Nowadays the urban regeneration is the main tool through which the Italian Regions strive for the limitation of land consumption. This new objective for planning is not only a way of balancing different general interests, but it is becoming a benchmark for social, economic, and cultural interests too. The essay examines the concrete samples of the urban regeneration in Italy by comparing those coming from the Regional legislators with the ones based on civic initiatives. The author underlines both positive aspects and negative sides of them both. At the end, nevertheless, the Author tries to draw a more general conclusion, by arguing the environmental sustainability is a comprehensive curb even beyond the normative provisions. That way he considers that environmental sustainability is the main driver for territorial policies.

"Il diritto alla città" (New Urban Agenda, 2016) e la lotta ai cambiamenti climatici (Accordo di Parigi, 2015) sembrano avere segnato, a livello globale e nazionale, una svolta nelle politiche e nelle strategie che riguardano le città. A questo riguardo il paper illustra un percorso di ricerca impostato per rispondere a una call H2020 che, in assenza di finanziamento, viene convertito in un processo di rigenerazione sostenibile low cost. Il cambio di disponibilità finanziaria non ha comportato variazioni sulla visione - guida della ricerca: un modello di città ecologica basata sulla convivialità e sull'uso di strumenti digitali finalizzati ad accrescere la consapevolezza e l'empowerment. Di fatto, l'Horizon 2020 ha rappresentato un ottimo stress-test per innescare visioni e progettualità e confrontarsi con il protagonismo di un'intensa realtà locale. ; "The right to the city" (New Urban Agenda, 2016) and fighting climate change (Paris Agreement, 2015) seem to have defined, at the global and national level, a turning point in the policies and strategies concerning cities. In this regard, the paper illustrates a sustainable regeneration process set up to respond to a H2020 call which, in the absence of funding, is transformed into a low cost process. The change in financial availability did not result in changes to the guiding vision of the research: an ecological city model based on conviviality and on the use of digital tools aimed at improving citizen awareness and empowerment by using PPGIS and Citizen Science techniques. As a matter of fact, Horizon 2020 represented an excellent stress-test to trigger visions and planning and to deal with the an intense local reality.

This paper presents environmental and cultural sustainability research in progress about designing an integrated interventions certification protocol for regenerating small historical centers affected by depopulation in Italy and Spain. These centers, especially in Italy, are for the most part located in less accessible internal areas. The Historical Small Smart City Protocol is a tool of territorial governance for municipalities. It aims to involve all stakeholders while stimulating the municipal authorities to apply to regional or European Union (EU) funds. The protocol includes "smart city" categories or priority action areas applied to historic towns and contains instructions and guidelines that explain their realization methods.

The aim of this research is to study attempts of transition to sustainability in marginal rural area of the Italian mountains, comparing two cases characterized by distinct historical, geographical and cultural contexts. The San Martino and Stura valleys are compared and contrasted regarding their investments on local sustainable agriculture and ecomuseums. In both cases, local associations and institutions value heritage and landscape conservation. However, collaboration and communication between local networks and administrations is notable in one case and absent in another. Secondly, both the experiences - which to a point represent a bottom-up and a top-down sustainability initiative – suffer from a lack of democratic decision-making in their internal governance.

