In 2015, the UN Conference adopted the Sustainable Human Development Goals for 2016-2030, supported by all countries, including Russia. The article analyzes the task of adapting the UN SDG from the standpoint of the possibility of including indicators of the digital economy in these Goals for Russia. Key economic, social and environmental indicators of the digital economy, which most reflect the country's sustainable development objectives, have been proposed. The particular difficulties in Russia and the world are caused by the identification of adequate indicators of the digital economy and their quantitative interpretation for environmental SDGs, which is caused by an insufficient statistical base. The integral index of the digital economy and society and the place of Russia in the world from the standpoint of this index are analyzed. It is advisable in the country to develop and adopt in one form or another its own long-term Sustainable Development Strategy that takes into account the SDGs, and the development of the digital economy will be an important driver for its implementation. и развитие цифровой экономики будет важным драйвером ее реализации.
В статье представлены особенности и проблемы реализации целей устойчивого развития (ЦУР) в области образования. Статья основана на серии вопросов и ответов, направленных на разъяснение ЦУР № 4 «Обеспечение всеобъемлющего и справедливого качественного образования и поощрение возможности обучения на протяжении всей жизни для всех», и содержит информацию для более глубокого понимания места данной цели в содействии мировому развитию на период до 2030 г.Цель. Изложить основные характеристики цели устойчивого развития в области образования, охарактеризовать задачи, конкретизирующие цель, основные принципы ЦУР № 4, смежные цели и задачи, представить механизмы мониторинга и координации целей, основные справочные документы по цели № 4.Метод или методология проведения работы. Основу исследования составляют методы анализа и синтеза материалов исследований, общенаучные методы классификации, обобщения и сравнения.Результаты. Сделаны выводы о том, что поставленные в ЦУР задачи не могут одинаково успешно реализовываться и бедными, и богатыми странами; часть индикаторов образовательных целей зависит от социально-экономического и культурного контекста, и не имеют однозначной интерпретации для развитых и развивающихся стран, более того – в разных условиях интерпретация может иметь противоположный смысл; многие показатели характеризуют деятельность, которая не даст результатов без дополнительных мер, в противном случае, эта деятельность приводит к дополнительным расходам; разработка универсальных систем и индикаторов развития представляется мало реальной, более правильной может показаться задача в области разработки подходов к формированию национальных систем индикаторов исходя из общей глобальной цели. Важно понимать, что универсальной модели образования в интересах устойчивого развития не существует и существовать apriori не может.Область применения результатов. Высказанные в статье мысли – это субъективное мнение авторов статьи. Сами авторы статьи и общество в целом, не сможет наверняка ответить на вопросы об эффективности реализации ЦУР, поскольку накладывает свой отпечаток всем известный факт, что в образовании очень сложно оценить конечные эффекты, т.к. они существенно отложены во времени. К тому же, на результаты образования влияют огромное количество социальных, экономических и политических факторов, и определить истинную роль образования – достаточно сложно. ; The article presents the peculiarities and problems of realizing sustainable development goals (SDG) in the field of education. The article is based on a series of questions and answers aimed at explaining SDG № 4, «Ensuring comprehensive and equitable quality education and promoting lifelong learning opportunities for all», and provides information for a better understanding of the place of this goal in promoting world development for the period up to 2030 year.Purpose. The article outlines the main characteristics of the goal of sustainable development in the field of education, specifies specific tasks that specify the goal, the main principles of SDG № 4, related goals and objectives, mechanisms for monitoring and coordination of goals, basic reference documents for goal 4.Methodology. The basis of the research is made by methods of the analysis and synthesis of materials of researches, general scientific methods of classification, generalization and comparison.Results. Conclusions are drawn that the tasks assigned to the LRC can not be successfully implemented by poor and rich countries; some of the indicators of educational goals depend on the socio-economic and cultural context, and do not have a unique interpretation for developed and developing countries, moreover, in different conditions, interpretation may have the opposite meaning; many indicators characterize activities that will not yield results without additional measures, otherwise, this activity leads to additional costs; the development of universal systems and indicators of development seems to be little real, it may seem more correct to develop approaches to the formation of national systems of indicators based on a common global goal. It is important to understand that there is no universal model of education for sustainable development and can not exist a priori.Practical implications. The thoughts expressed in the article are the subjective opinion of the authors of the article. The authors of the article and the society as a whole, can never be sure of answering questions about the effectiveness of the SDG implementation, as the well-known fact that the formation is very difficult to estimate the final effects leaves its imprint. they are significantly delayed in time. In addition, the results of education are affected by a huge number of social, economic and political factors and determine the true role of education – it is quite difficult.
