Fundamentos del desarrollo sostenible ; Foundations of sustainable development
Este documento pretende contribuir al debate y esclarecimiento sobre el Desarrollo Sustentable. No hay sector en el mundo que no hable del Desarrollo Sustentable, pero muy pocos entienden lo que realmente propone éste. De esto se aprovechan en forma reiterada los países capitalistas y sus representantes en los diferentes sectores. Los neoliberales también hablan de Desarrollo Sostenible; pero, ¿son consecuentes con sus principios económicos?, ¿la visión antropocéntrica propone realmente el Desarrollo Sostenible? ¿En gobiernos que están bajo el mandato del FMI y BM se podrán implementar políticas que encaminen al Desarrollo Sostenible? Estas son algunas de las preguntas que vamos a esclarecer en el documento. La crisis ambiental no es un problema reciente. Esto viene aconteciendo desde muchos años atrás. Si en los años setenta la crisis ambiental llevó a proclamar el freno al crecimiento antes de alcanzar el colapso ecológico, en los años noventa la dialéctica de la cuestión ambiental ha producido su negación: hoy el discurso neoliberal afirma la desaparición de la contradicción entre ambiente y crecimiento. Los mecanismos de mercado se convierten en el medio más certero y eficaz para internalizar las condiciones ecológicas y los valores ambientales al proceso de crecimiento económico. En la perspectiva neoliberal, los problemas ecológicos no surgen como resultado de la acumulación de capital, ni por fallas del mercado, sino por no haber asignado derechos de propiedad y precios a los bienes comunes. Una vez establecido lo anterior, las clarividentes leyes del mercado se encargarían de ajustar los desequilibrios ecológicos y las diferencias sociales: la equidad y la sustentabilidad. El discurso dominante busca promover el crecimiento económico sostenido, negando las condiciones ecológicas y termodinámicas que establecen límites a la apropiación y transformación capitalista de la naturaleza. La naturaleza está siendo incorporada así al capital mediante una doble operación: por una parte se intenta internalizar los costos ambientales del progreso; junto con ello, se instrumenta una operación simbólica, un «cálculo de significación» que recodifica al hombre, la cultura y la naturaleza como formas aparentes de una misma esencia: el capital. Así, los procesos ecológicos y simbólicos son reconvertidos en capital natural, humano y cultural, para ser asimilados al proceso de reproducción y expansión del orden económico, reestructurando las condiciones de la producción mediante una gestión económicamente racional del ambiente. De esta manera, la retórica del crecimiento sostenible ha reconvertido el sentido crítico del concepto de ambiente en un discurso voluntarista, proclamando que las políticas neoliberales habrán de conducirnos hacia los objetivos del equilibrio ecológico y la justicia social por la vía más eficaz: el crecimiento económico guiado por el libre mercado. Este discurso promete alcanzar su propósito, sin una fundamentación sobre la capacidad del mercado para dar su justo valor a la naturaleza, para internalizar las externalidades ambientales y disolver las desigualdades sociales; para revertir las leyes de la entropía y actualizar las preferencias de las generaciones futuras. ; This document aims to contribute to the debate and clarification on sustainable development, there is no sector in the world that does not speak of the importance of this topic, but very few understand what it really proposes. Capitalist countries and their representatives in different sectors repeatedly take advantage of this. Neoliberals also speak of sustainable development; But, are they consistent with its economic principles? Does the anthropocentric vision really propose sustainable development? In governments that are under the mandate of the IMF and WB, will policies that aim at sustainable development be implemented? These are some of the questions that we are going to clarify in the document. The environmental crisis is not a recent problem. This has been going on for many years. If in the 1970s the environmental crisis led to proclaiming the brake on growth before reaching ecological collapse, in the 1990s the dialectic of the environmental question has produced its negation: today the neoliberal discourse affirms the disappearance of the contradiction between environment and increase. Market mechanisms become the most accurate and effective way to internalize ecological conditions and environmental values in the process of economic growth. In the neoliberal perspective, ecological problems do not arise as a result of capital accumulation, nor due to market failures, but because of not having assigned property rights and prices to common goods. Once this was established, the clairvoyant laws of the market would be in charge of adjusting ecological imbalances and social differences: equity and sustainability. The dominant discourse seeks to promote sustained economic growth, denying the ecological and thermodynamic conditions that set limits to the capitalist appropriation and transformation of nature. Nature is thus being incorporated into capital through a double operation: on the one hand, an attempt is made to internalize the environmental costs of progress; Along with this, a symbolic operation is implemented, a "calculation of significance" that recodes man, culture and nature as apparent forms of the same essence: capital. Thus, the ecological and symbolic processes are converted into natural, human and cultural capital, to be assimilated to the process of reproduction and expansion of the economic order, restructuring the conditions of production through economically rational management of the environment. In this way, the rhetoric of sustainable growth has turned the critical sense of the concept of environment into a voluntarist discourse, proclaiming that neoliberal policies must lead us towards the objectives of ecological balance and social justice by the most effective means: economic growth. guided by the free market. This discourse promises to achieve its purpose, without a foundation on the market's capacity to give its fair value to nature, to internalize environmental externalities and dissolve social inequalities; to reverse the laws of entropy and update the preferences of future generations.

