Résumé La Norvège constitue le cas d'un précurseur qui devient ensuite un acteur secondaire et réfractaire. Il n'y a pour l'instant aucun débat public en cous sur le développement durable. Et si l'on en trouve des éléments, la dimension environnementale demeure dominante. Le changement climatique reste l'enjeu central. En dépit de ce nouveau contexte politique et d'objectifs nouveaux et ambitieux (par exemple que la Norvège devienne neutre en matière d'émission de carbone pour 2030), et malgré le fait que la Norvège dispose d'un important potentiel en termes de production et d'exportation d'énergies renouvelables en Europe, on trouve peu d'information sur de nouveaux changements politiques substantiels sur le plan sectoriel.

Résumé Le principe du développement durable fut introduit dans le système légal polonais quand fut adoptée la constitution de la république polonaise en 1997. Paradoxalement, en Pologne – dans un des rares pays ayant introduit le concept de développement durable au niveau constitutionnel – il est difficile d'y trouver une référence dans le débat politique. La Stratégie nationale de développement durable de Pologne 2025, n'a pas trouvé de réponse dans la société, et ne semble plus en mémoire pour personne. Le citoyen moyen ne connaît pas le concept de développement durable, ou n'a qu'une vague notion de celui-ci, ne l'identifiant qu'exclusivement avec la protection de l'environnement. La solution aux problèmes sociaux (le marché du travail, l'éducation, la santé, l'égalité des sexes, etc.) n'est de toute façon pas associée au développement durable, et il n'existe aucun engagement à réaliser les objectifs à une échelle globale.

Résumé Le développement durable semble aujourd'hui clairement défini en tant que concept et dans ses implications politiques. Son usage dans les discours politiques s'est multiplié au fil des années, à un point tel que certains n'hésitent pas à abuser de l'adjectif « durable », sans renoncer au dogme productiviste. L'analyse de discours de référence des institutions de l'Union européenne sur le développement durable montre que l'évolution du concept lui-même a fait évoluer le processus au niveau des institutions européennes depuis la première stratégie définie au Conseil européen de Göteborg (juin 2001). Cependant, si le concept a pénétré les discours des institutions, sa traduction opérationnelle et l'adaptation des structures organisationnelles apparaissent extrêmement lentes et souvent très partielles. On est loin d'une refonte du fonctionnement général en fonction de ce qui est annoncé comme une priorité politique, y compris dans les 3 principaux domaines concernés: économique, social et environnemental. Mais la cohérence du discours avec la pratique se vérifie dans la partie émergée de l'iceberg de la Commission, où la coordination et la supervision du développement durable ont été confiées au Secrétariat général en liaison directe avec le Président de la Commission.
Indicators are still at the heart of the debate on 'sustainable development' (SD), whatever the level or stance taken. However, initiatives of 'indicators for sustainable development' (ISD) cannot be related to a well-defined object. Facing this heterogeneity, an analysis of the uses and impacts of ISD in decision- and policy-making situations appears to be a necessity. Consequently, the present thesis focalises on the discussion and analysis of the characteristics of ISD-initiatives that are influencing the usability of ISD in decision situations? At a secondary level, the thesis identifies of a key which allows to read and analyse these characteristics, i.e. the usability-profile of ISD-processes, with respect to the configuration of the decision situation. A discussion of the mechanics of decision-making processes and the handling of information within these, identifies that the utilisation of assessments in policy-making can be apprehended with three different characteristics: legitimacy, credibility and salience (L,C,S). Applied to the context of ISD, legitimacy refers to the perception of the policy-actors of the procedural fairness, credibility to the perception of the scientific soundness and salience to the perception of stakeholder- and policy-relevance. A discussion of alternative and existing utilisation-analyses of ISD shows that the L,C,S-framework has sufficient depth and width to figure as a potential, overarching framework of ISD-characteristics. Simultaneously, the confrontation of the L,C,S-framework with the issue domain of SD, as well as a translation of L,C,S on the level of ISD-initiatives, shows that a secondary level of analysis is necessary. The linkages between an L,C,S-based analysis of the usability-profiles of ISD, the principles of SD and the policy making processes can be identified to be best discussed at the level of the institutionalisation of ISD, i.e. the 'institutional embeddedness' of 'soft' information-processes for SD-management into public decision-making culture. The enclosing of the Moroccan Sahara results from the inversion and old situation. Indeed, during a very long time, the area was a way of passage, a platform in the south of Morocco. In testify the Tran-Saharan commercial routes, which were the main transportation routes back in time, like the goal of integration of the area in the country and compared to western Africa. It is with the economic crisis, and even a political crisis causing a fold on itself of this area until 1975.Since Sahara belongs to Morocco, it still profits a considerable public effort to carry out its opening-up and its economic insertion within the country. Massive investments carried out by the State give to the area the structuring which it missed. Which are the aspects of the Sahara development? Which role played the State in this development? The intervention of the State contributes to bring effective solutions to the problem of the opening-up of this surrounding space?

Résumé En Suède, le terme de « développement durable » est bien connu et est souvent utilisé comme leitmotiv dans diverses parties de la société. Depuis la Conférence sur l'environnement et le développement à Rio en 1992, le développement durable est devenu de plus en plus indispensable aux débats politiques et est même devenu un argument crucial dans les décisions managériales du secteur privé. En raison de la tradition de consensus politique de la Suède et du grand investissement des groupes d'intérêt dans la prise de décision politique, l'idée de développement durable comme concept politique global est arrivée sur un terrain fertile.
