The paper analyzes the strategic documents that the Government Serbia adopted in the period from 2008 through 2011, from the point of the extent to which basic ideas and principles of sustainable development are present in those strategies. By adopting the National Strategy for Sustainable Development in 2008 the Republic of Serbia has accepted that sustainable development becomes its permanent development orientation and of course one of the prerequisites for entry into the family of modern European states. However, given the symbolist, traditional and declarative approach to the concept of sustainable development, it can be established that most the adopted strategic documents, that is, national strategies are not essentially, but only formally, in line with the National Strategy for Sustainable Development. The reasons are certainly found in the fact that the state, that is, the administrative structure, did not understand the essence of sustainable development and the opportunities it provides. Although the idea of sustainable development should be approached from a critical standpoint, there is no doubt that by its political ignorance in the politics of the Serbian government it loses the necessary and costly time needed to strengthen the process of modernization and ecologisation of the society in Serbia.
Sustainable development is a developmental concept that takes into account the economic, the environmental, and the social dimension of development. The modem approach to the concept of sustainable development implies acknowledgement of new dimensions or pillars of development. The subject of this paper is the institutional dimension as the fourth dimension of sustainable development. The path to sustainable development requires interconnectedness, harmonization, and coordination of different dimensions of development. Institutionally, new principles or concepts are necessary to improve the functioning of the various institutions and actors involved in the process of achieving the goals of sustainable development. The aim of this paper is to indicate that economic, ecological, and social development based on sustainability requires institutional support as a complementary and necessary dimension.
The paper offers a critical analysis of the strategic framework for long-term economic development of Serbia, of the role of strategic development in the success of the transition process, and the consequences of the lack of a development strategy. The strategy of long-term economic development of Serbia, as a programe intended to designate the economic and development policy of the state, is analysed with the aim of finding an acceptable formulation of development strategy. The authors consider various approaches and propose a strategy for Serbia in the period of transition towards market economy. They also point out that, in the period of transition from a government-planned towards a market economy, strategy should be given greater importance in period that do not represent turning points, because of the greater possibility of incorrect policy making, potential conflicts of interest groups, reaching sustainable development, and maximizing prosperity. The authors take into account the advantages and disadvantages of the radical and of the gradualist approach to transition and propose formulating a development strategy that would contain combined elements of plan and market mechanism. They believe that the process of transition lacks a clear development strategy, and that the quality of the existing development strategy of Serbia until 2010 is such it cannot be understood as a serious approach to the transition issue. Slobodan protok roba, usluga, ljudi i kapitala, razvoj informacione i komunikacione tehnologije, učinili su da lokalni problemi postanu globalni. Finansijska kriza 2007. godine vrlo brzo je postala globalna. Pandemija kovida-19 izazvala je svetsku zdravstvenu krizu, koja je ubrzo prerasla u ekonomsku, uz pretnju da postane i društvena kriza. Makroekonomski troškovi pandemije ogledaju se u padu bruto domaćeg proizvoda (GDP), rastu nezaposlenosti, povećanju fiskalne i eksterne neravnoteže. Fiskalna politika je u svim zemljama bila okosnica ekonomske politike u borbi protiv posledica pandemije. Ono što se sa sigurnošću može reći je da je šok pandemije pogodio ekonomiju i sa strane agregatne tražnje i sa strane agregatne ponude. U radu pokušavamo da sagledamo kako je pandemija delovala na privrede zemalja Zapadnog Balkana, sa kolikim privrednim padom su se suočile u 2020. godini. U radu takođe analiziramo koliko su javni sektor, zdravstvo i obrazovanje bili efikasni u borbi protiv posledica pandemije. ; The free flow of goods, services, people and capital, and the development of information and communication technology have all made local problems global. The 2007 financial crisis very quickly became global. The COVID-19 pandemic caused a worldwide health crisis, which quickly became an economic one, with threats of becoming a social one as well. The macroeconomic costs of the pandemic are visible in the form of shrinking GDP, the rise of unemployment, as well as fiscal and external imbalance. In all countries fiscal policy was the cornerstone of economic policy in the fight against the consequences of the pandemic. What we can say for certain is that the shock of the pandemic hit the economy both from the aspect of aggregate demand, as well as aggregate supply. In this paper we take a look at how the pandemic affected the economies of the Western Balkan countries, and the scale of the economic downturn they will face in 2020. We will also analyze how effective the public sector, the medical system, and education have been in the fight against the consequences of the pandemic.
