AbstrakŚrīwijaya adalah suatu kerajaan maritim yang pengaruhnya meliputi kawasan yang luas di sekitar Selat Malaka. Kepentingan utama dari kerajaan ini adalah penguasaan jalur pelayaran dan perdagangan yang melalui Selat Malaka. Bagaimanapun, baik sumber sejarah maupun arkeologis mengindikasikan bahwa pengaruh niaga dan politik Śrīwijaya juga meliputi kawasan pedalaman dan pantai barat Sumatera. Hal ini mungkin berkaitan dengan kepentingan Śrīwijaya untuk mengamankan aliran mata dagangan terutama kamper dan kemenyan yang hanya dihasilkan oleh kawasan di baratlaut Danau Toba dan sekitarnya.
Local Government expenditure is budgeting for all government needs and activities and managed under the authority of provinces, regencies, and municipalities through their respective regional heads. Well-targeted Local Government expenditure optimization has a significant impact on the regional economy. This research aims to determine poverty reduction in regencies/municipalities in South Sumatra Province, Indonesia, by examining the variable's impact of social assistance expenditure, capital expenditure, and local revenue on poverty. The data used are primary and secondary data obtained from 15 regencies/municipalities in South Sumatra Province during the 2010-2018 periods. The analysis technique uses in this research were Poverty Mapping with Klassen Typology and Multiple Linear Regression (MLR). Using the Klassen typology for poverty mapping in South Sumatra Province obtained four regional classifications (quadrant) based on poverty and economic growth: quadrant I (developed and fast-growing region), quadrant II (developed but depressed region), quadrant III (developing region), and quadrant IV (less developed region). The Klassen typology classification results: quadrant I include Palembang City, quadrant II includes Musi Banyuasin Regency, Muara Enim Regency, Ogan Komering Ilir Regency, and Banyuasin Regency. Quadrant III includes Ogan Komering Ulu Regency, Prabumulih City, and Lubuk Linggau City. Also, quadrant IV includes Lahat Regency, Musi Rawas Regency, Ogan Ilir Regency, Ogan Komering Ulu Timur Regency, Ogan Komering Ulu Selatan Regency, Empat Lawang Regency, and Pagar Alam City. The t-test regression results showed that Social assistance expenditure and local revenue affect poverty reduction, while capital expenditure does not significantly affect poverty reduction. The F-test regression results showed that poverty reduction was affected simultaneously by social assistance expenditure, capital expenditure, and local revenue. Policies in social assistance expenditure and capital expenditure were not well-targeted. The policies expected to reduce poverty are to provide well-targeted social assistance expenditure and capital expenditure. ; Belanja Daerah adalah penganggaran untuk semua kebutuhan dan kegiatan pemerintahan dan dikelola di bawah kewenangan provinsi, kabupaten, dan kota melalui kepala daerahnya masing-masing. Penelitian ini bertujuan untuk mengetahui reduksi kemiskinan di kabupaten/kota di Provinsi Sumatera Selatan, Indonesia, dengan menguji pengaruh variabel Belanja Bantuan Sosial, Belanja Modal, dan Pendapatan Asli Daerah (PAD) terhadap kemiskinan. Data yang digunakan adalah data primer dan sekunder yang diperoleh dari 15 kabupaten/kota di Provinsi Sumatera Selatan selama periode 2010-2018. Teknik analisis yang digunakan dalam penelitian ini adalah Pemetaan Kemiskinan (Poverty Mapping) dengan Tipologi Klassen dan Regresi Linier Berganda. Dengan menggunakan Tipologi Klassen untuk pemetaan kemiskinan di Provinsi Sumatera Selatan diperoleh empat klasifikasi wilayah (kuadran) berdasarkan kemiskinan dan pertumbuhan ekonomi: kuadran I (daerah maju dan bertumbuh cepat), kuadran II (daerah maju tetapi tertekan), kuadran III (daerah sedang bertumbuh), dan kuadran IV (daerah relatif tertinggal). Hasil klasifikasi Tipologi Klassen: kuadran I meliputi Kota Palembang, kuadran II meliputi Kabupaten Musi Banyuasin, Kabupaten Muara Enim, Kabupaten Ogan Komering Ilir, dan Kabupaten Banyuasin. Kuadran III meliputi Kabupaten Ogan Komering Ulu, Kota Prabumulih, dan Kota Lubuk Linggau. Sedangkan kuadran IV meliputi Kabupaten Lahat, Kabupaten Musi Rawas, Kabupaten Ogan Ilir, Kabupaten Ogan Komering Ulu Timur, Kabupaten Ogan Komering Ulu Selatan, Kabupaten Empat Lawang, dan Kota Pagar Alam. Hasil regresi uji-t menunjukkan bahwa Belanja Bantuan Sosial dan Pendapatan Asli Daerah (PAD) berpengaruh terhadap reduksi kemiskinan, sedangkan Belanja Modal tidak berpengaruh signifikan terhadap reduksi kemiskinan. Hasil regresi uji-F menunjukkan bahwa reduksi kemiskinan dipengaruhi secara simultan oleh Belanja Bantuan Sosial, Belanja Modal, dan Pendapatan Asli Daerah (PAD). Kebijakan Belanja Bantuan Sosial dan Belanja Modal kurang tepat sasaran. Kebijakan yang diharapkan dapat mereduksi kemiskinan adalah dengan memberikan Belanja Bantuan Sosial dan Belanja Modal yang tepat sasaran.
