This paper surveys the obstacles to disarmament in the Soviet Union, and analyses both internal and external factors of Soviet militarism, the role of Russian political/military tradition, and the centrality of the defense sector to Soviet society. Although the sources of militarism are strong, the author argues that they are not absolute, and that there is scope for demilitarization initiatives. Most of the demilitarizing tendencies will come from internal influences and the working out of internal contradictions, such as that between declining economic growth and an increased military burden. Nevertheless, the West should not foreclose through their own policies the possibility of Soviet moves toward disarmament.

Der Autor untersucht die Frage, warum es gerade in der UdSSR zu einem Mißbrauch der Psychiatrie kommen kann. Er sieht drei Gründe: 1. Den Totalitarismus, der den Individuen die Autonomie zu nehmen versucht, um sie in ein amorphes "Ganzes" einzugliedern, das leichter im Sinne totalitärer Ziele zu steuern ist; 2. Den Marxismus-Leninismus, der den Anspruch erhebt, wissenschaftlich und wahr zu sein, was seinen Gegnern nur die Wahl läßt, entweder charakterlich schlecht oder krank zu sein; 3. Den "psychiatrischen Determinismus", der den Menschen als defekte Maschine sieht. Der Autor beschreibt weiterhin Methoden, mit denen Dissidenten als krank etikettiert werden. Das wichtigste Instrument hierbei ist der Begriff der Schizophrenie (besonders wenn sie hinter dem Schleier der "scheinbaren Normalität" auftritt), der dem Psychiater erlaubt, jeden ins Hospital einzuweisen, der politisch untragbar erscheint.