Sustainable development is a globally recognized multi-dimensional concept which takes into account the three basic dimensions of development: economic, environmental and social. This concept is incorporated in the development of modern models of strategy of economic, social and environmental development. The road to achieving sustainable development is associated with a number of uncertainties and requires interconnection, harmonization and coordination of different dimensions of development. It is particularly important to the development of each dimension is given equal importance. This is in practice very difficult to achieve and there is always a trade-off or a dimension of sustainable development is given more or less importance. Contemporary approaches to the concept of sustainable development representing the existence of new dimensions of development. There is a view that the institutional dimension is the fourth dimension of sustainable development. Thus, this paper will point out that the economic, environmental and social development on the basis of sustainability, institutional support is complementary and necessary dimension. Rural development policy is an important part of development policy of many countries. One of the important issues in development policy in many countries is the integration of sustainable development policy and rural development policy. For the realization of sustainable rural development requires a strategic framework to identify available resources and define priorities and guidelines for further development with respect to economic, environmental t and social dimensions of sustainable development. Important in the conduct of such a policy and implementation strategy is an adequate institutional framework. To manage the institutional dimension of sustainable rural development is necessary to coordinate a number of activities in the fields of economic, environmental and social policies at the national level, and align them with international policy and development program. In order to realize progress in rural development policy requires a strategic framework to identify available resources and define priorities and guidelines for further development with respect to economic, environmental and social dimensions of sustainable development. Of importance in this paper is carried out a comparative analysis of rural development strategies aimed at positioning Serbia compared to some countries in the European Union and South East Europe and to point out the critical elements of designing and implementing this strategy. Consideration of the institutional framework, as an important dimension of sustainable development, should assist in the coordination of activities and cooperation of various institutions in order to ensure the achievement of development goals. Good institutional arrangements should provide all necessary support for the creation and implementation of policies and strategies for sustainable rural development.
The aim of this paper is to investigate the directions of changes in the Common Agricultural Policy of the European Union for the period from 2021 to 2027. For the Republic of Serbia, as a candidate country for membership, it is important to monitor the changes that are taking place within the European agricultural policy. Analyzing the available literature and regulations of the European Commission, the authors look at the essence of the Common Agricultural Policy reforms in the upcoming seven-year period, with special reference to the aims, planned financial framework, "greening" of the CAP, as well as implementation of measures in rural development policy segment. Insisting on ecologically sustainable development of agriculture, along with greater institutional authority of the member states, are the key ideas that will guide the Common Agricultural Policy in the upcoming period.