Since reform was introduced in the governmental administration system in Indonesia, lots of progress have been reached up to the present day but problems are however still found in some cities and district government in West Sumatra. Based on the evaluation by The Ministry of Home Affairs of The Republic of Indonesia in 2011 and 2012 against all level of provincial, districts and city governments through out Indonesia, there is only one regional government namely the City of Sawahlunto of the 12 districts and 7 cities in West Sumatra that comes into the national big 10 having best achievement in the government administration (2011). In order districts and city government can give best performance and increase numbers of the regional Governments the Province of West Sumatra to be able to enter the big 10 of government administration with best performance in the national record ahead, it is highly emphasized that Governor as the representative central government in West Sumatra needs to increase its intensive management on the administration of ditricts and City governments. This study aims to finding out and analyzing management implementation, constraints, obstacles, and endeavours that have been made to overcome the said circumstances encountered by the governor as the government representative in carrying out management on government administration of district and city governments in the province of West Sumatra. In writing this thesis, the wtriter uses the method of yudicial social approach. The Implementation fostering regional government administration of district and city government levels by the governor as the representative government in the Province of West Sumatra is not well-executed because the implementative and technical guidance on the implementation mechanism of management are not yet available but however the Governor with his regional secretary and head of related sectors of development remains to take initiative to carry out the management through the activities of coordinative meetings, socialization and on-going implementation programs and other activities attended by the whole existing district and city Governments in West Sumatra.Keywords: Fostering, regional government administration, of districts and city.
Local Governments' Performance in Sumatra are still vary, some has a good performance, and other is poor. According to the agency theory, the Ssupervisory Board (Legislative-DPRD) has an important role in improving the performance of local governments by overseeing the executive's behaviour. However, previous research in this area is still limited, especially among local governmentin in Sumatra Island. The research purpose is to investigate the effect of legislative characteristics on the performance of local governments. By using the 81 local governments (53% of the total population) and secondary data, we applied the multiple regression analysis is to analyses the data. The funding shows that there is no role of Supervisory Board (Legislative) to determine the performance of local government. However, one of control variable has a positive significantly relationship with performance, namely the operational revenue growth. The result have a theoretical and practical contribution. Theoretically, the study enrich the public governance literature and practically the society could advocate the role of supervisory board in improving the local governments' performance. ABSTRACTSince the Act Law Number 7 of 2017 concerning General Election,the electoral systemin Indonesia has undergone many changes,one of the changes was seen in the authorityof Bawaslu, Bawaslu which initially only as an election supervisory institution now hasthe authority to decide violations of election administration.The formulation of theproblem in the research is;1)What is the authority of the Bawaslu of West SumatraProvince in resolving administrative violations in 2019 committed by the KPU of WestSumatra Province? 2) How is the mechanism of the Bawaslu of West Sumatra Provincein resolving administrative violations in 2019 mcommitted by the KPU of West SumatraProvince? 3) How is the adjudication session mechanism in facing election violations in2019 by the KPU of West Sumatra Province? The research method used of thisresearch is juridical and normative approach. Furthermore, from the results ofresearch and discussion of the conclution is : 1) Authority to resolve electoraladministrative violations carried out by the West Sumatra KPU as reported by FauziBahar, Amril Jiha and Syahril Hamid are the authorities of the Bawaslu of WestSumatra Province; 2) Mechanism for resolving election administration violations andthe mechanism for adjudication session is regulated in the General ElectionSupervisory Agency Regulation Number 8 of 2018 concerning the Settlement ofAdministrative Election Violations; 3) The mechanism for adjudication to is regulatedin the General Election Supervisory Agency Regulation Number 8 of 2018 concerningthe Settlement of Administrative Election Violations.