The pandemic crisis has highlighted the weakness of the Italian agricultural sector and the fact that policies adopted so far have shown inadequate. According to these considerations, the paper is focused on social sustainability in agri-food supply chains, introducing some critical issues - such as the ineffectiveness of public action to support the immigrant workforce - and an in-depth analysis of two case-studies developed in two different local contexts. The first is the experimental project Spartacus, carried on in the Piana di Gioia Tauro (Reggio Calabria), which aims to create a Service Center for farms and immigrants increasing the coordination between supply and demand in labour market, supporting immigrants to get a decent home and encouraging the socio-cultural integration of labourers. The second case is the Humus Job platform, in Val Grana (Cuneo), which was born to encourage the arrangement of networks among local farms, fostering network agreement based on job sharing circuits. Both initiatives promote the social sustainability of work in agriculture and can represent a viable way to innovate national public policy regarding the regulation of labour relations within agricultural supply chains. ; La crisi pandemica ha evidenziato gli aspetti di profonda fragilità del settore agricolo italiano a cui le azioni di intervento finora promosse non sono riuscite a dare risposte soddisfacenti. A partire da queste considerazioni, l'articolo introduce il tema della sostenibilità sociale delle filiere agroalimentari, ne discute i nodi critici - come l'inefficacia dell'azione pubblica nella gestione della forza lavoro immigrata - e propone un approfondimento di due recenti iniziative sviluppate dai territori. Il primo caso è quello del progetto pilota Spartacus, nella Piana di Gioia Tauro, che ha come obiettivo la creazione di un Centro di Servizio per le imprese e gli immigrati per favorire l'incontro tra domanda e offerta di lavoro, agevolare l'accesso alla casa e incentivare l'integrazione socioculturale di questi braccianti. Il secondo caso è quello della piattaforma Humus Job,in Valle Grana, provincia di Cuneo, che è stata attivata nell'ambito di un disegno progettuale più ampio con l'obiettivo di favorire la costituzione di reti tra aziende agricole locali, in modo da creare circuiti di circolarità e condivisione della forza lavoro costituita da braccianti stranieri. Entrambe le iniziative promuovono la sostenibilità sociale in agricoltura e possono indicare una via percorribile per innovare la politica pubblica nazionale in tema di regolazione dei rapporti di lavoro all'interno delle filiere agricole

'Sustainability' is a ubiquitous term within the political agenda worldwide. The common recognition of such concept has its roots in the Seventies and is the outcome of a cultural process which integrates the 'limits to the (capitalistic) growth' in its paradigm. Notwithstanding, the consistency between 'sustainability' as a concept and its expected contents is doubtful. A trustful approach towards the technical domain, together with the incorporation of 'sustainability' within the market mechanisms, have largely weakened the opportunity for the concept to be disruptive on a political level, locally and globally. The relevant distance between 'sustainability' as a term and its actual contents is the object of the present proposal. The underlying ambiguity of the 'Sustainable Development Goals' will be provided as a case-study for our critical review.

La qualità della vita è oggi oggetto di numerose rilevazioni su scala internazionale e nazionale e al centro di vivaci dibattiti a livello politico derivanti dalle crescenti pubblicazioni di classifiche e ranking comparativi tra città e paesi. Nel presente lavoro, dopo una breve rassegna della letteratura che analizza il benessere con approcci sociologici ed economici, si analizzano i posizionamenti del sistema piacentino in termini di qualità della vita a partire dalle annuali rilevazioni effettuate dal Sole 24 Ore sul benessere nelle province italiane.

The second paragraph of Article 3 of Law no. 92 of the 20th of August 2019 on the introduction of civic education into school teaching indicates active and responsible citizenship among its learning objectives, while article 8 suggests making the teaching of civic education cross-curricular and integrated with outside-school initiatives. FridaysForFuture (FFF) is a movement of great social relevance, being an informal and outside-school enactive network capable of influencing public debate and the political/economic agenda. Its main activity, in keeping with Law no. 92, concerns the encouragement of sustainable development through the promotion of collective awareness and identity and civic engagement. By adopting the enactive and systemic approach, this article analyzes the convergences and divergences between FFF and Law no. 92, the possible role FFF could play in teaching civic education in schools and the limits of Law no. 92 in detecting and including emerging and informal networks such as FFF. ; La legge n. 92 del 20 agosto 2019 sull'introduzione dell'insegnamento scolastico dell'educazione civica indica la cittadinanza attiva e responsabile tra gli obiettivi di apprendimento e invita a rendere l'insegnamento dell'educa-zione civica trasversale e a integrarlo con esperienze extra-scolastiche. FridaysForFuture (FFF), a sua volta è un movimento nato dal basso di grande rilievo sociale, una rete enattiva in-formale ed extra-scolastica votata a influenzare il dibattito pubblico e l'agenda politico/economica. La sua attività principale, in linea con la Legge n. 92, riguarda la promozione dello sviluppo sostenibile perseguita attraverso l'impegno civico e la formazione di una consapevolezza collettiva. Adottando l'approccio enattivo e sistemico, in questo articolo si analizzano le convergenze e divergenze tra la legge n. 92 e FFF, il possibile ruolo di FFF nell'insegnamento dell'educazione civica e i limiti della legge n. 92 nel rilevare ed includere le reti emergenti ed informali quali FFF.

