Die neuen Hauptstädte des 20. Jahrhunderts - Planung, Realisierung und aktuelle Anforderungen. Band 2.7: Fallstudie Dodoma - Hauptstadt von Tansania seit 1973
Die Untersuchung beinhaltet eine vergleichende Fallstudie mit stadtplanerischem Schwerpunkt über die im 20. Jahrhundert geplanten und gebauten neuen Hauptstädte: Canberra, Chandigarh, Islamabad, Brasilia, Gaborone, Lilongwe, Dodoma, Abuja, Putrajaya, Astana. Anspruch ihrer Erbauer war es jeweils, eine "City Beautiful" nach den modernsten städte-baulichen und planerischen Erkenntnissen ihrer Zeit zu bauen. Daher bieten sich die Städte besonders für eine Analyse der städtebaulichen Leitbilder und stadtplanerischen Strategien im vergangenen Jahrhundert an. Die Hauptstädte werden in ausführlichen Fallstudien dargestellt. Dazu wurden Analysen von Planwerken, Literatur und Statistiken sowie zahlreiche Interviews mit Stadtplanern und Wissen-schaftlern in den Hauptstädten sowie eigene Erhebungen und Analysen vor Ort durchgeführt. Auf dieser Grundlage werden Motive und politische Ziele der Auftraggeber, die städtebaulichen Konzeptionen, das Realisierungsmanagement sowie die Umsetzung analysiert. Es werden die Probleme beim Aufbau der Städte, die Änderungen in der Planung und die aktuellen Probleme in ihrer Stadtentwicklung beschrieben. Im Überblick werden weitere Hauptstadtprojekte des 20. Jahrhunderts sowie des begonnenen 21. Jahrhundert vorgestellt. In einem Vergleich der zehn Städte wird herausgearbeitet, welche materiellen und planungsmethodischen Probleme aktuell bestehen. The case studies are based on the analysis of urban development plans, literature and statistics as well as on a large number of interviews with planners and scientists in the capital cities. The research is focused on motives and political goals of the contracting authorities, the urban concepts and the implementation management. The problems at time of foundation, the changes of strategies of planning in the meantime and the current situation in the capitals will be analyzed. As conclusion the future challenges for the urban development in the ten capitals will be identified. A few more capital cities of the 20th century and the first projects of capital cities in the 21th century will be described in an additional overview. As result of the comparison the biggest physically and methodic planning problems existing today will be pointed out. Changes of planning methods and strategies which are needed for more effective urban planning will be described.

Donor support for tax administration reform in Africa: experiences in Ghana, Tanzania, Uganda and Zambia

"Tax administration reforms are of prime importance for strengthening fiscal state and governance relations in developing countries. African countries have been particularly deficient in this respect. Donor support for tax administration reform in Africa therefore might have a strong impact in enhancing the developing prospects of the continent. This study analyses the experiences gathered to date with donor support for tax administration reform in four African countries: Ghana, Tanzania, Uganda and Zambia. With strong assistance, all have established semi-autonomous revenue agencies. The study assesses their capacity to collect and process taxpayer information, their merit orientation in the area of human resource management, their relationships with other state organisations and donors, their tax structures and exemptions, and, finally, their revenue performance. One special focus area is the political and socio-economic environment in which the reform projects are embedded. The aim is to draw lessons from the case studies' different trajectories for future donor assistance. The two main recommendations presented here are: First: a broadening of donor support beyond administrative issues. This entails systematic cooperation with civil society stakeholders and a strengthening of the Ministry of Finance's capacities. Second: ensuring the sustainability of tax administration reforms. Flexible donor conditionality, not purely focussed on the tax-to-GDP ratio and on fulfilling revenue targets, as well as coherent and needs-based technical support are prime means for enhancing the prospects of partner countries' consistent commitment to tax administration reform." "Visual research forms part of a growing field in participatory research. Lately new discussions among scientists evolved about conceptual considerations and methodological approaches related to the use of visual participatory methods. The following article presents a reflection on a participatory video project with adolescents aged 15 to 19 in Tanzania from the perspective of the adult researcher. On the one hand the project aimed at gaining visual insights into adolescents' realities related to teenage pregnancy. On the other hand, the young filmmakers were empowered to share their experiences and to use the film clips in order to reach policy makers and practitioners. While the use of an adolescent participatory video approach has great potential to represent different realities and to reach policy makers and practitioners in an appealing way, its drawbacks must also be considered. The methodological implications of this highlight the need to reflect about multiple subjectivities and related courses of action of all actors involved on various levels within society. It is argued that symbolic representations have the potential to create knowledge not only for policy and practice but also for science - as long as the research process, personal background, relationships and actions among involved actors, the socio-cultural context and related power dynamics are presented and unfolded in the final outcome of the visual participatory research." Bibliothekarische Beratung in Entwicklungsländern als mögliches Tätigkeitsfeld für die Bibliothek der Friedrich-Ebert-Stiftung : Deskription, Evaluation und Perspektive des Projektes Aufbau der Bibliothek der Chama Cha Mapinduzi in Tansania
Bibliotheken sind ein wichtiger Bestandteil in der Entwicklung moderner, demokratischer Gesellschaften. Jedoch können aufgrund zahlreicher Defizite sowohl einzelne Bibliotheken als auch die Bibliothekssysteme in Entwicklungsländern ihrer bedeutenden Rolle nicht gerecht werden. Die Förderung und Beratung dieser Einrichtungen durch Institutionen aus entwickelten Ländern gewinnt daher in der globalisierten Welt, die sich zugleich durch neue technische Entwicklungen stetig verändert, immer mehr an Bedeutung. Für die Bibliothek der Friedrich-Ebert-Stiftung, die als Abteilung einer international tätigen Nichtregierungsorganisation erste Erfahrungen mit der Unterstützung und Beratung der Bibliothek der Chama Cha Mapinduzi in Tansania gesammelt hat, eröffnen sich damit Perspektiven, die bibliothekarische Beratung in Entwicklungsländern als reguläres Tätigkeitsfeld in ihrem Produktportfolio zu verankern. Die Beratung stellt nicht nur eine Erweiterung des Aufgabenspektrums dieser historisch-wissenschaftlichen Spezialbibliothek dar, sondern kann zugleich als neues Instrument in der Auslandsarbeit der Friedrich-Ebert-Stiftung etabliert werden, das sich an unterschiedliche politische Partnerorganisationen in Entwicklungsländer richtet. Schafft die FES-Bibliothek die notwendigen internen Voraussetzungen, dieses Tätigkeitsfeld auf Dauer zu implementieren, kann sie von der damit verbundenen verbesserten FES-internen Vernetzung profitieren und zugleich einen kleinen Beitrag zur Entwicklung von Bibliotheken in Entwicklungsländern leisten. ; Libraries are important components for the development of modern and democratic societies. Due to a number of problems both single libraries and library systems in developing countries are not able to cope with their important tasks. Thus, supporting and consulting activities delivered through institutions from developed countries addressing these library institutions become more important in a globalised world that continues to change permanently as a result of technological developments. The Library of the Friedrich Ebert Foundation was able to gain some basic consultancy experiences during its participation in supporting activities for the development of the Library of the Chama Cha Mapinduzi in Tanzania. As part of a world-wide operating non-governmental organisation the FES Library has the chance to establish library consulting services for institutions in developing countries as a regular part of its activities. This would not only lead to an upgrading of the field of action of this special library but also might be implemented as a new tool for the international work of the FES that aims at different political institutions. If the FES Library manages to handle the inter-organizational preconditions for the permanent implementation of this consulting activities, it might also somewhat contribute to the development of libraries in developing countries.

