Society is facing significant challenges in transforming to a sustainable food system where healthy food is provided, while reducing the negative environmental impact. Yet, it is debatable whose responsibility it is to provide healthy, environmentally friendly food from sustainable food systems. As food retailers have huge power through their supply and placement, it has been argued that they could steer consumers towards sustainable choices. Shifting from nudging- and sustainability marketing initiatives towards retail led in-store choice restrictions have therefore been suggested to enable a sustainable food system but has not been executed to great extent due to the fear of losing consumers. The aim of the study was to explore consumer understandings of and attitudes towards retail led in-store choice restrictions aiming to reduce the negative environmental and health impacts from food consumption. This was assumed to provide insights regarding where the perceived burden of responsibility lies and in what ways food retailers could be a leverage point for shaping sustainable consumption. The study used a qualitative approach where four semi-structured individual interviews with Axfood, Coop, ICA and WWF as well as four semi-structured focus group interviews with consumers were conducted and continuously integrated with a literature review. A content analysis of the collected empirical data was conducted with the help of the theoretical framework following Kahneman's fast- and slow thinking systems, perceptions, the Functional Theory of Attitudes, nudging, choice editing and different types of paternalism. The results indicated that consumers have diverse attitudes towards paternalistic measures. Food retailers' choice editing strategies aiming to reduce the negative environmental impacts from food consumption were highly encouraged and accepted due to a perceived collectivistic responsibility for maintaining our common earth. On the other hand, food retailers' choice restrictions aiming to reduce the negative health impacts met great disapprovals, due to health limitations being perceived as an insult towards consumers' individual body, identity and liberty. However, eliminations contributing to a greater overall health- and well-being was encouraged only if executed by legitimate and trusted authorities with reasonable, non-profitable driving forces where a democratic society was at the foundation. Choice editing is not an easy strategy for food retailers to apply as it interferes with consumers freedom of choice but is necessary as nudging and sustainability marketing are too soft strategies to steer consumer's often irrational decision-making and will not be enough for a global, sustainable transition. Elimineringar som bidrog till förbättrad hälsa och ett ökat välbefinnande uppmuntrades endast om de utfördes av en legitim och betrodd stat med rimliga, icke-lönsamma drivkrafter där ett demokratiskt samhälle fortfarande bestod. Slutsatsen var att valredigering inte är en lätt strategi för dagligvaruhandeln att tillämpa eftersom det stör konsumenternas valfrihet, men är nödvändig eftersom nudging och hållbarhetsmarknadsföring är för mjuka strategier för att styra konsumentens ofta irrationella beslutsfattande och kommer inte att räcka för en global, hållbar övergång. This study aims to determine the formulation of strategies that can be used in facing the challenges of implementation of innovation policies in realising sustainable development in the community environment with the case study of the Indonesia Village Government. The innovation policy aims to improve the quality in the use of village funds and also to encourage productivity and development in rural areas as well as build sustainable village capacity to improve the socio-economic welfare of the community and the independence of the village. This qualitative research uses a case study approach through field research in the village local government. We identified several challenges in the implementation of the innovation policy. In overcoming these challenges, as well as successfully implementing the policy, the role of innovative behaviour on the part of policy makers at the village level is importance. With an exploration strategy approach, entrepreneurial strategies and open and collaborative approaches used by various parties are also required in the successful implementation of innovation policy. The development of future research related to innovation policy relevant to the characteristics of rural communities is still very much needed.

Continued unsustainability and surpassed planetary boundaries require not only scientific and technological advances, but deep and enduring social and cultural changes. The purpose of this article is to contribute a theoretical approach to understand conditions and constraints for societal change towards sustainable development. In order to break with unsustainable norms, habits, practices, and structures, there is a need for learning for transformation, not only adaption. Based on a critical literature review within the field of learning for sustainable development, our approach is a development of the concept of transformative learning, by integrating three additional dimensions—Institutional Structures, Social Practices, and Conflict Perspectives. This approach acknowledges conflicts on macro, meso, and micro levels, as well as structural and cultural constraints. It contends that transformative learning is processual, interactional, long-term, and cumbersome. It takes place within existing institutions and social practices, while also transcending them. The article adopts an interdisciplinary social science perspective that acknowledges the importance of transformative learning in order for communities, organizations, and individuals to be able to deal with global sustainability problems, acknowledging the societal and personal conflicts involved in such transformation.