Big data is a component of the Fourth Industrial Revolution. The deep penetration of digital technology has turned data into an essential component of the production process. Data are automatically generated by machines during the course of operation and during interactions with humans. This paper describes the concept and composition of big data. Most of the big data are unstructured and include text, audio-video files, images, emails, log files, etc. Statisticians are more interested in structured data presented in a pre-defined database model. Big data offer new sources and opportunities that cannot be discounted. However, the use of big data requires proper assessment in terms of quality dimensions such as accuracy, comparability and methodological soundness. Against the backdrop of arguments regarding big data, some users view big data as a replacement of official statistics. Such a conclusion is premature for at least two reasons: first, only a small part of big data can be used for decision-making. Second, theory and practice prove that a small sample based on scientific methods can yield much more reliable and accurate estimates than the results obtained from the processing of large amounts of unstructured data. The paper assesses the possibility of using big data for Sustainable Development Goals (SDG) monitoring, which is a nationally owned process, and NSOs are accountable for the SDG data they report. If the data are derived from a big data source, irrespective of the level of technical sophistication used in data transformation, the reliability of such data might be questioned by the national institutions. The paper concludes that the reliability of data obtained from big data sources hinges on the quality of tools and methods applied to data transformation. Statisticians can play an important role in alerting society, decision-making bodies of the government and businesses about the reliability of information derived from the different sources. ; Большие данные - одна из составляющих четвертой промышленной революции. Глубокое внедрение цифровой технологии в экономику способствовало тому, что информация стала неотъемлемым элементом производственного процесса. Большие данные создаются в процессе работы машины, взаимодействия человека с машиной и взаимодействия между людьми. В статье последовательно рассматриваются вопросы, вытекающие из ее названия. Прежде всего, раскрывается содержание понятия ≪большие данные≫, отмечается, что это не только цифры в традиционном понимании, но и текстовая часть, аудио- и видеозаписи в социальных сетях, фотографии, спутниковые изображения, электронные письма, программы, приложения и многое другое. Автор проводит различие между неструктурированными и структурированными данными, отмечая, что последние - это в основном количественные данные, которые представлены в базе данных с заранее определенной моделью для их хранения, обработки и распространения. Анализируя такой новый и, безусловно, революционный источник информации, каковым являются большие данные, автор оценивает их с точки зрения соответствия основным критериям и базовым принципам качества данных, таким как достоверность, возможность обеспечения сопоставимости, точность и надежность, правильное использование методологии. Отмечается, что тема больших данных вызывает чрезвычайный интерес у статистиков, которые рассматривают их как дополнительный источник сведений в условиях бурного развития информационных технологий. При этом некоторые пользователи переоценивают их потенциал и часто трактуют большие данные как предстоящую замену официальной статистики. Однако, по мнению автора, такое заключение является преждевременным; использовать большие данные необходимо с определенной осторожностью. Автор статьи отмечает два важных момента. Во-первых, для значительного числа пользователей интерес представляет только часть больших данных, а именно структурированные данные, в результате чего объем первых значительно сокращается. Во-вторых, как наукой, так и практикой доказано, что для получения достоверных результатов достаточно наблюдать небольшое число единиц, отобранных на основе случайной выборки (выборочной совокупности). В статье также дается критическая оценка больших данных с точки зрения других национальных базовых принципов, принятых ООН для обеспечения качества статистических данных. Особо выделяются проблемы, связанные с мониторингом достижения Целей устойчивого развития (ЦУР). Автор отмечает, что за данные, предоставляемые официальной статистикой, несут ответственность национальные статистические управления (НСУ). В отсутствие какой-либо институциональной ответственности надежность больших данных может быть поставлена под сомнение. В заключение подчеркивается, что пригодность больших данных определяется обоснованностью предположений, которые устанавливаются в ходе трансформации неструктурированного массива информации для проведения некоторого количественного измерения. В противном случае, по мнению автора, возможно проникновение в информационное поле потока нестатистической количественной информации в большом объеме, которая может дезинформировать общество и привести органы государственного управления и бизнеса к принятию неверных решений.
