According to the current report on the Millennium Development Goals (UN 2015), the share of undernourished people living in the developing world has fallen from 23.3% in 1990-1992 to 12.9% in 2014-2016 (projection). Despite this progress towards global food security, about 795 million people worldwide (or 780 million people in developing regions) will remain undernourished in 2014-2016 (UN 2015). Put differently, more than 10% of the world population still suffers from chronic hunger (FAO et al. 2015). Moreover, globally, one in seven children under age five are projected to be underweight in 2015 and one in four were stunted in 2013, i.e. had inadequate height for their age (UN 2015) - not only causing current hardship and pain but also leading to adverse long-term effects (see Lehmann-Uschner 2015). Against this background, global food security will feature prominently in the emerging post-2015 development agenda, such as the Sustainable Development Goals (UN 2015). Food security is defined as a status in which "all people, at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life" (FAO 1996: Paragraph 1). The main challenges to global food security in the medium- to long-term range from a growing world population to more resource-intensive diets, bioenergy generation and climate change. Already today, these developments account at least partly for the current rise in agricultural commodity prices. In addition to the fight against poverty, proposed solutions to meet the challenges include a sustainable intensification of agricultural production, reductions in yield losses and food wastes, open trade regimes, emission-saving agricultural practices and shifts in consumer preferences towards more sustainable demand patterns.
'In Appropriation' presents a selection of contemporary photographers who directly instigate strikingly new photographic work through the appropriation of pre-existing imagery – whether it be found, historical, canonical, personal, archival or otherwise. 'Appropriation' has been an important conceptual strategy within the visual arts for nearly a century. But in the case of the artists presented here, this act is not purely a matter of taking an image from one context – be it history, advertising, or the vernacular – and placing it within another: that of the gallery, the museum, 'fine art'. Instead, these photographers are carefully examining, incorporating, and then transforming – or riffing off of –such pictures in an effective, engaging, and incredibly original manner. Within the digital age, photography's past and present (and in a sense, its future) have collapsed and merged, and at the same time have been revealed to be seemingly infinite and ever-growing. This exhibition represents a new generation of practitioners who are harnessing the power of this collective mass of imagery, and are using it to instigate and inspire brave new forms of critical inquiry, creative experimentation, political engagement and personal expression.

Curated by Christopher Stewart and Esther Teichmann, the exhibition is initiated and supported by Karin Askham, Dean of the School of Media. 'Staging Disorder' includes selected images from seven photographic series that were made independently of each other in the first decade of the new millennium: Adam Broomberg and Oliver Chanarin's 'Chicago', Geissler/Sann's 'personal kill', Claudio Hils' 'Red Land Blue Land', An-My Lê's '29 Palms', Richard Mosse's 'Airside', Sarah Pickering's 'Public Order' and Christopher Stewart's 'Kill House'. These artists portray mock domestic rooms, aircraft, houses, streets and whole fake towns designed as military and civilian architectural simulations in preparation for real and imagined future conflicts across the globe. Their work poses questions about the nature of truth as it manifests itself in current photographic practice. These themes are also extended throughout the LCC gallery spaces in work by sound artists from UAL's Creative Research into Sound Arts Practice (CRiSAP) research centre. CRiSAP artists Cathy Lane, Angus Carlyle (and his collaborator, the anthropologist Rupert Cox), David Toop and Peter Cusack add a multi-dimensional resonance to the photographic works with sound and moving image installations and written texts.

Das DIW hat im Auftrag der Stiftung IMPULS ein Gutachten erarbeitet, in dem der Frage nachgegangen wurde, in welchem Umfang den Sektoren Maschinenbau und Büromaschinen, ADV Subventionen in Form von Finanzhilfen und Steuervergünstigungen zufließen. Die Analyse basiert auf der Subventionsdatenbank des DIW, die jährlich auf der Grundlage des Bundeshaushaltsplans und der Subventionsberichte aktualisiert wird. Die Subventionen sind darin nach 60 Sektoren untergliedert. Dabei sind Subventionen, die sich nicht direkt einem bestimmten Wirtschaftszweig zuordnen lassen, mit Hilfe von sektoralen Strukturschlüsseln branchenweise aufgeteilt worden. Der Maschinenbau gehört 1996 nur den absoluten Beträgen nach mit jeweils 1 - bis 2 Mrd. DM in West- und Ostdeutschland zu den größten Subventionsempfängern im verarbeitenden Gewerbe. Der relativ geringe Subventionierungsgrad des Maschinenbaus wird in Kennziffern deutlich, die die Subventionen in Relation zur Bruttowertschöpfung bzw. zur sektoralen Beschäftigung setzen. Im Sektor Büromaschinen, ADV ist die Subventionierung im Vergleich zum Maschinenbau deutlich niedriger. ; On behalf of the Impuls Foundation the DIW has analysed to what extent the sectors mechanical engineering as well as office machinery and data equipment are subsidised. The analysis is based on a DIW-subsidies-databank disaggregated by 60 sectors which is annually updated drawing on information from the Federal budget and the government's report on subsidies. In absolute terms, mechanical engineering is one of the bigger recipients of subsidies. In both, West and East Germany a volume of 1 ? to 2 DM billions respectively was calculated in 1996 for this sector. The relative small degree of subsidy can be clearly seen by calculating rates of the subsidies, e.g. in relation to GDP or sectoral employment. The subsidisation of the sector office machinery and data equipment is significantly lower than mechanical engineering.

Das Abwasserabgabengesetz regelt die erste Emissionsabgabe mit Anreizfunktion in der Bundesrepublik Deutschland. Trotz der intensiven umweltpolitischen Diskussion über Emissionsabgaben wurden bislang nur Untersuchungen vorgestellt, die die Wirkungsweise der Abwasserabgabe vor Beginn der Abgabepflicht erfassen. Es wird deshalb ein Konzept der Erfolgskontrolle entwickelt, mit dem die Zielerreichungen festgestellt, exogene Einflußgrößen sowie der Gesetzesvollzug berücksichtigt und Ursache-Wirkungs- Zusammenhänge durchleuchtet werden. Eine empirische Untersuchung ermittelt die Gesetzeswirkungen in der Papierindustrie.