Depoliticising an epidemic - international AIDS control and the politics of health in Tanzania ; Entpolitisierungen einer Epidemie - internationale AIDS-Bekämpfung und die politische Ökonomie der Gesundheitsversorgung in Tansania

AIDS-control strategies in sub-Saharan Africa involve crucial national political compromises. Yet, they are frequently formulated in heteronomous settings dominated by Western donor agencies. Drawing on a case study of Tanzania, a country whose response to the epidemic is 97% donor-funded, this thesis develops a political economy of international AIDS control. It explores some of the specifically political aspects of the struggle against HIV/AIDS in Tanzania by analysing the formulation of national HIV-prevention and -treatment policies, and confronting these policies with a critical review of their biological and epidemiological foundations. The fieldwork combines a series of 92 in-depth interviews with key policymakers at the national level with the observation of AIDS-related decision processes in donor-government meetings. In this way, this thesis analyses the unequal political attention given to different causal stories of the spread of the virus, and their impact on the use of evidence in the formulation of HIV-prevention policies. Moreover, it describes how AIDS policymakers adopt non-decision strategies when faced with the intricate trade-offs imposed by the inescapable prioritization of HIV-prevention and -treatment interventions in a context of insufficient resources. Finally, developing upon an analysis of the controversy among players about the effects of international AIDS control on the overall coherence of national health policies, the thesis explores the contradictions of a vertical AIDS response in a context of dysfunctional health systems and poor general population health. On this basis, it examines the possibilities to elaborate an emancipatory critique. ; Obwohl die Formulierung nationaler AIDS-Bekämpfungsstrategien im Afrika südlich der Sahara schwerwiegende gesellschaftliche Kompromisse voraussetzt, geht diese oft aus von westlichen Geberinstitutionen dominierten politischen Prozessen hervor. Basierend auf einer Fallstudie Tansanias ergründet diese Dissertation die politische Ökonomie der internationalen AIDS-Bekämpfung. Durch eine detaillierte empirische Studie der tansanischen AIDS-Politik, und die kritische Beleuchtung der ihr zugrundeliegenden epidemiologischen Annahmen, werden oft vernachlässigte, spezifisch politische Dimensionen der AIDS-Bekämpfung in Afrika erkennbar. Die zwischen 2007 und 2009 gesammelten Feldforschungsdaten umfassen 92 Interviews mit zentralen Entscheidungsträgern und die Beobachtung HIV-bezogener Entscheidungsprozesse. Teil 1 der Arbeit analysiert politische und institutionelle Gründe für die Persistenz des fast exklusiv auf Sexualverhalten fokussierten Erklärungsparadigmas afrikanischer HIV-Epidemien und dessen Einfluss auf Präventionsmaßnahmen. Teil 2 beschreibt wie Geber- und Regierungsrepräsentanten versuchen unumgänglichen, aber politisch unpopulären, Priorisierungen in der HIV-Prävention und -Therapie auszuweichen, dabei aber implizite Entscheidungen über den relativen Wert menschlicher Leben treffen. Basierend auf einer Analyse der Widersprüche vertikaler AIDS-Bekämpfung in Kontexten mangelnder Gesundheitsversorgung und schlechten Allgemeingesundheitszustands der Bevölkerung erkundet Teil 3 der Arbeit Grenzen und Möglichkeiten einer emanzipatorischen Kritik.