Sustainable development aims at addressing economic, social, and environmental concerns, but the current lack of responsive environmental governance hinders progress. Short-term economic development has led to limited actions, unsustainable resource management, and degraded ecosystems. The UN Sustainable Development Goals (SDGs) may continue to fall short of achieving significant progress without a better understanding of how ecosystems contribute to achieving sustainability for all people. Ecosystem governance is an approach that integrates the social and ecological components for improved sustainability and includes principles such as adaptive ecosystem co-management, subsidiarity, and telecoupling framework, as well as principles of democracy and accountability. We explain the importance of ecosystem governance in achieving the SDGs, and suggest some ways to ensure that ecosystem services are meaningfully considered. This paper reflects on how integration of these approaches into policies can enhance the current agenda of sustainability.

The view of networks has changed within the field of policy studies. Once they were considered as hampering the policy process, but today they are accepted as a legitimate policy instrument. The Swedish Government, for instance, makes use of networks to steer society. One attempt to do so is the Sustainable Municipality Programme launched by the Swedish Energy Agency in 2003. Five municipalities where selected to participate in this collaborative process to further sustainable energy policies. This thesis explores the potential of network governance theory as a model for describing policy making. A case study addressing three questions was conducted. Firstly, can the Sustainable Munici-pality Programme be described within the framework of network governance theory? Secondly, is this governance network successful in its struggle to achieve its goals? Thirdly, can this example of network governance further a discussion exploring a scenario where inter-municipality network governance might pose a challenge to the principle of local government? The first and second question is answered by focusing on four functions that the governance network should fulfil; to give priority to projects; to mobilize resources, to complete projects and, to evaluate the process. In order to answer the first question the case study focuses on the interaction within the governance network. Is the process organised in a fashion recognisable as network govern-ance, as an ideal type of coordination? The analysis shows that network governance theory provides an analytic framework well suited to shed light on the process. The analysis also shows that the three first functions were achieved. Through negotiations the network gave priority to different projects. The thesis focuses on three of these. The first project includes the education of maintenance person-nel. The second is a research project, investigating different actors' possibilities to plan for a more sustainable use of energy. The third project is a research project carried out within the field of physi-cal planning. The fourth function, evaluation, still poses a problem since the actors themselves are not content with the evaluation model they produced. In order to answer the third question the case study explores the notion of local government and how it can be safeguarded within a governance network. Two indicators are used to analyse this aspect of the process; the democratic anchorage of the governance network and the transparency of the process. The analysis shows that the process has been transparent and that local politicians have had an opportunity to meta govern the process. It is, however, undoubtedly so that the actors, or municipalities, gain influence over each other's policy processes. This causes discontent since local priorities get affected, sometimes negatively. In the end of 2007, four of the five municipalities decided to remain within the programme, or the governance network, for another three years. This dissertation studies the development of the environmental issue from a discursive perspective. Through an analysis of views on nature and the environment in several NGOs and main political organs, the dissertation tries to explain how a certain view became hegemonic. The analysis pertains to the period between the publication of Silent Spring in 1962 and the introduction of the concept sustainable development by the UN in 1987. From a realistic starting point and with critical discourse analysis (CDA) as its method, the dissertation aims to identify causal powers and mechanisms that have generated and institutionalized the environmental discourse. An analytical model is developed and applied on three levels; a sociolinguistic, institutional, and macrosocial level; which also reflect the methodological progression of the study from description to explanation. The result shows that the discursive practice was hegemonized by a Western view promoting economic growth. This discourse gradually gained ground at the expense of an anti-systemic discourse which posited structural societal changes as the answer to environmental problems. Mechanisms such as the exclusion of some views and actors from common discursive practices were crucial for the process of homogenizing the discourse and developing consensus. Through incorporating that part of the environmental movement which did not fight the dominant economic and political system, the UN turned it into support for its own project, which is part of the process of hegemony. At the same time the environmental objectives of the hegemonic discourse were established in the institutional spheres. The institutionalization of the environmental issue changed the focus from social critique to a question of development and technology, something which helped displace the original critical and partially anti-systemic character of environmental discourse. Through turning the critical and negative account of the situation into a more harmonious and hopeful vision, for instance in terms of sustainable development, a foundation was laid for the later development of ecological modernization. When the hegemonic discourse invested the concept of sustainable development with emphases on progress and economic growth, it encapsulated the environmental issue within the framework of the prevailing social system. ; With summary in English and Spanish/Con resumen en inglés y en español

