The number of people who are in prison are proven at high risk of exposure to the COVID-19 virus. The Government of the Republic of Indonesia has taken various strategic steps to overcome the problem of overcrowding in prison, one of which is by issuing the Regulation of the Minister of Law and Human Rights of the Republic of Indonesia Number 24 of 2021 which regulates the implementation of assimilation policies for prisoners. Polemics in society arise against this policy which focuses only on inmates who are already eligible to be granted assimilation, not to vulnerable groups exposed to COVID-19. If the main focus of this policy is to reduce the spread of COVID-19, then why does the government not consider providing assimilation for inmates who do need health facilities in this pandemic period? This is a problem that until now has attracted controversy in public life. This policy, which is proven to only give rise to recidivists, is also considered contrary to the principles of due process of law and sustainable development goals (SDGs) that should be the focus of the government. To examine and analyze more deeply related to this problem, the authors used normative juridical research methods that are descriptive with, explained the laws and regulations and associated with the object of the study. The authors used primary, secondary and tertiary research materials as a reference in analyzing the polemics of the study. The final result of this study is a proven deviation of the purpose of the enactment of this assimilation that is contrary to the principle of due process of law and not in line with the sustainable development goals (SDGs) because it does not succeed in realizing the welfare of the people as a whole.Jumlah kepadatan orang yang berada dalam lapas dan rutan merupakan sektor-sektor yang berisiko tinggi terpapar virus COVID-19. Pemerintah Republik Indonesia telah melakukan berbagai langkah strategis untuk mengatasi permasalahan overcrowding dalam rutan atau lapas, salah satunya dengan mengeluarkan Peraturan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia Nomor 24 Tahun 2021 yang mengatur terkait pemberlakuan kebijakan asimilasi bagi narapidana. Polemik dalam masyarakat timbul terhadap kebijakan ini yang mirisnya hanya fokus terhadap narapidana yang sudah memenuhi syarat agar dapat diberikan asimilasi, bukan terhadap kelompok rentan terpapar COVID-19. Jika fokus utama kebijakan ini adalah untuk mengurangi angka penyebaran COVID-19, lantas mengapa pemerintah tidak mempertimbangkan pemberian asimilasi bagi narapidana yang memang membutuhkan fasilitas kesehatan di masa pandemi ini? Hal ini merupakan permasalahan yang sampai sekarang menuai kontroversi dalam kehidupan bermasyarakat. Kebijakan ini yang terbukti hanya menimbulkan residivis, juga dianggap bertolak belakang dengan prinsip due process of law dan sustainable development goals (SDGs) yang seharusnya menjadi fokus pemerintah. Untuk meneliti dan menganalisis lebih dalam terkait permasalahan ini, para penulis menggunakan metode penelitian yuridis normatif yang bersifat deskriptif dengan, menjelaskan aturan perundangan dan dikaitkan dengan objek penelitian. Para penulis menggunakan bahan penelitian primer, sekunder dan juga tersier sebagai acuan dalam menganalisis polemik penelitian ini. Hasil akhir penelitian ini adalah terbuktinya penyimpangan tujuan diberlakukannya asimilasi ini yang bertolak belakang dengan prinsip due process of law serta tidak sejalan dengan sustainable development goals (SDGs) karena tidak berhasil mewujudkan kesejahteraan rakyat secara menyeluruh.

Indonesia is one of the countries affected by the COVID-19 pandemic. This pandemic has caused global countries to experience a decline in the index for sustainable development goals. Indonesia and other countries have committed to meeting sustainable development goals in infrastructure, industry, and innovation (SDGs 9). This study aims to explore the implementation of SDGs 9 during the COVID-19 pandemic. This study applied a qualitative approach in describing the results of the study. The study results disclosed that before the COVID-19 pandemic hit, the achievement of SDGs 9 still had to be accelerated. When COVID-19 hit, the achievement of SDGs 9 decreased. In addition, the pandemic has reduced the availability of funds for various sectors because the government must focus on the health sector and efforts to mitigate COVID-19. As a result, there was a decrease in the budget for the implications of the SDGs. Over the past five years, innovations in infrastructure have continued to be carried out to support accessibility, mobility, integration and connectivity between regions in Indonesia, especially Eastern Indonesia, the smallest islands, the foremost and outermost islands of Indonesia. Connectivity also aims to support industrial sectors that benefit GDP and create massive jobs.