The paper shows the need for the development and widespread use of sustainable development indicators for the regions. Drawing on global and Russia's experience, the authors suggest perspective indicators of sustainability for Russian regions and analyze possible approaches to the elaboration of indicators for the regions on the basis of the adaptation of the World Bank adjusted net savings index and the UN Millennium Development Goals. Adequate accounting of indicators, which are currently undervalued or not considered, can lead to the revision of the mediumand long-term goals for regional development.
The paper studies the issues of the thematic content of the UN's Sustainable Development Goals (UN SDGs) (2015) introduction into the vocational education curricula and the transformation of education in terms of the economies of the world achieving sustainability. However, the content of each SDG is quite different from country to country, from region to region. The possibilities for achieving sustainability by African states, and especially the transformation of their teaching systems, differ radically, for example, from the content, capabilities, and expected results in Europe.Since 2005, Russia has been systematically and consistently implementing a system of actions coordinated with the international community, which implies activities on the transformation of the educational standards and curricula towards training professionals ready to work in strict natural resource and financial constraints. This requires a revision of the existing educational technologies, the restructuring of citizens' consciousness, and significant restructuring and technical re-equipment of industrial facilities. It is impossible to achieve that without concerted action on a global scale. That is why the UN proposes the global paradigm "Transforming Our World: the Agenda for Sustainable Development till 2030". The paper also discusses the possibilities of the legislative framework and employers' requirements transformation, as well as the possibilities of education transformation coherent with the SDGs content.The possibilities of non-governmental international educational resources for the SDG ideas spreading (exemplified by the SDSN network) are considered. The necessity of an SDG substantial component introduction in the main guiding documents of the state, including standards for higher vocational education, is shown. The further development of the country in the mentioned direction will be almost impossible without the adequate training of such professionals. ; В работе исследуются вопросы внедрения в учебные программы профессионального образования тематического содержания Целей устойчивого развития (ЦУР) ООН (2015) и трансформации образования с точки зрения достижения устойчивости экономик государств мира. Однако содержательное наполнение каждой ЦУР довольно сильно отличается от страны к стране, от региона к региону. Возможности достижения устойчивости африканскими государствами и особенно трансформация систем обучения в них радикально отличаются, например, от содержательного наполнения, возможностей и ожидаемых результатов в Европе.С 2005 г. Россия планомерно и последовательно внедряет систему согласованных с международным сообществом действий, в рамках которых предусмотрена деятельность по трансформации учебных стандартов, учебных планов для подготовки специалистов, готовых работать в рамках жестких природно-ресурсных и финансовых ограничений. Это требует пересмотра существующих образовательных технологий, перестройки сознания граждан и значительной перестройки и технического перевооружения промышленных объектов. Добиться этого без согласованных действий в глобальном масштабе невозможно. Именно поэтому ООН предлагает согласованную программу действий «Преобразование нашего мира: Повестка дня в области устойчивого развития на период до 2030 года». В статье обсуждаются возможности трансформации законодательной базы, требований работодателей, а также возможности трансформации образования в направлении содержания целей устойчивого развития.Рассмотрены возможности негосударственных международных образовательных ресурсов для скорейшего распространения идей ЦУР (на примере сети SDSN). Показана необходимость внедрения в основные руководящие документы государства, в том числе в образовательные стандарты для высшего профессионального образования, содержательной составляющей Целей устойчивого развития. Без грамотной подготовки таких специалистов движение страны в указанном направлении будет практически невозможно.