Desarrollo sustentable: fundamentos, perspectivas y limitaciones (Sustainable development: fundamentals, prespectives & limitations)
Se explican la filosofía, las nociones y los conceptos fundamentales del desarrollo sustentable, y enfatizan los desastres socioeconómicos, políticos e ecológicos que amenazan seriamente a la humanidad entera. Contrastan las diferencias abismales entre los países desarrollados y los país pobres y en vía de desarrollo. Se mencionan los intentos fallidos del ser humano conciente desde 1972 (la Declaración de Estocolmo) al tratar de buscar salidas a los problemas ambientales y enfatizan los intereses de los conglomerados superpoderosos como obstáculos al progreso del desarrollo sustentable. Se mencionan los indicadores de sustentabilidad y también los índices con énfasis sobre la estimación de los factores de educación, salud, pobreza, medioambiente e ecología. Se define el concepto de la biodiversidad y los modelos matemáticos de uso actual para su estimación. The basic philosophy, notions and concepts of sustainable development are laid out and the socioeconomic, political and ecological disasters that threaten the entire humanity are stressed. The huge differences among the developed, poor and developping countries are cotrasted. The failed intents of the conciencious man, since the Declaration of Stockholm (1972), in search of solutions to the environmental problems are pointed out, and the interests of the superpower conglomerates as a hinderance to the advancement of the sustainable development are mentioned. The indices of the sustainable development are mentioned with a particular emphasis on the estimation of some factors such as the education, health, poverty, the enviroment and the ecology. The concept of biodiversity is defined and the current mathematical models for its estimation are noted.

El artículo señala como un modelo de desarrollo económico sostenible en el que se incorporen algunos elementos que replanteen los paradigmas económicos vigentes desde la revolución neoclásica de finales del siglo pasado puede ser de gran utilidad para orientar las políticas y acciones gubernamentales y empresariales hacia un uso adecuado de los recursos naturales, entre estos, el petróleo. It contributes to the understanding of the concept of sustainable development. First, referring to a global political context existing economic in the second half of this century. Then develops a theoretical framework for the meaning and the different approaches related to sustainable development. From this, it raises agendas to realize and move towards this type of development, which emphasize the local level as a solid starting point. Shows the case of the city of Curitiba, with proper planning and sustainable management recognized. ; Se contribuye a la comprensión de un concepto recurrente en el campo profesional, académico y político, como es el Desarrollo Sustentable. Se pretende aclarar el significado del Desarrollo Sustentable, situarlo en un contexto, entender el proceso gestacional e ilustrar con un ejemplo latinoamericano. En primer lugar, se hace referencia a un contexto global político económico existente en la segunda mitad del presente siglo. Luego se elabora un marco teórico de referencia para conocer el significado y los diferentes enfoques asociados al Desarrollo Sustentable. A partir de ello, se plantean agendas para concretar y avanzar hacia esta modalidad de desarrollo, las cuales enfatizan el nivel local como sólido punto de partida. Se muestra un caso de planificación y gestión sustentable mundialmente reconocido, la ciudad de Curitiba.

