att analysera den insamlade empirin. Det konceptuella ramverket bygger på existerande kunskap om employer branding. Ramverket baseras på de analytiska kategorierna; arbetsinnehåll, erkännande, kompensation, karriär, förmåner och utveckling, som alla anses innehålla egenskaper som påverkar ett företags employer brand. Den insamlade empirin har analyserats med tematisk kodning och delats in i teman. Studien visar att unga anställda värderar flera egenskaper av employer branding i sin anställning. Identifierade egenskaper som värderas återfinns i alla analytiska kategorier från det framtagna ramverket. Förutom att identifiera värden, och komma med förslag till hur utövande av employer braning kan utvecklas, bidrar studien till en utökad förståelse av employer branding i kontexten av lantbruksföretag. Genom att använda resultaten i den här studien, kan lantbruksföretag utveckla sitt employer brand. Detta kan leda till att lantbruksföretag kan utvecklas och öka sin produktion.
Few studies have previously investigated how poor animal welfare might be associated with infection of zoonotic pathogens in humans. This paper assesses the predictive value of the presence of Campylobacter spp. in broiler chicken flocks when animal-based measures related to footpad dermatitis, hock burns, body lesions and arthritis are identified under commercial conditions (high density). The study population included 32 flocks analysed on farm and at slaughter, slaughtered between April and August 2008 in six different slaughter plants in Brittany, France. Welfare and health indicators are those indicated by the European legislation and sampling was carried out in the framework of the European baseline survey on the prevalence of Campylobacter in broiler chicken. Caecal contents, sampled both on farm and at slaughter, and carcass skin samples from the neck and breast at slaughter, were investigated for the presence of Campylobacter spp. Logistic models/classification trees were used to estimate the probability of the presence (or absence) of a specific foodbome pathogen in a flock based on specific animal-based measures (or combinations of measures) in order to study the potential relationship between welfare indicators and foodbome pathogen prevalence/incidence levels. On farm, flocks with more than 25% animals with severe lesions on between 25 and 50% of the footpad are predicted to be Campylobacter-positive whereas flocks where less than 13 individuals have arthritis are predicted to be Campylobacter-negative. The error rate on farm and at slaughter was 10 and 4% respectively indicating good predicting abilities. A poor welfare environment may result in stress, which reduces chicken immunocompetence making them more susceptible to Campylobacter spp. An infection with Campylobacter spp may lead to impaired defence and susceptibility to other pathogens which may result in greater intestinal excretion. Poor welfare and high growing rate lead to digestive troubles that lead to litter humidity. Litter humidity that, among other things, causes footpad dermatitis may also influence the horizontal transmission of the Campylobacter spp. infection due to the normal coprophagic behaviour of poultry. Reducing welfare problems by a better management of rearing conditions would not only improve broiler welfare, but it would also decrease the risks of Campylobacter contamination, of carcass condemnations and of economic loss for the poultry industry.