Sustainable Development Goals (SDGs) have the main goal of directing the development of education to the eighth goal. Normatively, Indonesia already has a set of regulations regulating the right to education for children. However, Indonesia is still faced with various problems regarding street children, including those faced by the Batam City government in fulfilling the right to education for street children. The purpose of this study is first, to analyze the effectiveness of fulfilling the right to education for street children in Batam City. Second, to analyze and deepen the constraints faced by Batam City in fulfilling the education rights of street children. In this research, Soerjono Soekanto's theory of legal effectiveness was used. The research method used in this research is juridical empirical. Based on the research results, it was found that the local government of Batam City has not been effective in fulfilling the right to education for street children with several obstacles such as low parental knowledge and low family economy of street children. Die Agenda 2030 der UN mit ihren 17 globalen Nachhaltigkeitszielen (Sustainable Development Goals, SDGs) ist auf globaler und nationaler Ebene der massgebliche Orientierungsrahmen für Nachhaltigkeitspolitik. Aufgrund ihrer Kompetenzen in vielen Politikfeldern, die für die SDGs von Bedeutung sind, spielen die Kantone eine zentrale Rolle bei der Umsetzung der Agenda 2030 und der SDGs in der Schweiz. Bislang ist wenig darüber bekannt, ob und wie die Kantone die Agenda 2030 und die SDGs umsetzen und die damit verbundenen Herausforderungen und Chancen bewältigen. Daher wurde an der Universität Basel im Rahmen eines vom Schweizerischen Nationalfonds geförderten Forschungsprojekts eine Umfrage zum Stand der Umsetzung der Agenda 2030 und der SDGs in Kantonsverwaltungen durchgeführt. Das Ziel der Umfrage besteht darin, einen möglichst umfassenden Überblick über Bekanntheit, Stellenwert und Aktivitäten zur Umsetzung der Agenda 2030 und der SDGs bzw. entsprechender Nachhaltigkeitsthemen in kantonalen Verwaltungen zu gewinnen. Zudem wurde abgefragt, wie die Umsetzung der SDGs gestärkt werden kann. Die Online-Umfrage wurde zwischen Sommer und Herbst 2021 durchgeführt und richtete sich an alle kantonalen Amtsleiter*innen. Von den insgesamt 1003 angeschriebenen Verwaltungsstellen nahmen 397 teil (Antwortrate: 40%). Die Umfrage dokumentiert eine hohe Bekanntheit und Relevanz von Nachhaltigkeit und der SDGs. Die Hälfte der Amtsleiter*innen kennt die SDGs und fast alle Ämter (94%) geben an, das Nachhaltigkeitsthemen oder SDGs relevant sind. Insbesondere die SDGs 5 (Bildung), 12 (Nachhaltige/r Konsum und Produktion), 13 (Massnahmen zum Klimaschutz) sowie 17 (Partnerschaften zur Erreichung der Ziele) sind für die Arbeit der Ämter relevant. The new autonomous regions have been seen as a burden because many have not developed into areas that can build inclusive societies. The upstream area of the Mahakam River in 2013 bring forth a new autonomous region called the Mahakam Ulu Districts, and the study aims to describe development planning in the region. This research adopts a descriptive qualitative approach using secondary data. The research results show that the newly autonomous region of Mahakam Ulu Districts is a breath of fresh air for the people of the ideals of equitable development in their regions. Development planning has also upheld the SDGs' goals; this can be seen from the programs that have been carried out, aiming to bring the Mahakam Ulu District prosperity and justice. The transformation of the values contained in the pillars of the SDGs has also felt to be present in the annual priority programs that have been carried out by Mahakam Ulu Districts, including in terms of social development, environmental development, economic development, and legal and governance development which continue to be pursued by all parties upstream of the Mahakam River, Mahakam Ulu Districts.