Bergslagen in south-central Sweden is an informal region with a long history of intensive land use. The legacies of than 2000 years of integrated use of ore, forests and water major national and international economic importance now involve several challenges for the maintenance of landscapes. This includes sustainability of rural and urban communities, of green infrastructures for natural capital and human well-being as well as of forests, river basins and mining. In response to this cross-sectoral integration necessary at multiple levels of public, private and civil as well as academia and schools. Landscapes need thus to be viewed as integrated socio-ecological systems. Collaboration and continuous learning among actors and stakeholders are needed for sustainable use and management of landscapes' goods, services and values. To support this requires (1) data, monitoring and assessment of different aspects of sustainability, (2) continuous knowledge production about material and immaterial landscape values relevant for the management of ecological, economic, social and cultural dimensions, (3) information and communication using both traditional media, as well as (4) through art and culture. the vision to contribute to satisfying these requirements Sustainable Bergslagen initiative emerged gradually since 2004 as a multi-level partnership for sustainable landscapes (www.bergslagen.org). By joining the International Model Forest Network (IMFN), and the network for Long Term Socio-Economic and Ecological Research (LTSER), actors and stakeholders can learn from other regions' sustainable development processes, and make Bergslagen more visible internationally.

Local natural resources (LNRs) are essential for the socioeconomy of rural societies. The United Nations (UN) Agenda 21 and "Our Common Future" state that local spatial planning is central for the prospect of balancing ecological, social and economic sustainable development (SuD). Stakeholder participation in spatial planning enhances acceptance and improves preconditions for successful planning outcomes. Consequently, it is important to increase knowledge about LNRs and the use of them and to integrate such knowledge in local spatial participatory planning with a landscape perspective. These opening statements apply to Swedish boreal municipalities and describe the intentions of Swedish municipal comprehensive planning (MCP). The purpose of this work was to examine and analyze the preconditions for integrating MCP with a landscape perspective in rural municipalities. The thesis is based on case studies in Swedish, rural, municipal contexts reported in five papers. In Papers I & II, local businesses in Vilhelmina Municipality were surveyed to describe the societal importance of LNRs. The results showed that LNRs are vital to 78 % of the businesses, of which half are based on forest farming, and there are strong bonds between entrepreneurs, their businesses, the municipality and LNRs. Papers III & IV present and discuss the characteristics of MCP in theory and practice. An e-mail survey was sent to municipal officials in all Swedish mountain municipalities. MCP-stakeholders in municipalities in Bergslagen, in central Sweden, were interviewed. Respondents in both case studies stated a belief that MCP can offer prospects in planning for SuD. However, resources and stakeholder participation in planning are generally scarce, especially in rural municipalities. Paper V illustrates how new knowledge on forest land use (to support MCP) can be gained by combining spatial and temporal data on forest condition, owners and land use values in a geographic information system (GIS). This thesis provides scientific and practical contributions to aid in efforts aiming for SuD. It is done by framing MCP theoretically and contextually and by suggesting that MCP should be extended to include forest land use and by stressing the rural context in local spatial participatory planning. Opportunities in MCP have to be embraced, but local governments need enhanced knowledge about local land use, specifically forest land use. Moreover, stakeholder participation needs to be developed, requiring more resources. In the case of a Swedish rural municipality, it is crucial that efforts are made to develop MCP as a tool, not just in theory but also in practice.

A food system includes many processes and actors that interact at different levels to maintain human` access to food. As the need for the food increases due to population growth, the activities associated with obtaining the food led to pressure on the environment. Climate change, nitrogen and phosphorus flows, ocean acidification, biodiversity loss, and extinction of species are directly related to the agri-food system. Therefore, transforming food production in line with the principles of the SDGs is a major challenge for all of humanity. Aquaponics (AP) is an innovative method of food production that offers sustainability solutions and therefore may be an option for the agri-food transformation. The aim of this thesis was to understand the opportunities and barriers for AP development in Sweden and how AP may penetrate the mainstream market. A qualitative study was conducted with representatives of the Swedish agri-food system where the data was collected through semi-structured interviews and analyzed throw the theoretical lens of the multi-level perspective (MLP) and the concept of protective space. Results showed that there are possibilities as well as blocking mechanisms for the development of AP in Sweden concerning conventional fish and vegetable production. To leave the innovation space and integrate into the market, it is necessary to transform the regime by stretching the legislation and changing the norms and routine for the AP integrated system. Since the AP product fits the norms of the market and the consumers food culture, its further distribution depends on enlightenment and marketing strategies.