The educational management and environmental education are essential elements in the framework of sustainable development. In this paper identifies the theoretical aspects of education management and education, necessary for the development of this research. It was assumed for this, the research methodology from the documentary review articles in refereed journals in physical and electronic works of literature aimed at the grade and subject studied. With the aim of understanding that environmental education is one way to reach the consciousness of the participants and gain values to act in a manner consistent with the local environment. Similarly, environmental soundness, is a conceptual strategy that guides the conduct of environmental purposes. Where, sustainable development, enabling each person responsible for the least environmental impact, have the opportunity to redirect the momentum, and to develop alternative processes that affect the deterioration of generating a new model of sustainable civilization appliqué and the economic, social , politics and ethics in this way to characterize the true human progress. ; La gerencia educativa y la educación ambiental constituyen elementos esenciales en el marco del desarrollo sostenible. En el presente trabajo se identifican desde el plano teórico los aspectos de la gerencia educativa y la educación ambiental, necesarios para el desarrollo de esta investigación. Se asumió para ello, la metodología de investigación documental a partir de la revisión de artículos en revistas arbitradas, en físico y electrónico, trabajos de grado y bibliografía tendente al tema estudiado. Con la finalidad de hacer comprender que la educación ambiental es una vía para llegar a la consciencia de los participantes y adquirir valores para actuar de forma coherente con el entorno local. Asimismo, la racionalidad ambiental, constituye una estrategia conceptual que orienta la realización de propósitos ambientales. Donde, el desarrollo sostenible permita a cada habitante responsabilizarse por impactar menos el medio ambiente; tener la oportunidad de redireccionar la dinámica planetaria, y desarrollar alternativas que incidan en los procesos de deterioro generando un nuevo modelo de civilización sostenible y apalanque las dimensiones económica, social, política y ética caracterizando de esta forma el verdadero progreso humano.

In this work I will present the concept of sustainable development and the guidelines that must be followed to achieve it, the functions of the State, the legislative function of the Congress of the Republic as well as the functions of the Work Commissions. In addition to exposing the main objectives, activities and roles according to the work plan for the 2002-2003 period of the Environment and Ecology Commission. Finally, with the topic of legislation as a tool to promote the rational and sustainable use of natural resources within the framework of Peru's environmental strategy. Sustainable development is a concept that has been developing in recent decades. It implies the integrated management of natural resources through the application of efficient policies that allow a balance between development and conservation taking into account the needs of present and future generations. ; En este trabajo presentaré el concepto de desarrollo sostenible y los lineamientos que deben seguirse para lograrlo, las funciones del Estado, la función legislativa del Congreso de la República así como las funciones de las Comisiones de Trabajo. Ademas de exponer los principales objetivos, actividades y los roles según el plan de trabajo para el periodo 2002-2003 de la Comisión de Ambiente y Ecología. Finalmente, con el tema de la legislación como herramienta para promover el uso racional y sostenible de los recursos naturales dentro del marco de la estrategia ambiental del Perú. El desarrollo sostenible es un concepto que se ha venido desarrollando en las últimas décadas. The habitat II Conference -The City Summit-held in Istanbul (Turkey) in June 1996 adopted the Habitat Agenda -a Global Plan of Action to improve living conditions on a sustainable basis for all people in a rapidly urbanising world -, The Conference broke new gro und on two fronts: (1) in brokering partnerships between governments at all levels and all major groups of civil society; and (2) in recognising the critical contribution of cities and civic society in achieving the twin goals of shelter for all and sustainable human settlements. Cities are already becoming as important if not more important than nations as front-line actors in global trade and investment. As centres of production and consumption, they are the engines of economic growth and development. They are also centres of excellence in education, research and development, the application of new technologies, the loci of cultural expression and social vitality. Cities, however, are also plagued by social, economic and environmental problems. Crime, poverty, unemployment, congestion, waste and the degradation of the natural environment are some of the most visible signs of these problems. The Habitat Agenda recognises that these problems are rapidly becoming universal and that they cannot be effectively addressed by governments, cities, communities or the private sector alone. They require partnerships to harness the human, technical and financial resources to devise and implement innovative solutions. Design of an sustainable-development synthetic index and its implementation to the EU ; Diseño de un índice sintético de desarrollo sostenible y aplicación a la Unión Europea