The article addresses methodological issues of labour statistics in the context of ongoing work of international organizations, first of all the International Labor Organization (ILO), as well as eff orts of national governments on implementing the system of indicators to monitor progress towards the UN Sustainable Development Goals. The paper shows conceptual approaches of the oldest international organization (that is the ILO) to the development of its statistical base in the 21st century and focusing its activities on the Agenda for Sustainable Development adopted by the UN General Assembly. The paper reviews the ILO centenary history of work on improving social and labour relations and labour statistics. It analyzes the activities of the International Labor Organization related to the development of its statistical base; special attention is paid to the development of a system of indicators to monitor progress in achieving the Sustainable Development Goals. Despite the definite positive changes in in the ILO's work, comparative analysis of recent ILO and World Bank reports revealed unresolved problems in the fields of international standards and labour statistics. Considerable attention has been paid to the main ILO initiatives on improving employment indicators reflected in the content of international conferences of labour statisticians. The role of indicators of decent work was especially highlighted, while the author noted that the very concept of ≪decent work≫, in contrast to the concept of ≪quality of work≫, did not receive sufficient statistical content. The article formulates the need for changes in Russian labour and social statistics in connection with the development of a list of SDG indicators and acute attention that is given to the "international poverty line" and "working poor". It is necessary to bring Russian terminology of statistical indicators of ≪working poor≫ into line with the methodology and terminology of the ILO and the World Bank. ; Статья посвящена организационно-методологическим вопросам статистики труда в контексте проводимой международными организациями, и прежде всего Международной организацией труда (МОТ), а также национальными правительствами работы по внедрению системы показателей для мониторинга достижения Целей устойчивого развития ООН (ЦУР). В работе определены концептуальные подходы старейшей международной организации - МОТ к развитию своей статистической базы в XXI веке и ориентации ее деятельности на Повестку дня в области устойчивого развития, принятую Генеральной ассамблеей ООН. Отмечается роль МОТ в течение столетнего периода ее существования в совершенствовании социально-трудовых отношений и статистики труда. Дана характеристика деятельности МОТ по развитию ее статистической базы, особое внимание уделяется подготовке системы показателей для наблюдения за прогрессом в достижении Целей устойчивого развития. Несмотря на значительные положительные изменения в работе МОТ, на основе сравнительного анализа докладов МОТ и Всемирного банка выявлены нерешенные проблемы в области международных стандартов, в том числе в сфере статистики труда. Значительное внимание уделено основным начинаниям МОТ, направленным на совершенствование показателей в области занятости и отраженным в содержании международных конференций статистиков труда. Подчеркнута роль в информационном обеспечении реализации социальных программ индикаторов достойного труда, при этом отмечено, что сама концепция ≪достойного труда≫ в отличие от понятия ≪качества труда≫, по мнению автора, не получила адекватной статистической интерпретации. В статье обоснована актуальность усовершенствований в российской статистике труда и социальной статистике в связи с разработкой перечня показателей ЦУР и повышенным вниманием к таким индикаторам, как ≪международная черта бедности≫ и ≪работающие бедные≫. Отмечена необходимость приведения методологии оценки статистического показателя ≪работающие бедные≫ в соответствие со стандартами МОТ и Всемирного банка.
The modern global civilization is at the stage of the formation of the information society. This work is devoted to the analysis of the role of education in achieving the goals of sustainable development, in socio-economic development, its features during the period of information transformation of society, and key principles that contribute to solving the challenges of our time.
