The establishment on 1st of July 2017 of the first metropolitan union in Poland in Silesian conurbation opens new development opportunities to Silesia Region. In this way, two principal obstacles for sustainable development of this metropolitan area have been taken down, such as the lack of "metropolitan law" and the shortage of additional sources of funding for its activities. The Silesian metropolitan union has both, but would it be enough for efficient and integrated management of the metropolitan union composed of 41 non‑uniform territorial units? According to the author's assumption, the success of the project of forming Upper Silesian and Zagłębie Metropolis will depend chiefly on nonformal and non‑financial factors connected with the level of social capital of local political decision makers, the degree of confidence and consensuality in their relations. In order to analyze these factors, the author refers to the results of qualitative and quantitative research, identifying former structures and projects of municipal cooperation but also presenting the opinions of city counselors and mayors about the evaluation, priorities and perspectives of their cooperation.
First of all, the paper explains the meaning of climate sustainability and the parallel understanding of the category of sustainable development in the EU as a concept of total decarbonization of the economy. Secondly, it shows a great impact of Europe 2020 strategy and the latest package 2.0 for the period to 2030 on the Polish industry and society, due to the specific structure of energy balance and high costs of climate change mitigation. Thirdly, the paper shows the possibilities of the technological change in the energy sector in a broad sense that led to the low-emission economy and at the same time which are feasible and economically acceptable. Apart from renewables, energy efficiency, coal substitution to gas and cogeneration, a few efficient technologies exist which are a climate 'rescue' being consistent with the low-emission economy as well as securing minimum prospects for coal. Although the possibilities of CO2 reductions in the process of coal combustion are especially limited, moderate chances can be seen in the conversion process of coal to gaseous and solid forms.

As stated in the treaties, the EU's external action objectives are to preserve peace, prevent conflicts and strengthen international security and also to foster the sustainable economic, social and environmental development of developing countries, with the primary aim of eradicating poverty. The primary objective of the EU's development policy is the reduction and, in the long term, the eradication of poverty, but development policy also addresses sustainable development, inequalities, social injustice and human rights violations. This is essential in addressing the root causes of insecurity and conflict. The EU may use the Common Foreign and Security Policy and the Common Security and Defence Policy missions outside its territory for peacekeeping, conflict prevention and strengthening international security. The need for mutually reinforcing interventions in the areas of security and development is clear. The EU has consistently underlined that security is a precondition for development and that without development and poverty eradication there will be nosustainable peace. Creating and fostering the political, social and economic conditions for stability is essential for a country's security and a prerequisite for its development. This security development nexus is central to maximising the effectiveness of the EU's external action. Current security capacity building efforts in partner countries span across a number of policy areas. They call on different instruments and focus on building effective, legitimate and sustainable institutions, including effective justice and security sectors, border control and coast guards. Capacity building activities include access to international instruments, political dialogue, technical cooperation (including joint research and innovation), training (knowledge transfer and skills development) and the provision of essential equipment and material. Training in the security sector seeks to improve a partner's ability to ensure stability and the protection of citizens.