At the turn of the century agrarian parties emerged in large parts of Europe. The parties had one thing in common: they stood up for the social, economic, cultural, and political interests of the agrarian society. The Swedish agrarian parties - 1 Bondeförbundet ' and 'Jordbrukarnas Riksförbund1 - were formed between 1913 and 1915.In this study the agrarian parties are not considered to be class parties. Instead, they are described as traditional parties, defending the old agrarian community against expansive industrialization. Their potential voters belonged to various social strata in the agrarian community, and their political programme, often characterized by a markedly negative view of modern society and by cultural protectionism, is summarized here under the term agrarianism. Agrarianism seen as a political theory and an applicable ideology had features in common with Conservatism as well as with Fascism and Socialism. Liberal values, however, were kept in the background.A modernization perspective is adopted in order to demonstrate that the agrarian parties were in fact traditional parties. It is assumed that regional variation in the electoral support of the agrarian parties reflects the modernization process, and, consequently, that the parties were weaker in industrial areas and stronger in socially and economically backward areas.The empirical studies show that the Agrarian parties stand out as traditional parties rather than class parties. Their voter support was stronger in areas where the historical and economic development was characterized by stagnation and conservatism, as well as in areas where social mobilization advanced slowly. In more industrialized and modernized areas conditions were quite the opposite. A study of Swedish interwar agrarianism with special regard to regional variations in party strength proves the agrarian parties to be the inheritors of a way of life formed by centuries of agrarian traditions. ; digitalisering@umu
The purpose of this dissertation is to describe, explain and understand how slowness appeared when some decisions were made in the area of welfare policy and how this slowness was eliminated. The study focuses on major changes. It is argued that such changes follow another logic than small gradual adjustments. Four breaking points have been selected for a deeper analysis: the pension policy decisions of 1913 and 1994 and the housing policy decisions of 1935 and 1992. These decisions led to the emergence of fundamentally new institutional structures concerning the relation between the central government and the citizens. The study shows that an established institutional structure within a welfare policy area generated mental constructs and decision rules that governed political decision-making. This governance resulted in slowness in the form of lengthy decision-making processes. The fundamental institutional structure was being altered only when the mental constructs were broken down. A common feature was that the decisions were first made when discontent with the prevailing order became so strong that it overwhelmed the fear of a new institutional structure. The general tendency was also to shape the fundamental changes in relation to the citizens so that the changes could be portrayed as small. The established mental constructs are the determining explanation for slowness. The interest organizations played a secondary role, as their interests are shaped in accordance with the mental constructs. Their resistance was declined at the same time when the mental constructs were broken down. The individuals – agents of change – that constantly worked for the change of system in reality appear to be significantly more interesting than hindering organization. Their influence showed a recurring pattern.
Human-elephant conflicts (HEC) in Asian elephant (Elephas maximus) range countries have been increasing during the past half-century and are a major conservation issue for governments. Research suggests studying the spatio-temporal behavioural patterns of E. maximus could indicate behavioural preferences and help mitigate such conflicts. These behavioural preferences could be influenced by factors such as seasonal and lunar cycles, and habitat type. This study aims to determine at what degree these influencing factors are driving E. maximus behaviour and HEC. Considering previous studies on seasonal and lunar cycles and habitat utilisation affecting E. maximus' behaviour and HEC it asks; How do these factors influence E. maximus behaviour and HEC events? Considering these factors, are there any correlations between HEC events and behaviour observed within an adjacent protected forest complex? HEC event data was obtained from the Wang Mee district; a community adjacent to a protected area, the Dong Phayayen – Khao Yai – forest complex in Thailand. This community has undergone increasing HEC in recent years. The data was analysed to identify the effects of the aforementioned factors on HEC frequency. Furthermore, camera trap data within the forest complex are also utilised to analyse the effects of these factors on behaviour, such as changes in the observations of E. maximus' mean distance to forest borders and habitat utilisation measured with relative abundance index (RAI). Analysis of data indicates a significant correlation between lunar and seasonal cycles and HEC events. HEC events were greater during hot and monsoon compared with the cold season. The RAI of E. maximus observations at forest borders were also significantly higher during hot season when compared to RAI at greater distances. First and last quarter moon phases indicated a significant increase in HEC in general. Seasonal and lunar cycles also determined the selection of mixed deciduous forest habitats, indicating a general increase in utilisation during the cold season. Utilisation during the cold season also varied greatly depending on the lunar cycle – increasing during the first quarter and lowest during full moon phases, indicating high variability. The results indicate that studying habitat selection preferences and seasonal and lunar cycles are important factors for park and HEC managers when mitigating conflicts. By understanding E. maximus' behaviour and habitat needs managers can better plan for effective management and HEC mitigation.