In the present period numerous crises mean that coming up with new pathways for the development of humanity, and forming new models of the economy, represent increasingly urgent tasks. An important cause of the present crisis situation has been the keeping of the economic mainstream within the framework of the traditional paradigm of economic growth, together with a lack of attention to environmental and social factors. In this context, the idea of sustainable development can act as a shared platform for a great deal of practical and theoretical research. According to resolutions of the United Nations, this concept provides a consensus paradigm for the development of humanity in the twenty-first century. A fundamentally important element in the evolution of sustainable development has been its transformation from a broad humanitarian concept in the 1990s to a structurally formed strategy in the 2010s, a strategy with its own clearly defined social, environmental and economic goals, tasks and indicators. This article examines the main pathways for a transition to sustainable development, along with the related environmental and economic priorities. Special attention is devoted to quantifying sustainability, and in particular, to the goals of sustainable development, as well as to a critique of the traditional development indicators that support unsustainable tracks of development. Along with analysis of the ineffectiveness of state mechanisms and the market, emphasis is placed on the problem of externalities (outside effects), whose uncertain character multiplies the difficulties of carrying through the transition to sustainability. Among the social problems singled out for discussion is inequality, as an important obstacle to this transition. There is an obvious need to include the concept of sustainable development, in one form or another, in strategic documents for the development of Russia.
Статья посвящена созданию эффективной институциональной системы устойчивого развития как важнейшему вопросу современной научной, политической и общественной повестки. Парадигма устойчивого развития была единодушно принята мировой общественностью несколько десятилетий назад, но тем не менее ни одна страна мира, в том числе и Россия, на сегодняшний день неимеет эффективной технологии достижения соответствующих целей. В статье раскрыто содержание термина устойчивое развитие, описаны предпосылки и краткая история формирования концепции устойчивого развития, выявлены основные проблемы практической реализации инструментов политики отдельных стран, в том числе России, по достижению целей устойчивого развития. Авторы проводят краткий анализ современных национальных стратегических документов по устойчивому развитию, разрабатывают рекомендации по применению инновационных подходов к реализации целей устойчивого развития в России, а также по обеспечению эффективных институциональных условий их практического осуществления. Особое внимание при этом уделяется кардинальной смене ценностной парадигмы общественного сознания, адекватному нормативно-правовому обеспечению и разработке комплексных индикаторов и критериев устойчивого развития. ; The article is devoted to the creation of an effective institutional system for sustainable development as the most important issue of the modern scientific, political and public agenda. Sustainable development paradigm was adopted by the world community by general consent several decades ago, but nevertheless not a single country in the world, including Russia, has an efficient technology to achieve the corresponding goals today. The article reveals the content of the definition sustainable development, describes the preconditions and a brief history of the operationalization of the sustainable development concept, identifies the main problems of the practical implementation of different countries policy instruments, including Russia, to achieve sustainable development goals. The authors conduct a brief analysis of modern national strategic documents on sustainable development, elaborate recommendations for the innovative approaches application to the sustainable development goals implementation in Russia, as well as for ensuring effective institutional conditions for their practical implementation. At the same time, special note taken of a radical change in the value paradigm of public consciousness, adequate regulatory support and the development of composite indicators and criteria for sustainable development.

The purpose of the article is to construct an up-to-date research methodology which will allow to examine territories within the context of sustainable development issues. Sustainable development of socio-economic and natural systems in its entirety is impossible without a comprehensive consideration of key factors and conditions that affect the state and prospects for their development, and without a targeted impact on these factors and conditions. The main result of the study is the adaptation of the methodology to the study of sustainable development of territories with different economic specialization and growth potential. A successful solution to this task is impossible without the development and consistent application of the research methodology, adequate to the goals and tasks set, to the current situation and the long-term trends in the development of nature and society. The results of our research suggest the solution of applied socio-economic tasks for the development of territories (subjects of the Russian Federation, small and medium-sized cities) to improve the quality of life and sustainable economic growth.