After the economic crisis of 2008, the degree of economic and environmental impact has increased. Challenges encountered by enterprises ranges from fulfilling the legal obligations of integral prevention and pollution control to the adaptation of the environmental management system in order to successfully apply the ISO 14001 standard. Companies face problems arising from soil pollution, climate change and legislation. Companies must take into account the successful management of sustainable development and social responsibility. To date, the basic responsibility of the company is to create profits for the owners of the company. However, including "social aspects", it emphasizes the participation of other stakeholders. The subject of research in this paper focuses on realizing the situation in terms of company's readiness to fulfill legal obligations for integrated pollution prevention and the application of appropriate environmental management standards. The main objective of this paper is to indicate the opportunities that companies have in favor of effective environmental management through cost reduction and cost savings achieved through efficient waste and energy recycling initiatives. Considering the fact that waste management is inappropriate, it can cause numerous consequences for the population and the environment, work for the welfare of the public, management and employees in enterprises, academic researchers and the general public is expected. The contribution of this paper is to expand the literature in this field and to the need to implement an appropriate management concept for integrated environmental management and prevention in order to successfully manage sustainable development. ; Posle ekonomske krize 2008. godine, stepen ekonomskih i ekoloških uticaja je povećan. Izazovi sa kojima se susreću poduzeća kreću se od ispunjavanja zakonskih obaveza integralnog sprečavanja i kontrole zagađenja do prilagođavanja sistema upravlјanja zaštitom životne sredine kako bi se uspješno primijenio standard ISO 14001. Preduzeća se suočavaju sa problemima koji proizlaze iz zagađenja zemlјišta, klimatskih promena i zakonodavstva. Preduzeća moraju voditi računa o uspešnom upravlјanju sa održivim razvojem i društvenom odgovornošću. Do danas je osnovna odgovornost preduzeća stvaranje profita za vlasnike preduzeća. Međutim, uklјučujući i "socijalne aspekte" naglašava učešće drugih zainteresovanih strana (Hopkins, M. 2004). Predmet istraživanja u ovom radu fokusira se na sagledavanje stvarne situacije u smislu spremnosti preduzeća da ispune zakonske obaveze za integriranu prevenciju zagađenja i primenu odgovarajućih standarda za upravlјanje životnom sredinom. Glavni cilј ovog rada je ukazati na mogućnosti koje preduzeća imaju u korist efektivnog upravlјanja životnom sredinom kroz mogućnosti smanjenja troškova i uštede troškova postignutih kroz efikasne inicijative za reciklažu otpada i energije. S obzirom na činjenicu da je upravlјanje otpadomne prikladno, može izazvati brojne posledice na stanovništvo i životnu sredinu, očekuje se rad za dobrobit javnosti, menadžmenta i zaposlenih u preduzećima, akademskih istraživača i šire javnosti. Doprinos ovog rada sastoji se u proširenju literature u ovoj oblasti i na neophodnost primene odgovarajućeg koncepta upravlјanja za integrisano upravlјanje i sprečavanje zagađenja životne sredine kako bi se uspešno upravlјalo održivim razvojem.
The concept of sustainable development is faced with great interest both in theory, by scientific researchers, and in practice, by managers and policy makers in many countries. Given the fact that humanity has no 'spare planet' to live on and that the deterioration of the climatic conditions is a global issue, promoting sustainable production and consumption becomes the activity that is in focus of many actors. The paper analyzes the activities - of consumers, companies and government, as three key actors. Each of them is important in promoting the idea of sustainability, with the ability for substantiation of synergetic effect. Concrete examples advocate that thesis, while having the concept of consumer society not opposed to the aim of preserving the planet. Consumption is the driver of production and without open spiral of these two processes there is no development of society at all. The point is in a qualitative step from production and consumption of material goods that have a negative impact on the limited resources of the planet, towards those that have a positive one.
In the essence, the problem of eco-economic (economic and environmental) development is reduced to the problem of choosing concrete protection mechanisms and measurement heights achieved economic, and environmental, social and institutional (sustainable) development. This opens up the question of measuring the economic problems, but also each other prosperity of society, because they set goals, benchmarks and parameters to be taken into account are different, depending on what needs to be done measuring the degree of development. This mechanism of measuring economic development, set 30-s of the 20 th century, more and more often is criticized modern economists such as Joseph Stiglitz, who report that in the modern global business development of the country should be measured by a broader set of indicators. For these reasons, the European Commission in cooperation with the European Parliament, the OECD, the Club of Rome and the World Wide Fund (WWF), in 2007. organized International Conference - Beyond GDP Conference. In this sense, in addition to GDP, significant measures have been introduced for economic development and other indicators of well-known as an Enlarged GDP. The aim of this paper is to present the fundamental differences between GDP and GDP Enlarged indicators in calculation methodology that takes into consideration and certain other elements apart from consumption, investment and export levels. .