The notion of Fourth Industrial Revulution(4IR) and Sustainable Development Goals (SDGs) are concurrent. Both are global issue which are equally important to each and evry country and interconnected in many ways. This study is qualitative and performed both content and contextual analysis (Silverman, 1993) to address how the 4IR could contribute and/or restrain to achieve the SDGs, particularly in Bangladesh. The papers were first sorted and further scrutinized to identify the links between 4IR and the SDGs. That Paper revealed that 4IR is a great enabler to achieve SDGs, outweighing the negatives of 4IR. Further research could quantitatively address the nexus between SDGs and 4IR further to draw specific research implications. It is also suggested to consider a particular country and/or industry for looking closely. Hopefully, the study will be proven useful for decision-makers of businesses and governments to understand and adopt the right strategies to attain SDGs and exploit 4IR.

The poverty reduction indicator in SDGs also includes small-scale fisheries community groups. Small-scale fisheries' poverty can be measured by income, expenditure, and income, converted to minimum living consumption and village welfare standards. These research aims to study of fisherman income, and welfare level as an indicator of poverty status. The research was conducted at the fisheries landing port in the Sunda Strait during 2019 to collect fisheries data covering production, operational cost, and household expenditure costs. The results showed that most ship crew fishers and ship captains (74%) were poor. Only 26% of the fishermen lived in no poverty status; however, all fishermen classified as high and medium welfare levels from the welfare indicator. Reducing poverty status (period 2020-2030) to be null (zero poverty) should be gradual with a yearly target. According to SDGs target, it needs comprehensive efforts to reduce poverty within ten years, with an average reduction of 7% per year until 2030. It means the government should implement the fishermen's poverty reduction as part of the national development target.

Governments have different levels of commitment to the SDGs, reflected in the SDG index, which shows the compliance of each country, detailing each score by SDG. The Global Entrepreneurship Monitor reports show the advances of global entrepreneurship in various countries, while the Global Competitiveness Report shows their competitiveness. This analysis was based on environmental, social, and economic outcomes of SDGs from the SDG index 2018. We also evaluated data from the Global Competitiveness Report 2018 and the Global Entrepreneurship Monitor report 2018. A partial least-squares structural-equation-modeling technical analysis was used. It was found that social SDGs (0.796) and environmental SDGs (0.196) had a positive influence on economic SDGs; also, economic SDGs had a positive influence on the continuation of entrepreneurship (0.590) and competitiveness (0.918). The model explained 34.8% of the continuation of entrepreneurship and 84.3% of that of competitiveness. The outcomes of the bootstrapping test were used to evaluate whether the path coefficients were significant. This information can help governments and organizations to recognize the impact of support and promote compliance with SDGs and the continuation of entrepreneurship and competitiveness. Moreover, this information provides the means to analyze the influence of open innovation in accomplishing the SDGs faster. The study's novelty is the use of the PLS-SEM technique to analyze these worldwide indicators.