Posters have been used in political communication for more than a century, and are still an important element in the election campaigns. However, few studies have been devoted to the way in which text and image work together in order to obtain the rhetorical goal of making voters vote for a specific party. In this study, election posters in the 2002 general election in Sweden from all parties represented in the Swedish parliament are analysed. The context of this specific sample of political communication is described through a sociological approach inspired by Pierre Bourdieu, and through theories of political marketing. The model for analysis of the posters combine semiotics and rhetoric in order to present a model capable of analysing both text and image, and the way in which they are used in order to influence and persuade voters. The conclusions are that Swedish parties favour textual messages and not visual elements, and that when visual elements are used, these are mostly portraits of candidates. So apparently, the predominance of visual elements in advertising does not show in election posters. Neither can one claim that personalisation is a predominant element, as the total percentage of posters depicting candidates is quite low. The tendency towards negative campaigning seen in earlier elections is not present in the 2002 posters, and the rhetoric is mostly epideictic and thus aimed at keeping already convinced voters rather than attracting new ones. This might indicate that the posters have lost their role as means of attracting new voters and have become more of an "internal" affair, telling the party's voters, in a way which presupposes shared points of view, that the party is there to be voted for as always. The posters thus fulfil a symbolic function of binding together adherents rather than attracting newcomers.

Syftet är att öka kunskapen kring idén och hur den tar sig uttryck i organisationers praktik. I den teoretiska referensramen har nyinstitutionell teori integrerats med teorier kring lärande och implementering. Strukturen i analysen utgörs av en metafor som behandlar hur populära idéer reser in i och genom organisationer. Centrala begrepp i tolkningen av vad som sker i mötet mellan idé och subjekt vid de olika anhalterna på resan är översättning, lärande och ömsesidig anpassning. Studien har genomförts i form av fallstudier vid ett statligt bolag och vid ett landsting där medarbetarskapsprogram bedrivits. Resultaten grundar sig huvudsakligen på intervjuer, vilka kompletterats med observationer och dokumentstudier. Resultaten visar att det skett en ömsesidig anpassning mellan idé och subjekt vid den studerade enheten i landstinget med ökad delaktighet, förståelse för varandra och ett förbättrat arbetsklimat som följd. Idén integrerades i hög grad i den vardagliga verksamheten. Vid det statliga bolaget passerade idén förbi utan några större bestående avtryck i de studerade grupperna och idén integrerades inte i den ordinarie verksamheten. Resultaten kan förstås med grund i hur programmen genomförts tolkat utifrån lärandeteorier och olika perspektiv på implementering. Genomförandet i det statliga bolaget kännetecknades av central styrning och snäva frihetsgrader vad gäller form och innehåll för medarbetarskapsutvecklingen. The point of departure is how the concept of co-workership is interpreted and used. The theoretical framework is based on an integration between new institutional theory and theories about learning and implementation. The starting point of the analysis is a metaphor about popular ideas travelling into and through organizations. Central concepts are learning, translation and mutual adaptation. The study is based on a qualitative case study with two cases, a county council and a state-owned company, where co-workership programs have been implemented. The empirical material consists mainly of interviews. In addition observations and document studies have been used. The results indicate that a mutual adaptation between idea and operation occurred in the studied unit in the county council, with consequences in the daily work, while the idea passed without any lasting impressions at the unit level in the state-owned company. These findings may be understood in terms of how the co-workership program was implemented, interpreted through theories of learning and implementation. The co-workership development in the county council was characterized by employee participation in identifying needs and choice of areas of work as well as a high level of integration in the daily operations. In the studied groups in the state-owned company, the employees did not participate in the planning, and the co-workership program was not actively integrated into daily operations. Hence, there were not the same opportunities for a mutual adaptation between idea and operation as we found in the unit at the county council. In translating the idea into words, differences were found mainly between people at different levels in the organizations. At the organizational level co-workership was viewed as an individual concept emphasizing the responsibility and actions of the individual. Employees in the studied units, on the other hand, mainly expressed co-workership as a collective concept, focusing on the team and how it functions. The interpretation of the concept seems to be connected to the perspective of different parties within the organizations. Furthermore, the spread and the popularity of the idea of co-workership in Swedish working life can be understood in terms of the ideas correspondence with the current zeitgeist, and in relation to the general development going on in society and working life.