Ekološke i klimatske promene na planeti postoje koliko i sama planeta, a čovek se od svog postanka prilagođavao ovim promenama. Jedan od načina adaptacije jesu migracije stanovništva u potrazi za hranom, boljim uslovima života i prijatnijim vremenskim uslovima za život. Posebnu pažnju u poslednjoj deceniji izazivaju takozvane ekološke izbeglice. Faktori sredine su oduvek pokretači ljudskih kretanja, a sa porastom svesti o promenama koje se dešavaju u prirodnoj sredini i aktuelnog problema klimatskih promena povećalo se interesovanje za moguće obrasce po kojima će se odvijati kretanja u budućnosti. U ovoj doktorskoj disertaciji ćemo se baviti uzrocima nastanka ekoloških katastrofa, njihovim političkim, ali i drugim posledicama. Takođe ćemo proučiti migracije stanovništva koje nastaju pod uticajem ekoloških katastrofa. Uticaj čoveka na promenu uslova života vrlo je veliki, a stepen uticaja se povišavao zajedno sa razvojem civilizacije, kako u pozitivnom tako i u negativnom smislu. Čovek je uspeo da veliki deo prirode vremenom potčini svojim potrebama, što je dovelo i do kumulativnog efekta u vidu neželjenih posledica za životnu sredinu u formi prirodnih i tehnološki prouzrokovanih katastrofa. Uvodna razmatranja u doktorskoj disertaciji biće posvećena globalnom problemu zagađenja životne sredine, ekološkim katastrofama okvirno i problemu migracija, a u prvom delu će biti razrađen metodološki okvir po kojem će se odvijati istraživanje. Drugi deo teze odnosiće se na teorijski okvir istraživanja, sa akcentom na pojmovnom definisanju ekoloških katastrofa uopšte, njihovim potencijalnim uzrocima i posledicama kroz istoriju čovečanstva, kao i uticaju ekoloških katastrofa na pokretanje migracije stanovništva. Treći deo doktorske teze obuhvataće problem miigracija, teorijsko određenje, komparativnu analizu uslova pod kojima su nastale najveće migracije pokrenute ekološkim katastrofama u svetu, političke, socijalne, kulturalne i ekonomske posledice kakve su nastupile u zemljama koje su naselili ljudi izbegli sa tih područja. Četvrti deo ove teze odnosiće se na pripremljenost Evrope za slučaj iznenadne ekološke katastrofe, sa akcentom na empirijskom istraživanju uticaja trenutne krize sa izbeglicama iz severne Afrike, na Evropu kao krajnje odredište ljudi koji napuštaju svoje domove zbog nemogućih uslova za život, politiku koju sprovodi Evropska unija prema izbeglicama; nastale i očekivane političke, socijalne, ekonomske i kulturološke posledice ove tzv. "migrantske krize". Dobijeni podaci će se analizirati i poslužiti u izvođenju zaključaka iz rezultata empirijskog istraživanja. U petom delu ćemo razmatrati uslove pod kojima može doći do pojave konflikta na teritoriji koju naseljavaju imigranti. Šesti deo će sadržati predlog modela za rešavanje tekuće migrantske krize, a sedmi će sadržati istraživanje o tome koliko je javnost uopšte upoznata sa terminologijom i problemima kojima se bavimo u ovoj doktorskoj disertaciji, kao i odnosu javnosti prema trenutnoj situaciji sa migrantima. U osmom delu biće izneta sistematizovana zaključna razmatranja o onome što smo utvrdili i šta smo postigli izradom ove teze. ; Environmental and climate change on the Earth is as old as the planet itself, but the man from its inception adapted to these changes. One way of adapting to these changes is the migration of people in search of food, better living conditions and pleasant weather circumstances for life. A special attention in the last decade has been devoted to so-called environmental refugees. Environmental factors have always triggered human movement, with increasing awareness of the changes that occur in the natural environment and the current problems of climate change, which has increased interest in possible patterns of movement that will take place in the future. In this doctoral thesis we deal with the causes of ecological disasters, but also their political and other consequences. We will also study the migration of population that occured under the influence of environmental disasters. The impact of man on the changing conditions of life is high and the degree of influence has evolved along with the development of civilization, both in a positive and in a negative way. The man managed to a large part of nature eventually submit to its needs, which led to a cumulative effect in the form of adverse consequences for the environment in the form of natural and technological disasters. Preliminary thoughts in this doctoral dissertation will