This article brings together the concepts of land and landscape, tightly linked in urban transformative situations, but rarely used for the purpose to strengthen strategic planning for sustainability. They are investigated as a combined base for land use deliberations, in early phases of planning processes, in practices of different scale, especially in a European context, drawing on planning and landscape policies generally agreed upon, as well as the UN Sustainable Development Goals. This article argues for taking into consideration the landscape as experienced human habitat, in relation to the understanding of land as both a common resource, and as pieces of property. This is motivated partly by the more or less global political trend and the turn from state interventions to individualistic capitalism (calling for new methods to solve common challenges), but also by a changing planning profession, increased collaborative planning processes, increased significance of public space as a scarce resource in densified cities, the need for holistic perspectives in sustainable urban development and the need for unifying concepts for urban and rural land at a local and regional scale. A new concept "around-scape" is suggested, in order to make visible the subjective binding between available perceived resources and spatial transformation.

There is no doubt now that energy is fundamental to our development. Global energy trends such as higher energy demand and prices, big differences across regions, structural changes in an oil and gas industry increasingly dominated by national companies, the prospect of irreversible climate change, as well as demand for energy security all highlight the need for a rapid transition to a low-carbon, efficient and environmentally benign energy system. The search for energy alternatives involving locally available and renewable resources is one of the main concerns of governments, scientists and business people worldwide. As researchers tackle problems according to global trends, an overwhelming body of research focusing on bioenergy in relation to other types of renewable energy might illustrate the role bioenergy has as the most important renewable energy source for the near and medium-term future. Thus, analyzing the amount of existing research, we found that about 50% (4,911 records) of 9,724 renewable energy records available were bioenergy records. We also found that publications on each of the four main sources of biomass (agriculture, forest, waste and other) represent about one quarter of the 4,911 bioenergy records retrieved. Biomass – the fourth largest energy source after coal, oil and natural gas - is the largest and most important renewable energy option at present and can be used to produce different forms of energy. As a result, it is, together with the other renewable energy options, capable of providing all the energy services required in a modern society, both locally and in most parts of the world. Renewability and versatility are, among many other aspects, important advantages of biomass as an energy source. Moreover, compared to other renewables, biomass resources are common and widespread across the globe. The sustainability potential of global biomass for energy is widely recognized. For example, the annual global primary production of biomass is equivalent to the 4,500 EJ of solar energy captured each year. About 5% of this energy, or 225 EJ, should cover almost 50% of the world's total primary energy demand at present. These 225 EJ are in line with other estimates which assume a sustainable annual bioenergy market of 270 EJ. However, the 50 EJ biomass contributed to global primary energy demand of 470 EJ in 2007, mainly in the form of traditional non-commercial biomass, is only 10% of the global primary energy demand. The potential for energy from biomass depends in part on land availability. Currently, the amount of land devoted to growing energy crops for biomass fuels is only 0.19% of the world's total land area and only 0.5-1.7% of global agricultural land. Although the large potential of algae as a resource of biomass for energy is not taken into consideration in this report, there are results that demonstrate that algae can, in principle, be used as a renewable energy source. From all of these perspectives, the evidence gathered by the report leads to a simple conclusion: Biomass potential for energy production is promising. In most cases, shifting the energy mix from fossil fuels to renewables can now be done using existing technology. Investors in many cases have a reasonably short pay-back because of good availability of lowcost biomass fuels. The latter is of course dependant on local incentives, however. Overall, the future of bioenergy is also to a large extent determined by policy. Thus, an annual bioenergy supply covering global energy demand in 2050, superseding 1,000 EJ, should be possible with sufficient political support. Global production of biomass and biofuel is growing rapidly due to the increasing price of fossil fuels, growing environmental concerns, and considerations regarding the security and diversification of energy supply. There are many scenarios that predict a high potential for biomass in the future. There have also been many studies performed in recent decades to estimate the future demand and supply of bioenergy. Overall, the world's bioenergy potential seems to be large enough to meet the global energy demand in 2050. The current stock of standing forest is a large reservoir of bioenergy and in line with the theoretical potential of biomass energy. However, most of the research studies on biomass potentials ignore existing studies on demand and supply of wood, despite the extensive literature and data on the subject. Taking into account data from a variety of international sources, rough estimates of the energy production potential of woody biomass from forestry show that, in theory, the demand for wood fuel and industrial roundwood in 2050 can be met, without further deforestation, although regional shortages may occur. However, the shift in the energy mix requires much more investment in infrastructure, equipment and in some cases R&D. Moreover, a prerequisite for achieving bioenergy's substantially high potential in all regions is replacing current inefficient and low-intensive management systems with best practices and technologies.
