Sosyal sermaye ve sürdürülebı̇lı̇r kalkınma: Ab üyesı̇ ülkeler ı̇çı̇n bı̇r analı̇z ; Social capıital and sustainable development: An analysis regarding Eu member states
Toplumdaki kişiler ve kurumlar arasında karşılıklı güvene dayalı olarak gerçekleşen ilişkilerin ekonomik faaliyetlere yansıması biçiminde tanımlanabilen sosyal sermaye, bu anlamıyla sürdürülebilir kalkınma ile yakından ilgilidir. Sürdürülebilir kalkınma, bir toplumun bugünkü gereksinimlerini karşılarken, gelecek kuşakların gereksinimlerini karşılayabilmesi için gerekli kaynakları tüketmeden, kaynakları kullanması biçiminde tanımlanabilir. Bu tanımlamaya göre bugünkü ihtiyaçlarını karşılayan bugünkü toplum, gelecekteki toplumun kullanabileceği kaynak miktarı üzerinde etkili olmaktadır. Bu nedenle bu çalışmanın amacı, Türkiye de dâhil AB üyesi ülkelerde, sosyal sermayenin sürdürülebilir kalkınma üzerindeki etkisini analiz etmektir. 2009-2015 yıllarını kapsayan dönem için GEKK (Genelleştirilmiş En Küçük Kareler) yöntemiyle ede edilen tahmin sonuçlarına göre, Türkiye ve AB üyesi ülkelerde sosyal sermaye düzeyindeki artış sürdürülebilir kalkınma üzerinde pozitif yönlü bir etkiye sahiptir. Buna göre AB üyesi ülkelerde sosyal sermayenin artması sürdürülebilir kalkınma düzeyini arttırmaktadır. Sonuç olarak Türkiye ve AB üyesi ülkelerde sosyal sermaye düzeyini yükseltecek politikaların hayata geçirilmesinin yanı sıra, şehirleşme oranı ve ticari açıklık düzeyinin arttırılması sürdürülebilir kalkınma düzeyinin yükselmesine katkı yapacaktır. ; Social capital, which can be defined as the reflection of relations based on mutual trust between individuals and organizations in the society on economic activities, is in this sense closely related to sustainable development. Sustainable development can be defined as the process whereby when the society uses today's resources for meeting its needs it does so in a way that does not deny future generations the ability to meet their own needs. According to this definition, when meeting its today's needs, today's society must have an impact on the amount of resources that future generations will be using. The purpose of this study, therefore, is to analyze the impact of social capital on sustainable development in EU member countries, including Turkey. According to the results of estimates obtained for the period 2009-2015 based on the GOLS (Generalized Least Squares) method, the increase in the level of social capital in Turkey and EU member states possesses a positive impact over sustainable development. According to this, the increase of social capital in EU member states is increasing the level of sustainable development. To sum up, in addition to the implementation of policies that would increase social capital in Turkey ad EU countries, the increase in the rate of urbanization and the level of trade openness would contribute to the increase in the level of sustainable development.