The view of networks has changed within the field of policy studies. Once they were considered as hampering the policy process, but today they are accepted as a legitimate policy instrument. The Swedish Government, for instance, makes use of networks to steer society. One attempt to do so is the Sustainable Municipality Programme launched by the Swedish Energy Agency in 2003. Five municipalities where selected to participate in this collaborative process to further sustainable energy policies. This thesis explores the potential of network governance theory as a model for describing policy making. A case study addressing three questions was conducted. Firstly, can the Sustainable Munici-pality Programme be described within the framework of network governance theory? Secondly, is this governance network successful in its struggle to achieve its goals? Thirdly, can this example of network governance further a discussion exploring a scenario where inter-municipality network governance might pose a challenge to the principle of local government? The first and second question is answered by focusing on four functions that the governance network should fulfil; to give priority to projects; to mobilize resources, to complete projects and, to evaluate the process. In order to answer the first question the case study focuses on the interaction within the governance network. Is the process organised in a fashion recognisable as network govern-ance, as an ideal type of coordination? The analysis shows that network governance theory provides an analytic framework well suited to shed light on the process. The analysis also shows that the three first functions were achieved. Through negotiations the network gave priority to different projects. The thesis focuses on three of these. The first project includes the education of maintenance person-nel. The second is a research project, investigating different actors' possibilities to plan for a more sustainable use of energy. The third project is a research project carried out within the field of physi-cal planning. The fourth function, evaluation, still poses a problem since the actors themselves are not content with the evaluation model they produced. In order to answer the third question the case study explores the notion of local government and how it can be safeguarded within a governance network. Two indicators are used to analyse this aspect of the process; the democratic anchorage of the governance network and the transparency of the process. The analysis shows that the process has been transparent and that local politicians have had an opportunity to meta govern the process. It is, however, undoubtedly so that the actors, or municipalities, gain influence over each other's policy processes. This causes discontent since local priorities get affected, sometimes negatively. In the end of 2007, four of the five municipalities decided to remain within the programme, or the governance network, for another three years. Regional politics is changing; it is transforming from being mainly a responsibility of the central state to a concern that is more for the regional or local governments. At the same time, there are signs of a transformation of the political system in general. The development indicates a decreasing hierarchy as the power of the state is challenged and the political agents are increasing in number. This indicates that the political agents are changing but there are also indications that the political forms are transforming. The politics is increasingly characterised by project and process politics, networks, cooperation and partnerships. This transformation is generally described as the transformation "from government to governance". New governance is one of the most frequently discussed issues in contemporary political science literature, and this has led to a wide variety of conceptualizations. Considering the changing regional politics and general changes as the political forms and agents, this thesis studies who governs the regional politics and how regional politics is governed.The purpose of this thesis is to provide empirical contributions in order to increase the understanding of changes in regional politics at the local level. This is done by dividing governance modes into typologies. Four political processes at the local level in the municipality of Åre between the years 1973-2007 are analyzed. The thesis is based on qualitative semi-structured elite interviews. The informants have been selected by snowball sampling. The interviews have also been complemented by documentary studies. The documents that have been studied are the protocols from the municipal assembly from 1973, when the municipality was created, to2007. The documents also consist of the parish archives (sockenkrönikor) governmental reports and official documents of the local and state-level government. The material has been analyzed by using process tracing.The main results of the study are that there have been changes in the regional politics at the local level in relation to the political agents and the forms of politics. The 1970s were characterized by strong state power and hierarchy. The political processes have increasingly been characterized by the typology of the new governance. The study has shown that in practice the regional politics in Åre is characterized by both traditional governance and new governance at the same time there has not been a paradigmatic shift. The elements of new governance are increasing but there are still significant signs of the traditional bureaucratic system such as hierarchy and ordered rule. As the signs of new governance increase, the political entrepreneurs play a bigger role in the processes being analyzed. The study also shows that the critique of traditional forms of governance relating to participation and influence has not become irrelevant as the signs of new governance increases.