The present essay includes the main results of the research project on community-based cooperatives, promoted in 2018 by Fondosviluppo and FEDAM, and implemented by researchers of University of Molise. The volume highlights the potential and the modes of operating of community-based cooperatives, which carry out a mix of productive and socially useful activities for local community well-being. The research, through a new methodological and operational path, reaches the following results: a) devise a strategy to detect the degree of social, economic and environmental vulnerability levels of Italian inner areas; b) outline the needs of local communities; c) define the role of community-based cooperatives in bridging regional gaps, also identifying their possible policy support.
The future of cities and their development are closely related to their rapid digital transformation. To build this policy and implement the transition, it is necessary to start from an analysis of the needs of the territories and measure the results over time. Defining the performance of the city is essential to achieve better results for citizens and stakeholders. In literature, numerous studies investigate the relationship between city and innovation while few try to define a methodological approach to measure the public value produced by the use of digital technologies. It is therefore essential to focus on measuring the level of implementation of the digital agenda. The purpose of this paper is to assess the adequacy of the programs dedicated to Digital Agenda of Italian Metropolitan Cities and to provide a standard methodology for monitoring and measuring the implementation of the Digital Transformation at local level. The proposed scheme is general and scalable for different kind of local territory.

Madonie: i nuovi scenari del turismo sostenibile Il territorio delle Madonie in provincia di Palermo, pur presentando problemi comuni a quelli di altre aree interne della Sicilia come il lento spopolamento, sta emergendo come un'area particolarmente attiva, caratterizzata da un alto livello di pianificazione locale, e quindi può rappresentare un caso emblematico di studio. Le diverse esperienze e iniziative di pianificazione territoriale svolte nelle Madonie nella seconda metà degli anni '90 si articolano attorno a un'idea comune che è lo sviluppo e il miglioramento dei settori ritenuti a vocazione territoriale superiore: il settore agro-industriale di qualità e il turismo sostenibile. L'interesse per una nuova pratica, come l'ecoturismo, alternativo rispetto alle esperienze di viaggio tradizionali, è stato certamente favorito dall'emergere di una sensibilità ambientale più diffusa, prodotta, a sua volta, dall'orrore mostrato dai numerosi disastri ecologici e dalla maggiore capacità di iniziativa delle organizzazioni che si occupano della salvaguardia ambientale. Questa forma di turismo sfugge, per sua natura, al carattere di massa del turismo moderno poiché favorisce lo sviluppo di luoghi e modi sostenibili di fare vacanza, che si distacca nettamente dal turismo tradizionale, diventando invece elemento di armonizzazione delle politiche ambientali e dell'industria del turismo convenzionale: l'ecoturismo può consentire ai turisti un'esperienza originale, fisicamente sana e culturalmente gratificante, sempre nel massimo rispetto dell'ambiente. ; Madonie: the new scenarios of sustainable tourism The territory of the Madonie in the province of Palermo, while presenting problems common to those of other inland areas of Sicily such as the slow depopulation, is emerging as a particularly active area, characterized by a high level of local planning, and therefore may represent a case emblematic of study. The different experiences and initiatives of territorial planning conducted in the Madonie the second half of the 90s are articulated around a common idea that is the development and improvement of the sectors deemed to be at higher territorial vocation: the agro-industrial sector of quality and sustainable tourism. The interest for a new practice, such as ecotourism, alternative compared to traditional travel experiences, was certainly favored by the emergence of a more widespread environmental sensitivity, produced, in turn, horror shown by the numerous ecological disasters and the increased capacity for initiative of environmental organizations. This form of tourism escapes, by its nature, the mass character of modern tourism since it favors a place and a sustainable way of doing holiday, which falls off sharply from the traditional tourism, becoming instead element of harmonization of environmental policies and the conventional tourism industry: ecotourism can allow tourists a original, healthy physically and culturally rewarding, always with the utmost respect of the environment.