This paper examines the extent to which effective and constructive involvement of Youth in development processes can enhance the attainment of Agenda 2063 and Sustainable Development Goals (SDGs) 2030 in Nigeria. The paper adopts Gabriel Almond's structural-functionalism as a framework of analysis. Using majorly documentary sources of data the paper contends that given their energy, youth constitute a critical stakeholder in African development agenda. They serve as object and subject of political socialization, aggregation and articulation; complement and supplement the effort of government in rural development by undertaking self-help projects; protect the environment etc. The paper identifies bad governance, poverty, unemployment, lack of access to data and information on issues that affect Youth, armed conflicts, girl child discrimination, etc as hindrances to effective and constructive Youth participation in development processes in Africa, especially Nigeria. The paper concludes that attainment of Agenda 2063 and SDGs 2030in Nigeria depends essentially on the extent to which deliberate policy initiatives are not evolved by government to eliminate the factors that prevent youth from participating meaningfully in decision making and implementation especially on matters that affect them. The paper recommends good governance, increased girl child education, provision of social and economic infrastructure to enable youth practice the skills acquired through vocational skill training, increased access to data and information on issues that affect youth etc, as measures that can enhance youth participation and the attainment of Agenda 2063and SDGs 2030.

Pangandaran Regency conducts geotourism activities in thiskarst landscape area. This karst landscape needs to be protected by the local government because ecological functions are useful for life and have high scientific value for education. Geotourism in Pangandaran Regency faces constraints due to local regulations that have not been synchronized with the establishment of the karst landscape so there is a need for legal studies to realize sustainable development in this area. The research method used is normative juridical research based on secondary data in the form of primary legal materials and secondary legal materials related to the karst landscape in Pangandaran Regency. The result of the study show that out of sync and out of harmony Regulation of Regional Spatial Regional Regulation of Pangandaran Regency Number 3 of 2018 concerning the Regional Spatial Planning of Pangandaran Regency in 2018-2038 with Ministerial Decree of Energy and Mineral Resources (ESDM) No. 98 K/40/MEM/2019 concerning the Determination of the Pangandaran Karst Landscape Area which will have an impact on the creation of non-optimal use of spatial in accordance with functions of the area. From this study, it can be concluded that the tourism village objects in the karst protected area from the karst function based on the landscape karst area rules are not disturbed must still refer to the principle of environmentally sustainable development that has been regulated by both local and central government.

Sustainable Development Goal 15 deals with "Life on Land." Its nine targets and three means of implementation cover a vast array of environmentally sensitive issues related to land-based renewable natural resources. This paper explores the channels through which trade can address them. Approaches are categorized as mandatory or voluntary. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) has over 40 years' experience in mandatory regulation of trade in nature-based species. CITES has evolved considerably since 1975 to allow sustainable trade as long as it is legal and traceable. Since the international community officially embraced the concept of sustainable use with the Convention on Biological Diversity (CBD) in 1992, other initiatives have promoted international trade in biodiversity-based species. These initiatives nonetheless remain relatively limited. A widespread approach based on a model of voluntary sustainability standards (VSS), which are certified by third parties, has shown phenomenal growth over the past 20 years. But many stakeholders are dissatisfied partly due to less than expected economic benefits, and others are uncertain about the environmental outcomes - as opposed to changes in management practices - for which there is only limited solid evidence. Stakeholders are currently assessing how to improve the situation. Some advocate government involvement, and others wish to leverage large corporations to make transformational changes. The paper proposes a Trade Facilitation Agreement (TFA) for environmentally sensitive products, inspired by the World Trade Organization (WTO) TFA, that would be an "inter-governmental-plus" arrangement bringing together the range of stakeholders currently involved in sustainability standards.

This paper is about the role of local democracy and governance to achieve the sustainable development goals (SDGs). Increased reliance on locally generated revenue, difficulties in managing networks of actors with diverse goals and objectives, imperfect flow of information, and trust deficit in stakeholders pose major challenges to achieving SDGs locally. By doing a systematic review of the recent literature on decentralisation with examples from different local governments, the paper outlines ways in which these challenges could be addressed. The paper also highlights the need for enhancing local leadership capabilities and demarcation of responsibilities among local politicians and bureaucrats, a point missed in the SDG agenda.