[EN] This article establishes the methodological foundations by designing a global synthetic index of sustainable development which fulfils three conditions: it adapts to the principles of Pressure - State - Response, it adopts the mandates established in Local Agenda 21 and adapts to the four components or basic dimensions of sustainability: institutional, environmental, economic and social. The synthetic index is constructed using the aforesaid methodology and based on the calculations of 78 variables, 37 sub-indicators and 13 indicators, gathered the latter in the previously mentioned four dimensions and subsequently applying this index to the EU countries. ; [ES] En el presente artículo se establecen las bases metodológicas y se diseña un índice sintético global de desarrollo sostenible que cumple tres condiciones: se adapta a los principios de Presión - Estado - Respuesta, adopta los mandatos de la Agenda 21 Local y se adecúa a los cuatro componentes o dimensiones básicas de la sostenibilidad: institucional, medioambiental, económica y social. Ecoeconomy and sustainable development as principal concepts of a serious proposal for Perú ; Ecoeconomía y desarrollo sostenible como conceptos centrales para una propuesta seria al Perú
The forcefulness of the facts has shown an unquestionable truth: the life on Earth is sustained by a limited quantity of energy that is produced by organisms like the green plants. It is urgent to put into practice measures that assure the maintenance of at least such a quantity of energy. The growing deforestation rate and contamination (pollution), as by-products of the "modernity", allows us to watch the seriously committed humanity's future, not being necessary to wait to the generation of our children to appreciate their negative effects. In the beginning of the XXI century we already live them and inclusive we can even quantify them. It will be necessary to decide what to make in order to avoid one of the biggest ecological disasters: the asphyxia of the planet. The only formulas that can to avoid this outcome lie within the concept of Eco-Development or Sustainable Development, inspiring in the most revolutionary ideas in State philosophy—Eco-Economy. Here we offer some fundamental precepts on which Ecoeconomy is based, and we point out the dangers of not acting quickly enough according to their advice in countries that possess an enormous magnitude of biological diversity as the Peru (which is one of the top ten recognized worldwide). For Sustainable Development purposes, being megadiverse condition in a world of globalized markets amounts to an enormous strength, that can generate —provided there is a political will— an inexhaustible source of potentialities and opportunities, which could enable the country to reach significant and growing levels of benefits in the short, medium and long term. ; La contundencia de los hechos ha mostrado una verdad indiscutible: la vida en la Tierra se sustenta en una cantidad limitada de energía que producen organismos como las plantas verdes. Resulta por ello más urgente que nunca poner en práctica medidas que aseguren el mantenimiento —cuando menos— de tal cantidad de energía. La creciente tasa de deforestación y contaminación (polución), como producto de la "modernidad", permite avizorar un futuro de la humanidad seriamente comprometido y no es necesario siquiera esperar a la generación de nuestros hijos para apreciar sus negativos efectos. A inicios del siglo XXI ya los vivimos e inclusive los podemos cuantificar. Habrá que decidir qué hacer para evitar uno de los mayores desastres ecológicos: la asfixia del planeta. Las únicas fórmulas capaces de evitar este desenlace se encontrarían dentro de lo que involucra el concepto de Ecodesarrollo o Desarrollo Sostenible, inspirador de la forma más revolucionaria de filosofía de Estado, la Ecoeconomía. Aquí se ofrecen algunos preceptos fundamentales en los que se sustentan y se hacen notar los peligros de no actuar rápidamente según su consejo en países que como el Perú poseen una enorme magnitud de diversidad biológica (ocupa uno de los primeros lugares entre diez que son mundialmente reconocidos). Por esta característica nuestro país es considerado megadiverso. Para propósitos de Desarrollo Sostenible, la condición de megadiverso en un mundo donde existe una globalización del mercado se considera una enorme fortaleza, capaz de generar —si existe decisión política— una fuente inagotable de potencialidades y oportunidades, que permitirá al país alcanzar significativos y crecientes niveles de bienestar en el corto, mediano y largo plazo.

The Definition of a Theoretical Framework to Understand the Concept of Sustainable Development ; Definición de un marco teórico para comprender el concepto del desarrollo sustentable
This paper arises from the current need for understanding a concept such as Sustainable Development which is been applied to the professional, academic and political field. Therefore, what paper intends is to introduce the conceptual meaning of Sustainable Development, to set the context, to understand process evolution and to draw with a Latin American classic example. To do that, this article is organized as follow: first it is mentioned a global economic policy context in the second half of the century. After that it is made a theoretical framework to know the meaning and different emphasis related to Sustainable Development. From this viewpoint, it is showed agendas to advance to this way of development, which highlight local level as a solid ground to start. Finally it is showed a well know planning and management case study, the Curitiba city. ; Dado el actual requerimiento por comprender un concepto tan recurrente en el campo profesional, académico y político como es el desarrollo sustentable, es que ocurre la elaboración de este artículo. Por tanto lo que se pretende entregar es el significado conceptual del desarrollo sustentable, situarlo en un contexto, entender el proceso gestacional e ilustrar con algún ejemplo clásico latinoamericano. Para este fin el artículo se organiza de la siguiente manera: en primer lugar se hace referencia a un contexto global político económico existente en la segunda mitad del presente siglo.
