The aim of this article is to present and popularise information regarding the current state of research on the presence and activity of the members of the Society of Jesus in the Tsarist state between 1772 and 1802. A synthetic analysis of the complex issue of official educational activities provided by the Catholic Order in the Orthodox Russian Empire is based on a comparative analysis of the existing subject literature and the author's archival research, the results of which have been published in the papers referred to in the article. The first part explains the circumstances that led to the appearance of the Jesuits in Russia and discusses the reasons that allowed these subjects of the Tsar to maintain relative autonomy in managing their Order, ensure its development, and pursue their own goals. The functioning of Jesuit schools in Russia is also discussed in this context. The second part focuses on close relations between the Jesuits and Tsar Paul I, which had a significant impact on the functioning of the Order. Based on, among others, the fragments of the correspondence found in the Roman Archive, the author describes the Tsar's contacts with Father Gruber and analyses their role, significance and results in the political and diplomatic area connected with the Jesuits' activity in Russia. ; Celem artykułu jest prezentacja i upowszechnienie aktualnego stanu badań na temat obecności i działalności członków Towarzystwa Jezusowego w państwie carów w latach 1772–1802. Gruberem, analizując ich rolę i znaczenie w sferze polityczno-dyplomatycznej, jak i praktyczne przełożenie na prace realizowane przez jezuitów.

North and Avner Greif use the tools on the New Institutional Economics and Game Theory and draw the attention of economists to the fact that both markets and governments are institutional constructs created by opportunistic individuals and groups with different interests. They show how exceptionally many are the social and cultural conditions of credible commitment are necessary for the emergence of efficient markets and government. In contrast with standard economic approaches, from the historical-institutional point of view it is the efficiency of some markets and governments should be treated as "deviations" from a norm and states of "failure" – as a starting points in analyses of markets and governments. The aim of this article is to investigate how the European university education sector is being internationalized. The authors test "European Studies" programs, assuming that due to their peculiar character they are the forerunners of change, which results, among other things, from Europeanization processes. The field of "Teaching Europe" is mapped in the European Union and then a more detailed analysis is conducted in Poland and Germany. These allow the authors to formulate three models describing how universities in Europe are answering the challenges created by the integration process. The Polish and German cases further illustrate the dynamics of "European Studies" development, as well as differences in general aims, disciplinary construction as well as level of internationalization. Various geographical patterns of enhanced collaboration are revealed by the research when checking Double Degree programs.
Despite the plethora of conducted research and analyses, their actual use in the design and implementation of public policies is quite limited. The latest research indicates that an effective strategy to strengthen the use of public policy research results in practice is knowledge brokering. The article demonstrates the use of an educational innovation enabling knowledge brokering teaching through practice - by means of a simulation game-based workshop. The past experience connected with the use of "Knowledge 176 Karol Olejniczak, Dominika Wojtowicz Studia z Polityki Publicznej Brokers" game to teach public sector professionals in Poland, the United States and Canada has confirmed that the game helps to: (1) understand the role of the public policy research and analysis results, (2) master the six key skills of knowledge brokers and (3) understand the broker's limitations in influencing the decision-making process. Public administration institutions can make use of "Knowledge Brokers" for the practical training of their analytical personnel and raising its organizational capacity to carry out public policies based on evidence.
In this article I make a critical analysis of educational policy in Poland during the 25 years of the political transformation. I try to refer to the Polish thoughts and practices of teaching experience in the period of 1918--1948. What is more, I present experiences of anti-socialist opposition during the socialist period. They influenced on impression in the works and commitments of many scientists and a new generation of academics. Furthermore, I indicate how my generation after 1989 went into the road of scientific autonomy and/or independence in the field of government and private education. Benchmark for these analyzes build up the hopes which we tied up with the Polish revolution of non- violence. Moreover, there was a strong disappointment, which revealed over the years due to the departure of distinctive political formation of the Third Republic of the ideals and the phenomenon of Polish "Solidarity" movement, and civil society, which included the move away from the base of participatory democracy. Finally, I look at how education as a science and practice of education fit into democratization of the Polish state and society. The key meaning for me has the perception of education as a common good, as environments and entities, institutions or management practices which participate in the democratic society. To sum up, this society is constantly in the period of recovery from years of experience not only fascist, but Bolshevik totalitarianism, too.