be devoted to the global problem of environmental pollution, ecological disasters framework, and the problem of migration, and in part one the methodological framework will be worked out according to which the research will take place. The second part of the thesis refers to the theoretical framework of research with emphasis on the conceptual definition of ecological disasters in general, their potential causes, and consequences throughout the history of mankind, as well as the impact of environmental disasters on the launch of the migration of the population. The third part of the doctoral thesis will include migration problem, theoretical determination, a comparative analysis of the conditions under which they incurred the largest migration initiated environmental disasters in the world, political, social, cultural and economic consequences that followed in countries that are settled people fled from those areas. The fourth part of this thesis will relate to the preparation of Europe in case of sudden environmental disasters, with an emphasis on empirical study of the impact of the current crisis with refugees from the Northern Africa to Europe as the final destination of people who leave their homes because of the impossible conditions of life, the policy implemented by the European Union for refugees; incurred and expected political, social, economic and cultural consequences of this so-called "Migrant crisis". The data will be analyzed and used in the performance of drawing conclusions from the results of empirical research. In the fifth section, we discuss the conditions under which a conflict may occur on the territory inhabited by immigrants. The sixth part will contain a model for resolving the current crisis, migrant, a seventh part will include research abou how much the general public is familiar with the terminology and the problems we deal with in this dissertation, as well as public attitudes towards the current situation with migrants. In the eighth part there will be presented systematized concluding observations about what we have established and what we have achieved by doing this thesis.
U radu se razmatra ekološko obrazovanje u Srbiji, kroz analizu trenutnog stanja, ukazivanje na ključne probleme u ovoj oblasti i moguće pravce daljeg razvoja. U prvom delu rada dat je prikaz razvoja ekološkog obrazovanja u našoj zemlji sa naglaskom na ključne faze u ovom procesu. Put razvoja ekološkog obrazovanja u Srbiji kretao se od izrazitog antropocentrizma i antagonizma između čoveka i prirode, preko umerenog antropocentrizma sa primesama ekoncentrizma, do dominantnog ekocentrizma. Primetno je da razvoj ekološkog obrazovanja u našoj zemlji kasni bar jednu deceniju u odnosu na društvene okolnosti, što otvara brojne implikacije za obrazovni sistem i društvo u celini. Kada je u pitanju nastavni proces, analiza stanja pokazuje pomake koji su učinjeni implementiranjem novih sadržaja iz oblasti ekologije i održivog razvoja u postojeće predmete, kao i uvođenjem izbornih predmeta koji se odnose na ekološko obrazovanje. Pomaci su učinjeni i u domenu vannastavnih aktivnosti koje su obogaćene sadržajima iz oblasti ekologije, kao i u okviru obrazovnih politika škola, uvođenjem posebnih rubrika u školske programe kojima se definišu planirane aktivnosti iz ove oblasti. U drugom delu rada napravljen je osvrt na ključne probleme do kojih se došlo analizom postojećeg stanja u oblasti ekološkog obrazovanja. Kao največi problem izdvaja se primetni jaz između usvojenog znanja iz oblasti ekologije i individualnog delovanja pojedinca u svakodnevnom životu u pravcu očuvanja životne sredine. Pored toga, u nastavi se još uvek u nedovoljnoj meri primenjuju interdisciplinarni pristup i projektna nastava zasnovana na istraživanju čiji je doprinos u učenju ekoloških sadržaja potvrđen u nalazima brojnih istraživanja. U trećem delu rada date su preporuke za dalji razvoj ekološkog obrazovanja u našoj zemlji koje se prevashodno odnose na način učenja ekoloških sadržaja u okviru škole i koje imaju važne implikacije za kreatore obrazovnih politika, lidere u školama i praktičare. Na prvom mestu, škole bi trebalo da budu usmerene na stvaranje mogućnosti za istinski, receptivni i refleksivni odnos učenika sa prirodom. To bi značilo da se u procesu učenja ekoloških sadržaja primene pristupi čiji je uspeh već potvrđen, poput interdisciplinarnog pristupa i projektne nastave. Ostvarivanju ovog cilja pomoglo bi i intenziviranje vannastavnih aktivnosti