Swedish political parties are characterized by their markedly different support across geographical space. In most cases, the sources of these regional variations date back to the time of the founding of the parties. Moreover, the regional strongholds and the areas of weak support for the parties have survived major societal changes such as the transition from the agrarian to the industrial society, emigration, and urbanization. Why is it that a certain area evolves a political tradition that sets it apart from neighboring areas? This study addresses itself to this and similar topics with empirical emphasis on the Swedish Social Democratic Party (the SAP).The study is based on the conviction that the regional imbalance in the SAP vote originates in the interaction/competition between various social and political movements in the local environment. The initial model used to explain these imbalances comprises three different factors that influence the party's vote: the socio-economic structure, the local organizational environment and the effect of local party organizational efforts.In order to test the importance of these factors three different areas were selected; one strong, one weak, and one unstable in terms of the Social Democratic vote.The findings show that no single factor alone accounts for the variance in the regional support of the SAP. Rather, what is decisive are the interactions within the structural and social properties of a context.By way of conclusion, this study lends support to the following conclusions of the prospects for the SAP to mobilize the electorate: to establish itself in the local setting the party needs an organizational culture, a local party organization and the absence of strong local opinion against the party's activities and organizational efforts. The party also seems to be favored by a high level of political mobilization (participation), whereas there is nothing to suggest that the SAP's prospects of becoming successful are hampered by competition from the left-wing parties. ; digitalisering@umu
The aim of the present study is to describe and analyze the attitude of local government officials to traffic safety and to their roles in the decisions being made with regard to traffic safety measures. The purpose is also to give an overall picture of the decision-making processes in connection with specific traffic safety measures in two municipal authorities. The study has been divided into two parts. The first part was an interview study in which twenty local government officials in eleven municipal authorities were subject to in-depth interviews. The second part consists of case studies of the planning and decision-making processes with regard to traffic safety matters in two municipal authorities, where the source material in each case consists of written documentation.
The aim of this dissertation is to examine inter-ethnic relations between organizationally active people with different ethnic backgrounds. I focus on relations that are based on a mutual interdependence between parties, mutual respect, common procedural rules, real opportunities that expressly approve or reject a proposal in a decision or deliberation situation free from compulsion, where people, who have different ethnic backgrounds, strive after insight and understanding in their relations. In this dissertation I present three empirical cases about cooperation, consultation and participation as forms of inter-ethnic relations from the organizational fields in the society. These cases are examples of what I characterize as "organizing inter-ethnicity", or organizing people with different ethnic backgrounds around common concerns. Organizing inter-ethnicity is in turn a part of organizing and integrating diversity in society. Drawing on the results of three case studies, I distinguish between opportunities and barriers. My case studies clearly illustrate that the tensions that influence the patterns of and variation in opportunities and barriers have sources that reach well beyond ethnicity. Tensions between old and new organizations, between working immigrant organizations and refugee organizations, between organizations from same group or between organizations that have conflicts from their members' countries of origin provide some examples of the difficulties that generate barriers to broad interest constellations between organizations.
Groundwater monitoring is recommended as a higher-tier option in the regulatory groundwater assessment of crop protection products in the European Union. However, to date little guidance has been provided on the study designs. The SETAC EMAG-Pest GW group (a mixture of regulatory, academic, and industry scientists) was created in 2015 to establish scientific recommendations for conducting such studies. This report provides recommendations for study designs and study procedures made by the Society of Environmental Toxicology and Chemistry (SETAC) Environmental Monitoring Advisory Group on Pesticides (EMAG-Pest). Because of the need to assess the vulnerability to leaching in both site selection and extrapolating study results, information on assessing vulnerability to leaching is also a major topic in this report. The design of groundwater monitoring studies must consider to which groundwater the groundwater quality standard is applicable and the associated spatial and temporal aspects of its application, the objective of the study, the properties of the active substance and its metabolites, and site characteristics. This limits the applicability of standardised study designs. The effect of the choice of groundwater to which the water quality guideline is applied on study design is illustrated and examples of actual study designs are presented.