Abstrak Pendidikan dasar menjadi fondasi utama dalam mencetak Sumber Daya Manusia (SDM) yang unggul dan mumpuni demi menunjang pembangunan dan pertumbuhan suatu negara. Tujuan Pembangunan Berkelanjutan (Sustainable Development Goals/SDGs) yang diadopsi oleh Perserikatan Bangsa-Bangsa (PBB) dari hasil Pertemuan Agenda Pembangunan 2030 di Majelis Umum pada tahun 2015, menjadi tumpuan negara-negara untuk berkembang sesuai apa yang disetujui dalam SDGs, termasuk dalam bidang pendidikan (Tujuan Nomor 4), yang mengamanatkan negara-negara anggota untuk menyelenggarakan pendidikan yang berkualitas, terjangkau, dan mendukung perkembangan SDM. Artikel ini memuat analisis bagaimana Indonesia sejauh ini telah menyelenggarakan pendidikan dasar nasional melalui politik hukum, membahas mengenai permasalahan yang ditemukan dari penyelenggaraan tersebut, dan bagaimana seharusnya Indonesia mengimplementasikan politik hukum pendidikan dasar demi mencapai Tujuan Pembangunan Berkelanjutan. Abstract Primary education is the main foundation to produce the best out of Human Resources in order to support development and growth of a state. Sustainable Development Goals (SDGs) adopted by United Nations (UN) as a result of the 2030 Development Agenda in the General Assembly circa 2015, becomes the benchmark by states to develop in accordance to the agreed goals on the SDGs, including the development of education (Goal no. 4), that constitutes member states to organise quality and accessible education, that also supports human development. This article contains analysis on how Indonesia have organised the national primary education so far through legal policy, explains the problems encountered from the operation, and how Indonesia suppose to implement their legal policy on primary education to achieve Sustainable Development Goals. Communities and countries around the world are gearing up efforts to implement the 2030 Agenda goals and targets. In this paper, the water and migration scenarios are explained with a focus on Sustainable Development Goals (SDGs) 6 (water-related), 11 (urbanization), and 16 (peace and political stability). The study has two phases. The first phase illustrates the application of geospatial data and tools to assess the water-migration interlinkages (nexus) by employing a case study approach. Three case studies, Lake Chad, the Aral Sea region, and the Nile Delta, representing various geographic and socio-political settings, were selected to perform the multitemporal analysis. For this analysis, a mixed toolset framework that combined algorithmic functions of digital image processing, the Landsat sensor data, and applied a geographic information system (GIS) platform was adopted. How water-related events directly or indirectly trigger human migration is described using spatial indicators such as water spread and the extent of urban sprawl. Additionally, the geospatial outputs were analyzed in tandem with the climate variables such as temperature, precipitation data, and socio-economic variables such as population trends and migration patterns. Overall, the three case studies examined how water and climate crisis scenarios influence migration at a local and regional scale. The second phase showcases global-scale analysis based on the Global Conflict Risk Index (GCRI). This indicator reflects on the risks and conflicts with environmental, social, and political aspects and comments on the connection of these dimensions with migration. Together, the two phases of this paper provide an understanding ofthe interplay of water-related events on migration by applying the geospatial assessment and a proxy global index. Additionally, the paper reiterates that such an understanding can serve to establish facts and create evidence to inform sustainable development planning and decision making, particularly with regard to SDGs 6, 11, and 16. Targets such as 6.4 (managing water stress), 6.5 (transboundary challenges) and, 11.B (adaptation and resilience planning) can benefit from the knowledge generated by this geospatial exercise. For example, the high GCRI values for the African region speak to SDG targets 11.B (integrated policies/plans) and 16.7 (decision support systems for peaceful societies). Two key highlights from the synthesis: (a) migration and urbanization are closely interconnected, and (b) the impact of water and climate crisis is comparatively high for rural-urban migration due to the considerable dependence of rural communities on nature-based livelihoods. In conclusion, geospatial analysis is an important tool to study the interlinkages between water and migration. The paper presents a novel perspective toward widening the scope of remote sensing data and GIS toward the implementation of the SDG Agenda.