kroz unapređivanje već postojećih (ekskurzije, nastava u prirodi) kao i uvođenjem novih, na primer ekoloških kampova i drugih organizovanih aktivnosti u prirodi koje podrazumevaju veću angažovanost učenika. Na taj način bi bilo omogućeno da se znanja stečena u nastavi povežu sa neposrednim iskustvom u prirodi. Time bi se podigao kvalitet dobijenih znanja iz ove oblasti, a ostvario bi se i pozitivan uticaj na voljni i emocionalni aspekt ličnosti učenika, što bi vodilo ka njihovoj većoj svesti o potrebi zaštite životne sredine, kao i njihovoj većoj participaciji u konkretnim aktivnostima koje se tiču očuvanja prirode i njenih resursa. Na kraju, ukazano je na važnost finansijskog aspekta, pa se kao preporuka za obrazovnu politiku ističe da su potrebna veća ulaganja kako bi škole mogle dobijena sredstva da iskoriste za podizanje svojih kapaciteta u oblasti ekološkog obrazovanja, obogaćivanje nastavnih resursa, kao i za obučavanje nastavnog kadra. ; The paper deliberates environmental education in Serbia by analysing the current situation, pointing to key problems in this area and potential trends of further development. The first part of the paper is an overview of environmental education development in our country with an emphasis on key stages in this process. The developmental path of environmental education in Serbia has unfolded from strong anthropocentrism and antagonism between the man and nature, through moderate anthropocentrism with hints of ecocentrism, to dominant ecocentrism. It is obvious that development of environmental education in our country is at least a decade late vis-à-vis social circumstances, which opens a number of implications for education system and overall society. With regard to teaching process, the current situation analysis reveals the progress made by implementing new contents from the fields of ecology and sustainable development in the existing subjects, as well as by introducing elective courses related to environmental education. The progress has also been made in terms of extracurricular activities that have been enriched with ecology contents, as well as within educational policies of schools by introducing special sections in the school curricula that define planned activities in this field. The second part of the paper focuses on the key issues arising from the analysis of current situation in environmental education. The greatest problem is an apparent gap between acquired ecology knowledge and the individual's actions in everyday life regarding environmental protection. In addition, the interdisciplinary approach and research-based project teaching whose contribution to learning the environmental contents has been acknowledged by results of numerous studies are still not adequately applied in teaching. The third part of the paper provides recommendations for further development of environmental education in our country. They primarily refer to the way environmental education is taught in school and have important implications for education policy makers, school leaders and practitioners. Primarily, the schools should aim at creating opportunities for genuine, receptive and reflective relationship of students with nature. This would mean using already validated approaches to learning of environmental contents, such as interdisciplinary approach and project-based teaching. Intensifying the extracurricular activities through improvement of already existing activities (excursions, outdoor classes) and introduction of new ones, for example eco-camps and other organized outdoor activities involving a greater student engagement, would also help in achieving this goal. In this way the correlation between the classroom-obtained knowledge and immediate experience in nature would be enabled. This would improve the quality of knowledge from this field, and have a positive effect on wilful and emotional aspect of students' personality. This would also lead to their greater awareness of the need for environmental protection, as well as their greater participation in particular activities related to conservation of nature and its resources. Finally, the importance of financial aspect is underlined and the recommendation for education policy refers to requirement for greater investments. In this way, the schools could use the received funds for increasing their environmental education capacities, improving the teaching resources and training the teaching staff. ; Zbornik rezimea / 24.