The election of the Student Executive Board (PilkaBEM) is an inseparable part of the STKIP PGRI Campus Agenda in West Sumatra as a democratic campus. PilkaBEM still uses conventional voting, which uses paper media to vote on PilkaBEM. In implementing the conventional pilkaBEM voting system, it has many weaknesses.Current advances in information technology have brought huge changes to people, including ways to conduct voting. The use of computer technology in the conduct of voting is known as electronic voting or commonly referred to as e-voting. The research method used in this research is system development, which is an experiment to design e-voting applications using the PHP programming language, HTML tags and to use the MySQL database as a database server. E-votingapplications are developed using web-based.The e-voting application is in accordance with the AD / ART PilkaBEM and is in accordance with the PilkaBEM principle applicable at the STKIP PGRI West Sumatra campus. The e-voting application is built using the PHP programming language, and utilizes the MySQL database as a database server. Development of a more attractive appearance without reducing user convenience.
Changing of the village government being the Nagari government in West Sumatra has occurred since 2001. Its aim is in order to implement a government according to the society characteristic West Sumatra that is the custom society. The first regency implementing the Nagari government is Solok. During the implementations of Nagari government in Solok Regency has not been right enough. The problems arise such as a poor coordination between Badan Musyawarah Nagari and the Nagari government, the poor public services, the role of society leaders is limited. An Institution is a value and norm to be a reference for the member to act reaching the aim. That research is the analysis of the Nagari government institution, and the research method is using qualitative. The result showing that the Nagari government institution is not built through a value, lifestyle, and norm in the custom society. So, we could say that the Nagari government is the same as the village government, based on the regulation No 5/1975 about the village government. Hence, we require the design of the Nagari government institution to build the Nagari government according to the lifestyle and custom society characteristic.
APBD is one of the most potential target to be corrupted by the irresponsible government officer. For that reason, the participation of the society is needed in arranging APBD because it's related to environment of the society itself, in which the individual and the organization are placed, and also the norms so that the corruption of the APBD could be reduced. The society doesn't aware that they will take disadvantage of the corruption. The fight toward corruption will be success if the society wants to get involved. The purpose of this research is to find out the impact factors which affect the corruption of local fund (APBD) in West Sumatra. Those factors are: the attitude of the individual, governmental organization, and the control. This analysis is based on data taken from 228 responder from local government, academics, and students by using questioner. The method used on this research is multiple regression analysis method. The result of the analysis shows that the attitude of the individual, governmental organization and the control have a significant effect toward corruption of the local fund (APBD) in West Sumatra. See the development of games and multimedia at this time, and reinforced by the weak understanding of the younger generation of Indonesia about the culture of his own country. Therefore, the author took the initiative to create a mobile game that raised one of the culture of the country of Indonesia in general, especially for the provinces contained in the island of Sumatra. In the process of making this game the author uses Adobe Flash Professional Creative Suite 5.5 software for making all the characters, background and sound effects. Because in Flash itself already there are some sound library that can be used for the needs of the application in this game that the author made. For the programming language used the author uses only one programming language that is ActionScript 3.0. this programming language is functional enough to build a game, because it is supported with Object Oriented Programming which facilitate in making this game. In the latest version of Adobe Flash it is now possible to publish data into applications gained in instal on mobile devices, in this case android, making it possible to create android applications without having to abandon actionscript as the programming language used. It is expected that with this game will the user's understanding of cultural diversity in Indonesia, especially the island of Sumatra will be better understood and known
This study aims to examine the characteristics of local government influence on the financial performance of local governments. The characteristics of the local government in this study is explained by the variable size of local government, the legislative measure, leverage and intergovernmental revenue. The data use dare the financial statements of local government (LKPD)samples used as many as 95 samples in the City and District of West Sumatra in 2010-2014. The dataanalysis technique used to test the hypothesis that multiple regression analysis using SPSS version 16.0 for Windows. The test results showed that the variable size of local governments and intergovernmental revenue significantly influence the financial performance of local government, while the legislative measure and leverage the variable does not affect the financial performance of local governments. At the time of the earthquake affecting substantial losses due