The global economic crisis caused by the COVID-19 pandemic has forced us to look at development issues in a new way. As a result, many decision-makers have realized the importance of rebuilding economies with a sustainable development approach that involves investing not in fossil fuels but in renewable energies, reforestation, sustainable food systems, and cyclical, local and low-carbon economies. In this connection, the article considers food sharing as one of the possible mechanisms contributing to the achievement of sustainable development goals and at the same time being an anti-crisis management tool. At the same time, this article gives directly the goals in the field of sustainable development, the state of affairs in the field of achieving the set goals in modern realities, the measures taken at the international level and in Russia, the essence of food sharing is also revealed, examples of foreign practices are given, problems that impede development are identified of food sharing in Russia, possible options for their solutions are proposed and promising results after its implementation are reflected, as well as a table with the effect of food sharing on specific goals of sustainable development has been compiled by the generalization method. This article can be useful to people interested in the rational use of food, businesses in order to restructure business processes to meet the requirements of the modern economy and government officials for timely and effective adoption of measures in the field of sustainable development. ; Глобальный экономический кризис, вызванный пандемией COVID-19, заставил посмотреть на вопросы развития субъектов рыночной экономики по-новому. В результате менеджмент многих компаний, принимающий решения, осознал важность восстановления экономик с учетом принципов устойчивого развития, которые предполагают инвестирование не в ископаемое топливо, а в возобновляемые источники энергии, восстановление лесов, устойчивые системы обеспечения продовольствием, а также в циклическую, локальную и низкоуглеродную экономику. В связи с этим в качестве одного из возможных механизмов, способствующих достижению целей устойчивого развития и одновременно являющихся инструментом антикризисного управления, в настоящем исследовании рассматривается фудшеринг. Вместе с тем в статье приведен комплекс целей в области устойчивого развития, рассматриваются состояние дел в области достижения поставленных целей в современных реалиях, меры, предпринимаемые на международном уровне и в России, кроме того, раскрыта сущность фудшеринга, приведены примеры зарубежных практик, обозначены проблемы, затрудняющие развитие фудшеринга в России, предложены возможные варианты их решения и отражены перспективные результаты после его внедрения, а также путем метода обобщения составлена таблица с влиянием фудшеринга на конкретные цели устойчивого развития. Результаты настоящего исследования могут быть полезны лицам, заинтересованным в рациональном использовании продуктов питания, бизнесу - в целях перестройки бизнес-процессов для удовлетворения требований современной экономики и представителям органов государственной власти - для своевременного и эффективного принятия мер в целях обеспечения устойчивого развития российской экономики.
The problem of increasing anthropogenic pressure on the biosphere is considered in the framework of ideas about the carrying capacity of the ecosystem. The possibility of giving an exact definition of the carrying capacity is discussed, the concept of its one-dimensional projection is introduced, and examples of one-dimensional projections are given. In relation to the biosphere, they relate, in particular, to the limits of growth. The traditional definition of the concept "sustainable development" is criticized, this definition is associated with the ideology of the consumer society. The features of the perception of environmental issues by the mass consciousness in a consumer society are described. Extensions of the notion "environment" and a new approach to the interpretation of the notion "sustainable development" due to this expansion are considered.
The continuous search for responsible and sustainable practices in the tourism industry paves the way for alternative approaches to tourism development. Tourists need a quality product, local communities need jobs, and business needs profit. To achieve these goals, as well as preserve the results for future generations, it is necessary to consider economic, social, environmental and ethical factors in a tourism planning. All these tasks can be met within the sustainable tourism development concept. The purpose of this study is to address a gap in knowledge by conceptualizing sustainable tourism development as a more holistic economic strategy. Using social capital as a theoretical lens, this paper explores the ways which facilitate sustainable tourism planning. The basic research approaches of social capital in tourism are described with respect to their advantages and disadvantages, as well as the specifics of use for the Russian tourism industry. The future research directions were suggested at the conclusion.
The article is devoted to the problems of defining and implementing national development goals in the system of strategic planning being formed in Russia. The subject of the research is the relevant problems in relation to the period up to 2030 and beyond. In this regard, first, the possibility of expanding the planning horizon in conditions of high uncertainty is considered. Secondly, it is shown that increasing the effectiveness of plans in relation to achieving national goals should be carried out using modern forecasting methods and on the basis of ensuring the realistic planning, continuity of goal setting and structural and logical harmonization of the planning system. Thirdly, using the methods of factor analysis and ranking, an assessment was made of the degree of influence of specific problems on the effectiveness of plans to achieve national goals. Fourthly, directions for solving the most significant problems are outlined.