Artykuł obejmuje charakterystykę podstawowych zasad związanych ze zorganizowaniem podmiotów władzy wykonawczej i ich zadań w szczególnej, nowej sferze ustawowo określonej jako "prowadzenie polityki rozwoju". Podkreśla się przede wszystkim normatywny sposób ujęcia tej powinności publicznej jako "zespołu wzajemnie powiązanych działań podejmowanych i realizowanych w celu zapewnienia trwałego i zrównoważonego rozwoju kraju, spójności społeczno-gospodarczej, regionalnej i przestrzennej, podnoszenia konkurencyjności gospodarki oraz tworzenia nowych miejsc pracy w skali krajowej, regionalnej lub lokalnej", przy jednoczesnym szerokim zakreśleniu podmiotów prowadzenia tej polityki. Istotne jest, że fundamentem kształtowania prawnych relacji pomiędzy podmiotami prowadzenia polityki rozwoju: Radą Ministrów, samorządem województwa oraz samorządem powiatowym i gminnym, są konstytucyjne podstawy ustroju terytorialnego państwa. W opracowaniu podkreśla się, że konstytucyjna zasada decentralizacji władzy publicznej wyznacza organizację prowadzenia polityki rozwoju, i to zarówno od strony podmiotowej (organizacja struktury), jak i proceduralnej, w tym prawnych form współdziałania (organizacja działania). Sposób prowadzenia polityki rozwoju – jako ustawowo określonej powinności władzy publicznej ‒ na zasadach określonych w ustawie o zasadach prowadzenia polityki rozwoju, oparty na wzajemnie powiązanych działaniach określony został jako "publicznoprawne działania powiązane". Działania te tworzą sieć powiązań i współzależności pomiędzy organami władzy wykonawczej, wyznaczonych celem publicznym prowadzenia polityki rozwoju oraz założeniami ustrojowymi sprawowania władzy w państwie. ; This article provides a characteristic of the basic principles underlying organisation of executive power bodies. Their tasks performed in a new sphere of public life defined as 'conducting a development policy' have been discussed. What has been emphasised is the normative approach to this public duty seen as a set of interconnected actions undertaken and implemented with a view of ensuring a stable and sustainable development of the country, social-economic spatial cohesion at the regional level, enhanced competitiveness of the economy and creation of new jobs at a local and regional level as well as nation-wide. Of essential importance for shaping legal relations between organs of public authority, i.e. the Council of Ministers, self-governing regional authorities and local authorities are the constitutional foundations of the territorial regime of the state. What is also emphasised is that the constitutional principle of decentralised public power determines the manner in which development policy is being organised both in terms of its structure and procedural issues. Implementation of the development policy defined in statute as executing a public duty is based on the principles specified in the Act on the Principles of Conducting Development Policy. They constitute a network of mutual relationships among individual bodies holding executive power called 'interconnected public duties' that are determined by a public goal (development policy) and the political regime adopted for the enforcement of authority in a state.

Poziom bezpieczeństwa energetycznego państwa najlepiej można ocenić rozpoznając rynek w sektorach gazu, ropy naftowej i paliw oraz energii elektrycznej. W celu określenia poziomu bezpieczeństwa energetycznego Polski w 2015 r. w pierwszej kolejności zbadano istotę problemu krajowego rynku energii - przeanalizowano zasoby surowcowe, zapotrzebowanie oraz stan infrastruktury wytwórczej i przesyłowej tych surowców i energii. Następnie rozpoznano główne założenia polityki energetycznej i zaplanowane do realizacji w latach 2010–2015 działania. W dalszej kolejności zweryfikowano poziom wykonania tych założeń odzwierciedlony w rzeczywistych zrealizowanych i obecnie realizowanych działaniach. Tak przeprowadzone badanie pozwoliło, w końcowym efekcie pracy, potwierdzić założoną na wstępie hipotezę, że rząd Polski w latach 2010-2015 realizował i obecnie dalej realizuje planową politykę, która mimo pewnych opóźnień, prowadzi do zrównoważonego rozwoju oraz wzrostu bezpieczeństwa energetycznego i gospodarczego Polski. ; The level of national energy security can be rated by studying gas, oil, fuel and electricity markets. In order to estimate the level of Polish energy security in 2015, at first the essence of the national energy market problems was examined in the terms of the state of resources, demand, the condition of energy generation and distribution infrastructure. Next, the main principles of the energy policy and actions scheduled for 2010-2015 were analyzed. This analysis was followed by estimations of the extent at which these goals and plans had been met; it was done by analyzing the actions actually being performed and already completed. The research allowed to confirm the hypothesis put forward at the beginning of the paper that in 2010-2015 the Polish government had accomplished and still was performing the coherent policy which, despite some delays, led to sustainable development and improvement in energy and economic security of Poland.