Il lavoro origina dalla ricerca-azione "The contribution of civil society organisations in achieving health for all", finanziata dall'International Development Research Centre e realizzata dal People's Health Movement in sei Paesi (Brasile, Colombia, India, Italia, Repubblica Democratica del Congo, Sudafrica). Obiettivo è indagare i processi con cui l'attivazione della società civile, indirizzata a promuovere l'accesso ai servizi sanitari e agire sui determinanti sociali, contribuisce al diritto alla salute. Trattandosi di una ricerca-azione, rafforzare tali dinamiche è parte tanto degli obiettivi quanto della metodologia. Il materiale analizzato per la tesi riguarda principalmente il contesto italiano, dove la ricerca-azione è portata avanti da un soggetto collettivo denominato Grup-pa ("Gruppo Permanentemente Aperto"). Attraverso due fasi di lavoro, la prima caratterizzata dal coinvolgimento di realtà attive sui temi della salute e dei suoi determinanti, la seconda dalla condivisione/rielaborazione dei risultati preliminari in contesti pubblici, la ricerca-azione – tutt'ora in corso – ha come obiettivo la costruzione di un movimento per la salute. Per la redazione della tesi ho tratto ampio spunto da questo percorso, nonché da suggestioni provenienti dalla ricerca-azione internazionale, per proporre tre contributi che le pratiche dei movimenti offrono alla promozione della salute. La prima esplorazione parte dall'analisi dei movimenti di riforma sanitaria in Italia e in Brasile e riguarda l'idea di collettivo, come processo intensivo in grado di promuovere cambiamento verso la giustizia sociale. La seconda parte dal concetto di comune come principio politico, e prova a leggere la produzione dei movimenti come creazione di nuove istituzioni. La terza esplorazione ricerca, nella salute pubblica e nei movimenti, un'attenzione alle interrelazioni tra società umana, modi di produzione e sostenibilità ambientale, che rischiano di vanificare qualunque approccio di promozione della salute se radicato in un modello di sviluppo distruttivo del pianeta. ; My PhD work is framed in the action-research "The contribution of civil society organisations in achieving health for all", financed by the Canadian International Development Research Centre and lead by the People's Health Movement in six countries (Brazil, Colombia, India, Italy, DR Congo, South Africa). The objective is to analyse how civil society engagement around access to healthcare and action on the social determinants of health contributes to "health for all". According to the very principle of action-research, strengthening civil society is part of the objective and of the methodology. The data analysed for the theses concern primarily the Italian context, where the action-research is lead by a collective named Grup-pa ("Permanently Open Group"). The work has developed in phase 1, centred on engaging civil society groups active on issues related to health and its determinants, and phase 2, dedicated to re-discussing publicly the preliminary results. The action-research, ongoing, has the goal of creating a health movement in Italy. In writing the theses I have deeply drawn from this process, and from inputs of the international action-research, in order to explore three contributions that movements can offer to the field of health promotion. The first "path" analyses the health reforms in Italy and Brazil, and – drawing from Latin American Social Medicine theory – frames the principle of "collective" as an intensive process able to promote change towards social justice. The second "path" analyses the idea of commons as a political principle, framing movements' productions as creation of new institutions. The third "path" looks at public health and health movements awareness of the interconnections between human society, modes of production and environmental sustainability, that risk to jeopardize any health promotion effort which is rooted in a development model that is destructive for the planet.