The author deals with a problem of quality of higher education, discussed widely in the Western Europe and the US. She analyzes reasons of the growth of interest in the improvement an measurement of quality for teaching and non-teaching processes occurring in the institutions of higher learning. She discusses the changing role of the State in the management of systems of higher education in the EC. The changes which take place in the steering of higher education reflect political and social trends. A new idea of self-regulation assumes that the government defines general frames in which the universities may develop their own manner of work. Referring to Guy Neave the author states that many European governments shifted their interest from the input to the output of higher education. Introduction of new mechanisms of quality control is a condition of the introduction of new priorities by governments. Mechanisms of the quality improvement in institutions of higher education, and specially a model of management transferred from business to post-secondary education, i.e. TQM, Total Quality Management are presented as well. The largest part of the paper is devoted to the analysis of mechanisms and procedures of quality assessment in the institutions of higher learning. Two extreme models of quality control are presented: one, by an external authority, by self-governing community of fellows, as well as mechanisms of peer review and accreditation. The author states that now there is some resistance against application of only quantitative criteria to the evaluation of quality of institutions of higher learning. The search for other means of measurement of their quality is based on a strong belief that quality is made of such unmeasurable elements as scholarly climate, atmosphere of work, innovativeness and creativity. A solution may be found in linking the internal and external control. The two types of control used separately raised several reservations. ; W artykule prezentowany jest szeroko dyskutowany w Europie Zachodniej i w USA problem jakości szkolnictwa wyższego. Analizowane są przyczyny, które w latach osiemdziesiątych spowodowały wzrost zainteresowania zarówno doskonaleniem, jak i pomiarem jakości procesów dydaktycznych i pozadydaktycznych zachodzących w instytucjach szkolnictwa wyższego. Autorka omawia zmieniającą się rolę państwa w zarządzaniu systemem szkolnictwa wyższego w krajach EWG. Twierdzi ona, że zachodzące zmiany w sterowaniu szkolnictwem wyższym są odbiciem tendencji politycznych i społecznych. Prezentuje mechanizmy doskonalenia jakości w instytucjach szkolnictwa wyższego, a w tym - dość szczegółowo - jeden z modeli zarządzania przeniesiony ze świata biznesu do szkolnictwa ponadśredniego, tj. TQM (Total Quality Management). Najwięcej miejsca w artykule zajmuje analiza mechanizmów i procedur oszacowywania jakości w instytucjach szkolnictwa wyższego. Autorka omawia dwa przeciwstawne modele kontroli jakości, tj. poprzez autorytety zewnętrzne i poprzez społeczność akademicką. W ramach tego rozróżnienia autorka omawia, m.in., mechanizm peer remem i mechanizm akredytacji.
This book aims at revealing the trends of development of the spoken Polish language in Lithuania and drawing attention to the impact of the Russian, Lithuanian and Belarusian languages on contemporary Polish which is currently used in Lithuania. Based on the results of observing the formal and informal use of the Polish language in a public space as well as in private the publication presents a socio-linguistic approach regarding the issues concerning the language culture. The greatest focus falls on the elimination of the most frequent mistakes penetrating the formal speaking. The didactic teaching resource has been developed based on the programme of contemporary advanced Polish and it is designed for students studying humanitarian sciences in Vilnius University and those who are concerned with correctness of the Polish language. The book consists of theoretical and practical parts; the material of the latter is divided into 12 topics. Each topic is finished with self-control tasks which may be used by students for testing their knowledge and skills. The reference list is provided at the very end of the publication. The fact that Polish is primarily used as the spoken language in Lithuania is taken into consideration in the thesis. The Poles use the Polish language in a private environment, they use it for communication with family members (especially with people of older generations). The language is also used in informal situations in a public space, i.e. when communicating with neighbours and acquaintances. In the latter case other languages are used as well. Almost all Poles residing in Lithuania know three languages (Lithuanian, Russian and Polish); "the new Polish intellectuals" (Kurzowa 1992: 131) speak standard Polish at home. The goal of the lectures is to promote the language culture and linguistic self-awareness as it will influence further linguistic changes. The analysis focuses on lexical changes which have been taking place during the last decades in the language of Lithuanian Polish intellectuals. Linguistic processes which are taking place are similar to the development of the standard Polish language (new terms for economic, political, educational and cultural phenomena emerge, new connotations are attributed to the words); nevertheless, specific features of the Polish language used in Lithuania remain and the development itself is slower. The quality of said changes depends on the impact made by Lithuanian and Russian languages, new words corresponding with the Lithuanian realia are created, new borrowings from Lithuanian and Russian appear, dialecticisms are used as well as linguistic elements of social varieties. The interferential lexis is characteristic of many phraseological novelties related to phenomena of the social and economic nature. Many officially used phraseological novelties have a colloquial connotation; the stylistic and expressive evaluation of the contemporary Polish language are thus neutralised, for instance, stylistic and linguistic means, which do not correspond with the standards of the official language, namely colloquial words, abbreviations, dialecticisms and expressive borrowings, may be observed in mass media. Lectures promote the culture of the Polish language, since the knowledge of the standard Polish language would allow understanding the rapidly changing contemporary Polish culture and participating in the dialogue between Poland and Lithuania.

W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals.