to the damage they cause, usually very high expectations of the people to the government for rehabilitation and reconstruction (rehabilitation and reconstruction) of homes affected. Therefore readiness to undertake the rehabilitation of earthquake remains an important concern by the parties in the response to natural disasters, both government and society. This study is a qualitative study to describe the experience of the parties in order to direct the rehabilitation of houses affected by the earthquake of 2007 in Tanah Datar, West Sumatra province. The results of this study found the application of the principles of transparency, participation and accountability in the interrelation between the government and society in the process of preparation and implementation of the rehabilitation of earthquake-affected neighborhoods. Open governance practices have proven quite successful even minimize complaints and public protests or other social conflict that impacts are not uncommon in post-disaster management in the region. Experiences of good practice organizing the rehabilitation of houses affected by the earthquake in Tanah Datar this would even be used as a pilot, and learning resources of many parties in implementing the governance of disaster management in the various regions

The development of audit opinion obtained by the government of regency/city at Lampung Province to date suggests a positive development, with unqualified opinion indicating the highest opinion from the BPK-RI. This audit opinion results show significant increase for last few years. Further, there are some local governments that have been for more than three years in a row obtaining the opinion of unqualified opinion. However, the development of a positive audit opinion of the local government is not followed by the development of a positive level of welfare. In fact, the Government of Lampung Province is still ranked the fourth lowest in Sumatra as the poorest province. So the audit opinion which is attached to the local government, in particular the perceived unqualified opinion for this community is not prosperous. This research was conducted on the entire local government in Lampung Province for the period of 2011-2015 with the method of comparative analysis, with the data related to the Human Development Index (HDI) of each District/City Government were obtained from BPS Lampung Province and the data in the form of the audit opinion are sourced from the BPK-RI. The results showed that not all local government obtain unqualified opinion automatically related to the increase of the level of the welfare of the community becomes. For this reason, the local government obtaining the unqualified opinion in the financial management should also improve the welfare of the community through an increase in the budget for education, health and other sectors that directly touch on the improvement of the welfare of the community. This article examines the history of the arrival of Islam into Indonesia. This research is library research using documentation method. The results of this study are: First, no one knows for sure when Islam began to appear in Indonesia. Several theorists and historians have different opinions and analyzes. However, there are at least four major theories regarding the entry of Islam into Indonesia, namely: Arabic theory, Gujarat theory (India), Bengali theory (Fatimi), and Persian theory. Second, the spread and process of Islamization in Indonesia itself was carried out peacefully. Indonesian people can accept the existence of Islam well. There are six channels of Islamization in Indonesia, namely: trade, marriage, Sufism, education, arts and culture, and politics. Third, the existence of Islamic kingdoms also had a big role in the spread and development of Islam in Indonesia. These Islamic kingdoms stretched from Sumatra to the Moluccas. This study aims to investigate the position of the DGT's Civil Servant Investigator in relation to their duty to enforce taxation criminal. The law enforcement of taxation criminal in Indonesia is involving several institution like Civil Servant Investigator (Directorate General of Taxes Institution), Police Investigator (Indonesian Police Institution), and Attorney Investigator (Attorney Institution). This involving, which lately leads to the position and authority problem of each institution. This study will be focused on the position of civil servant investigator of Directorate General of Tax and its relation with other party like Supervisory Coordinator which occupied by police investigator, and also other investigator from another institution. The method which is used in this study is normative juridical approach with analytical descriptive specification. Based on that method, then the researcher will compare between the position of DGT's Civil Servant Investigator 'in legislation' and 'in its practice' through library study and field research. The researcher carry out this research based on the researcher's consideration about the importance of state income from the taxation sector, so that the unlawful act that detrimental from the taxpayer and any related party of it can be eradicated immediately. The results shows that the position of the DGT Civil Servant Investigator in the framework of eradicating taxation criminal was emphasized as the primary investigator. This position is based on Law No. 16 of 2009 as lex specialis derogat legi generalis against Law No. 8 of 1981. Based on this position, there some friction that occurs between the DGT Civil Servant Investigator and other officer from another institution. For example, the DGT Civil Servant Investigator of the West Sumatra-Jambi Regional Office, which was designated as a suspect by the Police investigator, and the Mobile 8 tax restitution was handled by the Attorney Investigator.
